He is going to talk about the order he signed yesterday which is aimed at strengthening the Nations Infrastructure as it is aimed as protecting against these attacks. I. T. Companies who work in partnership with the government will alert the government if they believe there has been a hack. And it calls for Government Agencies to try to shore up their infrastructure and supplies to ensure they are guarded against these type of attacks. This is an Executive Order and only goes so far. He will talk about what the government is doing. Then he will call on people not to the Hoard Gasoline while this is getting back online and while gasoline is becoming more readily available in the wake of what has really been a crisis in some areas. In terms of the meeting later today with republicans, at the forefront of that will be infrastructure. Republicans, White House, democrats all saying they want to strike a deal. If you look at the different proposals, they are not that far apart. But the question is and major Sticking Point is when you talk about paying for the president s infrastructure. He has proposed increasing taxes on large corporations. And Yesterday Leader mcconnell said thats a nonstarter. I think thats really where part of this debate is going to lie. The White House feeling press sure it try to get something done with republicans because this is a president who campaigned on a promise of bringing in a new spirit of bipartisanship. At the same time he is not ruling outgoing it alone. He wants flexibility. And leading the charge for West Virginia with this group seems positive as well. Garrett, after the drama of yesterday, the congresswoman not pulling any punches when it came to Kevin Mccarthy. Do you think Kevin Mccarthy has put his ambitions above principle . I think he is not leading with principle and i think its sad and dangerous. What did it mean after January 6 when he went down to maralago and visited President Trump. It is really stunning. Given what the former president did. He is not just the former president. He provoked an attack on the capitol and our democracy. I cant understand why you would want to rehabilitate him. What is the answer to that . What does she do from here. She says she is running again in wyoming. She says she is not worried about reelection. She does seem to have a long focus on 24. This seems to differentiate cheney from other antitrump republicans over the last several year whether Bob Corker or a handful of others who would become republic with their disdain and then would announce their reelection. Cheneys decision to stay and fight for her Seat And Party from within is the difference. Whether she can make it through a republican prime in wyoming would show if those who are opposed to Donald Trump have left the party. It is an idea of whether the president needs to stay in the past of the party or be in the party at all. 2022 is the Test Case for this. As of now we see no indication there is appetite for an antitrump candidate on a state or national level. Could she focus narrowly on being sure that Donald Trump isnt the nominee. Does he have to decide to break publicly with cheney . We dont know yet. While everyone should acknowledge that President Trump lost the election, a campaign of misinformation that led in part to January 6, No One should ever deny that, but you go to war with the army you have rather than the one you want. Looking to get votes from a lot of people who dont believe this. Thats the tightrope Kevin Mccarthy is trying to rope. When he went to maralago and kissed the ring, as it were, was that too far . That compared to what he said on January 6 was stunning. He went to the White House and met with Joe Biden and said he was the legitimate president. I think there will be a lot of back and forth on this tightrope of a year ago. Republican Congressman Andrew Clyde talked about the deadly violence on January 6. There was no insurrection and to call it an insurrection in my opinion is a bold faced lie. Watching those who entered the capitol and walking through a hall showed people in an orderly fashion and taking pictures. If you didnt know it was a video from January 6 you would think it was a normal tourist visit. Its who you believe, me or your lying eyes. I am not sure what video he was looking at. The video i saw shows an attack on the united States Capitol and on our value. To present it as anything else does a disservice to those Capitol Police officers who died in the line of duty, those who have tried to put the capitol back in condition where it can be visited by american people again. That rhetoric does us no good. Quite frankly, in the long run, i think it hurts republican politics. But to make those comments to me, it must be a different video he is looking at. Because the video i and every other american has seen is shocking and deeply troubling. And leanne caldwell. An event that Kevin Mccarthy had. The comments. Do you regret saying that . Five people died including Police Officers. If you were honest in your statement what is wrong with it . You didnt take what i said in context. Explain to us. Listen to what i said. Do you believe that January 6 was an insurrection . Well, that answers it, doesnt it. That hearing was stunning, the denial of reality from republicans. You are being kind by using