Them safe. In minutes, President Biden will hit the road for cleveland. Reporting about the case he is going to make there that his economic plan is working. First, heartbreak in silicon valley. Nine families changed forever. This morning, we know their names and we know some of their stories as well. We will share some of the stories. We are live at the house where authorities say the shooter, samuel cassidy, lived. Its a home that was on fire around the same time of that shooting. What could change this time around, if anything . For years, lawmakers have not been able to agree on a way to regulate Purchase And Use of guns in this country. Now, we are learning about some quiet bipartisanship thats apparently happening on this exact issue. We will dig into that. We start on the ground with our team in San Jose. Roughly this time yesterday, we were talking about americas latest Mass Shooting. Nbcs Lindsey Reiser at there. Jake ward is ten miles away at the shooters house. Nine more families never going to be the same. We know at least some of the victims worked at that Rail Yard where you are standing. What have you been able to learn about the victims . Reporter yesterday we were told that eight had died. Then a ninth victim died overnight at the hospital. Some, if not all, are vta employees at the Valley Transportation Authority. They have been essential employees this entire pandemic, making sure people get to work, get to doctors appointments on time. We are showing pictures right here. The ages of the Victis Range from 29 to 63. It was Shift Change at the time that this took place. People from the Midnight Shift and the Day Shift were all here. We know at least one victim was taken to the local Trauma Center where that victim died. We are learning about the heroics of some of the victims, including one who likely saved the lives of some his coworkers. Listen to what Family Members said about their heroic efforts. In the last moments, he wasnT Looking for his own safety. He was trying to save people. Thats who he was. Very sad. Reporter we are learning more details about the heartstopping moments when the shooting happened. When officers got here, the shooter was still firing off rounds. They were actually yelling so that he would know they were encroaching on him. When they got to that room and confronted the shooter, he took his own life. There was no active gunfire exchanged between deputies and the shooter. We know that Bomb Sniffing Dogs picked up a locker that authorities now believe belonged to the shooter that had materials for a bomb, including detonation cords. We are getting trickling information really about how dangerous this was. Obviously, some of the victims are heroes. Those Depp Puies and Police Officers who ran toward danger as well. Quickly here, in terms of the proximity of the Police Station to the Rail Yard, as i understand it, the police were pretty close. Reporter yeah. You have it exactly right. The Sheriffs Office is really across The Street, right next door practically. The Police Office is just down the road. This is a municipal complex area. First responders were able to respond in minutes. The sheriff here does believe that that did end up saving lives in The End. The speed with which he was able to take nine lives just speaks to the kind of weaponry he was able to employ. Jake, the shooters home a potential crime scene. Take us through what we are learning there. Reporter craig, this morning, as the details of yesterdays events become clear, the portrait of this shooter becomes more and more chilling. I want to show you first Surveillance Video caught by a Neighbors Camera across The Street of the shooter getting into his truck, putting a bag inside and driving away. Thats at 5 40 a. M. , which then begs the question, how did his House Wind up in flames less than an hour later. The sheriff spoke to Nbc News earlier this morning and described the possibilities this way. The call came out with shots fired at 6 34 in morning. Then the fire was reported at 6 37. He must have had some way to set it off have someone else do it. We are operating under now im not sure this isnt going to change is that he set some kind of a device to go off at a certain time, probably to coincide with his shooting. Reporter just watching that footage of him putting the bag into the car and him undoubtedly knowing at that point that the fire would begin shortly thereafter. Thats when neighbors began to shoot the video you saw there. Less than an hour later, about halfway through fighting that fire, the San Jose Fire Department at that point realized something was very, very wrong. Brought in heavy police presence. The street was filled with alcohol, tobacco and firearms agents, bomb techs, bomb dogs, people wearing gear. At that point, it became clear that the events that lindsey described was part of it. This was somebody very, very disturbed. Theres a 2009 sworn statement from a girlfriend of the shooter who said they dated for a year. She mentions bipolar disorder, violent mood swings. We cant know what was in his head. Details paint a chilling portrait of this person. Jake ward and Lindsey Reiser on the ground there in San Jose. Thank you both. We can and we must do more. Thats President Bidens message after the shooting in San Jose. He is once again calling on congress to pass changes to our Nations Gun laws. Savannah guthrie asked the Santa Clara Sheriff about