People. Dr. Anthony fauci feels enough people are vaccinated and the science is clear that being outdoors if you are fully vaccinated, you are safe. Here is what dr. Fauci said. I think its common sense now. The outdoor risk is quite low, particularly if you are a vaccinated person. Wearing a mask outdoors, obviously the risk in minuscule. They will point to the science. That is what President Biden will stress, but he will use this moment to reinforce the importance of getting vaccinated. There is Vaccine Hesitancy that has taken roots among some groups. Get your vaccination and then you, too, can go outdoors and be unmasked. It wont apply to large gatherings. He will still stret people gather in small groups outdoors if they want to be unmasked. But you will hear the administration make the case this is a stretch forward. And we know that cases are on the rise in at least a dozen states and we know that at least 26 states have Mask Mandates in place. This is a candidate who campaigned on the promise to turn the page on the fight against covid. As he approaches 100 days in office, he will outline the ways he has tried to do that. This remains a serious fight and he will make that case as well i anticipate. At the administration touting the good news. When the administration looks at 100 days, they have a lot of successes ton coronavirus to point to. But one of the challenges is the Vaccine Hesitancy. They predicted they would go through phases, one, that more people would want them than could get them, and suddenly supply would exceed demand. Thats what we are seeing now and something they are very aware they need to work on. Herd immunity depends on just about everyone getting that vaccine. We are fascinated on your story today on hamburgers and how republicans are trying to take advantage of all kinds of rumors. We called it a juicy whopper of a myth, but it is a lie borne not out of a kernel of truth. It said that climates plan would limit americans to one burger a month, four pounds of meat per year. Thats where you will see the Pressure Mount on republican leadership, On Leaders Mcconnell and mccarthy to try to dispute these type of falsehood. The question is will they do that in the coming weeks. I also think, going back to the Biden Climate Plan and policy, i think this showcases the fact that this is a president who said he wants to go big when it comes to combatting climate change. That will be difficult to do, pass through congress. He is trying to do that in pieces with his broader Infrastructure Plan to start to tackle it. But the question is can he get republicans on board. He has achieved 200 million vaccinations. But we do have vaccine hesitant people. How do we inform them about the facts and how do we use people who they will be influenced by to take it. Work with a not for profit organization, we cast our net broadly, putting together influencers, so we can meet people are with the information they need to make an informed decision. We just have to keep at it. Its one person at a time changing their minds. The other concern for the democrats are the Census Results have impact on texas, florida, carolina could deliver a majority in the house. In 2022, with a new speaker would really damage the biden presidency. Census comes along every ten years. Thats why there is is much effort to fill out the forms. It was easy this year. You can do it online. A lot of people didnt fill it out. There are real life consequences. But it isnt a death nell alone. We all have to say should we imagine the way we do policing so families are not living in fear, that our Justice System is just not just for some, but all. We all know that the majority of Law Enforcement decisions are being made at the local level and the microchasm of society. Fully vaccinated people can in most instances be outdoors without a mask. I do agree with it. What we have seen is a lot of epidemiological data accumulate which shows Outdoor Transmission is extremely well rare. So if you are vaccinated, the risk is negligible. A lot of public trust was lost over this. It is supported by the science. I think we should have been able to do this earlier. I wanted to ask you about that. I am a believer in the science and that is the tone that we are hearing from dr. Fauci. But we have also heard signals from dr. Fauci and others that this really was the science for white quite a while now. That we have not seen transmission from vaccinated people to unvaccinated people except in close contact. Why did it take so long . The cdc seems to be behind the curve. It is something we have seen throughout the pandemic, with the cdc lagging what the science is showing and what the public wants to hear and is doing. We want the cdc to be relevant and anticipate changes in epidemiology and the pandemic, but i think they will always be behind and more cautious. I suspect if you talk to the actual scientists they have no qualms. It is just the Public Policy piece of this and leftover from the Trump Administration where people were doubting its guidance because they thought it had a lot of politics injected into it. I think that is one of the flaws of the Trump Administration of handling, it undermined the cdc. We will talk to you on the other side. This is a topic of keen interest to governors because many students getting the moderna or pfizer twodose vaccine might need to get their second shot where they resided during the summer, often in another state. We at the government level support the work of states in helping students at least begin the Vaccine Process during the school year. College students make this process more challenging. I say that with having a College Student as well as a recent graduate in his 20s. The best way seems to battle the impulse to socialize. We look to make it easier for students to get their shots. To do our parts we share with governors that we are ensuring that pharmacies in the federal Pharmacy Program do not have Residency Requirements in place so that students who do return home can get their second dose in the home state. Most pharmacies administering shots