So, the answer to that question, as we bring you more of nbcs inclusive interview with Putin And Talk with nina, who knows a lot about the russian strongman in a moment. Plus, is an investigation enough, or is it time to clean house at the Department Of Justice after the new revelations about how the former president may have used it for his own personal political vendettas . Im going to talk to former u. S. Attorney Barbara Mcquaid about that. Later on this hour, new Attorney General Merrick Garland unveils his plan to deal with the avalanche of gop efforts to restrict voting. Hire more lawyers. But first, we want to get to more on that Breaking News that weve been telling you about all hour. A passenger on a Delta Flight from l. A. To atlanta causing a terrifying scene in the air and causing the airline to divert the plane to oklahoma city. First thing i saw was everyone rushing to the front. It looked to me there was a male Flight Attendant who he pushed against the wall extremely hard and thats when passengers were rushing to the front, to get this man off them. All right, Nbcs Guad Venega is joining us. Good to see you. I just spoke to one of the passengers in the last hour about this story, and its terrifying to think about what it was like to be on that plane as it was actually taking place. What do we know about what exactly this unruly passenger was doing to cause such a thing to happen . Reporter correct, yasmin. It was pretty terrifying when you see the videos and how difficult it was to hold the man down. Well, first of all, something that we would have never imagined to have seen on a flight is the captain had to intervene and ask for help from other travelers who were on the plane, and we have sound of the exact moment. Ladies and gentlemen, this is the captain speaking. Wed like all strong males to the front of the aircraft to handle a problem passenger. Reporter now, also from listening to the passenger speaking to the passengers, we know from one of the passengers who says he observed everything because he was sitting nearby that it looked like the man was trying to open the cabin door. Now, this is something that has not been confirmed by the airline or authorities. We know that the plane landed in oklahoma. Police entered the plane and apprehended the individual. Any word, guad, from the Airline Or Tsa on this . Reporter now, heres whats a coincidence. Tsa, yesterday, the day this happened, registered more than 2 Million passengers, the very same day. Thats the first time since the pandemic began. So, we know that passengers and numbers of passengers have increased. Also from the faa, what we do know is that they are saying they have 2,900 incidents reported so far this year. This is very large number of incidents. And although many of those involve people not wanting to wear the masks, there has been other incidents where Flight Attendants have been assaulted. The faa says they will try to implement a Zero Tolerance policy. In fact, theyre proposing fining people up to 15,000 when they cause these disturbances. A lot of folks on edge, to say the least, after 15 months in lockdown and a pandemic. Guad, thank you. Lets go to the uk where day two of the G7 Summit is coming to a close. President biden urged his fellow World Leaders to take a tougher stance on china. He argued it is a practical and moral imperative for democracies to form unified fronts against Chinas Labor practices. Joining me to break all this down and to look ahead to bidens highstakes meeting with russian president Vladimir Putin is jillian, chair of the Editorial Board and editor at large at the financial times and nina, professor of International Affairs at the new school. Thank you so much for joining us on this. Gillian, i want to start with you on this one. It is quite an uphill battle, to say the least, for the current president to have to kind of reintroduce the united states to the world stage, a new footing, right, after four years of Donald Trump and the relationships that he chipped away at overseas. What do you make so far of the summit and the inroads the president has made . Well, i think for the most part, hes done really quite a remarkably good job of getting everybody on to if not the same stage, then the same beach. Symbolism matters, and theres been a lot of bon homie and if you compare this summit to the recent ones where there was a lot of tension and a lot of awkward body language, whats striking is just how much Empathy And Togetherness the group is trying to emote. And also, just how strongly President Biden has presented this really as not quite the last chance but a very important chance to try and rally the cause of liberal democracy against not just the chinese challenge but also the russian one. So, theres a strong sense of people trying to pull together, post pandemic, and do a lot of ritualistic signaling about trying to forge a new path. You talk about rituals. Nina, i want to read for you from the washington post, talking about the dullness of the g7 and how that in and of itself is a message as to whats