White House Press Secretary Jen Psaki says Vladimir Putin has the power to stop these attacks and intends to directly address them when he sits down with putin exactly two weeks from today. What is happening now between President Biden and Senator Capito . Reporter capito is not arriving with another offer, sent the last republican counteroffer to the White House late last week. Without stepping on monicas toes, theres no belief that the president is coming in with his own offer here. Both of these politicians have been praising each other as good faith negotiators in this. Both want to see a bipartisan deal. Mitch mcconnell said that capito has his full Authority And Confidence to continue these negotiations, but the two sides remain very far apart. Hundreds of billions of dollars apart in Infrastructure Spending goals and really on two different planets in terms of Infrastructure Spending where the money comes from. The White Houses suggestions about roadwaying corporate tacks have fallen on deaf ears with republicans, republicans suggestions about using unspent Covid Relief Money Isnt Something that they want to do. Its not entirely clear me how it can break the logjam on the policy. Monica, the president is expected to bring up the recent spate of malware attacks when he meets with pre putin. How is the White House dealing with this problem right now . Reporter theyre closely monitoring it, ayman. The president did respond to those shouted questions, saying they closely are examining whether they might retaliate. If we look to the past of all these other Ransomware Attacks and cyber hacks that have been linked to groups in russia, the White House has responded to one in a major way, the sweeping solar winds hack. Thats with sanctions. Is that something that could be on the table potentially . Jen psaki told reporters earlier that nothing right now is off the available menu of options. So, between now and that meeting in geneva, do we think that the White House is going to necessarily roll out exactly what theyre doing Behind The Scenes . That remains unclear, because this is all part of the strategy. Of course, that summit in switzerland has a very long list of agenda items, but these most recent cyber intrusions are near the top of the list, because this is something now were talking about on a daily, if not weekly basis when we talk about not just the colonial Pipeline Hack but what happened with the State Department and their humanitarian agency and also now today, of course, with jbs and the meat managers. This is something that the president says hes going to push President Putin on. But its not clear exactly if were going to see action. Remember, this is someone who in the past has dealt with that russias president and has not always wanted to reveal exactly what the united states is doing Behind The Scenes. So this could be another instance of that. Ayman, i can tell you that the biden administration is trying to wrap their arms around this huge, massive problem that touches so many different agencies. Theres going to be a new cyber Commission And Board out of the department of Homeland Security that will try to study these cyber attacks. Theyre very nervous about what could happen to federal government agencies and all of this that were talking about relates to private companies. So theres a risk and a concern here that this will extend again back into the federal government and be a huge problem ahead of this highly anticipated facetoface meeting. The Working Agenda for that meeting seems to be getting longer by the day. Garrett, back here in the u. S. , the president said during his trip to Tulsa Yesterday that he has high hopes for this month in congress. Let me play that for you. Watch this sound bite. June should be a month of action on capitol hill. I hear all the folks on tv saying, why doesnt biden get this done . Well, because biden only has a majority of effectively four votes in the house and a tie in the senate, with two members of the senate who vote more with my republican friends. But were not giving up. So, garrett, quite a frank moment there, perhaps a moment of realism. Will this month of action come to fruition, given the current dynamics that the president articulated there with what some are describing as a dig on members of his own party. Reporter and its been pointed out that the president is wrong about Senators Manchin and sinema if that is who he is speaking of. They have voted with him 100 of the time. Both those senators have defended the use of the filibuster. Senator manchin is not on board with s1, the overarching Voting Package that theyre calling to push back on voterled restrictions happening at the state level. With things that can get done this month, China Competitiveness Package that was being debated in the last week before the memorial daybreak. Also i think Police Reform is the other key issue to watch that could, perhaps should get done this month. Senator tim scott, republican negotiator there, has said that june is the month to decide whether they can do something here or whether these negotiations will have to be abandoned. By The End of this month, we could see that china bill pass, we could see significant progress, if not a vote on passage of a Police Reform bill. Well get to that