Gabe, let me start with you you have been covering the story for a year now. I know you had a chance to talk with the family of George Floyd and other thats have been united in this movement here. Yeah, that is right and they tell me theyre disappointed that congress has not been able to meet the selfimposed deadline. It has been a difficult year as well as other women that lost Loved Ones including the mother of eric gardner. For them, the pain is still fresh. What changed the host is Yun Si throughout the country. When the verdict came down in this case, guilty three counts, what went through your head. God ansed my prayers. I prayed that justice would be served. And its been several years since you lost your son. What went through your head when you heard that verdict . I was elated. I said we found some form of justice. They are still fighting for that. I dont think they understand how urgent this is. That was johns sister. He was killed they came to a deal on that Police Reform Bill today, were here in George Floyd square at 38th and chicago. There is remembrances planned here throughout the day and the governor is calling for silence here in minneapolis this average former officer. You heard gabe ask about that in his interview there if congress it moving quickly enough. On this show 24 hours ago we got a reality check. Since then, you have been reading the tea leaves on Capitol Hill and it seems like there is new reason for optimism, why . Congress always separated themselves from that imposed deadline by President Biden. They were never optimistic that they would be able to meet it. Coming to an agreement by today, but speaking with the negotiators around Capitol Hill last night they have seen the most optimistic that i have seen since they started negotiating senator tim scott, he is leading this for republicans and he said that over the weekend they made good, good progress. He said he can see The End of the tunnel and by The End of this week theyre starting to put together a Frame Work of the legislation. So that is the most, they said perhaps by The End of the weekend they might have an agreement they could announce. They are stressing this is very complicated and when you figure out one piece of the puz that plays an important role. So theyre trying to put this together, theyre trying to also get buy in from the police organizations, also buy in from the civil rights groups this is a true bipartisan negotiation that is still happening and even though they did not meet President Bidens deadline, there is a lot of optimism on Capitol Hill. Do you hope to see anything happening today as a moment to mark this anniversary or do you understand why it is taking as long as it is. Im thinking of George Floyds family today. Progress has been far too slow to come and they were hoping this deadline would be met and that is important for us to continue to hold up. Giana has been waking up for a year now without her father. She shade her daddy would change the world and he has and i wish we were still here to change her world. We look at this bill and we see a lot of things in it that should have happened. There was a shift in the national use of force policies. Activists and organizations and the 21st Century Police Task force were pushing in 2014 and 2015. Some of these things are overdue and they have to get done right away. There is ways that they have moved young what is in this bill. The idea of investing more money in police even though the evidence is showing us that that is not actually showing them from killing us is frustrating to a lot of us in the Movement Community and a lot of us in marginalized communities. At the very least they need to ensure that qualified immunity is not negotiated out of the bill, and that whatever is done in George Floyds name needs to be something that would have saved his life. Thus far this is not cutting it. What about what is happening on the state level, britney . In the past year you had something like 3,000 Policing Related Bills introduced on the state level, right . 30 plus states put in Place Police Oversight and reform laws, how significant is that . It is incredibly significant. And while what happens at the federal level sets a pace for the rest of the country it does not dwhaerm will happen to us when we encounter police. I would go further to what is happening on local levels. A Brand New mayor who ushered into office the same activist and organizers took Four Million Dollars not being used in the Police Budget and reallocated that back to the community, housing, and the things that keep us safe. It helps us keep a standard and refuse to make incremental change. Thank you all for your reporting and for your perspective on this. Im going to speak with the attorney for the Floyd Family just ahead of their meeting today. As we mentioned awaiting that rare joint statement from The Middle East from u. S. Secretary of State Blinken and president abbas. Also breaking, confirming now the very first meeting between President Biden and Vladimir Putin. I ps want to bring me in a diplomacy contributor. The White House is just confirming what we suspected might happen which is President Biden and President Putin Face to face for the first time in a matter of weeks. What can you tell us . This is something that the president indicated you that this is what he wanted to do. Now they have finally confirmed that. This will come after two other international summit