Shannon, at the White House, President Biden at last check is on his way to virginia. Short trip there. First one is about how far we have come in the fight against covid. Whats the president s message heading into this weekend . Reporter this visit coming hours after virginia lifted restrictions on social Distancing And Capacity limits. The White House says the president is going there to talk about the progress that state has made. They say that cases are down about 13 over the past week on average. This is all part of a bigger effort by the White House, by President Biden, to emphasize the countrys getting back to normal, to try and start moving people past this pandemic, talking about this reopening of the country and hopes its going to stimulate more. The white House And Administration officials say they are not necessarily concerned about a surge of cases after memorial day. You see those numbers and those ill an images of people traveling. The Cdc Director said unlike other holiday weekends, shes not anticipating a surge after this one because of the high vaccination rates. As we have this conversation, a live look, left side of the screen, where President Biden and Virginias Governor expected to address folks any moment now. Not exactly sure where that is. Thats a city thats been loose with covid restrictions for a while. This weekend, i would imagine, really bringing in the tourists. What are you seeing there . Reporter you know those aaa numbers, 37 Million americans planning to travel. They are going to south beach. We are in miami beach. You see the crowd and scene, its not that busy. We are early in the day. You wouldnt see this last year here on memorial day weekend. This beach was closed at the time. You mentioned here in florida, at miami beach, its been pretty open for some time now. We got a hint that was with the Spring Break crowds we saw in the past couple of months. Officials say they are taking that seriously. They are stepping up some Law Enforcement Presence you will see here. You have people who still say, they are coming here to have a good time. I spoke to people, it was their first time going out of their Home State since the start of the pandemic. Listen to what a few folks told me. Im super excited to be around people. Everybody is theres an energy now. Everybody is so excited to be out. Reporter ready for the crowds . Am i ready . Im not ready to be in the crowd. As long as everybody is taking proper precautions and being safe. Reporter i mentioned those crowds. Local officials are expecting crowds. They are going to take advantage of the crowds. Theres an effort to vaccinate people. We know a lot of people will be On The Beach. Expect to see a Vaccination Clinic here. Yesterday i was at Miami International Airport where they had a clinic. This weekend, theres the Air And Sea show expected to draw claud crowds. They know people are coming. They know people feel the tide is turning with the ing advanta vaccinations and people coming in trying to have a good time as i have, if im being honest with you. Looks like you are working hard down there. If Theres Anybody that earned a trip to miami beach, its shaq. How is it looking in atlanta for an influx of travelers . Reporter the good news is that they are equipped to handle it. Inside this airport, they have three Security Checkpoints to try to move passengers through as quickly as possible. They are gearing up for an influx of passengers. We are talking about 1. 5 million travellers expected to come through this airport alone. We know that a number of people are going to be traveling by air. Consider this, the tsa says yesterday they processed about 1. 85 million people. Thats the second largest number since this pandemic began. Its very clear that as the cdc is giving the clear for vaccinated people to travel safely, americans are doing so by the millions. While some are taking air, a lot of people are going by car. 90 of travellers are choosing to drive this holiday weekend. About 34 Million or so. A couple things to know. The busiest time to get On The Road is friday afternoon. A couple of hours away from where we are now. Thats the busiest time. Plan ahead. There are lingering outages from gasoline. Dont let your tank get too low before you decide to fill up. The president is expected to tout cases being down, vaccinations going up in this country. You have new reporting on the challenges that the administration is facing on sending vaccines overseas. We know President Biden promised to ship roughly 80 Million doses abroad by The End of june. It sounds like thats going to be perhaps much easier said than done. What are the issues . Reporter the u. S. Is trying to get as many americans vaccinated as possible. You hear the examples from shaq of the things states and local groups are doing. On the overseas front, the administration says they have enough vaccine, excess, that they feel they in a position to share with other countries. They committed 80 Million doses. None have gone out yet. Theres a number of logistical challenges from getting them from the Tens Of Thousands of distribution points they are at right now across the u. S. On planes in a central location to ship them to countries. They have to ensure the countries have the infrastructure to store and distribute them. Theres this holdup with u. S. Regulators. 