will now offer anyone a second dose regardless of where they got their first. It seems like a Good Opportunity to get your second shot if it is your time and you havent. We also discussed this weeks vaccine allocation. This week nearly 30 million doses will go out across channels. With the vast majority going to states, tribes and territories. We reminded governors that the federal government stands ready to help put shots into arms as quickly as possible and continue to conduct oneonone sessions with teams each day of the week. I want to turn to the Global Situation and address the recent covid surge in india. First of all, we stand with the country of india during this very trying and tragic surge. Over the weekend we shared we are working to deploy resources and supplies including therapeutics, Rapid Testing kits, ppe and Raw Materials needed to manufacture vaccines in india. Cdc which has a long history of working with and in india on Public Health measures will be deploying a strike team to the country to support the Public Health efforts there. We are committed to helping india through this difficult time. In addition, yesterday we announced that given the strong portfolio of approved highly effective and safe vaccines in the United States, we are looking at options to share astrazeneca vaccines with other countries as they become available. This should amount to around 60 million doses over the next two months. The astrazeneca vaccine is highly safe and effective and approved in many parts of the world. Since it is not approved in the u. S. , we do not need to use it here in the next few months. We have sufficient vaccines from pfizer, moderna and Johnson Johnson to accommodate our needs in the u. S. Vaccines are now available, acceptable and located within five miles of 90 of americans. The scenes around the world should convince you that now is the time, the risk of being unvaccinated is too high. Thank you. And with that i will turn it over. Good afternoon. I am glad to be back with you. Lets begin with an overview of the data this represents a hopeful decline of about 21 . Each day more and more americans are rolling up their sleeves and getting vaccinated and likely contributing to these positive trends. We regularly share with you this information, the efficacy of the vaccination and decrease in deaths. These are incredibly important and there are so many more. I know the quarantine and shutdowns throughout the pandemic have been exhausting. I know we all miss the things we used to do before the pandemic and i know we all want to do the things we love and soon. Today is another day we can take a step back to normalcy of before. Over the past year we have spent a lot of time telling americans what they cannot and should not do. Today i will tell you some of the things you can do if you are fully vaccinated. Again, as a reminder, the cdc defines fully vaccinated as 14 days after your second dose of a pfizer or Moderna Vaccine or 14 days after your single dose of a j j vaccine. Today we are providing Guiding Principles and samples for people fully vaccinated to assess their own risk and determine what situations are safe. If you are fully vaccinated things are much safer for you than those not fully vaccinated. This guidance will help you, your family and neighbors make decisions based on the latest science and help you get back to things you love to do. I am optimistic people will use this information to take personal responsibility to protect themselves and others and i hope will encourage people to get fully vaccinated. There are many situations where fully vaccinated people do not need to wear a mask, particularly if they are outdoors as shown by the graphic on the right. If you are fully vaccinated and want to attend a small outdoor gathering with people vaccinated or unvaccinated or dine at an outdoor restaurant with friends, the science shows you can do so safely unmasked. We have posted examples of numerous Outdoor Activities that are safe to do without a mask if you are fully vaccinated. Generally, for vaccinated people, Outdoor Activities without a mask are safe. However, we continue to recommend masking in crowded outdoor venues such as crowded stadiums where it is crowded and many unvaccinated people are present. We will continue to recommend this until widespread vaccination is achieved. Indoors, we have unvaccinated people on the left where nothing has changed. On the left where g has changed. Given what we know about covid19 and its efficacy, people can return to activities they love doing inside while wearing a mask. The examples compare the safety of activities and if you are vaccinated or not. As we gather more data on the real world vaccines, we know masked, fully vaccinated people can attend church services, go to a bar and even participate in an indoor exercise class. We know the virus spreads very well indoors. Until more people are vaccinated and while we still have more than 50,000 cases a day, mask use indoors will provide extra protection. The examples today show that when you are fully vaccinated you can return to many activities safely. Most of them outdoors are masked and can begin to get back to normal. The more people who are vaccinated, the more steps we can take spending time with people doing the things we love to enjoy. I hope this message is encouraging. This shows why we are asking everyone to roll up their sleeves and get vaccinated. The science is clear. The covid19 vaccines have been through many transparent, rigorous processes that have continued to prove they are safe and effective. If you havent already, please get vaccinated. In some communities you can find walkups or advance appointments or where appointments arent evenness. I would like to spend the next couple minutes talking about the subject of variants and vaccination and protecting against variants. May i have the first slide . Clinical trials, and when they are not trial Laboratory Studies as well as real world experience to indicate the degree of variant protection. Next slide. These variants are in play throughout the United States and the world. First, the b. 1. 