a comedienne here with the enduring legacy of selena. this is "american voices." first up for us, democracy under attack. state-level republicans launching new efforts to prevent voters from voting. setting the stage for a collision course in the senate. republicans on the federal level already launching their branding campaign calling any federal action nothing more than a "power grab" by the libs which is truly ironic considering georgia republicans just outlawed handing water to voters standing in line to vote, added restrictions like requiring i.d. to vote and made it harder to vote by mail. we all know that power grab is response to defeat after democrats took the presidency and georgia senate seats in 2020. here's one of the men who dared to beat them at the ballot box fair and square. >> you have legislators who are running scared. so rather than having the people select their politicians, politicians trying to cherry pick voters. >> now calls to boycott georgia-based companies that refuse to go public and oppose the new election law. pga tour under pressure to pull the masters from augusta. this, of course, would not be happening if the supreme court had not gutted the voting rights act of 1965. as "washington post" opinion columnist jennifer rubin rights, sooning a the supreme court struck down the formed la in 2013, the same states previously restrained from discriminatory practices went hog wild. georgia is just the beginning. what will democrats dobb about it? good to see you. talked to leaders in texas, in michigan, how do you at the dnc plan to contend with the voter suppression efforts we're seeing across the country? >> it's good seeingy as well, alicia. listen, we are going to do every single thing in our power to fight back against these laws. what's so sad is we send our sons and daughters overseas to fight for democracy in other places where they risk life and limb. and then here in our country, the greatest right that we have as american citizens, the most sacred right. the right to vote. we see republicans, and mind you, i'm not going to be diplomatic about this. republicans trying to usher in jim crow 2.0 with these laws to restrict the right to vote, and particularly for those folks, people of color. we've got to do a better job in this country and what you're going to see from this dnc is every breath in my body, every blood, drop of blood that flows through my veins, i am going to do what we need to do to fight back against these efforts. from the courts, to congress, we're going to do everything possible to make sure that every person in this country gets their opportunity to have their voices heard. >> we talk a lot on this show, of course, about hr-1, talk about it with organizers in these states, talk about it with legislators. i wonder, though, for you from your perch at the dnc how critical you think hr-1 is towards democracy broadly but to the fight you were up against in 20722? >> hr-1 and hr-4, john lewis rights, they're crucial. you know, so crazy. i heard lindsey graham earlier talking about, that this is a federal power grab. i remember the last time the federal government had to get involved in voting. that was during the '60s in which states like georgia, states like south carolina, were prohibiting americans from exercising their right to vote. once again, we see these same types of actions, and so once again the federal government's going to have to step in to stop the craziness from taking place. and -- and i'm -- i'm proud that we have leaders like joe biden and democrats in the house and the senate that are going to lead that effort, but i would just hope. it's 2021. you know? it is not 1950s or the 1960s. you would hope that democrats and republicans learned from the problems of the past and that we can move forward. but folks should be, should be clear with this. we are not going back. we aren't going back, folks. we are moving forward. so if the republicans want to continue down this road, where they want to ban a bottle of water but they can't ban an automatic weapon as they chop down our kids and our schools and churches and all, that's problematic. we need real leadership, and they can't provide it. >> let's talk about real leadership. senator manchin pushing democrats for a bipartisan deal on voting rights. of course. don't need to tell you this. that would require ten republicans to avoid a filibuster. take a listen to what republican senator pat toomey told chuck todd this morning on "meet the press." >> there is a completely false narrative about so-called voter suppression. look at the georgia law. there's no voter suppression. sunday voting still allowed. an expansion of in-person voting. there's no requirement you have a reason for a mail-in ballot. all you need is some verification of i.d., and so does every department of transportation in america, in order to drive. so does every airline if you get on a plane. >> so, chairman, to your point about leadership, how difficult to move legislation through the senate when you have republicans denying there's even a problem? bring in nbc news national political reporter, also editor at large at the 19th and an msnbc contributor. great to see you both. listen to what white house press secretary jen psaki said today about what to expect next from this administration. >> what the american people will hear from him this week is part of his plan, the first step of his plan, to recovery includes an investment in infrastructure. he'll have more to say later in april about the second part of are his recovery plan, which will include a number of the pieces you talked about. health care, child hair, addressing that. the total package we're still working out but he'll introduce ways to pay for that and eager to hear ideas from both parties as well. >> the answer how biden is looking to pay for this infrastructure deal tie into other bigger democratic pushes we've seen? >> one is mitigate income inequality. it's risen for generations, exasperated further by the pandemic. president biden's call for raising taxes if you make more than $400,000 a year and rolling back tax cuts from president trump would help mitigate inequality and use the money used to fund president biden's infrastructure, clean energy or what jen psaki talked about. health care and child care. >> and what about this question of