It was another good week in the fight against the pandemic. With new Cdc Masking Guidelines in place, americans are beginning to enjoy a bit more freedom to start this summer. More than 3 out of 5 american adults have received at least one dose of the vaccine, hopefully you, too. And the sevenday average for new cases is down 19 . Last time that number was this low, last june. Across the country states are lifting Mask Mandates and easing restrictions and inching towards business as usual. Here in New York city, an early epicenter for the virus, capacity limits have been lifted. No more mask or social distancing requirements for fully vaccinated folks. Vaccinations and the drop in new cases are changing the game on both the health and economic fronts. This week, jobless claims fell to their lowest level since last march. Its great news for the biden administration after a disappointing April Jobs report. Despite all of this, its not clear how much women in the workforce will benefit. Nbc news was first to report on a new study from deloitte. It found that nearly 8 in 10 women, 8 in 10, said their workloads and responsibilities at home have increased as a result of the pandemic. Nearly 3 out of 5 women say they plan to leave their current job within two years. Reason being, no work life balance. 1 in 4 women say theyre considering leaving the Work Force altogether. At a lot of places, employees and especially women, have to take steps to make it seem like their family never gets in the way of their Work And Vice versa. I have felt in the beginning of the pandemic just so alone with how hard the Balancing Act felt. And i just felt like i was failing at every single thing in life. There is a lot of pressure to keep working and theres pressure not only internally but externally in a lot of positions to make sure that youre doing the job that youve been hired for that helped pay your mortgage and helps keep your kids happy and fed in addition to all of those other pressures about keeping everyone safe and healthy and making sure everyone is eating at least one vegetable a day. Meanwhile the biden administration is planning to help Working Mothers with its two infrastructure proposals. The 1. 8 trillion american Families Plan would expand access to childcare and invest in universal preschool. And negotiations are progressing over the american jobs plan. Late yesterday, the White House offered a compromise that lowered its Price Tag from 2. 25 trillion to 1. 7 trillion. That was in response to the republicans initial counterproposal which sits at just over half a trillion. A spokesman for the lead republican negotiator said there are vast differences between the two sides over what to include in the bill and how to pay for it. Today, the White House responded. A statement notes that president Bidens Offer was reasonable, aimed at finding bipartisan common ground with critical infrastructure investments to create middle class jobs. Quote, the ball is now in their court to respond with a good faith counteroffer, unquote. Hopefully a bipartisan deal can be reached. If not, democrats might try to pass it through the reconciliation process. But either way, all eyes could soon turn to democratic senators Joe Manchin and kyrsten sinema. Democrats need their votes to secure a majority or fight a filibuster. Lets begin with errin haines, the editor at large for the nineteenth and an msnbc contributor. Its been a long time. Its been way too long. I am counting myself among the fully vaccinated. I hope you are, too. I am. I am delighted by it. I feel like every time we have this conversation for me as a man, every time we have this conversation, i feel stupid theres so much going on with women in this country that i dont know about. But it occurs to me a lot of men watching may just not really realize the depth of what women have been going through in this pandemic. Whats the one biggest thing that you would want everybody to know about what women have been dealing with with covid, especially guys like me who may not be paying enough attention . Absolutely. Listen, joshua, its okay. Its the reason that nineteenthnews. Org exists quite frankly is to help Everyones Understanding of the Gender And Policy issues that affect half the population, half the electorate and before the pandemic, more than half the workforce. Listen, the Number One thing that i would want people to know is that even though women were not the majority of the folks that were dying of the coronavirus and almost every other aspect especially economically, women were being economically impacted by and responding to the coronavirus pandemic. And that definitely was reflected in the Labor Market where, you know, April 2020 saw just womens jobs fall off a cliff. 2. 8 million women dropping out of the workforce. That was the single highest monthly total since the Labor Department started keeping track of those stats in the 1940s. And while, you know, 1. 6 million women have returned to the workforce, there are still hundreds of thousands of american women who have not been able to do so because of some of the challenges. Its not just about getting vaccinated for women. It is also the challenges of Care Giving, whether that is caring for a child that maybe cant get vaccinated or maybe cant get into Child Care. Maybe isnt back in school or whether that is them caring for an elderly loved one because women, you know, are facing the majority of that burden and responsibility, as well. And so, you know, for women, the mental Health Toll that has taken, the economic toll that this has taken has really just compounded this pandemic for them in so many ways that we have written about at the nineteenth. Compounded and, errin, i think sort of exposed and heightened legacy issues that women have dealt with forever, basically that have gone unaddressed and the pandemic in some ways has made them unavoidable. Absolutely. Look, just like the racial inequalities that were exposed by this pandemic, this systemic inequality that had been present before the coronavirus