The president is going to be going to tulsa to talk about racial injustice, and he announced new initiatives, trying to focus on create an opening for more ownership and small businesses, and rolling back two trumpera housing rules, and this is all trying to get at this idea that theres a really big racial Wealth Gap in this country. One study put it as much as 15 of the wealth that black families have is what they have of white families. I saw another study that said this initiative is getting at those disparities and trying to rectify the harm. The thing that is not included is Student Loan debts, and the naacp says its critical for the biden administration to take that step. Theres also reparations, the president has not been clear on whether or not hes backing reparations, specifically for the tulsa families hes meeting with today. And an objective of the White House in this country, social justice reform. But the president and others missed the deadline set around the Oneyear Anniversary of george floyds death. Do they have a new deadline for negotiations, and does a deal seem likely at this point . There is a new deadline for the month of june. Thats when senator tim scott, The Key republican negotiator on this effort, says they need to make a decision. This will either happen in june or not at all, according to scott. The previous deadline was set by the White House, it was never embraced by the actual negotiators. A white House Deadline for something the White House is not particularly involved in doesnt mean much. The prospects of a deal on police reform, i think, are better than some of the other bipartisan negotiations going on. I think both sides are ultimately going to have to go back to their constituencies and sell them things that arent everything they wanted, if indeed they wanted to do this effort at all. That will be a challenging part of it, if and when an agreement is reached on the legislation. Lets preview the rest of the month, legislatively speaking. I think the big action will be in the senate. When they come back, they have to finish the Competitiveness Bill that is meant to help put the u. S. On firmer footing to compete with china. Republicans delayed in such a way that they couldnt finish it before the holiday. And there will be a big push on the Voting Rights package. Democrats see it as the antidote to the restrictive measures being passed around the country. But democrats feel theyll have to test the republicans on the filibuster, theyll have to see bills defeated to convince people like joe manchin. And you have Chuck Schumer now saying that the senate will take up voting Rights Legislation in june. How do you anticipate that will play out in congress . What kind of pressure can we expect from the White House to lean in on some members like manchin to try to get something done on that front . Its a critical question. The White House wants to see Voting Legislation passed. But President Biden Hasnt put his muscle behind the idea of changing the filibuster to focus on bills like civil rights and Voting Rights, which is the stance of jim clyburn. So its a big Question Mark about whether or not President Biden will be using political capitol on this bill. Joe manchin has been vocal about the fact that he wants to keep the filibuster. But when you see the gop efforts around the country, the pressure keeps mounting because of these state bills. Were seeing live pictures of president Joe Biden touring the greenwood cultural center. Well keep an eye of that and bring you any remarks he makes during that tour. A year ago today, you were in Lafayette Square as it was cleared by police. Despite claims by police that Tear Gas was not used, an attorney for the Police Department says that Tear Gas was used, and further said it was justified because of the curfew and other reasons. Your reaction to this aboutface from the Police Department . I think its notable that they point to the Chaos And Confusion of previous nights, because that was not the case on that day. It was a decision by police to remove protesters that created that chaos on june 1st. As to the admission about using Tear Gas, im glad to see them come clean and say what was painfully obvious to those of us that experienced the Tear Gas. What we saw, what we picked up on the streets, this is an admission of something that was objectively true at the time. Now a year later, d. C. Police confirming it. Its incredible, when you think about all the cameras that were there, now theyre confirming it. Thank you both for being with us. And now for more on the battle for Voting Rights. More than a dozen states have passed new laws placing restrictions on voting. The largest state that could soon be joining them is texas. Democrats walked out to stall a vote on the bill that would limit voting hours, create obstacles to voting by mall, and empower partisan poll watchers. The governor is threatening to withhold paychecks to state lawmakers. Saying no pay for those who abandon their responsibilities. Joining me now is State Senator Royce west of dallas. Sir, thank you so much for your time. What do you and your colleagues believe will happen next, and what do you make of governor Abbotts Involvement in this matter . I believe there will be a Special Session between now and august 31st. The issue is the governor has the power to call a Special Session, but theres a question in my mind and others as to whether or not he has the power to veto the Legislatures Budget based on a separation of powers issue. Theres a lot of conversations as to whether he has the authority. Mr. Senator, please explain why you think this law will be so damaging to your state. How does it Damage Voting rights in your state . Let me just give you an example. We are passing a bill in the state of texas that will allow people to buy beer at 10 00 a. M. On sundays. And also the republicans are passing a bill that limits the ability of churches to have souls to the polls activities before 1 00 p. M. On sunday. That makes no sense at all. Theyre criminalizing different stakes that are being made that have a Chilling Effect on persons. When you Look at what the purpose of voting needs to be, and trying to make sure that everyone has the opportunity to engage and make it more convenient, yes, we have an initiative in houston. But the reality is, we should be making certain that we improve upon that. Find out what the mistakes were, and make it easier for people to catch the early bus, you know, The One that is early in the morning. We should be expanding the opportunities as opposed to restricting the opportunity. Let me read you something from the Washington