Purging his party of anyone who dares challenge Donald Trump. Like Liz Cheney. Mccarthy has been learning to ingratiate himself to the 45th president ever since Trump Pet named him, and i quote, my kevin, on the eve of his inauguration. And since mccarthy figured out trumps favorite starburst flavors. You read that right. Its worked for him so far. Mccarthy did allow some daylight between himself and trump when the carefully quaffed californian spoke his conscience about the January 6th attack on the capitol. The president bears responsibility for Wednesdays Attack on congress by mob rioters. He should have immediately denounced the mob when he saw what was unfolding. And that is true. But with his eyes firmly affixed on the Speakers Gavel, mccarthy promptly gaslit his way back into trumps good graces. Do you believe that former President Trump provoked i dont believe he provoked if you listen to what he said at the rally. Really . Joining me now to discuss, Michael Steele, former Rnc Chair and host of the Michael Steele Podcast And Tara palmieri, Politico Playbook coauthor. You have known Kevin Mccarthy for a long time. Who is this guy . What is motivating him, and maybe this is a leading question, will he do anything to get that Speakers Gavel . Well, thats kind of been the knock on kevin for quite a while within the caucus. Hes kind of like The Last Man Standing for the positions that hes held. Much of the frustration of a lot of republicans in the caucus during that time. So, yeah, hes very ambitious and very calculating. As the sound bites you played showed. You know, he comes out on January 6th and says, yes, the president bears some responsibility. But then when hes asked about it later on he goes, well, he had nothing really to do with it, as he said. So he figures out just where the line is, and he gets right as close as he can to it without tipping the hand against him. In some sense hes a lot like Donald Trump. It is all about him. And i think thats one of the things that have rubbed folks in the caucus wrong. Let me push you on this for a second, Chairman Steele, because we all know that, you know, this yeah, hes treading a Fine Line. But loyalty with Donald Trump is not a twolane highway. It is a oneway street. So what makes Minority Leader mccarthy think that he can still walk this tight rope without tripping over his own feet . Well, because largely the what hes calculating is if he stays closer on that line to trump, that when the vote comes up, okay, have Trump Help to win back the house next year. And they republicans have an advantage. Lets be honest about their position going into the 22 cycle In The House. They do have an advantage. So they win back the house. Its going to require Donald Trump to say who the next Speaker Of The House will be coming out of the republican caucus, and he wants the president to put that on him, not someone else like a Jim Jordan or, you know, even congressman scalise. So what you are doing is you are seeing him doing his early blocking and tackling to position himself and to put others out of position relative to himself with Donald Trump. Right. And one of those people who is being put out of position, literally pushed hard, is congresswoman Liz Cheney. Tara, i just want to play something that congressman Matt Gaetz, who for some reason is still in congress, what he had to say a couple of days ago. That person should not be the spokesperson of the republican party. We knew that then. Im glad our colleagues have caught up. Maybe were the leaders, marjorie. They follow us. Tara, they are talking, about or Matt Gaetz was talking about Liz Cheney, how she shouldnt be the spokesperson for the party. But are those two now the spokespeople for the party . Are they the key to Kevin Mccarthy becoming the next Speaker Of The House . It sounds like it, right . They are really rallying up the base in the way that trump did. I know they are fundraising a ton off this tour through the villages. And i just think it shows like this Big Tent republican party is so far away afield its like on another reservation. So i think that the problem, too, with mccarthy is, yes, hes ambitious but there are a lot of people underneath him equally as ambitious and would like to see him Trip And Fall and possibly this Liz Cheney debacle could have been the way he would have fell, and he may still fall. But let me stop you on that point. Who is out there, other than maybe scalise, Who Would Challenge Minority Leader mccarthy for the big Leadership Prize within the party . Scalise mainly. Jim jordan, like you said, is beloved by well, scalise is beloved by the other members. Jim jordan is beloved by trump whom they are all afraid of. Republicans have coalesced around the idea they cannot win the midterms without Donald Trump. And if you arent on board with that, you are a risk to winning back the house and for mccarthy that means the speakership. For the others its just about having power in 2022, which, again, is theirs to lose, like you said. And to your point about, you know, the republican party. I dont even know if they think of it as a bind. They Cant Divorce themselves from Donald Trump. Have a listen to what Senator Lindsey Graham had to say on this very point. I would just say to my republican colleagues, can we move forward without President Trump . The answer is no. I have always liked Liz Cheney but shes made a determination that the republican Party Cant grow with President Trump. Ive determined we cant grow without him. And you know what . As much Chairman Steele, as much as that line of argument drives me bananas, i Cant Help but think, you know what . Lindsey graham actually is doing some truthtelling there. The republican party is nothing without Donald Trump, is it . Yeah, no. At this point, thats