the word stunning, to be honest. Egregious. If this is what they want for the republican party, then i would put my money on the democrats for retaining the house. This does not lay the groundwork for a successful party in the future. I think most americans, regard less of political affiliations. How did that guy even get elected . Its an iult to the building he is working in and the people that defend it. Its wrong. It flies in the face of many Police Officers who were beaten brutally and survived that, with injuries and lasting damage. With all due respect i was right here with the congressman laying a wreath for an officer from his district. Thats his response. The attack on our capitol, attack on our friends who work in that building was intolerable, should never have happened or be repeated. There is no amount of white washing that should be acceptable. President biden is set to address the colonial Pipeline Crisis at any moment from the White House. The pipeline is back up and running, but stations are dealing with shortages from Panic Buying and the hack itself. In North Carolina nearly half the Gas Stations report shortages. And daniel is the Vicechairman And Author of the new map. Welcome to you both. The Energy Secretary is saying that Gas Shortages are likely to exist through the weekend. What are you seeing in South Carolina . Good to be with you. Rural areas and areas where we are. When we came here this morning they got a shipment at 7 00 a. M. But all of the Gas Stations on this street were out. Only five hours and all of that gas has been depleted. Every one of these pumps are bagged because they are out of gas. The Gas Station across the street still has gas. They got a tankerful a couple hours ago. We heard the pipeline was back on and the Problems Wouldnt exist much longer, but this is a very large Gas Station and they dont know when they will get another shipment. Gas prices, we are seeing the highest since 2014. The federal government has gotten involved. Four governors have declared states of emergency. The department of regulations has lifted restrictions for Gas Drivers and waived delivery into the tank. We thought we were seeing progress. But as you can see people are still coming out and filling their trucks. A lot of it is driven by Panic Buying. For a broader birds eye view, lets talk about shortages, spot shortages. It is not that there isnt enough supply, but it is spotty and Panic Buying. Stations we talked to said volume went up four times from normal. What is different about this, this is the first digital disruption, but is beginning to be mended. But it will take until early to middle next week. Gasoline only moves through the pipeline at 3 to 5 miles per hour. Then they have to get to the truck and there are not a limitless number of trucks. In some areas it will persist until next week. What about our reliance of this one major pipeline, relying on 45 of the fuel. There were more refineries, but a number have closed down because they were not competitive with gasoline coming from the southwest. Thats why this was coming from the northeast. You have refineries. The southeast of the united states is particularly dependent on the pipeline. The Colonial Pipeline is 45 of supply so people, had they not panicked, you still have 55 coming through other pipelines. There are reports that these companies have not been diligent about cyber Defense And Ransomware is spreading. Billions are being made by these enterprises. You know a lot about russia from your writing. Russia and putin are being held blameless so far, but they could not operate in russia. You scratch your head. Could guys do this independently without knowledge or observation. But since last year volumes have gone up because among other things there are assurance. These guys have a sense of what insurance is and then you get into negotiation of ransomware. This one has elevated the problem. We will hear from the president shortly. Gasoline shortages are any president s nightmare. This is a Wakeup Call that we need a more vigilant system. It may be pipeline, d. C. Police, school board, we have a degree of vulnerability we have to catch up with. There was a Background Meeting last night. From what you read, does it address the vulnerability . It begins to address it. You need higher standards and i think thats what they are going to in the Executive Order for software for the u. S. Government. This has to be a partnership between software and government. What do companies do . Is there an alternative to paying ransomware because this is ransoming. Daniel, expert on all things energy. This was last night. There is an israeli nationalist mob beating up an arab driver. We saw this across the city. We havent seen anything like this since the second and there is a jewish man in critical condition after being beaten up by a different mob. I spoke to one man that the area is under curfew. He is scared. He said last night armed israeli citizens were lining the streets and attacking. He said he has not seen anything like this in 15 years the president is speaking. You may react to this. They should reach full operational capacity as we speak. That is good news. But i want to be clear. We will not feel the effects at the pump immediately. This is not like flick on a light switch. This