But we begin in minneapolis and the events around the Life And Death of George Floyd. Joining me now nbc correspondence shaquille booster, live in minneapolis, Michael Aaron Dyson at vanderbilt university. Hes also the author of long time coming reckoning of race in america. Also with us, Kristin Gib bones federer, an msnbc legal analyst. And melissa murray, Nyu Law professor, murray, a former Law Clerk to sonia sotomayor. Allstar panel on a very important topic. Shaq, ill begin with you, 9 minutes 26 seconds, its what the world has known. Its The Moment Of Silence in the last hour. What was that like, or have people that youve been talking with feel like there has been a change in the last year or frustrated with the rate of progress . Reporter you see both of those sentiments coexisting here. I spoke to Bridget Floyd who is the sister of George Floyd who was on stage and led that moment of silence she said the reason shes not in washington, d. C. With the rest from the outside. She said ill go to d. C. Happily, when that George Floyd Justice And Policing act is signed by President Biden. She wanted to keep the pressure on president Bide Ton get that legislation passed. And to get the pressure on congress to do what they can to get that legislation passed. You also hear the frustration of people here at the celebration of George Floyds life. That was the question i asked one of the people here. Whether or not the Change Theyve been seeing. In minneapolis, theres been Police Reform at the local level. The department has instituted changes. Youve seen the State Legislature Pass changes back in last july. I asked someone here was that enough. Listen to a little of that conversation. You hear folks highlighting changes that weve seen since George Floyd was murdered a year ago . Are you satisfied with those changes . Do you acknowledge what has happened . How do you judge what weve seen since his death . Well, the discrimination and things like that have been happening for decades, centuries, so its not going to change overnight. We appreciate the effort thus far we do see that things are changing. Its more so, we dont want it to lose the momentum and at some point we no longer see the changes that we need to. Reporter i mentioned here downtown, its an even called the celebration of life. Youre seeing art taking place on stage. Theres musical performances that are happening. We heard from the mayor of minneapolis who came here and also participated in that moment of silence. And, again that message that you continue to hear from people is that, yes, they understand that this is that solemn day. That somber day where theyre going to reflect on the life that was lost a year ago here in the city. They want to keep up the pressure. What theyve gotten so far is not enough. They want to keep the pressure up to give that systemic change that theyve been calling for for the past year and that theyre still waiting for, ayman. As part of that systemic change, i want to read to you part of the statement. This was from the initial Police Account of George Floyds death. It reads in part, two officers arrived and locate the suspect they now believe to be in his 40s. He was ordered to step from his car. After he got out, he physically resisted officers, officers were able to get the suspect in handcuffs and note that it he appeared to be suffering medical distress. Officers called for an ambulance. He was transported to Hennepin County medical center by ambulance where he died a short time later. When we Look back at that statement, how do you even read that statement with the problems we know exist in this country . Well, clearly, it is a bluewashing of the truth. It was seen through the distorted prism of police people whose attempt was to exonerate them before any charges were lodged. And to rely on the Big Black Man who brutalized them potentially was held in check so this was, quote, a natural death. These Police Reports are examples of symbiotics. The symbolism and verbal chicanery that some of these Police Departments use to obscure the fact that they are continually killing black people. That they are unjustly bringing them to The End of their lives. That theyre forming a Judge And Jury on the asphalt and terminating black life. And a year later, what we see with the conviction of derek chauvin, and Look what it took. It took a 17yearold recording it. It took a greek chorus of witnesses on The Streets telling him to stop. It took police people to finally break ranks and say what he did was wrong. And it took a nation Looking in on this and protesting to simply get what is necessary for all of us to have, in cases like this, without a camera. Without the ability to call upon Empirical Evidence to verify that the police have misbehaved. A year later, the George Floyd act is necessary to be passed, but that is the floor. Not the ceiling. And weve got to be very skeptical and cautious of what police people do In The Name Of not only policing society, but refusing to police themselves. Yeah, No Doubt the media has an important role to play in that. I question the veracity of those types of statements, kristin, senators cory Booker And Congresswoman Karen Bass released a joint statement on Police Reform negotiations reading in part while we are still working through our differences on key issues, we continue to make progress toward a compromise and remain optimistic about the prospects of achieving that goal. What do you think a bipartisan