exactly right. And my, how the mighty have fallen and sunken to the lowest of lows that Donald Trump is your savior. The reality of it is Donald Trump five years ago was someone that everyone was like, why is he here . And now they are kicking everyone else out of the room because he is here. It speaks of desperation. Desperation of leadership. Desperation for ideas. Desperation for a way to move the country forward and embrace its diversity. Thats what Liz Cheney is trying has been trying to tell them and she has shown the leadership, which they are threatened by, as one of her Caucus Members put it, you know, shes like that girlfriend who doesnt listen to you. Really . Thats your go to with Liz Cheney. That tells you where we are. Go ahead, tara. At the same time, Donald Trump raises a ton of money for these members, right . And he brings out the base and theres a reason why they are sticking with him. He has this, like he won 76 Million votes. So at The End of the day, they cant give him up. Hes more compelling than anything they have offered. So until they find that thing that they can offer to voters to drive them out in the way that Donald Trump did, i think they are stuck with him. But the thing they are offering is what voters dont want. The thing they are offering, and i agree with tara. The thing they are offering, voters dont want. They rejected that. And the test is going to be how that plays out in these elections at the congressional level. And the legislative level next year. You know, to this point, the Washington Post has a story in the paper on the front Page Today about Liz Cheney and just the the Alarm Bells that have been going on for her about the fact that they the nrcc, the national Republican Campaign Committee and correct me chairman, if i got that acronym wrong. Congressional committee. Congressional committee. Heres what they didnt say in a meeting with the caucus. They found that President Biden was perilously popular in Core Battleground districts with 54 favorability. Vice president harris was also more popular than trump, the poll showed. Bidens 1. 9 Trillion Covid Stimulus Plan and 2. 3 trillion jobs and Infrastructure Package both polled higher than the former President S favorability, which was at 41 compared to 42 in february. I mean, isnt Congresswoman Cheney Right to be alarmed . Theres only so far that this clinging to trump and clinging to the grievance and the racism that goes along with it, isnt there . Exactly what tara put her finger on in terms of where the party is and where the party needs to be. And the fact that Joe Biden has been able to do the thing he wanted to do. Talk direct three republican voters. When he has, hes had success with that. Republican Leadership And Trump are playing to a very small portion of the republican base that have been saying this for a long time. Its much bigger than the people that, you know, 80 of republicans, thats not a real number because there are a whole lot of folks out there that have left. A whole lot of folks still there who are not aligned with this. And thats where you are seeing these numbers now show up for Joe Biden with those republican voters that in some sense, are not being appropriately accounted for in terms of where the party is going to go. And tara, i am sitting here wondering then, given everything that weve just discussed, and especially what Chairman Steele and you have said in this segment, then how is the Liz Cheney controversy within the caucus, how is it really playing for Leader Mccarthy . Because from where i from where i sit, just as you know, regular viewer and reader, it seems like hes doing what he wants the Rank And File to do. But is it helping him, or is it hurting him in ways we cant see . Thats a good question. I would say that she is would continue to be someone who defies him. It shows a weakness in leadership to keep her because hes already decided to put his fortunes on trump and that being the future of the party. Every time she goes out there and defies him, theres those awkward press conferences. Its like a Vaudeville Act with cheney and Kevin Mccarthy having two different messages. It just shows, to him, weak leadership, and he probably gets a mouthful from trump every time it happens. So hes decided this is the path forward and shes, in his mind, she is a threat to his leadership. So, you know, thats sort of how it goes. If somebody is getting in your way, its not a fun its politics. If someone is getting in your way. Chairman steele, last word to you. Poof . Poof . Yeah, exactly. Wait, thats your last word . The word, no, thats your word of the day, poof. I think its right. The problem that Kevin Mccarthy has, hes been all over the map. And one of the things that a lot of the Caucus Members dont like about his leadership style. Hes not moored or anchored to anything, and they dont trust him. Hes now figured that out and says im going to anchor to tri maralago was about to sort of the Keup Part of the program to go down and kissy, kissy, love, hug and ill be right and ill do good. And thats what youre now seeing played out. And the first victim of that among many more to come, i hate to say, is Liz Cheney because those even though they may not be the public example, the victimization of republicans inside that caucus, those ten, for example, who voted for impeachment, who saw it play out with Mitt Romney at his State Committee Meeting last week. That is going to escalate more and more over the next months to hold that line so that they can try to win that house next year and hold the senate get the senate back. Chairman steele, i ask you this every time you Come On the show and we are leaving so just answer the question. Yes or no, are you still a republican . Yes, i am. And you know why . As for