Charged in the killing of george floyd. But we start with the battle over Voting Rights and the backlash facing georgias republican governor after he signed into law a bill that limits Voting Access. Nbcs Vaughn Hillyard is on capitol hill and joins me now. Vaughn, its good to see you. Whats the latest . Whats the latest reaction from lawmakers and from democrats . What are they prepared to do about this . Reporter its clear that Voting Rights will come to a head up here on capitol hill. The House Of Representatives already passed hr1 which would be the largest expansion of Voting Rights and Voting Access dating to the 1960s. That bill has already passed the House Of Representatives. Its a matter of the Senate Taking up the bill. But theres also the john lewis Voting Rights advancement act which would essentially over a great number of states require states like georgia, that attempt to make Voting Changes to their laws, get prior approval from either the federal courts or from the Department Of Justice to keep this sort of legislation that we have seen passed and signed into law in georgia from taking place without that federal oversight. But hr1, the for the people act, would require two weeks of early voting in states. It would also require states to have dropoff ballot locations. That georgia legislation signed into law this week would prevent folks from dropping off their Absentee Ballots in the final four days of an election. I want to let you hear from senator pat toomey, republican, this morning but as well as senator Raphael Warnock. The two sides in the senate talking about the future of Voting Rights. You look at the georgia law, theres no voter suppression. So this has been a false narrative entirely, chuck, and im afraid its all about trying to get rid of the filibuster. The filibuster at the end of the day is about Minority Rights in the senate. How are you going to insist on protecting Minority Rights in the senate while refusing to protect Minority Rights in society . Reporter democrats see this as their opportunity. Youre talking about the fundamental access to the ballot box. Just seeing how narrow the results were in georgia, in arizona, some of these states that are trying and in the case of georgia have passed these measures that make it more difficult to get access to the ballot box. That is where you see this coming to a head. You heard Raphael Warnock make the case that this is on republicans to seek out and to make sure that voters across this country have access to the ballot box there. At the same time, you see requiring 60 votes to pass a for the people act or pass the john lewis advancement Voting Rights act here. And that is where this challenge is going to be for democrats. We should note there is a potential that joe manchin and Kyrsten Sinema could kill the filibuster to pass these sort of measures and in large part because it comes down to the redrawing of district lines. That is happening this year and as part of hr1, geoff, it would require states to have independent redistricting positions so there would be less gerrymandering taking place and that is why there is the urgency to get these pieces of legislation passed. Its a story well keep following very closely. Vaughn, thanks for that. Now to minneapolis where the world will be watching as Opening Statements start tomorrow in the trial of former Police Officer Derek Chauvin whos facing murder and manslaughter charges in the death of george floyd. Lets bring in nbcs Shaquille Brewster with more on what we can expect. Shaq, whats the latest . Reporter well see prosecutors begin to lay out their case against exofficer Derek Chauvin, accused of killing george floyd. We know that court will gavel into session about 9 00 a. M. Central time. The judge will come, make a quick statement and then hell swear in the jury of about 14 jurors. We know that 15 were selected over the course of jury selection. That one jury will be dismissed if the other 14 show up. We know nine are women, the others are men. We know that eight of them that will be seated in the 14panel pool or 14member pool will be white. Four are white and two identify as mixed race. Once that jury panel is officially seated, then well hear Opening Statements from the prosecution. And what lawyers and attorneys who have argued in this county before warn me is that you wont see that law and order, that dramatic emotional moment in the Opening Statements, or at least thats not what is expected. Instead this will be somewhat of a road map for the jury and lay out what this case will look like and what will be to come as this trial continues. As thats happening inside the courtroom, we know that outside the courtroom we are expecting some protests. Protests largely according to the police chief exclusively have been peaceful so far during the course of this trial. We know were expecting some protests later today as well. But well expect those protests and expect those Security Parameters that weve been seeing. The barbed wire, the fencing. You see some of that behind me. The mayor is warning over the next couple of days and weeks youll see an escalation in what theyre calling Operation Safety Net which is a multiagency effort. That will scale up and youll expect that National Guard presence to escalate. So tomorrow the jury gets sworn in and we may by afternoon actually hear some witnesses. Geoff. People are still talking about this case of a 9yearold girl from guatemala who recently died, overtaken by the current in the river here after she traveled to this country with her mother and very small brother. Just last night i was in nearby mission, texas, in a Waterfront Community there. I met people, including a child, who told