Chauvin murder trial. What George Floyds brother is saying in this emotional wait. If a black man cant get justice for this, what can a black man get justice for . Cities on high alert. National guard deployed in multiple states ahead of the jurys decision. Minnesotas governor declaring a State Of Emergency as the judge makes a warning about potential grounds for a future appeal. Im kris jansing. Shaquille brewster, gabe gutierrez, and a few legal experts that know that area like the back of their hantts. So much to talk about. Walk us through what were waiting through, what happens now, for example the basics. How do we learn if the jury reaches a decision or if issues come up during deliberations . We just entered our six in this trial of Derek Chauvin. The court said they will notify us when they begin. They will notify was when there is a jury. And there is four reporters that will go in if there is any problem or question that the jury brings back to the question. We go behind the scenes. The judge said the jury will not physically reappear in the courtroom until that verdict time. They will come back via zoom. We also know that each was provided a laptop and a monitor to help them go through the mountain of evidence, the video that we saw in the three weeks of testimony. That is what is happening outside of the scenes. Outside of the courthouse were paying attention to the fallout from the comments from representative Maxine Waters. And commented and said she wanted a guilty verdict for Derek Chauvin. She was asked what happens if that doesnt happen, and she said she wants people to stay protest, stay in the streets, and to become more confrontational. You heard the judge condemn that in court yesterday. Benjamin crump commented on the back and forth that we awe this morning. Listen to what we heard from benjamin jump u crump about those comments from the judge. I thought it was the defenses desperate attempt to distract us further. The jurors have been given their instructions to only Pay Attention to the evidence in the court of law, and not watch tv or watch the news. I believe the jurors are following the instructions of the court. We know that republicans have condemned them, but nancy pelosi said theyre just fine. Thats something were watching as we continue to deliberate. There is a lot of anxiety around the country. What kind of Security Prem preparations are in place in minnesota and around the country. A lot of anxiety. Speaking of several protestors here outside of the courthouse that told me they were extremely anxious. They were having a tough time watching this trial because of the implications and they were hoping for a difficult verdict. But yes as you mentioned the governor here decleared a State Of Emergency, actually even requested extra back up from two other states to help keep the piece. Yesterday there was several hundred peaceful demonstrators here outside of the Courthouse Nap is something that we have been watching for weeks. If you drive around Downtown Minneapolis much of it is boarded up. There was razor wire around the precincts here, and the National Guard is deployed in chicago and washington dc. Businesses boarded up in philadelphia and there was more vandalism in portland, oregon. This is something that the entire country, the world, is watching. And here in minnesota, local officials are looking at this as well. They say more than 3,000 National Guard troops have been activated across the region, kris. The question is what may be going on inside that deliberation room. You know ahead to trials well. To the extent that you can, some of the suggestions made by lawyers, whats likely happening in that room right now . We know the first thing that the jury has to do is pick a foreperson and then they have a variety of charges to consider here that makes it a bit more complicated than the typical process. They have three different charges from which to choose. They could choose one or multiple charges. Im not concerned that theyre being overly affected by what is happening outside of the courtroom. That has been the reality in minneapolis for over a year now. And we had businesses boarded up, we had a military presence, we had National Guard on the street for over a year. And the jury has been instructed that theyre not to regard what is happening outside of the courtroom. They assured the judge they could be fair and impartial and if they cannot be so for any reason its their duty to inform the judge of that. Were you surprised at all, it was pretty force fill what judge cahill had to say about Maxine Waters and others, he say you may have been given grounds for possible appeal. Do you think that is so . No, and i was extremely disappointed in his comments. You have to understand that our mayor, our chief of police, our city council and way too many policymakers that i could mention right now have also mentioned the type of verdict they wanted. You have to put her comments into context as well. Thee flew here from california to meet with protestors that were mostly peacefully protesting the shooting of daunte wright, and there was anger in the community that other policymakers were not there having those conversations. She took the time to fly here. The story that i read first before this one is that she had inspired a young black woman to run for office. I think she was out there trying to assure protestors and to get them involved in false making. So when i heard her say to be more confrontational, i thought she was referring to all of the policy making. We have to remember that the chauvin verdict is one step forward in many reforms that we need here. And we need people to be vocal. These comments are very damaging. The settlements in the middle of jury selection. The City Attorney was there, and the judge was extremely upset about that but he did not call any of them