60 Million doses the u. S. Pledged are of the astrazeneca vaccine. The u. S. Will not send any of those doses overseas until the fda gives the green light for that vaccine to be administered in the u. S. , even if its approved in the countries where theyre going to send it. Its unclear when and possibly if the fda will approve that. All this putting a slowdown on the Vaccine Diplomacy efforts that the u. S. Has been hoping to play out. Also, a way to counter russia and china, which have been sending out millions of doses for months now of their vaccine and attempting to use that as a way to curry favor with some countries. I think what we ought to keep in mind is that in those large crowds, even if you are vaccinated, lots of people will keep their masks on anyway. Particularly if you are older, have underlying illnesses and especially if you are immunocompromised. The Vaccine Cant Work optimally. I encourage them to do as much social distancing and wearing the masks when you are out in public. Otherwise, have a good time. Doctor, theres this new poll out from the kaiser family foundation. It found 62 of adults in this country say they have gotten at least one vaccine dose. Thats up from 56 in april. The number of americans who say they want to wait and see, that number, it has gone down. It was 15 in april. Its 12 this month. What do you think is behind that trend . I think whats behind that trend, craig, is that people are becoming more comfortable. They are being more reassured, folks who are skeptical. They are seeing their neighbors vaccinated and being able to take off their masks. They are hearing the information that there arent any, except rare, Side Effects associated with the vaccine. They are getting more comfortable. They are working their way to it. I hope we can keep recruiting them into being vaccinated, because we need as many people vaccinated as possible, as quickly as possible. It means that All Of Us at the local level have to work harder to reach out to those pockets of people who we know are continuing to be skeptical and even a few who are stubborn and dont want to get the vaccine, to persuade them to be vaccinated. Of course, we are increasingly vaccinating teenagers. Thats a good thing. That will make schools much safer this fall. Doctor, before i let you go, i want to ask about the president s new push to investigate the origins of the virus itself. We learned some new reporting this week that raised questions about whether the Virus Spread from a lab in china. President biden wants to see a report in 90 days. How could a report like that help in the fight against the virus, or perhaps a similar virus in the future . Obviously, everybody around the world would like some clarification. We would like to understand this. Scientifically, we with like to understand this. Was this a Laboratory Accident or was it, as im inclined to believe, Mother Nature . After all, two previous coronaviruses have jumped species. Then theres a host of other viruses that come from the animal kingdom. Hiv, influenza, zika, west nile, ebola. The list goes On And on. Dont underestimate Mother Nature. It sounds like you are confident the virus came from an animal and not the lab. Thats my inclination. Its an open question. We should have a little bit more clarity in the next few minutes when that vote on the January 6 commission is going to happen. Again, all signs point to that commission not passing the upper chamber. Quote, we just Cant Pretend that nothing bad happened, that is republican Senator Lisa Murkowskis message to her congressional colleagues. One of three republican senators who have said they will back the bill. The senate expected to vote on that commission if the leader has his way in the next hour or so. It was expected overnight. Republicans slow walking the process overnight. Leigh Ann Caldwell is following it on The Hill. A few questions. Senator schumer saying that this vote is going to happen in the next hour or so. At last check, it did not seem as if he had the votes. Has that changed . Reporter that has not yet changed. We dont think, craig. All the focus on senate has been on this unrelated piece of legislation regarding china, which has been holding up the entire vote on the January 6 commission. We saw Senator Schumer go to the floor. There was an agreement reached between all senators as it seems to punt the vote on the China Bill until they return in ten days after the memorial day recess. That would allow the senate to vote on this January 6 commission, something that we have been waiting for and we didnt know when it was going to happen. This vote on January 6 commission though, craig, its just a procedural vote. This is the key procedural vote that needs the support of 60 senators in order to move on to the actual legislation. Thats what we talk about when we talk about the filibuster here. Only three republicans so far have come out and said that they would vote for this key procedural vote on January 6 commission. Its still going to be a very difficult vote for the republicans. Its going to put every single one of them on the record, even though this vote is expected to fail, on where they stand. It is causing a lot of heartache up here on Capitol Hill, not only among democrats who dont think they will be able to form this commission, but even some republicans. You mentioned senator Lisa Murkowski. She had a very long conversation with a group of reporters last night overnight when the senate was waiting to do its business where she was very critical of her colleagues and very critical of Mitch Mcconnell saying that he is putting the shortterm politics of the situation ahead of the necessity to find the truth. It has been this vote is not only a practical vote on what happens but also a very emotional vote. As we continue to watch some debate here on the floor of the upper chamber, for all intents and purposes, the folks who are speaking, the folks who will vote next hour, they were the victims of the attack. The delays late into the night, they happened when Officer Goodman stood guard for them in the senate. He is the Officer Who Led rioters away from the senate chamber. How personal is this vote to everyone involved there . Reporter its very personal, actually. That conversation i just mentioned with Lisa Murkowski happened right in front of eugene goodman. She didnt know he was there at the time when she was told after the conversation ended, she went back and gave him a hug and thanked him. We saw the mother of officer Brian Sicknick who was killed because of January 6 on Capitol Hill yesterday trying to change the minds of a bunch of republican senators on this. She was joined by a metro Police Officer and a capitol Police Officer as well who was also engaging in the lobbying effort. Its very difficult not only for some of the