bill is realistically going to Look like . And do you think it is even on the horizon here . I do think its on the horizon, ayman, i think a good bipartisan bill that Looks at what the constitutional rights are. And actually allows any constitutional right that you have to make sure that that individual can be made whole when its been violated. When you Look at qualified immunity, qualified immunity is used to stop victims of Police Abuse from suing the officer in civil court, even when the abuse is found by the court to be a constitutional violation. If theres a compromise of qualified immunity, it needs to be something thats even better. And what could that Look like . Well, ayman, if youre hit by a Fedex Truck you can sue the Delivery Driver and you can also sue that Billionaire Company on the theory of refusing to respond. But you cant do that on Police Conduct because of a case called minelle. As a civil Rights Attorney i prefer to sue the Department Or Municipality because they have deeper pockets. It puts my survivor, my client and their family, in a better financial position to be made whole if their constitutional rights are violated. So, yes, i do think it is on the horizon. But what i hope that it allows for constitutional rights then violated to allow that survivor, that victim, to be made whole. And Thats Something that cant be compromised. Melissa, to that point, you know, as we wait for legislation, perhaps cases making their way up to the supreme court, dozens of states, municipalities have reformed the rule of governing their police and Police Officers just in the last year, from, you know, the use of force to mandatory Body Cams to banning neck restraints. Are these remedies sufficient . Can they be sufficient without a federal approach to this . Well, i said on these programs before that policing is quintessentially a state and local enterprise. The federal government is relatively limited in what it can do. I think you see that in the proposed version of the George Floyd Justice And Policing act. What we have seen at the State Level is more sweeping reform. Much of It Bipartisan that limits the control of Police Unions over some of these things, thats an important step. It also does things like limit the use of neck restrains, requires the use of body camera. Some of that can be replicated on the federal level, but obviously, the oversiekt can be influential as well. This is about the way in which brown and black bodies are views in our culture. In that regard, what weve seen in the private sector actually seems to be as impactful as what were seeing in the legal sector. So were seeing private companies like amazon. Com, paypal, make their own statements about Police Reform and about the value of black lives and take steps to normalize the idea of marginalized groups. Weve seen this incredibly impactful in other venues and it Looks like its incredibly meaningful here as well. To that point, thats a great note you brought up, melissa, michael, what do you make of Culture Points when you have companies like the nfl, nascar banning the confederate flag. Mcdonalds committing to diversify their workforces . Significant changes, meaningful changes . Or symbolic changes but not substantive . Well, i think theyre both. Symbols can be a vehicle for substance. You know if the Basketball Player on the court puts the ball through his legs or her legs and jams the ball. Two points are still being scored. The style becomes a vehicle for the substance. So these symbolic gestures are incredibly important. The symbols of embrace, the symbols of support must be translated as this young generation has said into something thats transformative. In that way, the culture is incredibly important. The professor is absolutely right because the folklore of racism is just as important. The liturgies, the icons, the symbols attached to white supremacist identities is extremely important. Look, you can have People Part of the Ku Klux klan, and you can have people who are part of the white evangelicals, the systemic, the religious, the theological, the symbolism of those acts is joined to substantive interventions that means that symbols and substance go together. And its important, sometime, to move the symbolic so the substances can come through and make a difference. If you can pull down those darn flags. If you can insist that the confederacy did not win and will not rule, then you can begin to change minds and transform culture in a very profound fashion. Kristen, i know we still have a long way to go because were still seeing deadly interactions between police and black people unfold today. Just last month, you had Andrew Brown jr. Shot and killed in south carolina. The Justice Department saying it was justified. Do we need broader reforms and policing in this country . And how do you have that conversation . You definitely need a broader reckoning of Police Reform. And how do we have that conversation . I think protesters have shown us how we have that conversation. We take to The Streets and make sure our voices are heard. I thought it was wonderful, ayman, that you pointed out with shaq earlier how George Floyds death was initially described. Is it kind of reminds me of andrew Clydes Description of the January 6th insurrectionists as ports. It tells us there arecovered up with mr. Greene. Its three words, consciousness of guilt. We have those conversations by taking to The Street and making sure that voices are heard. We