Antiracists protesting police violence. But fast forward to this week, to yesterday when the Senate Gop voted near unanimously to block the commission to investigate the insurrection that desecrated our capitol and brutalized its police force. Because it would anger Donald Trump and implicate too many of his allies, and yes, his voters. Its a lot to think about when many americans just want to tune out over the holiday. But the coming weeks will determine whether President Biden and congressional democrats can effectively push back with their agendas. For biden, its his Infrastructure Plan and his newly released budget, already declared doa by congressional republicans. For the democrats, its their stalled, if not sabotaged, legislation to reform our Law Enforcement and restore our border protections. For both, it starts with determining whether the filibuster that republicans invoked to kill the commission will continue imperil everything else, starting with infrastructure, the budget, Police Reform and Voting Rights that make our democracy real. Joining me now, Senator Bob Casey of pennsylvania, a democrat. Senator, you tweeted yesterday that your republican Colleagues Rejection of the January 6th commission was about not offending Donald Trump, adding that it was, quote, an insult to the country, our democracy, and national security. Now, im sure there are republicans in congress you consider patriots, friends, but i have to ask you, how can lawmakers call themselves patriots after voting not to investigate the desecration of the u. S. Capitol, literally the symbol of our democracy . Reverend al, its great to be with you. I dont think theres a way that you can say that you believe in the Rule Of Law and you believe in our democracy to the extent that the american people expect you if youre not willing to support an effort to get to the bottom of what happened on January 6th. And i think what you see in washington and throughout the house, republican caucus, with few exception is a genuflection. This week your gop colleagues made a counteroffer to the president s infrastructure package. Lets go there. 928 billion, only 257 Billion in new spending, less than a seventh of the president s curtailed 1. 7 trillion plan. In addition, they suggested that the money should come from Unspent Covid relief, which you yourself called insulting. Given the flexibility on raising the corporate Tax Rate to pay for the plan, are you in favor of bypassing their version of bipartisanship and using the reconciliation as some of your fellow senate democrats have called for once this Holiday Recess is over . Reverend al, i dont think theres any Question Weve gotten to the point, what i call Fish Or Cut bait moment. If thats not right now, its only days away because we have to begin to act. I thought this effort to have a negotiation which is about physical infrastructure only, republicans were never interested in the care giving infrastructure that i and others have been Working On. They were never interested in building up the infrastructure of Child Care and early learning for kids in our small towns, cities, and rural areas. But when you reach that point, we got to be able to commit ourselves to a budget reconciliation pathway, which is a place i thought wed end up all along. So i think were getting to that point now. We got to start working to do everything we can to get passed into law what President Biden laid out, the Jobs Plan and the families plan. If were not at that moment now, were only days away. Well, then good. Senator, let me go to this. This Weeks Mass Shooting in san jose, california, left ten dead, the shooter included. Despite being one of several of the mass shootings, in the United States weve seen these, states like texas this week are removing the need for a license to carry handguns. Others like tennessee are expanding the right to carry without a permit. You know, i read where you were particularly affected by the shooting in Sandy Hook years ago. Where do you think congress can at least start on bipartisan Gun Relegation . Reverend al, i hope its in the area of universal background checks. Were told over and over about the 90 number, 90 of the american people supporting universal background checks. If that bill is put on the Senate Floor in a senate that has not debated Gun Violence in eight years, if that bill goes to the floor and the republicans block it, just like they blocked the January 6th commission and a lot of things, i think we got to finally confront the issue of the filibuster. I call it the 60vote rule. It should not take 60 votes to pass common Sense Gun measures or a January 6th commission or a Senate Bill 1 to protect Voting Rights to do so many other things the american people are demanding. You are a leading democrat in the senate and youre saying we may have to deal with the filibuster, or what you call a 60vote law, if we cant get these things through . No question about it. Look, i used to be a believer in that leading to more consensus, empowering the minority, but its reached a point now where you have tyranny of the minority where the minority is controlling the agenda over time. If were not going to be able to pass Senate Bill 1 on Voting Rights or have common Sense Gun measures or take action on infrastructure and push back against climate change, all of these major priorities, Police Reforms and others, then if thats going to be the impediment, we got to change