me that they saw an adult male migrant wash up dead essentially in their backyards. I share those pretty horrific stories with you because here when you talk to folks, it feels quite different from some of the political tug of war around the border story nationally. Here people see the real human toll of all of this and see the desperation that people feel trying to make it to this country. Take a listen to what representative Veronica Escobar said on msnbc earlier today. Our crisis is not necessarily at the border. Yes, this is where we are seeing the consequences of whats happening. The real crisis is outside our border and requires a real significant effort to get to the root causes of migration. If we dont do that, this will never end. Well keep talking about this. Lawyers and advocates that ive spoken to echo what we heard her there say, our enforcement becomes futile as long as we cant address whats going on in their home countries. That is people feel they are escaping perilous situations and have no other choice but to come to the u. S. , geoff. Antonia, its a great point that you make. Right now rescue crews are growing more desperate by the hour in the suez canal hoping todays full moon and full tide can help the cargo ship blocking it. Kavita patel. Its great to see you, as always. Lets start with what we heard from dr. Birx. Shes basically saying more than 400,000 deaths in this country were effectively preventible. Whats your reaction to that . Its good to be with you and honestly its depressing and distressing and fill in any adjective thats similar because its exactly what weve worried about and now not only is she reinforcing it which i have to say its a little for all those people who unfortunately died and their families as well as people who have been sick, its a little bit too late to hear that. I appreciate the message, but it is distressing and validated also, geoff, in other studies so its consistent with what weve heard from epidemiologists and other Public Health officials. I want to ask you about the present day, because right now you have the cdc director, dr. Rochelle walensky, shes warning that the u. S. Could be on the cusp of another surge. As of right now covid cases, according to the cases nationwide, have climbed by more than 7 and we are reporting a sevenday average of 70,000 new cases per day. On january 11th at the height of the surge it was 250,000 new cases per day. Looking at all of these numbers and unpacking this data, how much time do you think we have to control the current uptick in cases before we could see another sort of surge again like this . Yeah, its interesting because the real kind of conundrum here is that we are doing, as you kind of brought in the intro, an incredible job with our vaccination phase, so much so that were leading many other countries, the eu and many other nations. Without that Vaccination Case, we would 100 see not only the surge like at christmas time but perhaps even worse because of these new variants. What were looking at now with the continuous pace, and President Bidens goal of 200 million by 100 is were likely going to continue to see increases and also to level set the number of new cases, as you point out, still rivals what we saw northeast, west coast and midwest, which is exactly where were seeing increases in cases now. So i think if we can continue with this Vaccination Case aggressively, well blunt that a little bit, geoff. Make no mistake now were seeing younger people in the hospital because the majority of older people have been vaccinated, so theyre not hospitalized and not dying but were seeing younger people. Were also worried about people that cant get vaccinated because of logistics or distrust or for whatever reason. Theyre getting potentially a second infection because their immunity has waned over the course of the last year plus. So i do think the next six to eight weeks will be critical. Then hopefully we will have vaccinated the majority of people and gotten past the most critical threats from any surge of this size. When you talk about the uptick in virus among younger people, do you think the administration or i guess the administration already has oPresident Biden has already said by may 1st he wants all adults to be have access to the vaccine, it really comes down to what states are doing. Should states rethink their vaccination strategies. Yeah, i think states are trying to. Yes, the bottom line is yes. States should geoff, im going to point out something that baffles many of us physicians to this day. We havent seen pregnant women being categorized as higher priority even though the data is overwhelming. States need to do as much as possible to get 24 7 vaccinations. We still have parts of the country that have trouble getting literally around the clock operations. Thats why the money from the stimulus will help. But were going to have this resistant pool, im sure of it. Its the same people who dont want to wear masks or feel like they can celebrate the way they have been in bars and restaurants who might not see the urgency. I think a little bit of a nudge to kind of open up the ability to travel, the ability to attend classes in person, those are going to help us, ike, get through that last mile so im more optimistic than pessimistic about the whole thing but it is going to take a lot more effort by the state and the feds working with them. I was going to ask you that in the seconds we have left. When President Biden says he would hope by july 4th there would be some semblance of normalcy, do you think thats realistic at this point . I do, i do. Listen, for me, geoff, normal is being able to gather with friends and not have that fear hanging over you. I