1. 7 which has assumed dominance in the United States. It is clear now that this variant is covered well by vaccines as well as by Astrazeneca Vax and others by data from israel in which it is dominant there. As the vaccine doses increase, the cases come down. Similarly, in the united kingdom, you see the same situation. This is good news since this is the dominant variant. This is the most problematic, the South African variant which is not dominant here, but is in south africa and other locations throughout the world. Of note, pfizer did a small study where they looked at the effect in south africa and they found it was 100 effective. The caveat is still a very small study. Note the j j, even though it was 64 effective, there were no deaths or hospitalization. So although the efficacy went down for moderate disease, there was good protection against serious disease. Then we have the one that is right now ravaging brazil. We know from studies that there is variable protection in real world effectiveness, mainly things not done in a clinical trial. In brazil it was 50 effective after a single dose. They went on to a second dose. That stayed at approximately 50 . This was under the condition where 75 of the cases were p. 1. Similar results from chile with 67 effective. Chile with 67 effective. Now returning to the United States. Here we have mostly in vitro data, and by that we mean we take the antibodies induced by vaccines, and we determine their ability to neutralize the given variants in the test tube. As you can see there is a slight to modest loss of about two to threefold. This is not likely going to be relevant from a clinical standpoint since there is considerable cushion induced by the antibodies in the vaccine. And then the new york and spreading in the new york city metropolitan area. Here, too we rely on in vitro data with a modest loss of bee to five times activity. This is still within the cushion you would see protection since the antibodies induced by this vaccine are considerably high. Finally, we have the troublesome india strain. This is something where we are gaining data daily. The most recent data was looking at con convalescent. Despite the real difficulty that we are seeing in india, vaccination could be a very, very important antidote against this. I will stop there. One thing you can gather is that its very important to get vaccinated. Even when you are talking about variants, indoors, outdoors, get vaccinated and you will certainly have a degree of protection. I will hand it back to you. Questions . You heard from the experts there. It is safe to be outdoors in most instances if you are fully vaccinated, without a mask. And dr. Fauci saying the study of variants shows the vaccine works as well. Get vaccinated. Thats the message from the white house. And decline in cases and surplus of vaccine over demands. And as President Biden nears his first 100 days, he faces many challenges including china, russia and north korea, but his most significant item is to end being in afghanistan. And hard fought gains for women and girls. Joining me now is nh democratic senator who believes this withdrawal is a mistake. Tell us why, senator. I appreciate it was a hard decision for the president to make, but my concern is the withdrawal without any improvement on the way the taliban has governed is that we put at risk all of the gains in afghanistan over the last 20 years and at the top of that list are women and girls. There are good reasons to do that. We have data that shows when women are part of negotiating an end to a conflict, it lasts longer, likelihood it will last 15 years or longer. There are good reasons women should be at the table and, sadly, that has not happened. I want to bring you to the hearings which is reports that the pentagon is investigating directed attacks against troops. We know russia has been identified because they in the past decades are the leader on this kind of weaponry they have investigated in the past. I know you dont have answers yet. But your level of concern this and other instances, such as the Havana Syndrome dating back to 2017 against u. S. Diplomats in china and elsewhere, were not top priority of at least the Trump Administration. What is the Biden Administration doing . I am waiting to see. People were treated differently based on where they were stationed and what department they were in. Their response to health care was different. Never mind getting to the bottom of who was responsible which we need to do. Too much of this information has been classified. There hasnt been enough willing nose share with the public and congress what is going on. I hope to ask these questions again at another hearing this week. What do we know about russia in the past on this kind of technology . We know russia has had some of these directed energy waves since the 70s. There is a report from the National Academy of sciences that was done in response to those people that were attacked. I dont think it has been released to the public and i think it should be, but it lays out the potential causes of the attacks and who has that kind of technology to do those kinds of attacks. Russia is on that list. It is on the list from decades ago. Very briefly, this just has been confirmed by nbc news that the pentagon is investigating an encounter in the persian gulf where iranian guard ships came within 70 yards of u. S. Coast guard ships. This was not previously disclosed. Has the Armed Services committee been briefed on this . I have not been. Whether the chair and Ranking Member have been, i am not aware. We had a hearing this morning and it did not come up. We had a classified hearing with Missile Defense agency and it did not come up in that either. I am not aware of that, but it certainly raises huge concerns especially at a time when it appeared we might be making some progress with overtures with iran to address the former joint action plan on nuclear weapons. The attacks became known as the Havana Syndrome. As you discussed, the russians have that capacity and have had that since