Republicans successfully filibustered the creation of a bipartisan commission split evenly between democrats and republicans for a comprehensive inquiry into the deadly insurrection, a mob that stormed the capitol on January 6th in an attempt to overthrow free and fair elections while we watched on television. Republicans did it with the help of a key accomplice, the senate rules. Heres the vote tally. Ready for this . Do some math in your head. Which one is bigger . The vote was 54 yeas against 35 nays. Now, at any other context where youre voting and 54 people want something and 35 people do not, well, thats a win for the yeas. But in the United States Senate it apparently is not because you need 60 votes. Not even 60 of those senators who bothered to stick around, but 60 votes out of how far many there are, hence the answers. Two democrats were absence. Senators Kyrsten Sinema and washington and Patty Murray of washington. Nine republicans were absence, concluding Pat Toomey of pennsylvania who missed the Vote Due to a Family Commitment but would have voted yes if he was there. Okay, if some ways i get it. I mean, you are hours away from the memorial Day Weekend, you want to be with your family, you have commitments. Right now, frankly, just between you and me, i would love to be at home with my family, but here i am at work, so are our producers and director. Maybe they do their job the thursday before the holiDay Weekend . Now with the republicans blocking the creation of a January 6th commission, we are left with a classic round of Frustration And Disappointment from senators like Joe Manchin of West Virginia and Lisa Murkowski from alaska. Heres Senator Manchin earlier Today Press his disappointment with his republican friends. Choosing to put politics and political election above the health of our democracy is unconscionable. And the betrayal to the oath is something they have to live with. Im sorry my republican colleagues and friends let political fear prevent them from doing what they know in their hearts to be right. Senator murkowski on the other hand correctly saw the Writing On The Wall and expressed her frustration with Senate Minority Leader Mitch Mcconnell with truth telling. We just Cant Pretend that nothing bad happened or that people just got too excitable. Something bad happened, and its important to lay that out. To be making a decision for the shortterm political gain at the expense of understanding and acknowledging what was in front of us, on January 6th, i i think we need to look at that critically. Is that really what this is about . Is everything is just one Election Cycle after another . We have free and fair elections and we respect the results of those elections, and we allow for a peaceful transition of power. I kind of want that to endure beyond just one Election Cycle. Im right there with you, senator. Nbc news reports as Senator Murkowski spoke Last Night, Capitol Police Officer Eugene Goodman who on January 6th steered rioters away from an Open Door to the senate chamber, stood only a few feet away from the senator. Goodman showed murkowski his phone and said, look, youre trending. She said, wait, you were behind me that whole time, and then he said, im worried. She should be. We all are. Worry is not enough. Somethings got to change here. Sahil kapur is national political reporter for Nbc News and be covering these proceedings. He joins me now. You were covering it closely Last Night. Can you just walk us through how this went down . When i took this Anchor Chair Last Night, it was maybe just a few hours away and maybe later in the night. I woke up this morning to find, oh, they still havent done it yet. Quite a chaotic 24 hours, chris. The senate went late yesterday after attempting to pass a China Competitiveness Bill and there was one wrench after another that was thrown into it. Finally by ron johnson, one that was not avoidable, the senate stayed in session and adjourned a few minutes before 3 00 a. M. They came back and the 9 00 a. M. And agreed to push the China Bill back and vote on the January 6th bill. As you can imagine, many senators were absolutely exhausted. 11 of them ended up missing this vote, and in The End it got 54 votes, short of the 60 needed to break a filibuster. I had never seen the kind of disillusionment ive seen from certain senators, most notably Joe Manchin, the most vocal. It was put to a pretty significant Test Today and it did not meet that test, chris. Yeah. I mean, what was your Sense Mcconnell obviously whipped against this and it was clear they had they were going to secure the votes going in, which i think was part of the frustration because Ron Johnsons Tantrum about not getting his amendments more moot. But there wasnt that much expensed. But was there at this point a possible vote . I dont think so, chris. Six republicans voted in favor of this just yesterday. I was asking some, like, rob portman, i was pressing him and Pat Toomey as to whether they would vote yes and neither said i think there were a number of republican senators who were genuinely on the fence but not close to ten. Mcconnell had this in his hand the whole time. He had pressured his members to vote against this. He had made the case in private, you know, to his members behind closed doors. This would be bad politics for the republicans. This is me talking, not him. Its an unfortunately fact that it was supporters of Donald Trump who ransacked that capitol and put their lives in danger. They dont want to talk about that. To quote Lisa Murkowski, this is a shortterm political calculation. If anyone has standing to talk about shortterm political calculations, its her. Shes up for reelection next year. In her mind, that is not worth putting ahead of the need for an independent commission so the country can have a Cannon Baseline of facts of what happened on that day, chris. To that point, Minority Whip John Thune gave up the game last week when he said its a day lost on being able to draw contrast between us and the democrats very radical, leftwing agenda. The objective facts of the matter are what they are, which is the president lied about the election, whipped up a mob which he invited to the capitol which then engaged in violence against police officers, seeking to overturn the election. Those are the facts. So theres no universe in which, like, learning more about that ends up being a political boon to the republican party, i think, and thats all it took. And heres where it goes next, chris. Democrats are going to investigate this one way or another. Thats right. Speaker pelosi and the house has always left the possibility to do a select committee, like with the Benghazi