George floyd that is still being negotiated tonight in washington. The president had said he had hoped to sign the bill by tomorrow but this afternoon, the three lawmakers who are trying to hammer out this deal which would be cory booker, Tim Scott, Karen Bass issued a joint statement that read in part, we are still working through our differences on key issues. You can bet that thats true. The Police Reform Bill just one of several big items on the president s latest. Theyre trying to get through congress. Theres nearly four trillion Dollar Infrastructure and Jobs Measure and Voting Rights measure. Both up against formidable republican opposition will today the White House was asked about these goals. We will assess internally as we go into memorial Day Weekend with the next steps are and where we go from here. As it relates to the George Floyd act, hes encouraged that theres ongoing progress and that there is a sense from the negotiators that theres a path forward and he believes that he can continue to press on that. Now this bill to create a bipartisan commission to investigate one six, the riot and the insurrection is also in the senate where a vote could take place by The End of the week. So far, republican support remains rare and sparse yet the Majority Leader is moving ahead with it. I will bring the bill forward for a vote very soon. The prevailing view among republicans seems to be that we should sweep the Big Lie and all of january six under the rug. Im sorry that some republicans believe that a bipartisan investigation of the attack on our democracy is inconvenient for their midterm campaigns. Were going to vote on the January 6th commission in the senate and the american people will see where every member stands. On the side of truth or on this side of Donald Trumps Big Lie. Our National Guard has been stationed at our u. S. Capital since their arrival an insurrection day. This, week the Guards Mission comes to an end. Theyre expected to be gone by wednesday despite the fact that our government tells us that we remain under a growing domestic terrorism threat. Meanwhile, the White House now engaged in trying to keep the peace after securing the ceasefire that ended nearly two weeks of back and forth fighting between israel and hamas. Secretary of State Blinken expected to land in Tel Aviv in a few hours time. Hes going to spend the next couple of days in the region talking to all sides in this in an effort to solidify that truce. Back here in the u. S. , President Biden speaking out against an alarming spike in antisemitic violence this morning posting on social media, quote, the recent attack on the Jewish Community are despicable and they must stop. I condemn this hateful behavior at home and abroad. Its up to All Of Us to give hate. No safe harbor. In addition to all of that the biden administration trying to get ahead of the upcoming Hurricane And Wildfire season. White house says One Billion dollars is being set aside now to help communities prepare for disasters twice as much as fema currently spends on those programs. Since Theres Nothing less than readiness for all of these challenges. We are going to have to be there to protect and also help people recover. Its not about red states and blue states we all know that its about having peoples backs in the toughest moments that they face. Finally, today, there were still most signs that the nation appears to be turning a corner on this pandemic. According to Johns Hopkins the u. S. Has averaged 546 deaths per day over the past week while it is still 546 to many per day, its still our lowest pay since july of 2020. And the cdc says that 57 of americans have received at least one vaccine dose. Picture was very different with one year ago. On this day in 2020 are Death Toll was nearing 100,000. We were in the grips of the massive pandemic wave. With that, lets bring in our lead off guest for this week on this monday night. Peter baker the veteran journalist and chief White House correspondent for the New York Times. White House Correspondent for Pbs News our, moderator of Washington Week on pbs and we welcome to the broadcast david ignatius, Author Journalist foreign Policy Columnist for the Washington Post. Good Evening And Welcome to you all. Peter atwood like to start with you and the beat that you and share and that is this question. Is there some heightened urgency at the biden White House to get him at least parts of his agenda, his legislation that he has asked to sign . Yes, obviously President Biden started off with pretty quickly start. He got covid Relief Bill passed 1. 9 trillion dollars. He got some Executive Orders but theres a feeling this point of slipping momentum, right. Because obviously he is not made any kind of deal or social Welfare Bill Hasnt gone anywhere yet. Issues like Voting Rights, legislation, still stall that Capitol Security Bill doesnt seem to be going anywhere. The January 6th commission seems in danger and no bill yet on George Floyd. Not to mention gun control, immigration, and other priorities. Theres a lot on his plate and not a lot at the moment. Look, dont get too carried away here. It doesnt have to happen at once. Everybody seems to think that weve become newer after trump s nonstop news generating White House, this might take some time. Thats with the White House would say. But they also know that the longer things go, the harder it becomes. We have a 50 50 senate and they have a narrow margin in the house. You want to get some of these big things through and they realize it takes a certain degree of energy and they dont want to lose it this summer. So there is a sort of Time Clock taking even if the White House would prefer that we dont pay attention to it. A topic you and i have discussed before and thats the Floyd Family. The last thing they could have predicted. The last thing in the world that they wanted was to be thrust in the national spotlight and yet i think everyone agrees that they have carried themselves