Converge at the same time. The big important one, the president of the United States that is planning to combat crime that he says is the source of guns. Too many of them out there in everyones hands and he wants to limit that. Were also going to hear from his Attorney General on how you go about doing that without stepping on some Constitutional Rights here. Critics are already saying the president is ignoring some other factors that have been at play for quite some time, long before the gun issue was an issue. More on that in a second. First, to black berman with the latest at the white house. Blake . Thanks. State dining room here at the white house. We expect to hear from President Biden at animent. The president will lay out the comprehensive strategy to combat gun violence and crime is how theyre putting it. Let me walk you there what were about to hear from the president this afternoon. His plan calls for a zero tolerance policy for rogue gun dealers, allowing atf to revoke licenses for dealers that are knowingly breaking the law. Calls for increased operations by the u. S. Marshall service. Theres a focus on the 350 billion in the American Rescue plan. The Treasury Department will make clear that funds can be spent on policing and other things like expanding Employment Services and summer education and enrichment programs. Over here at the white house today, they were asked several times why a law that was designed to help against the fight against covid and keep the Economy Moving is now being touted to fight crime. Its always been the case that ensuring funding was used by state and local authorities to keep cops on the beat, always a part of what was allowed in the parameters of spending that is something that a number of communities as i outlined at the beginning did take the steps to do, this is giving Additional Guidance on how to use the funds. We talk about this trend in crime across the country. At the white house, they make the argument, they say this is a 18month trend. Critics of the president and his policies and messaging are contributing to the problem. Well hear from the president and his Attorney General at some point later this hour. Neil . Blake, thanks very much. In the meantime, its a very big issue for the American People and the timing comes among polls that even among liberals and democrats, its the number 1 concern. In new york city, they had a mayoral primary. The results are not known. The Law And Order candidate is the guy leading right now. Aishah hasnie on how all of that is going down in the big apple. Aishah . Its interesting how the issue for voters really shifted from the pandemic, the economy to crime and policing. Its really showing in the results that are coming in. Right now eric adams has just said that hes got a 10point lead in the firstchoice votes in this new ranked Choice Voting system. Very new for new york city. Hes a former nypd captain. How dare those with their philosophical and intellectual theorizing in their Classroom Mindset talking about the theory of policing . You dont know this. I know this. Im going to keep my city safe. Okay. A huge surprise though is the number 2 spot right now, maya wiley. A progressive that does want to slash the Police Budget by a billion dollars. Shes edged out the other two favorite moderates in this race, Katherine Garcia and andrew yang. Listen to this. 50 of the votes will be recounted. The way that folks ranked number 2 and number 3 votes will count. Weve known all along that we have strong support in the top rankings. Were excited about the possibility here. We know we can win. You know what . She could. Its in the realm of possibility that she could win. And neil, we may not have an official democrat nominee until july because absentee votes wont begin to be counted until next week. Its going to be a long process. Neil . Neil i have an idea. Thanks, aishah. Ray kelly is not too surprised that crime is a dominating issue in this race. The democratic side, 13 candidates speeding for mayor. Hes the former new York City Police commissioner. Always good to see you, ray. Crime is a dominant issue. What do you make of that . Theres no question about it that its a dominant issue in new york. Weve had over 100 increase in shootings since 2020. People are afraid to ride the subway. A feeling that i havent had in many, many years. Living in new york all of my life. So its a dominant issue. You can see eric adams, based on his anticrime platform has done well. We have to see number 1 if he does become mayor and number 2, if he lives up to his words. Talk is cheap in a campaign. Well have to see what the actions are. Again, the devil is in the details. What we do know as a spokesman, jen psaki said, the spike in crime that nothing to do with the defunding of the Police Movement or any of that. What did you think of that . Well, i looked at the program. Its like chicken soup. Not much you can be against. But it doesnt take on the core problem as to why crime is elevated at such a degree in this country. That is that Police Officers have backed off from engaging with the public. They backed off because they believe that if they do their job, they may lose their job. They may get arrested. In the aftermath of the george floyd death, hundreds if not thousands of regulations and laws were passed throughout the