Attack years ago. And the big difference between that and this commission is that republicans will be able to attack the select committee and call it partisan and try to undermine its legitimacy in the eyes of voters. The purpose of this commission was much like the 9 11 commission to come up with a version of events that was actually real and that both sides can point to and say thats what happened. Theres some really crazy Conspiracy Theories out there. One republican congressman compared that riot to a normal Tourist Visit and there are photos of him barricading the door of the chamber of the house of representatives while people were trying to storm that and put his and other peoples lives in danger. That is how far the Overtone Window has shifted in terms of intraparty politics over this issue. Republicans dont want to put their fingerprints on a commission that would uncover uncomfortable political facts for Donald Trump, who is the De Facto leader of the republican party, or his supporters that might harm them in the 2022 election. This is all about the midterms at this point when the republicans want to capture control of the house and senate. Great reporting, thank you. I want to bring in two people who are familiar with the inner works of the republican party, Olivia Try and tim miller. I hate playing hypocrisy what can whacamole, but right after the insurrection, cornyn tweeted that i supported a 9 11style commission. I agree with nancy pelosi, and he was doing that because he said impeachment was the wrong idea. So then once impeachment is off the table, you have a chance for a 9 11style commission, you dont want that, and then as soon as theres an actual select committee, theyll say, well, this committee is too partisan, we should have something bipartisan. You move on every time. I want to agree with the analysis. There was never going to be ten votes, but thats preposterous. You mentioned toomey is one of them, burr is the other. Thats eight. Had Mitch Mcconnell, who after he opposed the impeachment to Donald Trump said Donald Trump was morally and practically responsible for the insurrection, which i assume means the deaths at the capitol and the injuries of the police officers, had Mitch Mcconnell said we need a bipartisan investigation, thats nine. He needs to find one other senator. Its not as if this was an impossible task finding ten senators. Mitch mcconnell, who is the avatar for the debasement of my former friends at the establishment of the republican party, said himself that trump was responsible for this. He could have whipped for the ten votes. He didnt do so. He could have gotten Donald Trump impeached and convicted three months ago. He didnt do so. His excuse then was that the democrats rushed this. Remember that, chris . The democrats had rushed this, and so i Cant Vote for impeachment now. So i just need to give this twofaced speech where i save face in front of my donors but i dont actually do anything to hold them responsible. Now heres the chance not rush it, to get to the bottom of it. He could have put whoever he wanted on that bipartisan commission, but he doesnt want to do it. Hes made his Bed And Deal with the devil with trump, and thats it. Its not hypocrisy whacamole, its Mitch Mcconnell stands far and away above everyone else when it comes to hypocritical action. Theres just an informational prerogative here. I saw paul gosar, the very, very rightwing republican Congressman Today Sort of praising ashli babbitt, the woman that tragically lost her life. She was shot and killed by a Capitol Police Officer. She tried to breach that chamber and he was praising her as a martyr. I dont agree with that characterization even though what happened to her was horrible. I think we should probably know more about what happened there. Honestly, like, that seems like a useful thing. Theres not going to be a ton of information, he didnt get a ton of readouts on it. We learned so its, like, let the chips fall where they may, we should just get to the bottom of it, olivia. Theres a way to view this that isnt wholly partisan. Yeah. Heres the thing, like, if he was so upset about her and protecting americans and the lives of americans, then why did he enable the rhetoric and the lies that led to that moment . I saw that tweet today. I literally saw red when i saw it. And it was, like because i was so mad because im, like, you were part of this every day. So today with this vote, when i see things like that with gosar and i see Matt Gaetz calling for violence and i see Marjorie Taylor Greene spreading hate, i feel like today was the final seal of approval by the republican party saying this is truly what we stand for and we do not care about the safety of americans because thats really what this commission is for. Its to make sure we dont theres lessons learned that this doesnt happen again, that we learned from it and learn what happened in the days leading up to it, how extensive was this and how extensive is this across the u. S. Government. Where did it end, where does it reach . What happened and what happened that day . Why did it take hours when the captain police were asking for help and saying i cant hold the line, i need backup, why did it take hours for anybody to show up and back them up . Where was the national guard . What really was Chris Miller doing that day . What is more important than watching the Election Security the Election Security and the confirmation of the results knowing that theres going to be this rally and knowing what Donald Trump is capable of, what was more important that day. Today, again, what is more important than our democracy . My colleague, Benji Sarland i thought had great point. He said so far pretty much everything thats happened from impeachment of Liz Cheney was predictable the first week after the election when our leaders didnt concede the election. He points to a tweet he made back November 10th that basically says, look, theres no obvious reason we have to do what trump says. Theres a special election in georgia. We have to do it for now. Look at the governors races and the midterms, then its 2024. The logic will never go away. Theres no breaking them through persuasion. It wasnt just predictable, and all of us predicted here on this network but it was predicting going back to the campaign in 2016 when Donald Trump threatened said hed pay the legal fees for people who showed up to the rally to push around protesters. This has been going since 16 and everyone always backs up. On babbitt and gosar, im sick of being lectured by trump supporters about caring about the feelings and the desires of the 74 Million people that voted for him because