Election. Questioning the legitimacy of the president ial election, i think that is all over with. Apparently not. Just this afternoon the former president released yet another statement questioning the legitimacy of the president ial election. He says it will go down as the crime of the century. Exclamation point. This is the former president the new Gop Leadership chose to close ranks around. This week they began a very public purge of people who criticized Donald Trump for refusing to accept the election outcome. On Wednesday Congresswoman Liz Cheney was removed from her Leadership Position as gop conference chair. Immediately after that Voice Vote she had this to say. We cannot both embrace the Big Lie and embrace the constitution. Later this week she expanded on that point with nbcs savannah guthrie. I think youve watched over the course of the last several months the former president get more aggressive, more vocal, pushing the lie. I think thats a really important thing for people to understand. This isnt about looking backwards. This is about the realtime, current Potential Damage that hes doing, that he continues to do. Some of your colleagues say though, we supported you before, congresswoman cheney, you made your point, now drop it, lets focus on the future. Well, it is an ongoing threat. So violence is not an option. Note those last few words, an ongoing threat. This Week House members reached a deal on a bipartisan commission to investigate the January 6th insurrection at the capitol. Now, the commission will not consist of any current lawmakers who were present on that day. That includes lawmakers like republican congressman andrew clyde. Here is how he described January 6th this week. No insurrection, and to call it an insurrection in my opinion is a boldfaced lie. Watching the Tv Footage of those who entered the capitol and walked through Statuary Hall showed people in an orderly fashion staying between the ropes, taking videos and pictures. You know, if you didnt know the Tv Footage was a video from january the 6th, you would actually think it was a normal tourist visit. For the record, it was not a normal tourist visit. They were not in an orderly faction and, yes, indeed, it was an insurrection, just for the record. Congresswoman cheney is not the only republican voicing frustrations with the party. Another Trump Credit im, Illinois Congressman Adam kinzinger made this observation on thursday. This party is really sick and this party needs some real help, and if were not going to be willing to stand up and put it on the line for that, this party is not going to be around for the future. What is the future of the republican party . How does the country move forward when one major party refuses to accept electoral outcomes at the highest level . Tonight we will look at a few different approaches, including what legislative options are available to counter Voter Restriction bills currently pursued by State Gop legislatures. We will look at President Bidens approach. He is choosing to focus on finding common ground rather than focusing on differences. We begin with the movement that was launched this week by 100 antitrump republicans. Theyre aiming to create space within the gop for conservatives who do accept the results of the last election. Joining us now is one of the organizers of that movement,. Miles taylor is the Cofounder And Adviser of repair, the republican political alliance for integrity and reform. He was Chief Of Staff of the department of Homeland Security during the Trump Administration. Mr. Taylor, good evening. Welcome. Joshua, thanks for having me. What do you think is most vital to save in the republican party . Look, this is a values debate. All right. This is about character. So teddy roosevelt, a prominent former republican a decade ago, a century ago rather, said that character in the Long Run is the decisive factor in the life of individuals and nations alike. Now, look, we just lived through four years of a man without character, but the question now for our party and our country is, what is the content of our character. Right now when we look at the current gop, i think were deeply disappointed when we accept the content of its character, which is a reliance on misinformation, untruths, fake news. Right. It is a character thats been corrupted. What we are trying to do with this new movement is hit reset, and if we can take the gop back to its finding ideals, back to founding principles, back to a respect for the rule of law, the constitution and decency. If we cant do that, joshua, were going to move on and were going to start something new. It may be a new movement or it may be a new party. What is your plan to do that . Give me some of the tactics and the techniques that are at your disposal to try to win back the gop. Well, look, first and foremost, and also, joshua, i thank you for your patience. I am currently taking care of a sick puppy here at home. Oh, my goodness. Hes sitting on my lap. Oh, my goodness. If i get distracted, this little guy is the only thing thats making him feel better you ought to be ashamed of yourself. You knew i had tough questions and you brought a puppy. If this is the republican party were saving, i cant believe you would stoop so low as to play puppy politics. It is a bait and switch. Youre going to talk to me about my participation in the Trump Administration, im going to say, meet my