Our relationship has been strained. How significant is this Oneonone Meeting . What are you listening for . Reporter chris, i have been calling this the Sleeper Meeting of this entire trip. For all the focus on wednesdays meeting with Vladimir Putin, for the focus on the pictures we have been seeing of the western leaders welcoming, as french President Macron said, back into the Group President biden, as he is making his first trip as president and for all the justified Focus And Attention yesterday on that meeting at Windsor Palace with Queen Elizabeth ii, in terms of the scheme of relationships that biden has with so many World Leaders going back, this is really one of the longest and deepest that he has. Its very much a strained relationship at this moment. Remember the larger framing of this trip that the president has been laying out, which is this battle between democracies and autocracies, who will control the 21st century. Turkey has been sliding very much in an autocratic direction. A lot has to do with the Coup Attempt which President Erdogan blames on a u. S. Based cleric. It was then Vice President biden who was asked to travel to turkey to work with him based on the fallout from that. There are a number of other issues straining this relationship. Just a few months ago, President Biden took the step of blaming recognizing the armenian genocide, calling it a genocide, which has been a hot spot in terms of our relationship with turkey. Theres this question of turkey signing an Arms Agreement with russia. Turkey is a nato ally. Its a check on russian influence. This is an area where we are pivoting from friendly conversations, the smaller groups, to more difficult conversations ahead of the meeting wednesday in geneva with Vladimir Putin. Let me ask you about the larger framing of the trip. What can biden accomplish with what is a brief time with nato . Is it enough to show up and not be Donald Trump, who, of course, famously trashed the new Headquarters Building as too expensive and more sig if i havely significantly refused to support article 5, or is there something more he needs to do to communicate to strengthen the ties . I think, chris, that its enough to show up and not be Donald Trump for most of the european leaders. But he can do more and he has done more. He did a lot with the g7, the members of nato who are members. We will see going into this meeting what mike talked about, this framing of democracies versus autocracies. I suspect that his meeting with President Erdogan is going to be very business like. President biden is going to make it clear that theres no playing the role of the spoiler. Thats really what turkey has been doing when President Trump was in order. Because turkey could get away with it. Now i will admit, this happened under President Trump that we cut turkey off from the f35 program, because the Air Defense System they are purchasing from russia would target our nato aircraft, including the f35. I would say that President Biden is going to really try to bolster the alliance, point to the threats that are not going addressed or not addressed sufficiently, certainly russia is being insufficiently addressed and china is something that they do not yet agree on in terms of what to do. If you are sitting at home wondering why it is right to put so much focus on what President Putin had to say and maybe even on his psychology, perhaps theres one strong answer, thats thousands of nuclear missiles that russia has and that President Putin is in control of. President biden extended the new nuclear Arms Control Treaty at the beginning of his term. Perhaps, thats a glimpse that President Putin may find President Biden easier to deal with. It Looked as if the Trump Administration Wasnt going to extend that. Had is ground that is classic talking ground for the russia and the u. S. And ground that maybe the two President S will find common ground on. Will you go into the summit agreeing to begin more Arms Control talks immediately after the summit . Because as you mentioned, President Biden has extended start by five years. Washington would like that to be the beginning, not the end, was conversation. Translator we know what matters and what problems americans want to discuss with us. We understand these questions, certain matters and problems. We are prepared for this joint work. We have certain, if not differences, then different understandings of what pace and what direction we need to be moving. We know what constitutes priorities for the u. S. But thats when putin refused to promise that navalny would ever leave prison alive, even though you pressed him repeatedly. You pressed him on russias oppressive crackdown on dissent and unrest. Clearly from your conversation, putin is not lacking in opinions on some high profile u. S. Protests. Reporter yeah, thats right. Putin consistently does when you challenge him on russian policy is try and Talk About america. We call it what aboutism. What putin does is say what about this, what about that . I waspressing him on the allegations of cyberattacks against the u. S. He moved it on to the black Lives Matter Movement. Take a listen. What do you think of the black Lives Matter Movement . Translator i think that, of course, this movement was used by one of the political forces domestically in the course of election campaigns. But there are some grounds for it. Lets remember Colin Powell who was setting of state and he was also in charge of the pentagon. But no matter how noble the goals that somebody is driven by, if it reaches certain extremes, if it spills over into extremism, acquires elements of extremism, we cannot approve this. We cannot welcome this. So our attitude to this is very simple. We do support africanamericans fight for their rights. But we are against any types and kinds of extremism which, unfortunately, sometimes regrettably we witness currently. Reporter just to reemphasize, i didnt bring up the subject of racism. President putin did when i was asking Hi Cyberattacks on the u. S. You may think thats an example of him using a divisive tactic, trying to get Peoples Attention to move on to something else. Without a doubt. Stay with us. I want to bring in our panel to Talk About what we heard. Rick, that wasnt a no on agreeing to more Arms Control talks after the summit. What do you think the chances are . I just want to say, i thought his interview was really well done. What we saw was a kind of classic putin