they were lied to. In some ways, they are victims here too. Ashli babbitt would not have been there that day if it wasnt for Donald Trump and paul gosar. Ashli babbitt is dead because of them. Her death is on them. They are responsible for it. And i just think we need to understand that and state that clearly going forward. Olivia troy and tim miller, have a great weekend. Thanks, chris. Congressman ro khanna, democrat from california who was part of the House Oversight Committee on the January 6th insurrection joins me now. I got to imagine i feel like the folks in the democratic House Caucus have a slightly more jaundiced view of The Worlds greatest deliberative body and were not anticipating 60 votes to get this over the filibuster, or am i wrong . Where were you on that . No, i didnt think we would have it. One of the shocking things to me is where Vice President Pence is in all of this. People forget it was against him, not us, and he has not said anything. That to me is the biggest indication that, you know chris, i was wrong. I thought the defeat of trump would mean the beginning of The End of trumpism. The republican party is more of a Trump Party Today than when he was in office. I didnt expect mcconnell to deliver the votes. This is why we need to get rid of the filibuster. Youre not you wouldnt be the sort of Person Engineering this yourself, youre a member of the house democratic caucus. But how would you think about this select committee . It seems like Everyone Cant just walk away from this, obviously. Absolutely not. And the speaker has kept us as an option. The Speaker Bent over backward to make this bipartisan. It would goo b good politics ironically to say we want the democrats to do it and that gives the democrats the ability to subpoena whoever we wanted. As you pointed out in your earlier segment, there may be things republicans want to investigate that should be investigated and that democrats may have a blind spot. None of that is possible if you have a select committee. But the speaker wanted it to be bipartisan despite it politically hurting democrats. Now well have a select committee that will have republicans on it still. But were going to have the power to subpoena and we will get the facts. But this is not disappearing in any way. Yeah. And i think the calculation, its so interesting, to your point about less politically advantageous. With benghazi, infamously, they impaneled a select committee with a republican majority. They basically could steer the ship. My sense i said this yesterday but i know when youre doing message bills, okay . There are things that come out of the house that are not going anywhere in the senate. Theyre essentially passed along party lines to Stake A Claim in the ground. I wonder how this was read to the rest of the caucus. The Thompson Katko negotiations were happening were genuine negotiations actually strike a deal. It was undertaken to get to an actual objectivity. I said lets do this and the speaker kept actually pushing back on progressives saying we want to do this bipartisan. The speaker for anyone who knows her is an institutionalist. She deeply loves democracy. She loves the capitol. She talks about being a young girl and seeing the captain and the formative experience that it had. This was not about politics for her. She wanted to put a commission together to preserve democracy. Fact that the republicans arent willing to do that is sad for them but its sad for the country. I mean, its sad for the country in what the republican party continues to become. You think there will be forward movement on some select committee . Thats basically clear, right . Thats 100 . Theres going to be a select committee. There will be an investigation. So i dont really you know, thats the thing. Its not even that the republicans are making some rational choice that somehow now this wont be in the news thats a good point. Its just its pure pandering to trump and the base. If trumps against the commission, they need to be against the commission. Theyre not even a rational actor in terms of politics in their selfinterest. Thats what makes it so dangerous. I think the only rational argument on their side, just to argue Devils Advocate is a bipartisan commission of the 9 11 style would carry real weight and gravitas that would be more dangerous to them than their ability to corden it off and say thats the democrats and the fake news media. They made the calculation that thats the fight they want to have, and so thats the fight theyre selecting. I think thats a miscalculation because at least if there was a bipartisan commission, they would have had a say on what to subpoena, what topics to cover. Now youll have a select committee that would remind americans every day what happened and investigate it. So i think on the substance its horrible, but i also think on the politics they made a miscalculation because theyre so beholden to Donald Trump. Congressman ro khanna, thanks for your time tonight. The republican minority just mounted a partisan filibuster against an independent commission to report on January 6th. Both efforts shouldve moved forward in a solidly bipartisan way, but out of Fear Or Fealty to Donald Trump, the republican minority just prevented The American people from getting the full truth about January 6th. Senate Majority Leader Chuck schumers frustrated, and he should be. His republican colleagues refused to form an independent commission to investigate a violent attack on their own workplace while they were there and we all watched. The question becomes whats he going to do about it . I want to bring in john favreau, cohost of pod save america, and Senior Adviser to senator bernie sanders. Great to have you. Today feels like a Landmark Day in this era. Faz, let me start with you. You know the senate pretty well. This was the first official filibuster and it was over something democrats genuinely tried in good faith to get bipartisan compromise on and something that should get 85 votes, 95 votes. What does today mean in that context . You get at the motives. You and i are old enough to remember the 9 11 commission. I remember musliming saying, do republicans want to learn the facts or are they interested in a fight against ideology . When it was radical muslim terrorists abroad, we didnt get to the danger that poses overseas. What happens when the danger is radical Donald Trump in nation. Theyre trying to get away from that because its a condemnation of themselves because thats why you have a filibuster going on right now. John, seems to me, like, this is a situation where this is where were at, right . Were going to break through the wall or the wall is