out by name. Yet he specifically did that with congresswoman waters. That is harmful. It makes the community angry. It is a double standard. And i agree that given everything that happened here this is one drop in the bucket. Lets get back to everything that the jury has, what do you think may have had the biggest impact on the jurors . I think the state reminded the jurors that this case is all about common sense. There is some truth that is so fundamental that it is self evident. So what the government trying to remind the jurors was that they heard a lot of qualified testimony about the unreasonable use of force here, about the devastating impact that watching mr. Floyds had on completely unexpected strangers that were helpless to intervene. In the end there was a video and people could trust and believe what they saw when they saw those events unfolding for themselves, and they could know that some truth is fundamental, Sanctity Of Life is important, and if what people saw in that video didnt reflectsankty sankty of life, there could be a response from the jury. Thank you, we will continue to wait and watch. This is hour six of deliberations. Stick with us and well bring you any news from the courthouse as that happens. Right now on capitol hill senator Ralph Warnock and Stacey Abrams are set to testify on Voting Rights. And were going to talk to Energy Secretary granholm. Gran. There is chuck grassley. It has senators set to testify on Voting Rights. Stacey abrams will testify later today just weeks after voting restrictions passed in her home state of georgia. And as you probably know a lot of other states are looking like they may not be far behind. Joining me now is garrett haake. Always good to see you. Democrats have talked about Voting Rights for years now. Lets talk about what is happening today. What do they want to accomplish. Could it have any impact on legislation out there right now . This is the most politically charged committee in the senate and what you could see today could be a lot of posturing. A number of the senators that want to run for president in the future. And they want to take on Stacey Abrams. There is a big divide between democrats and republicans. Democrats think that passing Senate Bill One to reform Voting Systems in the country is an existential issue that must be done. It will need to be done with removing the filibuster because they see that as a Democratic Power grab and theyre trying to deal with some of these. I think what is important about this hearing in particular is perhaps the effect it will have on a member thats not on this committee, joe manchin that is the biggest barrier for democrats in getting rid of the filibuster. He said he doesnt think it is worth wile. He says there are changes that could be agreed on. Regular order looks like this. It looks like having a hearing in which the issues can be openly debated and i think that is what we will see here. Some of the members that are diametrically opposed. Garrett, i know you will watch it for us, thank you for that. In the meantime, all 50 states have opened vaccine eligibility. This will cover people 16 and older. President biden is pledging to take action. Were waiting for what is being described as big announcements on how the u. S. Will reenter the global fight. Part of the administrations plan, the massive infrastructure bill style looking for bipartisan support in congress. Working to reach zero remissions for transit by 2030. Joining me is one of president joe bidens cabinet members, secretary jennifer granholm. Thank you, i want to dive right in. Look you have been around the block. People say its a lot of talk and not a lot of action, but secretary kerry says he wants to raise world ambition. Can you talk about how theyre going to up the ante . One of the ways is the american jobs program. The president really seeing it this clean Energy Moment that the world is facing as a massive opportunity for the u. S. So there is a study saying the world is going to demand 23 trillion market for those products. Where are the products going to be built . Are they going to be built in ohio . Michigan . Or china and other countries. Joe biden is saying were going to build those products here and that will be a massive contribution to our effort to reduce the cow emissions. Products like windmills, solar panels, and technology that you attach to fossil fuel plants. It is all kinds of jobs for all kinds of people. You said one of the first e steps is a little trickier if is to aggressively and all transportation. So look, how realistic is that goal . How do you transition an entire industry of different Modes Of Travel into electric or clean energy . I was just out in california. We were talking about high speed rail. Something your fellow cabinet member Pete Buttigieg likes to talk about. Every one of these proposals have big opposition. It could be the aviation industry, they all say where the puck is going, skate to where the puck is going. So let me stop you there if i can. Since it is from your state, let me ask you, for example, gm is the only American Car Company committed to an entire fleet of Electric Vehicles in the future. So you say industry is behind it, but you still have to get them there. How are you making those . They are coming. That is coming, it is only april. Youre seeing countries, youre seeing states, and youre seeing other states saying were committed to electrifying your transportation system. It is hard like buses, semi trucks, we can have the president is visiting. And the batteries for the those inside of america instead of importing them from america. So these exist and it is companies in the United States that want to globally, they have to get on board and many of them, if not most of them, are. They see what is happening, they know they will invest in these companies and they see