President biden expected to leave the White House for tulsa, oklahoma, and he will become the first president to visit the city. The tulsa Race Massacre. A white mob Killed Hundreds of black people, destroyed their neighborhood 100 years ago. And in just a few moments ill talk to a man whose greatgrandfather lost everything. Well break down a Brandnew Policy from the president , actions the White House says will build black wealth and narrow the racial wealth gap. Theres also some Breaking News in the Miami Area right now. A key piece of evidence dredged up from a canal nine miles from the scene where 23 people were shot in just six seconds. And hardball in texas. Greg abbott threatening to cut off lawmakers paychecks after state democrats blocked a vote on a restrictive Election Bill by walking off the job. This hour how those democrats are firing back and calling on lawmakers in washington to step in. But well start this hour with our Team Covering whats happening in tulsa, oklahoma. President biden expected to leave the White House here shortly pushing a Brandnew Policy to try and ease some of the lingering Pain Descendents of the community still feel. What else can you tell us about the visit and the new policy . Reporter the White House says theyre trying to take a few steps to narrow the racial wealth gap, homeowner and small business ownership. So a few of the steps theyre taking are initiative by the housing urban and Development Head to look at discrimination in the Home Appraisal Process and how they can address that. They will change the federal Contracting Program to try and shift more contracts to small and disadvantaged businesses. And then theyre going to roll back a Couple Trumpera Housing regulation that is were put in place that the administration says particularly disadvantaged people of color. Now advocates say that these are some good first steps but that the administration needs to go further. Theyre pushing for further action. And in particular the naacp said they want to see the Administration Address the Student Loan Crisis, that if you really want to address this racial wealth gap, you have to look at the Student Loan Crisis which they say particularly impacts black americans and students of color. So the administration, of course, acknowledges there is more that needs to be done on this front but saying at least for today these are steps they can begin taking, craig. Shannon, thank you. Stand by for me. Youve been in tulsa there for days now leading up to Todays President ial visit, the anniversary. Give us an idea what President Biden could see once he arrives there. Reporter thanks for having me, craig. When President Biden lands here in tulsa, a Community Rich in History And Pride that goes far beyond the massacre. Hell find a community thats divided on not just how to move forward but also understanding the truth of what really happened. I had a chance to speak with the reverends helping to try to bridge the Gap And Move forward. Lets take a listen. What were dealing with right now all across america and certainly within this congregation is that white people have to grapple with the long history of White Supremacy and the ways weve been perpetuating it in different ways in our lives. Whether we know it or not, consciously or unconsciously. Reporter talking about this racial reckoning, black folks have long known what happened and some kept quiet because of the trauma and others pushing the narrative forward. Many say its incumbent upon White Folks to reckon with the past. White folks were perpetrators and theyre dealing with the pains of that. Craig . Trymaine, President Biden, again, the first president to ever visit tulsa to talk about what happened there 100 years ago today, its kind of hard to believe if you think about it, the fact he will be the first, but give us an idea of what his visit is going to mean to that community. How important is this moment to folks who are there in tulsa . Reporter craig, this moment President Biden visiting tulsa means a lot. You have to underStand Up until the early 2000s, the Tulsa Massacre Wasnt even taught in Oklahoma History classes. They buried it, intentionally so, and local forces were complicit in burying that. When the descendents of those victims and survivors pushed to shine a light in the very dark places in this community and remember the dead and all the sacrifices they made and the efforts to rebuild this goes a long way in validating the claims but gives them a sense of pride they are finally being heard. The story, as terrible and bloody and violent as it was, its finally been heard, craig. Trymaine lee, thank you. Shannon pettypiece at the White House thank you. Were following two big developments in the Mass Shooting in miami. Authorities just releasing this new Surveillance Video of the suspected gunman getting out of an suv. Police also just found that vehicle submerged in a canal. In all, 23 people were shot when suspects opened fire early sunday morning. And two people were killed. Nbcs Sam Brock is in miamidade with what we know at this hour. Sam, Miami Police now are offering a 130,000 reward for the shooters. Take us through what we know so far with regards to the investigation and the gunmen. Reporter craig, it is now day three of the manhunt, and if investigators have any idea who the suspects are or where theyre heading, so far they have not disclosed that. The 130,000 reward youre describing is coming from a combination of local funds, the atf and all offered on sunday. If theres been any actionable information thats come over the last two days it hasnt been strong enough to arrest the suspects. The Surveillance Video, craig, you alluded to a second ago, shows the three men get out of the car and in a matter of six seconds run into the crowd, which is just over where my shoulder was in this parking lot, early sunday morning, fire and get back into their vehicle. That was enough time to shoot 23 people and kill two of them. They say there is a rivalry between groups. They dont call it a Textbook Gang Rivalry but it also had to do with music. The car, which was stolen two weeks before the shooting. Now a father here is addressing his trauma and what his daughter is going through after being shot in the back four times. Take a listen. The worst call of my life. Her body was actually on fire and she was thinking, is this the way its going to end . It was like seeing something out of a movie. Thats the words she used. Reporter there are not any planned updates from police, craig, but i expect to speak to the mayor the next 30 minutes to an hour and see what more information we get. In the last 24 hours there have been three more shootings in the Miami Area, one in South