going to break us at this point. When you work in politics, its like, i got good news and Bad News. Like, the good news is it was 5435. The Bad News is the 35 won. Like, all right. Well, what are we doing here . Theres no more perfect test than what happened today for the filibuster. You had a partisan filibuster of a proposal that passed the house on a bipartisan basis for a bipartisan commission to investigate an attack on congress. Like Joe Manchin and Kyrsten Sinema arent going to get rid of the filibuster for something like this. I dont know what issue would rise to the occasion. At this Point Chuck Schumer probably has to start putting stuff on the floor and calling for reforms to the filibuster because otherwise were just going to be stuck and republicans are going to Filibuster Everything for the rest of Joe Bidens term. You made this point, which was a good one. Schumer should call a vote on changing the rules requiring 40 republicans to continue the filibuster, which is not eliminating the filibuster. Michelle, to me, part of what was the most galling was hearing Senator Shelby was on a plane back to iowa. Okay, fine. You want to block this thing, but, like, i got to do the show from here. People got their work to do. You got to show up. And there was a moment early on where Joe Manchin indeed somewhat open to reforming the filibuster in a way that would actually make people filibuster. In that case, thats what we shouldve had here, right . If the republicans are going to block an inquiry into the attack on the capitol, let them stand up there hour after hour after hour and do it while the cameras roll. Part of what was so galling was it was so easy, that not only did they shut this thing down, but it was cost free. Of course theyre going to do it again and again and again. Theres almost no bill that can pass this congress. At the least the price, at the least should be you have to skip your, like, 4 00 p. M. Friday prememorial Day Weekend barbecue at the very least. You cant do that and still get away with the filibuster, and yet you can, because the whole thing is deformed and in some ways the filibuster to me is a phenomenon of this deeper existential fight were in and im not sure democrats in congress understand how serious it is. Not yet. How serious is it . Senator manchin laid out his own testament, do we have ten good, solid patriots in the republican conference . No, we dont. Now the question is, for manchin, who would i give due respect to, his challenge now is i need bipartisanship, which requires you lowering the stakes of whats at play. If you arent as concerned about the outcome of Voting Rights legislation, infrastructure, the need to do bold things that change america, you can settle for, hey, i just want to work with ten of these people to figure out the lowest common denominator, and the challenge for all of us is, no, the stakes are serious. Right. Thats not good enough. And i dont think hes there yet. Thats the fundamental problem, right . Senator Manchin Isnt quite there understanding the stakes of what this fight is about. This was a trial, john. Like, in all sorts of ways on a substantive level, this shouldnt be a hard vote. Were not talking about going up against an interest group, taxing Fossil Fuels or Capital Gains or getting rid of the ethanol subsidies. There are hard, hard votes, political economy, this shouldnt be one of them. If you cant do it here this is the problem. This is also why, i think, schumer has at atocall votes that should be easy for bipartisanship, that should be popular, that manchin should get behind. The greatest threat on the Voting Rights is that the republicans get to gerrymander in redistricting and take back the house by just redrawing the maps in 2021. I would pull that provision out of h. R. 1 and put it on the floor. This should be up Joe Manchins valley. Were going to eliminate partisan redistricting all over the country and have independent, bipartisan commissions. Both parties should protect the vote, put it on the floor and see what happens. Were just going to keep starting to call these votes to make manchin feel the pressure because otherwise its going to be cost free for him too. Good point. Well call them manchin commissions in all 50 states. But but you can vote for it and you would have 50 votes. The fight is ultimately over a filibuster. Thats right. Michelle, i go back and forth because i know that people that work inside these institutions will tell you its way more complicated and difficult. You dont want to be this, you know, Backseat Driving why are you doing it this way . But it feels like the people outside sometimes have a Clearer View of what were watching. The people inside, including the people who were there in the chamber, because i will never forget as long as i live the weird, Glib Tone that night when they came back after the crowd was cleared and was, like, hey, were back to do our jobs. Did you see what just happened . I think there are plenty of Centrist Democrats who have come around who have seen the light on what the modern republican party is. The problem is that the party has very little leverage over Joe Manchin who still seems to cling to this fantasy of the institution functioning. It was almost shocking to see his shock at this not passing. It was, like, as if that scene in casablanca that the inspector was stunned when gambling was going on. You have to hope as one of after another after another of these bills shows that hes worried about destroying the senate. Hes worried about making the senate dysfunctional. The senate is dysfunctional. The only thing saving the senate is doing away with the filibuster, which would great an incentive for bipartisanship. But the fate of this Republic Depends on Joe Manchin changing his mind. Sam stein put together these votes that went down. January 6th commission, the dream act, manchin, toomey, 59 votes. Tonight, the list of Criminal Investigations into Donald Trump, hisses business, his cronies and their cronies got longer, citing people with knowledge of the matter, the New York times reports federal prosecutors in brooklyn are investigating whether several ukrainian officials orchestrated a plan to medal in the 2020 president ial campaign, including using Rudy Giuliani to spread their misleading claims about President Biden and tilt the election in Donald Trumps favor. The investigation started in the last months of the Trump Administration and it is separate to the Manhattan Federal Criminal Probe Into Giuliani and ukraine. The times says giuliani is not a subject of the Brooklyn Investigation but that investigators are focusing on at least one ukrainian official who