think thats realistic. But i think the world will have to be vaccinated before we have that complete sigh of relief. Remember, america being vaccinated alone will not cut it. We need to be realistic about that. Thats at least what a new study of state level bills introduced this year shared exclusively with nbc news suggests. Joining me now to break down its findings and what it could mean for the future of reproductive rights is nbc news. Com reporter enclos chloe atkins. What are the biggest takeaway from this study . State lawmakers around the country are ramping up efforts to limit and restrict abortion access. In the report we found that over 500 Abortion Restrictions and bans have been introduced this year in 2021. Thats compared to around 300 in 2019 so thats a big jump in numbers that were seeing of the and whats really driving this burst in activity is, first, a shift in the Supreme Court. With a conservative majority in the highest court, State Lawmakers see it as their moment. They want to, you know, have their bill, their law be the one that really overturns or weakens roe v. Wade. Second is a new administration. You know, State Lawmakers, theyre seeing the Biden Administration really rolling back several of the trump administrations restrictive abortion regulations. So they want to make a statement and they want to push back and really push forward and restrict access. Help us understand how quickly some of these restrictive measures have been put in place, especially in conservativeleaning states. Absolutely. So far, 12 Abortion Restrictions have been enacted this year compared to only one in 2019. And again, that really speaks to lawmakers feeling energized and emboldened by this new Political Landscape and this new court. One state that really sticks out is south carolina. They passed a law that would ban nearly all abortions, making it the first state to pass an antiabortion law this year. Another one is arkansas. They recently passed a total ban on all abortions unless the womans life is in danger. So, you know, we had the governor of arkansas speak out recently and admitted that this law is actually in fact unconstitutional. But they say it is a vehicle that they want to use for the Supreme Court to overturn roe v. Wade. Chloe, as i understand it, even in blue states that have taken steps to really preserve reproductive rights, youve got conservative lawmakers in some of those states that are trying to add antiabortion language to state constitutions. Whats the overall impact of that . Absolutely. So these constitutional amendments really set the stage for a postroe v. Wade world. So far 14 antiabortion constitutional amendments have been introduced this year and thats more than three times the amount in 2019. So if these constitutional amendments are approved by voters and if the Supreme Court does overturn roe v. Wade, the language in the states constitution that says theres no right to an abortion or the funding of an abortion would make it extremely difficult to strike down any of these Abortion Restrictions or abortion bans in state courts. So we already saw kansas legislators pass a constitutional amendment and next year in 2022, voters will directly weigh in on the ballot. Im sure we will see a lot of states follow in the same direction. Absolutely. Chloe atkins, thanks for that reporting. The fight for the basic american right to vote is heating up once again as georgia attempts to take it away, disproportionately affecting voters of color. The new law restricting voting is drawing huge backlash. The president of the Major League Baseball union says players are already talking about moving the allstar game out of georgia. And calls are growing for a boycott of georgiabased Companies Like cocacola, unless these Companies Speak out against this law. Also fighting back and trying to expand the right to vote is the Nonprofit Group vote. Org. Im joined by the president of that group, Andrea Hailey. Good afternoon to you. As we start this conversation, i want to remind everybody about what is in this new law. It makes it a crime to provide food and water to voters in line. There can be unlimited challenges to a voters registration. It expands georgias legislatures power over elections and removes the Secretary Of State from his or her role as chair of the elections board. As you know, georgia is far from alone. There are some 253 bills targeting access right now in 43 states. So what does the fight against this look like . You know, i think the fight against this looks like what Major League Baseball is considering right in this moment in time. Really want to commending the players for the conversations that theyre having, and also to other Companies Say you have to live your values. This is a moment in time when our u. S. Democracy itself is on the line. And so companies are going to have to decide whether they are going to stand on the side of democracy or whether theyre going to go ahead and support restrictive laws that would restrict access to the very people who the companies are often serving. So i think that this is a time at vote. Org where were looking to the 1,000 companies that have joined us in electionday. Org and were asking them to take a pledge to divest from campaigns of people who support antidemocratic legislation. Georgias election official, gabriel sterling, he says that this new law is in many ways revenge for the georgia Secretary Of State standing up to donald trump. Take a look at this. I think that that was done in large part for some political reasons because former President Trump was upset about how this happened and a lot of republicans were upset about it and a lot of them put the blame squarely on my boss. I