Its been fraying at The Edges. And some among us have suggested that perhaps america will never survive. That our relationships will be forever frayed, because of the 45th President Of The United States. And who knows, maybe thats true. I suspect its not. But it is interesting, we get to we certainly got to see Donald Trumps view of the world, which was unique, for any postwar president. Now were going to see Joe Bidens follow up, to see if there is damage with this relationship, and how he can clean it up. Yeah, first of all, i wish Jon Meacham were here, talking about the Atlantic Charter. His book, Franklin And Winston about their friendship. That was signed a few months before pearl harbor. Such an interesting dynamic between those two guys. And the two countries and President Biden has explicitly said, yes, this trip is about repairing some of that damage. This trip is about the President Of The United States going back into the world, particularly to our strongest allies and saying, we are here for you. We dont view our relationship as some sort of a financial transaction. And it starts today when President Biden meets with Boris Johnson in cornwall ahead of the start of the g7 summit tomorrow. The two leaders expected to stress close ties and try to manage their personal and political differences. Yesterday, President Biden had this to say about americas standing in the world. Were going to make it clear that the united states is back and democracies of the world are standing together to tackle the toughest challenges and the issues that matter most to our future. I believe were at an Inflection Point in world history. The moment where it falls to us to prove the democracies will not just endure, but they will excel. As we rise to seize the enormous opportunities of the new age. We have to discredit those who believe that the age of democracy is over, as some of our fellow nations believe. We have to expose as false, the narrative that the creeds of dictators can match the Speed And Scale of the 21st challenges. You know and i know, theyre wrong. But it doesnt mean we dont have to work harder than ever to prove that democracy can still deliver for our people. Lets bring in Nbc News foreign correspondent, matt bradley. Hes on the ground with President Biden in europe and he joins us live in cornwall. Matt, set the scene for us. Yeah, mika, were talking about Joe Biden, whos going to be going, starting a week of really interesting, sbha tense meetings. Now, the anchor of this trip, The Main Event will be next week in geneva, and thats when the president meets with Vladimir Putin. That is going to be a pivotal exchange. But really, that meeting is going to be hanging over all the meetings that are going to be happening here in cornwall, with the g7, with some of the observer countries, who have come to witness the g7 discussions. And also, crucially, as you mentioned, with Boris Johnson today. Now, you guys were talking about the Atlantic Charter from 80 years ago this year, 1941. One of the really important things about the Atlantic Charter is that it set the groundwork for what would later become nato and the united nations. And thats one of the main messages that Joe Biden is bringing here to cornwall, is that these international institutions, these international institutions that have formed the groundwork, the plumbing underneath all of the international relations, the major modern international relations that we see postwar, that those need to be renewed. And thats what hes bringing here. You know, Boris Johnson, his office at number 10 downing street, they tried to stylize Boris Johnson as a kind of latter day Winston Churchill. This posturing with this Atlantic Charter, this might be lost on the states, but here In Britain, thats a really big deal for Boris Johnson to be able to show that he is with america, that theyre plowing ahead, and that theyre moving independently of europe. Remember, Boris Johnson was the main champion of brexit, something that biden and Barack Obama were very critical of, guys . Nbcs matt bradley. Thank you very, very much. And joe, you know, one of the things this White House Behind The Scenes has told me theyre trying to do is show, not tell. And what you see happening, well be reporting more on the covid vaccines that the u. S. Will be delivering to the world, but also on this trip to show, not tell people, what our place in the world is. Right, and the return to normalcy. By The Way, katty, feel free, if you would like to as a Side Bar on Boris Johnson, wanting to be seen as the latter day Winston Churchill. You can feel free to comment on that. Im curious about the relationship with Boris Johnson. The one thing that he has been effective in doing is having a good relationship with Donald Trump, the last president. Sort of this latter day Conservative Populism, this new populism that many on the right across the world are embracing. But he also moved very quickly in congratulating Joe Biden. Moved very quickly in showing that his relationship was with a country, and not with a man more so, i must say, than other world leaders. How is his relationship with Joe Biden . First of all, Joe Bidens relationship with history, and theres nothing more than he would like to be compared to Winston Churchill. Theres clearly some political friction between the two. Joe bide a clone of donald trum. At one point, Boris Johnson had suggested that Donald Trump was deserving of the nobel peace prize. There is a bit of history. Joe biden very committed to multilateral relationships. Were going to see a lot of that during this trip. And of course, Boris Johnson pulled britain out of that big multilateral relationship in the european union. But all of the senior diplomats i speak to say, these are professionals. They are not going to let the past get in The Way of what can be a very solid future relationship. And there are some areas in which actually Boris Johnson has a much closer political tie with Joe Biden than he did with Donald Trump. Areas like Climate Change. Boris johnson is actually spending a lot of time on and is very committed to the issue of Climate Change, something that he finds in this White House, much more than he did in the Trump Administration, that he can have an affinity with. International development issues, also something that Boris Johnson wants to look at. Vaccine distribution, also something that Boris Johnson wants to look at, and he has a much better partner in Joe Biden . That than he would have done than with President Trump. If Joe Biden is happy in any way to suggest that Boris Johnson, hes going to get a very warm reception there in cornwall. Trying to lead Joe Biden perhaps to that comparison in their meeting today. Jonathan lemire, its interesting, obviously, there are real issues on the docket today, when the two leaders meet. Theyll talk about Northern Ireland and climate and talk about trade but really as you write in your piece for the Associated Press today, this is about Joe Biden saying out loud that america is back. The united states is back, as a partner to its allies. Thats right, willie. Theres certainly some deliverables, as the White House likes to call them, that they will be announcing on this trip. The 500 Million Vaccine Doses for the world, which is a big deal. The u. S. Partnering with Pfizer Vaccines across the globe. There will be some discussion of Northern Ireland. President biden is keenly interestinged in that scenario. Hes proud of his irish heritage. Worrisome there about that border between Northern Ireland and the rest of ireland, now that the uk is not part of the eu. How that could perhaps impact the Peace Process. But this is more about symbolism. Its about messaging. Its about the White House and this president suggesting that, look, the last four years were the blip. That was the aberration. Were back to a sense of predictable, normal u. S. Relationships. Now, hes going to have to do some convincing of that. The rest of europe is not necessarily certain. A Return To Trumpism, if not trump im sorry, but someone like him. They fear that maybe biden is the blip in this. But they are trying to biden is trying to say to these leaders, and hell start with meeting prime Minister Johnson today. Obviously, the rest of the G7 Tomorrow. And then we go from there. You know, that america can be relied upon again. And hes trying to show sort of a unified front against certainly russian aggression, with putin being the capstone of this trip in about a weeks time, but also against china, economically. And hes got to do some convincing there. Some of the assassinations dont quite have the same Black And White view of both Russia And China as President Biden does. But its about warmth, friendship, and saying that america can be dependent again. And jonathan, we look forward to that reporting alsowards. As we said, President Biden is set to announce a plan to purchase 500 Million doses of the Pfizer Vaccine to donate to other countries struggling with a limited supply. Several people familiar with the matter tell Nbc News that his announcement will come at the G7 Meeting In Britain. 