I always feel bold close to me on Memorial Day. I know exactly where i need to be, right here. Honoring our fallen heroes. After the congressional Memorial Day recess, President Biden will be pressing congress on his legislative agenda including Voting Rights, Infrastructure And Police reform. Here is what Transportation Secretary Pete Buttigieg said about the infrastructure negotiations, yesterday. Between now and when congress comes back on june 7th, this is not going to be a break for these conversations, the conversation will continue. The president so often says, inaction is not an option. And we really are facing some serious time pressure. And we Look to that week following this Week Or Congress is going to be back in the state. Joining us now is shannon senior white House Correspondent for Nbc News digital. And shannon, what is the order, the sequential order of the Biden Legislative Agenda when congress comes back from recess . Well, here is what the timeline Looks like, as least as the White House visit. Theyre going to be having conversations this week back and forth between congressional staff, White House staff, their goal is by january 7th, as you heard from Secretary Buttigieg there, they want to have quote, a clear path forwards. So, some agreement, some path forward on a piece of legislation. The house has said that they want to act by august im sorry, by july 4th. And then the senate could pass something in august. That is on the infrastructure front. The White House democrats know that everything they want to might not be in that Infrastructure Bill. If they are able to get some bipartisan deal, it might be infrastructure light, it might Look like a big highways bill, not everything the president would like to see. Then there is the Reconciliation Pack that they can still do. They can do both. They can do infrastructure with republicans, and then their own Reconciliation Package. So, thats another track. And that is a long process, it is gonna mean keeping all of the democrats are united in order to get something through. But thats another piece of the agenda. There is also Police Reform that is on the front burner at this point. Theres been a lot of optimism on The Hill about being able to get something on Police Reform in the coming weeks. Probably not in the coming days, but in the coming weeks. So, that is another piece that could come together legislatively. All of these pieces can fall through, some of them could come together, or they can all lineup. And the president could leave august, congress could lead for their Summer Recess with a number of big legislative winds that the president can check off on his legislative agenda. And, where is Voting Rights in the Biden Legislative Agenda, especially after what we are seeing happen in texas overnight . You know, obviously it is something that the president said over and over and over again. Its so important to him, he called this texas bill, that democrats walked out on in the texas legislature, and assault on democracy. He obviously feels very strongly about this. There is only so much the White House can do on that front. Thats really at the congress. And that is not an area where there is any sort of bipartisan Coalesce Coalescence around that topic. There does not appear to be unlike reconciliation budget bill, you cant get that on 50 votes, you need to get ten democrats to come over in the senate. They dont have that right now. Mary tracey kumar, Shannon Paty piece said the Biden Legislative Agenda beginning juiced seventh, when congress returns from this current weeks recess, it seems like infrastructure is their number one. And i dont sense its hard to tell what they are pushing after. I think youre absolutely right. I think as you mentioned also because of your pointed to push on the Police Reform well, the most important piece of legislation now that you highlighted at The End of the day was this idea of for the people, lack forming electoral programs at the federal level so that you dont have a piecemeal approach that is happening at the State Level. But she is not wrong, there is cinema who dont want to go with the democrats on. Thats an appeal. Battle so, i think that right now, what biden the White House are going to try to do is theyre going to try to cut their losses and try to push Infrastructure Bill. But theres a huge distance between the republicans and democrats on this. Because would biden offered it was a 1. 2 trillion Dollar Infrastructure that included some reforms at the social level, and the republicans but theyre trying to do is say, we dont want any of. That we want to repurpose a lot of the 900 Million excuse, me 900 Billion already in the budget. And just give you a quarter of A Billion dollars for this and further infrastructure. But that doesnt meet the moment we are in, lawrence. What i mean by that is that what you saw, the first part of the budget that we saw, that the Family Plan we saw, emergency jobs plan. That was all trying to make sure that we were in a state of emergency. We were trying to create a patchwork of covid, now, this infrastructure is trying to create a state of recovery. Recognizing that we need to have continued impetus in our economy, otherwise were not going to get out of this roth we are in. Thats where the president is saying. Lets listen to what the president s republican Negotiating Partner in the senate, virginias governor, Shelley Moore kept us said yesterday about the Infrastructure Bill. I think we are building those blocks towards a really good and solid Infrastructure Package that has bipartisan support. So, we are responding to what the president has said. He told me on the phone at just the day before yesterday, lets get this done. And i think that means that he has his heart in this. We have had some back and forth with the staff that sort of pull back a little bit. But i think were smoothing out those edges. Jonathan alter, as you know, in all of these kinds of legislations, the thing that usually blows up is the pay for. How do you pay for it . So, far all we know from the republicans is that they are opposed to every pay for idea that Joe Biden has. And republicans havent really advanced any real pay for ideas. When i spoke to the president two weeks ago, at that point he said that they hadnt even discussed a pay for. Which i kind of understand because as you know that is the last thing, and its usually the thing that breaks it all apart when youre dealing with democrat and republican negotiations. Well, i think the first thing to understand, lawrence, is that it is not going to break all apart. There will be an Infrastructure Bill this summer. I think that there will actually be two bills, one that is bipartisan, mostly relating to physical infrastructure, roads, bridges. The republicans are now on the defensive. They are a party of fiscal, irresponsibility. Its a big change for them. They have no idea how to pay for. What the democrats want to raise taxes on the wealthy to pay for it. So, republicans, you know, theyre gonna be in a position where they need a bill and they need something to take back to their constituents beyond, you know, mr. Potato