I do think they will likely be some sort of warning or restrictions or risk assessment. I dont think it will just go back to normal. A new poll shows that 42 of americans oppose expanding the court, 30 support it. One idea that was popular, ending Lifetime Appointments for justices. 63 say they would support Term Or Age limits for the Supreme Court. Meanwhile, a vote on reparations could soon be headed to the house floor. On wednesday night, the House Judiciary Committee voted to get that bill out of committee. That would be the first time its been introduced in more than three decades. And, there is momentum between the statehood. On thursday, the full house will vote on making it the 51st state, that bill has more than 200 cosponsors. House democrats expected to pass for the second year in a row, but how will any of these bills fare in the senate. The filibuster is still intact, and republicans can prevent on simple Majority Gop senators have yet to use the filibuster this term. Well senate democrats focused forced their hand . Lets kick things off with alec tally. What is the strategy for . That are democrats prepared to force that mitch Mcconnells Hand and say republicans hand, or do they have another way about it . He urged chairs to look for points of commonality, and thats not just done to say that they can do things bipartisanly, its done with politics in mind. The 2022 midterms are looming, democrats would like to be able to say that it tried to work with republicans, and republicans obstructed them at every turn. That would be a great message democrats feel to be able to run on. It would also show the depths of how far republicans will go to obstruct a democratic messaging in policy platform. Take a look at how Chuck Schumer framed it just this week. If our credo is this, we always want to try to work in bipartisan way. But we must have a bold agenda. If our republican colleagues say we will only vote for something that is mini School And Wont do the job, we will not be able to get that done. Our first instinct is to reach out and see if we can reach compromises. So, that might be the first instinct, compromised. Next, we are probably gonna be hearing those words reconciliation, a lot more. We are during the time the democrats passed the Covid Relief bill, but we are likely to hear it again as we move forward on the conversation about infrastructure as well. Effectively, this Budget Tool which the Senate Parliamentarian has signaled that democrats can use again here, allows them to move forward with just a simple majority. The positive to that is, you avoid the Filibuster Conversation both in terms of how you would reform it, but also in terms of how you can use it to pass big Budget Items like infrastructure. The condo for a lot of other items on the democratic policy list, is reconciliation is only allowed for budgetary items. We already saw this play out for something like raising the federal Minimum Wage to 15. Democrats couldnt get that done, because the parliamentary ruled that didnt work within the rules of reconciliation. So, its a fix, but its definitely not a fix for everything. The other thing here though, is, if democrats move forward and use this, and right now there are just calling it another arrow in their quiver, but if they move forward and use it, you have to remember that whats good for democrats and something good for republicans. This is a revolving door. Democrats have the power right now, but republicans could have it again. If democrats move forward and set this president , this is something that republicans can do as well. Its also something though that Mitch Pecan will is aware of. Even doing something by a simple majority means that democrats need to have all 50 of their members on board. Weve already had people like joe manchin, and Kristen Cinema say, they would like to continue moving forward in a bipartisan fashion. Manchin has been cleared, he doesnt want to do anything regarding the filibuster. Mcconnell knows that. Hes been praising them, and hes been urging his members to praise them on that as well. Maybe he can keep them from going nuclear on the filibuster. Maybe he can bring them to his ranks on other things, other items that the democrats want. They are going to need all 50 of them to get. Before i have to let you go, ali, what is the sense in washington as to whether this meeting is going to mean anything . Looking at some of the people on the list for the meeting, mitt romney, a republican who seems to have just kind more of an openness to bipartisanship than someone in his party, the former Republican Karen Governor Chris Carlos Herman nays former county official, which is mixed with democrat republicans, if you will put ten people in no room who would already be inclined to work in a bipartisan fashion, does this now get to dealing with the deeper divisions of the party . Or, is this just Kind Of a Telegraph Bipartisanship . Look, weve already seen though several bipartisan groups come together during the Covid Relief negotiations, certainly regarding infrastructure. These conversations are happening. Its just that when push actually comes to shove to vote, nothing actually comes from it in a