200 Million doses will be donated this year and 300 Million in the first half of next year. Country, millions Johnson Johnson Covid19 Vaccine Doses are close to expiring as demands drop off across the nation. Just over 172 Million americans have received at least one dose of the vaccine. Nbcs Miguel Almaguer has the latest. Reporter with our nation already facing a dwindling demand nor vaccinations, potentially millions of Johnson Johnson doses are sitting on shelves set to soon expire. In two weeks, 200,000 shots in ohio may need to be tossed out. West virginia has some 25,000 doses nearing expiration. We all know this is a precious resource. And its a precious resource across the world. It would be a pity to see some of it to have to go to waste. Reporter the J J Dose is coveted Around The World because of its easy storage at a Doctors Office and its one and done use, but after a Safety Concern, its popularity, plummeting. Of the more than 21 Million J J Doses distributed nationwide, Manner Half have not yet been administered. States are asking the White House for a way to quickly coordinate their redistribution, as authorities also look to prolong their storage beyond three months. Still, the nations biggest hurdle remains vaccine hesitancy. I havent taken the vaccine. And the reason is, i dont trust it. Our thanks to Miguel Almaguer for that report. And now President Biden left behind on Capitol Hill. He ended his Infrastructure Negotiations with republican senator Shelly Moore Capito late tuesday. But now, a bipartisan group of lawmakers is stepping forward with a plan of their own for an infrastructure deal. Nbcs Garrett Haake reports from the capitol. Reporter Infrastructure Negotiations entering a new phase. With President Biden ending talks with a group of republicans led by senator Shelly Moore Capito On Tuesday, and reaching out to members of a bipartisan group of moderate senators. The group huddling for three hours in a cramped capitol basement office. Weve come together with a proposal that may be able to bridge the gap between the two sides. Reporter the senators havent released any details of their proposal, except that it wont Raise Taxes at all. A Red Line for attracting gop votes. That, a difficult task with republicans opposed to much of the president s initial plan. This as frustration builds among some democrats to drop bipartisan talks and move to pass as much as they can with just 50 democratic votes, itself a work in progress. If this doesnt work, would you be willing to go it alone with a democratonly option . I never give up. Never give up. When are people going to stop asking Joe Manchin that question. He is, of course, an msnbc political contributor, also. Jake, so, so i was part of a very rightWing Group in congress. A small group of conservatives they called us the jihadists. Those were the republicans that called us that. We were extremely conservative on every physical issue. We tried to blow up every appropriations bill. But even we were smart enough to duck when the Infrastructure Bill came through, because we knew we were going to get rolled. Thats the one bill that you know, too, from covering the hill, republicans and dems love spending money on infrastructure. So youve got to believe, jake, if the they cant come to a bipartisan deal on infrastructure, theyre not going to be able to come to a bipartisan deal on anything. Theres a book about that. Joe, this is like a really complicated issue. The real question to me is, how bad does Joe Biden want this deal . Because, you know, heres the basic crux of this. Do Joe Manchin and Kir Stin sinema represent the democratic caucus writ large. And the answer to that is generally no. And theyre the people in the room leading these negotiations. So they are not going to raise anymore taxes. Joe biden has made it political clear that raising taxes is not only a political upside on wealthies and corporations, but he believes its good policy. And he believes thats what they should do to pay for this package. So there is no middle ground between no raising taxes and a large Infrastructure Bill, unless youre going to Deficit Spend, which neither side says they want to do. So im not sure where this negotiation goes. Im not sure where they think they can get this money from and why theyre not just wasting their time. A lot of republicans are sitting there saying, democrats arent going to do anything. We should do something on our own. I think this threatens the timeline of Joe Bidens presidency. Were already at june 10th, right, and theres not even a shell of an Infrastructure Bill coming to the forefront. I have big questions about how this is going to all turn out. Jake, lets underline that for a moment. It was i dont remember the exact date when Joe Biden, maybe you can help me, when Joe Biden went to Capitol Hill, he gave this sweeping address, we all declared him the next fdr, said it was the most sweeping, progressive speech in our lifetime. And here we are, moving towards the middle of june and very little has been passed. Right now its nothing more than words. Forget about 60 votes. President biden is not even able to get 50 votes from this united states senate. Haas the big irony here. Everyone kooeps talking about blowing up the filibuster and why Joe Manchin and Kyrsten Sinema and many other senate democrats dont want to blow up the filibuster. But you make the Critical Point here, Chuck Schumer does not have 50 votes, even for anything at this point. And the question is, what will Joe Manchin vote for that they could get 50 votes on . And that is kind of the lowest common denominator at this point. And that bears repeating as much as humanly possible. I think that speech was early april, i believe. Right after the republican retreat in which Liz Cheney began being dumped out of leadership. And we dont have anything. And i want to lay out the timeline. This is a critical issue for a lot of people covering government. Its already june. That means July 4th is around the corner. Theres two or three weeks that congress so in session in july and then it goes home for august. And in september, Government Funding runs out and were quickly in the fall. So im trying not to be Debbie Downer here, but this is the reality of governing. Its difficult and time is tight. So jake, Mitt Romney reminded us again yesterday that a Tax Increase to pay for this Infrastructure Package is, quote off the table. We can call them the problem Solvers Caucus or whatever we want to, but the Bottom Line of this is how to pay for it. And if republicans are holding their ground and saying, were just not going to Raise Taxes period, dont know how many times we have to say that, where does that leave the negotiation . How do you pay for this . It leaves the negotiation in its bed sleeping. Thats what it does. So, i mean, i dont this is not really just not very complicated. And just back to what joe said before, spending moneyifficult. We say infrastructure is bipartisan. I believe, joe, when you were in congress and you were talking about these big Infrastructure Bills, the Gas Tax covered way more of the Infrastructure Bill than it does now. We have more efficient cars now, we have electric cars. That was the paying mechanism. So you have a couple of joyces here. You could tax electric vehicles. You could raise the Gas Tax, or Raise Taxes. Or you could Deficit Spend. This money is not coming from nowhere. So willie, youre exactly right. We can put these people in whatever room they want. They can talk for weeks on end, but this money to pay for a 1 Trillion Infrastructure Bill isnt going to just materialize, because people smile and talk to Each Other. Its not how it works. People are entitled, obviously, to great privacy with respect to their Tax Returns. To be honest, i know nothing more than about this than what i read in the propublica piece, which i also read and was astonished. That was Attorney General Merrick Garland at a Senate Budget Hearing yesterday, responding to the recent Propublica Report that revealed the Tax Returns of the wealthiest men in america. Joe, first of all, your thoughts on this . Well, obviously, the Big Headline was that the richest people in america, the multibillionaires dont pay enough taxes. But when you get passed that, which is, of course, disturbing enough, but its something that weve known about, and something that congress obviously needs to make sure that amazon and other multinational corporations pay more than zero a year and make sure that these billionaires pay at least as much as, as high as a Tax Rate as janitors and clerical workers that work with them, for them. But willie, how extraordinarily disturbing that Peoples Tax returns, any americans Tax Returns, are seized, you know, by whomever in the government, and then leaked out there. Theres a reason why it took years for prosecutors pursuing criminal charges against Donald Trump, civil charges against Donald Trump, there was a reason they had to go through the courts to get those tax records. Those records are supposed to be safe. But here, these people were specifically targeted. And i dont Care What i dont Care What ideological point youre trying to make, and i probably agree with the ideological point that these people were trying to make, you dont get there by violating the most basic Privacy Rights of americans. Yeah, No One is going to weep for Jeff Bezos, and is that right then started the conversation about why the richest people in the country dont pay any taxes. Thats one issue worthy of investigation. But the other side of that, as you point out is, propublica got it, says, 15 years worth, thousands of Peoples Tax records. A trove of information. So today its Elon Musk and Jeff Bezos and jeff bloomberg, as you say there. But whats stopping whoever leaked this information from targeting somebody they just dont like . Maybe not the richest person in the world. Somebody they have a political difference with. The idea that you could leak that kind of private information is scary. Again, two separate thoughts. Rich people should pay taxes. Yes, we all agree on that. On the other side of it, everyone in this country entitled to privacy around issues like taxes. So, Merrick Garland was also asked about the Justice Departments decision to continue defending Donald Trump in a Defamation Lawsuit connected to an decadesold rape allegation. Writer e. Jean carroll sued trump for defamation in 2019 after he denied her allegation of rape in the 1990s. Then using the federal law that prevents government employees from being sued for defamation, the trump Justice Department made itself the defendant in the case instead of trump. A federal judge then blocked the move. But this week, the biden Justice Department responded, essentially making the same argue as the previous administration. Heres what Attorney General garland said yesterday about that decision. Our job is to represent the american people. And our job, in doing so, is to ensure adherence to the rule of law. It is not always easy to apply that rule. Sometimes it means that we have to make a decision about the law that we would have never have made and that we strongly disagree with, as a matter of policy. But in every case, the job of the Justice Department is to make the best judgment it can as to what the law requires. Joining us now, former