head. And there are cultural pundit issues. Other culture issues. They have to bring home some bacon. So, they have some real interest in doing what trump could not get done in all of those infrastructure weeks. And actually having a roads and bridges book. Thats only a small portion of the infrastructure that biden and the democrats want. They want a lot of what you would recall human infrastructure, extending the child tax credit. A series of really important measures to strengthen the social safety net. Which is a form of infrastructure. That will likely go through with 51 votes, reconciliation. But the big news, the good news, is that this is happening. One way or a another, because the democrats have reconciliation, which they can use for any kind of infrastructure. They will get this. They might have to cut the numbers a little bit, at least Joe Manchin, but there will be major legislation coming this summer. And i would argue, you know, The American people are going to appreciate and that may well helped the democrats next year. Well, lets listen to what Senator Christian Gillibrand said about this. I think waiting any longer for republicans to do the right thing is a misstep. I would go forward, i would offer President Biden has a huge full agenda of so much he wants to do for the economy and The American people. Democrats should respond and a vote together, now through reconciliation. And then move on to the rest of the bipartisan agenda. More mary tracey, that is kind of the way the democrats always used to operate in the senate, when they were in power. And that is to publicly strategize about how to get this done at variance to some degree with the president. This is exactly what struck schumer and President Biden have been hoping to limit. And im not saying, Senator Gillibrand did anything wrong at all, but what they dont want is a bunch of voices, democrats in the senate saying, heres the strategy should be using. Here is what you should do. And build some kind of impatience around Joe Bidens approach to this. Well, i think you nailed it. With this particular White House has been extremely disappointing in their messaging, both leaders happening on the White House and what has been happening on the senate side. So, to have this conversation publicly, makes for a bit of an comfort because there is movement. You heard the senator from West Virginia because hey, were going to have something. Is it perfect with what the democrats want . Probably not. But it doesnt matter because at The End of the day, in the reconciliation process, that we mentioned earlier, if it is a 51 vote, and its the democrats, and all of a sudden the republicans in the different states receive the benefits. The republicans are gonna take credit for it anyway. And that may be what senator is trying to flag. But youre gonna give the republicans only, neat and at The End of the day the real hard work, The One that talks about the human infrastructure, that investment that is going to come from the democrats. Republicans are gonna wash away you taking credit even though they voted against. It jonathan, it seems to me that President Biden wants to move on infrastructure first, get as much as he possibly can if anything in a bipartisan form. And, all of these exercises, seem to have the subtext, and sometimes the overt context of a lesson that to Joe Manchin. About the senate closure rule, and how we cannot continue to live with it. And so, it seems like the president is trying to do everything in the kind of order that Joe Manchin wants you to, so that at some points, he could turn him and say, on Voting Rights for example, joe, the 60 Vote Threshold for this means we will never be able to get it done. We have got to change that threshold for this. I think that is exactly what is going on right now. A lot of this is an effort to, essentially, say to Joe Manchin, Look, were gonna go as far down the road with you as we can. We are going to do it your way as long as we can. But we have to recognize that this party is republican, and it does not want to play by the old rules where they come together in the national interest. And i was talking to a senior democratic senator this past week, and he said a reckoning is coming on the filibuster. And manchin, you know, i think he was really taken aback by the fact that they used the filibuster to stop and investigation of the insurrection on one six. That commission, which was so much in The American tradition, what we did after pearl harbor, after the canadas anniston asian, after 9 11. And the fact that was a shock to Joe Manchin. You can hear in his comments, he was really disturbed by that. So, even though it Looks like his feet are set in concrete. On the Voting Rights legislation, and by the way he has his own bill, which is probably unconstitutional, but thats a whole other question. There is room for compromise with mansions bill. And if it is his bill that is facing this republican filibuster, this republican roadblock, maybe then he will really get the message. And biden is barely skillful at giving members of his own party, and the other party, sometime. Let them legislate, they are atrophied in legislate, they arent there to legislate. So, he wants to make them feel that they have been given their due. And that is what is going on right now. How it will end on Voting Rights, im not very optimistic, on that run. Immigration reform, or things that cannot be done through reconciliation. You have a republican party that is going into an obstructionist vote. It is a cult of personality party. Com commitment late Last Night, democrats in texas block republican legislation with some of the most rigid and sweeping voting restrictions in the country. Because the Texas Red Legislatures controlled by republicans, democrats and representatives walked out Last Night before a Midnight Voting Deadline which denied republicans that quorum needed to vote on the legislation. Heres the republican speaker of the Texas House Last Night. A quorum is apparently not present. Its distinct. The Legislation Democrats locked last Night Senate Bill seven would add new restrictions on absentee voting, give more authority to partisan poll watchers, ban early voting on Sunday Morning switches when many black churches encourages souls to the polls after Sunday Morning services. The bill would also reduce evidence requirements for overturning an election, Ban Drivethrough Voting and Ban 24hour Voting which was used for the first time in 2020 in harris county. Home to a growing number of democratic voters. The republican governor of texas who is up for reelection next year, has said he will call a Special Session to get the bill passed. Joining us now is ali batali. What is the next move for texas republicans . Well whats been fascinating lawrence is the way republicans and democrats and you mentioned theyre gonna call a Special Session in thats cause its one of his law top legislative priorities. We dont know when exactly the Special Session is going to be but in the meantime he said is going to veto one of the articles in the village it that the legislature passed specifically saying