bipartisan fashion. There is pressure from republicans, especially those who might be up for reelection, and certainly if you are in the house and looking towards the midterms, there is pressure to hold the Party Line here. Ssure weve already seen republs have it both ways on Covid Relief, voting against, and then touting it back in their districts. I imagine that is what we are going to see going forward. We might see a new fashion within the republican party. Georgia congresswoman Marjorie Taylor Greene appeared to back away this weekend from plans to form an America First caucus. Organizing documents stated that the group aims to protect quote, anglosaxon traditional we know what that means. We know the democrats or republicans shouted. Down among them was the gop leader, and former House Speaker john baer. I have no idea how this even showed up. I wouldnt call it mainstream for our party, but i can tell you, the socalled American Caucus First is one of the notice things ive ever seen. The members of congress go off and start with this America First caucus, its the silliest thing i have ever seen. Republicans need to denounce it. 90 or not, Congressman Green says the ideas behind this caucus are not going anywhere, whether the group forms or not. That phrase, America First, it keeps popping up. Where did it come from . Joining us now is christina greer, an associate professor of Political Science at ford university. I have to say, when John Boehner said i dont know where this came from, that is not really true at all. We have seen the political rhetoric of the last four years. Even before the last four years, this term, America First, it has some roots. It has some history. Walk us through the history. Well, this country, ever since its inception has been a country of exclusion. Its been a country of white supremacy, its been a country of anti black racism specifically in exclusively. What we began to talk about the last few weeks, we know we had several asian music asian american exclusion acts. Lots of legislation to exclude jewish americans that first point in this countrys history. Obviously japanese Internment Ex Germination camps that had talents and germans in there at certain times. Theres also this fear of whites versus non. Whites i argue in my Book Weve shifted to Blacks Versus Non blacks. The framework some of the constitution, the factions, the majority, minority, how to protect the minority from this majority, that does not look like us, meaning wealthy white men. As whiteness has been able to expand to allow in say, irish american, to tell, interactions german americans, jewish americans, there is still this looming 2040 2050, Will Latinos Takeovers the largest racial ethnic in the united states . We will still have sort of an apartheid system, a white system that is dominating in local and federal politics, but this conversation of exclusion, other racial at the groups has always been there. We know the republican party has been saying the loud part quiet. Under Donald Trump. Or when he said something, they remain quiet as John Boehner alluded to. We could look at his policies during the entire eight years of Barack Obama when he was in the office and when he wasnt retired. And he upheld some of these beliefs and principles as well of John Boehner. Its important for us to remember, when we talk about this conversation of whos in and out when it comes to america, this cuts in many directions. Back black lives for sure, minority groups, people of color, even with some people that we consider right. Ben franklins had issues with spaniards, russians a, talons, frenchman, people he said who are of us mar the complexion. Lets just remember for people who are watching and feel and dont think i like black people, this runs deeper than black and white in our country. As you mentioned, Donald Trump is using this rhetoric and its contemporary meaning. Heres one example. From this day forward, a new vision will govern our land. From this day forward, its going to be only, America First. America first. Professor greer, how durable do you think this rhetoric is . Particularly because Ones Congresswoman Greene encumber women of arizona were called out for, it they seem to Kind Of walk it back really quickly, do you think americans are Kind Of getting hip to this in a way that they wont tolerate it anymore . No, i dont think thats it at all, joshua. Sadly, i think the republican party is getting hip to the fact that they cant just be as explicit. We saw this with the ridiculous system the 1776 Project And Response to the 16 19 project. I dont think they will walk you back. I think they will say this is agree just an important, and this isnt who we are, yet they were quite the legislation across the country that support this nonsense. We have to remember, it wasnt too long ago that there were signs all over this country that said, no jews, no nword, no dogs. No irish, no nword, no dogs. The republican party consistently supports these horrible policies that exclude various racial method groups on State Level politics while their colleagues say one thing to the media, yet they are either silent when it comes time to really speaking out, or they