u. S. Attorney for the northern district of alabama and an msnbc legal analyst, joyce vance. Her latest Peace Entitled Garlands trump Defamation Lawsuit decision might be legally defensible. It is also wrong. So i guess two things can be true at the same time, joyce. But why do you think that he went this way . Well, mika, first, its important to say what this isnt. This is not garland being barr and contorting the law to protect a president. Instead, whats happened here is that Merrick Garland is so hyperfocused on storing the traditions at doj, thats a good thing, that they made the wrong call in this case. The real issue is whether or not the former president s defamatory comments about e. Jean carroll were made in the course of his official duties, within the scope, you would have it, of his employment. A federal judge has already found that trump is not an employee in the typical since, which is a condition thats necessary for doj to intervene here. But even more than that, that these comments went far beyond the scope of his president ial duties. He could have answered a question about whether or not he knew carroll without calling her a liar and saying she wasnt his type. And one of the statements made here was voluntary. It was a Written Statement that the president issued without responding to any questions. So garland could have distinguished trumps conduct and still defended the institution of the presidency. It feels like a misstep early on, just 90 days in, to his time in office. E. Jean carroll has Hit Roadblocks every step of The Way. Does she have any options left in her search, her quest for justice . This case is sitting at the second Circuit Court of appeals right now. Theyll have to decide whether Theyll Credit the opinion of the district judge, in which case carrolls lawsuit can go forward, or whether Theyll Stick with dojs view here. But theres a factual situation thats pretty compelling. And typically in a case like this, this is called westfall immunity. Doj shows up and says the united states is going to take responsibility for the act of its employee. It wants to be the defendant in this case. And that happens early, often within weeks or at least a month of the case starting. Here, though, trumps private lawyer spent almost a year delaying the case, exhausting his remedies, and it was only at the last moment that trump was going to have to comply with the Discovery Order that he was asked to give up his dna so it could be compared to a dress that carroll had kept in her position for decades, it was only at that point that doj stepped in and said, no, really, the united states should be the defendant here. So the second circuit has compelling reasons to let this case go forward. All right. Joyce vance, thank you very much. And thanks for writing that piece. Now to this, an investigation by the interior Departments Inspector general published yesterday finds that last june, washingtons Lafayette Square park was not forcibly cleared so President Trump could hold a Photo Op outside the historic st. Johns church. Instead, the report finds that the clearing, which took place during protests against racial injustice and police, happened so a contractor could install fencing. The report did find that Attorney General William Barr urged officials to speed up the clearing, the process of clearing people, once trump had decided to walk through the area. Joe, i dont even know what to say. I dont think a contractor putting up a fence has this much power first of all, ive got to say, i think ive been unduly tough on William Barr. Because i did not know all of this time, that not only was he operating as Attorney General of the united states of america, but he was also the director of scaffolding for Lafayette Park. Imagine that, having that as your second job. You know, the headlines from some of our friends and the panting and heavy breathing after this Ig Report came out is laughable. The ig himself said this report is not dispositive. We can only handle whats in our jurisdiction, and unfortunately, he said, not everything is in our jurisdiction. What this report said was that they had planned to go out and fix the scaffolding for some time. They didnt know that Donald Trump was coming out until later in the afternoon. And jonathan lemire, heres one of my favorite parts of the report, that undermines everything that people are writing about this. The head of operations for the Park Police learned about mr. Trumps plan when mr. Barr came out to inspect the area. Quote, asketh barr, Scaffolding Director of Lafayette Park. Are these people still going to be here when potus comes out, mr. Barr asked, according to the report, referring to the President Of The United States . The Operations Commander replied to mr. Barr, are you freaking kidding me . He then hung his head and walked away, the report said. Which, of course, undermines every headline that youve seen here. It also, of course, this is the bigger story that Donald Trump did go across with, you know, at first, the chairman of the joint chiefs, the sec def. There were obviously many things that made June The 1st deeply disturbing far beyond Scaffolding Plans earlier in the day. But again, you talk about a lack of perspective in the panting and the overreporting here from trump apologists. Its laughable on its face. You just need to raid the report and read what the ig says and what the i girks does not say. Right. Its about reading the report, and also, joe, just simply putting this pack into context. Lets remember that there were peaceful condemnations, largely, at Lafayette Square in the days prior to this. Now, certainly, there was an act of vandalism at the church, the northern end of the square, st. Johns, where there was a fire. That, obviously, No One condones. That was the night that the president and his family were rushed down to the Emergency Bunker at the White House. Something he, of course, found sort of humiliating and humbling and he wanted a strong message to push back. Thats how this was hatched. We all came up with this idea for him to walk across the park and then at his daughters suggestion, ivanka trump, display a bible in front of that damaged church. Upside down or just wouldnt work. That was a key part of this, joe. Overlooked by many. And, you know, so therefore, they wanted to clear the park so we could have that Photo Op. Now, the protests that day had been very peaceful, unlike a few nights prior, yet they were still cleared out, and cleared out forcefully with the use of Tear Gas. There was a lot of back and forth about whether Tear Gas was, in fact, used. It was. According to the government reports that came out in recent days. The Attorney General was sent out there to inspect this. And there was increased Security Fencing around the perimeter of the White House going up at that time because of the protests and so on. That part is true, but the timing here, theres a reason why those protesters were cleared exactly when they were. And that was for the president and his senior aides wanted him to walk across the street and have that infamous Photo Op. Theres a reason they were cleared with the urgency that they were cleared with. Two things again, my friends, can be true at the same time. They could have actually scheduled repairs on scaffolding at the same time, before knowing, of course, that Donald Trump, who was humiliated after news broke that he scrambled down to the bunker. I dont know why he was humiliated by that, but for some reason, he was deeply humiliated by that. But they had made these plans and then Donald Trump and his aides made their plans that he was going to go across there. And again, the schedule could have been in place for a couple of days. Like, you can stop your panting. You can put down the paper bag. That really doesnt prove anything. Also, its very true, at the same time, you had the Attorney General of the united states walking outside, inspecting things, and basically telling Park Police, clear this up. Get these people out of here now. And again, unless, and he could be the director for scaffolding of Lafayette Park, i apologize to William Barr. I didnt know he could try to undermine jeffersonian democracy, undercut 220 years of checks and balances, and be responsible for scaffolding in Lafayette Park. If thats the case, i apologize. But if not, then again, we look at the part where he comes out before trump comes out, and he asks this question. Are these people still going to be here when potus comes out. The Operations Commander replies to mr. Barr, are you freaking kidding me . He then hung his head and walked away, the report said. And soon after the new director of scaffolding for Lafayette Park came out and in no uncertain terms told them to clear the park before Donald Trump came out, the violent confrontation began. House Speaker Nancy Pelosi told her fellow democrats in a recent letter that the John Lewis Voting rights advancement act, quote, must be passed, but it will not be ready until the fall, and it is not a substitute for hr1, to which former Obama Speechwriter Jon Favreau took exception. In a recent Twitter Thread he writes, i wont pretend that democrats have a lot of good options here, but pretending that Joe Manchin didnt write that oped and then telling everyone, see you in the fall, doesnt seem like a winning strategy. He then offered the following options for democrats to try. Maybe a few folks in congress can work a few extra nights, get the John Lewis Voting Rights Act ready, put it on the Senate Floor for a vote, and Showman Chin that he can still get ten republicans for his preferred bill. Then biden publicly invites manchin and whichever ten gop senators that manchin thinks will pass bipartisan Election Reform to the White House, for negotiations over a new bill that will, a, prevent voter suppression, b, prevent election subversion, c, prevent partisan gerrymandering. He concludes, quote, i still think that voter Rights Legislation faces long odds at this point, but democrats at least need to try a strategy that calls manchins bluff, as opposed to just pretending hr1 will pass in its current Form And Punting hr1 until fall, especially since redistricting is coming. Joining us now, reporter