Beach in front of a highend institutional restaurant. So it doesnt seem like theres any corner that is immune from this kind of gun violence. Craig . Something you just said, officials believe this may have been connected to music . Reporter yes. There was a Rap Album Release concert. Thats how it was advertised, that took place saturday night, it started at 9 00. The shooting didnt happen until after midnight and they do believe there was Something Music related or online media related. Retaliation that led to what happened in the parking lot. The Police Director said whatever it is, its probably something menial that led to fatal consequences for families. That is the thing that has to stop. Morgan, let me start with you on the ground in the lone star state. The governor says Hell Call lawmakers back on a special session. What more do we know about that right now . Reporter Greg Abbott calling this a must pass emergency item, keeping the integrity of the elections intact. He is calling for a special session. We do not know when that will start. What they did over the week was essentially historic. They staged this walkout and stalled the legislation from being passed that session. Only the fourth time in history thats taken place. Theres no way they will deal with Senate Bill 7 as it deals with elections and what this bill entails, the four main points they say are Sticking Points are the fact that it limits voting hours particularly in one case on sunday from 1 00 p. M. To 9 00 p. M. Critics point out to the fact that would impact black and latino get out the vote efforts on sundays and make it difficult to cast the mail ballots because it would require a Drivers License or Social Security not only on the request for the Mailin Ballot but on the envelope as well. And then it would, they say, empower Poll Watchers because this would enable them to be even closer to where the votes are being counted. It eliminates the 24our Polling locations and Drivethrough Voting centers created as a result of covid19, but they were incredibly popular particularly in harris county, particularly a democratic county, where houston is located. Another key Sticking Point here that democrats point to is the fact that when it comes to the idea of fraudulent ballots this would give the power to call a new election if they found not that there were fraudulent ballots confirmed but if the number of ballots could have played a role in impacting an election. If they find that it could have done so and impacted the election would give them the green light to redo an election. No word on when the special will go into effect. Questions with both sides at an impasse. So it would seem, morgan chesky. Mr. Steele, let me turn to you. Again, we should note as we frequently do here, all of this coming despite the fact there continues to be Mo Proof of any widespread Voter Fraud in texas or anywhere else in the country. Back to what morgan laid out. How do you even find a reasonable explanation to justify cutting hours in which voters can cast a ballot . There is no reasonable justification. I know going back to my time as national chairman and even before that was something we always saw as an opportunity, an advantage, if you will, in some areas to have those hours available to get that vote turned out particularly in close elections. That time is significant. The point of saying that is to say this is all counter to where republicans have stood in the past. With respect to same day voting, with respect to absentee ballot voting, the hours at polls. We have used these tools, if you will, to perpetuate our vote. Voters turning against republicans. In order to stem that tide they think were just going to cut out sundays from 1 00 to 9 00. All right, fine. You dont think churches will figure out a way to organize their vote just the same . You dont stop the organization of the vote because you cut the hours. People will find a way if they want to vote. The goal is to discourage voting in black and brown neighborhoods in particular where republicans are losing a lot of ground. I sense the skepticism, and you just alluded to something especially down in georgia, i got the sense, and i dont know if you do as well, a lot of folks were galvanized by some of the suggested restrictions. You tell your 6yearold dont do that, thats the first thing they want to do. Thats the first thing they want to do, exactly. This is why its so stupid and it is so myopic and it is driven by Donald Trump and Kevin Mccarthy and Mitch Mcconnell and others who are out there perpetuating this narrative that somehow they will set the Voting Right in this country, meaning voters will vote the way they want them to. When you start restricting access to the ballot box, Youve Given Voters a reason to ask the question, why are you doing that . If they dont like the answer, we will deal with you in court. Those State Legislators in texas and elsewhere around the country, theres A Reckon That Go will come for the actions theyve taken now. In the meantime what youll see and i think this is already the case, voters continue to organize themselves to participate in the process because there must be a reason republicans dont want us to vote so lets vote. A message for washington on this. Theres a State Representative there tweeting State Lawmakers are holding the line. Federal lawmakers need to get their expletive together and pass the for the people act. He tagged President Biden. At what point does it become a bigger question, this question, this idea that congress needs to address whether its a vote on the people act, less sweeping, renewing the Voting Rights act as Senator Manchin is suggesting . Craig, this is already a bigger issue. This is the federal government needs to understand whats happening at the state level. 