came to our shores, Gender Equality has been laid to bare by this process. And women much like people of color and women who were at the intersection of Gender Inequality particularly pay, there has to be issue just as theres going to be for our country on the other side of the pandemic. That is really what so many women voted for frankly in november where elected officials that could confront not only the Coronavirus Crisis that many of these issues that were exposed by the pandemic, but also, you know, at the congressional level, you know, the american jobs plan, the american rescue plan, making sure that women were front and center in that agenda and the priorities which is why you see Care Giving, for example, being included as part of the 21st definition of infrastructure. The deloitte study also went on to say that about half of women said they felt less optimistic about their Career Prospect since the pandemic began. Only 4 said that their employer built an inclusive flexible high Trust Culture that supports women. I wonder what your sense is of that, particularly in what we mean by inclusive, supportive, Work Culture. Child care comes up a great deal, obviously, understandably. What else are we talking about . Whether its something that might be included in the biden Administrations Package or not in terms of this inclusive culture for women . Yeah. Well, listen, even thinking about a culture that incorporates mental health, a lot of folks say that they felt overwhelmed and didnt necessarily have the resources that they needed to grapple with the challenges of, you know, whether it was Child Rearing or, you know, being single and in a home alone, really fostering a Work Culture that made them feel included and that let them know that their employer was thinking about them, checking in on them. I hear we certainly talk to a lot of women at the nineteenth who expressed that, but really it is the Care Giving piece and the realization that because the management of our Labor Market is so dominated by men, this is not something that is front of mind frankly for a lot of them as they think about reopening and going back to an office setting, for example. They are not thinking about the logistics that women have to juggle to make that happen. That does not happen, this economy does not get back on track, our population in the workforce. I hope that between the pandemic, the resurgence of the Metoo Movement that more companies, more businesses are thinking about equity as it relates to Gender And Gender roles that women faced in the workplace. Hopefully things are starting to change and well see what president Bidens Package may do to accelerate that. Errin haines of the 19th, good to see you. Thank you so much. You too. Thank you so much. Lets continue with congresswoman Lois Frankel of florida. She cochairs the women democratic caucus. Her district includes my hometown of West Palm Beach where she was formerly its mayor. Congresswoman, good evening. Good to see you. Joshua, Great To Be With You tonight. What is your one or two maybe favorite pieces of president Bidens Proposal specifically that you think would have the biggest impacts on women in the workforce . Well, thanks for having me. I would say this. President biden wants to build back better. That means building our economy back and its got to be built back better for women. If we take a look at what women are earning, 82 cents for every dollar the man earns but its much worse for women of color. So i would say this. If you look at why especially women of color earn so little, its because theyre in very low paying jobs. Especially in the Care Industry. So i would just say that the president s proposal to boost the Care Industry, childcare, elder care, Number One i think thats top and also family leave, family, medical leave as a policy in this country. What do you make of the snags that this has been hitting with the gop . The White House says that the president has made a good Faith Effort to negotiate. The ball is now in the gops court. Their initial counteroffer is vastly lower than the president s first offer on these two infrastructure plans. What is your sense of what will happen from here in terms of the Infrastructure Deal . Particularly because some of the more, lets call it, social infrastructure, was among the things that republican lawmakers went after first in terms of things that they thought could be clicked out of an infrastructure bill. They would rather focus on roads, tunnels, bridges, airports, sea ports, et cetera. Joshua, thats the biggest concern especially of many women of the congress and im sure around the country, this train of building back better, leaving the station without women on it, the republicans dont seem to understand that boosting the Child Care Industry Pay women more money so they get paid what they are worth so they can take care of their family so they can send kids to college so that they can retire. They dont seem to understand the importance of that. And i will tell you as a mother and a grandmother, i should move aside, you can see that little playpen, i baby sat for my 2. 5yearold grandson today. So i really come at this in a whole different way. We need to have a very, very robust, strong, Childcare System not only for working parents and for getting kids off to a good start, we want to make sure that the childcare workers, that that whole industry, is boosted and that they are paid fairly. That is very, very important. Logistically, congresswoman, in terms of getting it all through congress, would it make sense at a certain point before i have to let you go, would it make sense to say, fine, we all agree on roads, bridges, tunnels, airports, seaports. Lets do that in one bill. I dont think anybody in congress doesnt think children should not be cared for. Lets do that in another piece of paper. Do we reach a point where that makes the most sense . I dont think so. Ill tell you, as i said the train will leave the station without the women and the children. Im very, very concerned