for the washington post, eugene scott, and eugene, whats your latest reporting on where things stand right now with voting Rights Legislation. As you noted, its not looking like the for the people act will pass. But what is happening, theres increased pressure on democrats like Joe Manchin and jacky rosen, who have not been for the for the people act, but have argued that the John Lewis Voting Rights Act is something that they can get behind. Theres going to be pressure on them to see if they can actually get ten republicans, who seem to believe that this bill is more attractive by persuading them to get behind this legislation that so far they havent put a lot of support behind. The likelihood of that seems very low, considering what we have seen from republicans. And actually could really expose manchin and other democrats, and even the republicans who say that they are sensitive to the John Lewis Voting Rights Act, as People Who, as a group or a party, i should say, that really is not as committed to voting Rights Expansion as they have said verbally. Eugene, as you know, there was a meeting a couple of mornings ago with civil Rights Leader with senator Joe Manchin, markmore yaf, of the National Urban League was on that show. He was in that meeting. And he said, Joe Manchin said, ill give you the John Lewis Voting Rights Act bill, but cant go all The Way to s1. Is there any way for democrats to say, at least we can get John Lewis done if we work Joe Manchin and some of these democratic votes . There hasnt been, so far, in part because many of the democrats have recognized that manchin is just not as willing to move as they had hopes. The idea of what is in it right now is one of the reasons why so many republicans arent backing it. I think we lost eugene scotts audio. Lets thanks eugene. Not associating with you my remarks or anybody elses remarks, but hr1 is not going to pass. Its not going to pass this year. You talk to anybody that actually can count up to even 50, its not going to pass. And the Question Weve had on this show for quite some anytime and Jon Favreau asked the same thing is why not go for hr4. By The Way, The New York Times Editorial Page this past weekend asked the same thing. Why continue pushing for a vote thats never going to pass. And a vote thats sort of this Grab Bag of like a democratic Wish List that actually doesnt do some of the very things that need to be done in response to georgia, in response to texas, in response to some of these other acts. And you know, why not call not only Joe Manchins bluff, but call the republicans bluff. Go to hr4, John Lewis civil Rights Voting Expansion act. And if theyre not going to support that, then the bluff is called, and manchin, it seems to me, if he cares anything about Voting Rights, has to make an exception for the filibuster on hr4. Theres an interesting issue here. You could go to mcconnell and say, we want republicans to actually go on the record on where they stand on the John Lewis Voting Rights Act, which does protect the count after it happens, which is an important part of the protection of elections around the country, or you give into what has sort of been the Progressive Whipping up or frenzy around Voting Rights, and light of the January 6th insurrection on Capitol Hill, in the light of what states are doing around the country. In the light of Donald Trump sitting, insigs still, it rating about the Big Lie and the election being stolen, that might satisfy democratic fervor in the democratic party. Its not going to get you forward anywhere on legislation. And we keep hearing from progressive voices this week in washington, its time to pull the rug from bipartisan negotiations. Its time to pull the rug out from underneath Joe Manchin and tell him to put up or shut up what Democratic Progressives are saying. Then what . That still doesnt get you to yes on Joe Manchin, which is the Numbers Problem that they have in the senate. And at some point, theyve got to say to the progressive wing of the democratic party, lets get what we can actually get, whether its on infrastructure, whether its on Voting Rights or a host of other issues, rather than slamming Joe Manchin and having a Wish List of Democratic Progressive items that arent going to get passed. Jonathan lemire, i had a professor at the university of Florida School of law who said, we can talk about what is and we can talk about what ought to be. And i understand that progressives believe what ought to be is the package of hr1. But what is, the package of hr1 is never going to happen this year in its current form. As Jon Favreau says, write a bill that actually facing the specific chamgs that American Democracy faces right now, strip it down, connect it possibly with hr4, something that has to be passed. Something the Roberts Court said, you need to pass a bill like this. So John Lewis wrote it. Republicans are killing it. So call Joe Manchins bluff. Put this together. Pass hr4 and attach things to it again that will stop State Legislatures in georgia and texas and in other states from overriding the popular will of the People Who voted in those states. Joe, the ideas youre floating right now are indeed complications being had Behind The Scenes, preliminary ones to be sure, at the White House and on Capitol Hill. The events of the last few days reinforced that. There is some hope that something can be done on Voting Rights. Perhaps a modified version of a John Lewis act. There is growing frustration with Joe Manchin, a wide range of parts of the democratic party right now, but hes not the only one, as weve been discussing. Hes happy to take the arrows, but there are other democrats that are very leery of destroying or watering down the filibuster. And certainly, theres growing to be increasing pressure on the White House as well. As the president arrives here in england and starts his eight Days Year in europe, that his domestic agenda has hit a bit of a roadblock here. Talks about infrastructure are very uncertain and there are no positive policing there are no positive signs yet on something like immigration or indeed Voting Rights. And they know when they get back to the states, they have to really focus on this. And theyve got choppy waters to navigate. Jonathan lemire, thank you very much. And joining the conversation, we have msnbc contributor, mike barnicle. Host of way too early, casie hundredth, and ed luce. Joe, listening to the president at the top of the hour here. He talks about this Inflection Point, the challenges we face. How democracy is prevailing, america is back but i think the one difference has been the challenge to democracy has been within the u. S. And Joe Bidens task is to show and tell not only our adversaries that were in charge again. Well, you know, there have been ill liberal forces that have been posing challenges to westernstyle democracies in the united states. We are certainly dealing with it now with a former president whos trying to undermine the results of a democratically run election. But you also have that in other countries in central europe, especially in hungary, some concerns in poland. Theres reasons, i think, to separate, though, poland from hungary. I think hungary is a much worse situation right now. And, you know, ed luce, theres a battle that, of course, in our happiness after 1989 and 1991, i know i never foresaw a time like this coming, where we actually were going to have to be battling politically challenges of ill liberalism, not just in the former communist union, not just in central china, but in central europe. Thats exactly whats happening right now, so Joe Bidens got it right. We are at an Inflection Point. The question is, do people really believe americas back or that Donald Trump or someone like Donald Trump will get reelected in a couple of years . Thats a very good yes, because as you say, biden is there to proclaim that america back. And hes there to persuade his g7 allies that his democracy versus his agenda, particularly with regards to china, is something that should unite europe and the united states and japan. And he is constrained in the fofrs that message by the fact that America At Home has its own Democracy Versus Autocracy fight. And americas allies are watching whats going on here as closely as we are. They know theres no guarantee that in 2025, there wont be a president who signs up to that agenda. So to what degree do europes do Americas European allies and others fall in behind an america they cannot be sure will still be leading or saying the same things three, four years from now . Its a real constraint on bidens very important and very welcome medical hes delivering to americas allies. Absolutely. And President Biden today meets with british Prime Minister Boris Johnson in cornwall, ahead of the start of the g7 summit tomorrow. The two leaders are expected to stress close ties and try to manage their personal and political differences. That includes signing a 21st Century Atlantic Charter, modeled after the postwar Policy Statement from fdr and Winston Churchill 80 years ago. If the original agreement focused on a reset after World War ii, this new pact is about a postcovid reset, working together on trade, tech, travel, and, willie, confronting china. Yeah, yesterday, we had katty on, the british ambassador to the uk, ambassador pierce, and asked the question of what the view from the united kingdom is about this new president versus the previous president. Very diplomatic, as diplomats will be, but what is the view of this new president now . What is the posture of the united kingdom comes in, given The Way the relationship has rolled out over the last four or five years . Its no secret theres a lot of relief in europe and the uk that theyre not having to deal with Donald Trump anymore. Youre not going to have him elbowing foreign leaders out of The Way at Photo Shoot or sending off angry tweets about Boris Johnson as he leaves. So all of that is a lot better. But eds right. Its a bit like youve broken up with some boyfriend whos treated you badly and they come back and they say, look, im all reformed. And you say, thats great, but is that bad behavior going to reemerge . Thats kind of the attitude of europe and to some extent