The concert is tentatively set for August 21st and no artists have been announced just yet. All right, joe, this is big, sort of. Except for the proof of vaccination. How is that going to work . Well, so, look, this is how it works. Its going to be really complicated. You show that you were vaccinated, they let you in. So, i dont know how theyll work through that, but, yeah, especially you get in those theaters, theyre pretty tight. I think everybody would be a lot more comfortable with that. But well let everybody sort through that The Way they want to sort through it. Free surprise. You know, its your property, you can do what you want to do. But willie, the bigger news, very exciting, Bruce Springsteen coming to broadway, doing it quickly. And of course, the big concert in august. Great news. New York City, open for business, open for music, open for the arts this summer. And how fitting that springsteen would lead The Way back. I think youve seen the show, joe. It is one of the most moving performances ive ever watched in any setting, whether its broadway on a concert or whatever, granted, i am a kid from New Jersey, so hes our music god. But the intimacy of that show and the quiet of that show as opposed to his big stadium shows where youre singing along with Thunder Road, and in fact, the ushers have to come in when you sit down at the Springsteen Show and say, this is not a Stand Up And Cheer and stand up sing alone kind of story, its listening to his autobiographical story. Its so fitting that springsteen will bring broadway back in june. The rest of broadway will return in september, but hell be there starting in about a month. Its really exciting. We were just talking around the office, trying to figure out different packages we could do for new York Reopening, and we were looking at an August Date or maybe early September Date for a broadway reopening. The boss coming in this quickly sends a great message. A great message to everybody that, you know, you can get out, New York City is opened up, and start enjoying yourself. Thats going to be very, very exciting, mika. As far as News Today goes, we did get a report from Capitol Hill on the 1 6 commission. It may not be everything that everybody wanted, but it certainly is a start. To start asking the right questions about what happened on January The 6th. It is. And i think it shows that theres a reason to answer more questions. This happened very early this morning. A bipartisan Senate Investigation of the January 6th Capitol Insurrection released early this morning highlights the intelligence and personnel failures leading up to and during the attack. The report conducted by both senate Rules Committee and Homeland Security and governmental Affairs Committee details how illequipped and underprepared the Capitol Police Force was while defending the building and also the people inside it. For example, according to the report, of the seven civil disturbance units deployed, only four had the protective equipment needed, some of which was locked in a bus. Theres this line from the report, quote, an officer reported hearing a lieutenant repeatedly ask over the radio, does anybody have a plan . The probe also found that neither the fbi nor dhs issued a Threat Assessment Warning of potential violence targeting the capitol that day. But there were severe limits to what the investigation could uncover. The committees say they were not provided with all of the requested documents, including from the doj, dhs, and the House Sergeant at arms. The report specifically does not address the root causes of the capitol attack. The Senate Committee also did not investigate former president trumps actions that incited the insurrection. Lets bring in nbc News Correspondent covering national Security And Intelligence, Ken Dilanian. And joe, you know, as we bring ken in, i think whats frustrating when you look at these pieces of information thats coming forward, and its great that were learning more, this is a positive. There is i mean, you and i even remember ourselves seeing and reporting on and hearing about this buildup to January 6th. There was a big plan for that day and it appeared the president and his people were even in a tent, watching it unfold with glee. Right. Its not like were never going to be able to discover anything, because theres not going to be a bipartisan, bicameral commission. So i think we need to look at the information we have right now and build on it. Understanding that the fbis investigating, the senate will continue to investigate. The house will continue to investigate. These investigations will go on, Law Enforcement will go on. So i think its important for us. Ken, thanks so much for being with us this morning. We so greatly appreciate it. A couple of things stuck out in my mind, ken. And we didnt get all the answers we would want from a bipartisan commission. But a couple of things that jumped out at me, and im curious what your thoughts are. One, the intel failure. They explicitly had the warnings that this attack was coming. Capitol Hill Police officers, had an Intel Unit in there and did not pass it on to superiors. You also had the Question Abdomen the National Guard, i think highlighting the fact that the National Guard had been burned badly when trump had ordered them in during the black Lives Matter protests the previous summer. And were feeling burned by that. And that may have caused some of their hesitancy to jump out and go up to the capitol. And again, the anguished cries from the officer. Does anybody have a plan, does anybody have a plan . nobody seemed to have a plan for anything, ken. Good morning, joe. Thats right, i think you guys laid it out really well. This was an incredibly frustrating and infuriating report. Both for whats in it, and also whats not in it. Because as you said, joe, one of the themes of this report was, there was a massive Intelligence Failure here. Which, by The Way, none of the agencies acknowledged. They dispute that there was an Intelligence Failure. But this report lays it out very clearly. It says, a key Contributing Factor to the tragic events of January 6th was the failure of the Intelligence Community to properly analyze, assess, and disseminate information to Law Enforcement regarding the potential for violence and the known threats to the capitol. But heres the thing, joe. While this report, and ill get into this, does a fantastic job of explaining what the Capitol Police knew, because the Capitol Police falls under their jurisdiction and they were able to get emails and internal Traffic And Interview key participants, this report sheds very little new light on what was going on inside the Fbi And Dhs, and what intelligence they gathered and what threats they knew about. And instead, it simply relies on the public testimony that we already saw from key Fbi And Dhs officials before this committee. And so its clear there was an Intelligence Failure on the part of not only the Capitol Police, but these national agencies. But the report, because theyre hamstrung, because the Justice Department and dhs did not fulfill all of their information requests, because it is in a commission with that kind of sweeping subpoena power, they just didnt get access to this. Maybe they will down the line, we hope they do. But that to me is an infuriating omission that, now, on the Capitol Police front, man, its a devastating report, because it really shows that, for example, the reporting that Nbc News did about this site called the donald. Win, where people for weeks before January 6th were talking about the tunnels around the capitol, posting maps, talking about their plan to rush the perimeter, talking about attacking the capitol. The Capitol Police knew about that. This report shows that the fbi passed that on to the Capitol Police. But they did not circulate it to their Rank And File members. And it really portrays the situation where the Rank And File was left out to dry. And there are some harrowing quotes from individual officers who spoke to the committee, and let me just read one of them to you. I was horrified that no Deputy Chief or above was on the radio helping us. For hours, the screams on the radio were horrific. The sights were unimaginable and there was a complete loss of control. For hours, no chief or above took command and control. Officers were begging and pleading for help for medical triage. There was a lack of leadership on the part of the Capitol Police. And yolanda pittman, who was the acting chief, was in charge of the intelligence components in the weeks leading up to the capitol, guys. Ken, as you read through this, you touched on it, but this does Blow A Hole through the idea that weve heard from some senators, by The Way, that this was just a rally that got out of control. That a lot of these people were just touristing wandering through like they were on a visit. Because as you say, it was back on December 21st according to this report where Capitol Intelligence officers first learned and began to discuss the idea that the planned rally on January 6th included people that were going to bring weapons, as you said, schematics of the Capitol Building, looking at maps and tunnels and how to get in. So how from December 21st through January 6th, the question is, was that information not shared and was security not beefed up because of it . Well, we know from this report, one of the reasons that didnt happen, willie, is because the Capitol Police intelligence operations were completely dysfunctional. And they had some good information, but they didnt share it. Some of it wasnt even shared with the leadership of the Capitol Police. But the big unanswered questions, willie is, why the fbi, which after all, is the agency we rely on to protect the united states from domestic terrorism, why the fbi didnt step up and make sure that the capitol was protected. And why theyre still saying today, willie, that all of this stuff that youre talking about, the maps and the schematics, that really wasnt credible intelligence. Thats the fbis position today, that that was not intelligence. That they had no intelligence that anyone was going to attack the capitol. To me thats a huge, gaping, unanswered questions that we were hoping a commission was going to get to the bottom of, The Way the 9 11 commission got to the bottom of the incredible mistakes by the cia and the fbi, before 9 11. Its not going to happen in that regard, but we hope that congress continues to press on the Fbi And Dhs. And ken, before we get to you on other stories, isnt this all going to come out in some way, shape, or form. What the republicans might have done by voting against a commission right now in the senate, is maybe show a little bit about where they are politically and who they are. But there are still avenues in which this information will get to the public. Are there not . Especially through congress . Well, i sure hope so, mika. I believe that youre right, i believe that over time, it will come out. Its just much more difficult when you dont have the power of a commission to just drop a major subpoena and say, we want Everything Youve got. These bureaucracies will resist, because theres embarrassing i guarantee you, there are embarrassing emails and Message Trafficking within the Fbi And Dhs, where people were raising the flag about this. And they werent listened to, and thats the kind of thing we immediate to see and it will take a while for congress to get at that. Hopefully they will, though, mika. Ken, we also want to get to your reporting on Yesterdays Announcement by the department of justice that it recaptured the majority of that ransom, of the ransom that Colonial Pipeline paid in last months Ransomware Attack. First, heres Nbc News Pete Williams on how the doj was able to pull this off. Reporter What Thousands Of Americans didnt know as they waited in long lines for gasoline after Colonial Pipeline revealed that it was hit with a Ransomware Attack is that the fbi was already investigating darkside, the group in russia blamed for carrying it out. Colonial, it turns out, quickly told the fbi about the attack, and agents were able to find the Bitcoin Account where the ransom was sent. The fbi figured out the password and took nearly all the money back out, says the Deputy Attorney General, lisa monaco. Today, we turned the tables on darkside. Reporter colonial paid 4. 