All, with high stakes. Voting rights. Immigration. And gun control. First, voting. In georgia, tensions remain high over voting restrictions. Today, hundreds of people gathered to protest an overhaul of the States Election rules. On thursday, Governor Brian Kemp signed the republicanled bill into law. It sets new rules for absentee voting, and bans giving food or water to voters, who are in line near a polling station. Civilrights groups have already filed lawsuits, challenging this law. Democratic state representative, bee nguyen, will join us in just a moment. As for immigration, yesterday, Congressional Democrats and republicans took dueling trips to the border. The influx of people seeking asylum shows no signs of slowing down. Congressman Joaquin Castro of texas led a democratic delegation to a facility in carrizo springs. Thats about 30 miles from the mexican border. The lawmakers seemed satisfy with the conditions they saw. About four hours south of them, in the rio grande valley, republicans had a very different reaction. All of us, today, witnessed the biden cages. President biden ignored the advice of professionals, blew up all these reforms. And now, we have got this crisis. What President Biden is doing is bone deep, down to the narrow, stupid. Vice president harris, this is your job to fix. I promise you i will work with you but you cannot possibly understand your job, unless you come here. As for gun violence, three people are in custody, in virginia beach, after a string of shootings last night. Excuse me, two are in custody. One is being sought. The shootings near the ocean front killed two people and injured eight others. Meanwhile, the nation is still mourning the eight People Killed in atlanta and ten killed in boulder. All dead from Mass Shootings. Democrats are calling for the expansion of background checks. The house has already passed two bills, aimed at closing loopholes. They have yet to pass the senate. Possibly, with the filibuster to overcome. These three stories, and covid, were the backdrop for President Bidens firstsolo news conference, which he held on thursday. He talked about the importance of establishing legislative priorities. But the next priority on his list came as a bit of a surprise. The next, Major Initiative is, and i will be announcing it friday in pittsburgh, in detail, is to rebuild the infrastructure both physical and Technological Infrastructure in this country. So that we can compete, and create significant numbers of really goodpaying jobs. Infrastructure . Whats the strategy behind making that the next legislative priority . Well get into that, later in the program. But we begin with those newvoting restrictions. Georgia is one of 43 states where republican lawmakers have introduced similar legislation. Georgia senator Raphael Warnock reacted to this last night with rachel maddow. If you think that this is something happening down in georgia, you are misapprehending the moment that we are living in. This is a defining moment for the american democracy. If this is happening in the State Capitol in georgia, it will not take very long for it to visit a State Capitol near you. Joining us now is Georgia State representative, bee nguyen. Her district includes parts of southeast atlanta. Representative nguyen, good evening. Good evening. Thank you for having me on here, tonight. You were at a protest, in atlanta, today. Tell us some of what you heard from the folks who were there. You know, were hearing the same things that we have heard all year. And the same things that we typically hear, in georgia, which is georgia republicans want to suppress the vote of black and brown voters. And we know that to be true, historically. And we certainly know that it is true with this new legislation. And what we want to see is republicans passing policy and legislation that will actually help the lives of georgians. And they are refusing to do so. They know they have nothing to offer voters. And therefore, because they dont have anything meaningful, like expanding access to healthcare, fully funding our public education. And and rolling out our vaccines. They are, instead, choosing to find ways to cheat to win, because they dont have anything to offer the voters in the state of georgia. Last night, on our program on peacock, we heard from Gabriel Sterling who is one of the topelections officials in georgia. And he argued that the law had parts that he did not like. He acknowledged that there is a lot of partisan politics baked into this. But, he did say that the claims that this is designed to disenfranchise people, and to exert more partisan control over elections were misplaced. Here is part of what mr. Sterling said. So, i want to make sure were were clear about that. Youre confident that political appointees, in the legislature, the governor, could not use this new law to essentially rig the system . That, that is impossible, under the wording of this new law . I think, itd be extremely difficult and unlikely. And if somebody tried it, i got a feeling that, joshua, you and every other journalist in the country would say what the heck are you doing . Because its and the thing is its a long process. There is a lot of due process involved. Its not like a snap thing that can just happen. We have years of counties in this state that have made mistakes and really damaged voters ability to vote. Just to be clear, part of what we were talking about is is that his boss, georgia Secretary Of