also have that by the federal government stepping in as it has done and making those patterns and practices and investigations so that it can go, from the top down reevaluate and transform that Police Department as a whole. We just got word that meeting between George Floyds family at the White House with President Biden and others is wrapping up or has wrapped up. So, were going to keep an eye on that when and if the family decides to make a statement, were going to bring that back to you live. Melissa, im curious to get your thoughts, we know the issue of racism is deep in this country and deeply rooted. Lawmakers in at least 12 states theyve begone to release bills that are banned calls critical Race Theory in schools. Are we seeing the backlash with this racial reckoning play out . I mean, this is sort of par for the course. Anytime weve seen advancement on civil rights, gray rights, there is a period of entrenchment. Were seeing it right now. Make no mistake, what is being taught in these schools is not critical Race Theory. That is a term being bandied about without real precision what it means. But it goes back to the point that you made at the top, ayman, how history is written by the victors. And the perspectives of those who were not on winning side get sidelined what things like the 1619 project and critical Race Theory do is surface those voices and that can be threatening to those whose vision of history has been predominant. I think thats what were seeing as we try to be more transparent about our roots and history. Were seeing an inevitable backlash and its not the first time weve seen it. Secretary of state Antony Blinken just wrapped up a Press Conference in Jerusalem Afternoon announcing the u. S. Will move forward with reopening its consulate there. And the biden administration will channel upwards of 350 Million in relief to gaza. Blinken traveled to the West Bank and Jerusalem Today with the im of strengthening the ceasefire still on day five. Assuring israeli officials of the u. S. Support for the right to defend itself. And meeting not only with the palestinian authority, but also the palestinian Civil Society leaders. But the risk of outbreaks remains high. Here, youre seeing a funeral of a Man Shot and killed with an encounter with what the Associated Press described as undercover israeli forces in ramallah this morning. An israeli Soldier And Civilian were also stabbed and wounded in East Jerusalem last night. Joining me now from Tel Aviv is nbc correspondent kelly cobiella. Kelly, your takeaways diplomatically and on the ground. What does it mean for united states to take on a larger role in local diplomacy . Reporter well, i think the key Thing Weve seen throughout the day is this idea of commitment to invite the palestinians back to the table essentially. Thats something that hasnt been the case for the past four years under the trump administration. Antony blinken saying the u. S. Would reopen the consulate in jerusalem. He wants to reestablish, renew ties in the palestinian community and build on those ties. The consulate is a key part of that, not only talking to politicians, but also to potential future leaders. Take a listen to what he had to say. Its, i think, important to have that platform to be able to more effectively engage not the palestinian authority. But palestinians from different walks of life. The ngo community. The business community. And others. And so, we Look forward to doing that, but i cant put a Time Line on it. Reporter and something else we heard a lot from the secretary of State Today was this repeated Idea Or Line that both israelis and palestinians have the deserve to have peace, security, opportunity and dignity. This is a clear break from the trump administrations policies, inviting the palestinians back to the table, essentially, ayman. Kelly, were any concrete steps taken by the u. S. To prevent this all from happening again, by this all, i mean the round of violence that we saw beginning in East Jerusalem with the evictions. And ultimately, the war with hamas and gaza . Reporter yeah. So, ayman, when youre talking about settlements, incitement of violence, all of those sorts of things, Antony Blinken was asked about that by our own andrea mitchell. This is what he had to say. Did you get any commitments from prime Minister Netanyahu to eliminate palestinians from East Jerusalem neighborhoods and to work with palestinians in order to avoid any spark that could break the ceasefire . And did you get any assurances from the palestinian Authority Today that they could have any influence over gaza . Any steps that either side takes that either risk sparking violence or overtime and ultimately, undermine the prospect for returning for the pursuit of two states we oppose. And that includes settlement activity. It includes demolitions, it includes evictions. Reporter so, no concrete commitments, at least nothing that Antony Blinken was willing to talk about in front of the camera. But he did say that, Look, the focus for the u. S. Right now, the key for the u. S. Is to take care of the urgent situation, his words, in gaza. Help with the reconstruction. One year ago, the news of George Floyds murder in minneapolis sparked a swell of protests and demonstrations across the country, demanding change in policing and triggering a much broader racial reckoning in this country. But before moving to minneapolis, George Floyd spent most of his life in houston, texas. The oldest