>> number three, fire! >> you do get a sense that so many of the residents there of edinburgh, on the left and right screen, midday local time have stopped in their tracks for this tribute to prince philip. it will be one gun salute for every minute. 41 minutes in all. >> prince philip spent 6-5 years -- supporting the queen. he renoupsed his own royal titles to become a british citizen and serve by her side. >> you are familiar with --. fire kilogram zlam rchlts the 21-gun salute is done at funerals in different events all around the world. the 41-gun salute, i am told, is part of a royal tradition where you add the 20 extra gun salutes when it's being done from a like a fortress like it is there. the tower of london right off to the left. so that's why they are doing a 41-gun salute. in fact, when president obama visited the u.k. on an official visit, he received a 21-gun salute. and every year for the queen's birthday, which is coming up in just a couple of weeks, and prince philip's birthday, which is coming up in exactly two months from today, he would have turned 100, they get 128-gun salute. >> let's dive into this a little bit more with msnbc news correspondent raf sanchez, who is in windsor and british historian andrew roberts and royal experts daisy mcandrew. i want to ask you to kind of ping up on what kendis was talking about and the nif snif kins of the 41-gun salute here. >> it's very rare. [ inaudible ]. >> it doesn't sound like we can hear you, andrew. >> daisy, could you pick up on that? >> yeah, what andrew was saying is that it is very rare. as you were saying, even presidents of the united states only get 2 #. 21 is the hey highest honor. the reason he is getting 41 is you get a bonus 20 when they are from royal parks or palaces or royal property. and you were pointing out the people were stopping in their tracks in edinburgh there. if this hadn't been during a pandemic and during a semi lockdown, those streets would have been absolutely crammed. i can guarantee that. and the royal family very, very aware they don't want to cause any super spreading event or be seen to be irresponsible. so they say over and over again, please don't come out, don't send flowers, don't put flowers at the gates. but windsor's florist shops have run out of flowers today because everybody has chosen to ignore those pleas. >> wow, yeah, keep in mind this is happening while there is a pandemic and the cases are growing in europe and many countries are reentering lockdown. what are you seeing and what is the mood like on the ground? are you seeing a lot of spectators where you are? >> yeah, the royal family and the british government politely but firmly asking people in the to gather outside royal residences. i will tell you, gaze, here in windsor there is a small crowd gathered for a second day in a row at the gates of windsor castle. they are leaving flowers. they are leaving notes. some of them addressed directly to the queen. we have seen a real range of handwritten notes from the very old to very young, all expressing their condolences it the queen, their best wishes for prince philip. i will tell you we just saw a small motorcade leaving windsor castle. we don't know exactly who was in it. possible it was one of the queen's children or another member of the royal family who came to visit the queen on this difficult first day. the crowds remaining despite the increasing british drizzle. >> we know that prince charles visited the queen yesterday shortly after the news was announced. andrew, do we have you back with us? i am assuming not daisy, you know, this sort of stuff is planned for years in advance. prince philip's program for his funeral after his death i believe called the far bridge program. queen elizabeth's is called london bridge. things have changed a little bit because of covid. how do we assume things will play out? >> you are absolutely right. every senior royal has their own funeral plans in hand. and most of them have a big say in how they want their funeral to be conducted. of course, some of the rules are set down by precedent. if you are in a junior role you don't have the amount of say than a senior. prince philip could have had a bigger, more full of pomp and ceremony occasion, but that really wasn't his style. he wasn't somebody that was sort of big on all of that. he didn't want to be bowed and scraped to. in his death he carried on the tradition that he held during his life. so he had made it clear before the pandemic that he wanted quite a low-key funeral. he didn't want a state funeral, didn't want to lie in state, which he could have done to push tradition-wise. but he wanted something low key. as you said, it was called operation fort bridge. most of these have code names because they are highly sensitive before somebody has died. the broadcasters need to know what the plan is so that they can get hundreds of camera men, camera equipment and equipment to the relevant places. of course, the last thing you want is details of this leaking out because it would seem so terribly disrespectful, which is why they have complicated code names. so, yes, the pandemic has, of course, stopped a lot of the plans. no processions. the body procession would have come from london to windsor. you would have expected the roads -- it's a short journey, 30 miles or so, you would have expected the roads to be lined by people who might have been throwing flowers on to the car with his body. none of that is happening because, of course, the governments and the royal family can't risk people mixing and people coming together in big crowds. so very scaled back. i think he would have approved. he didn't like the fuss and he hated people fawning over him. that's those fw affes would happen. if he saw something he thought was pompous, he wanted to rick