the weapons used in this shooting. On him at the time were two Semiautomatic Handguns and he also had 11 loaded magazines. Shannon pettypiece is at the White House. Shannon, lets start with you. President biden noted four other times that he has lowered the flags at the White House for a Mass Shooting. He has been in office a little more than four months. Whats he calling for congress to do this time . Reporter thats right. One more time the flags behind me are flying at Half Staff at the White House. The president calling for action from congress. Urging congress to do something. White house officials know theres only so much the White House can do, because there are concerns about disrupting this balance in congress right now that has been going on for years to try and reach some sort of bipartisan agreement thats Being Led by senator murphy. Theres some indications they might be making progress on there. The president would like to see Congress Go further, including an Assault Weapons ban. One thing in the interim, The S Re the president would like congress to confirm a director of the atf. His nominee was actually testifying before congress as the shooting was taking place. Informed about it during the testimony. Which he said that if he was confirmed, one thing he would try to do is cut down on Gun Trafficking and try and keep the hands try to keep guns out of the hands of criminals and people who shouldnt have them. Apparently, theres this quiet bipartisan effort on Gun Background checks that could actually have a chance at passing. What more can you tell us about that . Reporter thats right. A real meaningful effort between the Democrat Chris Murphy and the republican John Cornyn. They are talking about a way to beef up Background Checks. This negotiation has been happening quietly Behind Closed Doors for several weeks. He talked to both and they gave me details of what they are talking about. They both sounded optimistic they can get to a deal. They are talking about redefining a provision of existing law that would expand the universe of Gun Sellers who are required to register and get a license. The reason for that, once you register and get a license, you have to conduct a Background Check before selling a gun. In many states, private sellers dont register and can sell guns to people who in some cases, like in the Mass Shooting in odessa, texas, use them to kill a lot of people. John cornyn, who is a strong second amendment proponent, told me thats wrong. The law is ambiguous and should be clarified. This would be a major breakthrough if congress is able to reach a deal on Background Checks. Other things like shannon was talking about that President Biden wants, Assault Weapons ban, prohibition on high capacity ammunition, that does not have a realistic path in the senate. Background checks, we are seeing glimmers of hope this might happen. One reason for optimism is that Chris Murphy and John Cornyn have worked on Gun Issues before. A modest piece of legislation passed in 2017 with a lot of support to Add Reporting into the Background Check system, to improve how that operates. They know their way around gun politics. They have been discussing this. Theres optimism they can agree on Background Checks component and come up with legislative long. It does sound promising. Keep us posted. Right now we are following action on capitol hill. As we speak, the mother of Brian Sicknick, the capitol Police Officer who died after the January 6th attack, is meeting with republican senators. Shes asking them directly, Face To face, to support that bipartisan commission to investigate the attack. In the last two hours, senate republicans unveiled their counteroffer to the White House infrastructure plan. Garrett haake is on The Hill. He is following all of it. Lets start there with infrastructure first. What are republicans offering here . Reporter republicans have raised their top Line Offer here to almost a trillion dollars. 928 Billion for various infrastructure projects, stretched out over eight years. The debate is that their offer is hundreds of billions of dollars apart from the White House because it doesnt include things like the care economy, the electric vehicle portion, the things that the White House wants to be considered as part of infrastructure but that republicans do not think should count. On the pay for part of it the other Sticking Point as the negotiations have gone back and forth, republicans say there are hundreds of billions of dollars unspent from the most recent covid Relief Bill that was passed. Money thats been appropriated but hasnt been spent. Its sitting in some Government Bank Account somewhere. They would like to see that money repurposed. That will be a tough sell with the White House and with congressional democrats who voted to authorize that money for very specific things. Another step. We will see how much its a step forward or another step of the perhaps marching in Place Infrastructure Negotiation going forward. Garrett, have republicans expanded their definition of infrastructure . I know for a while traditionally, they considered bridges and roads and tunnels and train tracks. That was what they wanted to stick to. Democrats wanting to expand that definition. Any sense of where that is . Reporter no. Craig, this is i think the frustration for people who have been following this negotiation. I think the only thing that has been added