State, has been removed as the head of the state election board. And now, that role is appointed by more partisan players, though intended to be a nonpartisan job. How do you respond to what mr. Sterling said . The Secretary Of State has a history of deflecting responsibility for the way our elections have been run in this state. He has always blamed localElection Boards for long lines, lack of access to equipment. And instead of stepping up and taking responsibility, we see that he is supporting this massive votersuppression law that strips him of his power. I mean, he cant even stand up for himself. So, why would we expect him to stand up for the state of georgia . And the effort for the state to take over the local Election Boards is dangerous. It is dangerous in nature. That would enable republicans to appoint partisan local Election Boards in all159 counties, which now have a Balance Of Power in the Election Boards. And as we saw last year, the localElection Boards were instrumental because they were the ones, who chose to certify the results of a legitimate election. And they were also the ones who decided to overturn the challenges to pull people off the voter rolls in lastminute attempts for republicans to make sure democrats wouldnt be able to vote in 2021. With regards to your colleague representative park cannon, she was arrested while she was knocking on the governors door during his televisedsigning ceremony, which we should note, was televised through Georgia Public Broadcasting but wasnt an media event where he could be asked questions. There are a lot of people, her included, who are concerned about what this might mean for the future of voting in georgia. How do you see the future of voting in georgia with this law now in effect . We are in a really dangerous position in the state of georgia. And i think all of us have to remember that the votersuppression bill that was passed was predicated on a lie. A lie, that the Secretary Of State, the governor, and the lieutenant governor, know very well to be untrue. They have told the voters in georgia we have the most secure election in our history. And yet, they allowed this to happen. And they are allowing this to happen because republicans have built a radical base that is being controlled by a oneterm president. And we see that this is a dangerous aversion of democracy. And we take steps to undo rights that have been fought for in this country, that is going to be harmful for everybody and it is irrepable. And very briefly, before i let you go. You mentioned the lie on which this was based. Mr. Sterling did use the phrase, the big lie, to describe Donald Trumps accusations about widespreadvoter fraud, which are untrue. Do you think there are any honest brokers, among the republicans in the state of georgia, in terms of trying to ensure that elections are fair and open . At least mr. Sterling continues to, steadfastly, argue that the elections were secure and that the claims of fraud were lies. He needs to back up his words, with his actions. And the fact that every single black elected official on both the house and the senate side voted against this bill. And was unequivocal in in stating that this will make it hard for black and brown voters in the state of georgia. And yet, the governor, the Secretary Of State, and the lieutenant governor, allowed this to happen. So, i think, that, yes, behind closed doors, they know exactly what theyre doing. They know the election wasnt stolen. But they know that they will be running statewide in 2022. And quite frankly, you cannot gerrymander statewide races. So this is their attempt to hold onto power and control, at the expense of democracy. Georgia state rep, bee nguyen, appreciate you making time tonight. Thank you very much. Thank you so much. Lets continue now with tia mitchell. Washington correspondent for the Atlanta Journal constitution and michael j. Moore, former u. S. Attorney in georgia. Good to see you, both. Tia, let me start with you. Can you give us just a top line of this bill . One of the things mr. Sterling was arguing is that people are going on some misconceptions about what they think is in the bill or not in the bill or things that the bill does and it doesnt do or that are being misconstrued. Are there big misconceptions about what this bill is or does that need clarifying, right off the top . I dont know if there are misconceptions. But heres the topline overview. The bill limits the use of drop boxes for absenteeballot voting. It increases voter i. D. Requirements for those who want to cast absentee ballots. It constrains when you can request an absentee ballot. It makes it illegal to bring people food or water, if theyre waiting in line to vote. It does expand early voting, during general elections. But then, it limits early voting during runoff and limits runoff periods, in general. And it also gives State Lawmakers more leeway to overtake local Election Boards in various counties. So, thats, kind of, the topline overview. And i know that that has become a talking point, particularly from governor kemp. He said, you know, people like President Biden have criticized the bill. And and and and are not reflecting it accurately. I dont know if thats the case, though. You know, one of the things thats really enraged people is the provision outlawing bringing people food and water in line. And they are just upset about what is in the bill. Michael, just hours after this bill was signed into law, we learned