pipeline is 5,500 miles long. It had never been shut down in its entire history. And now they have to safely and fully return to normal operations. It will take time. And there may be some hiccups, like i just had, along the way here. Still, we expect to see a region by Region Return to normal this weekend and continue into next week. In the meantime i want to update you on what our administration is doing to accelerate the process, to mitigate Price Gouging up and down the line. There is flexibility for personnel to manually get portions of the pipeline up and running this week. Secondly we reviewed and worked with the company to get a portion of the Pipeline System from North Carolina to maryland to operate under manual control and deliver existing inventory. We put in Emergency Orders that lists hours, hours restrictions and allowed states to lift Weight Restriction Force Tank Truck drivers. That allows them to work and carry more fuel to affected regions. The epa issued a targeted 20day Waiver of standards in states to give more flexibility of available fuels where needed which will boost fuel supply. The last two actions have made tens of millions of gallons of fuel available each day to be distributed. The extraordinary measures we have taken we estimate have taken enough gas to stations to fill 5 Million vehicles in the last few days. Fourthly, last night i granted a waiver of the jones act to fuel supplies. This allows nonu. S. Flagged vessels to supply product from the Gulf Of Mexico to affected areas. These steps are temporary, but remain in place until full service is fully restored. This is a whole of Government Response to get more fuel more quickly where needed and limit the pain of american customers. In states affected, here is what drivers can do. Dont panic. Seeing lines at the pump or Gas Stations with no gas can be extremely stressful, but this is a temporary situation. Do not get more gas than you need in the next few days. We expect the situation to improve by the weekend and into early next Week And Gasoline supply is coming back online and Panic Buying will only slow the process. I also want to say something to the Gas Stations. Do not, i repeat, do not try to take advantage of consumers during this time. I am going to work with governors in affected states to put a stop to Price Gouging in affected areas, and i ask we monitor Price Gouging at the pump. Nobody should be using this situation for financial gain. Thats what the hackers were trying to do, thats what they are about. Not us, thats not who we are. As for the people who carried out the attack, the Fbi Released Details of the attack so others can avoid being victimized like colonial was. We do not believe that russia was involved in the attack, but we have strong reason to believe that the criminals who did the attack are living in russia. We have been in direct communication with moscow about the imperative for responsible countries to take decisive action about these ransomware networks. And we are going to work to disrupt their ability to operate. There is a new Task Force dedicated to prosecuting Ransomware Attackers to the full extent of the law. This is an urgent reminder why we need to harden our infrastructure and make it resilient against all threats, natural and manmade. The majority of our infrastructure is privately owned. Private entities are in charge of their own cybersecurity. We know what they need. They need greater private Sector Investment in cybersecurity. Thats why we launched an effort in april focused on strengthening cybersecurity for pipelines, natural gas, water and other natural sectors. Last night i signed an Executive Order. It calls for federal agencies to work more closely with the private sector, Share Information and protect technology against cyber attacks. It outlines innovative ways the government will work to drive it. To assist in this urgent work of protecting our nation against cyber attacks, im calling on the united States Senate to work quickly to confirm Chris English as our director and the cybersecurity director. We have seen security taken offline by Natural Disasters and cybersecurity. In texas we saw what happened when things werent fully modernized. Now we have seen what happens with criminal hackers. We are not going to win this by competing with an infrastructure thats out of the 20th century. We need a modern infrastructure. My modern Jobs Plan includes modern investments. Later i will be meeting with people to discuss it. I am willing to negotiate as i indicated yesterday to the house members and leadership. But its clearer than ever that doing nothing is not an option. Again, we expect things to return to normal over the next several days. I will be monitoring Colonials Progress and the federal governments support every step of the way. Stay strong, help is on the way. We will get through this as we always do as americans. Start to inflict things on governments who allow this sort of thing to happen in their territory . We are working to try to get to the place where we have sort of an international standard. Governments knowing that hacking is happening from their territory, that we all move on those criminal enterprises. I expect thats one of the topics i will be talking about with president putin. Are you confident putin was