So supposing we hit the body with a tremendous whether its ultraviolet or just powerful light, and then i said supposing you brought the light inside the body, which you can do through the skin or in some other way, and then i see the disinfectant that knocks it out in a minute, one minute, and is there a way we can do something like that, by Injection Inside or almost a cleaning . While the former administration helps to accelerate the development of the vaccines through Operation Warp Speed there was no speed to get shots into peoples arms. The biden administration coordinated a massive Vaccination Push that administered over 200 Million shots administered in his first 100 days, and they deserve a lot of credit. And he passed a 1. 9 trillion Covid Relief Bill. Whatever you think of the bill, too much, not enough, biden was there every step of the way. Not just shaping the bill. But selling it to the american people and our elected officials. Thats the one clearest contrast we have seen in bidens 100 first days, and thats what leadership looks like. We are Coming Up on the 100 days of biden in office and can you give us a quick assessment of the first phase of the biden president see and how significant are the 100 days . Great to see you, sir. The White House is naturally pleased with their first 100 days and they are pointing to a group of polls to show americans largely think the same, that President Biden is up over 50 in virtually over tally, and reaching points his predecessor did not hit, and theres a break from Tone And Temperament and style, to not be the one behind the podium during a covid, and hes trying to lower the temperature in washington, and frankly, be a quieter presence and not be so overwhelming and dominating, and, of course, battling the pandemic itself. Thats where they feel like and the polls also suggest, americans think he has done a good job. Got the 1. 9 trillion Covid Relief Bill passed and there are signs of improving, and there are cases rising in a few states, and there are things to be worked on, certainly. We are seeing the shots going in arms and the White House have the checks going in wallets and they feel like thats their Signature Accomplishment over the first 100 days. Biden is making his first big address to the congress this wednesday and this is after years and years of sitting in the audience and listening to other president s make these addresses. How big of a moment is this for Joe Biden . What can we expect from the address in light of what you have laid out so far . Its a significant moment. The president had a few of the primetime addresses now where he marked the Oneyear Anniversary of the lockdown, and then the half million due to covid, and this is a state of union all but in name, and the hall will be spread out and the people will be distanced, and the president will use this moment to do a few things. He will note the uphill climb he has on thorny issues like policing, immigration and Voting Rights and expect to hear impassioned please from him in all of the above, and his centerpiece will be the infrastructuring bills, and this is going to be more of the Health Care and childcare more people centric portion of the bill rather than say roads and bridges like we normally associate with infrastructure. What about the next 100 days . We got through the first 100, but what about the next 100 . It will be the Infrastructure Bill to start for her shoo you are, and trying to get republicans onboard, and theres going to be a question of priorities. Every president will be tested by things they cant control, Foreign Policy and domestic, and there are will be a push on policy like guns perhaps, and watch for that as they give their blessing to some of the movement on The Hill over the next 100 days, michael. Derek chauvins guilty verdict this Week Pun Khau waited the need for Police Reform at the federal level. Right now there are two Police Reform bills in congress, and republicans led by my buddy, tim scott, and they have countered with the Justice Act that critics say doesnt go far enough. Heres nbcs jonathan kaye part. We have to find a way to hold officers accountable to prevent these shootings from occurring. I dont know the quality of the training, but maybe its time to say more emphasis needs to be put on deescalation, and i know that when Police Officers are trained to shoot they are trained to shoot to kill and not to wound. I think a lot needs to be examined in this time period. Joining me now, the senior Vice President of Strategy And Advancement for the naacp. According to the ap and the 24 hours after Derek Chauvin was found guilty, six other people were shot by officers. Does this go to show this is a Life And Death issue for people across the country . How should we take all this information in now . The crisis that we face when it comes to over Policing And Police killings, extra judicial killings are way out of control, and while the trial was going on, approximately 100 people were killed, and then it demonstrates while the trial itself resulted in a Accountability Moment for mr. Chauvin, it does not reflect that the system, the structure in place in terms of policing has been shifted