President bidens talks with a group of republican senators on a sweeping Infrastructure Package collapsed yesterday, shifting the debate on one of his key domestic priorities. Nog meetings between biden and West Virginia Governor fell through after the two remained far apart on a final Price Tag for the bill and which types of projects should be included and whether to raise any new taxes. Now any hopes of a bipartisan deal falls to a group of senators that includes Republican Mitt Romney and Democrat Joe Manchin who met three hours hashing out their own agenda. At the same time, democrats are separately laying the groundwork to pass some 0 all of the package on its own through requisition. President biden spoke with Nancy Pelosi Chuck schumer. There is no clear path forward on another hugely important topic that is playing out right now on Capitol Hill and that is Voting Rights. As we reported, Senator Manchin dashed hopes on sunday of passing a sweeping Election Overhaul Bill that would guarantee universal access to Mailin Voting and secure 15 days of early voting in every state. The for the people act has the official backing of top party leaders including President Biden. Despite his Meeting Yesterday with top civil rights leaders, the West Virginia Democrat remains unmoved. Manchin says he would back a different voting Rights Bill but that too is facing serious obstacles. There is no threat to the Voting Rights law. Two things infrastructure, Voting Rights, obviously, like face very different futures because the voting Rights Legislation Isnt something they can push through with just democratic votes. Overall, this does highlight, i think, the obstacles that President Biden is facing in passing his agenda here. It seems to me like they got frustrated with the Infrastructure Talks and said, okay, we got to get ready to move this on our own. What is your latest reporting . Its not just progressives who have become, frankly, antsy to get these Infrastructure Talks, you know, off the ground and actually put that into congressional Floor Action in the House And Senate. You have democratic leadership who is saying, look, we are Running Out Of Time here. Democrats and the president want to go significant progress on Infrastructure Talks by July Fourth and, hopefully, a Bill On The President s desk by the time that the House And Senate Leave Washington in early august for their monthlong summer recess. The reality is that Senator Capito and President Biden were around 700 Billion apart on their offer. Look. I know we are talking a lot about big Price Tags over the last year, especially with the covid Relief Bills that have come before congress but, you know, that is a lot of money. That is an irreconcilable difference from the two sides there. Democratic leaders are saying, look, we got to get this show on the road. I know youve been reporting on this as well. The chinarelated bill that Chuck Schumer, the Majority Leader, has been so focused on, even got incredibly hung up even though it actually has bipartisan support. What happened there . And what does that signal to you about their ability to do anything else in a bipartisan way . It signals that they can get something done in a bipartisan way, no matter how messy it becomes. This was a bill that had overwhelming bipartisan support as you mentioned. It got 68 votes in the senate when it passed yesterday. It will go on to the house where it has a much trickier future, but, you know, the Bottom Line is the senate still can legislate in a bipartisan way, even though it took, you know, a few weeks to get this bill finally passed. Senator schumer has long wanted a more hawkish approach to china. A lot of folks have called this really his pet project, for example, and they really wanted to get this off the ground. And, you know, its going to be really hard to get a bipartisan Infrastructure Deal through, for example, if you use the same regular order of process because the people who are opposed to it have so many procedural, you know, tools at their disposal to try to slow it down and try to obstruct and make it not happens in other words. It shows the limits of bipartisanship, even when there is strong support among both parties to get something done here. We should underscore the debate about this started before memorial day, was dragged out, had to be punted until, you know, for a week as you noted. Andrew, the president is heading overseas here for a series of meetings in europe and, of course, with vladimir putin. But he has promised that he is going to try to keep talking to folks about infrastructure. How realistic is that really . How much of this is about Joe Manchin in particular and making sure he is on board with potentially getting this through with just democrats . Its critically important, right . Its looking like the result here is going to have to be using only democratic votes and convincing Joe Manchin to be that 50th vote, for example. Youre going to need the Vice President to break a tie in the senate, for example. That is going to be critically important as the president goes on his First International trip here. All right. Its worth noting that mcconnell has previously called it a failed insurrection. Other republicans have also used that word. So have democrats. So have reports from the ground. The future of voting right Side Legislation remains uncertain in congress. Yesterday, Senate Minority Leader mitchell Mitch Mcconnell came out against the John Lewis Voting rights after days after manchin said he opposes but could push for the Lewis Bill. Texas democrats will deliver a letter to top congressional democrats later