People over 65 have gotten at least one dose. Several million more are getting shots every single day, and the number of new infections continues to decline. Also we learned today that new york, new jersey and connecticut will lift all Capacity Limits for restaurants, for bars, gyms, salons, stores and theaters on may 19th. And broadway shows are back as well. Meanwhile, california plans to lift most covid restrictions in june. But heres the rub. Experts now say reaching socalled Herd Immunity is unlikely. From the new york times, instead scientists are coming to the conclusion that instead of making a long, promised exit, the virus will most likely become a manageable threat that will continue to circulate in the United States for years to come, still causing hospitalizations and deaths but in much smaller numbers. The expectation is that over time, the coronavirus may become seasonal like the flu and affect mostly the young and the healthy. And here are two big reasons why. First, experts say vaccine hesitancy. Polls show somewhere around 30 of the u. S. Population is still resistant to getting the shot. Another big reason, those more contagious variants, and that brings us to whats going on in india where so many people are gasping for air. Many are dying in the streets. Facing 400,000 new covid cases a day, there arent enough hospital beds, there isnt enough oxygen. Morgues and crematoriums are overrun, and less than the countrys 249 million documents have been fully vaccinated. Thats why the United States are banning most flights to and from india starting at midnight. The last of those flights are arriving today. Reporter are people scared . Yeah, they are scared. Why . Whichever price you can pay, its an emergency. But its not just india, its also raging in south america. The virus does not know borders. And as long as covid travels around the world, as long as it mutates, it is our ongoing problem, too. Joining me now is nbc news correspondent robert allen who is at Newark Airport in new jersey. News correspondent matt bradley is in london, and the leader of disaster preparedness. What are they telling you . They are needing to be in the United States and they are concerned about Flight Restrictions, and they are concerned about relatives and friends they had to leave behind in a very desperate situation. Those Flight Restrictions go into effect at midnight tonight, tuesday morning, essentially, and there are exemptions, of course, of american citizens and permanent residents of india to come to this country with a negative covid test or with proof of vaccination. The idea behind this is a concern about the variants that are blamed for causing so much death and misery in india, trying to keep that out of the United States. There are some critics pointing out there is already Information Indications that the variant is here in the United States. So you may think a Travel Restriction is not that necessary or wont be effective, it will certainly interrupt business and cause uncertainty for families. Weve been talking to people at the airport who were arriving, and heres what they have to say about these restrictions, conflicting views about whether its effective or not. Did you leave because of the restrictions . It is a free country. The United States is still allowing a lot of people. The countries have completely banned any flight, even australia. So this is a better situation in the u. S. Do you think the restrictions are a good idea . No. Why not . Because it should be for everyone. If i am in the city im not allowed. You can carry covid, and i can carry covid, i do not understand that. Reporter many of the people we spoke to were telling Horror Stories about what they saw and left behind in india and very concerned about whats going on there. Also very positive about the United States response, sending ppe, rapid tests, other supplies, medicines, oxygen tanks to help the people of india, and many, of course, also saying the United States should be sending vaccine. Thats a very tricky issue and raises all these questions about whether the United States and other rich countries are hoarding these medicines and should be sending more to the developing world, raising a lot of moral and ethical questions about the distribution of the vaccine. But at this point, again, those restrictions go into effect at midnight. In joining the ranks of the countries like the u. K. , brazil, most countries in the european union, china, iran where there are also similar restrictions to fly into the United States from. Katy . So, matt, lets talk about the crisis there, the escalating crisis there. About a third of all the new cases in the world are happening in india. What is it like over there, and is the cavalry coming . Are they getting the help they need . Yeah, i mean, the cavalry is coming. Its coming a bit late for the liking of indians, this Huge Population of people who are truly suffering. The images were seeing, the conversations were having, people are getting turned away from hospitals. Theyre dying in the streets, as you mentioned, trying to transit between hospitals, trying to find one that has empty beds now. Once they get into the hospitals, their trouble is just starting, because many of these hospitals are facing a critical shortage of