puppy. Forget it. Listen, my friend. Here is where we come down on it, is at The End of the day my hope is that we Reboot And Reform the republican party. Im not going to hold my breath, all right. The republican party that i have been a part of for my lifetime has become a cultive personality instead of a cohort devoted to principles. Ive got nothing to lose. Im going to fight these guys until the last breath of my body, but weve got to revert to a period where the republican party had some sense of decorum and character. It has slipped into a carnival. So thats what were trying to do. It is going to be hard. Were not saying out of the gate were going to form a third party, joshua. Thats the Mount Everest of political objectives, and a very hard one to climb. But in the immediate we want to give moderate, rational republicans a new brand to differentiate themselves from the radicals. The rationals versus the radicals. So what were going to be pushing is the idea of renewers, renewed republicans who are a part of the im not crazy coalition in american politics. Thats what were going to try to do. Well see. Here is what im struggling with, with the idea of trying to reform the party from within. Yes. It almost feels like trying to save an abusive relationship. I say this as somebody who was in an abusive relationship. Not physically but emotionally very abusive near The End. Been there. Yeah. It took me about six months before i pulled out of the relationship. Been there. It was like, you know what, at a certain point it is on me to pull myself out because i have the capacity to. It was hard to kind of restructure, but im glad i did it. If the party keeps acting against your values, against American Democracy as you see it, it kind of feels like youre trying to rehabilitate a relationship with someone who knows theyre hurting you and wont stop. Why would you think that . Why arent you better off just moving on . Joshua, it is going to be harder to give that answer while i look like this petting the animal in my life. You understand what im getting at. I would say i fully understand. In fact, im actually really grateful that you went there. Ive been in deeply abusive relationships in the past. We know what thats like, and it is an important analogy to make because thats what has happened with the republican party. I have got to say, i have the deepest, most immense personal disappointment in watching people that i looked up to when i worked in the house of representatives and then in the Trump Administration who said that Donald Trump was a threat to the fabric of our republican, and then abdicate their responsibility by staying completely silent. We have a republican party thats so battered, it is scared. It is terrified to tell the truth about this man. But even to this day, i meet with these members of congress, i meet with these senators. I live on Capitol Hill, theyre my friends, and theyre people who still say these same things and they wont say them in public because theyve been so battered by Donald Trump. Look, what we need to do is give them air cover. Just like in a bad relationship, you need people who are willing to stand by you, help you get past the Abuser And Move on. Thats actually what were trying to do. I havent said it that way to anyone, josh, but you sorry. You tapped into it, joshua, which is that weve got to show people, you are not alone, you are not alone and youve got a cohort of people that are with you, that stand against the craziness. It is not just ten or tens of thousands, there are millions of americans who feel this way, and we want them to know they are not alone. There is going to be a coalition of the im not crazy to back them up and be a part of a common Sense Coalition to reform not just the republican party. Yeah. Kevin mccarthy is the same person who supported Liz Cheney just weeks ago. How can you accept whatever someone like Kevin Mccarthy says today has something that you are actually going to legislate a few weeks from now or months from now . If a man looks me in the eye, gives me his Word Something is going to happen, i take it unless he breaks it. He may have broken his word to someone else, but to me because he made that deal were nowhere near having made a deal. We agree we should try to get a bipartisan agreement, but the Liz Cheney Mccarthy Thing is above my pay grade. I mean i have enough trouble figuring out my own party all the time, let alone republicans. Are you shocked that theres just at this point one member on the republican side of the house who is willing to stand up last night and say things like the election is over, and if you dont believe in the outcomes if our courts you are an anticonstitutionallist on the republican side . Thats what her fight is on the republican side of the house of representatives. I think i heard Kevin Mccarthy say today, biden is the duly elected president. He did. This is the experience i had working with you in the senate. I have to let the audience in on this. We have known each other 25 years, and when we were working together in the senate what i always say is you take the most positive Thing Someone says in your direction and try to work with that tomorrow, and you try to ignore anything that isnt part of what you are trying to work with tomorrow. Is that the way you are doing this . As Pat Moynihan once said to me, joe, im not sure youre irish, you dont hold a