happening there. Writing this. The very dull ngs of events like the welcoming remarks and the group photographs seem calculated to show that the coalition had moved beyond events like trumps angry denunciation in 2018 of canadian prime Minister Justin Trudeau as dishonest and weak apparently because of trudeaus comments on tariffs at that years G7 Summit. Do you agree with that assessment, nina . I do. I think when you look at those pictures and you read the exchange that they have, it is very heartwarming to see that we are Coming Back to normalcy, because what they really project is a sense of normalcy, and after covid, the year and a half of covid, its very important for people to be reassured that no matter i mean, there is a lot of problems elsewhere and biden keeps pointing out to them, but at least europe seems to be standing strong or at least remind us how it was before trump showed up on the stage. Nina, my colleague, keir simmons, interviewing russian president Vladimir Putin ahead of the summit that President Biden will have with the russian president. I want to play a bit of their conversation. The late john mccain, in congress, called you a killer. When President Trump was asked was told that you are a killer, he didnt deny it. When President Biden was asked whether he believes you are a killer, he said, i do. Mr. President , are you a killer . Translator over my tenure, ive gotten krused to attacks from all kinds of angles and all kinds of areas under all kinds of pretexts and reasons and different calibers, and none of it surprises me. I think this is an overall expression of u. S. Culture. Of course in hollywood there are some underlying deep things in hollywood, macho, which can be treated as cinematic art but Thats Part of u. S. Political culture where its considered normal. By The Way, not here. It is not considered normal here. Nina, its interesting because this, like, classic Vladimir Putin answer, right . Hes kind of laughing it off and then talking about everything but the actual answer that keir is wanting from his question. What do you make of that reaction . Well, i mean, to his defense, i must say, this is a little bit of a overkill to call him a killer and continue to call him a killer in his face. I mean, you want to meet with him, you want to interview him, and then you say, well, but, are you a killer . It is, and i have to agree, i think it is a bit of a sensationalism but its a good story. We all keep playing it and repeating it. And he loves it because he loves attention, and hes an exhibitionist, and he loves showing kind of look at those western simplistic people. The only thing they can handle is the Sound Byte and those kind of symbolism that they themselves assign to things and people. So, i think it is a response. It is a classic putin, and i think thats what biden is going to see on wednesday is a classic putin, and it would be interesting to see what the exchange between the two of them will be because biden is also classic biden, and they really quite firm in how they appear to the world. So, the exchange would be very interesting because biden says hes going to challenge him, and putin is going to laugh him off at all times. So, you talk about the question, maybe its not necessarily the question you feel as if should have been asked of the russian president , but that being said, do you have any doubt that President Putin is, in fact, a killer, has ordered the killings of political adversaries, journalists in his own country . Well, i think its a complicated question. I mean, you know, in america, we say allegedly because nothing has been proven, really. So, i would say, allegedly, it is possible. But also something to know about russia is that it is such a apparatus. It is such a State Machine and also putin is a was a Kgb Colonel so he continues to have very much, very strong affiliation with that culture, and in fact, his whole government consists of many people who used to be kgb. So, in many ways, one should know and knows that kgb doesnt give this kind of orders. You kind of assume that thats what the boss may want. Theres also this other interest that play into this. So, i would not really be going kind of pointing that putin is a killer, because the whole system is brutal in many ways, and so killing becomes part of it. But i actually think, and i have been saying it all along, for many, many years, that if the united states would stop insulting him, in fact, they could get probably more sympathy in their relationship with russia, and if biden really wants to have, as he says, a stable and predictable relationship, insulting him really is not The Way to go. Gillian, your reaction to that, especially considering the last four years that we had under Donald Trump and his relationship with Vladimir Putin . I was a cultural anthropologist before i was journalist and i worked in the Soviet Union when it was still the Soviet Union and have plenty of knowledge about the kbg and actually putins strategic genius has been exploiting the weak points, which is what the kgb have