the rules. Senator bob casey, you just dropped the mic for me. With me now is California Congresswoman Barbara lee. These past 14 months of the pandemic have revealed some major flaws in our country when it comes to addressing poverty, Unlive Bly Low wages and Health Care systems that give priority to the rich. As the cochair of the Majority Task Force on poverty and opportunity, and you your democratic colleagues, your colleague representative jayapal, introduced new legislation this week that confronts all of these issues. You call it a, quote, third reconstruction that will usher in a new age of reform for your nations poorest and most disenfranchised citizens. Tell me about this. Thank you, Reverend Al, for that question. Yes, weve been Working On this legislation for several years now with, of course, Bishop Barber of the poor Peoples Campaign and pramila jayapal, chair of the progressive caucus. A couple things i want to say. I want you to recognize the fact and let the public understand that 140 Million people live below the poverty line. Thats the first thing. And covid has exacerbated and really shined a light on what is taking place with lowwage, lowwealth individuals, poor people in this country. Secondly, when you look at the fact that covid because of covid, 8 Million more people fell below the poverty line. So its about time we come up with a comprehensive strategy to address the issues around poverty. And so this bill really sets forth a pathway out of poverty. It includes much of what has been introduced already in congress. For example, an increase in the Minimum Wage to 15 an hour, making sure that the Child Tax Credit is made permanent. In my district alone, 108,000 children benefited from the last, you know, measure in our bill that would actually make the Child Tax Credit open for more people for a while, but not permanently. In california we have the highest rate of Child Poverty in the country. Can you believe that . In the golden state of california, so we got to get this under control. The massive Wealth Gap in this country aggravated by covid is only getting larger. Over 140 Million americans are considered poor. And mainly those of color are disproportionately impacted by everything thrown at them. I had so many experts come on my show and talk about how americas poor are struggling, whether it be from lack of access to the internet, food, or education. We all know that change needs to happen now. It is unacceptable to continue this suffering. So how will your resolution put forward help eliminate poverty in america as soon as possible and avoid the Washington Gridlock . Thats a very good question because we see what the Washington Gridlock especially in the senate has produced, thats a reflection of Donald Trumps hold on the republican party. But that doesnt mean we have we Cant Fight to make sure that we do pass the 15 Minimum Wage increase, that we do pass the Child Tax Credit, that we do Pass Assistance for rental Assistance And Housing and affordable housing strategies. And so we got to fight. We have to understand, yes, the political realities, Reverend Al. But, for example, i have to go back to my own district. The average income of africanamerican families is 53,000 a year. The average income for white families is 125,000 a year. People are living on the edge, and so we cant say just because the political will in the senate is not there that we dont organize. And this is about organizing with people around the country and this agenda is embraced by the House And Senate and were working hard to do just that. This upcoming monday will mark 100 years since the violent tulsa race massacre. Ahead of the anniversary, you spoke on the House Floor and called for a time of racial healing and reparations. Also this week was the Oneyear Anniversary of George Floyds murder. From 1921 to now, america is still grappling with Racism And Race relations. As we look forward, what do you hope to see change as Black Americans continue to fight for equality 100 years after the massacre in tulsa . Yes, Reverend Al. What the public didnt know about one of the worst racist acts of violence in our country now is becoming public. So the truth has to be told about the history of Enslaved Africans being brought to this country and being enslaved for over 250 years and how that relates to systemic racism and what were seeing today, for example, the brutal murder of mr. George floyd. And so we have to have this truthtelling moment, this day of reckoning in this country because if we dont, we will never get to true Equality And Justice for all. Secondly, reparations. Once again, tulsa is an example of why we have to pass hr 40, reparations, the survives and the descendants of this massacre, they still have not received their due. Its time that we honor them and that we at least repair the damage for the defendants and survivors of what took place and look at reparations for the africanamerican community and people who are descendants of Enslaved Africans in this country. This is really a moment that we have to really dig deep and reflect and look at for example, how the states now are trying to dismantle the studies of racist policies in this country and how theyre trying to revise history. But if you dont know your history, youre bound to repeat it. And so we must address reparations and we must address this moment as a truthtelling moment and pass these bills in congress. And you will not correct things if you do not deal with history. 