in the uk, as well. There are differences. I mean Donald Trump took america off the World Stage for four years. And during those four years, things happened that have caused some differences between Europe And North america. European countries became closer to china. They investigated the possible of having closer Trading Relationships with china. Germany did a deal to get its gas through the pipeline from russia. So stepping out for four years has consequences. Joe biden doesnt have to just tell europeans hes back, he has to show them. Its showing them, not just telling them, were back, were back, receive us with open arms. Because i dont think thats going to get them as far as they would like to. The united states will distribute half A Billion covid vaccines to be distributed Around The World. Mike, in many ways, this is a conventional trip, in that this is what they looked like before Donald Trump going to the g7, going to a Nato Summit and having a meeting with Vladimir Putin, except the President Of The United States felt compelled in those Remarks Yesterday to say that we are at an Inflection Point in world history. The moment where it falls to us to prove democracies will not just endure, but they will expel. He felt that he had to stop and speak those words with democracy on The Edge in many places. Well, hes also correct, willie. You know, there are two different levels of this week in europe for the President Of The United States. One is the Body Language that we see. We see a smiling President Of The United States. A professional politician whos good at what he does. Who is more steeped in Foreign Affairs and relationships with other leaders Around The World, perhaps since any president since george w. Bush. We cant go Behind The Scenes. We dont know what happens with Boris Johnson in most meetings, but kathy, im wondering, do you think we underestimate what willie just basically spelled out, President Biden saying yesterday, do you think we underestimate the impact for the first time in american history, we failed to have a peaceful transfer of power in the presidency and that people like Macron And Johnson and merkle realize this and worry about it . People watch very, very carefully. When the capitol was stormed on january the 6th, we had Record Television ratings of that event in the uk and im sure it was the same around europe. When Donald Trump spent that period between Election Day last november and inauguration day, trying to make sure that he didnt have to give away the presidency, give up the presidency, people watched very closely. And there was a lot of alarm. It wasnt just that it was President Trump being president who was disdainful of multilateral relationships and alliances, it is the whole american political system. In 2016, americas democratic ratings, international democratic ratings was downgraded from a perfect democracy to a flawed democracy. That is Americas Status at the moment. It is considered a flawed democracy in global rankings of democratic countries. And that is because it is a system that is fragile, and i think that transition of power that was rocky and dependent on just a individuals and states like Germany And Arizona doing the right thing, people look to that and say, thats a little weak. What happened if we hadnt had those officials in georgia. What happened if we hadnt had the governor of arizona certifying the election. Its a great point. And kasie hunt, you look at whats happening on Capitol Hill, and realize that for over a decade, we havent been able to pass bipartisan legislation. Weve had the Trump Tax cuts in 17, The End of 17. But as i say here all the time, the last six years of the obama presidency, no significant legislation was passed. During trumps three years, only one or two pieces of legislation that was jammed through, mainly by republicans. It looks now like again, you have republicans saying theyre going to do everything they can to make sure Joe Biden doesnt pass any legislation. Meanwhile, there are some polls out that show almost three out of four americans are troubled with American Democracy right now. Are concerned about the future of American Democracy on both sides. If the rest of the world is a little nervous, theyre not alone. Americans are feeling uneasy about the future of American Democracy themselves. And i think its so smart to tie those two ideas together. Is it not just our elections, what do our systems do once those elected people are in office . And i think youre right to say that has been significantly, if not completely broken, it is very close to The Edge. It is not the same congress as it was when i started covering it 15 years ago. Youre absolutely right. And you know, those Tax Cuts were pushed through by republicans. And you know, another piece of it, i think, joe, i remember, when trump was first elected, you had so many republicans who were frankly appalled i mean, the couple of weeks before the election, they had been saying, you know, we need to distance ourselves from this guy, this is a disaster. And they looked up, of course, after the election, and there he was. And several of them said privately that the reason why they were going to try to continue to work with him, to, you know, say, okay, fine, well figure this out, was because they wanted to be the ballast in the ship of state. They wanted to make sure that america maintained its role on the World Stage. And they frankly completely failed to do that. And in of the People Who were the most vocal in this regard, they ended up just leaving washington. They resigned, lost their elections, they maybe didnt want to do it anymore. This is where were left. And now you have a lot of republicans allowing a shift in the narrative around January 6th, around the insurrection, and dont think our allies arent watching that happen, too. You know, its so interesting, ed luce, mika and i did a week in london a few summers ago. And it was it must have been 2017. I think it was right after Donald Trump got elected and Theresa May was having a terrible time figuring out what britain was going to do when it grew up. And everybody we talked to In Britain would say, you have a problem with just one guy. We have a much bigger problem. We have a system that no longer works. You fast forward three or four more years later, they may actually have had that backwards. But, again, we are learning more and more, as donald from his presidency that Donald Trump was not the underlying disease, just the worst symptom of the disease we have seen yet. We are finding, even with Donald Trump tucked away at maralago or bedminster, washington still struggling. And is still dysfunctional. And a majority of americans are still choosing to read Conspiracy Theories from conspiracy websites instead of reading the Constitution Of The United States and having confidence in that constitution. Yeah, i think thats a very good point. I mean, youll contrast between 2017 when you were In Britain and today. If Donald Trump tomorrow spontaneously combusted, would the Gop Return to its pretrumpian direction . I dont think so. I think its its very much committed and signed up to as a party to this authoritarian course. And thats now bigger than trump. Trump for sure has put his Person Stamp on it. The Partiess Rejection of a multiethnic america and of normal rules of Voting And Norm democracy works, i think thats a deeper commitment that will outlast trump. The Brexit Situation Situation still remains. And biden is going to, i think hes probably going to make a fairly strong statement about britain needing to stick to the good Friday Agreement for peace in Northern Ireland, which Boris Johnson has been playing with and biden feels hes irish, as he says. He feels very irish and hes made that pointedly to the bbc and others. And the irish have been talking to him, to his White House and expressing their concern about the future of the good Friday Agreement. So i think were going to be seeing that consequence of brexit. And of course, Brexit Wouldnt have happened without Boris Johnson. And biden is not an admirerer of brexit. And brexit did call Boris Johnson a physical and emotional clone of Donald Trump two years ago. Lets not forget. So i think there are going to be some brexit consequences in bidens talks with Boris Johnson today. However, you know, jolly and friendly it looks like in the public Photo Ops. With all of that in mind, this is the perfect setup to bring in our next guest, joining us now, White House Communications Director Kate Bedingfield, from cornwall where that meeting with President Biden and prime Minister Johnson is taking place today. What are the goals for the meeting and will he be addressing the good Friday Agreement and other things given that perhaps the president s description of Boris Johnson in Years Past may not be as flattering. What are the Goals Today moving forward . Well, the Goals Today, mika, are to of course, reaffirm our Special Relationship with the uk to talk about some of the shared challenges we have, in terms of tackling covid twablging Climate Crisis, bolstering our democratic recovery. You know, the Prime Minister and the president are going to look at an updated version. Theyre going to sign an updated version of the Atlantic Charter, a document that of Course Fdr and churchill signed 80 years ago, reaffirming our alliance in the face at the time, in the face of the nazis. So the president and the Prime Minister, you know, im not here to prejudge their conversation, but i think it will be a very producti one. And certainly, were looking forward to making some important announcements today, including about the 500 Million doses of vaccine that the u. S. Will be donating to the global fight against covid. Hey, kate, its willie geist. The first question a lot of people have is, will we see the two of them on stage together taking questions, like we did in helsinki . Vladimir Putin Hasnt faced questions from western media. Will there be a joint News Conference . Reporter well, were still working through some of the logistics on that. So well have more to assure on that in the coming days. What i can say about the conversation is its going to be candid, its going to be direct. Obviously, President Biden