meetings. We are expected for this meeting to be for the administration to try to stabilize ties with russia. They are not meeting out of this meeting but to move relations into a better direction, we know based on what officials have said and peoples past experience with both of these two leaders that we can expect some of the tough issues to come up like cyber security, hacking, and ukraine. Also some of the areas where biden wants to work together. Denuclearization, environment, climate change, so this is some of the topics that we can expect. Of course there is a risk to the meeting of elevating putin on a national stage by giving him such a high profile meeting. That is what the White House has been trying to walk. They are decided best actions going forward. June 17, what is your reaction to the news that were getting into and the balance that shannon is talking about that the White House is trying to strike. Its the right move. The key is to confront where we must and cooperate where we can. We need to confront russia on truly violating norms of signer security. We need to confront them for invaing ukraine. They go On And on. But there are zones of cooperation that we can address. Climate is one of them, but i would add to that the arctic, the high north, the ice is melting. We dont want to land in conflict there. Overall we want Vladimir Putin to listen to sit, to thereon what he has to say, but at The End of the day the president has to convey the tough messages confidently and im confident he will do exactly that. Were following other developments from around the world. Were waiting to hear from the palestinian leader. Talk to us a about what we have heard so far from Tony Blinken and the expectation that at any moment were going to see the two of them together again here. Yeah, its going to be a remarkable moment when you consider how long its been since the top u. S. Administration official met with anyone the Trump Administration recognized jerusalem as the capitol in 2017. That was a nogo gone. They boycotted the administration. Earlier today you mentioned that Secretary Blinken met with benjamin netanyahu. They spoke to reporters. Secretary blinken talking about the u. S. s iron glad support for israels right to defend itself. They would like to reimburse the Iron Dome Defense system that Israel Credits with stopping 90 of hamas rockets. But he also talked about the palestinian people. He said we need to reck need the fact that there was a loss of life on both sides here. Take a listen. Intense behind the Scenes Diplomacy Lead by President Biden and working very closely with the Prime Minister helped produce last weeks cease fire. Now we believe we will build on it. That starts with the recognition that losses on both sides were profound. Casualties are reduced to numbers. Behind every number is a individual and human being. We expect Secretary Blinken to be talking about the reconstruction in gaza and the delicate situation to help funds with gaza to help rebuild without getting into the hands of hamas militants. Its really tough because hamas does not have a lot of political power. Hes not popular, and we know he has no power in gaza. Kelly, shannon, thank you, i know you will be standing by for when we do see that joint statement. Thank you to all three of you. Plus, new this morning, the Department Of Justice ordered to publicly release a key 2019 memo about whether or not President Trump obstructed the Russia Investigation now appealing. Were going to explain why. And our Brand New nbc reporting On Don Mcgan and why he is set to testify in front of lawmakers on The Hill next week when we come back. On The Hill next week when we come back. Agine a comfortable Nights Sleep without frequent heartburn waking her up. Now, that dream. Is her reality. We built the citys Recycling System from the ground up, helping to make San Francisco the greenest Big City In America but we couldnt do it without you. Thank you, San Francisco. Gracias, San Francisco. Thank you. [ speaks native language ] lets keep Making A Differene together. We have a couple big developments in regards to a legal fight. The justice department, here is the deal, is releasing a little bit of their memo on why President Trump was not charged with obstruction. At the same time the doj says they want to try to block the other eight pages of the memo from becoming public. It comes as Don Mcgann is expected to go in front of the House Judiciary Committee next week for an interview that will be transcribed. Why would they not want to release pieces of that memo. So they feel there are institutional plays here. It is for predecisional discussions. And thats what the governor says this is. They did agree to release a little bit of the memo that says that the decision that the Attorney Generalhad to make is would they support a prosecution for obstruction of justice. That is separate from whether or not the president should be charged with obstruction with everyone thought could not happen baud because of the constitutional bar to that. The bulk of the memo, all of the things released last night, all blacked out, thats what the government says should be withheld because of the predecisional discussion about the very issues that it says should never be disclosed. What about the plans for Don Mcgann to testify next week . It will cover what the Muller Report saying his role was. For example, it says the president asked him to get