East. Here to discuss it is Richard Engel and from tel aviv, erin mclaughlin. In the united states, nbc News White House reporter shannon pettypiece. I know the area has been closed off. What have you been hearing and seeing . Reporter well, we he came through this morning. It had been closed. We had been coming down every single day hoping there would be an opening and the israelis who control the border between israel and gaza would open it up. They did. You go through the israeli side and then the hamas side. There were procedures. We got through and then we were driving through and walking through gaza city today. There is a lot of destruction. 8,000 homes were destroyed. More than is 150 buildings destroyed. Many people out sweeping up. It is a city still functioning. The infrastructure has been set back a very long way. This was a they will need to do a lot of rebuilding here. Thats the physical damage. On the political or emotional side, spirits are pretty good. This is not a city that feels demoralized. Many here claim victory. They think they showed a lot of strength. They are largely supportive of what hamas was doing and hamas is enjoying a boost in popularity here because hamas was able to keep Firing Rockets. Rockets that fell indiscriminately on israeli cities and killed more than a dozen israeli civilians. Hamas has been a winner out of this so far as far as i can tell today talking to people. Erin, i know jerusalem was a hot spot today. Obviously everyone is watching what happened. You were near the scene when the Police Clashed with people at the mosque. How is the Ceasefire Holding up . What do you know what led to the events today after the friday prayers . Reporter it was just in jerusalem where the situation had returned to calm. Hours earlier, it had been anything but according to eyewitnesss shortly after prayers at the compound known as the temple mount, there was a gathering. Thousands of palestinians of all factions, including hamas were there to celebrate the Gaza Ceasefire when, according to eyewitnesss, Israeli Police arrived and forcefully disbursed the crowd with Rubber Bullets and Stun Grenades and rocks were thrown in return. Israeli police say they were there because of rioters and Molotov Cocktails thrown as well as rocks. They arrested 12 palestinians in connection with the violence. I was speaking to one palestinian man in jerusalem. He said this is another friday in jerusalem. That may be so, but the fact of the matter is this is the kind of thing that can escalate quickly as we saw in the days leading up to the violence over gaza. It is also an illustration that the fundamentals of the conflict have not changed as a result of the ceasefire. That is a view that is shared by israelis that i was speaking to in the israeli city of aqsa. Israelis say 20 rockets fell in one neighborhood alone. They are shocked. They say they are now suffering from ptsd. At the same time, the israelis i was speaking to are accepting of the fact this is the way life is and they know, they tell me, they there will be another flare up at some point in the future. Ayman mohyeldin. Shannon, lets talk about the back drop from the reports from richard and erin. At the same time, netanyahu has come out to strengthen israels iron dome. Do we expect to see play out the last couple days the concerns of weapon sales . Will that be taken up by the white house . Do you have any reason to believe that is on the radar as they pursue replenishing the iron dome and weapon sales. Reporter not necessarily. We saw the Progressive Wing introduce the resolution which was symbolic. The white house had said that they are willing to commit funds and help the Palestinian People rebuild in gaza through the united nations. That is something to look forward to see if they carry through on that commitment there. A number of other things to look forward to is whether the administration is going to announce naming someone soon to be an ambassador to israel. All of this without a top diplomat in the region. That is a step the administration can take to strengthen relationships as well as continuing to have calls and conversations with The Middle East leaders which have been on the back burner for the administration. When it comes to the foreign leader phone calls. It has been europe and north American Allies that the administration is focused on. It wasnt until weeks into the administration that biden called netanyahu for their first phone conversation. Today, the white house trying to shift the focus from The Middle East to asia with the south korean president visiting. China will be a central focus on that and that is where the white house sees and wants priorities to be from the Foreign Policy standpoint on china and asia. Not necessarily on The Middle East. Shannon pettypiece in d. C. Erin in israel. Richard in gaza. Thank you for starting us off. Joining me now is ned price. Spokesperson for the State Department. Ned, it has been a long week with your travels. Thank you for your time. You heard we are