oxygen. Each hospital is vying for itself, trying to find oxygen, sometimes often resorting to the black market where doctors are trying to find oxygen, ordinary patients are trying to find things like remdesivir. We spoke to one man who said the cost of one shot of remdesivir was going up to about a thousand dollars. That was as much as he made in one month. So, again, this is a Public Health system, one that has been chronically underfunded for years. The Indian Government only a couple months ago was boasting about how they had guided humanity this is the words of the Prime Minister guided humanity out of the crisis. Now it looks as though they really have not. Its coming back to bite them and its coming back to bite Prime Minister modi. He was humiliated in some local elections in regional states that he thought he would be winning. Now it looks like the indian population is turning against their government, blaming them for this massive shortfall. Katy . They produce vaccine there, so this is quite shocking to the rest of the world. Dr. Redleiner, how concerned should we be about the indian variant we suspect is already here . Katy, we should really be very concerned. In fact, the whole picture on the planet is a picture in severe contrast. Israel is doing great, relatively speaking. The United States is slowing down a number of cases, although were still pretty high. Then you look at the catastrophic apocalyptic situation in india. Its just incredible. I think its worth reminding yourselves were not going to be done with this in the u. S. Until the world has a heck of a lot more control over this spread than they currently do. India is producing, does produce vaccine. We need a massive infusion of more vaccine and testing in india and other places that are these hot spots around the planet. But were in serious trouble and we shouldnt get too complacent about where the u. S. Is, because well be affected by whats happening in the rest of the world as well, katy. We are in a much different place here in the United States than they are in india. Were seeing a lot of reopenings, a lot of big places doing some big reopenings, including right here in new york, opening up and lifting all Capacity Restrictions and restaurants and bars and movie theaters in about two weeks here in new york city. Dr. Redlener, there are probably people out there who are wondering, is that too soon . Do we have enough people vaccinated here to start that . I dont really think so, katy. The messaging right now is really kind of confusing about what were doing, and theres lots of talk, for example, about the whole country being in a relaxation of everything and getting back to normal in july, in early july, in fact. This has come from the federal government and many experts. I am worried because i dont think well have enough people really vaccinated at that point, or at this point, for that matter, to say that it will be okay if we relax everything. I wouldnt be so worried if these surges werent happening around the world. I dont know how these restrictions imposed on travel to india is going to protect us because it may be too late right now. It may be a nonamerican citizen traveling will be policies too confusing and wont really kroul control the influx. Doctor, i should note there are Mask Restrictions inside, its just Capacity Limits. You do still have to wear a mask if you go to a movie theater. I want to talk about the other ways to go about this virus. Where do we stand on treatments . Are we at a place where we can start treating people effectively, or will we soon be in a place where we can treat people effectively, much like we treat people for the flu . Exactly. There are some very promising studies being completed by pfizer and by merck and maybe another company or two, but these will result in medications that can be written as prescription by your doctor or clinic. Its like tamiflu that we give for influenza, but well have medicines that will really blunt the illness of the virus. If youre not feeling well, you go to the doctor, they do a test. You have covid, heres a prescription and that will take care of it. I would suspect that kind of innovation and advancement could happen by the end of this summer. The president made the case for a piece of his human infrastructure plan. So are there other republicans that this white house is targeting to try and get them on board, or is this aimed, again, at joe manchin, at Kyrsten Sinema . I will say what well see from the president s remarks or what well see later this week when he goes to louisiana, the Vice President will be on the road, is this traditional white house roadshow where you send them out to try to build up public support. A visit by the president can generate days of local Media Coverage, so thats what theyre trying to do in the hopes that that public report will add increasing pressure to not only republicans but moderate democrats to do something in this area. Right now there are not enough votes to get the Infrastructure Bill that the president is proposing through congress. Either the, quote, unquote, human Infrastructure Bill or his roads and bridges more traditional Infrastructure Bill. There are not enough votes for that. It will be easier to get moderate democrats on board. There is still a