not involved . I am confident that i read the report of the fbi accurately, and they say he was not. Mr. President , the Executive Director mentions colonial directly, but says it only encourages companies. What concrete steps is the administration taking to ensure that companies are prepared for cyber issues. You have asked three questions as i understand it. The Bottom Line is i cannot dictate that private companies do certain things relative to cybersecurity. A lot of you are very seasoned reporters, been covering this debate on Capitol Hill before i became president and as President Trump debated it internally. Thats going to be an on going negotiation. But i think its becoming clearer to everyone that we have to be doing more than we have done now. Will you consider doing any kind of retaliatory cyber attacks to shut down these criminals . Are you ruling that out . No. Have you asked mr. Netanyahu to stop this violence . I had a conversation with him yesterday. The intelligence community, the defense department, as well as the State Department have been in contact with all of their counterparts, not only in israel, but the region. One of the things that i have seen thus far is that there has not been a significant overreaction. The question is how we get to a point they get to a point where there is a significant reduction in the attacks, particularly the rocket attacks that are indiscriminately fired into population centers. But i expect i will be having some more discussions. We havent just spoken with israelis. Egyptians, saudis and others. Were you briefed by the company about the ransom . No comment on that. That last comment is that the president said he had no comment on whether the company had paid ransom. There have been conflicting reports. He had other thungs to say about netanyahu, reaping out to him, whether there has been overreaction by the israelis. He said he did not think there had been overreaction so far. That there has been rockets from gaza into population centers. He said there has been intelligence communities, defense and reaching out to israelis and others. Lets talk about what the president said about russia. He said he does not hold vladimir putin personally responsible. He has read the Fbi Report on this. The group are in russia. Whether or not putin has been enabling that. He said he would be discussing that at their summit. And this is the largest attack to date on the Energy Sector around the u. S. Response so far. What is your take on the russia putin angle. Given russias own focus on siper operations in general, its right for people to be skeptical that could you have a maligned and sophisticated network like this operating within russia without perhaps russian government looking the other way. We dont know for sure. But if you want to get to the way these operate, you need the cooperation of the government. With russia, you can think they are either facilitating it or looking the other way. This involves the federal government working more closely with companies that share threats. If you want to get to the root of these challenges, you will have deal with Russia And China who are adversaries. They would have no predicate to go after vladimir putin on effects because there is no violation if they are enabling or demanding favor for favor for these working out of their sovereign territory. How good would you grade him on the steps so far, not just the shortterm, waiving some environmental rules, Trucking Rules to get the flow going and keep the Gas Stations in the southeast supplied in the shortterm. What about the longer term steps in terms of Government Interaction on hardening the infrastructure . President biden and his team have been in the White House before and know a crisis can spiral out of control. They are trying to get in front of it to reassure the public and prevent this from being a bigger impact on the economy. This is just part of the Background Noise of life in the 21st century. This will require effort from the united States Government to prioritize these things. And ultimately from congress working with the executive branches. The reality is a lot of this critical infrastructure, we have to define what do we need to protect and prioritize. We have energy pipelines, data in the crowd people rely on to do business. The government has to work through what we want to define as critical infrastructure. What kind of international standards do we need in place . This work has been going on for at least a decade. But we are in a new world with the threats to our Economy And Safety from the cyber domain are increasing. We have already seen dallas and atlanta damaged with cyber hacking. What did you this i when you heard him say no comment whether colonial had paid ransom. There had been conflicting reports. Even russia he was deferential to the fbi. This is more normal how a president operates. President trump would opine about everything in the law enforcement community. There are questions about what colonial did here. This is part of the guidelines too. Private companies, how much do they consult with the government about paying ransom. You dont want companies to do that because you dont want criminals to continue these type of attacks. This is another route where the government will have to have conversation with