4 Million to a Bitcoin Account in northern california, which a judge ordered seized, according to the u. S. Attorney in San Francisco. The extortionists will never see this money. Reporter Justice Department officials say its a potent way to take the profit out of ransomware. So, ken, this reminds me of what we learned during the mueller report. That, yes, while the russians were hacking us, we were inside their hacking units and actually knew what keystrokes they were striking when they were strike it, who was at what terminal. It certainly does send a good message to people seeking to get ransom in the united states. We sit here, my gosh, what can we do . Of course, our government doesnt tell us exactly what its doing. But in this case, they were one step ahead of those people seeking the ransom. Youre absolutely right, joe. Every Once In A While, Uncle Sam hits a Home Run, right, and does something bold and innovative and as much as the fbi may have failed on the insurrection, this was a huge success for the fbi. And i spoke with one of the agents in San Francisco who was involved in this Operation Yesterday. And he would not say exactly how they did it, because he didnt want to give away the tradecraft, because they want to do it again. But they made it clear that they didnt hack, they didnt sort of seize this stuff in some illicit manner. They used legal process in california, but it wasnt as simple as if these guys dumped their bitcoin in a wallet in the united states, which is what we initially thought when we saw that court document. It was more complicated. The fbi followed the bitcoin, because all Bitcoin Transactions are in a public ledger. They may be anonymous, but you can see the transaction. The fbi followed it around the world through dozens of transactions and they saw it in a particular place and somehow got the private keys, which is the equivalent of the password. Theyre not saying how they got it. And used those private keys to then seize the funds, the majority of the ransom that was paid. Because bitcoin has fallen in price, the value of the bitcoin fell to 2. 3 million, but its the majority. And its a big message from the government to the hackers that, you know, we will follow the money, we will go after you, and its part of, i think, a larger, very laudable move by the biden administration to take this Ransomware Threat seriously as a national Security Threat and to use all elements of national power to go after it. So, ken, you have these big attacks that cripple a pipeline for several days, and theres this smaller stuff, New York City, for example, the fbi, nypd investigating a Cyber Attack that hit the citys Law Department. It was on sunday that the officials disabled the Computer Network of the governments 1,000 or so lawyers after discovering the attack. Mayor Bill De Blasio says theres no Ransom Demand, for now, it doesnt appear that any information has been compromise, but caution that theyre still investigated. The new york times reports the Motive And Identity of whos behind the attack is unclear, but the type of ransomware that was deployed is commonly deployed by criminal hackers connected with foreign governments. All of that to say, ken, these attacks are coming big, small, coming to places like the New York Citys Law Department, which is this citys public defense attorneys. Yeah, thats right. And thats really interesting case, because its not clear whether it was actually ransomware or whether it was a foreign government trying to spy under the guise of using criminal ransomware, right . Youre absolutely right, willie. The Steam Ship Authority which ferries passengers to Marthas Vineyard in nantucket was hit. More concerningly, many hospitals have been that doesnt even make the national news, but a Hospital System in San Diego, while Colonial Pipeline was going on, was locked up by ransomware. This is affecting the lives of average americans, and thats why its such great news that the biden administration is waking up to this threat and saying, its not just a criminal nuisance, its a national Security Threat. Were going to use the cia, the nsa, potentially the military to go after these criminals where they live, if thats the only way to stop them. Because, you know, its not killing people right now, but its harming american economic interests and our way of life. And we expect the government to stop this stuff. Thats pretty clear. Lets bring in Nbc News white House Correspondent, Mike Memoli. And lets start right there with that statement. Mike . Mika, as Carol Lee and i write this morning and you guys know so well, Joe Biden has been engaged in Foreign Policy for a half century, but as a senator, youre mainly reacting to what the president is deciding across town, across Pennsylvania Avenue. And even as Vice President , he was very much a part of the policymaking discussion, had a voice, but it was President Obamas foreign Policy Agenda that he was carrying out, not his own. So this trip overseas, which starts tomorrow is really our first chance to see what the Joe Biden Foreign Policy is on the World Stage. And in talking with advisers and officials, its really clear there are two sort of broad themes here that are guiding the president s approach. First is this idea which aides say hes really been obsessed with. He brings it up in meetings all the time. The idea that were at a defining moment in this battle between whether democracies or autocracies like china, like russia will define the 21st century. And then what flows from that is very much a domestic Foreign Policy. What the president himself has called a Foreign Policy for the Middle Class. Hes going to go to the g7. Hes going to go to the Eu Meeting in brussels, talking about how his western counterparts need to focus on what hes been doing back here home. He needs to rebuild the Middle Class. A strong and thriving Middle Class is the foundation for a strong democracy. But all of these other pieces, you mentioned the Meeting Yesterday with the Nato Secretary General, the Phone Call with the ukrainian president , the show of force with our western allies and the Nato Alliance all builds up to that meeting. You could call it a confrontation with russian president Vladimir Putin. Theres been a very big debate about whether this president even should be meeting with president putin. Theres no deliverables, Jake Sullivan, the national security adviser, even said that yesterday. But they also argue, its an important meeting on several respects. One is, this russian president thrives on instability. And they think it is important to have that Facetoface Meeting, to make sure that he understands where the u. S. Is coming from. But it is going to be an important moment to mark a clear break, of course, from president trump, the meeting he had with putin in helsinki, to make it clear where the u. S. Stands on some of these critical issues of our time. Nbcs Mike Memoli, thank you very much. Willie . While President Biden plans to travel abroad tomorrow, Vice President Kamala Harris continues her trip in guatemala. As u. S. Immigration deals with the spike at the mexican border, the Vice President delivered this message To Guatemalans considering making that trip to the united states. The goal of our work is to help guatemalans find hope at home. At the same time, i want to be clear to folks in this region who are thinking about making that dangerous trek to the united states mexico border, do not come. Do not come. Joining us now, Immigration Correspondent at politico, Sabrina Rodriguez, who is traveling with the Vice President. Sabrina, good morning, its good to see you. Couldnt be more clear there from the Vice President. Do not come. You will be turned back, she went on to say. This echos a message we heard back in march from the president himself, where he said exactly the same thing. Dont come because of that spike right now along the border. So explain if you can a little bit the strategy and the thinking, as Vice President harris travels To Guatemala. Yeah, so, you know, the Vice President has started her first foreign Trip And Day one was in guatemala city. Today will be in Mexico City meeting the Mexican President andres manuel lopez obrador. But in her first day of the trip in Guatemala And Meeting with the president here, she really wanted to toe this line of saying, you know, we are doing all of these things to address root causes of migration. We are interested in helping improve the conditions in these countries. But aware of the political realities in the u. S. And aware of the tensions with republicans. So the Message Wasnt only To Guatemalaens, but it was to republicans in some sense of saying, we are not telling people theres an open border. We are not sending the message that you should come now. We say, dont come now, but we are going to help improve the conditions here. It was kind of toeing that line of being blunt with the guatemalans, being blunt about what the united States Position is about coming to the border. While also saying, you know, we do want to see things get better here. The message was very clear. Politicos Sabrina Rodriguez traveling with the Vice President in guatemala city. Sabrina, thank you so much for being with us this morning. Joe, you saw the Vice President look dead into the camera and say do not come. This obviously upset a lot of progressives, some democrats, including Congresswoman Ocasiocortez posted that she was very disappointed in what the Vice President said yesterday. But again, this is something that Joe Biden said two months ago, as well. Right. And by The Way, Kamala Harris is in great company. Barack obama had progressives on the left when it came to immigration on his back nonstop, telling him that he was, he was too harshly enforcing. Our rules regarding immigration and President Obama continued to actually read the law, follow the law, enforce the law. And thats one of the reasons why illegal Border Crossings were at a 50year low when he left office. Thats what Kamala Harris is doing now. Youre right, Joe Biden said back several months ago, dont come. Youre going to be turned back. But the biden administration itself, we all remember, at the very beginning, was accused of sending the wrong message to a lot of possible immigrants in central america. Theyre doing everything they can to make sure that they are clear and unambiguous to migrants, that if you come to the united states of america and try to enter on the southern border, you will be turned around. Thats important, yes, thats important for political reasons, people are going to focus a lot on the political reasons, but also the humanity of it all. There is still a crisis on the southern border. There is still much suffering on the southern border. And it needs to be alleviated. And the administration looks like theyre doing the right thing here, sending the Vice President of the united states down to deliver that very clear message to stay home. Were going to help you. Were going to do everything we can to make sure your life is better here. But dont come to america, because we just dont we dont have the ability to let you in right now. Joining us now, a member of The New York Times editorial board, mara gay, and national Security Expert and columnist for usa today, Tom Nichols. Lets get in some of our mustread opinion pages this morning, and well start with this one from The Atlantic entitled, bidens latest challenge could be insurmountable. Pete nichols writes in part, if biden remains fixated on winning republican votes, that might leave him weakened that might be a problem, hes saying. Come 2022 with fruitless negotiations stalling his agenda, that could cost his party its congressional majority and give biden the unmistakable whiff of a lameduck president fated to serve a single term. As democrats see it, passing the boldest possible legislative package is a way to showcase what is at stake in the midterm elections in which case, its pointless to spend months pursuing a more modest package that republicans are likely to reject anyway. One of bidens instincts, honed from decades serving in the senate is to cut a deal. But the republican senators amenable to give and take are long gone. Now the party is a creature of Donald Trump. If biden is reluctant to absorb that reality, if the negotiations bleed into the campaign season, he is at rusk of losing everything and joe, I Cant help but disagree but agree, actually, with this concern, although i know that Bidens Heart is all about trying to reach out to both sides and trying to be a president to all people. And you do that through bipartisan legislation. Yeah, you certainly do. I mean, right now, were not even talking about what Joe Biden wishes for or what he hopes for, were talking about politics being, i think it was bismarck who said, politics is the heart of the possible. And forget about 60 votes, with republicans right now on most measures, already problems with Joe Biden even getting to 50 votes inside of his own caucus. So when this was a great debate to have about a month or two ago. Right now, Joe Biden just needs to pass something and the question is, how do you do it when youve got 48 votes in your own democratic caucus and republicans who dont want to help at all . I think its an enormous it is the enormous challenge, probably of Joe Bidens presidency, once we get out of the coronavirus pandemic. I hope that he has learned the lessons that Barack Obama learned, and the republican party is even farther down the unreasonable road, at this point. But the reality is that Joe Biden is going to have to go big if hes going to keep his majority. And by The Way, keep people, you know, voters in georgia engaged, for example. And willing to show up at the polls to give democrats the majority that they need. So theyre going to have to find an End Run around this. I continue