is as an opportunity for them as well. Let us not just sit idly by. With our arms folded and wash other countries get on board. Were going to be exporting it around the globe. Before you go i want to ask you about something happening in the next hour. That is that two senators are going to reintroduce at a Press Conference the Green New Deal. The Green New Deal has become a flash point on the right. In many ways it is becoming symbolic of how washington is divided, republicans hammering it politically. It works for them. Does bringing it back limit the potential for bipartisan agreement when democrats on the hill are pushing in. When it seems like like the biden administration. Like they are doing just what you talked about. Lets just say this. All of these various proposals, i know the Green New Deal does as well. There is a huge sense of urgency. The president has invited folks on the left folks on the right. There is no red lines. And he intends to act and act quickly. He is waiting for counter proposals. He is listening to Team Democrats and Team Democrats, and hopefully at the end we have an American Team that helps solve the problem of Climate Change and they could take advantage of the deal. The race to vaccinate is taking on a new sense of urgency this morning with the number of coronavirus cases climbing at a worrisome pace all across the country. Compared to last month, new infections jumped nearly 30 nationally. Cases are climbing by at least 27 . It comes as vaccinations enter a new phase. Steve kornacki is back at the big board tracking the numbers for us. Always great to see you, steve. How are we doing . Lets dive into summer of the numbers here. We have been tracking it here on this map. Where are all of the adults that are eligible now. Youre eligible to go get the vaccine. Who has gone and got the vaccine . A couple different ways to look at these here. You have a couple of those, who has gotten at least one of the entire population in the United States right now is basically 40 . 40 of the entire population. From one to 110. But if you break that down a little more here, 16 years old and older, that is a pretty important milestone this week, over 50 now. The adult age population in this country now just over half have gotten at least one shot and then you look at Senior Citizens and 80 have gotten at least one shot. And they are fully vaccinated. Getting those shots, a quarter of the total population, and really about two thirds of all Senior Citizens are now fully vaccinated. There is more than half a Million Deaths from covid, but 81 of those have been folks that are 65 years old and older. 95 of those have been folks over 50. So to have that kind of volume of vaccination there. That probably helps explain everything here. It is like the drend line of deaths here. This was early february. Since then you have just seen this number come down in is the death count that has come down daily as those vaccinations have increased. Thats one thing to keep in mind. Internationally it is about 39 to 40 . You have israel, 62 . If it you were to look at the daily case counts, theyre really coming down as that Vaccination Rate gets high there. Japan, 1 , and if you did the full numbers by the way the u. S. Could go over the uk. Steve kornacki, fascinating stuff. You see the correlation between the number of deaths, get out there, folks. I was one of the lucky ones. I didnt have any reaction to the second shot. It doesnt have to happen. You can visit plan your vaccine. Com and you can get more an plan your vaccine right there. With cases of coronavirus surging around the world, the state adopt is going to expand its do not travel list. The State Department Urging Americans to reconsider all travel abroad. The sevenday rolling average of new cases around the world is near a pandemic high of 750,000. Fuelling that rise is india which has been especially hard hit. Hospitals buckling under the pressure. Were joined from the capital, talk to us about what youre seeing on the ground as india deals with another surge of infections. E yes, the numbers are stragerring. Were experiencing the amount of new cases that are absolutely hitting. Were talking about in the last 24 hours, 260,000 new cases. Before that, 275,000 new cases. So these are all adding up in the last 14 days. More than 2. 5 million cases have been added. At the moment the government is struggling. This is the new variant. It is a Double Mutation which a lot of scientists and doctors say it is far more speedy trance transmission. Hospitals are running out of oxygen. Patients are sitting outside of hospitals. Some medicines are running short. You can see it in smaller municipalities. We are an acute shortage of oxygen in hospitals. The situation is not very good out here. Whats happening right now is those weeks of witnesses and arguments and months of preparations. One of the biggest trials in modern u. S. And a new report from washingtons Chief Medical Examiner says Capitol Police officer Brian Sicknick died of natural causes. The autopsy revealing he suffered two strokes at the base of his brain stem caused by a blood clot. The m. E. Tells the Washington Post he found no evidence sicknick experienced an allergic reaction to chemical irritants and there was also no evidence of either internal or external injuries. Those findings could make it difficult to charge any of the rioters with causing sicknicks death. And theres new reporting this morning that a trumpappointed watchdog actually blocked proposed investigations into the Secret Service. The Washington Post obtained a report from a Nonprofit Group indicating investigations were killed by the department of Homeland Securitys inspector general. One was on how the agency handled that forceful clearing of george floyd protesters at Lafayette Square last june. So President Trump could have his