met with Giuliani In Ukraine in 2019. Betsy swan of politico has been covering Giuliani In Ukraine for years. Kevin, what can you tell us about this investigation and why its in the eastern district, and why it appears to be separate from the southern District Investigation into Rudy Giuliani himself . Its a bit of a puzzle as to why its not being handled by the same prosecutors whove been investigating giuliani because its overlap between the investigations, including the same cast of ukrainian characters, the sort of central character of which is in guy, Andre Dur Catch who was branded by an active russian agent for more than a decade. And so what we think theyre looking at here is we know theyre looking at the effort of Dur Catch and some of his associates to sort of funnel this information into the political discourse intended to damage Joe Biden and help Donald Trump. What crimes may be in play, what statutes they may be potentially charged with, we dont necessarily know, but we can look to sort of recent past precedent and see that since mueller weve seen a number of charges a number of russians charged with Election Interference under statutes related to defrauding the united States Government. That could be a guy. Also there could potentially be a Farah Liability for them if they were somehow inspiring with someone potentially, even Rudy Giuliani, to evade farah. We know the investigation of Rudy Giuliani is about farah and evading the foreign Agent Registration Act potentially. Part of what were hoping to do with The American Jobs Plan and american Rescue Plan is to allow for the economy to absorb even more people being working. But what that represents is a healthy economy. What this president really hopes is not only that we have just unemployment that is on average, say, 3. 5 , in that range, but that is broadly shared. Even if we go back to february of 2019, the Unemployment Rate for africanamericans was higher than that. So we want this growth to be robust, and we want it to be broadly shared. What that represents is all of our factors of production, are fully engaged and employed. Responding belief i think that is parta legitimate question. We thought long a hard, actually, about how to do this well. You cant just ask people are they a member of the qanon movement. It isnt actually function that we. A lot of time we looked at Qanon Message boards to find out what the core tenets were. We were trying to get a measure like this what you really want to do is not going with one question, go at it with two or three. I think whats remarkable about this, you just read the three corners that we measured here. They get at the presence of evil in The World. This kind of satan were shipping prettifys. A Poll Question by the way, that i never thought i would write as a social scientist. But here we are. An apocalyptic thinking. Right . That there is a Storm Coming, sweeping Away Elites in power. And the justification of violence. What we find is that these three views actually cool here very well together. That gives you additional confidence that you have to come at it from some Odd Angle and picked up some off his Hand Set of beliefs. But they actually correlate quite tightly with each other. And when you analyze them, for example, 15 of the population we should point out, that is 30 Million adults, who qualify for all three of these things. And then when we look at it, we find that it seems to correlate with people that we think it would and we follow this. For example, when you look at republicans as you said, and why evangelical protestants, i should add as well, it is one in four. Right . Who affirm these cards that are qanon. So it gives us confidence that what we are looking at israel. A slightly bigger than the Tea Party, for example. The Tea Party at its height which was about ten or 11 of the population. This is 15. So it is in line with some other kinds of movements that we have seen. I think what is really troubling here, especially when one in four republicans, one in four white, evangelical, protestants, that is kind of pro to religious Conspiracy Movement Isnt just a laughable french movement. Which i think is a temptation when you read those questions. But it is now actually and animated core of white, political and religious conservatives today. Yes, i should say when i say what are you measuring sometimes you get these Interest Groups that will pull in such a way where theyre asked a question will people will send out a social expectations. This is the opposite of that. Do you say someone do you think that the government is controlled by state and worshiping pedophiles . I think unless you really believe that, youre probably gonna say no. You are listening something real there. As someone who has studied as an academic, your scholarship is on the rise of authoritarian, particularly charismatic authoritarian leaders. And the decline of democracy. When you heard this polling, Wall Street your mind . This is the perfect storm and this is the author tory authoritarian playbook. Where Disinformation And Corruption of peoples moral fibers and violence, justification of violence, go together. And i want to zoom in on the violence because it is part of, not only weve seen the gop transform itself into a authoritarian party culture, where violence is accepted as a way of Doing Business as a party. But we also see that at the grassroots level, there is an appetite for violence as a way of moving history forward. As a way of a price of being in a community. And a an appeal of being in a community. Weve going for mr. Trump saying in 2016, i could stand on Fifth Avenue and shoot someone. Five years later he says, i could stage a violent coup and stay in office illegally. And i wouldnt lose any followers. And indeed, didnt lose any followers. That is why january six, instead of being a Turn Back, look weve gone too far, and Turn Back to the rule of law. Its been a radicalizing. Force yes, robert what do you think of the most i agree with roof there. The most troubling thing we are seeing is the violence. I should say that last Night Math Gaetz the no government actually gives away its monopoly on the use of force. Obviously. Was the idea that we talked about silicon people. A good and evil. You are in the group of righteous patriots are youre not. And i think for our democracy, when those dangerous pieces of this is this pulling good versus even. So their political opponents. Not fellow citizens that we disagree with. But they actually become enemies to be killed. Right . In the name of patriotism. Again, its a very basic antidemocratic sentiment that has really been kicked in. One thing i would say, when