to believe that The Way forward is not necessarily to deal make only with republican legislators, but actually to go directly to the american people and make the case for local infrastructure programs. And other things that i think republican voters may be more interested in than their representatives, at this point, who are totally radicalized. That might be optimistic, as well, but we have to find some deal making. And i think its not going to happen if theres No One sitting across the table from him. I really think that waiting for republicans to come to the table is a mistake. I couldnt agree with peter nicholas more. And thats a great point about going over the heads of politicians in washington, d. C. Weve seen other politicians do that in the past. Barack obama was great, reaching out in a variety of ways. Ronald reagan always famously did it. Went over heads of everybody in washington, d. C. Who told him what he could or couldnt do and communicated directly with the public. That also lines up with the legislation that Joe Biden passed, the covid legislation. Republicans didnt support it, but 75 of americans did. It may just be a good political win for Joe Biden to go out there and push his Infrastructure Bill across america, get 65, 70, 75 of americans supporting it with, and dare the republicans to just say no. Yeah, part of the problem for Joe Biden is that we live in a postpolicy world. We do. Where the public doesnt focus on policy, you know, where the democratic party still thinks that, well, if we just explain this enough times or if we put it on a White Paper or something, that we can how have a platform for cooperation. When the real problem is that for most of the people in the country and especially for the republicans, this is just about inflicting wins and losses. And, so, bidens instincts, as you say, honed in the senate, to put out a Package And Deal on pieces of it, isnt going to work this time around. And i think the one thing i think we have to give credit to the president for on this is to say, look, if he gets to the point where he does have to go to the american people or to go along with just pushing this through on a straight party line vote, he can at least say, look, i did everything i could. I talked to the republicans as long as i could. But i think we have to add one more thing here, joe, and that is that theres some unforcd errors on the democratic side. When youve got Manchin And King basically being top cover for other democrats whose staff are in the Washington Post and The New York Times saying, hey, a lot of us didnt like s1 either, thats a bad thing to have happen. So it may be time to just think about what are the things that you can pass, and then if the republicans wont come with you, even on the bare minimum of things like, i dont know, protecting democracy, then, you know, you do go ahead with that party line vote. But i think that the idea of negotiating over this amount of money or that program, we dont live in that kind of world anymore, unfortunately. I wish we did, but we dont. Joe, i was going back and reading on this last night. In may of 2019, a couple of weeks after Joe Biden got into the campaign, he was up in New Hampshire on a campaign stop, and he said, republicans, mark my words, are going to have an epiphany. Not a joke, he said, theyll have an epiphany, when theres a new president , they can push Donald Trump to the side, set at the table like we did in the 70s and 80s and 90s as a senator. I think talking to people, hes been genuinely surprised that that kind of comedy just doesnt exist anymore. You can get in the oval office, invite everybody in, and they might sit there and listen to you, but then they walk off the Door And Trash you in a tweet and try to raise money off of it. I mean, Kevin Mccarthy, man, there werent a lot of people like Kevin Mccarthy loud in congress in the 1970s. Certainly not in leadership. He wouldnt have got within A Hundred miles of leadership. So that remains one of the most tacky, classless things ive ever seen. You go in for your bipartisan meeting with the president , then you come out and you call him a socialist or whatever else and you try to raise money off of a bipartisan meeting you just sad said. But yesterday, weve got to stop being shocked that there are three parties. That theres a democratic, republican, and Insurrectionist Party. That this Insurrectionist Party is illiberal and antidemocratic. What did george w. Bush said . Because he worked with a democratic Lieutenant Governor in texas, he said, im a uniter, not a divider. He was going to bring people together. How did that work. Barack obama in 2004, there is no Red State america, there is no Blue State america, there is just a united states of america. Again, another president who believed that he could bring washington together. It didnt work there. Its not working with Joe Biden. I keep being surprised, at some point, we need to stop being surprised by it all. And willie, im the first to say, try to work with the other side. Do everything you can to work with the other side. And when they just wont work with you, politically, you just run them over. You just run them over and you dont look back, and you go and you get your goal. And you play hardball and you just keep going until you win. Heres a problem with that right now. And i think one thing that the column ignores. Youve got to have the votes to do that. And again, even if they cant get 60 votes, they need 50 votes. And theyre not getting 50 votes right now on much of what theyre pushing forward. The new york times had great editorial this past weekend about hr1. Weve been saying it for a month now, dont go with hr1, go with hr4. Go with John Lewis Extension of the voting Rights Act. You can get that. But democrats, democrats havent been listening to a former rightwing republican. I have no no reason to expect that they ever would. But maybe theyll listen to The New York Times editorial page. Maybe theyll understand. Theyve got to get realistic. Theyve got to understand the windows closing. Theyve got to start figuring out what wins they can put up on the board. Theyve got to start putting some points up on the board right now. Its time to stop dreaming about what might be and start looking at what can be. Yeah, and thats what a lot of senate democrats have been saying for a while. Forget the republicans, theyre not going to work with you, theyve made that clear, put your head down and plow ahead. And youre right that Senator Joe Manchin has said, ill give you the John Lewis legislation, just not s1. As we talk about the Insurrectionist Party, the name Donald Trump comes to mind. The latest column in the Washington Post is titled, too many people are still underestimating the trump threat, written by Max Boot. Max writes this, quote, while trump is not a serious person, he is a serious threat to our democracy. And we make a grave mistake if we dismiss him as a punch line. What has made dictators and demagogues so dangerous is their ability to pull vast numbers of people into their personal delusions, to turn their paranoid fantasies and Megano Maniacal Dreams into a harsh reality for many. Trump has the same maligned gift. If trump wins again, he will easily win the republican nomination, despite his unpopularity with democrats and independents, he might even win the presidency again, particularly if his opponent is not President Biden, a blue collar white guy, but Vice President harris, a woman of color who is a perfect target for his racist and sexist taunts. Please dont make the same mistake we made back then of assuming he is not a viable candidate for the presidency. His ability to Hornswoggle Tens Of Millions of voters is no laughing matter. Thats Max Boot writing in the Washington Post. Tom nichols, is that where you are on Donald Trump right now . Yeah, im actually more pessimistic about all of this than i was a year ago. And the only place i would take issue with max is with the Word Hornswoggle, that somehow Donald Trump is casting this Jedi Mind Trick and fooling tense of millions of people. The more dangerous part is that hes giving tens of millions of people exactly what they want. That he is the expression of their resentful and paranoid politics. That this is not some sort of Clown Show that is, you know, that people are voting for merely because they are misled or entertained. That there is a Dark Core to what trump offers people, that tens of millions of americans like. And thats the part that were going to have to contend with, whether Donald Trump is the nominee or, you know, some trumplike figure, you can already see that the republican party is not capable of producing statesmen and states stateswomen. Its gone. Their ability to do that is over. They are all just trying to produce imitations of clownish, populist culture warriors, because that is what that entire segment of the population wants. And i think we are actually in for, you know, that the american democratic system is in for a fight of its life over the next two years, and it comes back to why wont the democrats take that threat more seriously and react to it like the national emergency that it is. Because i still think, when it comes to liberal democracy, we are in an ongoing national emergency. We are in an ongoing national emergency. And i agree with so much of what tom said, mika, although i would give anyone extra points for sneaking the Word Hornswoggles in the when youre talking to the existential threat to American Democracy. And im checking on my sheet. You actually get double point ifs you and your family emigrate from the former Soviet Union and you snuck the Word Hornswoggle into an oped. I thought that was one of the quidditch teams in harry potter, the hornswoggles, wasnt that them . Im from the deep south. I have no idea what hornsnoggle means. Ill use it the next time i go to a nascar race. Ill just have to believe that this was kindness, because millions of americans are with him. And as Liz Cheney put it, you know, theyve been misled, in many ways. And we do have to understand how we got here and, you know, this is sort of why, as Joe Biden tries to navigate trying to be bipartisan in this type of atmosphere, were arguing over facts rather than policies and concepts bringing this country into the future. But posttrump, there needs to be an investigation that looks into how we got here. And thats why the January 6th commission would have been so important or looking into the events that led up to January 6th, mara gay, because im not just talking about the weeks before, im talking about the months before and even the years before and it may be the one way that perhaps there can be an explanation to the american people who were hornswoggled or misled in any way by this man who is a threat to our democracy to this moment. I think thats right, mika. I think this is another area where democrats really need to get serious about talking about what this threat is. I think you said it really well, joe, a minute ago, where you talked about the need to stop being surprised by all of this. And start taking it seriously. You know, its really concerning to me that the democrats havent just gone ahead at this point and said, were doing this on our own in terms of getting a commission together. To explain to the american people how we allow the insurrection to take place in the capitol. I think that really needs to move forward swiftly. You know, the reality is here that we have a large percentage of the american population i dont know how big it is, but we have tens of millions of trump voters who continue to believe that their rights as citizens are under threat by simple virtue of having to hair the democracy with others. I think as long as they see americanness as the same as one with whiteness, this is going to continue. We have to figure out how to get every american a place at the table in this democracy, but how to separate americanness, america, from whiteness. Until we can confront that and talk about that, this is really going to continue. I was on Long Island this weekend, visiting a really dear friend. And i was really disturbed. I saw, you know, dozens and dozens of Pickup Trucks with expletives against Joe Biden on the back of them, trump flags, and in some cases, just dozens of american flags, which is also just disturbing, which essentially the message was clear, this is my country. This is not your country. I own this. And so until were ready to have that conversation, this is going to continue. What really is concerning to me as well is, its not just democrats in congress. I think theres a large percentage of americans, even some of my colleagues in journalism, who are invested in some way in pretending that this isnt the threat that it is. That is the real concern. Because, you know, the trump voters who are not going to get onboard with democracy, theyre a minority. You can marginalize them, longterm. Elijah cummings was obviously a good friend for a long time, good friend of mikas and mine, married us, and we spent a good bit of time with him. He devoted his entire life to