classic russian approach. It keeps us mindful of how unorthodox and what an Outlier Donald Trump was. We talked about the connections between Putin And Trump for four years. For putin, it was very difficult to deal with a president who was unpredictable and not particularly stable. As we heard over and over over the last few weeks, that what the biden administration wants from its relationship with putin is predictability and stability. I think what we saw in that interview was that a reversion to somewhat of that with putin. His answer on Arms Control agreement was a classic version of traditional diplomacy. Maybe, we will see, we will listen to the u. S. That is in and of itself, that answer is a restoration of predictability and stability. I think just what the biden administration wants, they have a clear strategy with putin, which has been articulated by secretary of State Blinken and Jake Sullivan, is that they just want to make sure that russia is not disrupting all of the things that the u. S. Wants to do. I think putin gave an answer saying he is Looking for a businesslike and predictable meeting with Joe Biden, who he certainly spent time with. Biden understands that. His team understands that. I think thats what we will see. Yeah. The question then is, does it move the bar at all . President biden was asked about wednesdays meeting this morning. I want to play part of what he said today about putin. First of all, theres no guarantee you can change a Persons Behavior they dont have to answer to the public. I wonder what you think is a return to a more traditional relationship between a u. S. President and between Vladimir Putin. What about managing expectations here . Well, chris, the engagement by The American President , you see folks like erdogan, Vladimir Putin begin to change what they are saying and the way they are saying it. Gone are the days of Donald Trump. Now we are to ricks point back to carefully crafted statements about how we all want to work together and put together processes. Its in erdogans best interests to continue to engage with america for economic reasons. Its in putins best interest to continue to move forward on Arms Control. They are doing it in a very Joe Bidenlike way. Its amazing how different their comments are, their behavior is just because joe bide season at the helm of the united states setting a tone of, lets get down to business and get things done. Evelyn, putin told keir he is open to bring home two detained americans. Their families say they are innocent. This morning on today, Reeds Family talked about it and said this about the possibility of a prisoner exchange. We are very happy to hear President Putin is open it a prisoner exchange. We hope that Thats Something that happens very soon. Trevor and paul both have been there long enough considering that they are innocent of the charges against them. We dont care how he cops home. If they want to exchange trevor for criminals that were low level criminals or whatever were fine with that. We want our son home. Our americans dont have to pay for their housing. The President Suggested he is open to this idea. Shortly after he said that, National Security advisor Jake Sullivan said biden was not saying he is going to be exchanging Cyber Criminals with russia. Walk us through what the administration may be weighing and making a decision like this. Chris, if i could just go back for a second. I dont want to be the skunk at the garden party, but even though we have President Biden who is going to make sure this is a very businesslike meeting with putin, we should not think that theres going to be anything concrete coming out of this meeting. I think its really important that the most we can expect and hope for, i would argue, although i get to the hostages i call them hostages, in a second is we have putin listening to President Biden and understanding what kind of dangerous game he is playing with his cyberattacks. We have been talking about nuclear Arms Control. Thats fine. They will do talks with us until the cows come home. We have need some talks with them on what the guidelines are, what the boundaries are, the guardrails for cyber and other asymmetric actions that they have been taking. On the issue of a potential release of prisoners, american prisoners, because these are trumped up charges both men are being held on and theres a third businessman who i guess is asked to handle his case himself, so he is not Looking for the u. S. Government to help him. There are three americans held in russia without due process. These two, they should be released. There shouldnt have to be a swap, frankly speaking. If theres a swap, its not going to be for some cyber activity. Putin is making this false equivalent. These men had nothing to do with cyberattacks. There are trumped up charges of spying. Any deal im not against negotiating a deal. I think we have to be very careful. Putin set a trap there with the language that he used the other day. Im glad that the administration walked it back. On the topic of cyberattacks on critical u. S. Infrastructure, that was another really important part of your conversation. Talk about, again, turning back to the old way of doing things, the very predictable Putin Way of doing things, its like, what, me . Reporter exactly. It was a classic piece of putinism. When i asked him about cyberattacks on the u. S. , denied, but he said, im prepared to negotiate. I said, why would you ask for a truce unless you are involved in fighting . Another inciteful moment was he admitted in the interview that he is concerned about pretty much that u. S. Intelligence is deep inside russian systems and has the capability to do real damage in russia. One of putins playbooks is to attack, attack, threaten, threaten and then try and negotiate. I wonder whether that is what we see with cyber. The trouble with putins proposals for some kind of a cyber deal is that, for example, it included election meddling. We wont meddle this Each Others elections, which i suspect translates to No One in america is allowed to comment on my elections in russia. Again, its incredibly difficult ground when you try to get into negotiations with the russian leader. Rick, in the interview, that subject of navalny, putin denies ordering a pit on him. He didnt guarantee that navalny would make it out of prison alive. I know you heard him. What would you expect the President S approach to be, jim, on this . How