book in a moment. We could all use that advice for sure. But lets start with the current administration and the man you know so well. Joe biden has defended the filibuster in the past. We all know that. He called out two members of his own party. Do you think he is near a break ing point and ready to do away with the kind of Obstruction Positions from republicans and others that have been there for years . Well, i dont know. But i think the best thing to do when youre thinking about Joe Biden is just listen to what he says. Cause what he says, he usually means. Much more than any other most elected officials i know. And i think the best way to carry out negotiations with congress is to keep it negotiations in the room. Its really important. I think one of the things, for instance, look back on the recent Middle East negotiations. People were screaming about why is it taking so long . Why is he not calling this out, why is he not doing this . 11 days, they shut down the killing. He was Behind The Scenes doing an incredible job with great people working for him, mike, Ron Klain and tony blink ep. It will be hard for you folks in the press. He has very savvy people around him. He has incredible experience in this thing. Putin, he has known putin for years. He has known netanyahu for years. I can remember netanyahu has to go back 35, 40 years. Hes going to carry on negotiations the way they should be carried on. Try to get to the bottom of this thing. Dont react to everything thats being said by people involved. Well see. Speaking of russian priz Vladimir Putin, President Bidens mantra has always been politics is personal. This is a person who Vice President as well as chair of senate foreign Relations Committee knew the russian leadership very well. Does the president really think he can move putin on any major substantive area of disagreements . Knowing the president and his mindset about this, do you think that approach is likely to work with Vladimir Putin . I dont think anybody knows. He doesnt know exactly whats going to happen. He knows how to get there. He knows how to put the ball in play. One of the things thats really striking about his presence is hes the first president in years and years and years that has any real experience at Being President. Weve elected governors, members of the congress who have been there a short period of time. He has been involved in this business. He has known putin for 20, 30 years. He knows how to negotiate. He has been through negotiations as chairman of the foreign Relations Committee and as Vice President of the united states. So what youre going to see here is someone that really, really knows what theyre doing. Putin has his hands full as netanyahu had his hands full last week. You spent some time in the West Wing with President Biden since he took office. How has Being President changed Joe Biden at all . How has Joe Biden changed the office of the presidency so far . Well, i think i dont think its changed him. You know, again, look at the experience. Think of a president of the united states in our entire history thats had even a small percentage of eight years as Vice President and 36 years in the senate. No one is even close. Lyndon johnson was Vice President for like 18 months. So he knows what hes doing. He comes in. People says whats he going to do about this . Whats he going to do about that . He has been through these things. He knows what hes doing. Because hes so experienced, he has been able to attract really confident people around him. If you look at the people that are involved in this administration, they have the Experience And Theyve been drawn to him. When i was doing the transition, it was amazing to me. Amazing. Ive been around town for a long time. The quality of people that wanted to come work in a biden transition, no guarantee of a job. Some of them left their jobs and senior people. Now, the vast majority have ended up at the top of the administration. He knows what hes doing. And he knows, and he has got a Vice President who is really, really smart and savvy, former senator. He has some incredible people in the cabinet and beside the cabinet, and people in the White House. Lets talk about your personal experience and the book you wrote. You have come out of retirement twice to help Joe Biden. Retirement is the subject of your new book. You argue it is about much more than money. What made you decide to write about retirement . And what should we take away from that book . Yeah. The biggest reason i wrote it with a fellow named bruce highland, and we got together about five or six years ago. We were living in the same area in florida. We started talking about how many of our friends were just having a very unhappy retirement. And i mean just loads and loads. And our concern was, why are they having what we figured out and what the book talks about in terms of the problem is when our fathers retired, they retired for five, ten, maybe 15 years. And then they passed on. Now, you look at people who will be retired for 25, 30 years. You have to have a gigantic plan on what youre doing if youre going to have a successful retirement. We lay out discussions weve had with other people who were discussful in their retirement and what they did and how they do it and how to