100 years later theres been some progress in some areas, but we are struggling to see if ten republicans in the senate will vote on a Police Reform bill when weve seen a number of cases of Police Killings in a pandemic, two or three even after the verdict of George Floyd. I talked with President Biden by phone this week. He met with the family of George Floyd. And we really dont know from your colleague, Congresswoman Bass and from Senator Cory Booker if Tim Scott can get ten republicans to even vote on an issue who, in this era s one of the critical issues around race in this country. Its a Shame And Disgrace that the republicans dont even understand that this, first of all, is a very modest measure, and we need to get the George Floyd justice in Policing Act passed. I agree with senator casey. At some point, you know, this filibuster has to be actually dismantled. If were going to move forward on our democracy, protecting our democracy, Voting Rights, making sure that Police Reform begins to be part of our laws and that certain issues that relate to Police Officers believing that they can be Above The Law, no person is Above The Law in this country. We have a lot of work we have to do. I tell you one thing, we had this moment, the house, senate, and White House, we have to seize the moment and do our work on behalf of the people. I might add that i was there at the trial several days when ten policemen testified in the George Floyd case against a policeman, even some of the policemen are showing some of the backbone that i hope more republicans in the senate show. We shelved this segment when you left office, but after decades of behaving as if somehow you were Above The Law, the legal walls finally seems to be closing in, and it felt like a good time to once again address you directly. Lets start with a quick recap, because even if the grand jury is new, your current alleged financial crimes seem to fit your Longheld Business practices n. Atlantic city you stiffed some contractors, violated federal Money Laundering laws, and then in an industry with the Tag Line the house always wins, somehow you managed to bankrupt two casinos. And yet, you walked away with a slap on the wrist and millions of dollars. So then you cashed out and went into education, this time defrauding thousands of students hoping to learn from your fake real estate university. And while you were finally forced to close trump university, you never faced any real legal peril and paid a fine and walked away, this time into the White House, where you abused executive Privilege And Taxpayer money fighting to hide your personal and corporate financial records for four years. For four years at that. It wasnt until you were forced out of office that those records were handed over to new York Investigators, and those investigators didnt waste any time. They brought in Forensic Accounting Experts to comb through for fiscal wrongdoing. While the district Attorneys Office has plenty of legal expertise, they arent leaving anything to chance, bringing in a formal federal prosecutor with experience in White Collar and organized crime. Given your long history of financial malfeasance, its no surprise that the new York Investigators have found enough evidence to convene a special grand jury. What makes it so special . Well, apart from considering what could be the first indictment of a former president in american history, this grand jury will meet more often and for a longer period of time than a typical grand jury. With decades of evidence investigators have been forced to examine, they might need those extra weeks. So to mr. Trump, i hear youve been lashing out ever since you heard the news about this grand jury, and thats a reasonable response if you know theyre crimes theyre likely to find. After all, thats a big part of the reason you were so desperate to win reelection, so intent to hide behind the shield of Executive Privilege that You Con Cocted your Big Lie that is still tearing at the very fabric of our democracy. And, by the way, even if its new and in New York that were seeing the headlines, this week your Election Scheming has you under criminal investigation in georgia too. We have a lot to talk about with my panel. Joining me now is michelle goldberg, columnist for the New York times and an msnbc contributor, and rina shah, political Strategist And Founder of relaxed strategies. Let me start with infrastructure. After President Biden prepared and presented a padded down compromised package, the republicans came back with a proposal that first looked like it was around half as comprehensive. But upon further inspection, more than twothirds of their package is comprised of funds already allocated in existing federal spending, so the actual republican proposal is about 15 of bidens. Michelle, how should democrats react to this kind of Badfaith Negotiation . Well, theyre in a difficult spot because obviously republicans are not interested in helping democrats legislate or govern. At the same time, democrats are hamstrung by two members of their caucus, Kyrsten Sinema and Joe Manchin who are really devoted to bipartisanship. So what democrats will have to do is either try to operate in good faith as much as they can, pretend that republicans are operating in good faith to demonstrate to Joe Manchin that republicans are not going to be a reasonable partner for governing, or else