no pay for those who abandoned their responsibilities. Democrats in the meantime have really been focused singularly making sure people know why the bill is so dangerous and why they walked out on the House Floor Last Night so that the bill could not be voted on. Theyre focusing on things that you mentioned. The Legislation Democrats blocked no early voting Senate Bill 7 would add new on Sunday Mornings which would directly impact souls to the polls which traditionally encouraged through also taking aim for the language in this bill which would make it easier to overturn an election by raising the specter of fraud and lowering the bar for evidence there so democrats read earlier today talked about how this is not business as usual as democrats see it. I think our democracy is at a tipping point. We just talked about here is overturning elections and stopping certain americans from voting. Thats how you lose your democracy were. Having a very sanitized conversation about this pretending that is the kind of thing that the push and pull. This is not usual. This is not normal. Democrats want to make the point here, lawrence, they say this is normal but the reality is this kind of legislation is being normalized by republican lawmakers across the states. Florida and georgia have actually gotten a lot of coverage on this but other states that we spent a lot of time talking about during our Election Coverage in 2020 or else moving mills that are similarly restrictive in sweeping places like michigan, pennsylvania, arizona. All of those places are now trying to Look at what worked for democrats in 2020 and now trying to target and restrict that. A lot of this has to be mentioned it steeped in the nationalization of politics when it comes to how former President Trump lied outright about what was happening on the ground alleging fraud that did not exist and now republicans in legislatures across the country are saying we need to shore up an Election System that was secure in 2020 but theyre continuing to lay the seeds of doubt about. Its a sweeping piece of legislation from the getgo is being on the Elections Committee we were silenced, especially with the Democrat Women on the committee and witnesses were silenced. Youre right and this article, by demonstrating craven loyalty to Donald Trump despite his lies about the 2020 election, the republican party is no longer simply playing for the base. By questioning the very integrity of americas electoral system, it now represents an open threat to the u. S. Constitutional order. And so you are making the point that this is a much larger thing then just trying to please donald Trump And Trump followers. Lawrence, this may be the period that will Look back not very far from dallas. Its a period when our system of democratic elections was broken. And i mean that literally. If enough people dont believe that It Works, you can have some 74 of republicans that exist that biden is not a legitimate president. If you have enough people believing that if the courts and who knows about this supreme court. If the courts let these abhorrent State Laws stand, then we dont have a democratic system of elections. That we dont really have a democracy. You know, lawrence you know this perfectly well. The laws are not self implicating. People have to obey them, respect them, and implement them. If you have enough people and we apparently had enough in 2020 and now still moving on, dont believe it who denigrated then we dont have a democracy and thats where im worried about. Were setting horrible precedents. It seems that the most troubling aspect of these bills is what happens after people vote. Yes, they are trying to put hurdles in front of specific Voting Groups who they think they know how to block like block souls to the polls on Sunday Morning. We know what theyre doing there but many of these bills contain provisions that basically make it relatively easy to overturn the results of an election that you dont like. Thats the case in the Georgia Legislation and thats whats going on in this texas legislation. Well thats the danger. There passing laws and theyre not very hard to understand. There are basic with their aiming out and theyre going at the states in the coordinated way under passing laws that blatantly are stacked against blacks voting. Weve been seeing this for a long time and the republicans have been talking about Voting Fraud and all that and not trump who really doesnt care. He doesnt care about the implications of what he does. He doesnt care if he wrecked an Election System. He doesnt care for whole race gets discriminated against. And you know, the 2020 election was a lot closer than people say. He said biden did very well and the popular vote but as the world knows by now, i hope, thats not much counting at The End its the electoral vote. And that was much more narrow. It was narrower than it was in 2016. So its not a sure thing that these kinds of actions wont overturn the results of an election. Doctor, how do you rate where america stands in dealing with this pandemic as we begin the Summer Season where people are hoping to resume normal summer activities . Yeah, lawrence, overall we are mentally getting safer, as Doctor Fauci mentioned. You are reading these great numbers overall over 60 and the precaution here is that underlying that are two trends, interstate difference, there are states that are farther behind, state such as louisiana, mississippi. Youre seeing 30 to 40 of the population with one dose. And then you are seeing intra State Differences where youre seeing some part of states like massachusetts for example with high rates of vaccination. You may see in western Massachusetts Community that have lower rates of vaccination. And youre seeing trends where it might be communities that are having a harder time getting time off work to get vaccinated. Right . And thats work that we need to do to ensure to remove those barriers. And those communities elsewhere in the country where, potentially, covid was not considered to be a threat. And why would you pick a vaccine now when it was not considered a threat in the past. Thats where education, engagement, importance to the vaccine is important, not just for individuals but the entire community will be safer and is still necessary for people to get. Going forward, will the recommendations for what vaccinated people can do be changing in any significant way . Currently, i think the cdc recommendations are already great for future vaccinated, you can travel. You can, you, know gather in groups. You dont have to wear masks. I think that the things that might affect whether or not those Recommendations Change is, as you again heard Doctor Fauci say, won, the Weight Rate of our own vaccinations in this country in the appearance of new variants. You mentioned the uk situation, and that is the interesting one because there are about on par with us in terms of vaccination. They are seeing their cases go up again. And it is driven by this new variant that is more transmissible, but they may also jury decrease the effectiveness, at least ten people who have just gotten their one dose. And that is why