muller fired. He will be asked about that. He agreed to answer questions only about the things the Mueller Report says it is his role in all of this. The White House says people like him are immune and they agreed to settle the lawsuit and this is the result of the settlement. Mcgann will come up and appeal not in a public session but with a Committee And Staff and the transcript of it will be made public. So we will eventually know what he says probably quite soon after he says it. It is not an open session. Its not live, we wont see it as it happens. Pete williams live for us in our washington news room, pete, thank you for that. Breaking news on Capitol Hill, this is interesting the top House Republican, Kevin Mccarthy, is now condemning one of his fellow republican members of congress, Marjorie Taylor green after days of silence after her comments about covid rules compared to the holocaust. This is interesting, mccarthy to this point had not said anything publicly about her remarks. She tries to get, and she fundraises off of the attention she gets from saying very outrageous things. Do you cover it and give it oxygen, do you not cover it . Is it better to call them out when they happen . Now you have Kevin Mccar think putting his thumb on it. I have been very reluctant to cover congresswoman green. She is a back bencher. Everything she does is designed to draw attention to herself and raise money for herself. The latest reprehensible comments about wearing masks compared to jews wearing stars on their clothes during the holocaust. Silence over the leadership in relationship to it became note worthy. Thigh say her intentional decision to compare wearing a mask to the stars during the holocaust is inappropriate. Some democrats elevated green in the last several days. You had jeffreys tweeting saying green was now the face of or the leader of the House Republican conference. Majority leader schumer mentioned green in recent ways. They are saying republicans, clean up your house, made her more relevant. The decision to condemn her is note worthy as is the time it took to get to it. And well see if green responds. I suspect she will it is part of a pattern. Centering Kevin Mccarthy here. When we talk about the News Worthiness of this piece, i remember back in january, right, didnt he say he would talk to her about offensive and outrageous comments she made at the time. I dont know if this has come up in your conversations with gop sources. Are there those that feel like she is doing a good enough Job Con temperatures the fringe elements of the party or not . There are those that do feel that but, and there are plenty that do not. This is the challenge that mccarthy has. He is trying to keep the republican tent as broad as it can be by enbracing former President Trump as closely as possible and trying to keep room for more moderate republicans. Those that have to win seats or hold on to seats in swing districts. The closer you hung the fringe the harder it is to protect those members that want to distance themselves from it. This is a challenge the republican party will continue to face as they try to take back the majority and the house next year. Garrett haake, thank you for that. Speaking of Capitol Hill, we know other action is happening there today. Specifically the family of George Floyd going there to meet with lawmakers this morning to talk about police reform. Next up a Floyd Family attorney that will be at that meeting is going to join us on what they hope to come away with. And Dylann Roof, the first person sentenced to death for a Hate Crime is asking for a overturn of his Death Sentence today. Overturn of his Death Sentence today. This is a cold call. The memorial on the bottom right Hand Side of your screen is the George Floyd memorial in minneapolis. Its one of a Lot Lot of places where theyre recognizing his death and theyre promising not to stop until more significant changes happen. Joining me is antonio romanuci. This is the anniversary of George Floyds death. What does this day mean to you and the family and how are they doing today . It is hard to express the range of emotions for myself and for the Floyd Family. I guess if i start with, you know, broken hearts i think that is a pretty good way to start. I know how deeply affected the George Floyd family is. And i think what a wonderful thing has happened as a result of the Floyd Family, you know, celebrating George Floyd and his life, is that it spawned a lot of other families across the country. Little pods of family thats are now acknowledging and still talking about George Floyd. I think that is the change that were looking for when we go to The Hill today. The Floyd Family wants to see change, they want irrevocable change. Meaningful change, that is kind of the goal of what were doing today and theyre going to take that passiOn And the emotion they have, and theyre going to talk to these lawmakers and make sure they understand what they really want. Do they feel hopeful that that change that youre talking about will come and come soon . So that is an excellent question. I think we all convinced ourselves that we do not want anything rushed because if were going to get a big passed it has to be meaningful. It has to be a bill that is going to protect lives, and save lives, as opposed to being just the same old thing. If were going to be the same old thing, then i dont know that we need the act. We want meaningful and real