grudge. Exactly. Thats right. I dont. Look, it is too important to the american people. I dont want to sound ill just say what i believe. It is too important for the american people for me not to continue to reach out to get things done with people i agree and disagree with. I mean i ended up making a deal with Jesse Helms, for lords sake, on funding the united nations. I didnt have to give up anything, we worked on it and he finally came around. If i said, because Jesse Helms has done all of these things, im not going to work with it, it is not the way it works. Look, i believe how can i say it . I believe in redemption, for myself as well. But, look, lawrence, i once had a doctor who had worked on me because i had had an aneurism 20some years ago. He said, you know what your problem is . He said, youre a congenital optimist. I am because i know the american people. The american people are optimistic. The american people never, ever, ever, ever give up. Never. Not once in our history did they give up. Nearly every state has had nearly Voting Restriction bills introduced, more than 400 in all. This is happening despite Trump Administration officials calling the 2020 president ial election the most secure in american history. On Capitol Hill senators are debating a democratic response to these gop bills. Hr1, better known as the for the people act. The mission in todays republican party is silence in the face of provable lies. Lies that right now are poisoning our democracy and exciting a plague of Voter Suppression. Our democracy is not in crisis, and we arent going to let one party take over our democracy under the false pretense of saving it. That hearing ended in a party line tie. The bill is trapped in committee until Majority Leader Chuck schumer discharges it to the floor, but from there its future is uncertain. Democratic senator Joe Manchin of West Virginia is a vocal opponent. But is the for the people act the best way to counter Voting Restriction bills across the country . Joining us now is rick hassen, a professor of law and political service at Irvine And Author of election meltdown. Professor, welcome. Great To Be With You. Could we take a split second, play Devils Advocate . Is there anything valuable in any of these bills across the country in terms of the way they might be revising Voter Laws . I remember i interviewed Gabriel Sterling from georgia. He definitely agreed some of what is in these bills is purely partisan politics but theres always room to improve the way we run elections and the way we vote. Sure. Well, you know, a lot of the bills are not even being proposed as serious measures. Theyre just a way of pleasing the trumpian base. The Georgia Bill that passed had some things in it that are okay. Theres one provision thats gotten some attention as a negative involving how you verify absentee ballot identification. But it replaced signature matching, and that had proven to be problematic in the past. It is not as though every bill that passes, you know, every provision of it is terrible. Some parts of the Georgia Bill expanded some of the times that people could vote early, but theres lots that is suppressive and, even worse than that, theres a lot that is about trying to change who gets to run elections and who gets to count votes. So brad raffensperger, the secretary of the state of georgia who stood up to trump, he has now been cut out from the State Election Board and he will be replaced by someone who is handpicked by the republican legislature who is likely to be more political in deciding how to administer elections in places when theres a conflict. Senator Joe Manchin, as we mentioned, has some concerns about the for the people act, but he did suggest another proposal related to the John Lewis Voting act that has to do with preclearance, this system that had been in federal law where areas that have a history of Voter Suppression have to get permission before they change their Voter Laws again. Here is part of what Senator Man chin said about that. The John Lewis Voting Rights Act should be expanded to all 50 states and the territories. When it first came out in 65 it was for the states, basically the southern states. It was struck down. It was struck down by the United States Supreme Court. But if we apply it to all 50 states equally, i believe that we have a good piece of legislation that protects the accessibility to the Polling Play for every voter. It basically is fair and it secures the vote. Professor, what do you make of that idea . Well, you know, Joe Manchin is the 50th Vote among democrats, and not only would he have to agree to support whatever legislation he thinks is worth while on Voting Rights, he would have to agree to get around the filibuster. Im not sure how serious it is because he said hes not willing to get around the filibuster, and there are not going to be ten republican senators who would agree to extend preclearance nationwide. It is also not clear extending preclearance nationwide would necessarily solve the constitutional problem that the supreme court recognized in the 2013 Shellby Counter Voting act. I dont know if it is a serious proposal. When Joe Manchin is ready to come up to the table and come up with laws that would put a brake on some of the more repressive laws. I dont know it is really a serious proposal thats going to move anyone forward in actual legislation thats going to pass out of