that lawsuits are being filed to try to overturn it. What do you think about the prospects for those lawsuits . I think theyre probably on good, solid footing to challenge the bill. I mean, look, we can tap dance around this all you want to if we are just going to twist our ankle. I mean, the bottom line of this is its a raciallymotivated bill aimed at suppressing minority vote. We just need to call it for what it is. Face it for what it is. This was not an effort by Georgia Legislature to increase peoples access to the polls. It was not an effort to smooth out the voting process. It was not an effort to address daylong lines in some of the precincts. I live in part of atlanta where you can throw a rock and theres never a line. There is some people who have to ride public transportation, walk a number of blocks, and wait in line for hours. And some kindhearted person in the assembly decided they shouldnt get a drink of water and its just its nonsensical. And so, thats why things like the Voting Rights act has been imported. But whats happened is they have essentially, for years now, have have gerrymandered their way into office. They have drawn these screwy districts all over the state of georgia and thats why we see so many republicans controlling the the the house and the senate. Well, now, we are starting to see that the gerrymandering is not going to work and that georgia is on a swing toward the democratic side. And so, they got to do something to try to make sure that they can stay in power and the way to they want to do that is to suppress minority vote. Tia, part of what is happening among House Democrats is this measure h. R. 1 that would make an array of changes to americas voting laws. What kind of impact would that have, presuming that it was able to survive the senate in Something Like its current form . Well, h. R. 1, for example, would do things like guarantee early voting. Guarantee sameday Voter Registration and and automaticVoter Registration. And, of course, coupled with kind of its sister legislation, which is h. R. 4, the john lewis Voting Rights advancement act, would reinvigorate the Voting Rights act. Reintroduce preclearance that federal review, when states like georgia want to change their election laws. The Department Of Justice would be able to review those changes, and determine whether or not they could, you know, harm black voters or voters of color. So really, its those two laws, in tandem, that democrats believe if they are passed, at the federal level, they can, you know, make sure that some of the more harmful parts of the law that they perceive in georgia would not be implemented or would have to be rolled back. Michael, i mentioned earlier that mr. Sterling did refer to whats been called the big lie as it relates to these conspiracies. Heres how he put it last night in our conversation on peacock. Theres stuff in here that i think is good and helpful. Theres stuff in here that i think is and the thing that kicked it off, no question, was originally starting with the big lie. Thats what kicked off this whole thing but thats because, listen. Elected officials respond to their electorates. Thats kind of the way the systems supposed to work. I thought it was kind of remarkable, michael, that he was willing to just call it the big lie flat out. I am wondering where you think this big lie is going to end up in a largerlegal sense. Is this the kind of thing that needs to be litigated to make it stop . Would that kind of blunt the impact of this . Or would there be much more to do, beyond that . Well, weve litigated, now, dozens of cases in courts all over the country and its been pretty clear that it all is a big lie. So, whats interesting is in georgia, the governor and other republican politicians are continuing to say this bill is about preserving integrity. And and peoples confidence in the electoral process. Well, the reason they dont have confidence is because the governor and other electedrepublican officials are lying to them. And so, they have continued to sow distrust. I mean, the problem, too, they get on these news shows. And they want to say its really not that bad. Like, theyre trying to straddle the fence and what you find is, you know, folks who tend to straddle the picket fence end up getting, you know, poked in the behind at the end of the day. I think whats going to happen. Courts going to come in. There is going to be a change, going to be a redress for what is clearly going back to the jim crowe days. And there is just no excuse for it. Think about how ridiculous this is, especially this week. Its easier to get a gun than it is to vote. And i think some of my republican friends just dont read past the Second Amendment of the constitution. Once you get to the 14th and 15th amendments of the constitution, past the Second Amendment that they are so in love with, it it guarantees people the right to be able to vote. Mexico border seeking asylum. In the last month, Border Patrol has reported an average of 5,000 undocumented immigrants per day. This week, a 9yearold girl died while trying to cross the rio grande. Yesterday, two congressional delegations visited the board. One democratic, one republican. Democrats went to an hhs center that provides temporary care for unaccompanied children. For me, it took me back to being a young kid. Just like themselves. We met, today, 13, 14, 15, 16 year olds. I, myself, was a a a child, who fled, like these kids. Im unconscionable violence. Nbcs