chance to get a bipartisan proposal for infrastructure through. They want to see that by the end of the month. Senator capito is leading that on the republican side. She spoke to biden last week, is expected to come to the white house in the coming days. But Officials Say time is running out. Too often we come to funerals of people that are unjustly brought to death and act like this is a natural occurrence. We are going to celebrate him, but we are not going to excuse the fact that we shouldnt have to be here to do this. So dont confuse the celebration with the determination to get justice. And we saw the family going in following behind that casket led by andrew brown jr. s two adult sons who also spoke at the service. Many folks wearing those shirts with pictures of him on it, and on the back, peace signs that said dont shoot. So this idea that reverend al touched on about this being a celebration of life but also a call to justice was certainly not lost on those Family Members. At all but wanted to stay in solidarity with this family, continuing to demand justice and transparency with the release of that Body Cam Footage to the public. Katy . Paul, just one quick question on this case, and that is the family will be able to see more of that Body Cam Footage. The judge is allowing that. We are still waiting, though, as part of the public to see what happened. And i think there are a lot of people who are wondering if everything was, you know, aboveboard, if everything was done by the books. Why not just show it . Thats a great question, katy. The whole point of body cams is to make policing more transparent, but now the cops are required to wear body cams, the rules for releasing the videos can still stand in the way of transparency. Sometimes the cops claim that releasing video will compromise an investigation. Thats rarely the case, which is why the video was released so quickly in highprofile cases recently in chicago and columbus. Typically, when video exonerates police, the public sees it soon after the incident. Sometimes when the video makes the cops look bad, thats when they try to delay its release. Lets talk about Police Reform and whats going on on capitol hill right now. There seems to be some progress being made among the group of bipartisan lawmakers who are trying to hash together a bill. Here was senator tim scott talking about it over the weekend. I think i bring an equilibrium to the conversation. My friends arent looking for the issue, theyre looking for the solution, and the things i ask for this year are more popular than last year. That gives me reasons to be hopeful. What is a good compromise on this . The democrats and republicans will come together. There are some issues they just dont fundamentally agree on, including qualified immunity. Is there a compromise on qualified immunity, maybe making the Police Department liable for the Police Officer. Would that work . There are sticky rules that make them responsible for the policeman in civil court. Youre right, there is qualified immunity which makes it difficult to sue a Police Officer for misconduct. Senator scott says hes open to making it easier to sue the whole Police Department, but hes still saying the law should shield individual Police Departments. The concern about compromise here is that the George Floyd Act has already been through so many compromises that some people in the movement for black lives dont support it. They point out it would not have saved George Floyds life since he didnt die from a chokehold. The issue is whether a watereddown bill is better than no bill at all. We are more than 100 days into president Bidens Administration and House Republican leadership is focused on donald trump. It appears increasingly likely that liz cheney, currently the third ranking House Republican, could lose her Leadership Position over her frequent criticism of the former president. The last time there was one of these big votes, one of the people pushing for it was matt gaetz who is not in a position to direct the conference in any particular direction anymore, and in that last vote, you had cheney kept in her Leadership Position by a vote of more than 21. At the time members came out and said part of the reason they voted the way they did was a very strong speech defending her by Kevin Mccarthy, the head of the house Republican Party. Mccarthys support, at least in public, has been drying up. They have not been appearing together, hes not defended cheneys comments in public. If mccarthy decides hes not going to back cheney, that could be very problematic. But the thing that might protect her here is the fact that even among republicans who agree with her, some who disagree with her, theyre broadly tired of talking about this. They recognize, politically speaking, any day they are debating the merits of the donald trump electionrelated lies is a bad day for them in the party with a related goal, which is to take over the house next year. Eugene, how much conversation, how much interaction, contact, do Kevin Mccarthy and President Trump now entertain among each other . Is it potentially former President Trump getting in mccarthys ear and telling him to back away from cheney . Reporter its not that clear. I think that one thing we know about how former President Trump