trying to make things better for the people of baltimore. Yet, as you know, progress has been so slow over the past 40, 50 years. What can you do to make a difference, where so many good men and women have tried to do what youre saying you want to do, have spent their entire lives like elijah, trying to make a difference. And elijah made a difference in quite a few areas. But still, baltimore is hurting. The state of maryland is hurting. What can you do differently . Its a great question, joe. And elijah was a mentor of mine, as well. And a dear mentor. And i know this was something that pained him so deeply about how can we continue to build up a place that is not just, you know, my hometown, but you cant understand my story without understanding baltimore. And the thing that i also know is that in this moment, we have to also reshape the conversation around baltimore. You cannot have a thriving maryland if you do not have a thriving baltimore. You cannot have explosive growth within maryland if it is not mirrored by whats happening in the baltimore region. And so one of the things we will do is create an entire baltimore renaissance strategy, and one that is not competing with other parts of the state, but one that is complimentary to the growth of every single part of this state. That baltimore is the home of so many assets and maryland as a hole is a place with tremendous assets, where we are asset rich, but we are strategy poor. Weve got to change that dynamic. And we can and baltimore is going to play a really important role in that. Hey, wes, its willie. Congratulations on getting into the race. Full disclosure, ive known you for a long time. Youre a dear friend of mine, im proud of you for getting into this thing. You know, people who dont know your story you come from baltimore, your father passed away when you were almost four years old. You went on and kind of found yourself over those years through baltimore and new york and became a rhodes scholar, joined the 82nd Airborne, served in afghanistan. Most recently, you ran robinhood, the foundation here in new york, one of the biggest povertyfighting organizations in the world. So i guess the question for me, wes is, every time ive been around you, every time you come on this show, i get a text or a comment, that guy should run for something. And clearly, your moment has come now. So why do you think, as you look at this field, there are a lot of people who want to be governor. Why do you think youre the guy in this race . Well, i think my experience to lead in this moment, it is both professional and personal. I believe the experience i have is both unique and diverse, both from a family perspective. Ive seen what its like where so many of the challenges that many marylanders are facing right now, the insecurity, the fear about the future, that was the same fear that my family felt. And i saw what it was like having my mom have to rye to navigate that on her own. And i know from a professional experience, having the chance to be a captain in the 82nd Airborne division, lead soldiers in combat, having a successful Small Business in baltimore that helped first generation students make it to and through college, leading one of the largest nonprofits in the united states with a focus on poverty. You know, ive seen firsthand how systems can work for some, but how they dont work for others. And i think the unique perspective is that we are bringing a broad lens and a very futurefacing lens as to how we can think holistically about these challenges we are facing and these opportunities that we are not yet seizing, because we cannot think that the individual good deeds alone will cure us from darkness. And if we try, if we do not focus on the systems that are putting so many people in so many precarious situations in our state, we will repeatedly find ourselves cleaning up the debris that comes from broken systems. It is the top of the hour now on this tuesday, june 8th, along with joe, willie, and me, we have former u. S. Senator, now an Nbc News and msnbc political analyst, Claire Mccaskill. Chief white House Correspondent for The New York Times, Peter Baker joins us. And pulitzer prizewinning Columnist And Associate editor of the Washington Post and msnbc political analyst, Eugene Robinson joins us. Lets Dive Right in. A bipartisan Senate Investigation of the January 6th Capitol Insurrection released just this morning highlights the intelligence and personnel failures leading up to and during the attack. The report conducted by both the senate Rules Committee and Homeland Security and governmental Affairs Committee details how illequipped and underprepared the Capitol Police Force was while defending the building and the people inside it. For example, according to the report, of the seven civil Disturbance Unis deployed, only four had the protective equipment needed, some of which was locked in a bus. Theres this line from the report, quote, an officer reported hearing a lieutenant repeatedly ask over the radio, does anybody have a plan . The probe also found that neither the fbi nor dhs issued a Threat Assessment Warning of potential violence, targeting the capitol that day, which is incredible. But there were severe limits to what the investigation could uncover. The committees say they were not provided with all the requested documents, including from the doj, dhs, and the House Sergeant at arms. The report specifically does not address the root causes of the capitol attack. The Senate Committee also did not investigate former president trumps actions that incited the insurrection. And whats frustrating about this, joe, and im interested to hear your thoughts, is that this really folks on the mechanics of that day. The last thing i want to do is really be focusing on the Capitol Cops and their lack of preparedness. I want to know why they were and what led up to that and the reasons behind it, rather than focusing on the people who were attacked that day and left completely exposed to a massive insurrection that killed people and tortured many, including Capitol Cops. Well, you see, thats why you and i are the Donny And Marie of morning television. Because youre a little bit of country, and im a little bit of rock n roll. Wheres this going . You want to know exactly why, you want to know the buildup. You want to know a lot of the bigger questions. Right now, my obsession is on the tiktok of this. What happened inside the capitol . Why were the Capitol Hill leaders, the leaders of the Capitol Hill Police Force so illprepared. What happened inside that capitol . I think this is a good first piece of it. And yes, as we said last hour, we can go around and we can put on Sack Cloth and ashes and we can wail Night And Day about what we did not get in this report. But i think theres a lot that we did get in this report thats a good Starting Point to ask some important questions. Like, for instance, Claire Mccaskill. You served inside that building. I served inside that building. We went past the Capitol Hill cops every day. They were wonderful. They did their jobs very well. I have nothing but good experiences from them. But its very clear, looking at this report that they were left high and dry by their leader, time and time again. There was intel that they got leading up to January The 6th that they did not act upon. They did not prepare for. And of course, the harrowing moment in the report, where a Police Officer keeps yelling into, you know, does anybody have a plan . and you keep hearing on the radio, does anybody have a plan . And their leaders werent answering, because their leaders didnt have a plan. And then, finally, of course, all the different agencies, all the fact that everybody was stepping on Everybody Else and trying to figure out how to get reinforcements in there. I think theres a lot to look at here. And yes, i will agree, we need a bilateral, bicameral commission. We dont have it right now, but we have enough facts right now to look at what went wrong. And im curious looking at this report, what youre thinking. Well, first, i think this is the Opening Act on what should be a bicameral, bipartisan select committee, that is appointed by the leaders of congress. Clearly, the republicans are hiding under their desks and dont want this in the headlines anymore. It was a brazen political vote to deny this country the commission it deserved, after seeing what we saw on January 6th. But i do think they have the power to move ahead with the committee. What i think about the Capitol Police department, joe, is they are they suffered from the same problem all of us suffered. I dont think they could imagine this kind of things happening on the grounds of the united states capitol. That lack of ability to actually plan for this kind of cataclysmic violent event on the grounds of the capitol is really the indictment here and i want the guy in the quote unquote Intelligence Department of the Capitol Police, with his hand in the air, taking an oath in front of a committee and answering this question, when you got this intelligence from the fbi, tell us why you didnt do anything with it. Thats what i want to hear. And willie, we need to take ourselves back to January The 5th and look at the environment of january the th. Maybe there was a lack of administration. We heard about that before 9 11. There was a lack of imagination. Nobody could have imagined what was going to happen on that day and perhaps the same thing is true with January The 6th. Maybe Capitol Hill leaders and cops and their leadership lakd imagination. But maybe thats something that was shared with members of the media that had become incensed and im sure i was among them that became incensed that the National Guard troops rolled into washington, d. C. , during the black Lives Matters protests. And we hear in this report, we read in this report some of the members of the members being reluctant to go back in around a political, at that point, it was a political riot. But at the same time, for a different, im not equating. Im not equating the two. So everybody, just take a deep breath. Im just saying, the bar was obviously set higher by the National Guard on when those troops started rolling. Because of what had happened six, seven months ago, and the criticism that they had gotten about Donald Trump, trying to militarize washington, d. C. Thats what we heard, there was a concern about showing a Military Force in the street, except when we go back and from open Source Reporting and military reporting, we know that The Calls went out to the National Guard and there was a long lag time of several hours before they boarded those buses and came over to the capitol. And what we heard in recent weeks, there are a bunch of investigations already going on in the camera. Lets rely on those to get our information. The problem is, this report lays out, it has a lot of important information, is that they didnt get access to everything that they needed access to. They didnt hear back from the sergeant at arms. Justice, Homeland Security didnt respond to a lot of the requests. This is not a fullsome report about what happened that day and what led up to that day, though it does Detail Part of it and may be a good start. I think thats right, willie. The damage that the 9 11 commission had was basically everybody talked to them. Everybody felt the need to talk to them politically. They had to explain themselves. The 9 11 commission had access to literally i think millions of Pages Worth of documents and papers that were throughout the government. And this, obviously, does not continue does not have that kind of comprehensive approach. And i think thats the not failing of this report, but the fact that it doesnt actually complete the story leaves us wanting more. What did happen at the White House that day . What did happen, you know, with the president of the united states that day . When was he informed . What was he told . What did he order . What did he not order. What was going on in the west wing, as they saw the images that were playing on our screen right now . Those questions, i think, are sort of paramount right now, in addition to the questions that this report tries to answer about the failures of the intelligence and the failures of imagination on the part of the Capitol Police. Hey, by The Way, really quickly, we have just some news thats breaking thats very interesting, considering how we opened the top of the show, about possible ransomware, major are experiencing outages. Large parts of the internet went down early tuesday with the uk government, reddit, and others scrambling to get their websites back online. So, mika dont know whats going on, but yeah. A little bit concerning. We need to follow that. Yep. Because, given different types of ways that countries can undermine Each Other, we have to look at this as part of the landscape. In terms of the conversations that weve been having, this next new york times report is swla connecting. It looks at the rising group for republican candidates, that are pushing Donald Trumps baseless claims that he was robbed of his reelection. The