the speed of vaccination here for us in the u. S. Is going to be important, as much as the coverage is because we have always been about a week or two behind the uk, as you know, when these new variants appear. President biden has set another deadline that it probably was not part of their original plan to set. And that is this new 90day Deadline for an investigation of the origins of covid19 and might it have been from a Laboratory Leak in china. What does it matter to us at this stage in terms of fighting this vaccine . How it is the Origin Matter now that we have vaccines that work against it . Well, you made a very important point. Immediately in this fight, today, the important thing is that we get vaccines everywhere, where its possible get the vaccine. And thats where the big fight is for all of us to return to normalcy. You know, the tough part here for me with the vaccine, the conversation about the origins is how crowded this has become in politics. A question of could it have been a leak from the laboratory . Chances are that it was natural origin. However, it should be investigated. The thing that clouds it a little bit is that it is clouded by domestic policies here in the u. S. And also clouded by geopolitics on the international scene, between the u. S. And china, w. H. O. And as a scientist, as a physician, the question is, you, know how do we get that best science leave the politics behind. Its a very tough situation right now when there is such other bigger Geo Politics that are involved. In terms of vaccine availability, now, in the country, have we reached that point where it is you could describe it as being so easy to get that all you are up against now is people either having Difficulty Scheduling because of Work Or Hesitancy . Thats right. Availability here in the u. S. Is going to be very high, to the point where the Kaiser Family Foundation actually said that in their report, by The End of this year, the u. S. Having vaccinated after vaccinating everybody over the age of five will still have about One Billion doses in surplus, and so its really as you said, lawrence, it is not availability. It is accessibility. And peoples actual ability to want to get the vaccine. And that is why i think, that recognizing it and doing education around the fact that this is how we get to the other side and this is how we return to normal, this summer, its gonna be so important for all of us. I will never get tired of hearing that people have made the choice to be vaccinated. And moreover, whatever my voice could be the beacon of that change. I am so happy, im thankful for matthew in his mom for coming out today. And of course i was so thrilled to come all the way to virginia to make sure that it happened. Matthew, how do you feel . I feel good, sir. So, kidsy obviously chase you down in the theater after the Town Hall. I was and you and i were out on the sidewalk afterwards and in our final exchange you told me that you dont like needles. And i used to not like needles either but i told you that i didnt even feel it when i got my moderna injection. And i know there was no reason for you to believe me. So, how did it feel for you when you dont like needles, but you got a needle today. How did that feel . It felt good. I felt the same thing i dont feel anything at all. It was over and done with before even knew it. Yes, that was my experience with it. And, doctor what did you experience in getting the Vaccine Today . A it was very easy for me. I did not feel the needle at all. They want by very quickly. So, doctor, i have a question for you about Doctor Core Bit. You are a doctor of Educational Psychology. I was listening to some of the conspiracy theories, and just not really foreshore the effectiveness of the vaccine. So after i got more information, i became more educated, and dr. Coren bit really inspired me to get the vaccine. Now, you just listened to Doctor Core Bit on the Town Hall and then today at walgreens, thats the first time youve had a chance to talk to her beyond what you had learned at the Town Hall. Isnt that right . That is correct. Yeah. And so, when you say Doctor Curb it was the key to convincing you, to get this vaccine . She yes. She was the key because she was the key to convince My Son to get it. So it was like a snowball effect. She convinced My Son to get it, and then it snowballed to me to meet so i could get. It kizzmekia, what have you learned about have you learned anything new about reluctance in talking to matthew and his mother . You know, lawrence, one of the things that i found in the last i could say six months as i talk to people all over the country, mostly virtually around their reluctance or fears of the vaccine. But they really do need that person that is going to chase you down after a Town Hall, to make sure that your questions are answered and that is what i feel like my purpose is with matthew and his mother, and beyond, actually. It is very important for us to make sure again and again that we listen to people and that we leave no question unanswered regarding their questions around the vaccine. Matthew, when you went home from the Town Hall, what did you tell your mother about it . How did the two of you discuss this . Oh, we talked about how my experience was going to the Town Hall. I got a lot of information about the vaccine. And it kind of pushed me over The Ends of saying, yes, im going to go ahead and do it. And, dr. , was there anything in particular that matthew said that drew you closer to this decision . As we discussed what happened at the Town Hall and the information that he gathered from attending the Town Hall, we talked about how we like to travel. And that one of my motivating factors and getting the vaccine was that i loved to travel. And it became very evident to me than in order to travel. It was almost mandated for us to get the vaccine. So that was a motivating factor thats how we came to the decision. And i shared with matthew that if hed get the vaccine, not get it. We do it as a pair. How easy or difficult was it to find an appointment to get the vaccine . The appointments was very easy. It came down to our local pharmacy, i gave my information, and they were able to give me it was very easy. And kizzmekia, how much of a difference as a make in your experience the degree of difficulty in making the appointment . It makes so much of a difference. You know, i am from rural North Carolina so i understand what accessibility to get vaccinated Looks like. And it is so helpful that there are about 20,000 pharmacies around the country that are now taking walkin appointments. People can Look up their local pharmacies on vaccines. Gov, and, you know, about 90 of people in this country live within five miles of their local pharmacy to get the vaccine. And so, as accessibility becomes easier, we hope to get more people vaccinated. Matthew, six weeks from now, you are free to travel and safely, four weeks from now youll get your second shot, two weeks after that you are considered fully vaccinated. Where do you want to go if you can travel in six weeks . Actually, already have a trip planned. Im planning to go to jamaica. Oh, and