Well start with the news. Violent continues between israel and hamas and now lebanon this morning. Smoke, clouds and flames could be seen rising from Gaza Building following overnight attacks from israeli war planes this as sirens blared through an israeli city near the Gaza Border Warning of hamas rocket attack. Close to 90 rockets were launched from gaza overnight bringing the total to more than 3,300 since the conflict began last week. Israeli forces also reported a shelling of lebanon Last Night in retaliation for six rockets fired toward israel. Tensions have been high at the israeli lebanese border where protesters have come out in support of the palestinians. After a meeting with top defense officials, israeli prime Minister Benjamin Netanyahu said yesterday that israel would, quote, continue to strike Terror Targets for as long as necessary. Gazas Health Ministry says 212 people have been killed since Air Strikes began last week including 61 children. Israeli officials have reported ten deaths, two of those being children. Meanwhile, in a call with israeli prime Minister Benjamin Netanyahu the White House says President Biden, quote, expressed support for a Cease Fire. According to a White House read out, the president , quote, reiterated israels right to defend itself while also encouraging israel to make every effort to ensure the protection of innocent civilians. A number of democrats are urging the president to speak out more forcefully against israel. Joining us now, longtime foreign Correspondent Martin Fletcher who is reporting for Nbc News in tel aviv. Martin, thank you so much for starting us off this morning. Lets start with an update of what happened overnight. The prime Minister Benjamin Netanyahu has a different relationship with President Biden than he does with former President Trump. So as the u. S. Tries to push both sides here to stop fighting with each other toward a Cease Fire, whats your view from the ground there . Reporter well, good morning, kasie. When you say that netanyahu has a different relationship with President Biden than he did with President Trump, well, you can say that again. This is a huge change for netanyahu. You know, obviously there was a honeymoon between the israeli Prime Minister and President Trump. That honeymoon is over for sure. But at the same time, while netanyahu is trying to get on the right side of President Biden and by the way, many of the things that President Trump did to support israel its obvious that biden would not have done such as moving the embassy To Jerusalem and other things, so that tight relationship between the two leaders is gone. Netanyahu is now trying to mend the relationship with the new president. But ultimately, although personal relationships count, of course, its a matter of National Security interest. And i think from that point of view, israel and the united states are pretty much still on the same page in this issue. Yes, President Biden has called for a Cease Fire, but israel says theyre getting under increasing pressure from america for a Cease Fire, but my sources told me theyre not under heavy pressure, pressure but not heavy pressure which means that they feel, at least they have the green light, to continue for a few more days this fight and certainly netanyahu thats what he said well continue fighting until weve accomplished our goals to achieve security for the israeli people. I think its pretty clear that for another two or three days the fighting is going to continue. And at that point, israel may begin negotiating seriously a Cease Fire if hamas wants the same thing, kasie. So, a lot of how the president President Biden is approaching this has to do with domestic politics here in the u. S. , particularly some on the democratic left less willing to be supportive of israel, that consensus has fractured in some ways. Domestic politics in israel are also really driving the Prime Ministers decision. Can you help us understand you said its going to continue possibly for the next three to four days. Whats Netanyahu Thinking in terms of his own politics thats going affect how this plays out . Well, kasie, again, you said that the political fighting is affecting netanyahus political situation. I can only say to that again, you can say that again. This is this is a huge i dont want to use the Phrase Stroke of luck, but certainly a gift from somewhere. President prime Minister Netanyahu was under great danger of losing his Prime Ministership. There was a coalition that looked to achieve that golden number of 61 seats in parliament which would mean somebody else would be israels Prime Minister. That coalition was made up of the usual suspects but also included elements from israels right wing surprisingly and also support from Israeli Arabs who said they would vote for the antinetanyahu coalition from outside the parliament. Well, now because of the fighting, that coalition against netanyahu has fallen apart. The right Wing Element has gone back into the arms of prime Minister Netanyahu and it does look now more likely than before that he would actually remain as Prime Minister. The situation politically is that there was a stalemate. Netanyahu was given 21 days by the president to form a government. He couldnt. Thats still under way. But thats his coalition has now fallen apart. The next step is for the president of israel to throw the ball into the court and say, look, netanyahu, anybody who can form a government with 61 seats theyre the