the democrats, already clinging to a narrow house majority, well, they have their work cut out for them. History is not on their side. Some Special Elections havent gone their way. And the 2020 census results used in once in a Decade Redistricting could rob them of more seats. Joining me now, congressman ami bera. You are the perfect person to have on this morning. Thank you for coming to the sunday show. Jonathan, thanks for having me on. So i just laid out a Gloom And Doom scenario here. Three specific things that are part of this Gloom And Doom scenario. Walk me through how you are going to, not only maintain the democratic majority In The House, but expand it. So Job Number one is to maintain that majority and make sure as your prior guests were talking about, that we dont have to ever utter the words speaker Kevin Mccarthy. So we have got battle tested incumbent folks that came through and gave us the majority in 2018 but also were reelected in a tough Election Cycle in 2020. So thats weve got really good incumbent members running in some of these tough districts. Number two, what hurt us in 2020, we were in the middle of a Pandemic And Couldnt do field operations. The doortodoor knocking and getting our voters out. That wont be the case in 2022. So were building out a robust Field Program and the third point is you just showed the Washington Post numbers. Joe bidens extremely popular in many of these districts. He connects with these blue collar voters. The american Rescue Plan is delivering for these districts. We can pass an interference bill. The american families plan. Well have things to Run On. Theyre going to Run On Donald Trump and thats the best thing that we can hope for is that they Run On Donald Trump. And another thing, though, that they are going to Run On, well, not specifically Run On it, but thats going to be helpful to them and those the Voter Suppression bills and laws that are out there and i believe i think its 48 states now. How do you plan to get over that very big hurdle . Well, our hope would be that the senate passes Hr1 Or Senate bill 1 which would be broad Voting Rights Protections or components of that. That would help. Outside of that, were just going to have to do the hard work of talking to our voters and getting voters to turn out and cast their ballots. Well also fight some of these laws being passed at the State Level in court but again, were going to have to do everything we can to get our voters to turn out. One of the things congressman bera, that is perfectly clear, republicans are not running on substance. They are running on things like dr. Seuss, culture war stuff. Do you think, and no pun intended here, do you think Substance Will Trump the hate and the fear and the division that clearly many republican candidates are going to Run On against democrats in 2022 . Jonathan, youre totally accurate. That is what theyre going to Run On. Theyre going to try to make people afraid. Well have to Run On the things were doing in this congress with President Biden, Vice President harris. Their popularity is going to matter because at The End of the day, the midterms will be a referendum on what weve done with these two years in power. And thus far, were passing significant legislation. Theyll try to scare voters. I dont think thats a winning message in the suburbs. It didnt win in 2018. It didnt win, you know, we held on to the majority and picked up the senate in 2020. Weve got our work cut out for us. Id rather be out there selling what were doing as opposed to what they are selling which is Donald Trump and fear. I want to get your reaction to something i brought up in the last segment that is on the front page of the Washington Post today. It involves Liz Cheney. Congresswoman cheney. But the key thing here is about an internal Nrcc Poll that showed that President Biden was, quote, perilously popular in Core Battleground districts with a 54 favorability rating. I mean, you know, if they are running on Donald Trump, he is not going to sell in these districts. We saw that in 2018 and in 2020. And real quickly, redistricting. Its great to have a message and substance, but when youve got republican legislatures redrawing congressional districts to make it possible for more republicans to go into to come here to washington, how are you going to beat that . Yeah, were just going to play better than they are because well build out Field Programs, have a message to Run On about putting america back to work and ending this pandemic. And were going to just outwork them. And thats what were going to do. Thats how we told the majority. Okay. Outwork. Outsubstance. Out everything. He is the person who is in charge of the incumbent protection program. Im hoping you heard what he had to say. What are the democrats chances of hanging on to the majority In The House from where we sit right now today at this very moment, 10 30 45 seconds. The retched and in the congressmans defense, an official role like that you always have to project an air of confidence, even if youre polling ten points down in election days next week youre supposed to say things are going to be great, right . So hes constrained. But let me tell you why they are the most wretched. Were running into a Redistricting Reapportionment Process and as everyone understands, red seats gained more in the census than blue states. Blue states lost critical seats in california, New York, but all the states do redistricting. And everywhere that the republican party holds control right now, they intend to bring the hammer down on their own congressional districts. So, for example, Twoseat Pickup in texas probably is going to translate to a fourseat Net Gain just out of that redistrict in texas. Wow. Because they are ruthless, right . And so not to