country that puts cops jobs at risk. So theres a lot of discretion in policing. Theyre not engaging in the proactive measures that were successful in making new york, for instance, the safest big city in america. I havent seen anything in the president s proposal that will take that hahn. We have a tremendous recruiting problems. Cops are leaving 48 increase in retirements. There was another report that came out that said only 7 of Police Officers would recommend that profession that job to a relative or friend. Now, its not so much that this its not money and the locality, but they have money to hire new people because the senior people are leaving. As i said, nobody can be against any of the proposals in the president s speech coming up, but its not going to make much of a difference unfortunately. Neil you know, if you think about it, too, commissioner, the number 1 concern of new yorkers that are slowly going to be going back to their Office Buildings isnt so much getting covid or running into any of the Commuting Problems that are, you know, legendary in the New York Metropolitan Area but crime. Theyre worried about crime. No surprise there. Yeah. Theyre worried about crime, getting to the office, you know. A big reluctance on people to go back. In new york city, a lot of it has to do with crime or the fear of crime or what is happening on the subways. I know theres additional Police Officers at time in the transit system. But its not quelling the fears as yet. Hopefully it will. That is vital to the rebirth, reinvigoration of new York City Post pandemic. You have to get people in the midtown offices. Right now its about 25 occupancy, which is lower than a lot of other cities in america. Its critical that people have a higher level of confidence getting on the trains these days than theyve had in the last 15 months, 20 months. Neil commissioner, the president says the problem is guns. Way too many guns. Thats what hes going to address today principlely. You think theres too many guns out there . Theres too many guns but thats a fact of life. Thats part of our culture. Take your pick. People say that theres 15 million, some say theres 500 million guns in the United States. I can tell you from my experience that criminals are not going to license gun dealers, going through Background Checks nor a gun to be used in a crime. Guns are everywhere. The rationale now in big cities is i have to carry a gun because everybody else is carrying a gun. I need it to defend myself. So its circular problem that will take i think a lot more different measures or different approaches than simply focusing on firearm dealers. The ones that i encountered are legitimate businessmen. Theres a high concern about individual safety throughout the country. At the purchase of firearms by the public is increasing tremendously. Theyre going through licensed dealers, through the whole Background Checks. So i dont think theres much to get out of that apple. Not much to squeeze out of that. You know, were going to see. Neil we will see. Commissioner, Great Catching up with you. Thanks for joining us. Thank you, neil. Neil all right. Meantime here, we are going to be hearing from the president shortly. We understand theyre pushing things back at the white house. As soon as he appears, well go to him and giving you the latest on Britney Spears. Shes expected to address the court over the conservatorship where her father has controlled her money and affaired for the better part of 13 years at a minimum. The question now is at age 39, is it time for that to stop . She certainly hopes so. Were on that, too. But no overdoing it and no days off easy, no . No. No. No. No. No. Or. You can know. with freestyle libre 14 day, know your Glucose Levels and take the mystery out of your diabetes. Now you know. Sir, do you know what you want to order . Yes. Freestyle libre 14 day. Try it for free. Neil all right. Were moments away from hearing from Britney Spears speaking about her father as a conservator. She says enough and wants a kibosh on it now. Jonathan hunt has more. What are we in for today, jonathan . Its britney, which makes it no surprise that its also a circus right here outside the courthouse. Britney spears supporters on mass every time theres been a hearing in this 13year long conservatorship. So we expect to hear from Britney Spears. It could be a video conference, might be a phone call. Could ultimately be in closed session. We hope to hear her words. Were not sure of that at the moment. Were not sure exactly what shes going to ask for. Obviously she wants some changes. Thats why she requested this emergency hearing. The extent of the changes is what were waiting to hear. Does she want her father, jamie spears, removed from involvement in and control over so many aspects of her life or does she want the conservatorship taken away completely . Well find out we hope in the next 15 minutes or so. The supporters that have gathered here usually reserve their ire for jamie spears, her dad, who they believe his relationship, his control is toxic. Although you can find legal experts that will argue, neil that the conservatorship has been good for Britney Spears. Listen here. The whole reason why she was under this conservatorship is because she was being pursued by paparazzi, being triggered to perhaps have a breakdown at the very