dr. Coren bit, i think you have a Family Relationship with jamaica. I do. My brother in law is from jamaica. So, i am very excited that matthew is going to be able to experience jamaica. And i have told him that mangling To Hop in his suitcase. Because i need a break. [laughs] cosmic orbit as part of your life now. So matthew yes sir. Matthew, would you want to say to kizzmekia today, she has worked years and years to develop this vaccine. She has worked very hard more than over time when covid19 hit, figuring out exactly how to build a vaccine. When you got today, the Moderna Vaccine. Would you want to say to her about the work she has done . I want to say, thank you. You know, we very much appreciate it. And all the efforts, your theyre definitely paying off. Thank you for being vaccinated. Thats really it, i could have made a vaccine if No One took, it would matter. So, at this point it is the duty its on the people being vaccinated. So, thank you. Kizzmekia, what would you like to ask Matthew And Joan at this point in their experience . You know, i just want to, in the same way that you got your information, and you translated that to your mom, i just want to make sure that if people ask you questions about the vaccine, that you are transparent and that you are honest. And that you remind people of all the information that youve got that day in the Town Hall. So, that we can keep this snowballing Effect Rolling and get people vaccinated in the same way. Com commitment donald our special memorial Day Edition of The Last Word. Democrats in texas have blocked a republican bill to restrict Voting Rights. Late Last Night, democrats in the Texas House representatives blocked republican legislation which the New York Times describes as a Farreaching Election Law that would install some of the most rigid voting restrictions in the Country And Cement the state as one of the hardest in which to cast a ballot. Democrats in the Texas House of representatives walked out before a Midnight Voting Deadline which denied republicans the quorum that they needed to vote on the legislation. The republican governor of texas, greg abbott, who is up for reelection next year, has said he will call a Special Session to get the bill passed. The Legislation Democrats blocked Senate Bill 7 would add new restrictions on absentee voting, give more authority to partisan poll watchers, ban early voting on Sunday Mornings, which is when many black churches encourage souls to the polls immediately after Sunday Morning services. The bill would also reduce evidence requirements for overturning an election, Ban Drivethrough Voting, and Ban 24hour Voting which was used for the first time in 2020. In harris county, home to a growing number of democratic voters, after texas democrats blocked the bill, they spoke in front of a Baptist Church in austin because one of the last Minute Republican additions to the bill was to allow early voting on sundays only from 1pm to 9pm. Democratic Texas State congresswoman Jessica Gonzalez who is also the Vice Chair of the Texas House Elections Committee said this. When this bill came to the floor, we thought that we were going to be able to have a serious conversation, a real conversation. Because this bill affects every single person in the state of texas including republicans. And we were told time and time again by the Secretary Of State that our elections were safe and secure and so really this is just a Witch Hunt. Its a Witch Hunt that is aimed at people of color. We are going back centuries. Leading off our discussion this hour democratic State Representative Jessica Gonzalez whose district includes parts of dallas. Thank you very much for joining us tonight after your late night Last Night. When did you make this decision to walk out and deny a quorum . Well you know these discussions began you know throughout the day, even, you know, a couple days before we knew this this bill was going to get to the floor. It was it was unclear when it would actually get to the floor but republicans chose to put it on the 139th day of the 140th and so it was on the deadline. And so again it was trying to be shoved through or you know shoved down our throats again and so ultimately we came came together and we all decided to to walk out. And what can you do if there is a Special Session that the governor calls. What tools will you have in your toolbox for that . Well i mean you know thats always the Governors Decision of course. How soon you know he will call us in for a special and it will be his decision ultimately you know. Our hope is that you know we can have a serious conversation about it you know their second round second go around but you know again, you know the tools that we have in our toolbox. You know, our procedural maneuvers such as point of orders trying to kill it on one of those. Another option is you know trying to run out the clock. You know, meaning like, you know, yesterday we could have run out the clock on the bill and once its past midnight the bill dies. You know ultimately we hope that it doesnt resort to having to break quorum again and that we can have a serious conversation so we can pass real Elections Reform that is common sense and that will make it easier for people to vote. I want to focus on the provisions in the bill that take effect after people have voted. Clearly theres a collection of restrictive measures in there that are clearly designed to prevent democrats from voting, make it more difficult for democrats to vote. But after the vote, this bill now says that theres a much lower standard of proof for any case brought about any kind of election fraud. Yes i mean they added some provisions in the final version of it that that would give that would expand the venue for these types of cases to be litigated, right . And so our Court System is already, is already clogged up especially after the pandemic. You know, our civil courts are backed up on jury trials. And it gives a provision, that theres a provision in there that expedites these types of cases and so you know thats a very slippery slope, you know, for us to take because within the bill itself, there are certain things that people can accidentallyif you make it, if you accidentally fill something out or dont mark something correctly and that could potentially open up for an investigation. And so it seems like there is a due Process Issue there as you know, arrest you first and then investigate later. So there is a potential for many people to be caught and possibly be criminalized for innocent behavior. Theres also a provision apparently that says you can overturn an election in court without proving that the number of votes that are being contested would actually even affect the outcome of the election. Yes and so you know so this Sleeping Bill right again it was shoved down our throat with limited Discussion And Input from democrats from the getgo. You know despite 22 hours of testimony from the public at the 11th Hour, you know they stripped out agreed upon amendments and added new provisions like this one. And this was a provision that was in neither version, either the City Version or the