this is flourish and among whom . I think if you look at this typically white, christian, political conservatives, what they have in common is, being a part of a group that has historically seen itself as america. Right . So when you say america first, what that means is a kind of white, christian country. And its really only them the last ten years that we have mean moved from being, demographically speaking, a majority white christian country, that one that is no longer a majority white christian country. That is a visceral reaction. Trump walked on to the stage and knew how to exploit it. But some of these things, these forces have been under the surface, even before trump stepped on the. Stage roof, that is why striking here. It really does seem like its no longer actually focus our centered on a charismatic leader. Even though he embody something about it. Hes kind of offstage. All the police are still there. Yes, this is uniquely dangerous and american kind of danger, because we have one party theres not that many countries where you have such an entrance bipartisan system. When one of those two parties turns away from democracy, that is a huge problem. But we also have uniquely american situation of hundreds of millions of guns in private hands. Military grade weapons in private hands. You put those two together, and you are in uncharted terrain and one of the concrete things and manifestations we saw was january six. So, we are really in some kind of situation that many other cultures werent in. Because they had Coalition Governments and they didnt have so many civilians owning military grade weapons. Professor, when you see what happened today, the vote is sort of a symbol of something larger. What kind of moment are we in here, despite the fact that trump was defeated ultimately and his party loss. The Opposition Party actually got control of all three of the levers of. More importantly maybe momentary control is a Nations Ability to tell the truth about it. How history is extremely important. But it doesnt happen if No One reports it. It doesnt happen if No One remembers it. As a country, its very important for us to understand the facts, the dynamics of january six. Not just to make sure that it doesnt happen again in the short term. Which i too am worried about. But also because we have to be able to look back together, now, and in future generations, over the Turning Points in our countrys history. Wherever youre coming from politically. The failure to have a peaceful transition of power and the attempt by a sitting president to stay in power extra constitutionally, is a major Turning Point in our history. So, i think it is very important for someone to come in here and fill the gap. Not just the democrats in congress. But i would say, historians, political scientists, lawyers, others should be coming together. Commissions, white papers. So that americans now and in the future, our children, grandparents grandchildren, democracies can get by with politicians telling small lies. Democracies cant get by with a Big Lie which is the middle of a system. And one way to deal with the Big Lie is to get together and white right about that is exactly what i was going to ask. Was the counter of it. Part of what your point to is and what i think your scholarship has pointed to is that the authoritarian impulses and a democratic the or downstream of history, narratives, press, truth. Right . The police people form. Where they get information. The lies that theyre or cold or tell to themselves. And this is the question of how to get to that. Right . Coming off this pulling, its a hard one. I come to work every day in wrestle with. Whats the answer . Great question, democracy is tough. Authoritarianism is easy, its easy to believe the lies that youre told. Its easier to believe the things that people say around you. Its easy to believe that the things you want to believe are true. Whereas democracy, this thing called democracy is fundamentally about criticism, its about being surprised by the facts, surprised by your neighbors views. Being able to change your mind, its about being able to learn that your candidate is not The One you thought they were. Without that you cant have democracy. Theres a truth about events. Theres also the moral habit of saying We Care about the truth which i think both on the left and right we should just be affirming that. Institutionally and structurally, we have to be loving the reporters, we have to be supporting the reporters, we have as a country lost local news and that loss of new local news is the vacuum in which Conspiracy Theory pores. With The One big thing the biden administration is not doing which i wish it would do is finding ways to divert research to local news. There is that and theres fixing social media. We need to get beyond this particular Big Lie, but we also have to build a structure which is easier for americans to have access to what is happening around there. Because then we will have conversations that will help them get beyond the need to focus on the national and finding the enemy. Its interesting you say that, you put your finger on something that i wrestle with all the time which is im torn between, you need proceduralist maximalist them, you Fight Fire With fire and then the impulse that you have to Fight Fire With water. The bad impulses are our way is the only way for the country to flourish and your way will leave us to peril. You can fight within that framework, because i sort of believe that, i believe there is an antidemocratic force that is existential threatening the things that i love about this country. But at the same time, that leads to maximalism, your own kind of view of your fellow citizens is as an enemy, and balancing those two is difficult. I think the place where you can be maximalist is on the question of truth. That is a place where you cant not if you care more about the truth if you care more about history youre reaching to places that Conservatives Cant entirely ignore. I think you can be a maximalist about what actually happened. You can see im never going to give up on what happened on January 6th. You can be a maximalist in your principles. That is something that some democrats kid to be sharper about. Saying that We Care about finding out with the truth is. That is what we stand for. That is not something that is a polarizing thing, necessarily. Other people who may be wrong about things say that they believe in the truth. The trick in the two Party System as you say and this is a dilemma youre not going to get around, you have to simultaneously stand for the good things and you have to fight the good fight. While the progressive