in a way that is just to make sure that Public Safety for all people in all communities has been achieved. So you have got republicans and democrats trying to do that Kumbaya Thing around Justice And Equity in the legislation, at least in the talk that they are putting out there. Do you think this will lead to something actually getting done, or is this something that we should be concerned about just becoming an incremental process opposed to going big and doing it big and getting it done right now . Our work with President Biden and Vice President Harris And Ambassador susan rice, has been literally shifting the paradigm. As you heard from the congresswoman, our goal is to end qualified immunity, collecting data and analyzing data on police encounters and the start to this i am saying this clearly, the start is by passing the George Floyd Justice and policing act, but its not the end because we realize there has to be a cultural shift and a focus on unique interventions, and a reprioritization on what it means to achieve Public Safety and not be focussing on a system currently that has thousands of individuals being killed and in most cases its not the right approach to achieve Public Safety. So jamal, you touched on a couple items inside the George Floyd Justice and policing act, and it would ban certain Police Techniques like the choke hold, and prohibit racial Profiling And Et cetera. How do you take our going forward on this . Where is the common ground here . Republicans have a very different take, particularly on some of the, you know, pieces that touch on Police Actions directly. Where is the common ground for us to try and get something done . Michael, we would argue that the common ground is literally achieving a reduction in crime, making sure that all communities are safe, and when you think about the current infrastructure, its hard for folks to reimagine what Public Safety could look like. When you think about an individual going through a mental health crisis, and instead of sending armed officers, why not send trained people to intervene. If we focus on that middle ground, that common ground of prioritizing Public Safety, hopefully we can break through the partisan noise that has us on one side of the aisle or the other. Lets start to break through some of the noise with some of the Sticking Points which is qualified immunity, which many republicans and officers want to protect. Tim scott suggested opening up Police Departments to civil suits instead of the officers themselves. What do you make of that . Is that a good place to start on the compromise you are talking about . We believe ending qualified immunity is critically important, because when you are talking about on the job performance, Law Enforcement officers are put in Harms Way based upon their career choices, but when you look at the data between 2005 and 2021, approximately 14,000 plus people have been killed by Law Enforcement officers but only seven i will stress that, seven officers were convicted of murder. Theres a disconnect, because at the end of the Day Use of Force And Use of deadly force should be the last result in what we are realizing is qualified immunity in many ways covers up when that use of force, that deadly force has gone too far and been applied in a situation it shouldnt. We understand the notion of civil suits and the notion of opening up Law Enforcement to be sued in that context, but qualified immunity is that Sticking Point we have to break through. That would make it the newest u. S. State since hawaii in 1959, and give the district full representation in congress. It has become almost a cliche to say a bill that makes it through the house faces a difficult future in the senate, and with this bill in particular, that never has been more true. Sovereignty has had a long and challenging history. I know i was part of the staff as an intern in 1978 working to help pass a proposed constitutional apartment to the u. S. Constitution that would have given the district congressional representation, although not statehood. It passed the House And Senate but needed ratification by 38 states and after six years only 16 states agreed and the effort died. Despite pass Challenges Statehood advocates feel this time might be just a bit different. One of them is my next guest, Eleanor Holmes Norton who represents the district in congress where she serves on the House Oversight and Transportation Committees. Welcome. Good to be with another native washington. To have the support of the president of the united states, the house passed the bill last year on statehood, but a republican senate blocked it. How does it feel to get this bill this far knowing that its in a far different position than a year ago, and having the kind of support you see from not just democrats but the president himself . Well, the president s support is emblematic of the broad support were having. Look what we have done. 54 of the America People now support statehood. How did that happen . It happened because the hearings themselves educated americans about what they didnt know about their own nations capital, that the people that live here, more than 700,000 of us dont have the same rights