congress. How much of the future of Voting Rights is political, governmental versus cultural . Im not sure how you enact enough laws that will get around the ongoing historical narrative of trying to prevent this group or that group from voting. Im not sure if there is a way to solve this problem more or less once and for all or if were going to keep playing this game of whackamole until the next political conspiracy. I think the first thing we have to recognize is things are much worse because of Donald Trump, because he continues to claim as recently as today, as you had at the top of your show, that the election was stolen. So this creates both pressure from the bottom, those who support Donald Trump, to come up with measures meant to make it harder for people to vote in the name of preventing fraud or promoting confidence, even though these Laws Wont do that. It creates pressure from the top because lots of republican legislators are worried theyre going to be primaried by A Trumpier opponent. They feel they need to move forward on new Suppressive Types of laws. We have this kind of back and forth. I am heartened though, because if you look at, say, the law in georgia or you look at what is happening right now in texas where theyre fighting over a new voting law, the business community, civil rights community, people are organizing, theyre mobilizing in states. So these laws are not necessarily as bad as they could be because there is political action against them, and there will be litigation. Some of that litigation could be successful. We are waiting on a big case from the United States Supreme Court that will come out in june that will tell us how much of section two can protect voting. I agree with you it is not something that will be fully resolved in the next six months or a year. We will continue to see these battles going on as we approach 2022 and 2024. Reporter joshua, the conditions are horrible for civilians on both sides, but lets be real. They are worse for civilians inside gaza. Last Night Israel carried out an airstrike on a refugee camp. Israeli military said it was targeting a senior hamas official, but that strike appears to have killed eight children from one family, brothers, sisters, cousins, only a 5monthold Baby survived. Our team has been hearing from parents in gaza who say they just dont know how to keep their children safe. Should they stay at home . Should they go to a Relatives House . The reality is when bombs are falling all around, you might get unlucky either way. As you mentioned, nearly 40 children have been killed in gaza so far. One child killed in israel. I do not in any way want to minimize what israeli civilians are going through in Tel Aviv and across the south of the country tonight. Parents are in bomb shelters, holding their children close and hoping that the Iron Dome Missile Defense System will keep them safe as hamas continues that indiscriminate Rocket Fire into israeli cities. High commissioner for human rights has said it is deteriorating at an alarming rate and added that these strikes from both sides may constitute, quote, serious violations of international humanitarian law. There are protests in cities around the world calling for an end to the violence. There was a protest in New York earlier today. What about the diplomatic path forward . How does that look . Reporter yeah, joshua, there will be a ceasefire. The question is how many people are going to be killed before it comes into force. As you mentioned, President Biden spoke to prime Minister Benjamin Netanyahu earlier, and what was really striking was the president did not explicitly call for a ceasefire according to a white House Readout of that call. Instead, quote, he reaffirmed his strong support for israels right to defend itself against Rocket Attacks from hamas and other Terrorist Groups in gaza. Now, that suggests that for now at least he is accepting the israeli argument that they need more time on the battlefield to degrade hamass abilities. Now, the last three gaza wars have ended with a kind of strange choreography. Israel and hamas do not speak to each other directly, but they both speak to egypt. The egyptians have brokered ceasefires in the last three conflicts. There is no sign right now of that process at work. Prime Minister Netanyahu gave a speech earlier tonight saying the strikes will continue in gaza, and hamas followed through on a threat for a barrage around midnight. Raf, briefly before i have to let you go, there have been mixed messages over a potential Ground Invasion. What more do we know about that . Yeah, mixed messages is right. Two nights ago the Israeli Military spokesman saying on the record to international journalists that israeli troops had entered gaza. It looked like that Ground Invasion was underway. That turned out not to be true. The military says that was a mistake, but that is the looming question. Will israel launch an allout Ground Offensive as it did in the 2014 war . On thursday The Agency revised its guidelines about mask wearing and social distancing for vaccinated people. The new guidelines rely on an Honor System of sorts. More on that in just a minute. Is vaccination still your number one priority in the next 100 days . Yes, but theres close seconds. We are going to have them announced in a couple of days. We have another 50 Million that will be put in arms, so it will be 250 Million. One of the