so admirably and that that role. Theyve also developed an interesting relationship with the president. They arrived at the White House to mark this grim anniversary tomorrow. Talk about how that has come along over the past few months. Will President Biden has really been in touch with his family multiple times and they feel as though now theyre really familiar with the president. Familiar with the idea that he wants to see justice not just for George Floyd for African Americans all over this country who are terrified of the police and some of the statistics including two and a half to three times more likely to be killed by the police than white americans. So were going to see a number of Floyd Family members that are going to be at least three of his brothers, a sister, and were also going to have his daughter there. Gianna floyd who famously told the president that my dad is going to change the world and of course the Fathers Name is so synonymous with so much change in this country over the last year. The racial reckoning that we went through. The guilty verdict for his murder. But theres also so much that hasnt changed. African american families are still so terrified in many parts of this country of the police, and that is in some ways the stalled agenda that peter was talking about. This idea that President Biden wanted to see something signed on May 25th and thats not gonna happen. Hes in contact with congressional leaders but there are still some issues to work out including qualified immunity. Whether or not you can essentially sue an individual officer if your loved one is killed. Theres also of course other things that are tied not only to infrastructure to other things but also President Biden over and over again has Put Equity and racial justice at the center of this, when you look at is stalled agenda on racial justice. David, its a great pleasure to have you especially given the news that were having to discuss tonight. Im going to start with this quote from An Applebaum which you No Doubt sought today. She wrote in the atlantic and part, the Belarus Hijacking belongs alongside russian exhausted nations, saudi arabias brutal murder, and killings of their citizens abroad. Transnational repression is now a part of what modern autocracys do. David, i will admit that its tough to get our attention given the last few years that we went through. We are a tough plot to impress but anytime there is a state sanctioned hijacking of an irish Flag Carrier in international airspace, it gets your attention. Tell our audience what they need to know about the last of the soviet style dictators in belarus and will they pay consequences, especially from the u. S. . Brian, first as you said the seizure of this journalist from the plane bound for lithuania by butlers authorities was a shock. It was a stunner. It was as close as you come to kidnapping and it reminded me and many journalists of that murder of our colleague at the Washington Post, Jamal Khashoggi by the saudis. It was completely lawless behavior. President lukashenko and belarus is the last of the old style soviet era dictators. Even more than Vladimir Putin. He is just a ruthless person of governance by secret police. Hes been facing a very powerful domestic dissent. The elections last summer essentially he lost and was seen to be unpopular in the country. He imprisoned 30,000 or more citizens after that and its gone after journalists ruthlessly, this kidnapping of the longer from the latest example. Hes increasingly a desperate person and good news to me is that europe responded so forcefully today by imposing quite tough sanctions against belarus preventing Air Travel which comes through fully to western europe. The u. S. Is also taking similar steps and its a similar statement by the world. This kind of action simply cannot be allowed. People cant be grabbed off airplanes by dictators, so hopefully we will see the pressure mounts on belarus. Even Vladimir Putin said President Lukashenko difficult to deal with so we will see where this goes, but its good to see how the world reacts so forcefully. Peter baker, thats saying a lot. Were Vladimir Putin is concerned the certainly changes the calculus for the reported summit next month, reportedly In Geneva. It might just kind of renormalize how we have looked at relations within putin before the time when he got his hooks on him american president. Yes, Vladimir Putin has obviously stood by shanked even though he does find him a troublesome partner and that would is what hes got today. This is a belarusian matter and they have every right to do what they did. That will be one more issue on the plate you presume if President Biden and President Putin Meet In Geneva next month it looks like they will. For the americans, it looks like this new administration obviously has the baggage of the Trump Era when President Trump was obviously so eager to Court Favor to the point where people wonder why people would be so friendly toward him, and President Biden at the same time wants to tempt on the Conflict Theyve been having with russia over solar wind, the cyber attack, the Election Interference and ukraine which appear to be a huge problem between the west and the east and so hes having this meeting mainly i think to sort of try to at least tamp down the problems to keep them from getting worse but i dont think in the united states and russia there gonna become friends. Putin is going to become a rational actor in a western Point Of View but they want to keep it from blowing up worse than it has been and will find it very tricky is a balance for a president who doesnt want to show that hes the last one incurring favor with putin but on the other hand tries to keep things that a certain simmer rather than boiling over. Back to policy, back to the White House, your beat well viewers of this broadcast in Washington Week follow the story and got lost a bit that Joe Biden came back to members of congress with kind of a Sale Price