next Prime Minister. So thats how desperate the situation has become. I dont remember it being that desperate before. Theres one other idea that could save netanyahu, floating around, the members of parliament are proposing talking about proposing a new law for direct elections to the for the Prime Minister. So the parliament would stay the same. Know elections in parliament, but just a simple direct Election Netanyahu versus whoever the opposition throws out. If that happens, and its a big if, if that happens its most likely netanyahu would win and remain as Prime Minister because of the outbreak of fighting that restored hi chances of staying Prime Minister. Netanyahu is probably the only one person who is benefitting from all this. Kasie . Remarkable and extraordinarily sad the civilians who lost their lives the fighting we expect to continue for the next few days. Martin fletcher, we appreciate your reporting as always. Governor Andrew Cuomo announce that i had will adopt the new mask and social Distancing Guidance for fully vaccinated residents. The new guidance will take effect tomorrow. Masks will still be required on public transit, in nursing homes, schools and Healthcare Facilities across the state. Private venues can still impose additional Mask Rules as they see fit. Governor also said those with compromised Immune Systems and the unvaccinated should continue to wear masks and socially distance. Meanwhile, new Jersey Governor Phil murphy is eliminating the states outdoor public mask mandate, but says its too soon to drop the indoor public Mask Rules. New jersey will continue to require all people vaccinated or not to keep wearing masks indoors in public, making it the only state in the northeast not to adopt the new cdc mask guidance. Governor murphy says the state is just not ready. Weve been clobbered not once but twice. We lost over 26,000 people. We know the virus is more lethal indoors. And youre asking somebody who is at the Hardware Store working there or in a Retail Or Grocery store to make T Judgment on who is vaccinated and who is not. Were not there yet. Were close. And starting june 15th, in california, those who are fully vaccinated will be able to go indoors without a mask. The move follows those cdc guidelines that were issued last Week But State officials are delaying the move by a month to get vaccination rates higher and businesses more time to figure out how to verify whether people are, in fact, vaccinated. Good morning. Hutchinson has been tiptoeing in this direction, kasie, for some time. He has been increasingly critical of donald trump. And thats dated back to trumps time in office. I think hes emboldened by the fact that trump is no longer in office and hes able to say more things. Thats number one. But as you and i know very well, if you look across the board at republicans on Capitol Hill, elected republicans on Capitol Hill, by and large they are with donald trump. By and large, meaning 85 to 90 of them. You might get a voice Like Hutchinson once in a while, but by and large, even if they agree with What Hutchinson is saying substantively, they dont agree with saying it. Right . So they agree with what hes saying, but they dont believe its necessary to say. So, jake, briefly, we talked a little bit about the infrastructure plan. Whats your sense of where things stand with that . It seems like the administration is creeping toward an acknowledgment that they may not be able to get 50 democrats on board, which means they may have to take one of these compromise offers from republicans. Well, yesterday we spoke to Shelly Morcapita suggested shell get her counterproposal to the administration early this week as John Bresnahan pointed out to me early this week when the senate goes out on thursday and leaves town on thursday, early this week is now. So, shes going to have to get some sort of proposal to the White House in the next day or so. And i think that will happen. I think that frankly well see a Proposal Today or tomorrow. I do think, kasie, im beginning to be more bullish there will be some sort of bipartisan agreement because of the political reality that you just suggested, that democrats are going to have a tough time rallying around anything when it comes to infrastructure. Earlier this month before the latest outbreak of violence began the biden administration notified congress of a 735 Million precisionguided Weapon Sale to israel. The sale was first reported by the Washington Post. Democratic congressional aide for the house foreign Affairs Committee tells nbc the State Department notified congress on may 5th. A week before the conflict took a turn to levels of violence not seen since 2014. Some lawmakers are voicing concern saying they want to know more about the Weapon Sale and suggesting timing suggesting it be used leverage for the Cease Fire. They have not commented on the Weapon Sale citing restrictions on federal law. We remain deeply concerned about the current violence and are working toward achieving a sustainable calm. Here is what white House Press Secretary Jen Psaki said about it yesterday. The question was reported that the biden administration approved 735 Million in Weapon Sales to israel earlier this month. The White House considering putting that on hold during the fighting . Is the israeli response forcing the administration to reconsider future armed sales . Ive seen the report. I would say the State Department would be the entity to confirm which i dont