that if we just go back and say, hey, all we need is some new roads and some bridges, which is very, very important, that that will be the end of it. I will just tell you as a Working Mother, as i was a Working Mother and now a working grandmother, you know, youre not going to go to work if you dont have a safe, quality place to put your children. And so, if were going to build back our economy, its got to be built back for women. Especially women of color who are have been in this Care Industry 94 of the Care Industry are women. And they do some of the most important work and they are paid the lowest wages, making many of them having to be on Medicaid Or Food stamps. So no, we got to build back better for everyone. We need an economy that is equitable, that is fair, so women can survive, pay their bills and retire in dignity one day. South Florida Congresswoman Lois Frankel, its good to see you. There were some new Twists Today in arizonas bizarre ballot inspection. Maricopa county, the phoenix area, is threatening to sue the State Senate and the company it hired to review the Maricopa Countys Election Results. The county official account tweeted, Arizona Senate audit, Account Accused Maricopa County of deleting files which would be a crime. Then they explained they were looking in the wrong place, all of a sudden auditors, quote unquote, have recovered the files. Confused emoji, unquote. This follows warnings from Arizona Secretary of state, she says the Voting Machines that were handed over for this inspection are no longer secure enough to use in elections. The chain of custody has been irreparably broken. And you know, so nobody is going to be able to replicate these Audit Results again. We cant live in a country where people who lose elections and dont like that and cant accept it can just cry foul and come in and tamper with everything thats in place. Meanwhile, georgia seems to be following arizonas lead. A judge ordered fulton county, thats atlanta, to allow an inspection of all 147,000 mailin ballots from last year. Georgia has already completed three audits of the 2020 vote. Each one found no evidence of widespread fraud. Joining us now is nate persily, Stanford Professor and former senior Research Director for the president ial commission on election administration. Professor, good evening. Welcome. Thanks for having me. Every time i look at these audits i feel like these are just sore losers looking for a win in the ashes of their loss. Is there something im missing . I think we should stop calling them audits because thats not really what they are. I was going to ask about that, too, yes. Go ahead. Yeah. Because, you know, there are rules for audits. We do audits after every election. There are professional sort of standards for audits. Thats not what these are. This has become Part And Parcel of a larger Disinformation Campaign trying to sort of Drum Up Doubt in the election so that it feeds on the Big Lie that arizona actually went for trump instead of for biden. This group, Cyber Ninjas, has no previous election experience. Its run by a Trump Supporter who promoted Election Fraud theories. Who is responsible for this if Cyber Ninjas continues to continues this process, i dont know what to call it. Im struggling for the words, this lets call it a process. And continues to break the chain of custody, continues to leave materials in a less than fully secure condition. Is there fallout . Is there accountability for any of this . Well, it will be interesting to see if there is accountability. Thats true for all of the false claims that have been made since the election. I think, you know, the Arizona Senate is essentially responsible for this audit. So, all of the breaking of the chain of custody and all the doubt thats been created falls on them. They could call this off at any time. Youve heard from republicans and democrats alike in Maricopa County about the first, that there was no irregularity in the election and then also the danger that is befallen them because of this process that theyre calling an audit. Now, the danger is not just that youre going to mess with the machines and youre going to essentially make this election unrecountable because youre permanently changing the records, its also setting a precedent for how people are going to basically discount Election Results until they continue to recount and audit and do whatever else process until they get the count that they want. Well, yeah. With regards to that, there are efforts in michigan, new hampshire, california to do the same thing. Im interested by the fact that in arizona it was approved through a legislative process, the State Senate, and then in Georgia A judge approved it. This feels like this can happen in so many different ways in different states. How much does should we be concerned about that aspect of this . Well, audits are a good thing. Right . We want all of the Election Machinery and the results to be audited as a general rule. You want bipartisan observers to make sure that one party is not taking advantage of it or lying about the results. And so, one thing that would be a real shame is if this whats now called a fraudit in arizona chills our ability to do audits in the future. However, there are some different situations under which you can have a systematic recounts of ballots. You can have it pursuant to a recount which georgia has done three times. Right . You could have it if theres accusations of irregularity and then theres some sort of proof of them, that then leads to a recount or an audit, as well. What youre seeing in georgia right now is sort of pursuant to a lawsuit where theres going to be some discovery so you can look at the the ballot to see if there are any inconsistencies. Before i let you go, what should everybody in the country, especially who never thought about how elections are run, what should everybody know about what secures the electoral process that might put peoples minds at ease about whether or not there was fraud or whether something went wrong . What should