strong, how firm does biden need to be . He contradicted his the White House contradicted what the kremlin had to say, which is this is not a topic of the meeting. Theres no question, its a critical topic. Im sorry, was the question for me. Jim. Theres no question Joe Biden will raise this. He will push this. I was part of talks with the russian government. Thats the kind of thing the u. S. Does and will continue to push. I dont care what putin says the agenda is going to be, Joe Biden will raise it and it will be an issue because its an important issue for u. S. They posed for a couple of traditional pictures, including that typical Class Photo with all of the ministers sitting together, smiling broadly, pledging to work together. Then went straight to work in their separate ministries, getting handovers. The Prime Minister, Naftali Bennett meeting with benjamin netanyahu. Typically, theres a public ceremony. That didnt happen. Netanyahu said there would be no ceremony, just the private meeting. Its very clear that netanyahu has no interest whatsoever in showing any sort of Unity Or Friendship or welcome signs toward this new incoming government. Its pretty ugly in parliament before this vote went through. Lawmakers were thrown out of the chamber for heckling and trying to distract the incoming Prime Minister as he was giving his speech. He mentioned a couple of interesting things in that speech. He said, first of all, that he wants to be a unifier. Yes, he is from the far right. He wants israelis to come together under this socalled change government. He also talked about relations with the united states. He said that israel wants to be working with both democrats and republicans going forward, after the past four years of President Trump really working directly with Israel And Netanyahu focusing on that relationship with republicans. That was something that was echoed by the foreign Minister Lapid who said we need to rethink our relationship with democratic politicians in the u. S. And need to reestablish some of the ties. In terms of going forward, chris, these politicians will try to find common ground on things that unite them. They are domestic issues. The economy, health care, education, things like that. They will try to stay away from thornier issues of settlements and two state solution, peace with the palestinians, occupation. They will have to face some of these issues. As a matter of fact, theres one on the doorstep. Thats this Ultra Nationalist March Scheduled for tomorrow in jerusalem. It could be very inflammatory. Its something that they are taking a closer Look at today to decide whether or not to allow that to go forward. Chris . Kelly cobiella, thank you so much. Let me bring back rick. Rick, how does naftali and the new government navigate not just the slim majority, not just the fact that this is a very diverse coalition, to say the least, but also the continuing presence of netanyahu . I think one positive benefit of this is that americans can Look at a parliamentary democracy and think, wow, they are even nastier to Each Other than our Political Parties are. Its a different kind of system. Its, as you have said it was a very good summary by kelly a fragile coalition. What i would take some consolation from is prime Minister Bennett wants to get back to basics. During the last 12 years of netanyahus Prime Ministership, israel faced an existential crisis. Does it want to be a democracy or does it want to be a religious state . Can it be both . With the rising arab minority in israel, which constitutes a significant minority this is the first time theres an arab party in government in Israel Israel has some fundamental issues to Look at. Which i think in many Cases Netanyahu kicked down the road. Im encouraged that bennett wants to Look at areas where there is agreement. One of them, by the way, is not about the two state solution, which america supports. Naftali bennett was netanyahus chief of staff. He is against a two state solution. They are going to Look for things where they can really ground israel democracy in some of its most democratic traditions. Thats a good sign. Lets talk more about the israeli u. S. Relationship. President biden has spoken with the new Prime Minister. What do you expect from them . So, you know, chris, i think i dont know if i mentioned this when we were talking about putin before. The mantra of the administration about putin is stability and predictability. They want to restore that. I think thats the mantra for everybody, including a country like israel where relations between Netanyahu And Obama administration were not great. Thats no big secret. I think that biden and Blinken And Jake sullivan want to get back to a more predictable relationship with israel where there are outcomes that they can see in advance. I think i would have to imagine that the new administration there would feel exactly the same way. I mean but, rick, when you are navigating some of the tricky waters between the united states and israel, for example, they are Looking at trying to revive the iran nuclear agreement, as you well know. In his final speech at Prime Minister, netanyahu publically criticized biden. He said he wasnt tough enough on iran. When you are dealing with, for example, reviving the iran agreement, when you are dealing with something as fraught as that, does the fact that you have naftali in change the equation . I would assume that i dont know this that prime Minister Bennett is opposed to the agreement just like netanyahu was. I would argue im saying this as a civilian that the iran agreement makes israel safer, because it just makes it much harder for iran to become an active nuclear state. I think bennett is very concerned about having good relationships with the united states. The united states is incredibly popular in israel. We are a great supporter and have been an unconditional supporter of israel on both sides of the aisle. He wants to have the best relationship possible. As you were alluding to earlier, theres a greater divide within the democratic party in the u. S. About support for israel than there has been before. Theres a more the left side of the democratic party is more critical of israel than we have seen before. For bennett to navigate that relationship, thats tricky. Could be on track to approve a fourth Covid Vaccine. Thats because the marylandbased biotech Company Novavax announced strong results from its phase three trials.