theyre going to get what they can with republicans into some kind of bipartisan bill and do the rest in reconciliation. Following the comments from republican Congressman Matt Gaetz about, quote, an obligation to use the second amendment, his fellow Ren Adam Kinzinger tweeted this is exactly why we need a January 6th commission. Rina, what are we supposed to do about leaders of one party actively inciting violence . Well, rev, i think a lot about Memorial Day which is upon us. The reality is i have a lot of friends serving abroad and at home. Those people are out there putting their lives on the line, willing to give the ultimate sacrifice so that you and i and michelle have our freedom of speech. They may not agree with it but they will fight and defend our right to say it. This is about freedom of speech. Im a prospeech gal, but in this instance, when i see Congressman Gaetz and Marjorie Taylor Greene out there inciting violence, stoking divisions, fear, anger, and hate, these are the classic examples of why we have a problem right now with this republican party. The republican party refuses to acknowledge that what they are engaging in is hate speech, and that led to January 6th. So i really feel right now its a shameful moment for anybody who calls they must a republican. I myself am not just disappointed about making my career in this party, im stomping mad. These are not leaders. Rev, Rev A really big problem here. Its not going to go away overnight. Its going to take a multipronged approach and its going to take conservatives like myself speaking truth to power and to be very engaged in getting rid of this. The January 6th commission got more than 60 of the present senators. Yesterday when the vote was taken, it failed. How do we continue in a democracy where issues that have a clear majority of support, both by the american people and in the senate, keep getting obstructed. Is there a future for our democracy if Senators Manchin and sinema you referred to keep refusing all reforms to the jim Crow Filibuster . Frankly, im not sure if theres a present for our democracy. A country in which a minority is constantly able to exercise Veto Power over the majority. At a certain point, it Cant Call itself a democracy. So yes, the only were basically in a biscript of tightening Minority Rule where you have both the structure of our system with the disproportionate power given, well, states, gerrymandering, the jim Crow Filibuster, gerrymandering in State Houses, State Houses that are increasingly state republican parties that are increasingly going to interfere in elections, all sort of working together to make it harder and harder for the majority in this country to govern, for its represents to do the things that the people elect them to do. Theres only a couple of opportunities to break this Log Jam before it really strangles our democracy to death. And one of those opportunities is to end the filibuster. And yet we unfortunately have a couple of senators who see this tradition thats not even a very long tradition of a 60vote Threshold for normal legislation as being more important or else they either dont recognize the threat to our democracy or they believe that this very recent quirk of Senate Procedure supersedes, see,. The attempted insurrection on January 6th. Mitch mcconnell whipped votes against it as a, quote, personal favor to him. What kind of government can we have is F Factfinding after an attempted coup . We shouldnt make any mistake about it. What the republicans are trying to do right now is hold our democracy hostage. And theres just no other way to say it. They will point to last summer, for example, the riots. But they Cant Point to anything in our Nations History that is anything like January 6th, showing us that they are nothing but liars and hypocrites in this party when our leashing in this republican party are choosing to fail us over and over again. We know we must elect better leaders. Im for systemic reforms and ranked choice voting, for example, here in virginia we had ranked choice voting. Its important to talk to people. We dont have an educated electorate. We have to make sure our neighbors know what our leaders in washington, d. C. , are doing. That starts from the top down. If Mitch Mcconnell can act like this and do this, guess what, were setting the sage for everything to remain right where it is. An hour ago i received an email from nikki haleys new organization. I couldnt believe it. She said biden is a nightmare for american foreign policy. Your 45th president was a nightmare for our domestic policies. This is whats so rich about todays reps, is they know they can lie and hide and steel even, just like The Con Man Donald Trump is, in order to get what they want. It is so funny how so many people, the insurrectionists are sitting in jail while Trump And Giuliani and gaetz and Taylor Greene improve their profile and make money off our fellow americans. Theyre radicalizing our fellow americans and we got to hit them where it hurts. They went to the capitol of the United States, the capitol building, and tried to stop the vote to certify a president ial election. This wasnt just a rally that went awry. They went there directly to stop the certifying of the voters of the american people that went to the electoral college, was, in fact, given to the congress to certify. That is a coup if you ever defined a coup. If it happened in any other country, we would have