photoop at st. Johns church. The other an investigation into whether the Secret Service ignored protocols to reduce the spread of coronavirus within its ranks. You might recall that hundreds got infected or had to quarantine after potential exposure from traveling with the trump campaign. Joining us now for sources say is the National Investigative reporter for the Washington Post. Its always good to see you. These revelations come from a new report from the Group Project on government oversight. What did you learn . So the records that the Project On Government Oversight shared with me were fascinating. We did some additional reporting, and what they reveal is this, chris. Two times the inspector general, the office thats supposed to be the watchdog for the Secret Service, decided that it needed to block report investigations proposed by career staff. Whats important here is investigators inside that office make recommendations all the time about what they think is a good idea to look more deeply at. The two things they wanted to investigate both had a nexus to donald trump. And decisions that the president made. First, the clearing of Lafayette Square on june 1 and, second, how the Secret Service handled coronavirus. The reason the president is so central to both things, chris, is that on june 1 the president s photoop could only have happened if that park was cleared, and the Secret Service was the one in charge of organizing the president s movement to the church. The issue is if you decide not to investigate the Secret Services role, youre really missing out on understanding what happened that day. And we may never know the full truth for years. And if the ig sorry, if the ig had investigated, we might. We only have a short time left, carol, but what is the Inspector Generals Office saying about all of this . They say they have limited resources, chris, and they have to make good decisions with the amount of staff and money that they have to investigate and that these did not warrant the same kind of concern that other items theyre investigating did. Carol, always great reporting. People can find it under your biline. Andrew cuomo is facing another investigation, this time into alleged misuse of State Resources for his recent memoir. First reported by the new york times, the states controller saying he found instances of State Officials working on assorted tasks related to the book and referred the investigation to the Attorney General. Cuomo said any work his aides did on the book was completely voluntary. On the book some people volunteered to review the book. Some people were mentioned in the book. I wanted to make sure they were okay with the mention. I wanted to make sure that it represented what they did and the facts correctly. Lets bring in the reporter who broke this story. Msnbc contributor jesse mckinley. Is this investigation just about some staffers Fact Checking themselves like the governor said . I think its a broader look at the use of State Resources which, of course, his staff, equipment, time. Its a pretty broad investigation into the book and any other activities that were involved in actually the creation of the book and or the promotion of the book. It looks like the ag has a pretty wide bailiwick. There have been recent past investigations into misuse of public funds that have, frankly, ended political careers, even sent officials to jail. What are you watching for here . What do you see to potentially playing out . I think the first thing well have to watch for is whether or not people are being deposed, whether or not subpoenas are dropping and whether or not we have any elaboration from the Cuomo Administration what exactly happened there. They have said consistently this was volunteerism and maybe there was incidental work done by junior staffers, but there will be pressure to give a fuller accounting of what exactly happened. Its fascinating watching the polls over the course of all of this. Most people know in the height of coronavirus he was not only praised but often talked about as a possible president ial candidate. Now were into our fourth investigation launched into governor cuomo. His poll numbers are all over the place, Approval Rating dropping. Varying poll numbers whether he should run again. Tell us where he stands in the polls and within his party. I think youre absolutely right. Cnn came out with a poll on monday showing favorability at 40 , a decades low. 51 of respondents didnt want him to resign. You do have this schism. Keep in mind this is a democratic state, and he has a base in the state. I think hes hoping the base sticks with him through the investigations and into a reelection run next year. Theres a lot of time between now and then. Yeah, time will tell. A lot of time and investigations. Jesse mckinley, always good to see you. Thank you for coming on. And thank you for watching this hour. Im chris jansing. Hallie jackson will be back tomorrow. Up next more news with my friend, craig melvin. And a good Tuesday Morning to you. Craig melvin here from msnbc headquarters in new york city. And we are officially on verdict watch in the murder trial of Derek Chauvin. Jurors could decide whether the former officer is guilty any moment now. Right now we are entering the seventh hour of deliberations, and we should note so far jurors have not asked any questions of judge cahill. In just a few moments i will talk to George Floyds Cousin Who Sat in the courtroom during testimony to see how shes feeling, how her familys doing as they and the nation await a verdict. Just this morning George Floyds brother told us about a conversation with President Biden. He was letting us know that he was praying for us and hoping that everything will come out to be okay. Also this morning, it is a busy hour in washington. Just a few minutes from now President Biden and vice presiden