organize it and how to plan it, so that when youre getting into retirement, hopefully people will do it two or three years before they retire. The main Emphasis Son the money. Have yourself financially set up. Right. Once that, you really have to turn to what am i going to do when i get out . And thats really what the book is. Its more of a Guide Book of what you should do if you want to have a successful retirement. Youre a long way from retirement, so you have nothing to worry about. I dont know about that. I may be closer than you think. No, no. Mr. Kaufman before i let you go, if you were a betting man, do you think that Joe Biden decides to retire in 2024 . No, no. You know, i would be a foolish person to bet on that. I probably know you know, ive been working with him almost 50 years. I dont think anybody knows whats going to happen with regard to that. Ayman, certainly not a shock that democrats carried this first district Special Election in New Mexico. This is basically albuquerque were talking about here. In modern times this has been a democratic district. Democrats certainly hope that its a barometer in terms of whats to come in next years midterms. Margin here, Melanie Stansbury wins by 20 points. Two other numbers, first one is what was the margin na Joe Biden carry this had same district by . Last Years President ial election . Joe biden won it by 23 points. So, stansbury wins by a bigger margin than biden won but also the congressional election in this district last november, Deb Haaland was the democrat. She won that. Then became bidens Interior Secretary. Deb haaland won by 16 points. Its higher than bidens number. Its higher than hasm Alands Number last november. Thats what democrats were certainly hoping for. Its not what republicans wanted. What republicans saw here in this Special Election was an opportunity maybe not to win the seat. That was always going to be a reach for republicans, but republicans wanted a sign of momentum, a sign that Joe Biden in the White House with democrats in control of Can Congress that there was a backlash building. And what that would look like for a republican standpoint would be for a margin to be less than bidens, less than haalands, to show that republicans were making inroads in democratic territory. Weve seen that in the past, in past presidencies, in Special Elections. Donald trump, 2017, 2018. A number of Special Elections where democrats were really overperforming compared to how they had done in the 2016 election, and that ended up being a sign of whats to come in the 2018 midterm election. Republicans wanted this thing to be in the single digits. Some sign of momentum they were looking for. Democrats now can point to this and say hey, look, things are at least as good for us as they were last november. Maybe even better. The talking Point Youll hear from democrats. And why thats so critical again, when you start looking at the Midterm Landscape thats taking shape next year, the house this is about as narrow as youre going to get in the house here. 219211 coming into Last Night. Five vacancies with the democrats winning that seat. There will be four now. Now the dems will have 220 seats. This was a razor thin majority for democrats in the house. And, oh, by the way, the history on this, a lot of numbers here. What are you looking at here . Youre looking at the White House party, how it has done in midterm elections for the house. Almost always the White House party loses seats in midterm elections. Ofb they take a bath. Trump republicans lost 40 seats in 2018. Bill clintons democrats lost 54 in 1994. You see red ink, red ink. Since 1950, you see two exceptions, 1998 and 2002 where the White House party actually managed to pick up a few seats. Remember, you saw that last screen. Democrats have a tiny majority in the house right now. The history says they are very likely to lose seats next year. If they lose more than a few seats, they lose the house. They really need to defy history if theyre going to hang on to that House Majority next year. They look at that result from New Mexico Last Night and say not only did we democrats Hold On to that seat, we held on to it and improved on Bidens Margin in the district. Thats what youre going to hear from democrats because democrats need to find a way to defy this history. One example Last Night from one Special Election. We havent had a lot of Special Elections this year. I think thats why you can expect to hear democrats talking about that one a lot in the days ahead because it gives them hope. We are getting word that the Opposition Leader has now, as we understand it, informed or is going to inform the israeli president that he is, in fact, able to form a government. He has been able to bring in multiple parties from different factions across the israeli political spectrum to form this government. By doing so just before the midnight deadline, it means, at least as of now, all ind kags are that the 12year rule of prime Minister Benjamin Netanyahu will, in fact, be replaced by an incoming new Government Led by lapid who was tasked with forming that government. I want to get your reaction to this news that came down to the wire. Two hours before Yair Lapid was to form that government. We are being informed that he will now be able to inform