is somebody who has been doing diplomacy on the World Stage for all of his career and known putin for a long time. This will be a direct conversation and raise a lot of the issues where we have real differences and real concerns. Of course, that includes Human Rights and that include incursion on the ukrainian border, that includes cyber attacks and the responsibility that russia has when maligned actors in their country are executing the kind of talk about issues of consensus. There are issues like nuclear proliferation. And weve signed an extension of the new s. T. A. R. T. Treaty. There are things where its in our interest in the united states to work collaboratively with the russians. It will be a direct conversation and our aim is to have a stable, predictable relationship. How are yall viewing these two weeks . You put together the putin issue, and the issues you hope to bring up with him, with Boris Johnson and the g7 and the Nato Summit, what is the thread through this . It was extraordinary that the President Of The United States felt he had to begin the trip yesterday, by saying, democracy effectively is on The Edge. And its on us to preserve it and to hold fast. So does the president view his role over this next week or so as reminding the world what america stands for . He does. He does. I think the key message that President Biden is delivering, you heard him deliver last Night And Hell continue to deliver throughout this trip that america is back and we are meeting with some of our closest and longeststanding allies on this trip to and you know, its important that in his first trip overseas, that hes doing that, because what hes really showing is that democracies can lead. He views it as a responsibility of his to rebuild trust at home in the united states and the ability of our government to deliver. I think Thats Something hes done for the first five months hes been in office. Hes shown the government can deliver. But, yes, on the World Stage, what President Biden is going to be showing the world is that america leads not just by the example of our power, but the power of our example. And thats what youll over the course of this week, as we talk about the shared challenges that the biggest democracies in the world are facing, including the Climate Crisis and of course the pandemic and economic recovery. So that is the thread throughout this week of travel that the president is doing. Kate, its kasie hunt, i want to ask you how youre balancing whats going on overseas with how youre balancing whats going on here at home. The Infrastructure Package is at a critical juncture here. The president has been so personally involved in these conversations. Hes now going to be overseas, obviously, for the next eight or so days, especially considering youve put infrastructure occasional in the category of national security, economic competitiveness, and all of those things. You and i both know, its harder than it sounds to stay involved in talks when youre half a world away. So how does the President Plan to make sure his domestic priorities are going to stay on track at this point . Reporter so he will remain engaged. And while hes away. Hes also tasked members of his Jobs Cabinet, what he calls his Jobs Cabinet and senior white House Leadership to stay very engaged on the daytoday on this. Because we are at an important point. And i think theres a lot of attempt to suggest that were somehow sort of hitting a wall here when, in fact, i read an important point. Theres progress happening on multiple fronts. You have a bipartisan group in the senate working on an Infrastructure Package. Off bipartisan group in the house working on an Infrastructure Package. Obviously, Senator Sanders is going to introduce the budget resolution, which is part of how government functions and is also a vehicle, where a lot of these priorities of President Bidens could move forward. So, you know, to use maybe a slightly uncomfortable phrase, there are a lot of different ways to skin a cat. And there is progress moving forward on multiple fronts here. And this is a moment of great energy. And look, you know, you said as you said, kasie, obviously, a lot of what hes going to be discussing during this trip ties really closely to his domestic agenda. You know, just this week, the senate voted to pass a bipartisan bill, bolstering our competitiveness with china. So big pieces of his agenda are moving forward domestically, and hes going to be on the World Stage reasserting Americas Leadership this week. And ed luce, ahead of next Weeks Meeting between President Biden and Vladimir Putin, many concerns about a russian court that last night outlawed a political group. Actually, any political group thats tied to alexei navalny, labeling them extremists. Cant help but think that that was a message, ed, that was sent to Joe Biden, that Vladimir Putin is going to do what Vladimir Putin wants to do, just like he showed george w. Bush with the invasion of georgia in 2008 and Barack Obama with the invasion of crimea in 2014. So how does biden get this Relationship Right in a way that every other leader has not over the past 21 years . Well, biden has a pretty good Track Record of seeing putin for who he is. As you remember, george bush famously said he look into his soul and liked what he saw. Biden almost as famously said, biden looked into his soul and said he didnt have a Soul And Putin famously said, then we understand Each Other. This latest move is to basically label them terrorists, and anyone associated with navalny for ten years to imprisonment simply for association. To do this as clear an indication as putin can give that hes not going to be susceptible to any of Bidens Message on democracy, on Human Rights, and on how nations should behave in the 21st Century. I think that, you know, the difficulty that biden has had. Some have criticized him for even agreeing to this meeting. They believe it confers legitimacy on putin. I think bidens probably right in saying, look, diplomacy is about talking to your adversaries. Not just about talking to your friends. And the fact that hes meeting putin after having met every single western ally over a period of a week. This is a very, very intensive week that biden has. And hes meeting people In Britain, hes meeting people in europe. And then hes going to meet putin. I think this sets it up to be an extremely interesting summit, to put it mildly. Fascinating. At the united states capitol, the White House is focusing attention on the root causes of migration in Central America and the ongoing crisis at the mexican border as the effects play out right here at home. A new surge at this border creating a lifeanddeath struggle just steps from the beach. Its chaotic. Very chaotic. Reporter in the last month alone, four migrants have died, including three who drowned, when their boat lost power, hit a reef, and smashed into pieces. Dozens of migrants forced to jump for their lives. Here, customs and Border Protection now seeing a nearly 100 increase in Migrant Apprehensions since 2019. Off the coast of san diego, theyve ramped up Border Enforcement and theyve had to because the numbers are spiking now and smugglers are charging more money, Tens Of Thousands of dollars per person and theyre becoming even more reckless. Reporter we rode with customs and Border Protections air marine operations as they hunted for smugglers along the busy maritime border between mexico and california. A smuggler looks at a kilo of cocaine, a pound of methamphetamine, and a Human Baby the same way . They can, yeah, its all money. Reporter in the air and in the ocean, these specialized teams are patrolling around the clock, stopping all types of vessels as smugglers try to blend in or pose as recreational boaters or fisherman, sometimes refusing to stop. Sometimes were seeing the smugglers being more abrasive, running into us, ramming us, taking people off their boats at the risks of the surf. Reporter the risks theyre taking on the ocean are part of a growing trend happening all across the southern border, from sending their children alone with smugglers who have seen tossing them over 14foot barriers to migrants hiding on trains, hidden in wheel wells. Customs and Border Protection agents believe a reinforced and heightened Border Wall has forced smugglers to take extreme measures. Luis Maria Perez cries at the altar she built for her daughter. She was caught crossing illegally twice before and she told family she was going to give it one last try. We got the news from Cbp Yesterday that the illegal crossing at the mexican border a staggering number, 180,034 apprehensions at The Border there. Whats going on . The incentives are there for the smugglers to keep trying to get people over here. They make 6,000 to 8,000 per person. So as for report just said, it doesnt matter if its drugs or people. They make over the years billions of dollars. And we have to understand that if we dont take this incentive away and address both the Push Factors and the bull factors, were going to keep talking about this year after year. But congressman, why is it happening now . Why in the month of may is this astonishing number . Is there something on the Policy Level that should be changed . Yes, i think we need to address the Push Factors, what happens in Central America. But thats usually more the longterm. But we also need to address the factors of policy, so we have here in the u. S. , look, nobody if you notice this administration without the respect, talks about how were handling the unaccompanied kids, but thats one thing. Im glad that were doing a much better job. But what about the rest of the people . What about the individual adults who are coming in . We have to talk about that. We always talk about working with Central America, guatemala, and mexico to do the dirty things we dont want to do or the uncomfortable things we dont want to do, and that is deport people. We want them to deport people before they come here. But weve got to enforce the law, and part of the laws that we have here is deport the people that dont have a right to be here in the united states. Its just plain and simple. Congressman, can you describe for us following up on that point the Humanity Crisis