discount what the congressman is saying. Its certainly true that you do want to credit claim extensively, right, in terms of how you market this party for the 2022 midterms. The fact that biden is popular right now, especially in the Swing Districts is a good sign. But its not enough because, you know, in the 18 midterms, part of what fueled my entire forecast was this massive turnout participation surge. And that came from increased participation primarily on the left, although the republicans were able to tap into fear so effectively. They also increased, right . So we know their turnout is going to be incredible in 2022. And that question is, can democrats get to the point where they understand hope, credit, achievement, empathy . Those things have to be part of your message but they cannot be the only part. You must make the left side of the electorate, which includes leftleaning independents, deeply uncomfortable of the future of the country and make 2022 a referendum on the republican party, on the return of trump. Okay. So then, rachel, everything that you just said, i get. And yet i am sure there are people who are watching and they are saying, yeah, we hear you, but in all in a majority of the states in the country, these legislatures are proposing bills, passing bills, governors like Governor Desantis in florida, signing bills that are really meant to suppress the vote. Is it possible for democrats to have to come out in such numbers that they are able to swamp those efforts to basically keep republicans in power or to get republicans in to seats that democrats have now. Thats the perfect question, jonathan, because the fact is that, yes, actually even with these restrictions, the numbers are there. The strategy is not, right . So this rosy picture of how the democrats did. Frankly, even in 2018, because they did not do what the gop does in similar circumstances and frame their entire election like message as a referendum, right, a Referendum Effect to drive up turn out. They underperformed in 2018. There were seats they left on the table in that cycle in both of the virginia cycles, 2017 and 2019 and then, of course, the 2020 cycle which you cannot point to and say that was a success, right . Biden barely squeaked it out. He barely squeaked it out because luckily, for him, there were field operations staged by the State Party chairs of michigan, wisconsin, pennsylvania, Arizona And Georgia to make up for the partys major strategic blunder of suspending field nationally in a cycle, of course, you dont want to run a field in a pandemic, but the republicans ran Registration And Field in the pandemic and that left the democrats really at a strategic disadvantage that was that was one of the main mistakes they made. So rachel, given what you just said. Congressman bera said that was one of the things that is part of their plan, which is to field operation in everything did that give you hope the democrats actually do have a strategy . It does, but my hope really lies on how successfully organizations like my own and others are able to get them to understand how to perform messaging in an environment thats not the 1990s. We dont have a lot of mixed ideological composition within these two parties. We have liberal democrats, conservative republicans and we have hyperpartisanship. Which really prevents people, even those leaning independents from voting for somebody they dont agree with, right . Republicans have figured out to make politics about branding, right . So they dont Run On records or policies. They Run On brand and they run against specifically on destroying the democratic brand. So really what democrats need is to marry field, like Stacey Abrams showed them in georgia with messaging that juices turnout. Rachel, you have to give me a yes or no because were out of time, but will democrats, from where you sit right now, retain control of the senate in 2022 . Senate is much better. Okay. Racial disparities and inequities were still widespread. It was being imagined that racism was an individual interpersonal matter, and these s scholars, these legal scholars created a theory that demonstrated that within the law, within Policies Racism was still persisting at a structural level. That emphasis on structure and systems and laws has only inspired scholars and other disciplines like mine in history. Explain why folks like Leader Mccarthy and Tucker Carlson are doing the nation whats the word im looking for . A disservice. That to not face up to our history is not helping this country at all. Absolutely. One of the things need to do, its time to study american History And Understanding what true American History was. That involves africanamericans, asian americans. I think we need to tell the whole history and not parts of it. People dont want to hear the whole story because the whole story does not make every one look like such great victors. He said you must read this book, robert e. Lee and me. Its fantastic. What makes it fantastic is you are a white Southerner Writing about your coming to terms with your history, with our history as americans. Talk about why you felt it was important to go on the record in the most blunt language ive ever seen from a white southerner when talking about American History. History is dangerous. It goes after our myths and identities. When someone challenges, the reaction can be ferocious. I think whats what were seeing now. Growing up as a white southerner infused with the lost Cause Myth that the civil War Wasnt about slavery, lee was the greatest human, reconstruction was a failure and enslaved people were happy. These are White Lies that formed a violent, white racist society. I realized i couldnt convince people there was another story unless i used my own story to do that. I kept running