vulnerable part of her life. So i think she may feel protected by this. Now, perhaps you could make an argument that at one point in her life she would have felt protected by the conservatorship. I think youd be hard pressed to find anybody that would agree with the idea that she still feels protected by it. Clearly she wants something to change. Exactly what well find out when she speaks to the judge. Neil . Neil you know, jonathan, her father, jamie, said any time she wanted to end the conservatorship, all she need do is ask. He obviously is fighting it right now, isnt he . Right. Yeah. If you believe the reporting of the New York Times and we have to reason not to, they did an in depth look at this. Youll remember the documentary that spark saad much interest in Britney Spears case that was released early year. The New York Times reporting is that britney has said through Court Documents that she does not like the way this conservatorship is being run. She wants changes. Shes argued that for several years according to the reporting of the times. So jamie spears, while saying that she can change it at any time she likes does not appear to have done much to actually allow that to happen. Lawyers that obviously talk to him all the time have argued in court that shes not fit to take back control of her affairs. You have her personal life, who she can marry, what Color Cabinets for her house and her Business Affairs and a 60 million fortune that shes amassed through great music and the las vegas residency. These are high stakes and most importantly obviously for everybody in this, a lot of money. Neil . Neil i dont know what will happen. I know this. You are the best guy to be cover this, jonathan. Thanks very much. Jonathan hunt following the developments. Lets get the read from this from an attorney. Conservatorships are a slippery area, sarah. Her father said i shored up her finances, built them back up. Ive done a very good job overseeing my daughters future and her finances. Is that true . Well, theres some argument to be made that she has actually done really well under his guidance and control. If you look at the revenue that come in the last 13 years, thats where the court will look for that guidance. Now, i think its really important to note that under California Law its going to be really interested to see what she decides to do. Because what she will end up probably saying today is that she either wants to end the conservatorship or wants her father removed. So in order to do that, its not just enough for her to ask for that in itself. She will need to have an investigation done by the court and a medical professional will look at whether or not she can make those decisions on her own, financial decisions, personal decisions and also taking it back to 2008, im really interested to know what the evidence was outside of those healthrelated issues and Mental Illness issues that were presented. Under California Law, you have to show clear and convincing evidence, which is a very high bar. Neil i wonder, too, plenty of celebrities that, you know, lost control of things but not control of their finances and their future. This has gone on quite some time. Is it unusual or is this the nature of conservatorships in general . They start and they dont end . You know, usually you find a conservatorship is put in place for somebody who has a disability or who has a cognitive impairment. And Britney Spears situation is unique which is why im interested in knowing what evidence was presented during 2008. You could argue that half of hollywood would need a conservatorship if Britney Spears situation warranted that as well. Neil how is it warranted how does someone intervene . The father or someone else. Someone must intervene to take charge here, im going to make the legal case in this situation. My daughter isnt up to that task. So ive got to protect her and her assets. Is that how its done . Does someone else have to intervene to say this is my case and this is why im doing it . So britt any can make that decision. Someone who has to make that decision to actually file with the court for the conservatorship. Again, im surprised because in california, its so hard to get a conservatorship granted. Usually the default is a power of attorney or a trust. Im really surprised the conservatorship neil she agreed im sorry. She agreed in the very beginning, maybe with some reservations but im sure she didnt think it would go on as long as it has. Do we know anything about that and whether that will come up in this discussion . It may. Theres enough argument and history to show that shes actually been able to function pretty well the last 13 years and make independent decisions by herself. Going on stage, performing. I think theres a lot of argument that she can make on her behalf here to give her that autonomy again. Neil all right. Thanks very much. Moments away from that. Moments away from the president of the United States outlining his plan to combat rise in crime in this country. Were told the focus will be on all the guns that are out there and not necessarily some of these other protests and riots that ensued, for example, after the killing of george floyd. How he threads that needle is anyones guess. Were on top of that after this. Protects you. From a lot of that. Keep your car cleaner longer.