base, people should be calling members of congress and filling up those Town Halls just like we did when were fighting for the aca, when were doing the womens march, and we find a lot of folks that are not in Leadership Position and we have to figure out how to communicate that there is a clear danger to our democracy and we have to suit up because the work and the war on democracy is not finished. I think thats well said. Part of the problem, elie, there are a lot of pressing priorities. You have this weird thing happening where there is this kind of deeper procedural question of american Self Governance and then theres a bunch of very porous seeing a priorities that have to deal with the jobs acts, and climate and immigration bills. And i think theres some tension there on how you mobilize along those two different fronts. Except i dont think that it is not complicated, chris. The innovation that murray is talking about is because most of us know what to do. We have to end the filibuster. That is it. Nothing can go forward until that happens, and there are two democrats who wont let us do that. And so until those two democrats get out of the way, what can i do . There is an aspect here right, whatever you are doing right now is what you would be doing in the antebellum south, or during the Gym Crow Area or in apartheid, south africa. You right now are doing what you wouldve done in apartheid, south africa. What are our leaders doing . What is Joe Manchin thinking about telling his grandkids about how he rose in this moment . And when you get your head into that you see where that can be innovation. All Joe Manchin is going to say to his grandkids is, i gave the republicans a veto on anything that can stop them. But sometimes, you have to show the fascists your belly in order to stay alive. Thats his tombstone. I dont know why Joe Manchin sounded like Dining Glover right now. But that is all he has got and thats why the democrats are at a Base Level its not lack of passion, its an innovation from ramming your head into the same wall over and over again. The subject of the email is, u. S. Aid special alert. In the body, there is a hyperlink that reads Donald Trump has published new documents on election fraud, which i will admit, if i got that i would click on it probably. When the people on the Receiving End of that email click on that link, the Hackers Gain Access to their computers. Now we do not know what the intention of the intruders are. What has been installed in u. S. Government systems. But microsoft, the company that disclose the attack, says that the emails went out as recently as this week and in that it is ongoing. While this is happening, president Joe Biden is about to meet with russian president Vladimir Putin in geneva in less than three weeks. Nicole perlroth is a cybersecurity reporter. She also roared a book called this is how they tell me The World. And Jamil Jaffer his former senior council to the house select intelligence committee. So we think this is the same grew that pulled off the solar Winds Attack that were Dissecting On Federal Agencies and companies. We think that they came into a company called constant contact. Some people have heard of it if you havent heard of it it is a competitor of mail chimp. They got into their software to send these emails that appeared to come from usaid, to institutions like the atlantic council, Eu Decision for grew, both have been very active about calling out russian disinformation and campaigns in some of the preElection Interference that we were seeing. In this case it looks like this is the espy are really going after groups that have been critical of russia, or in some Way Shape or form, have triggered the higher Vladimir Putin. To me what is striking about the story is that at some level, i suppose, i expect that russian intelligence hackers are trying to get the u. S. Government did not expect that we have our own doing the same thing. That seems like, i dont know much about this, but i think that is a fair assumption. But using the fact that theyve penetrated The American computers to bank shot into ngos or third parties or civil societies, critical to russia, is in some ways more disturbing i think then hacking the government itself. That is exactly right, chris. Whats so interesting is that they came into that company, they used to generate a usaid email because it came from the u. S. Aid, they then sent this thing out and sent that credibility to get authorization, and in some way this is a Supply Chain Attack and a Diversion Attack where they come in and confuse us and think was confusing to you. And then you have this malware on your system. A very smart play, not sophisticated, but smart and demonstrated that we are not deterring these types of activities. You also wonder what if you have those emails, what if you have access to some thirdparty human Rights Group or Ngo Computers not, nicole. Its not for something sensitive . There is nothing sensitive in these ngos, youre not gonna find some secrets about russia, youre gonna find dirt that you can launder to discredit them which has been now this this is an ongoing strategy to keep using. That is right, this is very similar to what we saw in 2016 with john panetta, his Risotto Recipe was out there getting weaponized and this is what they are doing here now. Depending on where you are sitting this is either good news or very Bad News. The Bad News is clearly the sanctions that we enacted after Solar Winds have not deterred russia from continuing to Hockey U. S. Systems. The good news here is that we caught this very quickly. The last loss of emails came on tuesday, microsoft caught them. The White House is positioning this as a good News Story that they caught this so quickly. Some are saying that yes this is sophisticated, but it did not rise to the level of Solar Winds, maybe it was intentionally designed to go just below that threshold. But at the same time, we are seeing russia be very aggressive just a few weeks before, biden sits down with putin and there are some senior Democrats Today like Adam Schiff seeing, shank since did not go far enough we need to impose stronger consequences. I want to read this statement by Mark Warner to you, we must make clear to russia that they will face consequences for this malicious cyber activity, that is what senator Mark Warner said. And then youve got Adam Schiff saying that if moscow is responsible the brazen act of using emails it sees that russia remains undeterred. Heres my question. Ive read a few different histories of the period between 45, 55 when the Cold War gets going, when The World is on a nuclear break. You basically have a