done for a very long time and frankly, i would actually agree that probably there are smarter cultural ways to play putin. That doesnt mean pandering to him. But i suspect that certainly in a Culture Game thus far, President Putin unfortunately has outmaneuvered america time and again. And part of Bidens Problem right now, President Biden, is that hes really coping simultaneously with a question of how to continue to challenge china and how to cope with the irritant of russia at the same time. Thats really hanging over his entire strategy for the G7 Meeting in cornwall. Gillian tett, nina khrushcheva, thank you so much. Matt, talk us through, what can we expect tomorrow . Reporter look, the fact is that biden has already met the queen. He met her in 1982 for the first time when he was a senator from delaware, and tomorrow, hes actually meeting her again as president. The queen has been here in cornwall. She was photographed with biden. She was photographed with the entire G7 Yesterday at that family photo, so this is not necessarily a new meeting, but you know, heres the thing. Theyre going to Joe Biden and jill biden, theyre going to Windsor Palace to have tea with queen elizabeth, who has met every president except one of the past 14, but its not going to be a state visit, so that is something that the queen offered President Trump, bidens predecessor, so its not going to be the same level of pomp and circumstance. It sounds you cant really say that anything is casual when youre meeting with the queen, but It Sounds a lot more casual than what President Trump got. That doesnt necessarily mean that theres some sort of discord or a demotion, but at this moment, this isnt the same level of razzmatazz that you would see if you got that full state visit. We are learning more now about how former President Trumps Justice Department used their governmental powers in the early days of his administration as criticism is mounting for the aggressive Trump Era Hunt for leaks that targeted some democratic lawmakers and journalists. The Justice Department announcing that its Inspector General will investigate the seizure of communication records. It was reported by The New York Times that trumps doj, under the leadership of Jeff Sessions at the time, subpoenaed apple for data of the accounts of at least two House Intel Committee members, including then ranking member Adam Schiff and eric swalwell, both democrats, by The Way. Senators chuck schumer, dick durbin, theyve called for Attorneys General Jeff Sessions and Bill Barr to testify but both have said they dont know anything about it. Convenient. Joining me now, Barbara Mcquaid, former u. S. Attorney and an Nbc News legal analyst. Let me just first ask you off the bat, barbara, do you believe both sessions and barr essentially saying we know nothing about it . I dont know whether theyre telling the truth or not but it seems unlikely that you could have this kind of extreme investigative step without an Attorney General knowing about it. The process within the Justice Department, for something that is extraordinary as this, would be to provide notice and get approval from the highest levels of the Justice Department. So it seems highly unusual to me. Okay. That the Attorney General would not know about it. So, what do you make of trumps doj seizing this data . How could this actually be allowed to happen . Well, its not illegal to obtain data from anybody. Nobody is above the law, so whether youre a member of congress or even the press, there is the ability to look for it. But it has to be for an authorized purpose of investigation, and it has to be a belief that the information is relevant to an ongoing investigation. The fact that there is such a huge volume here strikes me as what pushes it Over The Edge of being appropriate. You know, that perhaps one person is under investigation and you have demonstrated to the Attorney General that this information cannot be obtained by some other means and serves a substantial federal interest. It is an extraordinary thing to do, that you would serve one of these subpoenas for one persons information, but the reporting is that theres more than a dozen between the members of congress and their Staff Members and their families who are the subject of these subpoenas, and so it seems very appropriate to me to do what the deputy Attorney General, lisa monaco, did and order the office of Inspector General to look into this, because all that were learning about it seems highly inappropriate. Okay, so, last hour, Danny Cevallos essentially made the point that, look, listen, if they were looking into republicans as well, then there could be the case made this was not politically motivated. If they, in fact, find out that this was just democrats that were being targeted here for this investigation, for the seizure of their information, and they find that this, in fact, was politically motivated, then what . Well, i think its worse if its just democrats because it does tend to prove this political motivation, which is prohibited under the Justice Departments