will quietly cosign this legislation and passed through states across the country. I want to professor before Have Electric Go i wonder if part of the key to moving past this is just getting more americans to realize. This Kind Of rhetoric, whoever you think you are, targeted people who look like you. If you are german, irish, italian, swedish, polish, jewish in this country, you are exactly who they were trying to exclude once upon a time when they said America First. This is bigger than just belt lack, white, or brown white. This does affect everybody. Well i think, joshua, what part of the larger issue is we dont teach you the truth about american history in this country. So we have this revisionist ideological history that makes everything seem so colorful and beautiful and were just this dynamic Melting Pot but we know that this country has gone through great lengths to exclude people at every turn, every single racial and Ethnic Group that has come to this country voluntarily and involuntarily has experienced this varying forms of exclusion, racism, xenophobia, you name it. Im glad that you are here to walk us through some of this. Hopefully that will help more of us to see this in common terms and see it as a threat to who All Of Us are as americans. Im just looking at where you are right now and how beautiful it is behind you so i can imagine that this is very important to you. It is, i mean i have to say if youre watching this that the region i went outside is cause the connection was so bad so this could coffiny of birdsong is just because im in my summer house. On the island in denmark. But i think its important for All Of Us and the reason we wanted to do this Documentary And Greenland was because we actually started a couple years before when we did a thing about Climate Change with people who wanted to trace the receding glaciers and we did that together with google maps. And then we had the idea to do a longer form of that which was done this five Part Series which is on topic in the u. S. And it was just fascinating to see how, you know, you can talk about Climate Change and the consequences all the time. Its difficult to really notice it because it takes years and decades for the impacts. But when you go to greenland and you watch the glaciers and you see the Ice Caps, you can literally see year by year how the ice is melting. And obviously all of that water which is frozen, we would like it to stay frozen for as long as possible because it will have consequences once its for all the coastal areas around the world where we all like to live. Theres actually a clip in the series that she brought Up Greenland where you talk about would happen if the ice in Greenland Werent around. Lets Take A Look. When the Climate Change in the past, you didnt have all those coast cities that flooded right . We have put a lot of our lives and livelihoods and infrastructure into Harms Way so to speak and that is why it matters. Its really not 5 to 12 anymore, its three seconds to 12. So its not just a matter of what happens over in greenland and it sounds like youre trying to do is make it clear to people around the world how the entire world affects everyone else. Of course. We are all connected and we know, i think if theres one thing weve learned from this past year with this horrific pandemic is that we are in this together and when i look at this thing last year its almost been this Test Run and weve had this Dress Rehearsal on a global Catastrophe And Weve dealt with it really well. Weve come together globally and i think that hopefully moving forward that will have been also when it comes to addressing Climate Change and take action. I know on Earth Day there is a massive Climate Summit with 60 World Leaders and its so great. Also i think obviously politicians can make every issue partisan but i think were coming to a point now where everyone agrees that we have to take action and it seems that for me personally i just find it so wonderful that your country, the u. S. , is now back in the drivers see when it comes to addressing these issues. One of the big images we have when it comes to what Climate Change looks like is Melting Ice and you spent some time camping on the ice to sort of illustrate what were talking about. Lets Take A Look at that. [speaking foreign language] i didnt hear you. [speaking foreign language] i find that so fascinating that so many people say that if you dont believe it, look at the photos, see for yourself. For some reason i feel like that still doesnt penetrate with some folks and even with all the evidence they still dont want to accept it for reasons that i am guessing are less logical and more emotional, that there is some Kind Of Sub Plot to white people remain at least vocally unwilling to accept the evidence. With do you think . How do you see it . Well i think theres a lot of fear of the unknown and fear of change and i think that this will take away some of my quality of life which means were gonna have to go back in the Stone Age and stuff like that and then of course there is the mistrust that weve seen all over the world to authority but as you said yourself, you can be objective about this and you can