thats going on . The very Human Crisis thats going on at The Border right now . We see numbers and we see that theyre record numbers. But talking about whats happening on the ground. You know, surely, as you said, youve heard members, like the Vice President , come in and without their respect, not do a stage. But come and sit down with people that ive lived here all my life. You know, talk to the sheriffs, talk to the mayors and the County Judges and The Business leaders. Theyre frustrated. What theyre seeing is, theyre seeing people just coming in, in large numbers. We had a meeting in the Laredo Area friday. We had a meeting two weeks ago in hidalgo. I had a Call Today with the community leaders. Theyre worried and theyre concerned. Land owners are concerned. Local sheriffs are concerned. Local police are concerned. Somebody needs to listen to our local communities without due respect, just come in during a staged visit is not enough. They have to understand. And they need to listen to me, and listen to other People Who have lived here like myself. We have a lifetime of experience. You know, a couple of hours of a visit doesnt substitute for the experience were seeing here. Bottom line is this. We believe here on The Border in legal migration, were just against illegal migration. Right. And in the early months of the biden administration, the president faced criticism because there was a belief he had sent a message to migrants to come to the united states. This past week, the Vice President went down to guatemala, said, do not come. Were going to turn you back, is that first of all, i take it you think that was the right message to send . Whats the next step, you want them to come visit the boater without the cameras and staged events. Thats great. What policies would you recommend the biden administration put in place to slow down the rate of the flood of migrants still coming to the united states . You know, we focus on what happens on the oneyard line, called the u. S. mexico border, which is the correct thing to do, but we also need to look at what happens at the 20yard line. What do we do with guatemala . What do we do with mexico and the other countries . Its important to have a clear message. And i want to thank the Vice President for having a clear message. Dont come. But we need to couple that with some action, and some repercussions. Because if we dont show people going back and being returned, then all they see is people coming into the united states, and its not coupled with the work that we do, i mean, look at what happened in april. 178,000 people came, were encountered a to The Border. We returned 111,000 people. Nobody talks about the 111,000 people we returned. The obama administration, jeh johnson, secretary jeh johnson, they were very good at doing this job. And weve just got to understand. Legal migration is fine, legal is just something that we here at The Border are just frustrated. And i emphasize frustrated by whats happening. Were letting undocumented people coming in, but the legal visa holders from mexico that spend billions of dollars, theyre not even coming in. Theres something wrong with that contradiction that we see at The Border. So congressman, i want to underline something you just said. Because we had you on the show several months ago and you said the same thing then. Youve lived on The Border, you understand this better than 99 of the People Who are going to go on Twitter And Blather about their opinions about what should or shouldnt be done on The Border. Whether theyre far right or far left. So i want to give you a chance again as somebody who knows this better than 99 of the people that are going to be talking about today and over the next month, last time you came on the show, this time you came on the show. You said, its extraordinarily important that we apprehend the migrants, we send them back, the illegal migrants, we send them back. And that we get that on video and we let the entire region see that. Why is it so important that they see that thats whats going to happen to them when they come to the united states. And this is the second time youve said this now over many months. I know youve been saying it all to the administration. I know youve been saying it to border officials. Why is it important to do that . And why do you think theres a reluctance from this administration to show these images . One, they dont want to aggravate the immigration activists. Thats the major reason there. But look, joe, lets say you and i were in Central America. And we paid 6,000. We come to The Border, we have a little speed bump, and then they release us and then we wait for one year, two years, before a court hearing. You know, thats a chance and i will take. But if we paid 6,000, and we stop, because we dont need the credible theory, then we will think about this, and, you know, its thats what reality is all about. Look, Bottom Line is this. I want you to think about this. Bottom line is this. If you had a chance of coming and paying money, you would take that chance. If you had a chance of being returned, you would think about it. Tha the Bottom Line. Why not have Immigration Judges here at The Border. If you have 100 people, most Immigration Judges are going to deny 88 of them and only 12 . So why are we letting 100 of the people in when only 12 should be getting into the united states. Or whatever language, because as you know, theres over 150 countries that are represented by people coming in, and theres an increase of people from cuba, venezuela, haiti, africa, and other places, because theyre realizing at the southern part of the united states, whether its land or sea, as your story gave a few minutes ago, all they have to do is bring a child and theyre going released into the united states. What a deal for them congressman, two quick questions. Anecdotal reporting has it that the people coming across The Border, theyre poor, theyre refugees, basically, fleeing desperately to get to america, paying 6,000 to 10,000 to the smugglers, to the cartels, to get here. Thats first question. Where do they get that kind of money . The second question is, the status of the Border Today under the biden administration, better, worse, or the same as it was a year ago . , you know, a couple of things. One, are we taking care of the kids a little better . Yes, of course we are. We are moving them to health and human services. But thats only one aspect. What about families . What about the single adults . And most people coming in are single adults. There are some criminals. No ifs and buts or gang members. Nobody talks about any of those things that we see. Nobody talks about the land owners, the ranchers that i have. Hispanic owners that have been here for generations that are all of a sudden seeing people coming in into their property and destroying property and their property at the ranch. Nobody talks about that. Yes in handling kids, were doing a better job. In catch and release, and i call it catch and release, were now doing catch and release, that part is just not better at all. Travel continues to ramp up across the country and now airports nationwide are scrambling with staffing. The Acting Head of the Transportation Security Administration issued a memo that warns over 130 of the nations largest airports will face Staffing Shortages this month. To compensate, the tsa is asking Office Workers to volunteer to assist with airport checkpoints. Yesterday, some Security Lines at airports got so long that hundreds of travelers were missing flights. The agency is currently offering 1,000 as an officer recruitment incentive. Thats a problem. And travel is just one example of how things are inching backwards normalcy. But its not easy. And with it, americas children are dealing with anxiety as they prepare to reenter the world, postpandemic. Nbc News Correspondent Kristen Dahlgren has more on what parents need to know. Reporter on this massachusetts field, La Crosse is back. But for some, the socalled return to normal is anything but. Just feels weird feeling everybodys full face and it always feels like im missing something. Reporter for a lot of pandemic live can be confusing and still scary. I think most of my friends have been pretty respectful and i think theyre on the same page. I follow the guidelines and i dont take my mask off unless i feel completely comfortable. Her mom says they took things slow. We started to go out more, spend more time with friends outside. We went to a museum. Just to kind of practice being around other people. And shes not just speaking its apparent. Some kids have been very reluctant to leave home. We have a lot of concerns about separating from parents. Or interacting with peers. Some kids are worried about getting sick. Hennan says come up with a plan kids can feel to help themselves be brave, make the transition gradual and make sure kids understand earn does things at their own pace. Charlotte will be fully vaccinated soon and is getting more comfortable every day. She says things like a Plane Trip may still give her pause, but she knows at her own Speed Shell reach her goals. This is such an important piece and great advice, not to dismiss The Way kids or even teens or young adults are feeling because theyre all going to find their way back. A lot of them dont even know theyre feeling anxiety. It just feels so different. Its like walking on the moon, getting back into life, its not the same for them. They cant just pop back. And its interesting, its not like you can sit there and talk Science And Logic and say, well, you know, the percentage the chances of you getting this are so small after a year of them being masked up or them being isolated for a year and, you know, willie, its interesting, when i was when we were in new york last week, we were on an elevator and there was a mom and her probably 17yearold daughter and she said why do you have your mask on . She said i feel more comfortable with it. Her mom said, but youve been vaccinated. She said i just feel more comfortable with it. Ive had that experience with my own kids who its taking them first chance, i get a vaccination, i counted 14 days, i threw the mask off. But ive been surprised that younger kids feel comfortable. It