called it an attempted coup. And i think that that points to why they dont want this January 6th commission because any honest reckoning with what they did is going to trace back to a president who was trying desperately to stay in Power And Kind of was willing to break any law, any norm, any covenant in order to do so. Party continue to eat itself over Donald Trump, a new book details just how perilous it was for democrats to oust him at the ballot box. Battle for the soul chronicles four years of reaction and ultimately mobilization by president s Joe Biden and Barack Obama and the 2020 candidates who lined up to take trump down. Joining me now is edward isaac, Staff Writer for the atlantic and author of Battle For The Soul inside the democrats campaign to defeat trump. Isaac, i want to clarify for our audience that while this book is obviously about Donald Trump and the threat he posed as president , its really about what the democrats were going through as they campaigned and strategized to get rid of him. Do i have that right . Thanks for having americas rev. Yes, this is not another trump book. Trump is obviously his name is on the cover, but it was because thats the context for what was going on for democrats. But it is focused on the democrats. Trump barely shows up in the book. He is there as a presence in the back of whats going on, but it starts on Election Night 2016 with never before reported stories of Barack Obama and Joe Biden watching trump win. It picks up with what happened with some of the democratic leaders, things happening Behind The Scenes as well as some of the activism, like the Womens March and the fight to save obamacare and it goes all the way through the primary campaigns. I was covering this Race Day to day for my job in the atlantic. There were things that are surprising and shocking to me and i hope that they will be to everybody who reads it too. Let me push you there because it shares some of president Barack Obamas less than polite assessment of Donald Trump. Some of the language i wont repeat here, but President Obama contends that at least in his first term he essentially used the democratic party to get elected because of us not an optimal party leader, evidenced by all the losses democrats suffered on his watch. Can you elaborate on that for us . Yeah. Look, Barack Obama, as you know well, is not a party guy. Hes always seen himself as apart from that game in the way that he sees it. Some people who worked closely with him call it benign neglect. If you look at the numbers, a lot of this became much more clear to people when trump won and forced them to look at what had happened to the democratic party. It wasnt as simple as trump winning. It was a long time coming and there were 1,000 seats in State Legislatures held by democrats when obama came in as president that were then held by republicans by the time that he left. There are a lot of factors that went into that and i trace them in the book. One Big One is that obama was not really that invested in terms of his time, attention, even his Fund Raising in bidding up the democratic party. I have to talk about the Gops Vote against the January 6th commission this week. Having studied the Trump Presidency as you have for four years now, i wonder if you see this as a culmination a rockbottom moment for the gop, or a sign of things come. Your thoughts, isaac . There are a lot of moments that have been said to be rockbottom moments. I think what were seeing here, this book i was reporting it through february. We had a very rushed process for a book. But its one of the last chapters thats about people who were in the capitol when the riot happened. Cory booker, obviously, was covering him when he saw running for president , and hes in the captain on the Senate Floor looking around Thinking H might have to fight people to keep the reuters from the older senators. Theres just a desire to brush that away and say no big deal, it really is crazy, and i dont think that there is going to be as much of an appetite in the country for brushing it away as some of the people who voted against this commission are counting on. Elizabeth warren says to me from a couple weeks after the riots, sitting there, she says i dont think we have started to grapple with what happened here. Thats true. This was a great wound on our can you do our democracy, and we still have a lot of recovery to do from it. You dont get to recovery until you deal with what the actual problem was. Have the democrats reached the point where they have no choice but to unite behind eliminating the filibuster . There are a lot of reasons why Joe Manchin and Kyrsten Sinema are pushing back on doing it, but it does seem like the republicans are pushing and pushing on this. I think well see over the next couple months if some of these critical votes come up around infrastructure but also around things like the Voting Rights, the john lewis act. That may push this for It Fore in a way it hasnt yet. A lot of that is all because of the energy that was there for electing democrats last year and then the frustration. I tracked the energy and what went into it and what led to this essentially very narrow victory, a 50 50 senate. But now theres an expectation from a lot of these democratic voters, people who were energized and whose stories i do track in this book of feeling like theyre invested in the process and you cant say to them we cant do anything anymore.