the soviet era. The reason to do that, we know mr. Putin has attacked us on multiple fronts in multiple ways. I dont know what the intelligence is, but that is the point, we should know what these threats are. I hope the Biden Administration will be more forthcoming in declassifying this intelligence because the American People have the right to know about the attacks on American People. Biden has twice sanctioned russia letting putin know we are talking about Election Interference and hacking. We are waiting to see what has happened with navalny. They have just pulled back from the border of ukraine and is still bullying them. At the same time biden is looking for a summit with putin. How is i doing so far . I admire the strategy which is to contain and reach out and deter. But it takes two to tango. I think putin wants to provoke. He is testing the Biden Administration and then gets rewarded by having a summit. Its the same with china and iran. The Biden Administration rightly wants to contain these countries but also engage when its international interest. Breaking news from North Carolina where the fbi is announcing they are opening a civil rights investigation into the fatal shootle of andrew brown jr. Last week. The brown family announced an independent Audit Showing that he was shot five times to the back of his head. He was able to back up as the shots were coming into the vehicle, able to back up, spin off to a vacant lot and at that time he was hit in the back of the head here and that is the fatal bullet wound that was described in the Death Circumstance as a penetrating bullet wound to the skull. Brown was killed last wednesday as deputies were attempting to serve him with a drug arrest warrant. They said they were only showed a 20 second clip of the shooting. His mom calling it an execution. The police have yet to hold a Press Conference insisting that the body the full story. This tragic incident was quick and over in less than 30 seconds and body cameras are shaky and sometimes hard to decipher. Nbc news correspondent catie beck joins us from Elizabeth City, North Carolina. What have we learned from the familys autopsy last hour . Well, andrea, we learned actually minutes after that fatal Gunshot Wound to the back of the head is when andrew brown died on scene. We also know he suffered four additional Gunshot Wounds to the arm before that fatal Gunshot Wound. His family, again, calling for transparency at todays Press Conference, saying they were only able to view 20 seconds of that bodycam footage yesterday. They repeated it over and over again before sheriffs deputies but were not able to lead with the footage and not able to see the entire case. So far along with the silence from the sheriffs department, the anger grows. There have been peaceful protests in Elizabeth City so far but todays Press Conference was a little tense and different. The tone, outrage certainly spiking the longer and less we hear from the sheriffs department. As you mentioned, the fbi Out Of Charlotte Has said they are going to begin an investigation. That again raises the stakes in this case and will likely lead to more swelling and outrage, why havent we seen the whole picture . We certainly dont know why Excessive Force was needed in this case. We hope to get some answers tomorrow when the judge makes an ultimate ruling on whether any or all of this Body Camera Footage is released. Catie beck, thank you. The new census data from the 2020 count will likely have a huge impact on the midterms and the next decade, as a matter of fact. It could help the gop take back the house, with huge implications for the biden presidency. States like montana and colorado picked up new congressional seats, texas picking up two. States in the northeast and midwest and blue states like new york and california losing seats. California for the First Time Since it was founded. Looking at the map in 2020, joe biden would have lost three electoral votes, trump would have gained three. The new map would be good for republicans. What do we know about the demographics in a state like texas, which you know so well, whether those two seats will be leaning red or blue or purple . So, andrea, in fact, we were surprised because we thought texas might be gaining three seats instead of two because of the massive Population Growth weve seen as a result of folks coming in from other states and Fertility Rates among hispanics. But whats really interesting here is you see the Population Growth of hispanics, asian americans, one of the fastestgrowing populations, are mainly in the urban centers. However, we know that the lecture is controlled by republicans and the republican stronghold here in texas are the rural areas. So i foresee very creative map drawing as we go into the fall because even though texas gained two seats, they gained two seats because of the growth of minority populations, republicans want to maximize the seats they have. Maybe democrats will get one. I doubt it. They will try to keep that at bay. It will end up in the courts. This year i think all in all is wane for the republicans here in texas for certain. Creative map drawing, otherwise known as gerrymandering. Victoria, how much is the fact that there are many people in the Hispanic Community who dont want to talk to, suspicious of government, and do not want to acknowledge the census data . I think this was a huge issue both here in texas and other states. But states that were on the cusp of getting an additional fee, im looking at arizona in particular. So i think the fact that there wasnt enough outreach by a certain state, texas, for example, were in the middle of a pandemic, that for a long time the Trump Administration wanted a Citizenship Question on the census, you put all of these factors together and you see why there was very likely an undercount of the hispanic population, which affects the drawing of the map and it affects resources from d. C. , and this is what is most worrisome as we get beyond the map and look at the longterm resources for states and most vulnerable populations in those states. Indeed.