they have, so now you have the bill supported by 57 in the swing states, and we have across the board support, we have Men And Women we have black and white. It looks like the more exposure people have to it the more they come to it, they dont want to be the only democratic country in the world that doesnt give full representation to their own people in their own capital. You have a lot of advocates out there, congresswoman, that see the bill as righting a historic injustice and a way to protect Minority Voting rights. What is significant about this bill given where this effort has come from, and what it ultimately may mean for the country . Well, its interesting that people see it as a way to protect Minority Voting rights. Its true that the district would have more africanamericans than any state but the fact is for most of our existence for 220 years, the district was a Majority White State and still couldnt get equal representation, and even equal Voting Rights. The more the public is educated, the more they have come to support this bill, so much so that we think that the slogan that has brought them to the bill most is taxation without representation, and we even get 42 of republicans supporting the bill when they say taxation without representation. You are talking about educating the public. Were having a hard time educating a lot of our republican friends on this matter. I want you to take a moment to listen to a few arguments from republicans and get your reaction to them . And then i see the disinfectant that knocks it out in a minute, one minute, and is there a way we can do something like that by Injection Inside or almost a cleaning, because you see it gets in the lungs and it does a tremendous number okay. That was not the republican i had in mind. But you have got a lot of republicans out there saying that you, you know, well, d. C. Doesnt have, you know, the population, d. C. Doesnt have the economy, d. C. Cant govern itself. What is your response to a lot of those, you know, ideas that somehow d. C. Just is not up to the task of becoming a state . Well, the district of columbia itself as well as any other jurisdiction in the united States Today has a flourishing it has a flourishing budget because so many people want to live in the district of columbia. If you want to know the real problem the district will have, it is that most states which have Gotten Statehood Have Come In Two at a time, and one was democrat and one was republican. The district is having to do it on its own and still has 54 of the american people supporting statehood. I think we can do it. Uhhuh. I think we have gotten rid of the filibuster for everything except legislation. We got rid of it for nominations. The senate was late holding off this year over the filibuster, and i think if we get rid of it, the filibuster, that 60vote Margin for everything else, you will have to get rid of it for statehood as well. Remember, we just got it passed once before, and it usually takes more than one session of congress to pass a bill, and i think each time we educate the people more and more because the bill passes the closer we get to becoming the 51st state. Real quick, congresswoman, you touched on something i think is interesting, and you talked about states coming in two by two, and d. C. Is prepared to come in by itself. Theres been conversation about an alignment with Puerto Rico and the great discussion we know about making Puerto Rico a state. Is that an option either now or on the Back End of this if it gets jammed up in the senate to bring Puerto Rico along with d. C. . I think that is an option. That would be terrific. They have even more people than we have, and their delegate is a republican. They are having hearings because they never decided whether they wanted to take in all the obligations of statehood. Remember, they dont pay full federal Income Taxes but it looks like they are drawing more and more towards statehood as well, and they have a very difficult situation because they own the caribbean, which means the country is having to pump money into Puerto Rico, and you have to be able to show you can support yourself, but still i am hopeful about Puerto Rico. While Derek Chauvin was found guilty in the murder of George Floyd this week we are getting new insight into the defense of the three other officers involved in floyds May 2020 death. Those officers have already sought to deflect responsibility to chauvin, who was the most Senior Officer on the scene that day. The former officers face trial in august on charges of Aiding And Abetting Seconddegree Murder and second degree manslaughter. Here to help us break down where the cases stand, a former federal Prosecutor And Msnbc legal analyst is joining us. Cynthia, great to have you. Thank you. All three officers are being charged with Aiding And Abetting Seconddegree Murder and second degree manslaughter, and so help us break this down so we know exactly what that means. What that means is, if they aided and abetted in any way helped Derek Chauvin they are ae equally responsible for the murder of George Floyd. First of all, the knowledge of the rules and regulations in the force, two are rookies and one