paper reports that a republican House Candidate from wisconsin says he is appalled by the violence he witnessed at the January 6th rally that turned into the siege at the capitol, but he did not disagree with gop lawmakers efforts to overturn the president ial election results that night. In michigan, a woman known as the Maga Bride after photos of her trumpthemed Wedding Dress went viral is running for congress, while falsely claiming that it is highly probable the former president carried her state and won reelection. And in washington state, the republican nominee for governor last year is making a bid for congress months after finally dropping a lawsuit challenging his 2020 defeat a contest he lost by 545,000 votes. Lets bring in the coauthor of that report, new york times reporter, lisa lairer. Shes the author of The New York Times newsletter on politics with lisa lairer. And lisa, this is the Big Lie going down the line in local and state elections. I mean, this is, to me, the continuation of Donald Trump or the type of concepts, based on lies and based on untruths, and misinformation that is spreading across the country at the local level. Thats exactly right. And i think it shows us two things. First of all, how these conspiratorial views and these falsehoods pushed by the former president , things about, you know, questioning the election, questioning President Bidens legitimacy as president , is really spread from sort of Fringe Ideas that nobody would have taken seriously into the mainstream of the republican party. Questioning the election has become an organized principle for republicans, more than twothirds, plus or minus, of republicans have questions about the election. Their candidates are hearing about this constantly. Theyre echoing these questions. So this is not some Fringe Issue in the republican party. This is what these candidates are running on, particularly right now in primaries, and its what a lot of republican Base Voters and activists want to hear. It is a top concern for them. Yeah, you know, gene robinson, this is obviously very disturbing for a lot of people. It can go one of two ways, though. I always think back to what happened. The Tea Party emerged in 2010. In 2012, candidates tried to sort of outTea Party the Tea Partyers. Barack obama was reelected. And things didnt go so great for the republican party. In 2014, they became even more extreme. A lot of the candidates became a little more extreme than whacked out. And at that point, i remember the united States Chamber of commerce, the koch brothers, a lot of people got involved with a special election around mobile, alabama, with bradley burn, who was sort of the Main Street Republican candidate back then. And they just said, enough. And got involved, because they saw where this extremism was leading them. And that was to defeat. I suspect the republican establishment is not there quite yet with a lot of these crazy candidates that are now talking about nullifying elections, but, you know, theres no guarantee that this is a winning formula for a republican party that gave up the house, the senate, and the White House last year. Well, i think we should all hope its a losing formula, because this is so dangerous. Right. Undermining the foundation of American Democracy, really. And the peaceful transfer of power, and the fact that, you know, we have close elections, but we accept the results. The verified, recounted results of our elections. And we dont continue with the fiction and the fraud that an election was stolen. But its you know, the republican establishment, one wonders where it is. Because the base the base is On Fire with this stuff. And the base is sort of leading. The real crazy is bubbling up out in the states and sort of Then Filtering In To Washington and into the centers of power. But, those brush fires out there, No One is trying to tamp down. And i i just find it really, really worrying, if this habit becomes established that we dont accept an election because we lost it. If that becomes a habit, thats awful. Thats awful for this country. Yeah, can i ask you, gene, are things we had Tom Nichols say that hes more concerned today than he was a year ago, which i didnt think was possible for tom or a lot of people. Im curious, are you more concerned today with the state not of the republican party or the state of American Democracy than you were, say, a year ago. Even after Donald Trumps defeat, we still have millions and millions of americans and a chunk of the republican party that seems to be moving in an ill liberal direction. In a very frightening direction. I was actually more concerned a year ago. I was concerned that Donald Trump could be reelected president and we could have four more years of utter ruin and who knows what would be left of American Democracy after that. So, you know, that comparison aside, you have to be concerned when one of our two great Political Parties is in the state that the republican party is in right now. And when its base just believes in a reality thats not real. In alternative facts that are not facts. In this crazy version of recent history that simply is not true, yet millions of people believe it and are having it reinforced. And thats just you have to have a common sort of chronicle of events and encyclopedia of facts that we can then worry about. And i worry about the republican base and where it stands, you know, this year, next year, the year after that. Does it come back to its sanity or not . And its much more than rhetoric. Its the foundation of legislation and states across the country based around, quote, election integrity. Securing the elections that we know were already secure. But i think its important to underline for people who live in facts, who know the history of the court cases that took place over the last several months, that there is an entire Parallel Universe Of Media in which the Big Lie is truth. And thats the media that politicians are consuming and that theyre feeding back to the people who they hope will vote for them, which is that Joe Biden is an illegitimate president and there was something fishy going on with the election last year. Right. Theres a whole Alternative Web of information out there thats sort of feeding this stuff to people. I mean, i was talking to folks in arizona who were involved with that partisan recount and they were talking about people about bamboo in ballots. That there was bamboo in the paper and that meant something had come from china. Theres no fact in that. This is in the realm of conspiracy theories. But just to joes point, i sort of wonder why after the Establishment Cavalry is coming. Its been six months since the election. Theres been very few republicans, very, very few outliers, really, who have been willing to stand up and say assertively that Joe Biden is the president of the united states and the election was fair and square. In fact, i think theres sort of two groups. Theres the group who bought into the lies and see this as something to rally their base around or really believe it. And then theres a second group who believes if they can just sort of put their heads in the sand, all of this is kind of going to go away. And by the time they get to the midterms, they can talk about the things the leaders of the party wants to talk about, like crime and inflation and are bidens plans too expensive for the country . But i think after you know, the past six years of former president trump, theres no reason to expect that that will be possible. Thats not a tactic that has worked for the republican party with really, much at all in the past several years. So i think the future in terms of republicans standing up and putting down these lies about the election does not look particularly optimistic. Yeah, so, lisa, forgive me, im going to break the Perry Mason rule. Im going to ask you a question i dont know the answer to you, and i dont know if you know the answer to it. So i apologize if i dont mean to blindside you here. You know in 2014, that 2014 model i showed, the base was still red hot. And they were red hot Tea Partyers. But it was sort of the Selection Process that the people that funded the campaigns and i know theyre funded differently now, more grassroots than back then, but the people who funded the campaign, the leaders like Mitch Mcconnell and then, i guess, john boehner, who they helped get through the primary process. Who they supported and who they didnt support. Do you know at this stage . Are Mitch Mcconnell and Kevin Mccarthy are either one of them sorting through these candidates, trying to find the more mainstream Candidate And Sort of push them forward, like the republican party did in 2014 . I think there are groups and people in the republican party trying to do that. But as you point out, the Power Structure of these parties has changed. A viral moment can raise more money for these candidates than anything, you know, the party could have done to help them. And you have to remember, of course, that the republican base hates Mitch Mcconnell, as much as they hate some democrats, practically, right . Hes not someone and having him being involved in some of these primaries would hurt those candidates. But i think theres a larger question here, that a lot of the republicans that youre talking about are worried about. Which is how, you know, a candidate who embraces these lies about the election, how do they pivot back, if they do make it through a primary, in the general election, and particularly in these kind of key swing suburban districts that republicans need to win control of the house, can they make themselves marketable in a general election to the kinds of independent voters that they need to win in those places and therefore win back control of congress. And it is a real question. One Test Case for this is happening now in virginia, where we see the Governors Race and the republican candidate there trying to make this very pivot. Virginia, of course, has become pretty democratic in the past couple of cycles, so its not the easiest place to do it, but thats a place to watch if you want to see how some candidates may try to should they make it through the primary, may try to pull off this political switcheroo, but its not going to be easy. It will be a lot harder to pull off the political switcheroo in Governors Races and in statewide senate races than in very gerrymandered house races, obviously. Peter baker, before we let you go, i wanted to ask you about an interesting decision by the Justice Department to continue representing Donald Trump as former president of the united states of in the Defamation Suit for miss carroll. Any insights on why they are doing that, especially after Joe Biden correctly said last year that the Justice Department is not a band of personal attorneys for the sitting president. Thats an interesting question. This is the case of Jean Carroll who accused the president of raping her years ago. They pushed back against that and named her in a Defamation Lawsuit against him. And the Justice Department of all institutions took up the cause in order to defend Donald Trump. Now, a lot of people thought at time, that suggested that the Justice Department was becoming a personal tool of the president rather than representative of american national interests. What this Justice Department is saying, under Merrick Garland and President Biden, is that theres a principle to be upheld here about lawsuits against Government Officials in their capacity as Government Officials, including the president of the united states and that they are going to go ahead and pursue that principle, even under the unsavory elements of this particularly case, and a defendant in Donald Trump that they dont particularly like. So i think that thats interesting and it tells us a little bit about Merrick Garland and how hes approaching these issues at the Justice Department, trying not to look at them as simply, okay, the last guys did it, so therefore it must be wrong. Trying to approach it from his own view of what is appropriate, what is not appropriate. And remember, one thing we learned over the years is, when youre in the executive branch, when youre in the White House, there are some things that look the same, regardless of power. One thing is executive power. You hear a lot of candidates when theyre running for office saying, well, they abused their executive power. And when they get in there, they look at it The Way other people do from that position. So where you stand in washington is where you sit. Exactly. This is where Joe Biden stood during the president ial campaign, as a candidate when the question was brought up about miss carrolls lawsuit. Turning this into a vehicle as if its your own law firm. You dont own that Justice Department. But can you remember a republican president going out there, or former democratic president , Go Find that guy and prosecute him. Do you remember hearing that . Or by The Way, im being sued because a woman is accusing me of rape. Represent me. Represent me. So, Claire Mccaskill, obviously, that was Joe Biden the candidate. But Joe