of five children and a star on his high school football team, his death sent Shock Waves through that community. Joining us now from houston, msnbc and host of podcast trymaine lee. Tell us what you learned from speaking to members there in houston. What are they doing to honor floyds legacy, a year after his death . Reporter thanks so much for having me, ayman. George floyd means different things to different people, for some, hes a seed, a spark, maybe a sacrificial lamb. For folks here in houston, hes a son of the Third Ward. I spent some time with Rapper And Activist Bun B of the third war and to put this in context. Lets take a listen. Yeah, this is literally The Street that he played on as a child, you know. Right over here to the right is one of the houses he grew up in. Reporter i met up with Bun B in houstons Third Ward on The Street where George Floyd grew up. For many people, floyd was like a brother for them. For some, a big brother, but all a brother. Reporter when the news of Georges Death in minneapolis reached houston, local activists mobilized, Bun B was the first to step up. In the year since george was murdered, has anything changed . The visibility of whats happening to black people in the community has changed. The public record in terms of Body Cam Footage and Home Security Footis heightened. Its a continuous fight because we will incrementally get better. It will be always be two steps forward and three steps back. So, yes, we get to move into the suburbs and we get to move in nicer communities but if we go jogging at the wrong time of day with people out in those communities we can get murdered. While it seems like progression, we remain in the same place. Want to have special treatment, we just want equal treatment. All right. Were going to put that on pause for a moment continue our conversation with trymaine lee. We do want to cross over to the White House. We see Ben Crump accompanied by members of the Floyd Family, coming outside of the West Wing of the White House. Lets hear. Im attorney Ben Crump along with attorney chris stewart, attorney Tony Ramenucci and we have present with us the family of George Floyd and some of their dear friends. We have rodney floyd, we have philonise floyd. We have terrence floyd. We have brandon williams. Obviously, we have this little angel, her Mother Roxy is here with gianni. We have dominique, we have Dominique And William who are close personal friends as well present here. Briefly, the brothers will address you, the president and the Vice President met with the family for over an hour. And theyre going to tell you some things that hammed in that meeting. I know the president was very personal because he got to know this family over the years. And he wanted to check on them, on today of all days to see how they were doing. To reiterate that they are still doing everything to make sure that his legacy is respected and that involves us going to meet with senators in just a few moments to continue to press forward for the George Floyd Justice And Policing act that he says he is ready to sign any day. He said that he doesnt want to sign a bill that doesnt have substance and meaning. So, he is going to be patient to make just the right bill, not a rushed bill. Also, the family encouraged the president to continue to meet with the civil rights leaders and Advocacy Groups who have been working on this for decades, like Reverend Al and the naacp and the National Urban League and many others. So, with that, i will present to you philonise floyd. Hi yall doing. Im doing great. Just we met with the president and the vp. It was just on the remembrance of what happened to my brother because this was his day that he was murdered. It was great. Hes a genuine guy, they always speak from the heart. And its a pleasure just to be able to have a chance to meet with him when we had that opportunity to. Were just thankful for whats going on and we just want this George Floyd Police Act to be passed in the future. [ Inaudible Question ]. No, because this thing, if you can make federal laws to protect the bird which the bald eagle, you can make federal laws to protect people of color. Okay. Now, we will have this brother rodney floyd. How are you guys doing. Today is about the remembrance of our brother George Floyd, father, uncle, friend, Cousin And Mr. President and the Vice President gave us our condolences just touching back on what happened yesterday, reiterating everything. They asked us how we were doing, do we need are we taking care of ourselves, having counseling and asked us how we feel about whats going on today about our brother. Were thankful that he showed great concern. Did President Biden offer any reassurance that he would personally make sure now, you will hear from terrence floyd, we may take one or two questions at The End, maybe. Hello, everyone. Hello. You know, being here today is an honor, you know, to meet with the president and the Vice President. And for them to show their concern to our family and for them to actually give an ear to our concerns and how we feel in the situation. And i feel it was a very productive conversation, and im grateful for it. And i thank everybody for the love. Thank you. And now you will hear from brandon williams, the nephew of George Floyd who was like a son to him. How yall doing. How are you doing . Im great. I think it was a very great meeting. Were very appreciative and grateful that the president and Vice President