members here up on Capitol Hill to experience it, but especially the Capitol Police who fought for hours and hours to defend not only the building but the people inside of it. As Gladys Sicknick said in her letter to republican senators, it feels like a slap in the face that you are not willing to create this commission, craig. Leigh Ann Caldwell there on Capitol Hill where, again, the senate expected to take a key procedural vote in the next hour on the creation of that January 6 commission. In the last hour, Vice President Kamala Harris making history once again. The Vice President became the first woman ever to give the Graduation Speech at the naval academy. You are looking live there. This is the scene in maryland as the Vice President now shaking hands of the new graduates. Roughly 1,000 graduates there. In a few minutes, you will take an oath. Right now in tulsa, oklahoma, folks are taking part in a Memorial March Down Black Wall Street. It was among the most prosperous neighborhoods in this country. Monday marking 100 years since it was burned to the ground by an angry white mob. It killed hundreds. Set fire to businesses, churches schools. The trauma from that day has been passed down through generations. We rebuilt. I can just imagine how they felt. I imagine where we would be had it not happened. Had not our families been destroyed. Monday marks the 100th anniversary of the tulsa race massacre. This hour, residents are marking the anniversary with a march and memorial unveiling. On may 31, 1921, a white mob destroyed nearly 35 City Streets filled with blackowned homes and businesses. Its one of the worst racial attacks in this countrys history. That mob killed hundreds. Some say they were robbed of generational wealth. The community, once known as black Wall Street, home to Grocery Stores and theaters and, doctor, offices. Tell us about the anniversary. Reporter we are on greenwood avenue, a stretch that 100 years ago boasted hundreds of blackowned businesses, theaters, hotels, other venues. This weekend the anniversary. You can see behind me, a carriage with three descendents of the massacre inside. Behind them are hundreds of people from the community representing various community groups. Some coming out to show support. Others pushing Policy Change like defunding the police. Others for reparations. All come around this moment in time as we commemorate and remember all of the hopes and dreams of a community that lets not forget at one time was the wealthiest one of the wealthiest black communities in the country. That wave of white violence swept in and took that away. This community didnt just weather the violence of 1921, there was the violence of jim crow, the violence of red lining, violence of urban Renewal And Today the violence of gentrification. While this community has weathered so much, theres a sense of pride and resilience. Even though they werent able to inherit the wealth that was stolen from them, they did inherit the fighting spirit. Commemorating 100 years since the bloody two days of 1921. So many hard memories, Trauma And Hurt and pain. Also a sense of resolve and resilience. They are marching forward. For nearly a century, survivors and descendents have struggled emotionally, financially. What impact has the massacre had on the families . Reporter let me say that tulsa was not an anomaly. It was the norm for black life at that time in 1921. It came two years after the Red Summer of 1919 where many cities were devastated by white violence. That divide is still apparent here. The damage they did rippled through time and rippled through generations, impacting families today. Here in tulsa, im in the heart of the district. But the black neighborhood, its a food desert. The housing is not as nice as the white neighborhoods. There are two different activities happening. Theres the official commission, which is run by republicans and predominantly white members of the community. Then theres The Legacy Fest Run by the descendents and survivors. The legacy fest continues. This is not celebratory, but its affirming. I had a chance to speak with two descendents of the massacre who talk about the divide in the community and how having their wealth and their lives and livelihoods stolen from them impacts them still today. Justice can only come in the form of restitution, reparations and repair. Triple r. Right . Thats the only there hasnt been any viable solution. We still have to get Voting Rights renewed. Thats not even permanent. We look for permanent, sustainable change. We are not going to get that through any other means. It hasnt happened and it wont happen. For us as descendents, what would our lives have been if we werent robbed of our generational wealth . I sit back and ponder about that. I ponder about laurel with her great grandfather having the nicest hotel. He could have been hilton, marriott, hyatt. Reporter to punctuate the divide here, the commission thats run by mostly republicans and mostly white people, they raised over 30 million. I will ask you, how much do you think of that money they have given to the descendents and survivors . Zero. As communities across the country continue to engage in these fights, the same fights we were fighting 100 years ago, this community is still in the fight. Thats what this weekend is all about. Battles fought and battles to come. To her point, so much generational wealth lost in two days. Thanks to both of you. We are close to the 100 anniversary of the Tulsa Massacre. More than 300 people killed by an angry white mob. I sat down with a group of people with a truly unique perspective on policing and racial justice. Black Law Enforcement officers. An nypd detective, the Deputy County Administrator for charleston, south carolina, and a Police Officer in missouri. We talked about what drew them to those careers in Law Enforcement. Their personal experiences with discrimination. The heavy challenges they faced over the past year. What they want to see in the future. What has it been like being a Police Officer over the past year . You know, i will say this, it