operated with other republicans is he doesnt even have to talk to them, right, he just kind of has to be there floating around, letting them know how he feels and whether or not theyre going to feel the brunt of what hes thinking and any kind of backlash that he would be providing. He no longer has twitter, he may have facebook. On wednesday well see on how big his megaphone is able to get. At this point the question isnt is this a party led by a man named donald trump but is this a party where the whim is led by donald trump . The latter is much more than its been for a very long time, and its hard to see republicans move away from that at this point. Its a party that seems to be operating under the belief that lies are fine if lies get you into office, blatant lies that undermine democracy. We have a recount going on in arizona that is like cuckoo for cocoa puffs. Theres Chris Christie over the weekend that said he would grade Donald Trumps presidency an a and just brush off what happened with the election, which he was vehemently against and which he criticized trump vociferously for. I just wonder who is the Republican Party and if they are behind these blatant lies about our democracy, it might be a Winning Strategy for primaries, eugene. Is it a Winning Strategy for a general election . Exactly, and everyone is wondering like how long will former President Trump have the Republican Party kind of in this chokehold, and its going to be what happens in 2022. Is what we expect him to do, him going around choosing people who are very trumpian, people like Marjorie Taylor greene, people pushing these big lies about this election. If he picks them in the primary and they go on to the general and they lose, and that happens and republicans dont take back the house, then his power is clearly not where it is. But dont forget, he lost the 2020 election. They didnt take back the house. They lost georgia, they lost the two senate seats in georgia, and still this party is still wholeheartedly behind him. Also when you look at the 2022 midterms, dont forget, the republicans have already these builtin advantages before apportionment would look like it gave them some more safer seats, and when we have redistricting happening between now and 2022. So its very likely they will take the house and they wont have to decide to get rid of President Trump, and theyll continue this for until 2024, and thats something that you talk to experts about democracies, and they Say Something that is extremely important is having at least two parties that are based on facts and not fiction. Thats something theyre very concerned about. Garrett, can you weigh in on the capitol hill perspective of that question . I think eugene is right, it will be 2022 that settles this. If a republican manages to lose a senate race three times in a twoyear period. Raphael has to run again in 2022. President trump made it clear that he would like to see a Football Player that i believe currently lives in texas run that race. But you just saw where a candidate was a first place finisher in the primary there. The former president doesnt have to tell republicans what to do. Im reminded of the Michael Cohen testimony up here on capitol hill some years ago where he said, donald trump doesnt have to give you the orders, he just has to tell you what he wants. And congressional leaders, particularly house representatives, have gotten good at acting on what they believe donald trump wants. It is very clear what donald trump wants. One official told us that no shots were fired and that the cia is not in lockdown. No one has breached the perimeter. Four people are dead and dozens more injured after a boat used in the suspected Human Smuggling Operation capsized on sunday. The initial report described people wearing life jackets waving for help as others fought to stay afloat and avoid getting pushed out to sea by the rip current. None of the passengers have been identified at this time, but the boats operator is now in custody. Joining me now from san diego is nbc news correspondent gaud venegas. Reporter they now reported the number of peopleinjured to 32. There was word that four people were dead, but that information changes because you have border control, the fire department, lifeguards all working together, so there was some discrepancy. Now we know it is three people that were reported dead. The medical Examiners Office also released some information. We know there was one male and two females, one of the females in her late 30s, the other one in her early 40s. Of the 29 survivors, we know that one is in critical condition, and one of the hospitals that received the survivors in san diego did informed us they had received eight of these survivors. Of those seven have been discharged and one remains in stable condition. So a lot of moving parts, a lot of information because of the number of agencies that had to Work Together to rescue the survivors. And then, of course, there is the Human Smuggling Investigation that Border Patrol reported this is a route used by smugglers not only to bring in undocumented minors but also drugs that come from the u. S. Mexican border that is 30 miles south. This is a boat that makes it to california beaches. Gaud venegas, thank you. Well follow this story as well.