things that i focused on when i got elected, i said i had two overwhelming needs. One, to get the american people vaccinated, and we had to go out and get a lot of vaccinators as well as vaccine to get 600 Million doses of it. We got that, a lot of it done, and to get people back to work because, you know, we lost millions of jobs, 22 Million i think it was 22 Million jobs. Theyre directly related to the vaccine, not to covid19. So what im continuing to do is making sure we get people back to work and change the circumstance where we get to the far point where we have at least 70 of the american public vaccinated. My goal is by july the 4th. I think we can do that. Were close to 59 in one shot, so think were getting very close. You are Coming Up against something we have never seen before in any Vaccination Program or any Public Health program, which is a partisan resistance to vaccination. This is in addition to other hesitancies that other populations have. There is a partisan resistance, and that is among people, many of whom fail what is a basic mental competency test, who is the president of the united states. They actually get that question wrong. How are you going to convince them to get the vaccine . Theyre showing up. All this stuff about vaccine hesitancy, the truth of the matter is more and more and more people are getting the vaccine. So i dont i have never believed that there would be a large percentage of americans who wouldnt get the vaccine. Whats the best way . You know, you used to do local politics A Hundred years ago. What happens . When your neighbor gets a vaccine, your Nextdoor Neighbor gets it, you say, well, maybe i should get it. No matter what your position was, when you see people in a position where you can easily get the vaccine, you dont have to go way out of your way, thats why you see i was on doing some meetings with folks who were providing, for example, and the governor of maine, a republican, is saying, if you want to get a free hunting license, come get a vaccine. Well, people are showing up. People are showing up across the board. So the idea, i have never believed that at The End of the day there would be any large percentage of americans who would not get the vaccines. Thats President Biden speaking to msnbcs Lawrence Odonnell. As for those new cdc masking guidelines, here is what you need to know. More than 33 of americans are fully vaccinated. You count as fully vaccinated two weeks after your last shot. At that point, two weeks after your last shot, the cdc says you dont need to wear a Mask Or Practice social distancing most of the time. They still recommend masks at doctors offices, hospitals, Mass Transit or on planes. If you are not vaccinated, the cdc recommends masks for most outdoor activities and for anything indoors, but those are guidelines, not rules, and businesses can still set their own policies. I see you are outside a trader joes, and the company has decided to adopt the cdcs guidelines about making masks optional for fully vaccinated people. How are trader joes shoppers dealing with that . Reporter you know, theres a little bit of confusion about all of this, joshua, because of some of what you have said. Businesses are treating it in different ways. Yes, theres the trader joes just costco, publix, starbucks, are all dropping their mandatory masking situations, but then other retailers are keeping them, like cvs, kroger, target, home depot, albertsons. So theres a little bit of confusion there. And if you talk to people, the reaction is kind of mixed. Listen. Im a teacher. I have to wear it at work. So ive had it on for the last four hours. Its a bit suffocating, so im happy to take it off. Reporter what do you think about what trader joes did . You know, i think, you know, if theyre following guidelines and were now able to loosen things up a little bit, why not . Given that theres a large group of people who dont believe in the vaccine and i think that lifting the mandate is just going to give them free access to not to have to wear a mask, i still have to protect myself. Reporter now at trader joes, pretty much everybody has been masked that weve seen because california still has a Mask Mandate for indoors. They have not yet embraced the Cdc Guidelines. So theres a lot of, you know, Cross Currents here, joshua before we really get this going and everyone gets their masks off. Scott, on top of this, you have this Honor System, essentially, that unvaccinated people will kind of agree to keep on wearing masks. How is that working out so far . Some are concerned that that might backfire. Reporter well, yeah, some absolutely are. And, you know, the nations largest Nurses Union has come out very strongly against these new Cdc Guidelines, which they say are not based in science, because there are still cases that are going on. And in a statement, National Nurses United said the newest guidance is not based on science, does not protect Public Health, and threatens the lives of patients, nurses, and other Front Line workers across the country. They point out, really, only about a third of the population in aggregate has been fully vaccinated. Cases are still piing up. And they say its too early to relax the restrictions. And yet, you have all of these restrictions being relaxed. Of course, if you do feel nervous about it, these are Cdc Guidelines and not laws. You can still continue to mask up if you so desire.