on his largest infrastructure and jobs initiative. Where does that stand tonight . Where it stands tonight is that things did not look like its going to reach. When i talk to White House officials it says that they want to still have a bipartisan deal but of course Shelley Moore Capito says that the White House proposals are not really in the frame that republicans would want to embrace and it was already going to be an uphill battle because there was this definition of infrastructure that the biden administration wanted to expand and include Health Care workers and include infrastructure in the form of Fixing Lead pipes and focusing on jobs while republicans saw it as roads and bridges and they thought maybe they could do something on infrastructure but theres already reports that senator schumer their Majority Leader as well as Bernie Sanders have been in talks with the parliamentarian to do something on reconciliation which means that democrats would go it alone and try to pass something on infrastructure and the president has put in a deadline and it says a memorial day was around the time when democrats were going to make a decision whether or not they were gonna go forward. A lot of senators that i talked to also echoed that deadline. It does not look like theres going to be a bipartisan deal by memorial day but of course more interesting things have happened. Based on my reporting, it looks like democrats are going to end up putting together another Infrastructure Package thats going to be mainly all voted on by democrats. That indeed will be the next move to look for. David, you get the last word prior to the state sanction hijacking. The topic we wanted to talk to you about over the past two weeks and that is the bloodshed in the Middle East. Chiefly, your reaction to hear. The new generation Coming Up in american politics, less apt to have a reflective pro Israel Background especially in the democratic party much more apt to back the palestinians. Its been, from where i sit kind of a Sea Change in public attitude. I dont know that i would call it a Sea Change yet but there certainly is a difference. The racial Justice Movement and the united states is powerful. Its really swept up young people and its reflected in the progressive wing in the democratic party but its not really beginning to plan for the palestinians who have had so much difficulty over the years getting attention to their situation. It is a fundamental change. I think the challenge for the biden administration is to figure out a way to reenter this role of mediator, temps against some settlement of the israeli palestinian issue with a political balance slightly different but avoid the mistakes in the past. Weve been down this road so many times. Ive been covering the Middle East since 1980. More than 40 years and this is been an Exercise And Frustration and i hope the biden administration will continue to learn from that mistakes of the past and its good to see us back in this role of trying to broker settlements and the interest is certainly in the palestinians. It certainly is. I think all peace loving people can agree to that. We are much obliged to our big three. First three guests of the week, Peter Baker david ignatius, thank you all so much for being here tonight and starting us off. Coming up for, us the Identity Crisis within the gop. Right, now how much lunacy is the perfect amount as the party of trump navigates its way through the future and later, one year after we watch a grown man die in the street in broad daylight under the knee of a Police Officer we. I said nothing wrong, and i think any rational jewish person didnt like what happened in Nazi Germany and any rational jewish person doesnt like whats happening with overbearing Mask Mandates and overbearing vaccine policies. The Qanon Congresswoman Marjorie Taylor Greene is doubling down on her rather remarkable comments of a few days back. Likening Mask Mandates to the slaughter of 6 Million jews and the holocaust. And so far, her remarks have drawn zero condemnation from the republican leadership. Its a lot to talk about. We are joined tonight fortunately by two valued members of our on air family. Thurston, author, activist, comedian, and former producer at the daily show with trevor noah. Hes the host of the podcast how to citizen and he also will be notably hosting the upcoming Pbs Series America outdoors with maritime Date Thurston even though weve only seen him inside his apartment. And bill crystal, author, writer, at politico he is editor at large of the bulwark. Bill, i said that only because we need something to laugh about. Lets talk about this woman from georgia. What would you like to hear from leader mccarthy. I saw what you said on Twitter Today and one of his members likening the Mask Mandate with nazi rail cars and extermination. Of course she refuses to apologize and retract the comment. She would say shes not welcome to the party anymore. You are an elected member of congress, were going to move move you probably but weve lost an important to you in the republican party in 2022 and youre not part of our conference but the way things stand, youll be right there with all the republican members. Debating and being treated what she said will have been forgotten and there hasnt even been a rebuke. Right . Mccarthy, Elise Stefanik there was a couple weeks ago they were running to replace Liz Cheney and chad all kind of opinions about Arizona And Georgia and so forth. She cant say a word. She distanced herself and chastised for this really republic comparison. Merits hyundai, its difficult for her repel republicans to criticize the qanon congresswoman. They tend to fall back to a Favor Topic when they go back to topics like this. Lets go back to Lindsey Graham Tonight on Fox News and will deal with the aftermath on the other side. If the fine primary President Trump would win if he chose to run would you support trump if hes our nominee . Every republican needs to be asked