internal guidelines. But i think its inappropriate even if its republicans because theres a separation of Powers Issue that gives this extra level of protection to members of congress that the executive should not be abusing its investigative authorities for a coequal branch of government. So i think its just as bad if its a republican. I think that the office of Inspector General can hold accountable people who are still employees of the Justice Department for people who are not, who are outside of government, its a little harder to hold them accountable, because there is not a disciplinary remedy, and as we said, its not necessarily a crime. Now, if somebody did lie to a court about what a Grand Jury was investigating and that this was an authorized investigation when instead it was simply spying on enemies, that could be a problem with an abuse of making false statements before a court. So, i want to play some sound from rajah, who spoke to my colleague earlier today, talking about the Transparency Or Lack thereof from the doj, especially under Merrick Garland Department Of Justice. I was a little disappointed that we learned about this secret subpoenas of Intelligence Committee members from apple and not from Merrick Garlands Justice Department. They need to also show that they are Cleaning House and that they come clean with any other investigations or inappropriate targets. Whats your reaction to that, barbara . I think thats fair criticism. You know, the Justice Department does conduct many kinds of investigations that need to stay confidential during the pendsy of those investigations so they dont compromise and tip off the suspects, but these investigations are closed, and if they do discover that there was misconduct that occurred inside the Justice Department, i think they have a duty to expose it. You know, Merrick Garland, i think, has been taking pains to demonstrate his independence from the White House, and in many ways, thats a good thing, we want to have confidence theres not partisan politics at play at the Justice Department, but i think he may be overcorrecting and erring to a fault on his desire to appear independent. Instead, i would rather see him very aggressively protect the Rule Of Law and expose violations that may have occurred in the past administration. Barbara mcquaid, thank you. We continue to bring you the latest on that Breaking News out of austin, texas, where police have confirmed they are now searching for two men after 14 people were injured in a shooting overnight at a popular downtown entertainment district. Authorities wrapped up a Press Conference just a short time ago. Lets listen. We have developed suspects in this case. There are two male suspects. Im not going to release any further information because the investigation is very much ongoing, and we are actively working to get them into custody. We have two victims that remain in critical condition, and then we have 12 victims that right now are in stable condition. Almost all of those victims are innocent bystanders. They are not involved in this, to our knowledge, at this point. Authorities are urging anyone with Information Or Video of the incident to come forward as the manhunt for these two shooters does, in fact, continue. So, as Pride Month celebrations unfold across this country, several ceremonies are also slated to mark one of the darkest days in lgbtq history. Five years ago today, a gunman stormed the Pulse Nightclub in orlando, killing 49 people and injuring others. Dozens of Family Members and survivors have descended on to the grounds of the might club, which has sense become a sacred sight. My colleague headed to orlando to speak with one survivor five years later and hear how hes healing from this horrific event. I remember them crouching on the floor, saying that there was a man with a gun, and there was this furious debate about whether we should hide or run, but we were in a mens only restroom with no stalls and no doors, and so the only option was to run. Im curious where everybody is at this level. I think whats changed for me is that ive learned how to focus those things into a place of optimism. And pride celebrations have returned to new York City as well with a mix of inperson and virtual events. Organizers are balancing safety concerns and a push to get more new yorkers vaccinated with the communitys desire to the return to the streets after a year of social distancing. Brooklyn pride kicked off today with a 5k raise which has now transformed into a ministreet festival. What do we know about the members of lgbtq Communities Response to the Vaccine Rollout and have you been talking to attendees and seeing if theyre taking advantage of this popup . Reporter yeah, they are, and yasmin, there are a ton of people out here. It feels good to be out in a Street Festival Type atmosphere. Theyve already given out 25 vaccines today, which they tell me is 25 more than they were expecting today, so really, this is about meeting people where they are. Its more convenient. People might not drive themselves to a clinic but they might just get a vaccine here as theyre walking by. But still, there are people who are believing things like misinformation. One woman told me she doesnt need the vaccine because she lived with people who had covid, and thats not true. Everybody should get the vaccine because we dont know how long the antibodies last. But you asked about the Lgbtq Community and Vaccine Hesitancy and theres not a lot of data surrounding that because you think about the health forms that you fill out and not all of them ask for sexual orientation, gender identity, but the human Rights Campaign and the Psv Insights did conduct a survey. It shows about 53 of trans adults say theyre very likely to get the vaccine. 