that balloon. >> andrew, since we have you pack, ich 30 seconds with you, but the queen is entering an eight-day period of mourning now. this is also a woman who has lost her husband, her companion. what can we expect in the coming days? >> we can expect to see very little of her. i think she will stay as the widow of windsor, as queen victoria used to be called. i doubt we will see very much of her until the funeral. >> thank you all so much for joining us. i have not yet begun to fight. i'm built for the battle and i'm not going anywhere. >> all right. to the breaking news. back here at home, congressman matt gaetz defending himself and his first major appearance since the justice department inquiry came to late last week. >> he spoke at an event in florida on the heels of this house ethics skmit investigation over a number of alleged violations of house rules stemming from a federal sex trafficking probe. gaetz has denied all allegations and no charges have been filed against him so far. >> msnbc's april manda golden is on capitol hill with more. gaetz is now up against two tracks of investigation. what is he saying? >> reporter: well, he is coming out with vehement denials across the board, not making any exceptions and saying that it's going so far as to call it a hoax, saying all these allegations are unfounded, that there is no proof of it and was extremely vocal when we saw him for the first time yesterday at a women for trump event in miami, florida, when he said this is not something to be taken seriously, it's a fate against the people who elected him. take a listen to his remarks. >> when you see the leaks and the lies and the falsehoods and the smears, when you see the anonymous sources and insiders forecasting my demise, know this. they aren't really coming for me. they are coming for you. i'm just in the way. >> so you hear congressman gaetz calling this a hoax, saying it's unfounded. it comes as the house ethics committee is now investigating claims and additional reports around the various misconduct allegations against congressman gaetz as well as tom reed. so part of what the house committee says that they are looking into in this probe, quote, the committee is aware of public allegations that representative matt gaetz may have engaged in sexual miss conduct, shared inappropriate images on the house floor, misused records, converted campaign funds to personal use and/or accepted a bribe. so this investigation will be ongoing as the committee will gather additional information. this doesn't indicate that any violation has occurred. they are responding to the reports we have seen around these kinds of allegations. matt gaetz's office came out with a statement vehemently denying any wrongdoing. these allegations are blatantly false and have not been validated by a single human being willing to put their name behind them. it's been radio silence especially from congressional republicans. we have the pro-trump suspects of congressman marjorie taylor greene, a statement from former president trump himself saying gaetz didn't ask him for a blank et pardon. the only one who came forward to w.h.o. said he should resign is adam kiz ipger. he is the only congressional republican who has said that gaetz should quit his post. and this comes as even house minority leader kevin mccarthy was asked about the allegations in an earlier interview with my colleague leigh ann caldwell and said unless the investigation finds proof, he doesn't believe them, saying gaetz said that he did not acknowledge any of those wrongdoing accusations and if they are found to be true, he should be stripped of committee assignments. not seeing anyone coming out to push gaetz forward and saying he sri zion aside from that one congressional republican at this point. >> all right. msnbc's amanda golden. thank you. still ahead. a looming threat for congressman gaetz. >> a deeper dive into the sex trafficking probe that is sprouting a new investigation, this one among one of his colleagues. our political panel dives into how he may be pulling a page out of the trump playbook to survive the scandal. next saturday tuna msnbc for a special live coverage of prince philip's funeral. funeral. you know that look? what's the significance of the house ethics committee investigation? >> well, lindsey, the issue is that it is part of a growing scandal. there is a federal branch, executive branch investigation which, of course, started many months ago, but now there will be a committee process in the house, and what tends to happen in those processes is you get more leaks. it tends to be a little more political, even though the house ethics committee tries to do a good job and is balanced with an equal number of republicans and democrats. still, it's far more political than what you would see from the justice department. so this only threatens to grow the scandal for congressman gaetz to make this more difficult on him and his family. >> what do you make of gaetz's handling out of this? he is digging his heels in, deny and double down. is this the new template for you are surviving controversy in politics? >> one of the reasons matt gaetz is in this controversy is because of he got so deep into trump world. i tell people when matt gaetz got to washington in 2017 there were actually a lot of republicans that were hopeful he would be a voice for younger generalvations of conservatives. he has some pretty forward-leaning views on cannabis reform, for example, equal right for the lbgtq community. so a lot of people thought he could be one of the ones to move conservatism forward and matt gaetz got caught in the celebrity of trump world. now in order to defend himself from the scandal he is using the trump play back, which is don't back down, don't feed anything, don't admit any flaws or