just look at the photos, look at the images, if you can go into Google Earth you can look at the glaciers. They are receding and its not Something Anyone has made up and the truth is, its going to affect All Of Us and it really is not a political issue, this is just about the future of our earth and of course Climate Change is a massive part of that but also just the way that we consume in the way that we harvest resources of the planet, we are just too good at it. We have to reverse and find new ways and by the way that was camping on the Ice Cap was incredible. It was a little cold but i was sleeping in this Air Mattress and for some reason it lost the air overnight so i was literally have frozen when i woke up but i was worth it. You should try it. They had to find these beautiful vistas, and mountains, and landscapes to do at least some of the Principal Photography for the series. And if we dont do something about Climate Change in a weird way, this Fantasy Series could be one of our last real pictures of what a world on the edge of Climate Change looks like. Thats gotta be a weird feeling for you as a performer for the series that celebrating its tenth anniversary that meant so much to so many people. You might have had one of the last looks at these beautiful parts of the world. Yeah, i mean when youre talking about here is Kind Of the big, whats so difficult when we talk about these issues and its not like people go when is it gonna happen this Climate Change. Its snowing today its too cold and freezing, clearly climate Change Isnt happening the. Fact is it takes years and years and years and years and know the ice is not gonna melt in ten years time, in greenland. But lets have a look at 100 years in time and were looking at a couple generations down the Line And Game of thrones obviously had one thing that i thought was important which is the basic concept of hey lets just come together and deal with these issues and we can fight of all of these things but there is a bigger threat then our local disputes and i think thats the takeaway for me. What is the one biggest thing that people think they know about negotiation but they really dont. Most people look at negotiations as making an argument, or explaining your position. Reagan was a good communicator no matter what side you are on. If you are explaining, you are losing. It feels good to explain and make an argument, but it doesnt actually do anything with The Other Side. The concepts that you teach called tactical empathy, what is tactical empathy . Yeah, well, empathy is very much what we are talking about. Demonstrating in understanding what The Other Side of the position is like, and so that they actually feel about collaborating with you. People love it when you show them that you understand. They actually volunteer in a crater stored way. We put the way it Word Texaco in front of it, because now that we know about neuroscience, and if somebody is afraid, the best way to get their fears to go away, is simply to call them out and not deny them. That is Kind Of the narrow science tactical move to make. Thats what we teach people to start with and dont deny those feelings. Point them out. One of the things you talk about, is tone, and the kinds of tones of voice to use when you are trying to negotiate. I imagine those tones are very different than what we saw in the House Committee Hearing with Doctor Anthony Fauci on thursday. Here is just one moment from that rather intense hearing. Mister chairman. I dont you to answer our questions, i want dr. Fauci to answer it. Well its expired sir. You need to respect the chair, and shut your mouth. That might feel satisfying, but it was the opposite of what you described as the late Night Fm Dj voice. A very calm, very cool tone of voice. How important is tone in negotiating. Yeah, its a magic trick. It is a jedi mind trick. Youre tone impacts the other Persons Nero Circuitry and it causes chemical changes in the brain and the late Night F Mtj and calms people down. And when they are angry, the tone of voice in the Committee Hearing was that a Committee Hearing . Yeah exactly. You make a good point, if you use the tone of voice, you could just taste how good its going to feel to say that in that tone, then its wrong. You will love it, The Other Side will feel slapped in the face, which guarantees they will not collaborate when do you know as a negotiator, not necessarily a Hostage Negotiators share, thats a different thing, but when do you know when its just time to walk away . I know plenty of people have given up on the political discourse, those people who wont listen, those people who are in trouble, theyve been caught in the crazy cold like ideology, too deep down the rabbit hole, im done talking. That we dont need. Then lets just plow ahead, and make the country better place without those people. Is there a point at which you know there is nothing left to talk about and its time to walk away . Thats a hard thing to do, especially negotiations. We are in this together walking away is really hard. The big shift is what can you say thats gonna peeled to The Other Side of supporters. The Clout Crowd cheering them on have the most influence.