everybody know about how elections work . Well, we have had over 70 lawsuits that have been brought after this election trying to find fraud and they havent been successful. All right . So maybe one or two lawsuits might not be enough. But after 70 you should have some confidence. But even more than that, there are safeguards in place to prevent fraud. The fact that we havent had a consistent narrative in this election as to what is the irregularity, first it was Dominion Voting systems, then it was sharpie markers in arizona then it was dead people voting. That tells you that those were opposing the Election Results really dont know what their theory of fraud is. Nothing wrong with a loser. Something wrong with a sore loser who wont accept defeat. New yorks Attorney General Letitia James announced that shes investigating the Trump Organization in a criminal capacity. On tuesday, a spokesman said the investigation is no longer purely civil in nature. At the center of the probe is Allen Weisselberg, chief financial officer of the Trump Organization and a close confidant of Donald Trump. Both the new York A. G. And Manhattans District Attorney Cy Vance have been looking into financial benefits mr. Weisselberg and his family allegedly received. His former daughterinlaw has already shared documents with investigators. She was succinct about what could happen next. Will Allen Weisselberg flip on trump . Yes. Lets discuss it with barbara mcquade, former u. S. Attorney and msnbc contributor. Barbara, we should note mr. Weisselbergs lawyer declined to comment to msnbc news. That offer to comment still stands, of course. The former president released a statement about the investigation referring to it as an investigation that is in desperate search of a crime. Can we just clarify in terms of the sort of predicates and rationales that an investigator would need to open a criminal investigation of this nature . Is it possible that this is just a Phishing Expedition or do you have to have something to go on before you go down this path . Ethically before a prosecutor opens a criminal investigation they need to have factual predication, that is a nonfrivolous allegation of criminal misconduct. Something that violates a statute that is on the books. And so i think for the Attorney General of New York to announce that her investigation has shifted from Civil To Criminal means that they have found evidence of at least that predication of criminal intent. That means that financial problems werent attributable to negligence. But there was intent to deceive and defraud. I cant just say, barbara is in the faculty at michigan. I was a spartan for michigan state. I dont trust those wolverines. I bet Theres Something going on. You cant just say i think there might be something. You have to almost have something to an extent before you can deeply search for anything else, do i have that right . You absolutely do. And the reason for that is just as you said, we dont want prosecutors to be able to go on Phishing Expeditions against people who are their political enemies or just people they dont like. That would be considered arbitrary. And in violation of having a legitimate law enforcement objective. And so, there needs to be some sort of Nonfrivolous Factual allegation that there is a crime that has been committed. Youre absolutely right. Could i get your reaction to barbara res, former Executive Vp of the Trump Organization and spoke to Yasmin Vossoughian how she thinks Donald Trump will be reacting and feeling about this investigation. Watch. Probably i think hes incensed. I think he is outraged and incredulous this could happen and that its proceeded so far and why hasnt this been stopped by the people he put in place to do that kind of thing. Obviously he doesnt have barr anymore, so he Cant Use that. But he has all these people that infiltrated all over the different agencies. He probably didnt think this was going to happen. Is he the type of man who would give up his kids to save himself, barbara . You know, if you asked me that 30 years ago i would have said no. I have such a hard time believing anyone could do that that it makes me hesitant to say that, but yeah. Yeah. What do you make of that . Well, we have seen enough of Donald Trump to know that loyalty for him is a oneway street. He demands loyalty and gives none to others. But i will tell you something from a Prosecutors Perspective and that is cooperation is typically used for a lower level offenders to get information to convict higher level offenders, offenders whose conduct is more egregious. And so for that reason i doubt that prosecutors would allow Donald Trump to cooperate and get leniency in exchange for giving information about any of his children. I think its more likely that we would see lower level officials like an Allen Weisselberg the cfo of the Trump Organization, someone like that providing information and using that against the bigger fish in this case Donald Trump. Before i have to let you go, professor, i think its fair to say that a lot of President Trumps political opponents are sort of crossing their fingers and hoping that one of these investigations brings him down. Before i have to let you go, can you just temper that expectation a little bit . What should we be keeping in mind so that we dont get ahead of this process in terms of whatever it might yield, if anything . Yes. These reports are really nearly that there is an investigation. And investigations require following facts. And applying it to law. Not everything that is bad is a crime. In my business we used to refer to things that were awful but lawful. And slime not crime. And so, you have to be able to fit it within the parameters of a statute that makes certain crime prohibited. So, there is some things to temper. But i will say that a Paper Case like this involving financial misconduct is among prosecutors favorite type of case because when you gather documents, documents can prove the case without the need for eyewitnesses who can be impeached on crossexamination.