less than 24 hours in the ceasefire today. Israeli Police Forces clashed with hamas outside jerusalem. It was two weeks ago on a friday when tension flared up. Israeli police entering the compound. What will they do to ensure the ceasefire holds . Thanks for having me on. We worked quietly over the course of the last 11 days to achieve the ceasefire that was announced and went into effect in the Early Morning hours in The Middle East overnight. It was an effort that required all of our National Security team. I have traveled with Secretary Blinken for the past five days. We have been in the arctic and iceland and greenland. Secretary blinken has been engaging with leaders across the administration and the secretary undertook those himself. He spoke to palestinian president abbas and his counterparts in qatar and jordanian and others along with the National Security team. We were gratified that we were able to achieve the ceasefire. Grateful to help broker this. You are right. As we were focused on the ceasefire and focused on that primary objective of saving lives and saving innocent palestinian lives, we have been looking ahead. Looking at what comes next. Focused on doing all we can to break the cycle of violence and to give palestinians and israelis a sense of confidence and a sense of opportunity and sense of hope that over the longer term, we hope well be able to on a large front remove the cycle of violence with israelis and palestinians. That is why Secretary Blinken will travel to the region and do to israel and the west bank and meet with regional leaders as well. Not talk just about what happened over the last 11 days, but focus on going forward. How we can build better lives for palestinians and how we can build better lives for israelis and how the government and administration can be a partner going forward. It has been a cornerstone that the status quo of jerusalem should not be changed. Will the Biden Administration seek assurances that those families will not be evicted and the status quo of jerusalem will not be changed . You heard me say this. Preservation of the status quo of jerusalem is important. It is the final issue to be negotiated with the two parties with diplomacy. When it comes to this issue, this was the center of tension that built up and burst over a week ago. You heard me say this administration has expressed concerns directly to the Israeli Government about the circumstances. We hope and we continue to hope and we continue to press the israelis to treat the residents, many of whom who lived in the neighborhood for generations to treat residents are compassion and with respect. That will continue to be our message going forward. It continues to impress upon all sides that any steps that provoke and escalate tensions, we continue to do all we can to encourage sides not to take those steps. Israeli Supreme Court has delayed decision. It will be several weeks before we learn more on the status of that. We are watching closely. I want to play for you and i know you had a busy week. You may not have seen everything out of gaza. This is an israeli air strike on the mixed use tower that houses the ap. That is an American Media organization. A global one, but an american one. Al jajeera as well. The information has been provided to the u. S. Through intelligence channels. Put that aside for a moment. Does the u. S. Provide calls for the watch dog groups and reporters without bore afters borders, do you indicate this as a potential war crime . It was a busy week. I was focused on this as the administration. The day of the strike, Secretary Blinken got on the phone with the secretary of state. The secretary had an opportunity to speak to him directly and express relief that mr. Pruitts staff in gaza were safe. You heard from the State Department and the administration that israel as a democracy, of course, has a special responsibility to do all it can. Even in the course of the self Defense Operations to protect innocent lives. Media and journalists, there is an extra added obligation to ensure they are able to do their jobs. Especially imperative in war zones. Secretary blinken marked freedom day a number of days ago. Reporters in a great risk have reported from Conflict Zones and the context of authoritarian regimes. It is important that journalists be allowed to do that. We made that point known to allies and partners around the world. I dont dispute that. Would you support an independent investigation into what happened to the bombing of that building . Look, we continue to make our perspective on this known. Journalists and reporters need to be able to do their job. We requested in the immediate aftermath of the strike information from the Israeli Government. The predicate for the operation. We are not able to go any further there. It is important to us that journalists on the ground be in gaza or any other Conflict Zone be able to do their jobs in safety and security. In the beginning of the conflict, you said israel has the right to defend itself and the