Biden the president has people in the Justice Department who are very Interest Fld protecting executive privilege, whether it runs to, Donald Trump, Joe Biden, or the next president. What do you think about that . I guarantee that Merrick Garland did not call Jo Biden and discuss this with him. I guarantee you there is a bright line that has been reestablished after the Trump Presidency between the Justice Department and the White House and Merrick Garland is Acting Independentlily here. Now, the defamation that allegedly occurred occurred while Donald Trump was president. And theres good news, Bad News in this decision. The Bad News is all of us are sick to our stomach over the idea that our Government Lawyers are defending this guy in court right now. But the good news is, it shows that Merrick Garland an institutionalist. That Merrick Garland is making decisions based on institutional precedent about defending a sitting president accused of conduct while he was a sitting president. And thats reassuring to me. I dont like it, im holding my nose that they are defending this man and all of his lies and bad behavior, but people should rest easy tonight that weve gone back to the normal, that theres an independent decision being made at the Justice Department, without the president trying to leverage his power over that department. And that institutionalism is being reestablished there, which is good for the rule of law. Well, i think its so good for the rule of law. And you know, while this is, again, concerning on several levels, i actually, its nice to know that the Justice Department is independent again, from the White House. And you dont have people making Phone Calls, trying to get them to step in, even in a case like this, which most of us find objectionable. Claire, listen, 162 games in a year. Theres 67 supervisors of elections, and there are 67 different systems, if they so choose to have those 67 different systems, one of the reasons why our elections would be so hard to hack, impossible to hack, on a national level is because they are decentralized. So whatever plans are passed, that is critical. People say, oh, we want all the systems, but you dont want all the systems, even in the same state put together, you want there to be individual systems. You want them to all be safe. They all have to meet a certain threshold. Buts is the decentralization of American Democracy that protects it from China Or North Korea Or Iran or russia being able to hack an entire system with a couple strokes of the keyboard. And this could be the next frontier, because everybody is connected on some very, very focused systems, on our phones, i just say, it could be the next frontier in terms of shutting down communication, which would be horrific. Mr. Secretary, its great to have you on the show. We want to hear what the goals are for strengthening the alliance. Perhaps looking forward more than looking back in terms of Americas Relationship within the alliance. We have now a unique opportunity to open a new chapter in the transatlantic bond, the bond between North America and europe in nato. And i have a very good meeting with President Biden yesterday, and he knows nato very well and knows europe. I have worked with him in these previous capacities and am looking forward to welcome thoim brussels, to the nato summit. And at that summit, we will agree on an ambitious forwardlooking agenda, which is about how to adapt nato to the future in an age of global competition. We need to stand together in North America and europe. Mr. Secretary general, Joe Biden is talking about the importance of promoting democracy across europe, across the world, how much of a challenge has been the rise of selfdescribed ill liberal democracies like hungary and also, obviously, a concern in poland, as well, over the past four years. How important is that and do you sense that that tie can be turned with the united states being more active in nato, more active in europe . So we are certainly different nations in nato, from both sides of The Atlantic. And of course, the Political Parties in power. We have always been able to unite and to protect and defend Each Other. This is good for europe, but also good for the united states to have a strong nato. No other major power has 2 friends and allies as the united states has in nato and thats at least important in the light of the challenges that china opposes to all of us. So thats important for nato. And of course, there are differences, and i strongly agree that nato is a platform to address those differences. To sit down and share our views and also our concerns. I have done that myself on issues like democracy, because these are core values for Nato And Nato is there to address differences when we have them. Yes, sir. Gene robinson is with us and has a question for you. Gene . Mr. Stoltenberg, good to speak with you. You mentioned china and the challenge it poses. I wonder if you would also talk about russia. And, you know, the forces that are on the border with ukraine, the continued occupation of the crimean peninsula. How, going forward and this is sort of the traditional posture of nato is with a very weary eye toward russia, but how should nato look at this relationship in the near future . We have to follow up on what we have called or defined as a dual Track Approach to russia. We need to be strong, we need to be firm, but at the same time, we need to talk to russia. Because we have seen a pattern of aggressive behavior, where russia has enlisted heavily in new military capabilities, and not only that, but have used military Power Or Force against neighbors, like georgia and ukraine. And of course, we have to react and be very firm when we see those kind of aggressive actions. At the same time, we immediate to talk to them, because they are our neighbor, and we need to strive for better relationship, but even without a better relationship in russia, we need to manage a difficult relationship with russia. Meaning, we need to sit down and talk about on issues like arms control, risk reduction, transparency on military activities and on our borders, and therefore, one of the issues i discussed with President Biden yesterday was arms control, nato allies welcome the u. S. Decision to extend the new stock treaty, with the number of longrain nuclear weapons systems, but we need to go further and new weapons systems and more technologies. And at some point, you can shine on in global arms control. So, yes, the aggressive behavior of russia is of great concern. We need to be strong, but also sit down and talk to them. Mr. Secretary, you were at the white House Yesterday meeting with President Biden. Im curious to know how different of an experience that was than sitting down and negotiating with president trump, who looked at the american relationship with nato as a financial transaction. Thought we were paying too much and you were in the position of having to negotiate down how much the u. S. Put in. How different is the approach of this administration to nato than the previous . Of course, they are two different precedents. At the same time, it is important for me as Secretary General to be able to work with the united states, because the united states is the biggest nato ally. And that was the case for years. Having said that, i think that it has been a very consistent message from the united states over its several different administrations, the need for what we call more or fairer Burden Sharing in nato. Meaning that European Allies in canada have to invest more. That was actually the decision made together in 2014, under the obama administration, when biden was Vice President. And since 2014, or since we made that decision, all allies have invested more across europe and canada, they have added 260 Billion u. S. Dollars over this period for defense. Seven consecutive years of increase, so we still have a way to go, but good news is that the European Allies and canada are stepping up and that europe and North America are doing more together in nato now than we have done for many years, with the united states. So this demonstrates that in practices by fair Burden Sharing and directives. Mr. Secretary general, last week we had americas former national security adviser, John Bolton on, who was talking about the russian threat, russian expansion, talking about what happened in georgia in 2008, what happened in ukraine in 2014. And he believed the united states needed to work with nato to expand Nato Membership in certain areas. Do you believe that nato expanding nato would be a good way to check russian aggression in the future . So nato has expanded fairly recently, and over the last few years, we have added even two more members. North macedonia, just a year ago, and montenegro a few years ago, years ago. So, so, the door remains open and we have invitd in two new members. And if you look at the older picture, one of the biggest success stories of reliance is the enlargement. At The End of the cold war, there were 16 members of nato. And today we are almost double that number to 30. And the enlargement of nato has been extremely important to spread democracy, freedom across europe. We have some countries that are aspiring for Nato Membership. Ukraine and georgia. We are working with them. We have told them that they should focus on reform to meet the nato standards, to fight corruption. We help them. We support them. And first of all, thats important in itself. It makes them stronger and more resilient societies by investing in reform andsecondly moves them gradually towards membership. What is your read about how hes playing this . Well he said hes waiting for these ten imaginary republicans who are going to join him in not hr1, which he opposed because no republican support it, but since one republican Lisa Murkowski supports hr4, the John Lewis Act that would reinstate some preclearance provisions of the voting Rights Act and go part way toward ending voter suppression, only part way. Hes waiting for, i guess, nine other imaginary republicans to join her in that. And so he could get past the filibuster. But those republicans dont exist. Show them to me. He keeps saying that the senate is going to proceed in a bipartisan manner to do these things that he said need to be done but republicans are just ignoring him. And are not willing to play. And he wont his statements dont acknowledge that fact. And it basically leaves the biden voting Rights Agenda at the Moment Kind of dead in the water unless he changes his attitude. Claire mccaskill, like Joe Manchin, you represented a Red State. Got elected twice and obviously knew the importance of trying to be bipartisan, trying to represent the views of people in your state while obviously following and putting in place your own values. You could give us some insight into Joe Manchin and what he may be going through, what hes thinking, what hes balancing and what hes hoping to accomplish . Yeah, i mean, joe is from a state that may be one of the top three trump states in the country. And, you know, the fact that he is in the senate as a democrat is, you know, a little bit of a miracle at this moment in time. So here is the thing. Hes not going to change on this stuff. I dont think he brings people with him. You know, i dont think he has the capability of getting ten republicans. That is what hes setting himself up to say that he could do on the John Lewis Act and i kept saying you want to take Joe Manchin out of the position of power then we need to win some senator races next year like in pennsylvania and wisconsin. We need to take him out of that 50th spot, then you could see some filibuster reform, and you could see reconciliation used to more effectively move the biden agenda forward. That is what we need to be focused on right now in terms of what we bring to the floor for votes. We need to make sure that it is widely popular with independents and 25 of the republican party and then we could win those race and Joe Manchin is no longer the star of his own show. We were just talking around the office trying to figure out different packages we could do for new York Reopening and we were looking at an August Date or maybe early September Date for broadway reopening. The boss coming in this quickly sends a great message to everybody that you could get out and New York City is opened up and starting enjoying yourself. So that is a very, very exciting, mika. As far as News Today goes, we did get a report from Capitol Hill on the 1 6 commission. It may not be everything that everybody wanted. But it is certainly is a start, to start asking the right questions about what happens on January 6. It is. And i think it shows that there is a reason to answer more questions. This happened very early this morning. A bipartisan Senate Investigation of the January 6th capitol streks released this morning highlights the intelligence and personnel failures leading up to and during the attack. The report conducted by the both senate Rules Committee and Homeland Security and governmental Affairs Committee details how ill equipped and underprepared the Capitol