that government. This would be a Coalition Government, if this is confirmed and validated. You know how dicey things have been and how desperately netanyahu has been trying to cling to power, even though he has been a caretaker, Prime Minister for these many weeks, if not months now. But if lapid is able to do this with 61 votes, combined with neftali, even though lapid is a centrist, bennett, according to the plan, was to be the original Prime Minister in this Coalition Government. Lapid would be in the government and two years later take over. So, they would take turns. They would trade. Its a very fragile coalition. That 61vote Majority in their parliament created by combining centrists, right wings, arab israelis, islamist party as well as other smaller party groups. And if that can hold together, and thats validated by a vote for the parliament, which would probably be about a week from now, then, yes, netanyahus Hold On power would be over. He has, as i say, been clinging to power. The only thing bringing these centrists and rightwing parties together, bennett formerly a Defense Minister under netanyahu until netanyahu fired him, turned against him. So all of these disparate groups brought together by one thing, extreme dislike for netanyahu who has worn out his welcome after 12 years and a previous term, noncontinuous term as Prime Minister. He has been the dominant force in israeli politics for decades now and is being blamed for a lot of their international problems. This Coalition Government will not be able to resolve the israeli Palestinian Conflict because of their different ideologies on that, but they are expected, if this holds, to focus on the domestic economic concerns of the israeli people. Certainly very broad spectrum coalition. I dont think anyone is expecting that theyll be able to do much beyond domestic agenda items. Well see how that even plays out. Andrea, let me get back to the reason you are on the ground in turkey. Youre traveling with u. S. Ambassador to the united nations, linda thomas greenfield. Shes in turkey. Earlier she met with the turkish president ial spokesperson. The Ambassadors Trip is meant to shine light on what is often forgotten. That is, the turkey syria border. Millions of Displaced Syrians still living there in those horrible conditions had those refugee camps. Russia is threatening to close this, the last of four Border Crossings in july. Potentially cutting off western aid completely to the refugees that are there. Walk us through what youre seeing, what youre hearing, the purpose of her visit and what shes aiming to do. Is this simply a Factfinding Mission or are we seeing a new type of reengagement along the border with the issue of the refugees . Reporter its both, actually. What was articulated by the Secretary Of State was shedding light on this, reengaging, an issue where the u. S. And turkey are aligned to try to prevent russia from vetoing an extension of this corridor. They already forced the shutdown of three corridors but July 15th is the hard deadline that would shut down all remaining humanitarian aid, 1,000 truckloads a month. And its so critical now because of covid. Its not just i say that sort of hypothetically, just starvation, which is horrible, of course, and the terrible Sanitation Conditions but covid is rampant in these camps. 4 Million people on the syrian side of the border. And im the only one traveling with her from the u. S. Were here in ankara. She met with the top national Security Official Today and others here in the turkish government, in the capital of ankara. Were going 500 miles early Tomorrow Morning to the border, to the crossing. She will meet with refugees with white helmets from the syrian side. Others in the organizations who are trying to rescue these people and work on the covid delivery, tests as well as vaccines from covax, as russia tries to reinforce the assad regimes control over these people, people from the province bombed out. Weve seen families with injured children, scavaging, trying to work on mountains of trash. This is a dire emergency. Already the borders from Iraq And Jordan and lebanon are closed. This is the last remaining gateway for aid to millions and millions of people. And the regime is trying to squeeze them with russias help. Were still waiting for those last two signatures from neftali Bennetts Party and from a second party called New Hope. Those are the last two signatures needed before this document can go to the president saying yes, in fact, we can form a Coalition Government. As you know, the deadline is fast approaching. The deadline is midnight. We now have almost two hours to go. So, it is getting very close. It was always going to go down to the wire. This was the biggest obstacle earlier tonight. It had been mentioned as the biggest obstacle, getting this, Abbas Party onboard. He signs the document. That party has been accomplished. Now were just waiting for two more signatures to make this Official And Move on to the next step which, as you know, ayman, this isnt over tonight. This now goes to a vote in the israeli parliament. They have to have a vote of confidence on this new government. It has to be a simple majority. If they dont get that vote of confidence, once again, all of this falls apart. Ayman .