Palestinian People also have the right to safety and security. I do also want to play this video from sunday. A 6yearold girl pulled from the rubble of her home following the israeli strike which collapsed the Apartment Buildings in that neighborhood. Do you think incidents where civilians are killed qualifies as self defense . Look, those scenes are heartbreaking. It is impossible for me to look at that and not see the suffering. I think that is precisely why this administration was so intensely focused over the course of the past 11 days on bringing this violence to an end. We were intensively focused on the mounting civilian casualties on both sides. It is absolutely true that innocent palestinians, women, men, children were killed in this. It is true, innocent israelis were killed in the violence. At the same time, there is no equal between hamas Firing Rockets and terrorist attacks and deliberately targeting israeli civilians and israel taking self Defense Operations. Israel has a responsibility to minimize any civilian injuries or deaths. Every single injury or death of the civilian is a tragedy. That is why we are focused on bringing the conflict to an end which we managed to do in concert with allies and partners. We look forward to continuing the dialogue. Ned price from the State Department. Thank you for your time, ned. I appreciate it. Joining me now from tel aviv is the leader of the israeli labour party. Thank you for your time. We are less than 24 hours into this ceasefire. I want to get your perspective on what you think was achieved in the latest conflict. First of all, good evening. Thank you for having me. I have to start by mentioning how sorry we are for every life lost. Especially of those uninvolved. Lets remember we israelis suffered casualties and we had some loss. Take into consideration israelis have been sitting under 4,000 missiles which have been launched at them during the last 11 days. This is something that is not new for us. People in the south israel are living under this as a routine. We are talking about children who do not know any other kind of lives. This is what they are used to. This is what they are being treated for regularly in order to be able to live with this fear as just routine of their lives. Now lets also remember that hamas has no territorial dispute with israel other than the Palestinian Authority or what is happening in the west bank. As for gaza, israel withdrew from gaza completely. There is no territorial dispute there. And yet, hamas is the one who started again firing at civilians. Deliberately firing at civilians while holding his own civilians as hostages. 2 Million People. I saw your piece of the infrastructure in gaza. That is true. It is poor to begin with. That is because hamas is putting all of its efforts into building its Military Power rather than taking care of his own people. What was achieved in this round of war . Not much. A lot of ruin and post drama. A lot of hurt. A lot of sadness. Questions . What is the future for us . I am the leader of the political stream in israel which believes in agreement to end the israelipalestinian disagreement. We strongly believe in finding solutions for the conflicts. Im an opposition to Benjamin Netanyahu and if there is anything i want your viewers to know is that israel is not Benjamin Netanyahu. The majority here want peace. Want to find a way to, you know, reach out in agreement. Can we do that . It takes two to tango. What do you make of the way the Prime Minister handled it . You are in opposition to the Prime Minister. He may be ousted to power if a coalition is formed. What do you think of the way he handled the conflict . What do you think of the policies he has taken contributed to the escalation that we are seeing . Im one of the few in Israel Politics which has never joined netanyahu in any kind of form or any one of his coalitions. When my party went in with netanyahu, i stayed out. Yes, i think netanyahu is very, very wrong. Not only about that, but about that as well. Netanyahu was strengthening hamas instead of working with the Palestinian Authority and instead of strengthening the moderate ones among palestinians to work with israel. As difficult as the relationship is and as i said, majority of israelis really want to reach some kind of peace. The thing is we have had so many failures in the past, it is hard for people to believe we can achieve that. Especially when they see hamas targeting us over and over again. As far as israelis are concerned, we really did leave gaza. We need to work out some kind of way out here. Maybe with the fifth election coming up in israel. Hopefully we can replace netanyahu before these elections. If not, hopefully we can do it in the coming elections in the political crisis that we are sunk in. Just to tell you, i think after four years of donald trump in america, americans can relate to Israeli Citizens who are not netanyahu. All right. The chair of the labour party of israel. We look forward to continuing this dialogue in the