One of the things that we allow state and local governments to do is administer elections. Now it creates a complicated system, compared to other countries. You can argue though that states know whats best for their voters, right . Since there are closer to them. The problem of course is that power, the local power, was abused, explicitly and primarily, but not exclusively, to stop black people from voting, to erect a one Party Minority aryan authoritarian state throughout the american south. So on the 19 sixties, after Blood And Sweat and fears and organizing we came up with a grand bargain, and you know what it is its called the voting Rights Act. This act did not fully nationalized elections in this country but it was an attempt to create a floor for the administration of those elections, as well as mechanisms of oversight to make sure that local election boards were not abusing the high levels of power that they had. Levels of power they had used to further White Supremacy and antidemocratic exclusion. And it worked. It worked, it worked, it worked for nearly 50 years. It is one of the most successful pieces of legislation in american history. Look at this chart of black Voters Registration in Southern States, those are black Voter Registration levels before the law was passed, you can see Mississippi Ages under 7 . A much higher columns in the right, these are black Voters Registration only two years later, just two years. After the voting Rights Act was passed. Look at that. Those new black voters elected black politicians to represent them. This charges the number of black southern legislators. You can see before the voting Rights Act, there were practically no black southern legislators. Starting in 1965, that number steadily climbs. The law was largely embraced by members of both parties,. For instance when congress voted to renew it in 2006, that bisque passed the senate by vote of 98 to 0 and the house 390 to 33, that is as close as consensus as you get in American Life. In fact, one republican president signed the extension of the law, this is how he described it. For decades since the voting Rights Act was passed, we made progress. Getting rid of the voting Rights Act Make No Mistake was a raw act of judicial activism. At the time, federal judge wrote about the decision quote, Shelby County versus holder decided a key part of the voting act. It required to certain states without his direct racial discrimination to obtain federal permission in order to change their procedures. As violating the fundamental principle of sovereignty of the state. This is a principle of constitutional law of which i have never heard for the excellent reason that there is no such principle. Now what we have is the republican party that is further radicalize and using their power and states, and localities to do whatever they can to gain advantage. That means they will no longer automatically receive bill valid, here is the thing. Arizona is one of the states fully covered by the Preclearance Provision of the Voting Acts right that was struck down, they wouldve had to get preclearance from the federal government to do this. When arizona republicans are doing with our bogus Election Audit is a pr stunt, what they did today was an attempt at real hardcore voter disenfranchisement. Were not going to take this power away from municipalities, that was the idea behind it but we are gonna have oversights and check the attempts to lock voters out of the voting process. The only way to deal with this is to create a new federal standards but democrats need 60 votes to pass that kind of bill, unless they kill the filibuster, republicans have made it clear that they are All In on making it as hard as they can to vote. So i dont know what we are doing if we are not expanding the court, if we are not aggressively expanding the court, we are doing nothing to protect voting Rights Act. Because John Roberts announce six conservatives can destroy whatever congress passes out of this congress, this is easily as they destroy the initial act. It is such a good point. Stay with us here. It points to, youre totally right, John Roberts is sitting there saying that ive been on a date with my wife, he sitting there watching the oysters coming over, hes sitting there watching bill one and saying bring it over. It speaks in some ways to the profundity of the democratic states here before all this stuff is just the small wiggling a taxed, its 100,000 votes here, but the spirit of It Harkens Back to the original scent of the country and its worse authoritarian impulses. We have to do some deep work to keep democracy going right now in a bunch of different directions. This is the battle that we are always fighting. As i count them, there are four amendments to the constitution trying to get over our original sin of having a democracy were only which right people could vote. Yet the 15th amendment, the 19th amendment, the 24th 11 which eliminated these taxes, i could throw in the 17th Amendment which made popular elections possible. That is part of five amendments trying to extend, expand the franchise. Who has been against them at every point . Conservatives, whether those conservatives call themselves democrats in the 18 sixties, whether they call themselves the republicans today, whether they call themselves democrats in virginia, conservatives are the ones that are against expanding the franchise. Why . Because when Everybody Votes, conservatives cant win, that is just they know it, i know it, everybody knows it. When Everybody Votes and Everybodys Vote is counted, the current Conservative Party cannot win. So theyre not playing chess. Gunnar trying to arrange the white pieces so they can outflank the black pieces, they are trying to throw the black pieces off the board and say checkmate. That is their actual political strategy and it has worked at various times in our Countrys History very well. That point about the voting Rights Act in the fifth amendment is a reminder of the issue here, we had the 15th amendment, it was quite clear. You want to talk about it, it was quite clear that what happened afterwards was not a clay and yet it happened again. The battle continues now, we saw displayed in the senate. Because youre not just feeling the american party at this point, you are truly failing our society. Because what is happening right now will have consequences. They are subverting the truth and they will continue to do this over and over again. Officials and people like me going out and talking about our commitment to a two State Solution to secure israel, but the reality is that the facts on the ground have changed over the last decade or two, to the point where palestinian say that it is impossible, the israeli government has moved further to the right and it is not interested in peace he himself has said that he does not want them to be palestinian states on his watch. But a lot of progressives are responding to is the fact that the