house version. And so this is completely new language that, you know, was i believe was given to the conferees that night like at midnight. And so we did not have an opportunity to even have a public hearing on it in committee and so its really going around the process but that really shows the intent. By them adding that provision, it basically allows you to overturn an election without even having to prove evidence of fraud and so again that shows their clear intent behind what theyre trying to accomplish and its all based around the Big Lie. Democratic texas State Representative Jessica Gonzalez thank you very much for joining us tonight, really appreciate it. Thank you for having me. Thank you. And joining our discussion now, latasha brown, cofounder of the black Voters Matter Fund and maria theresa kumar, present ceo of Voto Latino and an msnbc contributor. And latasha, here we see it again, they managed to come up with this last Minute Maneuver that at least delayed when this bill might become a law and were not sure now whether it will. You know were notyou know i do want to commend the democrats and texas for having the courage and the fortitude to Stand Up for democracy. The Bottom Line is that the republicans are going through extraordinary measures to do everything they can to actually attack Voting Rights in this country and what we need is we have to have a response that is equally based on how extraordinary it is. And so i think with the democrats stepping out Last Night is to let let folks know how serious we are right now, how serious this is an issue of undermining democracy. We have to move forward and i think that the u. S senate even the democrats in the senate can take a lesson of what were seeing happening in texas right now. Lets listen to democratic texas State Representative Nicole Collier Last Night. Weve used all the tools in our toolbox to fight this Bill And Tonight we pulled up that last one. Now listen, we may have won the War Tonight but the battle is not over. Theresa, the irony of this is these laws are being passed around the country in State Legislatures where theres no Filibuster Provision for, you know, democratic senators in some of these states to block these kinds of bills so they can pass in a purely partisan way. And yet, there is a Senate Rule in washington that will prevent the democrats from passing their top priority on Voting Rights. And its a democratic senator, Joe Manchin, whos preserving that ability of the united States Senate to be blocked by a minority, an ability that doesnt exist in the places where most of these bills are being passed. Youre absolutely right lawrence. Whats happening in texas, whats happening in georgia, what happened in arizona, with the fraudit that they did making the Voting Booth now not accessible is a pattern of the republican party because what happened was they didnt like the results. All these three states that just passed these legislations, pennsylvania included, they have had certified elections that were verified and they were above board. In a place like texas, they verified their election saying there was zero fraud in their Election System and texas has the most restrictive Voting Rights on the books. Its the most restrictive laws by far. But what were seeing in the states like arizona, in pennsylvania, georgia and texas, they all have one thing in common and its a booming young latino population thats coming of age and eclipsing even older latinos for the very first time. To give you an idea, lawrence, in texas youre going to have 250 000 new eligible young latino voters by 2022. So what theyre trying to do is stack the deck. And what Joe Manchin needs to understand and what Kristen Sinema needs to understand is that our democracy is incredibly threatened because theyre trying to change the rules because they dont like that in a Multicultural America is rising and its disproportionately young and they want a Progressive America that embraces them. So Joe Manchin needs to recognize that if his own colleagues do not want to investigate what happened on January 6 which was an insurrection against our democracy that put his own life and that of his staff on the line, they filibustered that into the darkness of the night, what is going to prevent them for wanting to do the exact same thing . This morning on Morning Joe the fact that texas is dead last according to the university of illinois, northern university of iowa. We know this where effect, now this Vote Restriction . Its because they see on the horizon a rise of voters. And they dont like the fact that they were going to lose if they do not play by the rules. And that is where dimension really needs to recognize that we need to get that filibuster its adamantly important, who the wiser democracy does not slowly, but overnight. Lets listen to whats bet or rural said on the Morning Show about what happened in texas Last Night. Democrats in texas did a lot. They stopped one of the worst Voter Proof when you Look were trying to pass in texas with would passed in georgia, florida, iowa, montana, whats pending in more than 40 other State Legislatures, you see that we have the biggest attack on american democracy in our lifetimes. Latasha, your reaction to what better orourke just said. Hes absolutely right. We have to really recognize this isnt just individual states. This is a converted coordinating effort literally to undermine democracy particularly those states so were seeing communities of color and were just hearing young voters that have made the difference in terms of the outcome. And so we want to really attack this from our local level to State Level but we need sleeping legislation. The good news is that we have an opportunity right now. We have four the people act and we have the John Lewis Voter advancement act. Both of those acts right now, given with their past in the senate, will actually provide the kind of federal protection that we need. And so weve got to put president , we got put pressure on democratic senators, weve got to put pressureyou know the unfortunate thing about this is this is not a partisan issue. You know, we should not allow the Republichaving Access to the ballot is a democracy issue. We have to really move it beyond democracy being propaganda and it being a Core Value in this country. Deterring Aggression Area to conduct a criminal vindication of dominance businesses all eyes are on Allan Weissenberg began as the accountant for Donald Trumps father and was eventually given the exulted title of Chief Financial Officer of the trump businesses. Yesterday, Allen Weisselbergs former daughter in law, jennifer weisselberg, said this about her former father in law and the Family Business he works for. They changed dramatically when they came into power with the presidency. It really went to their heads. They were extremely enabled and had no accountability. So weisselberg does lie and he has perdram self with the president ial inaugural committee and most deaths depositions. It Looks like he was trying to avoid the inevitable but now that theres a personal problem on him, and they are really going Hard On im with barbara. He