is a more senior guy. Officer thao is the one in the most trouble. Hes a Nineyear Vet and has enough experience that he cant do the i didnt know any better defense, which is what the other two will do. And then more interesting information came out about him during Derek Chauvins trial, is he was standing there not letting the crowd intervene, and when the female firefighter said to let me help, and he refused to let the crowd get near mr. Floyd, and he also said if you were really a firefighter you would know to stay out of police business, which is essentially, if you were really a firefighter, you would support The Thin Blue Line whether we are right or wrong, and thats damaging testimony, and my guess is he will be convicted. The two others are basically rookies. One of them, it was his third shift and the other had just come off his probationary period, and they are in a position to say chauvin was our Training Officer and these are our first shifts and we looked to him and thats what we had to do. The problem is that when you actually break It Down, lane begins the Traffic Stop by pulling a gun, when there was not a reason to pull a gun, and you get the reason of his state of mind, and the crowd is saying hes passing out and they know hes passing out and they checked his pulse, and one is saying i cant find a pulse, and the other is saying maybe we should put him on his side, and they knew something was wrong, and thao, my sense is will be convicted and the other two could have a hung try and maybe get a plea. The Superior Over made me do it, and how did chauvins guilty Verdict Play into the over all strategy . Its a great strategy, because what we know about chauvin, the more you look at the case and the more you see the video the more closely he resembles a Mississippi Overseer of slaves. Heres a terrible, terrible person. He was not able to get on the stand. These two young officers can is get on the Stand And Cry and say they had no intention this was going to happen, and they were just following their senior Training Officer and they are so sorry and try to go for a lesser conviction. Its a very effective strategy. I dont think it will work for thao, but it may work with one or two jurors for the more Junior Officers. With respect to the last piece, with Derek Chauvins sentencing come up up in june, oeu think on june 16th, how could that impact this case and what is the possibility of a Plea Deal happening as well . Well, i dont think there will be a Plea Deal only because i dont think the prosecutors will give it to them, and why should they . They are in a really good position, and theres no reason, really, for them to give a Plea Deal at this point. They have the resources and tried the case once and they know what they are doing, and they have they paid all these experts. I dont think they have a motive to do a Plea Deal. It would have to be a pretty strong case and the Junior Officers would have to testify. But heres the thing, if they testified the biggest thing they could do is convict chauvin, and chauvin is already convicted. I dont see a plea happening. All right, cynthia, thank you so much. All this talk about infrastructure may mean something. A new Nbc News Poll is giving us a look into the Publics View of President Bidens sweeping infrastructure plan. At 59 a majority of americans support the proposal with only 21 calling it a bad idea. But despite its Popularity Congress is split on how to pass it, surprise. Both Sides Cant even agree on the definition of the word. At the end of the day im willing to not pay for some of the Infrastructure Spending because i think it over time pays for itself. Were not going to do a couple trillion dollars, 85 of it has nothing to do with infrastructure. The very first thing we would need to do is define what infrastructure is, roads, bridges, airports, we would get it done. With democrats looking for another legislative Win Head into midterm season, could the prospects of a Twopart Bill be on the table . Joining me is john dulaney, and Bill Shuster who served as chairman of the House Transportation and Infrastructure Committee for six years and is now senior policy adviser. Welcome. Such a pleasure to have you both. Lets just jump right into the reality of this. Both sides want to move forward on infrastructure, right . Everybody is feeling infrastructure. Why do we have to start this way every time with a dramatic Back And Forth of extremes instead of just putting a simple Infrastructure Deal on the table . Well, i actually think what President Biden put on the table is, in fact, a simple Infrastructure Bill. Its big, but its responsive to what we need in the country. I mean, all of the items in this bill, whether its the roads and bridges over the Communication Infrastructure or making sure theres not lead pipes in peoples homes and doing things to make our country more energy efficient, or actually dealing with the crisis we have in caregiving where 40 of the american people are considered unpaid caregivers, all of those things are enormously popular. The definition of infrastructure always changes. I just heard Senator Graham talks about what he thinks infrastructure is. He probably would