change. So that is why were going to slow go this thing and make sure that we get what we want. And is that a sentiment that you think that you would feel comfortable, or the family would feel comfortable expressing to the White House for that visit that i understand is happening today . I dont think there is any doubt that theyre hesitating to tell anyone that they need real change. And that is, look, this is a year since George Floyd has died. Still talking about it, still acknowledging it. Were celebrating his Death Today because it means something. And this is not an opportunity that can go to waste at all, ever. We have not had this sort of movement in civil rights in over half of a decade. So we have to make a positive change. We have to make sure the legacy of George Floyd continues. And not only George Floyd, look at all of the other people killed by police in the past year since George Floyd. Its not stopping. We need to stop it and we need to be able to have policing in this country that is meaningful, that is there to protect life as opposed to remove life. We are, as we look ahead here, we are, i think today, exactly one month away from the former sentencing of Derek Chauvin Spp that something that the family that you anticipate could be closure for the family . Is there no such thing here . I dont know that they will ever have closure. It is certainly another chapter in this story. I dont know that it can be closure because they will never forget this. And you know i have said this before about the Floyd Family. They are incredible. They are united in this quest. I can only hope that one day theyre able to reflect back on themselves and really understand the moment that they had to go through because theyre fighting so hard for so many people right now. So so many other people that have been killed since George Floyd. And even before George Floyd. So after derek chauvins sentencing, while we know there are other trialing and other trials and indictments, there is more to live through. We have been showing images of her, i know she will be part of some of the meetings today, how is gianna doing . She is incredible. She is an absolute sweetheart. She is doing as well as you can imagine. She wants to meet people. She understands the process that is happening. And she wants to be part of the process. I would anticipate that young girl growing up to be just a great Community Leader and activist one day. I know you have to go, you a couple key meetings and important meetings happening today in washington. Thank you. Coming up at 11 00 by the way, a Special Edition of Craig Melvin reports. He will be talking with Tara Brown about a new program. It is all Coming Up here on msnbc reports. Were also keeping an eye on Something Else happening today, a criminal appeals report. A man on federal Death Row for the and were talking about Dylann Roof who is appealing his Death Penalty Conviction after a horrific crime in South Carolina in 2015. Talk about what theyre arguing here and how strong their cases are. Do you think he could have a shot . Hallie the brief is 321 pages. And it makes some decent arguments. Including that the Trial Judge did not allow roof to represent himself. He was only 22 and he had been diagnosed with schizophrenia and other mental disorders. He would not allow the jury to hear that evidence if he could would have been sentenced to life instead of death, it is still very difficult to get a conviction overturned. He would have had to have been found not guilty and thats a standard that most cannot meet. How complicated is this right now . The president opposes the Death Penalty and promises to end executions. Its a question for the White House. We know the Vice President is opposed, but this case was the first time the federal Death Sentence was handed down for a Hate Crime. So the Department Of Justice may be under some pressure to defend that Verdict And Hallie this was a tragedy that impacted so many people. Who will forget President Obama saying amazing grate at the funeral. President biden was right there. I think he will punt, as he should, to the Attorney General and let Merrick Garland make the decision about the case. It was a powerful moment that day, youre right. Intelligence report that confirmed three wuhal Lab Researchers fell ill in 2019. In December Of 2019 they warned about a sickness from a local market. Days later questions started making the rounds about this particular laboratory. A group of chinese researchers found 13 of 41 early people people had no links to the market. And then there was a Report Pointing to a bat. Then they say it came from a natural source, not a lab. Then a viroloigist says she checked records and nothing matched covid. In july the Lab Virologist said No One at the lab had been infected. And then they say a similar coronavirus had been i. D. d in 2012. That was followed by a joint china w. H. O. Report saying it was likely from the lab. Ken delanian has been working on this, three workers out of how many, what were their symptoms, and what do they need to get to a conclusion of how it started in this case . Will there be a Smoking Gun on this . Our sources say there may never be because china chose to cover up the data and theyre not being transparent. There was a great run down here. This was only part of the picture. The u. S. Intelligence determined that three workers at this lab sought treatment at a hospital for flulike symptoms. They