today urging them to protect Voting Rights. The Washington Post reports democrats in texas are worried that republican State Lawmakers will try to pass Voting Restrictions again and that democrats might not be able to stop them as they did when they walked out of the State Capital last month. House speaker Nancy Pelosi calls it an urgent moment and says its time to pass hr1 the for the people act. In letter to colleague she says something she hopes can be passed in a bipartisanship way. Seems like this ship has sailed. She adds the John Lewis Voting Rights Act must also be passed but notes its not going to be ready for a vote until the the fall and she reminded her members that the League Congressman Lewis actually wrote 300 pages of hr1. Thank you for being here, u geep. This question of the courts is a pretty critical one. It does take time to confirm the judges but take a lot more focus if democrats want to try and shift what has been a years long push, successful push really for democrats to get their picks on the bench. That is true. One of former President Trumps lasting legacies is how he has transformed the courts. Not july the supreme court but nationally. What biden campaigned on is wanting to make sure that the courts were more reflective of the americans that come to them seeking justice. And so what we saw happen with the two nominees you just named, what we saw happen with Merrick Garland we can can expect to see much more going forward and biden seeks his own legally when it comes to law and justice. Eugene, lets circle back to Voting Rights legislation. They are actually, of course, incredibly connected, especially as these judges possibly find themselves making decisions about the way states are litigating these kinds of issues. I understand why Nancy Pelosi is saying, that Speaker Pelosi is saying that they can still get the for the people act passed or should focus on that, but the reality is simply its not going to go anywhere in congress and, frankly, democrats have gotten themselves in a little bit of a bind because a lot of their activists and understandable, its an incredibly emotional Issue And Something changing fast at the State Level which makes federal action i think urgent for a lot of people who support it, but that doesnt mean that they are going to get anywhere with it even so. How do they navigate . How do they make sure they get their activists to support what potentially can be done on this . Its not clear to me that the john Lewis Bill could go anywhere but it certainly has more support than hr1. It does. I think one of the things democrats are focused on right now is messaging. You know so much of the talking about voting Rights Expansion previously focused on how things were disproportionately affecting people of color. More recently, we have seen some people on the left talk about how not supporting voting Rights Expansion hurts people in rural america, regardless of their racial ethnicity. People from low income environments who may not have as much access to the polls. And these Talking Points are made to connect with conservative voters and even republicans with the hope that they will motivate gop lawmakers to vote differently. Whether or not that is effective, we will see. But much of this messaging is really focused on trying to help democrats have something to argue on next year when we head into midterms and these pieces of legislation may not look the way that democrats and their initial activists who sent them to washington would hope they would. Fair enough. They are trying to keep their base motivated but i think activists are also frustrated in that the idea that this is just a Messaging Bill and i think they see it as so much more and dont want to describe it in those terms. Welcome back. Senate negotiators have overcome a major murder in the Police Reform bill push. Two sides are mostly settled on qualified immunity and another source says its in a much better place. Qualified immunity to protect officers from being sued. The talks remain tenuous but tim Scott And Cory booker say they hope to have a bill drafted by The End of this month. Scott told reporters monday night, quote. Joining me now, is the Boston Globe Columnist and cohost of the Sisters Podcast kimberly atkins and she is a msnbc contributor. Thank you very much for being here. We spent this morning talking about the Senates Inability to function. This actually may be a bright spot because of this relationship that has been forged between tim Scott And Cory booker and the idea that if Tim Scott signs off on this, we could see a lot of republicans move forward. What is your sense of where things stand and how realistic this is . Yes. This seems to be one of the very few areas where a Party Compromise might merge out of congress out of this group of bipartisan senators who are working on this deal. Now the devil is in the details as Senator Scott said. That is correct in seeing how much support this bill will get, particularly exactly what the qualified immunity provision of it says. But youre right, it also has to bring other members, it has to bring republicans and democrats to the table who are willing to vote for this. So we will be looking to see exactly what is in it and fell disclosure, the boston Globes Editorial has been clear we endorse the qualified immunity and better than eliminating from the Police Department Something that Senator Scott has previously called on for. We will see what support that says, it will tell us what support they will get more broadly. Yeah, no. Its an important point. You know, in some ways, its surprising because democrats have