taxing do you say? >> republicans are dead set against tax increases. wouldn't surprise anyone, anyone watching now. the party opposed to tax heights for quite a long time and i think the big messaging war we're going to see here is democrats highlighting the distinction that the tax hikes are targeted towards upper earnings and corporations and republicans found success if the past speaking about tax hikes broadly worries taxpayers, are my taxes going to go up? >> one might think infrastructure would be one of the few initiatives that koss actually get bipartisan support. a road, a bridge for you, that old-fashioned dealmaking people think of when they think of washington, but even that is not looking that way. if republicans rue fuse to come to the table on something like infrastructure, does that structure filibuster reform? >> alicia, that remains to be seen. the filibuster right now is tied heavily to things like voting rights. especially in the wake of what we saw happening down in georgia, as you just discussed with jaime harrison. look, if this pandemic relief package is any indication, the biden-harris administration is looking to redefine bipartisanship and looking to expand that definition beyond the washington beltway and seeing what republican voters think about this infrastructure plan that could create jobs and bring needed repairs to this outdated infrastructure that maybe got a break during the pandemic but could put back to use as we start to reopen the country and folks start getting back out again. certainly republican leaders at the state and local level to the extend they're onboard with infrastructure reform you'll probably see the administration highlighting those folks as he did during the pandemic relief package process. i think we should really be continuing to look at how they continue to expand the definition of bipartisanship as this infrastructure package gets under way. >> since we're talking bipartisanship, jen psaki also said this morning president biden would be open to working with republicans on voting rights, but with the all-out republican assault on voting that's happening around the country as i talked with, seems incredibly unlikely. e wrote an article. creating an inflection point in cog. could you both talk us through it and your sense of, if this voting rights emergency actually provides democrats with the urgency they seem to need to move quickly on filibuster reform? >> yeah. i don't want to sound like a cynic but i don't see the common ground on the issue between the two parties. they want to move in precisely the option direction. republicans want more restrictions on voting are necessary for what they describe as valid integrity and democrats say, pure voter suppression. trying to stop predominantly non-white voters from accessing the ballot. i don't see a prospect getting 60 votes on a major voting rights piece of legislation. the filibuster, it's far from clear. everyone knows who the big holdouts are, joe manchin, most prominently. he has concerns about the bill on s1. parts difficult to impment and believes that the two parties need to at this point try to find common ground. even though that is going to be very difficult to do. so the question of whether this moves him, issue of voting rights, moves him and potentially other holdouts towards supporting a gutting of the filibuster, not sure it will but it's too early to know. >> thank you both for spending time with us. next, conspiracy culture in the gop. how lies about the border are spreading like wildfire. and celebrating selena. who would have turned 50 next month and her legacy continues to inspire actress and comedienne castella alonzo. we'll tell you why. you why. not on my watch! as you try to understand what's happening at our southern border amid all of the noise, consider listening to migrants themselves. three dozen individuals at the border told the "washington post" their journey to america has little to do with who is president. most interviewed said they are coming whoer to escape violence, hunger, climate change and persecution by their own governments. the choice often lost including recently profiled in the daily beast helping spread conspiracy theories. joining me, author of the book "hatemonger: stephen miller, donald trump and the hatemonger." and also joining us, the author of "finding latinx." good to see you both. jean, tell us about the misinformation they are peddling? >> these influencers are working in collaboration with u.s. right-wing media outlets. mexican pro-trump conspiracy theorists who have been spreading lies about immigrants at the border in order to whip up hysteria around the immigration issue. they peddle about the jewish philanthropist george soros, saying child trafficking is funded by the democratic party and basically completing asylum seekers and their advocates with traffickers and creating hostility towards them, a lot of advocates i spoke to and asylum seekers themselves fear for their lives. already have to contend with threats received in their home countries from gangs. the violence towards vulnerable asylum seekers in mexico as they wait for their turn to enter the u.s. and now have to contend with xenophobia, racism and hostility whipped up in the united states as a result of these conspiracy theorists. one of them has been frequently featured on steve bannon's "war room" show on the u.s. right-wing media outlit real america's voice. he's an individual, as i investigated him, i discovered he was deported from the united states for a federal drug trafficking conviction, which would make him inadmissible to the united states. shortly after partnering with right-wing media networks to spread conspiraies was allowed to re-enter the united states and granted an exception for admissibility probably because of his political connections. these individuals are causing a lot of hysteria. they have tens of thousands of followers in the united states on social media. one of them was filmed physically shoving a migrant child. you know, these are individuals who be incredibly problematic, and it's important that we start looking at what they're doing and exposing the lies that they're perpetuating. >> especially i think one of the things we learns coming out of the january 6th attack is that so often the misinformation that we believe exists in