old Talking Points dont apply to the circumstances anymore. Theres a vast asymmetry of power between the palestinians, now people are saying Wait A minute, obviously we condemn hamas and its indiscriminate rocket fires, hamas doesnt represent all the palestinians, and the palestinian people are increasingly in a dire circumstance. That is opening Up Fissures in the democratic party. At the same time, the republican party has become even more in lockstep with the right wing of the israeli political system. Its interesting because israel, you know, guns used to be this way, it didnt fall on bipartisan lines and israel has been a great triumph of various institutions, a pack among others to create a bipartisan contestants between the israel and the u. S. Government, went through ministrations. American politics are polarizing, former israeli ambassador had this to say and i thought this was a fascinating, take a listen to what he had to say. People have to understand that the backbone of israel supported the united states is the evangelical christians, that is the backbone. It is true because of numbers, and also because of their passionate and unequivocal support for israel. Look at numbers. About 25 , and some people think more, 25 of americans are evangelical christians. Less than 2 of americans are jews. If you look just as numbers, you should be spending a lot more time doing outreach to the involves coal christians, sorry, then to judge. I think ben, that points to something that you were saying and to the flip side of that are fissures within the large american jewish population, folks that are orthodox that are secular, who are liberal, conservative on an issue that used to be more uniting that it is now. Absolutely. I think what netanyahu has done is that he said that we can do what we need to do with the support uniformly of the republican party and some democratic support, and if theres a divide in the democratic party even if there is a divide in the jewish community, that is okay. I think that puts a risk at the bipartisan long Term Support for israel and the united states. I think younger democrats are raising more more questions. What the reality is is that the millions of palestinians who live in the place that is governed by israel they are there and it is not a two State Solution, what is the solution. Is it a one State Situation where palestinians have equal rights . Is it a situation where the palestinians are driven out of their homes . Is it some situation which the palestinians are secondclass citizens . There are not good answers to these questions right now from the israeli government led by prime Minister Netanyahu and from a lot of his supporters and the united states, that is why i think the people in the united states who care about structural justice and human rights, in the united states, and israel and all the countries around the world, i think it is a uniform progressive agenda of asking hard questions about hey, Wait A second here, what are we supporting in terms of policies that not only not bringing peace but continue to bring about those kinds of escalations that we see . Doctor hotez i want to talk about the Case Numbers because we saw it in israel, we saw it in the uk, around 50 , things started to really come down. We saw viral suppression happening. It looks like were starting to see that in the last week or two, what do you think . It might be the case. Even in the states that are doing well with Vaccination Rates. If you look at New York, New Jersey as well as california, new mexico, what youve got now is about 60 of the those populations have received a single de, 40 to percent two doses, youre getting up to israel numbers and you are seeing a really steep decline. That is really exciting news. We can reproduce what has been done in israel and in some of the states. The worrisome news is those are all blue or bluish states that lead at the top, if you go to the bottom of the list, all of The Deep Red states are not doing as well. They are still in the 30 range, in states like georgia, tennessee, alabama, In The South and then wyoming, and idaho up in the mountain area. I worry about, if you remember chris, at this time last year, we were doing very well, and then as the summer hit those numbers really skyrocketed in the Southern States. The way it looks now is that those Southern States are only going to be partially vaccinated. I dont know what that means. Im holding my breath about the south right now. Obviously, there is a complicated mix of factors in the population that hasnt been vaccinated yet. I think theres a huge population that just hasnt gotten around to it or for whatever reason hasnt been super proactive about it, but theyre not hardcore resist ors. And then there are folks that really dont want to get shot. Youve been kind of a target of some of that antivax movement, i think that has gotten worse recently. How are you seeing this as someone who has dealt with this political tendency in American Life for a while, how are you seeing this play out now . I think that the difference between now and the last year or so, compared in the past is the increasing politicization and linking it to far right Extremist Group and becoming mainstream in the republican party. The attacks coming to me over the last week, what happened was, a group that i did know that much about, but i looked it up and they call themselves far right Wing Conspiracy theories, kind of anti vaccine group, they started telling their followers providing my emails and phone numbers, it has been a nonstop barrage of pretty scary emails and you know, saying there are a group of armed patriots and they are gonna hunt me down in that kind of stuff. They love their nazi imageries. A lot of hangings and that kind of stuff. It is pretty unnerving. Well just have to keep on watching. This is the nature of the antivaccine movement in this country. It is somehow married to far wing extremism, and white nationalist groups. It was starting over the last couple of years but it has gotten more intense and more expensive. Doctor peter hotez, i hope that you are safe and that you are well and you have been an incredible resource. Finally, just a quick question about the teenagers. That seems like good news, good news . Its definitely good news. The 12 to 15yearolds, with this B117 Variant that has been around we are starting to see younger people going into hospitals, or starting to see even teenagers going to hospitals, we need to get them vaccinated and when that happens, if you can get highlights of Vaccine Coverage means that middle schools, High Schools will be very safe places for the students and for the vaccinated teachers and the staff. And then if we can get a high percentage of both adolescents and the adults are vaccinated overall transmission is going to dramatically declined and that is going to make even the elementary School Safety even though the little schools are not vaccinated yet.