not have said airports are infrastructure before there are airplanes, and he probably would not have said broadband was infrastructure before there was communication, and we have to stop with the stupid semantics, and infrastructure is the ecosystem we need to succeed and for people to live and work and for our country to compete and all the things in President Bidens plan are those things, and each one of them individually are very popular with the american people, and as you just showed, the whole plan is popular with the american people. What john just described sounds very expensive. How do you expect to pass a bill that Scope And Magnitude that both sides can get behind and support and send to the american people. First, hello to my good friend, john, and our districts border Each Other, his in Maryland And Mine in pennsylvania. I have to disagree with him on this issue, and i think broadband is something that needs to be in there, and thats new infrastructure certainly but i think the bill is far too expansive. The reality is republicans are not going to support it. We can talk all we want about the different things the president has included in there, but we need to get back to somewhat basics. I think republicans, especially rural republicans like myself would support broadband because rural america needs it, and lets skinny It Down, and lets break it into three pieces. I think if you want more traditional infrastructure and adding broadband and other things in there, i think can you get a deal. Bill, you are kind of in line with my thinking on this, because i would like to just look at the idea of carving out a bill that gets to the basics of what the american people understand infrastructure to include, right . So that would be roads and bridges and those things that they see and can touch every day that they know are broken. What about something like that . To your point and to senator kuhns bill, adding on the back End Stuff that needs to be addressed later . I think thats the way to go, and some republicans have signaled that, and not all the details are worked out but you could get there and i think to my friend, john dulaney, he proposed an Infrastructure Bank and i have come around to seeing that you could put an Infrastructure Bank piece in there and make up a proposal that was not just 6 or 800 billion, but it would be 1. Trillion. I think the most important people in the Senate Today said lets break It Down and get to a deal and i think one of the pillars of Joe Bidens president ial success was bipartisanship, Reach August Cross the aisle for 40 some years he did that in the senate, and i hope he gets back to the bipartisan roots. Since Joe Manchin has been called out, and lets hear what he said on cnn this morning. Do you think that those i think they should be separated. Do you . I do think they should be separated, because when you put so much into one bill which is called an ominous bill, it makes it difficult for the public to demand. Manchin throws his support behind a split bill. Democrats cant use the budget reconciliation path, and do you expect manchin to stick to his guns on this kind of a move . I am not sure senator manchin, where he will be when we get in the discussions and whether we split the bill or not its a tactical decision that has to be made by the white House And Speaker Pelosi And Chuck schumer. We hope it could be done in a bipartisan way. I am happy to be on this with my good friend, bill, who was a terrific chair on the Transportation Committee in the house, so were all for that. I think were getting distracted with some of these, as i said, the semantics around what the definition of infrastructure is. I think we all know infrastructure will be defined by 51 votes in the u. S. Senate, that will tell us ultimately what the definition of infrastructure is. But the infrastructure plan, the american people need, and we have tremendous competition from china and parts of america that have fallen behind relative to bigger areas, and we need to create a cohesive economic system for this country and we need to connect our country and make it as competitive as possible, and make sure people have their own pursuit of happiness, and get a job in their community and their kids can be connected to broadband, and we have to lift the burden off of so many that are caring for elderly parents, and we would have to pay Each Other to do that and give Each Other benefits, and if we are doing that ourselves, think of the economic opportunity that gets taken out of the community, so we need to build that infrastructure as well. I come from the private sector and i always look at things in terms of the return on the investment, and infrastructure has the second best Return On Investment of anything the government spends money on. Number one, basic research, we have seen the blessings of that this last year with our basic Research Complex being able to create the covid vaccines, and the second best is infrastructure which almost has a 2x multiplier on every bill, and it will help the american people and make us more competitive, and its one, two or three bills, i dont think it matters, but the key is to start doing things.