that question. So buried sunday, obviously playing to one viewer in florida why is it do you think that they cant denounce even a key went on conspiracist in the ranks . Because representative Taylor Greene is playing the part that Donald Trump used to play and at absurd statements. Hes refusing to apologize, shes bullying, spreading lies and misinformation thats right out of the trump playbook. Its been a partial relief to remove trump from the president but its not enough to relieve the path to power the cruelty is enough. He wouldnt do that with Donald Trump. I think its especially ugly because what shes doing by comparing something not at all like Genocide And Extermination to that is minimizing the holocaust. Its akin to denying the holocaust. That was a line we were also not supposed to be crossing as a nation and certainly not as a republican party which likes to ramp itself and the idea that theyre the defenders of jewish people. Theyre willing to accept this to. There is no one that they will stop for and their pursuit of power for this poisonous path of lies. Its disgusting basically. I want to play sure go ahead bill. Just two years ago, Steve King said some horrible things about white supremacy and there was a lot of pressure. Kevin mccarthy did Rebuke And Something they voted against and they sponsored the primary in 2020 and hes no longer in congress and it shows how bad things are and its not suddenly two years ago when Donald Trump was president. Two years ago they were willing to do a little bit of policing. I was just going to play the woman of Fever Dream Liz Cheney sat down with Jonathan Swan and axios and proved that while shes anti the Big Lie she remains a Trump Era republican when the subject turned to all these Voter Restriction laws going into effect in states across the country here is the exchange. Well do Lightning Round afterward. You dont see any linkage between Donald Trump saying the election was stolen and then republicans and all of the State Legislatures rushing to put in place these restrictive Voter Laws . I think you have to look at the specifics of those efforts. I think if you look at the Georgia Laws for example there have been a lot thats been said nationally about the Georgia Voting laws. It turns out not to be true. What was the big problem in georgia that would need to be solved by the new law was the problem in texas and florida . These laws are coming all in the states and what are they solving for . I think he needs to look at each individual state you Cant Force them for the context while yet. 30 seconds each please gentlemen and im up against a Break But Bill crystal, what did you make of that . She was just a republican and save the republican party and she feels its just a bridge she Cant Cross but its unfortunate i think honestly. Our sunday same question. Kudos to axios that was excellent interviewing and setting the question up. I have applauded representative cheney for her courage but at the same time you cant stand against the Big Lie and refused to speak the truth. And the truth is these Voter Suppression laws which spontaneously Romero Callously Synchronous Lee Pop up at the same time are designed to do the same thing that the attack on the capital on January 6th were designed to do. To make it hard for people to vote. To discard peoples votes and voices and if you cant acknowledge that as well, that hes not really telling the truth. Well put. Gentlemen please stay right where you are. The aforementioned break has arrived and just ahead, as one political scientist put it. The Videotape Murder Murder of George Floyd a year ago but the racial divisions of our country right there on the front burner yet if any anything has changed . Anything has changed . At . Together. So we can be together. Lets get to immunity. Almost one year after the death nows your moment to get vaccinated. Of George Floyd, the nation remains at odds over how policing should be conducted. Our friend, the professor, writes this in the Washington Post. I pray this anniversary disrupt the national urge to pat ourselves on the back. All too often, the rush to self congratulate involves forgetting. We leave behind the didnt go the business as usual, contend with ourselves as we are now. And dead people continue to pile up. Our guest baratunde thurston, Bill Kristol remain with us. Let me just ask you your thoughts on the arrival of this grim date a year later and how, if at all, we have changed. Thank you, brian. Its good to be back. Good to see you again bill after a few minutes apart. Its hard to believe a full year has passed. I remember that moment of seeing the video of Derek Chauvin slowly murdering George Floyd, which is always how i choose to put the words together, because thats how the action happened, and just feeling a heavyweight of realization that the pandemic hit the nation on even the because of the way we designed in the midst of this alleged shared sacrifice that some of us were being sacrificed more than others at the hands of those authorized and sworn to protect and serve. Whats changed . In the immediate aftermath, i got a lot of messages from white people checking in and asking if im okay. Im so sorry. I didnt know there was still racism. We saw a lot of people trying to figure out how to do antiracism. A lot of companies did superficial damage control. We havent had the full, sweeping legislative changes that we still need on the books. We havent got rid of qualified immunity. But we are asking more questions. More people are asking how our budgets are being spent. More people want to know the real history of the nation. More people are asking whats should policing actually look like, and what should public safety feel like. Thats bigger than a slogan or a catchphrase. Thats deep work for citizenship and democracy, and i am most optimistic in my realism and sometimes pessimism at seeing more people engaging in these questions. That gives me motivation to keep moving forward. Bill, two