been, as you point out, very firm in this qualified immunity question. So as we say, the devils in the details which is why we dont have very many because sometimes they get out and they can kill a negotiation like this. Still, there is a lot of other things in this. There are, you know, talks about noknock warrants, whether chokeholds should be banned, et cetera. I mean, are there any other red lines, for example, editorial for democrats in terms of the remainder of this bill . Or if this is resolved, in your view, do you think they can get can they get there on all of the other stuff . Yes. It seems, at this point, that the qualified immunity is slowly sort of at the center of the disagreements and its sort of emerged to be the last disagreement standing, if you will. Yes, it has a lot of other things has garnered bipartisan support and a lot of measures banning noknock warrants and chokeholds. But it seems that this issue is so centered in the middle. This ability to bring claims against Police Officers who have found to have been engaged in wrongdoing is such a crucial factor. Its really important for Police Reform advocates and important for most democrats, and it seems potentially there is enough movement to get some republicans on board. Kimberly, while i have you, we talked a little bit earlier in the show about Kamala Harris and her interview with our Lester Holt here at nbc where she wasnt quite ready to talk about whether she was going to visit the border instead bringing up europe. Bringing up europe. And shes come in, of course, for much criticism from republicans for that. How much of a problem for her do you think those remarks were . This is a very tough assignment to have gotten from the biden administration to handle the crisis at the border. What was your take on what we heard from her yesterday . Yes. I thought that the Europe Analogy was at best inartful from the Vice President , but i think overall Immigration Reform is one of the toughest policies to tackle for any administration. And she has been speaking overall about focussing not only on the causes, what is happening in the Central American countries that have been hit not just by the on going humanitarian crisis but also the coronavirus and hurricanes and also shoring up the border and dealing with the backlog that is there. So shes speaking in a very comprehensive way and saying this is a complex issue thats going to take a lot of time to solve. I think that would have been a better answer in saying that she hasnt herself been to the border. Which is important. Its important for the people to understand exactly whats happening on the ground and also destructive for the president or Vice President to go to the border because the Security Detail is needed. She could have said that. Look, yes, that answer wasnt a great one. But i think overall this week shes learned just how difficult this is to do and to talk about and the public is learning a little bit more about everything that is entailed in trying to get Immigration Reform accomplished. Yeah, theres a reason that were still talking about this decades after some of those attempts for comprehensive Immigration Reform failed way back under george w. Bush when he was president. A leader who is on the verge of losing power, wages a campaign to convince people that hes the victim of the fraud of the century. This person tries to delegitimize the incoming government. They blame facebook and twitter, say theyre being silenced. And their supporters start to take things out of hand in a way that makes the other Side Fear for their safety. So, this is prime Minister Netanyahu of israel who is about to lose office to naftali bennett. And my colleague sent this dispatch from Tel Aviv saying that the parallels are uncanny with President Trump and his supporters. So kasie, listen to this, initially this leader who is on the verge of condemning of losing power refused to condemn the violence of their supporters. Then they condemned violence on all sides. Then they said that there was an effort to silence them. And while their opponent, naftali bennett, who is the likely next Prime Minister of israel, when they went on a conservative while they were going on tv saying not to leave a scorched Earth Government behind over on a conservative tv channel, netanyahu was calling this a person a liar and a fraud. Does, in fact, sound very familiar. And of course, lets just remind everyone that weve been such strong supporters of israel and the u. Axios is tracking political ads on facebook. Youve noticed some interesting trends here . Yeah, kasie. This is fascinating because so much of what we do is spin or trying to deduce things. This is data. And facebook ads now are very quanti quantifiable. Now you can look at what parties, what candidates, what groups are spending on facebook and see what really is moving the needle. Because at this point, kasie, of course in the cycle theyre not trying to persuade anybody, theyre trying to harness their own supporters, theyre trying to raise money. So Axios Sara Fisher Way ahead of the game in analyzing this data noticed whats going on right now is much more serious policy topics. So were talking foreign policy. Were talking climate. Were talking Voter Rights are now becoming much more dominant topics of conversation on facebook. Just a couple years ago fake news, antifa, far left, those were terms that were being bought much more on facebook and, kasie, a great what to watch of whats coming, a term thats rising on facebook that we see both sides buying more and more of, you would be able to guess, your viewers would be able to guess, big tech.