is something i must admit i didnt see coming. But its very real with adolescents and teens. Its been a long year and three or four months now where theyve formed the habit of wearing the mask. And lets be honest, the whole thing was scary. Watching the news was scary. To catch this terrible disease was scary. To get this virus, to get this infection was a terrifying thin for a child. So they have to sort of work that out of their systems and i think the best advice in there, as mika said, let them feel their feelings, hear them out, you can try to explain and use logic with them that theyre unlikely to get it at this point. But if they feel more comfortable, let them do it. I think there would be this period of anxiety, mike, you know this from your own kids and your grandkids. Just on the other side of that is the thrill of returning to the Baseball Field or the thrill of returning to Dance Class or for so many kids who still didnt go back to school in the fall to see their friends and to see the teachers they love in a school classroom. There is no doubt about that, willie. But i think we have all underestimated because we have never lived through such an epic as the last 14 to 15 months, first time in A Hundred years that such an impact a virus has had in this country. We have all underestimated two things, one, the fear and the anxiety that you just mentioned that kids lived with, especially kids 8, 9, 10 years of age and the lack of socialization that they were forced to live under for 14, 15 months. Its been a tough fall. And, you know, a couple things, mika. First of all, theres common decency, being kind. You know, we told everybody we went to see Jake Degraum Pitch a minor League Game with two of our kids. One of them wanted to wear a mask. I started to see hey, you can take off but i stopped. If hes more comfortable, let him wear the mask, right . Theres a second part of this, too. I went to a Doctors Appointment Yesterday morning. And the doctor we were in there and he knew i was vaccinated. He was vaccinated. And he said, hey, if you dont mind, i was doing Blood Work and getting in close. He said if you dont mind, could you just wear a mask . I go sure, no problem. So i put the mask on which i carry around all the time because if i go into a store and i get close to somebody, i wear a mask just to be polite to them. But this is something we all have to remember. The doctor said i was in last week with somebody. I made them put the mask on. Two days later, they called me back, even though they had been vaccinated. And they had covid. He said sometimes we think that 95 is 100 . Or if you have moderna, you think that 89 is 100 . Or if you have J J, 75 no, its not 100 . So if youre still in close quarters inside and you want to wear a mask, wear a mask. Of course, the upside of it is people are like, well, then why take the vaccine . Well, because, of course, this person had covid. But hes asymptomatic. And hes asymptomatic because most people, that 5 , that 3 , that do get covid, theyre asymptomatic because the vaccine helped them fight it off. So, you know, if people are more comfortable with you wearing a mask, be polite around them, wear a mask. And when you get out, take it off. Its just this is just basic human kindness and im not really sure why we have to even explain this to people. But we do. No, but i think its important to explain that younger children and young adults are theyre going through their own process, whatever it may be. This has been very hard. The moment where it falls to us to prove that democrats will not just endure, but they will except as we rise to seize the enormous opportunities of the new age. We have to expose as false the narratives. You know and i know theyre wrong, butt it doesnt mean we dont have to work harder than ever to prove that democrats can still deliver for our people. Lets bring in matt bratly. Matt, set the scene for us. Were talking about Joe Biden starting a week of somewhat intense meetings. The anchor of this trip, The Main Event will be next week in geneva when the president meets with Vladimir Putin. That is going to be a pivotal exchange. But, really, that meeting is going to be hanging over all the meetings happening here in Corn Wall with the g7 with some of the observer countries that come to witness the g7 discussions and crucially, as you mention dollars with Boris Johnson today. Now this meeting with Boris Johnson, one of the important things about the Atlantic Charter, it set the groundwork for what would later become nato and Joe Biden is bringing an important message to Corn Wall, that these institutions that formed the groundwork, the plumbing underneath all the international relations, the major modern international relations we see Post War, those need to be renewed. That is what hes bringing here. Boris johnson, they try to stylize Boris Johnson as a latterday Winston Churchill. This posturing, here In Britain, thats a really big deal for Boris Johnson to be able to show that he is with america, that theyre plowing ahead, and that theyre moving independently of europe. Joe, one of the things this White House he Behind The Scenes is trying to do is show and not tell. The White House will be reporting more on the covid vaccines that the u. S. Will be delivering to the world, but also on this trip to show, not tell people what our place in the world is. Right. And a return to normalcy. By The Way, katty, if youd like to, a sidebar on Boris Johnson wanting to be seen as latterday Winston Churchill. Boris johnson, the one thing he has been effective in doing is having a good relationship with Donald Trump, the last president , being a champion of brexit and lining up with Donald Trump sort of this latterday Conservative Populism that is sort of new and populism that many on the right across the world are embracing. But he moved quickly in showing that his relationship was with a country and not with a man. More so, i must say, than other world leaders. How is his relationship with Joe Biden . Youre right. There is nothing more than he would like in any way to be compared with Winston Churchill. There is clear some political friction between the two. Joe biden called Boris Johnson a clone of Donald Trump. At one point, Boris Johnson suggested Donald Trump was deserving of the nobel peace prize. Joe biden is committed to multi lateral relationships. Boris johnson pulled britain out of that big multi lateral relationship in the european union. All of the senior diplomates that i speak to say these are professionals in the White House. They are not going to let the past get in The Way of what can be a solid future relationship and there are some areas in which Joe Biden has a tighter agreement with Boris Johnson on the issue of Climate Change, something he finds in this White House much more than he did in the Trump Administration that he can have an affinity with. And he has a much better partner from Joe Biden in that than he would have done in Donald Trump. So there are plenty of areas where he can work together. And if Joe Biden is happy in any wa Boris Johnson hasekos ofes going to warm reception in cornwall. Jonathan lamere, its interesting, there are obviously there are real issue on the Document Today when the two leaders meet. Theyll talk about Northern Ireland, trade, as youre writing your piece for the Associated Press, this is about Joe Biden saying out loud that america is back, the united states is back as a partner to its allies. That is right. The 500 Million Vaccine Doses for the world, which is a big deal. There will be some discussion of Northern Ireland. President biden is keenly interested in that scenario. Worrisome about that border between Northern Ireland and the rest of the ireland now that of course the rest of the u. S. Is no longer part of the eu. That could perhaps impact the Peace Process and but this is more about symbolism. Its about messaging. Were back to a sense of predictable u. S. Relations. The rest of the u. S. Is not necessarily certain about that. A Return To Trumpism if not trump himself, but someone like him. They fear that maybe biden is the blip in this. The answer to that is generally no and theyre the people in the room leading these negotiations. They are not going to raise any taxes. Joe biden believes its good policy and he believes thats what they should do to pay for this package. So there is no middle ground between no raising taxes and a large Infrastructure Bill unless youre going to Deficit Spend which neither side says they want to do. So im not sure where this negotiation goes. Listen, a lot of democrats are sitting there saying republicans arent going to do anything. We should just move on and do something on our own. I think this is i think, to be honest with you, this really does threaten the timeline of Joe Bidens presidency because were already at june 10th, right . And theres not even a shell of an Infrastructure Bill coming to the forefront. So i have big questions about how this is all going to turn out. Lets underline that for a moment. I dont remember the exact date when Joe Biden went he to Capitol Hill. He gave a sweeping address and said this was the new fdr. And here we are moving towards the middle of june and very little has been passed from that. Right now its nothing more than words because as weve been saying for some time, and others have, too, forget about 60 votes. President biden is not even able to get 50 votes from this united states senate. That is the big irony here. Everyone keeps talking about blowing up the filibuster and why Joe Manchin and Kiersten Synema and many other democrats dont want to blow up the filibuster. But you make the Critical Point. Chuck schumer does not have 50 votes for anything at this point. And the question is what will Joe Manchin vote for that they could get 50 votes on . And that is kind of the lowest common denominator at this point, i think, and i think that bears repeating. And we dont have anything. That means July 4th is around the corner. Theres like two or three weeks that congress is in session in july and then it goes home for august. And then in september, Government Funding runs out and the Debt Ceiling needs to be raised and were quickly in the fall.