47 states have engaged in acts of Voter Supremacy through their legislative process, voter suppression, rather. And so the question becomes how do we respond, how do we begin to create standards and norms that voters can trust the voting process. This goes to federal offices. There is a federal interest here. Its not just were doing this because we can control state elections. You can but youre electing federal officials from the presidency to members of congress. To look up at the sky from the grave, i can only imagine laying in a trench dying, knowing youre going to die and just looking up. Its heartbreaking. It was a very emotional time. What can the state of oklahoma what should the state of oklahoma and or these united states of america, what should be done to make it right . Lets start with Number One, now we Cant Change that awful bill, Senate Bill Number One which was a law that separated the state by races. It is hot, yet that has not stopped the tourists from coming. We saw crowds pack the strip over memorial weekend, and that is expected to continue now that everything has reopened, as you mentioned, at 100 capacity. That also means that were going to have live shows, live concerts in vegas. They had one at midnight to celebrate the fact the rules this changed and we had to think about the conventions that came to Las Vegas. This was prepandemic. It will be interesting to see how they come back to vegas and how this starts bringing in the money and, of course, tourism. Everybody, most people, coming here to take off the mask and a lot of them happy with the rules changes. We spent some time at the pool where were staying. Crowded. Its crowded, music on, deejays out, people partying. You can tell its a big change. I say that because i was here in november. Now its opening up. Reporter we spoke to them a few hours ago. It was like 6 00 in the morning on the strip and people were already out. We were here reporting when the pandemic started and this was a ghost town. Theyre still working to vaccinate people. Almost everyone has decided to take off the mask inside and outside the casinos. Thank you for that. We just got some Breaking News in on the vaccine front. Moderna has filed for full Fda Approval of its Covid19 Vaccine for anyone 18 years and older. The vaccine was previously being administered under an Emergency Use authorization, youll recall. Im joined now by the codirector of the center for Vaccine Development at texas childrens hospital, the dean of The School at Baylor School of medicine. If it gets full approval, what does that mean for longterm use of the vaccine . It was expected this was going to happen. I think its important to keep in mind when the fda released the vaccine for Emergency Use, they work hard to approximate approval. The data was shortened in order to get the vaccine out to the public because at that time we were losing 3,000 american lives every day. So to prevent a catastrophic loss of life the vaccine was released at a sooner time point. There are some differences now that it has full approval, there will be additional its being done, at least the request, being done with additional safety data, additional data showing how effective it is. Potentially the full data on adolescents and all of that is extremely important. Also, factoring in inspections, that kind of thing. But from my standpoint, the major benefit is advocacy because a lot of the antivaccine groups are trying to make the claim that because it was released through Emergency Use authorization, not full approval, that its experimentation on people, and this kind of nonsense. And hopefully that will help put a lot of that to rest as well. Doctor, scientists are now saying the Covid Vaccine could provide protection against more severe respiratory viruses like sars. How does this Vaccine Work against other viruses . What do we know about the longterm protection that it offers . Well, certainly it looks like its very strong against a lot of the variants of concern that are coming in it to the united states and that are rising naturally in the u. S. We are concerned about the variants that first came out of brazil, south africa, and now, of course, india. Remember the dominant variant right now in the u. S. Is the u. K. Variant. The question is when we give a booster so that most americans will likely be eligible for a booster of this vaccine and the Pfizer Biontech Vaccine probably later in the year and next year, and the company is still making decisions whether the third dose is with the same vaccine or whether they should retailer it to make it more specific to the variants. And that may be it for a while. Theres still debate whether well need an annual vaccination. I personally dont think so but that will be really important to get that third immunization in any case. Why dont you think well need an annual vaccination . I think if you look at the way the variants are emerging, they seem to be going along similar motifs, not random mutations all over the place that would require a Brandnew Vaccine every year like we give for influenza. Because of that convergence theres a possibility with the third immunization we may be done at least for a period of a few years. I dont know that for certain, and the Pfizer Biontech Ceo has said that hes looking into combining Covid Vaccines with Influenza Vaccines for the possibility of an annual immunization. I personally dont think well have to go in that direction but well see. You wrote something in the Journal Of The American Medical Association on the need to get Vaccine Doses to other countries. Although were still looking to increase efforts here in the united states. Explain to folks why its so important to get the vaccines out of the united states. Were mostly vaccinating the northern hemisphere. The u. S. , canada, the u. K. , western europe, and were lagging behind globally. Aside from the humanitarian urgency to prevent the horrible tragedies were seeing in places like india and peru where the Death Count is rising dramatically if we do have a lot of international businesses, and its very hard to do business now with africa and latin america, the middle East And Southeast asia, so that our economy, while it starts to go up now over the summer, it will hit an early plateau unless we can vaccinate The World. This is the biggest problem right now that im seeing from the biden administration. Im not seeing a coherent framework how were going to vaccinate The World. Were Hearing Oneoff gestures of donating some of our stockpile or relaxing patents. But thats not really going to help us vaccinate The World provide roughly 6 Billion doses needed by the end of the year. I think that will be the next big step is to hear a coherent policy, foreign policy, for Vaccine Diplomacy and how the uz u. S. Will provide it. Dr. Hotez, thank you, as always. They face charges of conspiracy and breaching the capitol during the January 6th insurrection. And this comes as four more members were charged over the weekend in connection with the capitol riot. It brings the total number of Oath Keepers charged to 16. Its now the largest Conspiracy Case linked to the deadly insurrection. I want to bring in Scott Mcfarland who has been following the story very closely since January 6th. Scott, what just happened during that hearing in the last hour with the Oath Keepers and what we know about the four members who have been newly charged . Craig, good morning. We have new charges, new developments, really new indications this is the he epicenter of the investigation. They are from florida. They just faced a judge, entered not guilty pleas at their formal arraignment.