to the republican definition of infrastructure and was added at the beginning was broadband. Beyond that, the infrastructure that the republicans Look at is the same Infrastructure And Definition we would have had 40 or 50 years ago. They say that the White House is doing this in a political way. Infrastructure as an idea is popular. Lets add other things into the bucket of what would be considered infrastructure to pass something under the umbrella of a popular term. If they cant agree on what theyre talking about, this negotiation will ultimately go nowhere. Lets talk about this emotional plea from brian Sicknicks Mother now. Not just his mother, but his partner, fellow officers, going office to office asking republicans to support this commission. What are we hearing . Do we think this is going to change any minds on The Hill . Reporter its possible that these appeals might move a few republicans who are on the fence. The group of Sicknicks Mother, his partner, some of the fellow officers are about to meet with bill cassidy. He is someone who voted to convict former President Trump in the impeachment trial. He has been a little on the fence about what he thinks about the commission. He said he thinks its probably better to do this as a commission in a bipartisan way than investigate it on a partisan basis. Many republicans are really dug in on this. They see the commission itself as purely political. That said, i just caught up with some of the members of the delegation as they left Susan Collins office. Shes willing to vote to move the commission forward. I asked sicknicks partner what she wanted in the minds of the senators. I want them to think about Brian Sicknick. The officers. They sacrificed their lives that day. They did. Doesnt matter that Brians Cause of death was natural. He still died defending them that day. The others died as a result of the trauma that day. Reporter we are Looking at a long senate Friday Today as lawmakers are ready to head out of town. This could happen late tonight. There will be time for these emotional meetings to sink in with republican senators. We will see where they land. Garrett haake on The Hill. Thanks. I want to bring in michael steele, spokesperson for house boehner, Senior Advisor to Jeb Bush at One Point. Lets start with what we heard on this January 6th commission. The family of the officer who died after that attack on The Hill going door to door asking republican lawmakers to support the commission. We heard from his girlfriend there. How do senators say no to that . I dont know. Its going to be very hard. I think we can never forget the tragic events of January 6th. The assault on the cathedral of our democracy, the u. S. Capitol. I think that the political calculation, which i understand that half of republicans dont believe that the president s supporters did it or he incited them and you need those voters next year, its a very hard argument to make to grieving widows, grieving mothers and tell them that the Justice Department is investigating. There will be other commissions, other investigations. This particular approach is not something i can support. I think its a risk for republicans in the sense that if there isnt a bipartisan commission along these lines, you will get a partisan investigation along the lines of the Benghazi Investigation that house republicans did, run by house democrats. Thats going to be a more aggressive, probably less responsible investigation into the attack and the former president s role. Speaking of the former president , michael, theres this poll out that i wanted to ask you about specifically. The poll found that some 85 of republicans 85 want candidates who agree with former President Trump. That same survey found 66 of republicans want him to run for president again. Is that why republicans arent backing this bipartisan commission into the deadly riot on January 6th, because support among republican voters is still so high for the former president . Yeah. Republicans are Looking towards next years midterms. After we lost two senate runoffs in georgia, republicans lost their seat at the table in washington. They lost the ability to have a substantial influence on policy. The next opportunity to get that back is next years midterms. Republican success is going to require a coalition that is trump plus. You need the president s supporters, vast majority of the party, as well as folks who are repelled by the president but continue to support more traditional republican principals. Its going to be more difficult if you have this sort of investigation going on and Looking into the former president s role. Former House Speaker Paul ryan, perhaps you have heard he is set to speak at the reagan president Ial Library tonight. We have gotten some insight into what the former speaker plans to say. He is, in part, expected to issue a warning about the Partys Reliance on former President Trump saying, if the conservative cause depends on the populist appeal of one personality or on secondrate imitations, then were not going anywhere. You worked for paul ryan. What do you make of the speech . What kind of reaction do you think thats going to get within the party . Im Looking forward to the speech. I think that theres a real question whether the republican party going forward is going to be the party of reagan, open, inclusive, broad minded, optimistic, or the party of trump, narrow minded and