is going to flip. Joining us now is that barbara, Barbara Mcquade and former u. S. Attorney in michigan, and Law Professor at the university of michigan law school. Also with us, paul butler, former federal prosecutor and Law Professor at georgetown university. Both are msnbc real analysts. And barbara let me begin with you and the focus on Allen Weisselberg which makes perfect sense. And what this might lead to in this investigation. Well alan Allen Weisselberg is someone who has been an insider in the Trump Organization for many years as the cfo. As such, he is intimately familiar with their financial practices of somebody like him could be extremely valuable as a cooperator in an investigation for the organization as well as individuals within it. Although a case like this involving financial Proprietor Ease is largely based on documents, which is a documents dont lie. Documents dont forget. Its still very useful to have a Human Being who was there who can explain to a jury what was happening to Connect The Dots and serve as a narrator. So, i imagine that if there is any criminal exposure for Allen Weisselberg, the prosecutors will try to leverage that into persuading him to cooperate and be a witness. Paul butler, as this as our view of this investigation develops, and we are developing our view through some leaks and people like a little established food for the killing us with they think. What is your opinion of the trump legal defense, and the weight sees its case developing . That is a great question, lawrence. This is bank fraud, tax fraud, insurance fraud. Margaret is absolutely right, those facts are usually proven on paper with documents. Thats a good thing for the prosecutors because the businesses are people like michael paul win, and the daughterinlaw who might have access might not be the most credible. So, the documents are going to be at the forefront of the case. Also important for the defense, a lawrence, because were Looking at fraud. There is a thin line between going right up to the points of legal and then committing a crime. And so, what example is, allegedly, its doable utilization conflated its values, and deflated for others. That could be legal, different properties can have different values depending on the situation. So, a lot of the defenses going to be the lawyers that the accountant said we could do it. Barbara, consider for a moment that the prosecution and the investigation does not get Allen Weisselbergs cooperation. Is there a possibility that you could end up with a case in which Allen Weisselberg and Donald Trump are both defendants . Yes, absolutely. Id imagine that if Allen Weisselberg is found to have had crimes that could be charged against him, then at some Point Prosecutors Investigators would go to him and say, you can either be a witness or you can be a defendant. And that is his choice, if he chooses not to cooperate it could be charged with a crime along with Donald Trump. And although he may be helpful, we just dont know enough about all of the other evidence to know if he is necessary. We know that Michael Cohen from his own mouth has been cooperating for many months and has shared a lot of information already. So, it may be a necessary to flip Allen Weisselberg. Though i would think that when youve got someone like a Michael Cohen. Its useful to have corroboration not only with documents, but are other witnesses who can back each other up by saying the same thing. So, i would think that he is someone a value. But it is quite possible you could see him there is a defendant stable right along with Donald Trump. Paul butler, what are you Looking for as possible developments next given the Grand Jury see secrecy might just shut out from this process completely . It probably will, so, we are not likely to have a Day Today or even a week to week about what is going on. Id imagine that prosecutors are presenting Literally Hundreds Of Thousands of pages of documents to the Grand Jury. Thats why they special Grand Jury, because its a case that has a long narrative. And prosecutors want to tell a coherent story. In addition to the legal defense, though. We know that President Trump is trying to attack the investigators, attack prosecutors. So, weve already seen him do that with both sides. Letitia james, claiming that their democrats were angry and out to get them. Well, i think that we may continue to get dribs and drabs out of what is happening at the grandeur reinvestigation. But that often comes from witnesses who have some sort of self interested motive in sharing information. Sei think we need to be patient until charges are ultimately filed or an announcement is made that the Grand Jury has concluded its business without the return of charges. But it does seem that convening a Grand Jury is a significant step in this investigation. Because we know that ty vance is had those documents now for sometime. The tax records. And if after their analysis they did not see that there was any evidence of a crime there, they wouldve shut it down without convening in this Grand Jury. The fact that they have gathered together citizens to present evidence and go through this burden, says to me that the likelihood of charges has gone up substantially since last week. Look at what happened with russia and solar winds. Im sure that President Biden will bring that up. We need to figure out some kind of mutual deterrence with cyber terrorism. That is just a gigantic threat. So and then in some ways the issue that came to the forefront in the Obama Administration was ukraine. Russia is illegal Annexation Of Crimea was one of the gross cyst violations of sovereignty since World War ii. That is still going on, just a few weeks ago there was 100,000 troops on the ukrainian border. That is something else that biden will bring up. And he wants to lower the temperature on that and all of these other areas as well. So, in lowering the temperature, does that mean diplomatically that you might not bring up every single thing on your Agreements List . I mean for example, do you update it with the diversion of that ryan Air Flight on belarus . I think you do. I think biden will bring it all up, and the anecdote that you told, lawrence, about that kind of recognition between biden and putin. Putin is a big boy, he knows these things are going to come up. He is going to bring up their version of these things where they have grievances. I mean, the russians are a great believers in what diplomats call reciprocity, which is a fancy way of saying i four and i, two for two. Believe me, when President Biden brings a belarus, you know, putin is going to bring up some grievance that he has about what the u. S. Has done. That is diplomacy. And they will be grownups in the room on our side for the first time in five years. And they will work it out. And for putin this is going to be reverting to having to deal with someone who actually functions as president of the united states. Which he was relieved from having to do for four years. Yes. I mean, lawrence, have you youve talked about this multiple times, we have no idea what transpired between Trump And Putin over the last four