42 of lgbtq adults overall, only 32 of bisexual women, 29 of black lgbtq adults. Now, the numbers, according to the human Rights Campaign, are in line, generally, with the rest of the population, but again, the organizers here tell me this is about meeting people where they are. This is the key to getting new York City back to the vibrant city that it was, and i talked to somebody who just was walking by and ended up getting their vaccine. Lets hear what she had to say. Its a Conspiracy Theory that a whopping 20 of all americans actually believe, according to a recent survey. I had to yell that because its its astounding. But as followers await a Q Drop from their leader that might never come and wrestle with the reality that Donald Trump is no longer president , is qanon sinking into irrelevancy or are these new bizarre doctrines another Warning Sign . Yet again, a bizarre theory about the Cicada Landing on Joe Bidens neck as he swatted it away. I dont know how they come up with this stuff. At this point, it seems as if you were a q follower, the jig would be up, right . The former President Trump has not been reinstated once. He hasnt been reinstated twice. Hes not going to be reinstated come august. All of these Conspiracy Theories that the qanon supporters have come up with or q has come up with have all fallen short, and yet, it seems as if their dedication to this movement is still there. Yeah, it very much is, yasmin. Theyve as you said, i think the Cicada Story that came out this week where they tried to twist this into some sort of significance that it was a sign that there was something afoot, that arrests were going to happen, that the storm was coming, they kind of the whole reason they pegged it on that was because cicadas emerge every 17 years and q is the 17th letter of the alphabet, therefore, it must be a sign. Its kind of scraping the bottom of the barrel at the moment, and thats because, as you said, Q Hasnt posted for six months. Trump is still not in the White House. So, theyre kind of left to their own devices, and the group that posted that kind of claim about the cicada is typically a pretty conservative group in terms of making more wild and extreme qanon claims, if you can be, if there can be such a thing as a conservative qanon group. But the fact that they were even pushing us and pushing it out to their 250,000 subscribers on Telegram Kind of indicates that qanon is in a real state of flux at the moment, and its very hard to know how its going to develop in the next few months. Interesting. So, when i last left you last weekend, we ended on Mike Flynn and his involvement in qanon. You wrote recently, talking about how this is essentially not Mike Flynns first rodeo. Hes been involved for quite some time. You wrote this. This is not the first Time Flynn has denied doing or saying something controversial regarding qanon. Last july 4th, he posted a video of him and his family reciting the Qanon Oath. Subsequently, flynn denied all knowledge Of Qanon and several of his Family Members who also appeared in that video are suing cnn for saying they follow the Conspiracy Theory. So, what is flynns involvement in qanon . Where is he seen . Hes seen by qanon followers as a hero. He has Cult Status within the cult. He is second only, really, to Donald Trump within the movement. He is seen by some of them as q. They believe he may have been q and if hes not q, hes just working really closely with trump to bring down this cabal of pedophiles thats operating around the world. He has leaned into the qanon very much since it first began back in 2018 when Sidney Powell, who has become infamous in recent months for her crack in lawsuits, he became a client of hers, and following that, he came out talking about the deep state and talking about Conspiracy Theories, and then last year, really, he kind of, as i said in that piece, he posted that video on, i think, on instagram. He posted it of them taking the Qanon Oath and then he went on multiple qanon podcasts and just basically espousing various Qanon Conspiracy theories and supporting the movement, generally. And he so hes seen very much as a central figure in the qanon mythos, and he can essentially do no wrong, even when he disavows qanon, theyre able to twist his words to suggest that hes not really disavowing them, that hes actually supporting them. And