wrongdoing. we will see if this works out for him. right now things don't look good. >> sarah, you have argued dozens of child porn cases and transportation of minors for sex in the federal system. what legal ramification is he facing if charges are filed? would you add someone to to as much talking as gaetz has been doing? >> right. here is the deal with gaetz. he can talk trump, but he can't talk himself out of this situation because it's way beyond politics. he is potentially on the hook for violations of the man act, which is the federal law that prohibits the transportation of any individual across state lines for the purposes of sexual activity. that can be an individual of any age. the question is going to become whether the prosecutors can prove beyond a reasonable doubt through the witness testimony of these women that they are interviewing right now and through financial records such as the venmo receipts that these women were taken on this bahamas trip we read about in "the new york times" reporting for the purposes of having sexual activity with gaetz and other men that were there. and if that's the case, and it can be traced to gaetz, that gaetz is responsible or caused their transportation or paid for their travel, he is in big trouble and facing a maximum of ten years for each count. if the women were minors at the time of the sexual activity. he is facing a mandatory minimum of ten years for each count. the issue here is that there is this parallel investigation with the house ethics committee and the doj, but to some extent that the house ethics committee investigation is going to be put basically is going to be stayed because generally the doj doesn't like a same tanious investigation going on with their investigation. one is about whether he committed a crime. the other is about whether he is politically fit to serve in office. and so with respect this problem that you mentioned, he should, but he cannot, shut up. and the issue here is, i think his arrogance gets in the way of his ability to exercise his fifth amendment right to remain silent. he should not be saying a word. we saw him at a trump -- at a women's event. ironically, he is being looked out for sexual misconduct with women and he is showing up to a women's event and making these statements, you know, trying to exonerate himself. it's a big mistake and i think he is looking at some major trouble because i want to add one more thing. >> we have to go. real quick, sarah. >> joel greenberg, his buddy, would not have indicated he is pleading guilty but for the fact that he is cooperating. he is already cooperating. so gaetz has some problems. >> yeah. you mentioned some reporting, msnbc has not confirmed yet. thank you both. hope you join us again soon. the medical examiner in the hot seat over what he marked as george floyd's cause of death. we will dive into the heated moments and what next week holds in the murder trial of derek chauvin. at philadelphia, we know what makes the perfect schmear of cream cheese. you need only the freshest milk and cream. that one! and the world's best, and possibly only, schmelier. philadelphia. schmear perfection. we made usaa insurance for members like martin. an air force veteran made of doing what's right, not what's easy. so when a hailstorm hit, usaa reached out before he could even inspect the damage. that's how you do it right. usaa insurance is made just the way martin's family needs it with hassle-free claims, he got paid before his neighbor even got started. because doing right by our members, that's what's right. usaa. what you're made of, we're made for. ♪ usaa ♪ introducing fidelity income planning. we look at what you've saved, what you'll need, and help you build a flexible plan for cash flow that lasts, even when you're not working, so you can go from saving... to living. ♪ let's go ♪ ♪ ♪ (engine starts) so you can go from saving... to living. the john deere z365r ztrak mower is here, and it's built for taking it easy. look, it says so right there. >> reporter: it's going to frame the debate over this issue, lindsey. it's not necessarily going to make recommendations, which is something that candidate joe biden had alluded to. he had really dodged this question of whether he supported expanding the supreme court beyond the nine justices and whether they should all serve lifetime appointments as they do now or whether that should be limited. he hasn't really taken a position on either, and that's why he has established this bipartisan commission of 36 experts who are going to take the next six months to essentially lay out the pros and cons to each argument and each side. that's why -- that's because the president is under immense pressure from some progressives and some democrats in his own party who believe that because the court currently has a conservative leaning, that this is something that the president should look to exploring and potentially try to do. it would require congressional approval, of course. this is something that president biden hasn't said exactly where he is in terms of its thinking and whether he wants to pursue it, but that's why he is leaving it to the experts to bring him some of these ideas. but the white house was pressed yesterday on if this commission isn't going to bring up recommendations, what essentially is the point of it? the white house press secretary said there needs to be studying and examination of this issue if major changes are going to be proposed. so the president wants to make sure there is enough time to to that before he makes any decisions about where he stands on this issue of the supreme court. >> and white house coordinator roberta jacobson is stepping down at the end of the month. how does this impact the biden agenda when this particular issue is so front and center?