years. Notes were not published. I for one could discuss all 17 books beginning with what i thought was your masterwork, the mezzanine, the very first book. But there are so many candidates for your masterwork, including this latest one. Baseless. Because reading it during the pandemic i think was a completely different experience for me than it would have been without the pandemic. I couldve felt like i was reading a history of something weird and not that old but old enough to have nothing to do with my daily life now. But what you discovered in that book is that laboratories have been working with and playing around with vaccines for and terrible Process Pieces in the past. And the notion that things have escaped from laboratories involuntarily is something that we have seen before. And then, brings us up to last summer, and last winter, where you started contemplating the Lab Leak Theory. Just as others were. And now the President Hat once investigated. How have have you seen this discussion evolve on the Lab Leak Theory in the last few months . It was a fascinating process to write a book that was really about things going wrong in american laboratories. Scientists who were trying to weaponize various diseases a long long time ago back when the united states had a very active biological weapons program. And to try to tell that story and then to be involved in this situation where anybody who raised the possibility that something couldve gone wrong in a laboratory in a Tuesday Afternoon somewhere maybe in china, maybe in wuhan, was a conspiracy theorist. It just was a complete kind of Cognitive Dissonance for me and having Looked at the history of Laboratory Experiments with very risky diseases. And seeing that scientists get sick of the diseases they are studying, and then to see people saying that you couldnt possibly even raise this idea without becoming some kind of a crazy Lackey Trumper who has, you know, spreading vic fake news. It was a very weird, weird year. So, your Tenure Quest to find out exactly what we were doing with Germ Warfare research and possibly even using it in the Korean War ends, i think, in what a courtroom would call kind of a hung jury. It ends without the absolute conclusive proof we beyond reasonable doubt. That proof, by the way, as you find out the book, maybe being blocked. The freedom of Information Act may not be able to get us to the documents they tell us that truth. So, we have a government that is holding back documents, holding them back against you and your research on its own history of labs, of this sort, during research for good and for bad. And im wondering if we could get ten years out from now and you could be on this case for ten years, and others and scientists and Intelligence Agencies could be on this case for the next ten years, and not be able to tell us, ten years from now, was it a Lab Accident . Was it a naturally of all of vaccine . Virus . Of course, i would hope that we would know. Because there is a terrible funky, messi feeling when a terrible disaster happens, and you dont know why. So, everybody would like to know how this disease arose, and i think that there is a lot that can be found out, even if the chinese government is understandably very sensitive about any sort of scrutiny of their high containment laboratories. Even so, there is a lot that we can Look at around the edges. That is when i found with my own research, with long ago diseases, which is a weapons program. Even though you might not have a central document, you have scientists and correspondence that can tell you a lot of things and give you a lot to think about. So, i absolutely think that people know more if the biden administration really takes seriously the idea of an investigation, they dont have to press china. They dont have to wait till trying to responds. They can simply start Looking at the correspondence between, american funding agencies like the national institutes of health, the Defense Threat Reduction agency of the department of defense, the u. S. Aid. All of these agencies gave money to chinese scientists to study bad diseases, human diseases, the interplay between the two of them. So, we can simply just read that Correspondence And Move forward. There is no need to threaten the chinese with sanctions or anything like that or you just Look at what the grants asked for, and with the Grant Reports said. And we will move forward. And we will learn more. This kind of research on viruses and seeing what is involved in making those viruses more potent. This was considered positive and useful research by the scientific communities around the world including in the united states, but there was also another group of scientists who Looked at this Research Overtime and said, you know, we understand why you want to do it. We understand with the benefits of this research can be, we get that. We do however find it too risky and we find the chances of a leak from a lab somewhere, whether be china or some of the country, not worth those risks they are not worth the benefits that they Looked at this for. There was a divide in the scientific community in the world about not the value of the research, everyone agreed on the value of the research, it was the risk, it was a question of what is the Risk Worth it. Yes, and it really came to ahead in 2011 in 2012 one scientists in the netherlands convinced a disease to jump from one organism to another Organism Bypass edging. And The American scientists, for Instance A at harvard, and david at stanford said, this is nuts. You are taking a disease and you are making it worse. And you are making it more likely to infect Human Beings through respiratory route. And that became so, there was this phrase that kind of grew up over the past eight years, ten years. Which is, gain of Function Research. And gain a function that theyre talking about very specifically is to enhance the Transmissibility And Pathogen necessary of a disease through the human Breeding Apparatus or may mammal breathing apparatus. So, this is where were talking about, is this a good idea to do that . Not because you want to do to kill people, but because you want to prove that a certain virus could, with a few mutations, infect Human Beings. So, it was preventive medicine, but it was preventive medicine that was taking this enormous risk, at least thats Whats Scientist said. And i am 100 i think 150 of them who said, dont make diseases worse. And so, the Obama Administration said, okay, we will Look at that. And they paused the funding of gain a Function Research except that some of it was grandfathered in, unfortunately. And then, it was resumed in the Trump Administration by the nih. And it went forward, it is now being funded again. So, a lot of people said, thats a bad idea. The mechanisms of the Risk Reward studies have not been done. And i think that some people thought, in their secret recess of their mind, was this gigantic sort of a meta experiment, something that led to this disease. We can do crazy risky things, no. We cant. We will have 90 days in which we will be finding a lot more out from the biden administration about this very question.