has been hard. Right . Those Hard Times have not existed solely within the last year. Being black and seeing the police misconduct, whether you are an officer or not, unfortunately, the feeling is the same. Theres been feelings you have had of Trauma And Turmoil from seeing Rodney King Up To Mike Brown to now with ronald greene. The feeling has been the same. That has been heavy, it has been disbelief, misunderstanding. At times, its hopeless. We strive on. I became a cop because i was arrested. I was arrested by a cop, city of charleston. On my way to lockup, his partner asked him what happened to you . He told his partner that he dont know. He just snapped. Think about it. 17yearold kid handcuffed hearing two officers saying that he didnt know, but he had authority to take my freedom. I wanted to change or have an impact within my community. When i was a young man and growing up in harlem, i would see i used to live across the street from the police department, police precinct. I would see how they interacted with the community. There was always one Police Officer who always stood out to me in that community. He always had that positive outlook and very encouraging. That was the one guy that you could talk to. When i decided to become a Police Officer, i wanted to be that guy. I wanted to be that guy that the community can trust, community can believe in, community have an opportunity to talk to. I would see challenges that the black community had. I can empathize with that. With that said, i empathize with the africanamerican cop who was asked to prevent protests or to go against protesters. Thats a struggle. Detective, i want to come back to you. Yes, sir. I understand how old is your son . My son is 27. 27 now. When he was younger, what did you tell him about how you should interact with the police . Well, with the organization that i participate in, i would hold seminars on how to interact with the police, not just for my son but for all black kids and brown kids that would come and listen. The interaction would be to mitigate your goal is to get away from the situation unscathed, alive, not hurt or whatever. To comply with the Police Officer and adjudicate the situation at a later date. After the George Floyd case, i can no longer hold this conversation, because he complied and the forms that he did all he could to mitigate that situation, to get out of it. And yet he still lost his life. Now when i hold what to do if stopped by the police, that question comes up. How do i answer that . I Cant Answer it. I Cant Answer it. There is no answer. The skepticism that has long existed between communities of color and Law Enforcement, how do we go about continuing to bridge that gap . How do we go about healing those wounds . Your leaders, Police Chiefs and sheriffs around the country have to realize that they dont have all the answers. Just because you sit at the top of the chain you want to open the door for the community to come to the table and have these difficult, complicated dialogues. Allow them to help you craft certain policies gearing toward community policing. If you defund the police, you take away the security of those who want stability in a neighborhood. When i hear defund the police, i think its the most ludicrous thing in the world. It implies that certain communities dont want police protection, which is far from the truth. When i think Law Enforcement hear defund the police, were not completely understanding what the community is asking from us. The community is tired of receiving these unjust treatments, being subjected to the police misconduct. Detective, george Floyds Murder and derek chauvins subsequent conviction for it, what affect did it have on you as a member of Law Enforcement . What affect did it have on you as a Black Man in america . Its hard to separate the two at that point in time because im always going to be an africanamerican Law Enforcement officer. I felt good. I felt good about it. Because it showed that there is hope for justice. George floyd opened a discussion about more real, genuine transparency. Protests are over recent videos. When you wait a year, two years to release a video, its going it adds to anxiety, emotional stress, complete distrust of government and make our jobs more difficult. When we heard the verdict for derek chauvin, there was a sigh, i will say that. By no means did i take this as an indication of the system being fixed. For Officer Hall who you met there, its not just about being black in Law Enforcement and about being black and female in Law Enforcement. Officer hall, you have a doubly unique perspective, as a black woman who wears a uniform and badge. Does that present unique challenges . Absolutely. As one of my most favorite phrases, one of the most disrespected persons in america is a black woman. And thats with a Gun And Badge on. So how much of this is the White House willing to cooperate on. It would not be surprising if there is some action they take in response to this. Just blocks from us the senate is holding the key procedural vote on the January 6 commission that passed the house with bipartisan support. Across the potomac we are waiting to hear from President Biden about the Covid Pandemic as we head into memorial day weekend. I want to bring in leanne, lets get to you. The vote on The Hill is ongoing. We have seen five republican senators who have broken ranks saying they would support advancing this legislation to have a bipartisan independent commission. They will need ten republicans for this to move forward. What are you watching now . What is the latest . Its six republicans. Thats why i keep looking down at my phone to see if that number has changed. Six republicans have voted to move on with this bill to form this commission. This is a key vote. If they do not get the 60 votes necessary, then the commission is dead, at least for the time being. The six senator republicans who is have voted for it include susan collins, Lisa Murkowski, cassidy of louisiana, Rob Portman of ohio, Ben Sasse of nebraska and of course utah. The vote is not expected