weeks ahead. Thank you for your time. Thank you for having me. Unemployment claims are at the lowest level since the start of the pandemic, the april jobs report showing hiring is slowing. Part of the problem is some people didnt want to go back to work and opting to collect unemployment instead. Two states are hoping to increase hiring and offering residents a 1,000 bonus if they take a fulltime job. Joining me from connecticut is kathy park. Kathy, how do the programs work . Once you secure that job, you need to hold on to it for eight weeks before you can get that 1,000 check. Meanwhile, in new hampshire, they are offering a similar program. The video shows greene beaten and lying handcuffed on his stomach. We want to warn our viewers this video is disturbing. Sir. Dont you turnover. All right. Dont you turnover. Lay on your belly. Lay on your belly. Yes, sir. Okay. Okay. Sir. Yes, sir. Now the Associated Press obtained a long secret Autopsy Report which nbc news has not yet obtained. That cites greenes head injuries and the way he was restrained as factors in the death. Nbc news has reached out to the police for a response. Earlier this week, they released a statement regarding the separate. Reading, the investigation into the death of Ronald Greene is under review by authorities. The investigative files is not authorized and not obtained through official sources. Joining me now is pricilla thompson. Troubling accounts there. What more are we learning . Reporter ayman, from the clip you played, we know that Ronald Greene tried to roll over or prop himself up. The ap says possibly in an attempt to breathe. That Law Enforcement officials told him to remain on his stomach. The Associated Press did also obtain an official copy of the Autopsy Report which shows according to them there were high levels of cocaine and alcohol in greenes system. Also that he had a broken breast bone and torn aorta. Unclear if those injuries were a result of the highspeed chase and subsequent crash or result of the struggle that took place between him and state troopers. I want to read the exact cause of death that the ap is quoting from that Autopsy Report. It says, quote, Cocaine Induced Agitated Delirium complicated by Motor Vehicle collision and physical struggle and inflicted head injury and restraint. Notably, the ap report states the autopsy did not specify a manner of death. Whether it is homicide or undetermined. We have again reached out to the Louisiana State trooper and state police for Additional Information or a response to the new video. They have not responded to our request. Ayman. Barbara, what is your reaction to this . The latest video and autopsy details we are learning about that are actually coming out two years after the incident took place . It reminds me, ayman, of the press release we saw after the Derek Chauvin conviction with George Floyds death. The press release from the Minneapolis Police was unfortunately a man suffered a medical incident and died in custody. End of story. But for the videos, we only have the word of the Police Officers to go by. I think it is troubling with the inconsistencies of what the Police Stated happened and what actually happened. It is consciousness of guilt. That means the officers know they did something wrong and it usually causes investigators to look deeper. Im glad to hear that federal and state investigators are looking into this because i think at first blush, it strikes me as suspicious that they told a different story from what appears on the video. Barbara, i want to play a bite, a sound bite, from where one of the officers involved appears to admit to rough physical treatment of greene. Watch. I beat every living [ bleep ] out of him and choked him trying to get him under control. All of a sudden, he went limp. Yeah, i thought he was dead. We should note the trooper heard on that video clip, chris hollingsworth, has since died. Barbara, what does that exchange actually tell you about the broader case and how can that be used one way or the other . Well, a Police Officer is only allowed to use reasonable force. So under situations when it is necessary to protect the lives of others or protect his own life, he can use even deadly force. Those words that he just chose to use there suggest at least some indication that he may have used excessive force. His statements alone will not be the whole case. If he was not posing a risk to someone elses life, he needed to use it only for the purpose of subduing him. It could be part of a Bigger Picture of use of excessive force. The juries in the cases are told to consider the totality of the circumstances alone. That is not to say that it is proper use of force. We know federal authorities are looking into this. Are there any actions, barbara, that could be taken under federal law . What would be under violation here . There is a federal statute that makes it a violation to use a Police Officers authority. Color of law. That is his badge and Authority Given to him as a Police Officer to violate someones