Post about this bill. The final version included numerous provisions including language making it easier to overturn an election, no longer requiring evidence that fraud actually altered an outcome of a race, but only that enough ballots were illegally cast that could have made a difference. The legislation also would have changed the legal standard for overturning an election from reasonable doubt to preponderance of the evidence, which is a much lower bar. Is that your understanding in the reading of the bill . Do you agree with the way this was described . What kind of precedent could that set going forward in texas . I do agree with the interpretation from the newspaper. And the reality is, this has always been about fraud, fraud, fraud. Now they want to be able to have a judge overturn an election even though fraud is not the reason for it. And youve enunciated the standard that would be utilized. And Michael Flynn was at a Qanon Conference in your state this past weekend. He appeared to be speaking in approving terms of a Military Coup in the united states, and on that same day, the Texas Republican Party posted a photo of Flynn Standing with the gop state chairman. Are we at a Breaking Point for democracy in this country, where a major political party is openingly flirting with that . The reality is, yes, there are individuals that are flirting with it. And i believe that most americans will make certain that we maintain our democracy and we pass it on to our children. For the states that have lower vaccination rates, their concern is the unvaccinated people. Theyre still incredibly susceptible to being infected and we need to be concerned about outbreaks. I will say nevada has to be very, very careful. I dont know what theyre doing in terms of Checking Vaccine Passports in casinos, but unvaccinated people should still use precautions. Speaking of businesses, mandates, and vaccine passports, moderna is filing for full Fda Approval for its vaccine. What could this mean when it comes to requiring the vaccine for businesses and organizations . This could be a gamechanger. Both Pfizer And Moderna getting full approval by the fda. We know the eeoc has updated their guidelines to say that employers can mandate vaccinations. Once these vaccines get full approval, schools, employers, government agencies, the military, especially, that has had a very low uptick among military individuals, i think it can now start mandating the vaccine. Well definitely see a shift in terms of mandates as these vaccines get full approval. Weve been trying to keep an eye on how this is playing out overseas. In april, the biden administration announced it should share tens of millions of doses with the world. Were at the start of june, and only mexico and canada have received a combined 4. 5 million doses. Your thoughts on that . Should the u. S. Ramp up its global Vaccine Sharing . How are we doing so far . I would say theres absolutely no doubt about that. I think that we need to mobilize our stockpiles immediately. There were 60 Million astrazeneca vaccines we promised overseas, and those can be mobilized quickly. There are 20 Million of the other vaccines that can immediately be mobilized. But the Vaccine Sharing part of it is only a bandaid approach. We need to be working with low income countries to help ramp up Vaccine Manufacturing, helping with the supply chain, and establishing regional hubs so countries can set up Vaccine Manufacturing sites and vaccinate their population. No one is safe until were all safe. While the united states is doing well right now, the rest of the world is suffering. And i want to go back to vaccine passports. Theyre up for debates in the country. Last week, the cdc gave the goahead for the Cruise Industry to return to the sea. Theyre faing major opposition from the florida governor, who wants to fine any Cruise Liners that require vaccination passports. How detrimental is it for the u. S. To be stuck in this back and forth . I think definitely in highrisk areas like cruises, we know that Health Care facilities, long Term Nursing homes are highrisk areas that we could consider mandating vaccines. These are environments where people are packed very, very closely together. And where the risk of being infected is quite high. Especially in Health Care environments, theres a moral and public health imperative, so it makes sense that employers start thinking about this. What is your job in this . Is there a role for the federal government in preventing overt partisanship in redrawing districts . What should be done . Theres absolutely a role. When it comes to the foundation of our democracy, the federal government has a role. One of the things that ive been a strong Proponent And Supporter of since before i even got into congress is the for the people act. We have a Landmark Piece of legislation that has passed out of the united States House two times. It didnt even get brought up for a vote in the last session of congress because Mitch Mcconnell refused to do that. But now in this session, im hopeful that well see a senate that moves on the for the people act, to make sure that everybody who is eligible is able to register to vote, able to cast their ballot, and have their ballot counted. Because this literally cuts to the core of our democratic principles in this country. Do you believe that senate democrats, will they be able to pass the for the people act which would expand Voting Rights and Change Campaign Finance laws . Can it be done without breaking the filibuster . You know, my hope, obviously, i wish that we werent Looking right now at republicans in washington, d. C. , who have said that theyre i mean, they have to decide if theyre going to support democracy or not. And right now, its clear that across the country, people want to clean up the corruption in washington, make sure weve got better ethics rules. Get dark money out of politics. And make sure all eligible voters are able to vote. The republicans in the senate have to listen to their constituents. If they arent going to do that, the next time that weve got elections up, i hope that their constituents will make sure theyre heard. And let me just play for you what Kevin Mccarthy said just 20 days ago. I dont think anybody is questioning the legitimacy of the president ial election. I think that is all over with. But Maggie Haberman is reporting that trump has been telling a number of people that hes in contact with that he expects he will be reinstated by august. What is your reaction to hearing that, that the former president continues to actively discuss overturning the election . You know, im an mma fighter.