the private sector. Thank you so much. And now we have the Deputy Security Adviser to President Biden. I know you have been busy with the new Executive Order. First of all, your take on where we stand, energy shortages. A lot of that had to do with Panic Buying, but on the vulnerability of our infrastructure. The incident with colonial and prior ones we have faced, are very highlighted, the vulnerability. The Executive Order lays out a path to addressing that. First, outlining five key areas the federal government will take to secure our infrastructure. Second, addressing software by outlining Security Standards that the software the government and private sector use. And much as with buildings, we need the same for software we use. Finally, it focuses on when an incident occurs, the federal government can respond and learn from it to ensure we are stronger and more resilient. Does the president of the united states have authority under the Executive Order or outside of it to force companies to harden their software. There have been examples not colonial necessarily but to harden their software. We heard the president say he would not force them. But any company selling those would need to meet the standards. Software government, even individuals use, are the same and will impact all who use. Did you learn from Solar Winds new things, new ways to get back former Army Ranger and Parra Parra Trooper who served in Iraq And Afghanistan to protect these troops. Commander, thank you. I know you worked on the ground in Iraq And Afghanistan. Explain what made them such critical partners and why we have an obligation to them. Thank you for having me on, andrea. Bottom line, i would not be here today if it had not been for those afghans, iraqis who lived with us, served with us, fought alongside us and in some instances died alongside with us, and we could not do our job. We could not understand the culture and do what we had to do. From my perspective, these are our brothers and sisters, not just somebody we have a moral obligation to but strategic imperative here. If we do not do right by these folks, people will not work with us and get our missions today. The house armed services committee, you told the story of one interpreter named mohammad. What happened to him and his family . Mohammad unfortunately was assassinated in january by the taliban trying to get an Immigrant Visa with delays and wrongful rejections, he was killed with his 10yearold son, watching him be killed by taliban assassins. The good news is we actually heard in the last day his widow and his six children have actually been granted asylum and are going to be brought to the united states at the new development in the last day. So we are starting to do right by his family but we cant bring mohammad back and there are so many people like mohammad who have lost their lives, given their lives for america. Now we have to look forward be figure out r out what we can do to help those waiting in line. General milley said its too soon to talk about a mass evacuation. Do you agree . No, i dont agree. I think we need to be talking about all options and everything needs to be on the table. Were three weeks into this withdrawal. Taliban are not waiting. Theyre looking for interpreters translators right now. Theyre going to try to kill people as quickly as they possibly can. The enemy never waits on us. We dont have a lot of time here. We need to be talking about evacuations, sig, getting all options on the table. Congress is looking forward to working with the administration to get this done. I think its important for me to say, andrea, i think the administration takes this extremely seriously. The Department Of Defense, State Department, men and women that share my view this is a moral imperative and we have to get it done. But theres a gap between sentiment and good intentions and putting that into action, getting the passports that are necessary to the Department Of Defense to actually get this done and thats the gap were trying to close right now. Speaking of gaps, i understand there was a special immigrant Visa Program set up in 2009 for more than 17,000 afghans who applied. The paperwork is still being reviewed. Its taken four years to process this Back Log . Thats right, andrea. There are currently over 18,000 afghan siv applications. Im being told by the State Department they have the capacity to process 9,000 to 10,000 of those. But even processing those will take anywhere from two to four year thats not going to do it. People are going to die. So we need to vastly speed that process up, and i think the Bottom Line here is were not going to be able to speed that up to get it done by september, so we have to be looking at a combination of evacuation, humanitarian Refugee Asylum programs and look at all of the options and pursue all of them to make sure we save as many lives as possible here. Would it help to evacuate afghans to Military Bases in Guam And Qatar and uae temporarily as we process them . Thats on option, a socalled Guam Option. We used the Guam Option in 1975 to evacuate vietnamese and others who helped us during the war. We used it again in 1986 to evacuate kurds from iraq and even used it to move people from reern southern to ft. Dix in new jersey. Weve done this before and we can do it again.