believe they have any future sales or Weapon Sales. We have an on going and abiding strategic Security Relationship and partnership with israel. But in terms of the status of that, or considerations moving forward, i point you to the State Department. All right. Joining us now msnbc anchor eamon. Thank you for coming back to territory. You spent a lot of time up early in the morning. I really appreciate you bringing your expertise on this topic to us to today. Lets talk about this arms sale. Where is it in the pipeline . And i know congress has basically they do have some say over stuff like this, but its essentially too late for them to weigh in. They can try to convince the biden administration to try to change what theyre doing, how may this affect what happens next in the region . Yeah. Thats a very good point. Kasie, great to be back up with you on the show. Look, you know, you brought up a really interesting point the timeline for all thof had people really questioning whether the Weapons Sales should be under review. But as you mentioned this process began before the latest round of hostilities between israel and hamas In Gaza strip. Theres a very narrow definition of when this timeline began because it focuses in on the rockets. If you look at prior to this, as we were reporting yesterday, you know, some people say that the tensions began going as far back as april 13th. So there could have been perhaps some Red Bells going on to members of congress. But the interesting thing is the Washington Post reported and as Nbc News has also confirmed, there are some people within the house foreign Affairs Committee who were even unaware this Arm Sales was working through congress because when it comes to such a close ally, like israel, these types of bills you shally go rubber stamp. The sales, notification goes from the State Department to congress. Congress approves it and then ultimately the sale is executed. But as weve seen under the trump administration, when it comes to american weaponry being used in places like yemen by american allies like Saudi Arabia and the united arab emirates, congress stepped up to the plate and actually banned those Arm Sales from going through. Of course then President Trump vetoed at least three different bills that would have ultimately stopped those Arm Sales. They went through as well. But you raise a very good point about just the complexity of the way these types of Arm Sales work their way through congress because ultimately the united states has a law that prevents any of its weapons being used in the violation of Human Rights, and that is what were seeing more and more members of congress say, particularly democrats. Theyre ringing the Alarm Bells that say there are Human Rights abuses taking place with the aid of american weaponry. So you mentioned some of the dynamics in the wider region as well and we talked a lot so far this morning about the domestic politics and Martin Fletcher with the domestic politics in israel. You have spent so much time reporting on living in the region and have a really good sense of how the other countries, whether its iran, uae, you mentioned yemen, the saudis, they all have an impacts on how this conflict has played out in the past. What are the pieces of the puzzle that you think we should be focussing on in terms of how other countries are or are not getting involved in the region thats going to have a significant impact on how ultimately hopefully we can find a Cease Fire here in this violence . Yeah. You know, thats a really interesting question because when you talk about what happens on the ground between israel and hamas and israel and the Palestinian Authority it is to some extent a bit of a proxy war. As the israelis and the americans point out, the militant groups inside gaza get some support and get financial support and certainly military know how, if you will, from iran and its allies in the region, but at the same time, you have relationships between hamas and egyptian intelligence services. They are the ones now negotiating on behalf of the united states. Why . Because the u. S. Doesnt speak directly to hamas. It considers it as a terrorist organization and so this type of negotiation that is going to unfold to try to bring about a Cease Fire is almost like a game of threedimensional chess. The partners dont necessarily or the participants rather dont necessarily speak to each other and so they rely on their partners intermediaries to try to negotiate that Cease Fire. You talked about Saudi Arabia and the united emirates, they distanced themselves from hamas and those groups that have traditionally been given wide support from arab countries across the arab world. So as a result of that, more smaller countries like qatar in the region stepped in to fill that void. When you look at who are the players that are supporting hamas, it is generally the government of qatar. They are currently housing the political leadership of hamas. And so there are some negotiations taking place in doha. And at the same time, because Gaza Shares a border with egypt, you have the egyptians that are also trying to broker that Cease Fire with the militant group. Israel is obviously negotiating with the americans and the europeans. And can sometimes speak directly to the Palestinian Authority, although in recent years, that relationship has all but frayed as a result of various policies. So it is a very complex situation, as you try to get these ceasefire