dark corners of the internet ends up being re-used and repurposed by people in legitimate positions of power. is that part of what you fear watching happen here? >> completely. as jean is talking, i'm thinking about ted cruz. right? when we think about ted cruz this weekend, i wasn't seeing a senator at the border. i was looking at someone that resembles a qanon conspiracy theorist. someone that resembles a minuteman or a border vigilante instead of the senator. it's not just ted cruz. other senators at the border. kevin mccarthy. right? the one now saying that terrorists are coming through the border. lindsey graham this morning saying that we're seeing at the border a total loss of sovereignty. look at the republican senators. they will move heaven and earth to ensure that immigration reform does not happen because they believe what's happening at the border is an invasion. that's a real threat of these conspiracy theories. we used to think it was people in the fringes. it's happening in the most powerful place in the country and exactly why ted cruz acted like a completely bizarre human being this weekend. >> yeah. what crossed your mind as you watched all that play out? >> well, exactly the qanon. what i investigated whipping up hysteria around immigration, casting asylum seekers, people fleeing with their lives with their children seeking refuge as criminals, traffickers, people who are displacing white people in the united states. very dangerous conspiracy theories that are rooted in the white supremacist conspiracy of white genocide. this idea the united states is overtaken by brown and black people. that white people are being systemically wiped out and these are conspiracy theories resulting in acts of extreme violence of communities of color like in el paso. killed by a people who said there was a "hispanic invasion." rhetoric has now taken hold of the mainstream republican party and mainstream republican narratives, and it's incredibly dangerous, and these individuals who i investigated, they often will interview asylum seekers on camera for tens of thousands and followers and mistranslate what these individuals are saying in order to perpetuate these false conspiracy theories about them being paid to come here and to overwhelm our system, and just -- these incredibly dangerous lies that i delve into in my piece. >> paolo i watched you report from the border many times. not sure i've ever seen you in tactical gear. can you separate the fact from fiction, when you talk to migrants, what do you hear from them and how does that square with the hysteria clearly being whipped up? >> i mean, i go, again, back to ted cruz. ted cruz should know. right? his own father, he loves to repeat on television, came from cuba to search for a better life, and better opportunities. that is exactly what's happening at the border and exactly that story that ted cruz loves to say. it is fathers, mothers, completely desperate making sure their children have better opportunities. talked to so many trans asylum seekers in the the border. can't live there because average life expectancy in latin america no more than 35 years. they have to leave to survive. it is nothing but human beings, right? >> i think about the survivors. i think about those people who will have to figure out ways to live on after the loss of their loved one. whether it's a parent or a child. the grief is the same. i think they'll have to pick up funeral clothes. they'll have to see their tragedy politicizeds on tv and among people who don't have any idea what they're talking about. and it's incredibly unfortunate because it's a difficult way to live. >> right. and shannon, this is always what we're reminded about. the need to center the people who are actually affected by this. because it does then very quickly become this conversation about policy and we've seen how the shooters in georgia and colorado exploited loophole ngs the state gun laws before getting to the federal level. when we have this conversation about legislation, what is this action that you want to see from state legislatures? >> well, this is common sense. right? this is not about being against the second amendment. this is not about being anti-gun. in any way, shape or form. simply restoring the responsibilities that should go along with gun rights. responsibility as a gun lobby, they've stripped away decades and what makes this so political. gun lobbyists paid to undo our gun laws, which result in america having a 25-times higher gun homicide rate than any other high-income country. we know a good gun safety system starts with background checks. about a quarter of all guns sold in this country do not require a background check. know 50 million background checks alone performed in the last year. during the covid crisis. i'm very concerned about what more guns in more hands means, given that our laws are so laxed in this country. >> you've talked about how there is an underbelly of race ims from the capitol right its to the recent mass shootings, what can we do to move forward in a meaningful way? >> white supremacy lusts for spilled blood. white supremacy is cruel. if we're not addressing how white supremacy impacts our gun laws and our response to these tragedies, we're never going to get this done. we have to be brave enough, courageous enough, to say, we recognize that this is a problem. this doesn't mean all this group is bad or all that group is bad. but this means we have to talk about it. we have to talk about this system which allows some people to flaunt the -- the lack of rule-following, and will kill others despite what rules they do follow. what laws they do follow. i am deeply disturbed by the fact that you know, shannon's group started in 2012, and i'm deeply grateful for moms but there are black and brown mothers working on this issue for 20, 30 years. grass root groups, all over, in cities across america. and we've been here entirely too long. >> hmm. shannon, connecticut's democratic senator chris murphy said this morning their best chance of getting something done may be on universal background checks. take a listen. >> the theory of the case once we convince republicans the sky doesn't fall for you politically when you support a reasonable expansion of something like background checks you can move on to other interventions. >> shannon, what do you make of that plan? >> well, look. it's very hopeful to hear that senators murphy and senators toomey and other republicans are figuring out a way to come together to address these gaping loop hoe loopholes in our system that have to be fixed. 