civil rights. It is a Fourth Amendment seizure that is unlawful. That is the basis for looking at it. An important question in this case, as it was in the chauvin case is causation. What is the cause of death . Was it he would have died from the car accident anyway or was it exacerbated by the blows. As you mentioned, the Autopsy Report shows there were blows to the head inconsistent with a car accident. Barbara mcquade, thank you much. The aftermath of air strikes in The Middle East and the deaths of 11 gaza children who were already being treated for trauma. For my colleagues it was a day to catch up on the sleep, on the lost sleep that they have had. Getting some rest. But its been a terrifying 11 days. That they have been through. Today was the time to celebrate that they still alive why theyre still around to mourn, to grieve for all thats lost. It was their first chance to really mourn in the silence not being under the bombs. And to catch up on sleep literally. A lot of my colleagues really needed to rest a bit and now the big work starts as of tomorrow. Steve, at least 66 children died in the gaza strip. The World Health Organization says theres more than 200,000 People In Need of Mental Health support. What does it do to children to live in an environment like this . Some 21 years old having survived now 4 wars in gaza. Thank you. I think our studies indicate that that number is higher than 200,000. It is a population of gaza just over 2 Million People and roughly half of the population are children and children of population exposed every day since the occupation began in 1967 but particularly since the first intefadeh. And the impact on children is a high level of stress, anxiety, depression and post Traumatic Stress disorder and came about from soldiers experiencing wars in europe and the pacific and in vietnam. It was a terrible it is a terrible Mental Health infliction but for children in the gaza strip to experience every day Friends Homes and relatives and friends killed the long term impact on the population there, again, i believe higher is 200,000 is that they cant concentrate in school. Teenagers are wetting the bed. Becoming aggressive. Cant study in school and not growing up in a normal environment. It is not a normal environment to begin with but having this impact on the Development Macks it extremely hard if not impossible to have a positive intervention. We have programs in place for kids and hoping that if the cause of the post Traumatic Stress which is the continuing bombing of the gaza strip stops then there can be an intervention to help improve the lyes and resolve this issue. Unfortunately, steve, your offices was destroyed as a result of the strike there. How does that hamper the treatment of those children that you are trying to provide for . How will your work be affected . Can you still provide care for the children of gaza . On monday our building and center of gaza city was hit by an air strike. We are across by chance. It seems thats the main target, not our building but the offices were destroyed. However, that doesnt stop us. We have done several distributions of aid and supplies including food to people left homeless as a result of the bombings, sought shelter outside of the homes. We did a distribution of food and medical supplies today. Since the office is destroyed. We work in the field. It is terrible that the offices were destroyed but it is not going to impact the ability to deliver direct aid to People In Need. And provide humanitarian services directly to people. Well continue. Wont impact us beyond the fact we dont have an Office Currently to work out. The team is dedicated, brave and continuing to work in the field every day. Carl, 11 children nrc was treating for trauma that died as a result of this. How do you treat the children in Gaza Living Psyching after cycle of war . It is actually we have confirmed 12th girl also killed. 10yearold dema that just atds adds to the toll. We work with them because as steve was saying the siege is a daily trauma for the children. When there isnt this escalation, when gaza isnt in the media it is still a very terrifying experience to live in the gaza strip. Gaza is not a place for the children to live in the occupation. And it is a very violent experience that they have to go through every day and we do these exercises, this program, this counseling in schools. We reach thousands of children where we teach them to cope through breathing exercises, meditation. What this escalation does is reopens the wounds and puts us back to square one having to start all over again and the siege itself is a traumatic experience so as long as that siege exists, as long as the occupation of palestine exists there is going to be this problem and we are going to be speaking in two, three years time about another escalation. I hope to continue the conversation and the u. N. Secretary general said if theres Hell On Earth it is the lives of the children in gaza. Thank you for joining us. Ill see you monday 3 00 p. M.