of course Sidney Powell was one of the individuals pushing all these Conspiracy Theories post2020 election about how Donald Trump had actually won that election, when, in fact, he had not. Attorney general Merrick Garland announcing the Justice Department is expanding their Voting Rights enforcement division. To meet the challenge of the current moment, we must rededicate the resources of the Department Of Justice to a critical part of its original mission, enforcing federal law to protect the franchise for all voters. We are scrutiny nizing, and where we see violations, we will not hesitate to act. So the move comes as republicanled states continue efforts to review ballots and restrict Voting Access across 14 states. I want to bring in susan del percio, msnbc political analyst, and elena beverly. Susan, ill start with you on this one. It seemed like this is a move in the right direction, right . Some of the criticism is, is this enough . Is it going to be enough . Whats your reaction . Well, its what can be done from the Department Of Justice. They are throwing Everything Theyve got on it. By doubling the number of attorneys. Some of these states were passing these laws because they wanted to see them challenged. So it will work its way through the courts. Is it enough to fix everything thats going on . No. But they have to be challenged where they can. And the pressure has to continue. Of course, that comes down to what can be done on the federal level. We know that Joe Manchin basically said that h. R. 1 will not be a go for him. That was a very expansive voter elections bill. It included not only voter protections, but Campaign Finance reforms. It looks like once the house reintroduces hr 4, the John Lewis act, that is where there can be significant change, and it directly addresses the immediate concerns, especially when it comes to redistricting. So im wondering, elena, it seems like a large expansion in legal power on the part of Merrick Garland and the Department Of Justice. But my question is, is this only a response to laws that are already in place . What about actively working to prevent these Voting Restrictions . Well, were in this position, the Department Of Justice is in this position because the supreme court eviscerated the voting Rights Act by eliminating section 5 of the voting Rights Act in 2013. And so youre right. In some ways, the Department Of Justice is paying catchup and has to play whacamole with these instances of Voter Suppression across the country. Thats exactly what the Department Of Justice had to do pre1965. In many ways youve gone back to a jim Crow Republic where the states can enact all of these efforts to deny and dilute the rights of africanamericans and other voters of color and the Department Of Justice is now in a position of trying to seek them out and seek out the injustices. Its costly, timeconsuming, and relies on witnesses to bring information forward. Thats why its so important that these federal bills be enacted, this that we see h. R. 1 pass, we see hr 4 passed. Because although the John Lewis Voting Rights Advancement Act would look back and look at the states histories of discrimination and see where there were efforts to deny the right to vote, and then require those states to submit their Voting Changes for preclearance, h. R. 1 set standards that would hope to prevent and would apply to the types of Voter Suppression efforts that were seeing in the states today. Efforts to roll back early voting, efforts to eliminate absentee balloting, deny standards for national voter registration. So, yes the Department Of Justice is doing everything it can, but theres more that congress can and should do. So if were looking at federal action here, h. R. 1, hr 4, we know folks like Joe Manchin wanting this to be a bipartisan deal, doesnt seem like thats happening. Possibly there could be a different stance on hr 4. Why . Why do you expect that to be any different . Because h. R. 1 has a lot of other things included in it. For example, Campaign Finance reform. Theres talk about, you know, dark money, which were willing to debate but manchin saying hes not going to vote for h. R. 1 unless its a bipartisan effort, which was a criticism of his stance on this, had nothing to do with the Substance And Everything to do with just wanting bipartisan legislation, which it seems as if at this in a moment republicans arent going to come forward on. And lets not forget, not every democrat is for h. R. 1 either. Theres talk theres about a Dozen Senate democrats who are not supporting h. R. 1 and are happy that Joe Manchin is floating this The Way he is. Theres not a complete buyin on the democratic side. As far as bipartisan goes, they should take the votes. Threat republicans be named as not supporting voter expansion, and call them out on it. It makes all the sense that way. Elena, final word to you. Im going to say that we need we need filibuster reform. We need to eviscerate the filibuster. Although manchin says hes support the John Lewis Voting Rights Act, i dont actually believe him.