invited us here. I think the meeting went well. He showed concern and i think genuinely he wants to know exactly how were doing and what he can do to support us. He did let us know that he supports passing the bill. He wants to make sure its the right bill and not a rushed bill. He said the deadline, hes not happy about it not being made. All in all, he just wants the bill to be right and meaningful. The important thing to remember, and i think everyone has spoke on different things, the important thing i want everyone to remember is this, there have been other bills that have been passed in the last three months protecting different groups of people. This group of people needs to be protected, too. And this started a long time ago. There are some things that started a lot sooner, that got protected a lot faster. And so we just ask that you, if youre out there watching, urge your congressman, urge your senator to pass this bill because its very, very important. Thank you. Upon behalf of the over 66,000 mostly African American lawyers in this country and globally, we must support the passage of the George Floyd Justice And Policing act. We dont have a choice. Unless we want to see the carnage that weve seen happen over and over and over again. And thats not acceptable. So, please call your senator and impress upon everybody in your community that weve got to do this. Weve got to pass it. Thank you. Thank you. All right. Trying to get biden from Policing Organizations from the George Floyd policing act. Thats one of the reasons were hearing it was stalled thats the reason it was not signed into law. What say you for the fact theyre Looking for Police Organizations to buy in. It Looks like civil rights versus qualified immunity, Civil Rights Versus Policing . Were going to go here and meet with Senator Booker and senator scott, two of the lead negotiators in the united States Senate to continue to talk about a bipartisan bill. We dont think that it has to be one against the other. It should be that we all want better policing. We all want just policing where george will get an opportunity to take a breath, without having a knee on his neck, or Breonna Taylor will get to sleep in peace without having her door busted open and executed with six bullets in her body. Her blood is on them. They continue to press to say, yeah, we have the respect, to spill blood on this legislation. It must be meaningful. And we can do this together. This san american issue. This isnt Police Issue or civil rights issue. We have to Look at this as a national issue that we have been dealing with far too long. I think, chris, c. K. , it has been 57 years since weve had meaningful legislation, we Look back at history, we remember jimmy Lee Jackson being killed in Alabama And Martin luther king, and John Lewis in selma to get that passed after years and years of trying. We pray that history can repeat itself and that the death of George Floyd will propel us to finally get meaningful Police Reform. Did President Biden sorry, guys, were going to wrap it up. There was a connection between what you were reporting and that was the family of George Floyd and that powerful moment where it was described that the president played with the daughter of George Floyd, Gianna Floyd there. And checked on the family. Basically what we were hearing from before we interrupted you. Talk to us what this family means, this collective family means and the change were beginning to see in the country. Reporter ayman, Thank You so much. Rightly so, so often we talk about the big picture, we talk about the 18,000 Police Departments all across the country, many of them need something sort of reform. Were thinking about the 200 black people killed by police between the day George Floyd was murdered and the day that chauvin was found guilty. We think in terms of big pictures. What we saw right now its about individual families, individual families seeking justice. Individual families with specific kind of hurt that many of us emphasize from afar. And communities like Third Ward, where George Floyd is from. People remember big floyd, taller than the Community Walking around. He was a figure they identified with. Big structure and cultural reform. The chasm between black and white, police in the black community. But it always comes down to individual families and individual hurt. Their voices in tough circles to stand in front of a gaggle of reporters and talk about the pain and find the gumption somehow to speak about moving forward, thats what were seeing now. People across the country, black, white and other will see this moment they identify with the pain but also with resolve and resilience. Spend something time here in the Third Ward here in houston, i got that sense. Even though there is a pain over the last year, there is a collective Heft And Strength that something has to change if not now, when. And what an incredible family, theyve been through all of this, sharing as you said their Grief And Pain but also pushing the country forward for change. Monica, lets talk about that change for a moment. An important moment that were hearing from one of the brothers of George Floyd. Saying that was something that the president was hoping to do. He also said the White House does not want a rushed bill, they want the right bill. Talk to us about what the biden administration, the White House is or is not doing behind the scenes to get the right bill. I picked up on that as well, ayman.