think its unfair. But at the same time it doesnt mean other parts of this bill dont do good things. I think thats a bad thing. So what are your thoughts about that . Hes absolutely right. This new bill has made it so the secretary of States Office is less effective and can make it so the legislature can essentially overturn Election Results if they dont like them. Thats really the most terrifying part of this bill. The most cruel part of this bill is the way they want to deny food and water to people who have to stand in hourslong lines at the polls. At vote. Org we served over 32,000 meals to voters this year and anybody who was in the area around polling locations, people who wanted to bring their families by and things like that. We know this bill is both cruel and extremely powerful in the way that you can take over election offices. And your group also supports the for the people act that was passed by the house. You say it makes it easier for eligible voters to cast a ballot and that should not be controversial. Voter suppression efforts still target black communities and young people. Workers too often have to choose between their paycheck and their vote. So how are you trying to marshal support at the National Level given that as weve talked about so often now, these two Voting Rights bills are going to run headlong into the filibuster in the senate potentially . Well, the American People wanting to see free and Fair Elections. They want our democracy protected. People on both sides of the aisle wanting to know that access to the ballot box exists. Nobody wants to lose their voice and their democracy. A way to deal with a lot of the things were seeing roll across 43 states in our country right now is to look to the federal government to say now is the time to reinforce our democracy. Now is the time to take action. And so we are encouraging at vote. Org the 34 Million People who use our platform to contact their senators, to contact the members of the house that already have supported pro democracy reform. We have a Once In A Lifetime opportunity here to really safeguard our democracy and were letting voters now now is the time to tell your elected officials you want to have a free and Fair Election and you want Election Integrity now and into the future. So our plan is to make sure that people of every state know whats happening in their state and theyre also aware of actions that they can take to make sure that theyre supporting these federal bills. As a woman who has played sports my entire life, i know that the threats to womens and girls sports are lack of funding, resources and media coverage, Sexual Harassment and unequal pay. What do you make of rapinoes statement that these are bills that are trying to solve a problem that doesnt exist . I think thats 100 honestly. The New York Times took a closer look at this issue and asked the ncaa how many trans women participate in womens sports at all levels and they found that out of about 200,000 total athletes, only about 50 of them in a given year of trans. I dont think this is a serious issue. Trans women have been allowed to compete as women in some form in the olympics since 2004 and theres never actually even been an openly trans olympian that qualified. I dont think this is an issue and just another way for republican legislators to go after transgender children. In one of the main arguments against transgender children participating in sports is that they have an unfair advantage over other athletes. Governor lee actually said when he signed the bill into law, he said that this ensures fair competition. What did you find in your reporting about that . I find that this is a commonly misunderstood issue. What ends up happening is, is people substitute the words Transgender Girl and transgender women for men and boys and i think there needs to be a distinction drawn. Transgender women and Transgender Girls do not have mens bodies, especially after they start Hormone Treatment or puberty blockers. What we really need is more robust science into whats actually happening in the bodies of trans women before we can definitively say theres a, quote unquote, biological advantage. And we should say its not just lawmakers from the 30 states, this is also being talked about at the federal level, because when the recent covid bill was being debated, you had senator Tommy Tuberville who introduced an amendment to deny funding to schools that allow transgender kids to play sports. That failed but i think it shows how widespread this effort is. Is this sort of the latest evolution of the gop cultural war . Thats exactly right. After marriage equality, the gop and social conservatives took direct aim at the Trans Community. This is an extension of that fight. If you remember back in 2016 there were the bathroom bills, North Carolina passed one, texas debated one for several years. Ultimately those Bathroom Bill Initiatives failed. But they have since moved on and now theyre starting to target health care for both trans kids and trans adults. In the state of arkansas theyre debating a bill over that particular issue, but they failed repeatedly to attack the Trans Community and this is a narrative that they have founding Popular Support for. So i think youll ending up seeing this be an issue for a while to come. You talked about arkansas considering that Health Care Bill as it relates to transgender americans. How likely is that to pass, do you think, based on your reporting . I think its pretty likely to pass. They already passed a bill that allowed medical providers to deny any treatment to any lgbt individual, so i dont see why they wouldnt take that one step further with an even more directed bill to trans people.