baritone days inference, it will take more than posting a Black Square on instagram. Our mutual friend Eugene Robinson has proved why he has a Pulitzer Prize on his shelf by writing this. From one side of his residence, the president looks out on a massive tributes in stone to great men who owned black men and women as slaves. From the other, the president now cannot avoid being reminded of the truth that Washington And Jefferson will fully ignored. Black lives do, in fact, have a just as much Value And Meaning as white ones. Bill, your thoughts on Wet Baratunde said, what eugene has written, and what this coming grim anniversary means to you. A jury of his peers convicted mr. Chauvin. That hasnt always happened in american history, to say the least. That seems to be the right verdict, and its a good thing that it was delivered in a serious way, despite the pandemic and the Zoom Character of it all, it was a serious trial. Its very important for the country if we can pass something in congress. I think Tim Scott is negotiating for the republicans, the one black republican senator. This is something that needs to be taken up. In a better world, the leadership would take it up and make it a priority. Its so important for the country to show the common front that if you want to deal with the problem, you cannot fix it overnight. In 1964 johnson negotiated in the past ability and very serious opposition in the south, in a bipartisan way. I think senators thought this party or that Party Isnt quite right, but its support for the country to do this. I wish there was more of that attitude. Where is the sense that it would really be a good thing for this country to show some progress on this issue . How great it would be to have all those old senators back in the senate. To my old friends baratunde thurston, Bill Kristol, i cannot thank you enough for coming by and sharing your thoughts with us, especially on this night. Coming up, one year after the murder of George Floyd, we will talk to a former federal prosecutor about the future of policing in our country and what it might look like, when we come back. Lawmakers working on Police Reform as we said will not pass the legislation as hoped by the when Year Anniversary of George Floyds death but political reports this, quote, virtually all parties involved are okay with missing the deadline. And in conversations with the White House, activists and lawmakers of stress that they want a substantial bill, not a quick one. It comes as new polling from axios shows 72 of black americans think Police Shootings of black and brown youths have worsened just in the space of this past year. Back with us tonight, Paul Butler former federal prosecutor at the department of justice. Currently a professor at georgetown law. He is written and spoken extensively on this topic. Among his books is chokehold, policing blackmon. Professor thank you very much for joining us and id like to share with our audience what you wrote in the Washington Post today. Every day the police confront people who do not feel like being arrested. Suspects should cooperate and fight the case in court, but if they make the bad decision to flee they do not automatically deserve to die. No one disputes that Police Officers, like anybody else, should have the right to selfdefense when lives are at risk. But the license to kill carries the responsibility to promote the sanctity of every life. Paul have you seen from your perch any progress on policing in these past 12 months . The best measure of progress is that Derek Chauvin is a convicted murderer. Other cops face charges for aiding and abetting. Even though the evidence was overwhelming, it could never be take it for granted that hell be prosecuted much less convicted. Most officers who kill black people are exonerated. Another sign of progress is that all four officers face federal prosecutions for violating mr. Floyds civil rights. 150 days, the biden administration has brought more civil Rights Investigation of Police Departments from the Trump Administration in four years. Do you think that kind of thing as you said yourself does have what we used to call a Chilling Effect only in this case a Chilling Effect causing Police Officers in the moment to think twice that may stop bad behavior on their part before it happens . I hope it has a Chilling Effect, brian, but every Year Police Kill about 1000 people. That number did not change last year despite all the protests. So far, this year the police have killed 353 people. So the George Floyd act is just common sense. It requires national standards for people who are licensed to kill but as he discussed, its far from done deal. Theres still no accountability and high profile cases like breonna taylor, the unarmed black woman who is gunned down but louisville police. Would i be wrong to argue that part of the solution should be for some percentage of the young people who flooded the streets of this country during that long hot summer following the death of George Floyd, to consider joining the academy, learning the job on the inside and more importantly once you get there try to make that one man one Woman Effort to change the institution on the inside . Im an academic and i would love to have these amazing activists join me. They launched with the New York Times has described is the most successful civil Justice Movement in our history. Theres a lot of appropriate concern about the insurrection on january six. Brian, i prefer to remember june six. On that day the New York Times reports there were protests against Police Violence and 515 different cities. So far from wanting to teach these activists, im learning from them. Theres never been a social Justice Movement thats had the reach of the black Lives Matter activists. From your perch and giving your resume, that is saying a lot. Paul butler its always a pleasure when you come on the broadcast and take our questions. Thank you very much for staying up with us tonight.