Police Force was while defending the building and also the people inside it. For example, according to the report, of the seven civil disturbance units deployed, only four had the protective equipment needed some of which was locked in a bus. There is this line from the report, quote, an officer reported hearing a lieutenant repeatedly ask over the radio, does anybody have a plan . The probe also found that neither the fbi nor dhs issued a Threat Assessment Warning of potential violence targeting the capitol that day. But there were severe limits to what the investigation could uncover. The committees say they were not provided with all of the request the documents including from the doj, dhs and the House Sergeant at arms. The reports specifically does not address the root causes of the Capitol Hill attack. The Senate Committee also did not investigate former president trumps actions that incited the insurrection. Lets bring in covering national Security And Intelligence ken delanian. And joe, as we bring ken in, i think what is frustrating when you look at these pieces of information that are coming forward and it is great that were learning more. This is a positive. We remember ourselves seeing and reporting on but also hearing about this build up to January 6. There was a big plan for that day. And it appeared that the president and his people were even intend watching it unfold with glee. Right. Right, well it is not like were never going to be able to discover anything. Because there is not going to be a bipartisan commission. So i think we need to look at the information that we have right now and build on it, understanding that the fbi is investigating and the senate will continue to investigate and the house will continue to investigate and these investigations will go on and Law Enforcement will go on. So i think it is important for us, ken, thanks for being with us this morning. We so greatly appreciate it. A couple of things stuck out in my mind, ken. And again, we didnt get all of the answers from a bipartisan commission, but a couple of things that jumped out at me and im curious what your thoughts are is one the intel failure. They had the warnings that this attack was coming, Capitol Hill Police Officers, semi intel that was not passed on and you have questions about the national highlighting the fact that the National Guard had been burned badly when trump ordered them and during the black Lives Matter protests the previous summer and were feeling burned by that and that may have caused some hesitancy to go jump up to the capitol and the anguished cries from the officers, does anybody have a plan. Nobody seemed to have a plan for anything, ken. Good morning, joe, that is right. I think you guys laid it out really well. This was an incredibly frustrating and infuriating report. Both for what is in it and also what is not in it. Onem of the themes was a mass itch Intelligence Failure. Which they dispute. But this report lays it out clearly. It said a key contributor was the failure of the Intelligence Community to properly analyze, assess and disseminate information to Law Enforcement regarding the potential for violence and the known threats that the capitol. But here is the thing, joe, while this report and ill get into this, this is a fantastic job of explaining what the Capitol Hill police knew, because that falls under their jurisdiction and they were able to get emails and Traffic And Interview keep participants. This report sheds very little new light on what was going on inside of the Fbi And Dhs and what intelligence they gathered or they knew about it. It simply relies on the public testimony we already saw from key officials before this committee. So it was clear there was an Intelligence Failure on the part of not only the Capitol Police but the national agencies but the report because theyre hamstrung, because Justice Department and dhs did not fulfill their information request, they just didnt get access to this. Maybe they will down the line. We hope they do. But that to me is a an infuriating omission. Now on the Capitol Police front, it is a devastating report because it shows that for example that the reporting that Nbc News did about the donald. Win where people were talking about the tunnels around the capitol, posting maps, talking about the plan to rush the per imer, talking about attacking the capitol. The Capitol Police knew about that. This report shows that the fbi passed that on to the Capitol Police but they did not circulate it to the Rank And File members and it portrays the situation where the Rank And File was left out to dry and there are some harrowing quotes from individual officers who spoke to the committee let me read one, i was horrified that nobody was on the radio helping us. For hours the screams were horrific. The sights were unimaginable and a Cleat Loss of control. For hours to chief took command and control. Officers were begging and pleading for help for medical triage. So there was a lack of leadership on the part of the Capitol Police and pitman was in charge of the intelligence components in the weeks leading up to the capitol. You touched on it but this does Blow A Hole through the idea from some senators that this was a rally that got out of control, that people were tour iflts wondering through like they were on a visit because back on December 21st where Capitol Intelligence officers first learned and began to discuss the idea that the plan to rally on January 6 included people who were going to bring weapons and schematics of the Capitol Building and looking at maps and tunnels and how to get in. So how from December 21st to January 6th was that information not shared and was security not beefed up because of it. Well, we know from this report that one of the reasons that didnt happen, willie, is because the Capitol Police intelligence operations were completely dysfunctional. And they had some good information but they didnt share it. Some of it wasnt even shared with the leadership of the Capitol Police. But the big unanswered question, willie, is why the fbi, which after all is the agency we rely on to protect the united states from domestic terrorism, why the fbi didnt step up and make sure that the capitol was protected, why they didnt share and disseminate this intelligence to a greater degree and still saying today, willie, that all of the stuff that youre talking about, the maps and the kehm attics that was not intelligence and they have no intelligence that anyone was going to attack the capitol, that is a huge gaping question that we were hoping a commission would get to the bottom of The Way the 9 11 commission got to the bottom of the incredible mistakes by the cia and the fbi before 9 11. It is not going to happen in that regard. But we hope that congress continues to press on the fbi and the dhs. And ken, before we get to you on other stories, isnt this all going to come out in some Way Shape or form, what the republicans might have done by voting against a commission right now in the senate is maybe show a little bit about where they are politically and who they are. But there are still avenues in which this information will get to the public. Are there not . Especially through congress . I sure hope so, mika. I believe that youre right, over time it will come out. It is just much more difficult when you dont have the power of a commission to drop a major subpoena and say we want Everything Youve got. These bureaucracies was resist because theyre embarrassing mails and Messaging Trafficking with the Fbi And Dhs where people were raising the flag and they werent listened to and that is the kind of thing we need to see and it is going to take a while for congress to get at that. Ken, we want to get to your reporting on Yesterdays Announcement by the department of justice that it recaptured the majority of the ransom that cole ownal pipeline paid in last months Ransomware Attack. This is how the doj was able to pull this off. After Colonial Pipeline revealed it was hit with a Ransomware Attack, is that the fbi was already investigating dark side the group in russia blamed for carrying it own. Colonial told the fbi about the attack and they found the Bitcoin Account and figured out the password and took nearly all of the money back out, said the Deputy Attorney General lisa monaco. Today we turned the tables on dark side. Colonial paid 4. 4 Million which a judge ordered seized according to the u. S. Attorney in San Francisco. The extortionists will never seen this money. Officials say it is a potent way to take the profit out of ransomware. So ken, this reminds me of what we learned during the mueller report, that, yes, while the russians were hacking us, we knew what key strokes they were striking when they were striking it, who was at what terminal. It certainly does send a good message to people seeking to get ransom in the united states. We sit here and go, well my gosh what can we do. Of course, our government doesnt tell us exactly what it is doing. But in this case, they were one step ahead of those people seeking the ransom. Youre absolutely right, joe. Every Once In A While Uncle Sam hits a Home Run and does something bold innovative and as much as the fbi may have failed on the insurrection, this is a huge success for fbi. I spoke to one of the agents in San Francisco involved in this Operation Yesterday and he would not say exactly how they did it because he didnt want to give away the Trade Craft because they want to do it again, but he made it clear that they didnt hack, they didnt seize this stuff in sort of some illicit manner. They used legal process in california. But it wasnt as simple as if they dumped their bitcoin in a wallet in the united states, which we initially thought. The fbi followed the bitcoin, because remember that all Bitcoin Transactions are in a public ledger. They may be anonymous but you could see the transaction, the fbi followed it around the world through dozens of transactions and saw it and somehow got the private keys which is the equivalent of the password and not saying how they got it and then seized the funds, the majority of the ransom that was paid. Because bitcoin has fallen in price, the value of the bitcoin fell to 2. 3 million but it is the majority. And it is a big message from the government to the hackers that we will follow the money, we will go after you and it is part of i think a very larger very laudable move by the biden administration to take this Ransom Ware Threat seriously and to use all elements of national power to go after it. So you have big attacks that cripple a pipeline and then smaller stuff, futurecast city and the nypd investigating a cyberattack that hit the citys Law Department. On Sunday Officials disabled the Computer Network of the governments 1,000 or so lawyers after discovering the attack. The mayor said that there is no Ransom Demand for now it doesnt appear any information has been compromised. But caution that there is still investigation. The new york times reported the Motive And Identity behind the attack is unclear but the type of Ransom Ware used it commonly deployed by criminal groups and hackers connected with foreign governments. All of that to say that these attacks are coming big, theyre coming small, theyre coming at places like the New York City Law Department which is this citys public defense attorneys. Yeah, that is right. And that is a really interesting case because it is not clear whether it was actually ran some wear or a foreign government trying to spy under the guise of using criminal ransomware. And the Steamship Authority that ferries passengers was hit, more concerningly many hospitals. That doesnt make the national news but a Hospital System in San Diego while Colonial Pipeline was going on was locked up on ransomware. And this is affecting the lives of americas and it is great that the biden administration is saying it is not just a criminal nuisance, were going to use the cia, the nsa and potentially the military to go after these criminals where they live if that is the only way to stop them because it is not killing people right now, but it is harming american economic interests and our way of life and we expect the government to stop this stuff. What is going on on the ground and how important is it to the cops that we get a handle on it. Crime is the number one issue in the space of a year. Brings us back to the 90s in many respects. All of the candidates will be challenged by this that issue because circumstances were different than 1994 or 2014 when i worked with mayor de blasio. We heard that the pandemic contributed to this but what is going on on a Policy Lel leading to the spike in crime. The police have been told to stand back and hands off, dont get engaged. And you could understand why that the public attitude toward the police right now is fre very afraid that the trust was there for a while is not there and so were in a tough spot and the next mayor is going to have an incredible challenge to get the police to reengage and the public to reengage with them and the issues of homeless, the emotionally