25 years since passed in this country. people have worked on this so long without resolution yet 100 americans shot and killed in this country every day. mass shootings, 1% of the gun violence. we know this is one part of a solution to make the system safer and there's so much support for this in america. about 93% of americans support this. any senator who votes against background checks will do so at their political peril. >> i want to go back where we started. this conversation about the families and individuals and centering them in these conversations. i wonder especially given your professional expertise what does it look like to show up for these people to care for those people in this moment? >> i think her influence is just so widespread and i think that's why we're so excited to devote this entire issue to selena. i think that wasn't just the music, even though she knew how to put on such an amazing show. i think it was her contributions to fashion. she's become a queer icon, elevated tejano music and i think along the way really brought visibility to latinos, and i think also something that made her resonate so much with people was the fact that you could become successful without sacrificing parts of who you were. i mean, she honored her mexican-america heritage and subverted it in helping her culture evolve and demonstrating your family could be a part of the success. i think that's why she resonated with so many people. >> and thinking about your memoir, an entire chapter dedicated to a song by selena. what did she mean to you? >> a classic conversation about representation mattering. to me i think in order -- representation to be accurate and powerful you have to show all sides of it. you know? so usually when we tell the narrative of a latino perspective in the media we tend to talk about quote/unquote crisis what have you. selena actually existed to show what most of us are like. i grew up two hours away from where she lived, and i have to tell you. growing up in this texas area, so many of us that grew up with a family like hers. with a spirit like hers. we all knew someone that was like selena, that we grew up with. if we didn't, we were that person. for me, the connection with selena is that she was actually the representative of what so many of us are like. and what i personally wish, we had more stories of to tell, because in a weird way, one of the things that makes her so exceptional is that she was special, but she was pretty -- pretty normal and average to some that grew up in the neighborhood that i grew up in. that's what made her special, though. it's that not many people saw a perspective like that. to me -- that is the specialness. we need more of that kind of storytelling and that perspective. >> yeah. so much of what you have likewise offered us. the texas monthly tribute looked how about her story resonated with lgbtq latinos. i wonder what you learned? >> yeah. well, that's story came about because i was talking with one of our writers, a wonderful author and talking how selena was a key part of their coming out story. i thought that was really compelling, and i would love to hear more stories about how selena helped people feel seen and in so many different kinds of ways. so joe put together an incredibly beautiful essay about sharing selena's music with her first boyfriend, what that meant to them and how selena became a figure of queer liberation for not just joe but a lot of tejanos. between tejanos in particular. >> and cristela, also known at the latino madonna. not lost on me the shirt you're wearing. we talked about people that shared that life experience. someone like you. we talked about it so much. might not have seen images of yourself in media growing up. also did something else extraordinary. a lot of people she put elements were taking note of all of these artists and the way in which -- it's not that they were crossing over. it's that they were very much in their genre, but attracting fans across the spectrum. that seems to me to be another very big piece of her legacy. >> yeah. and actually, that's pretty accurate when it shows the story, again, of so many of us. you know, like music and english, but also predominantly speak spanish. my first language i learned was spanish. it's this thing where she could sing songs in spanish but spoke in english and there were people that would think that was incredible but really it's so many of our stories. again, also what she represented. you were mentioning the fashion. i think a lot of what she brought into the scene was something that was really kind of a tribute to what so many of us used to like and wear as well. obviously, she took it to the next level. she was on stage. i wouldn't be wearing the same clothes she would be. but it's this thing where she had the hoop earrings, the bright red lipstick. she had everything that so many of us know from growing up. it's one of those things where she put it on the map for so many people that might not have known that that was a thing, that that was one of our things as well. >> chris, that image is going to endure. thank you so much for that image of you. i have to say, was there anything, in putting this all together, that most surprised you? >> oh, that's a great question. i think that just hearing so many people's different stories about their first experiences with selena and how much she has continued to resonate across generations, across cultures, i mean, every single person that contributed to this issue are all part of a generation of latinos who were, you know, children and grew up after she passed away, and yet she is still with us. i think that her legacy endures so much more than when she was alive. and to hear the stories of how much she impacted people and help guide their own paths is one of the things that has been such an incredible thing to see just how much of this there is. that's been really wonderful. >> all right. paula, thank you so much. cristella, you are staying with me. in neefd a dire resolution. crews will get that stuck ship in the suchlt ez canal moving again. want to bet?