negotiations underway and try to negotiate some kind of coordination as to whos going first in terms of stopping the hostilities. Israel says its not going to let up. Hamas has also said its not going to let up. And if youre not even sitting at the table, its hard to figure out how to come to some sort of an agreement. Welcome back. Secretary of State Antony Blinken is overseas this morning as the biden administration continues to reengage on the world stage. Yesterday in denmark, blinken pledged renewed cooperation with the country over climate change, arctic policy in russia. Hes currently in russia for an arctic Counsel Meeting Tomorrow and his first Facetoface Talk with russias foreign minister. Joining us now, national Security Reporter at the Washington Post, john hudson. He has been covering the secretary of States Trip as he tours Northern Europe to meet with some ofse arctic partners. John, thank you so much for being here this morning. The reality is blinken is on this trip trying to repair these ties with arctic nations, but so much of the focus has been on whats been going on in the Middle East, the fighting between hamas and the israelis. How is blinken balancing these things hes trying to confront these days, and are we going to see him get further personally involved as a Biden Envoy on whats happening in the Middle East . Thats absolutely right, kasie. He has been in denmark before this and now hes in iceland. But on all of his stops, the Middle East, the violence between the israelis and the palestinians have been absolutely dominating the Press Availability that hes had. I mean, this trip was designed to talk about the eight nations that make up the arctic circle, environmental climate issues, the melting of the ice caps, things like that. Instead, hes talking about things like the destruction of the high Rise Tower In Gaza that included the Associated Press offices and al jazeera. Hes talking about the, you know, the indiscriminate rocket attacks. Hes talking about the increasing Death Toll and whether or not he should be calling directly, you know, for a ceasefire. And as weve seen over the last several days, the biden administration has been extremely torn about how it should be conducting itself with regards to its relationship with israel, as the violence continues, as the international community continues to put more pressure on the biden administration to bring about a ceasefire. Now, obviously, yesterday, we saw the president Express Support for a ceasefire. Secretary blinken has been even more careful and engaged in his language when it comes to that. He said that they would support a ceasefire if the parties support a ceasefire. From State Department officials that ive talked to, they have, you know, the israelis have basically made it clear, they have more targets that they want to hit In Gaza, hamas targets and essentially, the united states has been giving them pretty wide latitude in doing what they want giving them wide latitude in taking those hits, despite the outrage in the international community and despite some democratic lawmakers saying that the united states should get more involved in demanding a ceasefire. So john, what are the tools that the u. S. Has at its disposal. You mentioned the president. I saw your tweets about that overnight as well. The president saying, urging a ceasefire. As you point out, it goes further than how far blinken has gone. Clearly putting more rhetorical Public Pressure on israel for a ceasefire is one thing that they have available. What other tools are there for the u. S. To use in trying to push for a cessation in the conflict and do you think theyre going to be willing to use any of them . I mean, thats a great question. Because what we know is, obviously, the united states has no real leverage over hamas. We dont have diplomatic context with them, were not talking to them directly. We basically have to rely on the words of others, such as the egyptians or the qataris, who do talk to them. Where do we have leverage . We have leverage with the israelis. They have the single largest recipient of foreign aid over several, several years. But, right now, it is totally unclear that theyre willing to exercise any leverage against the israelis. Bidens statement saying hes expressing support for a ceasefire does do something in inching the united states forward a little bit in saying that, you know, thats where they want to be, but thats different from demanding a ceasefire of both sides. Its not the same type of language. As you noted in the segment before, theres also the significant Arms Relationship with israel. Whats extraordinary about the last controversy about the Arms Sales is, you know Capitol Hill better than almost anybody. Sales to israel are completely uncontroversial, typically. And the fact that you have lawmakers raising concerns, using the idea of Arm Sales as leverage against the israelis, thats a whole new Ball Game and it just speaks to the shifting politics in the israeli community and the Democratic Party in general. And just to put a finer point on that, President Biden has so far managed to keep the left wing of the Democratic Party in his corner with some of his structure and domestic policies that were more progressive than many people expected. But its a big question as to whether theyre going to stick with him through this. That is a very difficult Needle Hell have to thread domestically as he grapples with this Foreign Policy challenge.