into problems to convince people that the war was about slavery. I was more successful when i made myself vulnerable and said, i grew up with these lies too. These lies infect American History. They infect our society and the only way we can get past this, the only way that we can con front and have better future is to acknowledge and understand our racist past. What i love about your book is you dont just open yourself up and say here is what i learned and here is why its wrong. You go through and write about, for instance, alexandria, virginia. You write about the history as you were taught it and then you write about the fuller picture of the history and all of its disturbing flavor to sort of show how your eyes were opened in each town you lived in but all the army bases around the country where you were stationed and how galling it was to suddenly realize that people who were traitors to the nation were being honored in the way they were being honored by putting their names on forts. Could you talk briefly about that. What was the motivating factor in that . Why did i believe these lies . I felt that i was responsible because i didnt know this earlier and then i just wanted to figure it out. Every place i lived had these terrible stories about it. Alexandria, i had no idea it was once part of the district of columbia and left in 1847. It was part of the district because George Washington demanded it be part of it. It left in 1847 to protect the slave trade. I didnt know that monroe, georgia was the site of the last Mass Lynching in america. I grew up there. For the bases, i had no idea we named these for the enemy. People that killed u. S. Army soldiers, fought to destroy america for the worst possible reason to create slave republic. Fort gordon is named for someone who never served in the army. He killed u. S. Army soldiers and he gave a speech to black bostonians. He said if youre to demand equality, the 40 Million of us white people will exterminate the 40 Million of you in race war. He founded the Ku Klux klan and became the grand dragon. Its wrong morally. You used a great phrase there. Thats monstrous lie. I want to play some found that came out of tennessee on tuesday. Talk about mostrous lies. Have a listen. The three Fist Compromise was a direct effort to ensure that southern states never got the population necessary to continue the practice of slavery everywhere else in the country. By limiting the Number Population in the count, they specifically limited the number of representatives that would be available in the Slave Holding States and they did it for the purpose of ending slavery. Dr. Kendi. Its a monstrous lie. As it relates to History And Race and slavery, what too many gop State Legislatures and obviously senators like Mitch Mcconnell, they are saying whats up is down. Whats right is left. They are completely turning on its head the truth and leading with lies and presenting them as a truth. Its the case that the three Fifths Compromise was intended to upholds and strengthen and empower slavery which is why you look at the first series of President S in the united states, they were all slave holders. We were talking about your book about slavery. Remind the name of that book. The price for their pound of flesh. It was incredible to read how we as black people in this country, how we were valued and that how even in death our value never ended. Take us to church here on what slavery was many this country and the legacy of it that we still feel today. Sgla the legacy of slavery is so powerful now because during the institution which lasted for 246 years, africanamericans were treated as a product, a commodity. They were price in value before we were born. Women very valued based on their labors, the children they would give birth to and after we died, some of our bodies were sold as part of a Cadaver Trade for medical research at some of the top institutions. Our bodies were used on medical doctors, the first medical doctors trained in the united states and the kmodification of black bodies is something so Prevalue Yent that africanamericans have been fighting against that and fighting to Hold On the their soul values where we value ourselves and nothing outside of us can be commidified based on how we feel. Its because of the racial injustice occurred there. Its not only morally wrong and bankrupt, its economically stupid. If you just look, the historians like my two colleagues here have done such a great job of explaining throughout time of what how awful this system of oppression whether its the enslaved era or jim Crow Or Segregation or today. We still have the vast, not we still have this were dealing with. If we want a better society then we must understand who we are as a people and this is who we are. It doesnt mean that its who we have to be. We can be who we want to be. The foundation is our history. History is always dangerous. They were upset about it in the early part of the 20th century in the textbooks. My textbooks in the 6 0s and 70s did the same thing. The problem is those local governments, it used to be the republicans could argue the government closest to the people govrps best, hes not doing that. He wanted to centralize the government and thats just wrong. Its not good for the people. Its in the hospital respecting them. Its not respecting our local officials, our mayors, county commissioners. Its turned government on its led. I dont think its what the people in florida want. They trust their local officials. They want us to all work together to do whats right overall for the people of florida. Thats why im advocating a florida for all, to include all people, to have all people vaccinated in a fair way rather that been selected by the governor and pick and choose winners and losers.