bunch of Policy Makers on both sides in russian and u. S. Figures figuring out, essentially, how to spook the other side without starting a nuclear war that would ignite all humanity. There are no rules. No one said what the rules are for nuclear weapons, and you have all those people trying to figure it out. It feels to me like that is where we are with this stuff. There has to be some sense of what is and isnt a triggering incursion. The lack of that right now makes me very nervous about what can spiral out of this. Chris, you are exactly right to be nervous. Part of the problem is that the u. S. Doesnt have a clear policy on what russia might do to us or China Or North korea and how we respond. If we made that clear to them and then actually imposed consequences in public when these things happened, that might have a chance to deter them. We dont talk about a policy. We dont talk about what we might do and we dont and pose consequences publicly when bad things happen. The other side of this is the defensive side, we have to bring nations together, we have to bring industries together, No One company, not one government can defend itself alone we have to build up defense capabilities. This monday marks the 100th anniversary of one of the most horrible days of this countrys history, that also massacre. Nickname black Wall Street, it was a thriving black neighborhood in the early 1900s just decades after the abolition of slavery, it was a beacon of opportunity and freedom. On May 31st 1921 a white mob descended on greenwood, burning homes, businesses, churches reducing The Ones affluent neighborhood to ash killing hundreds of black americans and attack that lasted into the next day. In a brandnew Nbc News Documentary Blood on black Wall Street which airs on black eastern, trymaine reports on whats really happen and how hundred years later that trauma reverberates through generations. This is the entire history of Tulsa Right here. Greenwood murder, arson looting, reconciliation and shaking hands. Everything is okay now. That is not the case. In america, you can sometimes convince yourself that the Nations Legacy of trauma and racial violence is some far off memory, a grainy black and white past long forgotten but in Tulsa Oklahoma this is between the past and present begins to shrink 100 years ago this Community Experience a race massacre. 18 hours of destruction, of man fleeing for their lives. But for black tulsans the story did not end with the massacre. It continued for 100 years, the trauma felt by each generation in its own way. Segregation, through urban renewal, through gentrification. This story is about the people of greenwood, what was taken from them and their fight to be made whole. Joining me now from tulsa is Trymaine Lee who did that amazing reporting. This is incredible work. I am so glad were getting to show to The World here on msnbc. Tell me i have never thought of an event, it forward and read about it but it was so obscure for so long and then something rented into public consciousness in a way in the last few years. How do you understand how that happened . Thank you so much for having me, chris. As you mentioned this is a story that has been buried for 100 years. The powers that be in this community were complicit, the white powers were complicit, you had newspaper articles disappearing from the libraries, you had photographs disappear from the police station. I think in the wake of the black Lives Matter Movement especially after the killings of black people by the state, i think people started focusing in. And then you had another Person Shot and killed by police officer, got the watch men who traumatized that day, those terrible days 1921 when so many people were killed. Lets not forget and this is wild, it almost seems like it is fantasy, but they bombed this community from the sky and shot people from the sky, right . Burned houses, shot women, children and men. On one hand it is hard to wrap your mind around the sheer level of violence, but what is also hard to wrap your mind around is how this story has been buried. But then it is not just the store that has remained buried, there are victims of this massacre, hundreds of people whose bodies have never been uncovered. There is still the process of uncovering and digging up grave sites, and they are finding them. But until now, the City Government would never pay for any excavation. Even though the outside world had never heard about this, there have been people in this community whose families survived a massacre, and some who didnt survive the massacre who were trying to tell the story. But they would also whisper about it, because there was fear of repercussions. And they didnt want and No One was held accountable, there was fear that possibly could happen again, chris. It is amazing so few of us have heard about this. This community is still really grappling with the long ripples of those days. I want to play some tape from vial of fletcher who is the oldest survivor and who has been active in the campaign for reparations for that event, take a listen. At event i am a survivor of the tulsa race massacre. Two weeks ago i celebrated my 107th birthday. [applause] today i am visiting washington d. C. For the first time in my life. I am here seeking justice and i am asking my country to acknowledge what happened in tulsa in 1921. A country may forget its history but i cannot. I will not. Every survivor does not, and our descendants do not. There is a push for reparations, trymaine . There is a push, there is a lawyer who is the lawyer for some of the survivors and descendants and they are saying, quite plainly, the root of reparations is repair. So much has been broken in this community that it is in need of repair, those voices are actually getting louder. When you think about that woman 107 years old, and she had to carry around much experience and what her family witnessed for 100 years, and she has to go asking and pleading to be made whole. To be paid back, right . That is a shame and a stain on a country, that i dont know what kind of justice could wipe that away. I dont know if its money. Those families will never get back what they lost. In terms of their loved ones, but also when you think about the typical black family as a tenth of the wealth of the white family and a lot of it is because the violent disposition of moments like this. Tulsa oklahoma is not long, as we know, this entire country is dotted with these types of episodes and incidents, this country is hollow brown. We Trymaine Lee, this is incredible were reporting and it is awesome to see you do this long form of work and i am very glad that were hearing about this.