disturbed, probably more significant than any other time ive been through New York City. Weve had a number of candidates on show over the last couple of weeks. A lot of them have talked about getting mental Health Front and center and getting social workers involved in some of The Calls. Ive asked them what that looks like. Phone call comes in, 911 call, the guys go out in their cruiser, the two officers go out, is there a social worker in the backseat and some of them said yes. How do you integrate Mental Health. Devil is in the details and i dont think they fully understand how complex this will be. In l. A. We had smart cars which is a Police Officer with a clinician that would go to The Calls but police will have to stay involved so trying to put it together is an extraordinary challenge. Nobody has quite figured it out. Some countries have specialized units that respond to these calls with 3,000 calls a day in New York City, youre going to have to set up an amazing bureaucracy separate from the police. Where is the money going to come from. It is a 3 Billion Budget Deficit projected for next year. The new mayor will have major challenges. And as a former New York City Police Officer at the top of the poll we just read. Exactly, crime, again, 46 of democratic primary voters in New York City. Say crime is the top issue. Mr. Mayor, i just want to read from this times review. Everybody has these extreme solutions, one side or the other, talk about the importance of centerism as you look at policing as you look back at your career, what you did in new york, and what you were able to do even more effectively in Los Angeles getting tied with the community that you were policing . Centrix is where success is achieved. That any one of the candidates moving far to left, they have to get back to center on the issues. That is the reality. As a police chief, Police Commissioner, i liken myself to that jugular at The End of the old Ed Sullivan show back in the 50s and 60s and balancing the plates and not have any of them fall. Created a seldom did some of them fall as with the help of other people that came in to help juggle those plates. Next mayor will need a lot of help because there are so many issues. Were talking about crime but crime is influenced by just about everything else that is going on in the city, the economy, the homelessness issues. So the next mayor is going to have the most significant challenge since the 9 11 crisis 20 years ago. You know, in your interview with marijuana dowd, i thought it was interesting, you brought up the 1994 crime bill and if youre a democrat, then you had to apologize for supporting the 1994 crime bill. Of course, it is very interesting, people dont remember the environment under which that was passed, where A Hundred thousand new cops per put on the streets and how high crime was in the late 80s and the Earl 90s and century it interesting that all all of the criticisms come from the relative safety of the lowest crime rate in 50 years, in 50 years. So all of the attacks come not only towards policies that have kept streets safe, and im not saying the entire 94 crime bill did, im saying people seem to have relaxed a bit over the past couple of years and started to take a lot of things for granted that you did and others did. Other commissioners did and they took it for granted when crime was low. A year later suddenly most politicians are arunning away from some of the glib glib statements they were saying a year ago because they understand they need cops on the streets, how do Police Officers got their their back heels and get rein gauged in these communities in a way that allows for reforming, and finds the centrist path. I think you reported it on your show, that the support for police is grown in recent months, it is up now around 68 from down around 61 . But it is an expression those that dont know the history to repeat it, people living in the 21st century are focused on how it was in the in the 21st century as we come out of 9 11, from 1718, things were good here and that is the world that they have saw. 90 fewer homicides and 80 less crime and very little disorder on the streets. So they were in for a rude awakening because in many respects were rushing back to the 1980s. And the assault bans have research and so much and and this is something that the reverend al has spoken about, mass incarceration, it didnt begin with that bill. It began back in 1980s with other bills that began that process. The reality was starting in the mid90s we began to reduce the prison population. In New York City, in new york state, the populations are now phenomenal from what they were because the city got safer. One of the things that you bring up about the crime bill, one of the things that i think is effective that you have stressed and you have agreed to disagree on things is community policing. I mean you were first commissioner here, you had a man that didnt want to you talk to the community. I went to l. A. And my chapter of national action were praisinga and worked together in l. A. And when you came back to new york at first appearance was to our stage where people said Bratton And Sharpton are going to be talking and we may not agree, but i think the fact that we are on the issues that we do, the fact that you engage with the community has got to be the challenge of the next mayor of how do you thread that needle to where you have the community involved in helping to fight crime and i think that clearly people do not understand, Joe Scarborough and i talk about it all of the time, there is No One that wants to see crime down more than blacks and latinos who are the ones that are victimized not only by in situations that i find with the cops by by the robbers in the community. And they really need a balanced man, a balanced commissioner that understands to work with them. Interesting times and the idea of going forward with the reverend talked about community policing, partnership, and police in community, discussion of the problems they want to address and share the ability to response to crime. We made that mistake for the 70s and 80s but how do you prevent it from coming back. This is there is still hope for optimism but the next mayor is going to really have their hands full. Not just in the city, but in the country. Because this crime issue is throughout america at the moment. And nobody is really figured out that at this time how to deal with it with police disengaging, trust being lost, communities still riled up. It is going to be very interesting time in american history. Commissioner, it is just over a year since floyd was killed by Derek Chauvin but over the last 12 years conversation, what needs to change in your eyes . I always try to find in the middle mess, if you will, some things that you could get out of it that are positive. Coming out of that is the fact that certainly something that Reverend Sharpton has challenged is having the concerns of blacks addressed and acknowledge pd and dealt with. Were seeing that in the 20 some odd million people demonstrating. But for policing it is an opportunity because it is clearly understood now the deficiencies in policing, the foolishness of the frad of the term of funding the police to train them to deal with the Homelessness And Race issues. I have a couple of years with de blasio, i had unlimited to train my cops on Drug Recognition all of the different type of drugs issues on reduced use of force. You need to spend money. You get what you pay for is the expression. So out of george Floyds Death came a recognition of the black crisis, the last 400 years but there is also i think a growing recognition that without the police, youre not going to resolve this issue. But you need the police in a different way. You need them better trained, and basically were also accomplishing significantly minority majorities. New York City, Los Angeles, chicago. One of the things that i want to bring to you in the next few minutes ill be part of a virtual meeting with Senator Manchin around voting and im going to bring up the George Floyd Policing bill. And one of the voting, and im bring up the George Floyd Policing bill. Want to get that bill done. Thats what i want to know. You as Police Commissioner in new york, georgia, has seen it all, been on The Ends of praise and some of us who disagree, what would you say to Senator Margin and senator about this George Floyd Policing bill . Its still being discussed on the republican side but my understanding is the major police organizations, unions have been actively engaged, and thats what you need, common ground. Nobodys going to get everything youre looking for. But that bill has something for everybody if, in fact, some of what i nshs and some of the background discussions, we need it. And come out with something in a sense of something for everybody. Will it come out with everybody getting everything they want in that bill . Certainly not. But from that standpoint, lets get it down. Kind of in 1994 abolishing assault rifles, lets get it done. And we supported it and got it done. Lets talk about finally reengaging Police Officers. You talked to certain people who dont have a lot of interaction with Police Officers. Theyre not back on their heels. Thats not the reason why crime is going up. I can tell you every Law Enforcement officer i have spoken with, every cop i have talked to over the past year, said the same thing. I mean, sometimes they say without answering questions, you know, without answering the question directly, but basically the message was, you know what . Were just were right now on the defensive. We understand that policing needs to be reformed, but, man, if theres if theres a question about whether we go on or not, we have to stay back. Because right now right now we feel under siege. I know that enrages a lot of people watching this show. But they need to know the reality. They need to understand, in large part, why crime is going up and maybe the cops wont tell them that, but im sure theyre telling you what they tell me all the time, which is their back on their heels right now. How do we reset that so Police Officers become more engaged in an environment where we want the type of reforms you and the rev are talking about. They will take a lot of work. In New York City they did aware with the Homelessness And Drug trafficking in the streets and anticrime unit, a lot of those policy decisions and political decisions rather than police decisions. Jay jenkins got 6,000 more cops hired but by the time the reduction came around, most were not engaging. They cant reengage. The good news for the public is, when you call 911, theyre still going to come but in some of the discretionary activity, thats what theyre sticking back. They wont stick their neck out where the players wont support them and political leaders wont support them. But the good news from america they can come back and with the right leadership, they will come back. The new book is the profession a memoir of community, Race And Arc of policing in america. Rev, let me ask you about The Call youre going to have with John Manchin talking about this police reform bill, hopefully bipartisan, that Commissioner Bratton said is so important to pass. The meeting was arranged by national urban league and there will be the heads of the seven, eight, civil Rights Organization national. Its around voting rights. Its around his saying hes not going to vote for Senate Bill 1, but he could support the John Lewis bill. Of course, im bringing up the george floyd bill. I think it is important at this time and im glad to hear Police Commissioner bratton say that the Symbolism And Substance of we must remember were in a time of were voting and policing the central civil rights issues of this era. And it needs to be answered by the legislation. And i think that if Senator Manchin has said he wants to move in a bipartisan way, what does that mean . Can you bring some republicans to the table to talk about these issues and lets see if the breaking of the bipartisan side is not the democrats but their republicans are not willing to come to the Table And Figure out how we deal with Policing And Figure out how we deal with the question of voting. We cannot lose the right to vote and policing every episode to the next with a black unarmed man dead. Rev, i know you have to jump on that Call But Margin said hes against the first bill but might be open to the John Lewis Act. Whats your read on where he wants to go . If he already said no to s1, are you okay with John Lewis . We want both. You have to remember John Lewis deals with going forward. And s1 is what needs to be done. Right now there are 47 states proposing changes in voting laws. John lewis would not stop the new laws that were just put in place in georgia, florida, and texas. Yes, we want John Lewis but we have to deal with s1 and we have to let him hear from us on that. And its not going to be a confrontation but it will be a very candid conversation. Our first look at a bipartisan Senate Report on the January 6th insurrection on our capitol was released hours ago.