dont know if it was covid and they may never know. As you identified the woman that runs the lab said that none of her workers got sick. So someone is lying here. If it is her it raises questions about other statements she made. That is not the only time she has been contradicted. They also say the Chinese Military was doing secret experiments there and she denied that. Theyre mystified why china has covered up and denied Researchers Access to data. Theyre looking at a picture where the viruses are 1000 miles away, but it emerged in wuhan. It has been a question from my sources from day one. Scientists have not found a animal to human vector. Thats the other theory is that it occurred natural low pressure naturally. No one is suggesting that they manufactured this as a bioweapon. They were studying coronaviruss, bringing them to wuhan, and they think there was an accidental infection. It is important to determine that hallie because how it got started may determine what steps are taken to prevent the next pandemic. Right, thats really important, ken. This is beyond like hey, were curious. There is a national security and public health importance for why we need to get to the bottom of this. Yeah, if it accidentally emerged it might suggest theyre more rare in nature and harder for humans to catch than perhaps scientists believe now. It would also suggest that the chinese need to get their house in order to make sure it doesnt happen again. Right now we may never know because china has chosen to deny information. A new twist this morning in a bizarre audit in arizona where County Officials are telling the State Senate and the auditors it hired to keep documents after those auditors refused to back down from their claim the county destroyed evidence by deleting a database. County officials say that is just a lie. They say the auditors simply could not find the database so now theyre considering filing a defamation lawsuit. This is not the only Audit Making Headlines as the Associated Press points out its part of a bigger push by republicans across the country. A Georgia Judge last Week Award Add group the chance to review mail ballots in a Bill County there. In rural michigan interest in a review of their Voting Machines and a similar debate has caused sharp divisions in a New Hampshire town, according to the ap. It worries some Elections Experts including one who told the ap its bad enough its happening in arizona, but if it spreads, that is dangerous for democracy. Lets bring in ellison. What is even happening now as they pick this audit back up and where does it go . Reporter yeah, well, former President Donald Trump is out with a new Statement Today praising arizona republican State Senators working on this audit for the work that they are doing and, as you said, this is an audit that should be put in very big air quotes. Donald trump went on to say, quote, our country is watching as early public reports are indicating a disaster far greater than anyone had thought possible for arizona voters. That is not true. What is happening here is a partisan endeavor led by arizona republican State Senators, most of it shrouded in secrecy. Some journalists are allowed inside the coliseum where they are now counting over 2 Million ballots. For the most part very few questions, key questions, have been answered. We still do not know who is paying for this socalled audit, but we do know that President Biden was certified as the winner of this state and county, the county along with two private firms conducted audits at the beginning of the year and found no equipment irregularities, and that local County Republicans are increasingly frustrated with this partisan audit and calling for it to end. Listen to what Maricopa County Supervisor hickman, a republican who supported donald trump, told our colleague vaughn hillyard. I am hoping that Maricopa County will be able to survive this audit process. I am hoping if something comes to court we can show Maricopa County has always acted on evidence and facts and not beliefs and hunches. Reporter Election Experts have talked about whats happening in arizona as a possible dangerous precedent moving forward just a couple days ago Congressman Matt gates talked about whats happening here as a Launch Pad for other states. He said georgia is up next. Ellison barber live for us there in arizona. Ellison, youre right this is a story not over. A couple states over in texas were following another big move by republican lawmakers where its about to get a lot easier for basically anybody to get their hands on a gun. Overnight lawmakers approving a bill that would let texans over 21, so adults, get a handgun without a license and without the Background Check and training that goes along with that. The republican governor there, greg abbott, says he will sign this. Conservative backers are calling it historic. Gun safety advocates call it reckless. Lets bring in morgan. What are you hearing on the ground about this . Reporter its interesting when you look at the numbers here especially in a state where Firearm Ownership is incredibly popular. A recent poll, though, shows texans relatively split on the issue. The Dallas Morning News did a poll and found of 1,100 registered voters 58 of them actually oppose the measure that would allow people to possess a handgun without a permit. Right now in texas if you have a rifle, you do not have to have a permit to possess or carry that.