backward Looking and incited by silly grievances. If were going to build the party, able to win majorities in president ial elections in the future, build and maintain majorities in the house and senate, we have to return to a more reagan, reform minded, optimistic vision of or party. When covid hit and then candidate biden had to cancel some of his campaign events, The Last One was here. Its a way to make up for that and use it as a jump off point to talk about a lot of the things in the biden agenda when it comes to the economy. He will tour a student manufacturing Technology Part of the campus here and talk about the need to put an emphasis on those jobs and strengthening unions and having the 15 Minimum Wage at the federal level. Talking about emphasizing work over wealth in the Tax Code and in the agenda. That will be part of what he will do here. He will talk about how his Reaction And Management of the Covid Crisis has moved the country to a point now where vaccines are at a point that has allowed for more reopening, a more robust response in the Job Market which is reflected in the Jobs Numbers you talked about. Trying to make his argument for his vision of Infrastructure And Spending and how that can bolster jobs, rebuild some of the areas of the country where there has been some Decay And Neglect and try to chart a course for the next phase of coming out of covid. This is one of those issues where the president will have a chance to lay out his economic vision before the budget from the administration is officially unveiled as well and to try to again get a catalyst going with congress where talks over infrastructure have been back and forth with counteroffers and a battle over the definition of what infrastructure should Look like. Its a chance for the president to touch down in a place that wanted to see him as a candidate in 2020 and will get to see him today. Craig . Kelly, thank you. Are we seeing any proof that cutting these benefits is actually getting people back into the workforce . Craig, its too early to tell. We are seeing those 24 republicanled states cut off federal Unemployment Benefits. Thats going to start june 12th. Some of the states are actually taking some of those monies and incentivizing people to go back to work. Its highly political to say people are staying home because they are getting paid so much money. Its going to take time. We are reopening the economy all at the same time. We are going out and we are spending more money. Theres this rush. You have people with childcare issues, transportation issues. Its going to take time to work these kinks out. Just because we say, parents can go back to work, school reopened, Well School is about to close for summer break. If you talk to summer camps, they tell you they have a problem because they cant get the international workers they depend on every year because of the visas that have been put on hold because of Travel Ban issues. To say as soon as we get rid of the expanded unemployment, boom, this is going to be fixed, no. Reopening the economy, getting back on economic track takes time. Stephanie ruhle, thank you. The Associated Press first published some of the Body Camera Video of the arrest earlier this month. Greene could be heard saying he is sorry, calling out for help. The legal team says todays News Conferences comes as a result of, quote, expected new action in the case. Nbcs Sam Brock is live in baton rouge. Sam, what can we expect to hear at this News Conference . What do we know about this expected new action, if anything . Reporter craig, good morning. For the first time since that 46 minutes of horrifying video was released last week, first by the ap, then by the Louisiana State police, we will hear from both the attorneys for Ronald Greene and his Family Members and the naacp and the aclu. I can tell you this morning, the Family Members have been meeting with state officials, with prosecutors. The civil Rights Attorney has been trying to get time with governor edwards here. Not clear if that happened. There are two investigations going on. One on the federal level and a state investigation, too. They are expecting federal charges in the coming months. The state charges, are we going to hear about that on these steps over my shoulder at the Louisiana State capital . The evolution of the explanation from the Louisiana State police, this happened two years ago, in may of 2019. The family says they were told Ronald Greene died after his car had impact after a police chase. Then that was amended in a single Page Crash Report to note there was a struggle between greene and troopers. No use of form was mentioned. Then the Louisiana State police says there was use of force but it was justified. Here we are today. It has taken 474 days for the state to launch an investigation into this. Thats where we stand right now. We have seen parts of the video. You mentioned it earlier where you can hear mr. Greene appearing to say, im sorry, im scared. He was pulled from the car, beaten, tased and at One Point dragged along the ground by his ankles as they were shackled. He was left there for nine minutes as they can be heard sanitizing their hands and cleaning their hands and talking about the beating. What the question is for Family Members, what accountability are we going to see on the State Level . We are hoping to learn answers in 90 minutes. Craig . So many questions. So many questions.