Antonia Hilton joins us live now from the u. S. Mexico border. Antonia, tell us what you have seen so far. Good evening, joshua. Im here in mission, texas, and the logistical and humanitarian aspects of this are continuing here on the border. Just yesterday information from the government showed that about 605 unaccompanied minors were apprehended by customs and Border Patrol. Right now there are kids in hhs care. The agency that runs the shelter for children here, that has been the focus of so much attention as people have concerns about where these children are going, where they are going to be housed as they try to come into the United States. And then locally theres been a discussion of the story about this 9yearold girl who passed away. Her mother brought her and her young brother up from guatemala to the United States border and she was overtaken, essentially, by the current in the river. And, you know, its its conversations, as people here are reminded of what migrants risk in order to attempt to build a better life here in the United States, joshua. President biden has deputized Vice President Kamala Harris to oversee the effort to manage the flow of migrants at the border. Whats our sense of what the administrations options are right now . Well, the goal, apparently, for Vice President harris is going to be leading diplomatic, highlevel discussions and thats going to be between the United States, mexico, and the northern triangle. And that includes el salvador, guatemala, and honduras. And those three countries are fueling much of the migratory patterns up to our border, right now. And these are, you know, major geopolitical issues to tackle. And, you know, Vice President harris has not come and been part of the delegations here. Right now, she does not have a trip to the border scheduled publicly on her calendar. But what you can expect from this are conversations around collaboration and better enforcement and that doesnt just mean enforcement at our border. That means increased enforcement at other International Borders leading up to ours along that journey. And, you know, part of the reason that, you know, she has is sort of waiting i people believe to come here. Is, in part, because those conversations require much more than just riding on a boat along the rio grande or or touring a facility. These are highlevel discussions and International Conversations about patterns that, frankly, have been in place now for years, not just the last couple weeks, joshua. And its going to require a lot more than just work on the u. S. Side of the border. Well, since you mention those patterns, before i let you go. We should note there are a number of factors, antonia, that have kind of led led these migrations to begin over the last few years. Some of which, the president said can be addressed closer at the source, to prevent people from even wanting to make the journey. And thats completely right. I mean i have actually spent for the last couple years a decent amount of time reporting in guatemala. And, you know, depends how much time you have because its a complicated story. But to spell out some pieces of it here, you know, these migrants are coming from countries with extreme differences between the wealthy and the poor. There are vast amounts of people in abject poverty and in the areas in which many of these migrants originally come from, there is extreme corruption. Theres extremegang violence and gangs control a lot of the economic livelihood for people there. Ive interviewed people, myself, who told me that they felt compelled to bring their children to the border because they were threatened by gangs. Their children were being recruited into gangs and their lives were at risk. And so, again, you know, to bring it back to the story of this 9yearold girl thats gotten so much attention this week, you know, as you speak to the families and when you also speak to advocates and lawyers who work with them. What you are reminded of is so long as the conditions in these countries remain dangerous and violent in some cases and potentially inhospitable. People are going to continue making the calculated risk to come here to the border even with all that information, joshua. How can we make social media socially responsible . Its a big challenge, especially after the attack on the capitol. That is partly why Congress Held a hearing on thursday with the heads of facebook, google and twitter. Mark zuckerberg, sundar pichai, and jack dorsey, testified between two committees, two subcommittees for five and a half hours. The topic . Their companies involvement with the spread of disinformation. These tech ceos have been testifying on capitol hill more frequently but this was the first hearing since the insurrection. Members asked them about the role their companies played leading up to january 6th. Only dr. Dorsey of twitter took responsibility. I want to start by asking all three of you, if your platform bears some responsibility for disseminating disinformation, related to the election and the stop the steal movement that led to the attack on the capitol. Just a yes or no answer. Mr. Zuckerberg. Chairman, i mr. Pichai, yes or no . We always feel a deep sense of responsibility but i think we worked hard this election. One of our most substantive efforts. Is that a yes or a no . Congressman, its a complex question. We okay, well move on. Mr. Dorsey . Yes, but you also have to take into consideration a broader ecosystem. Lets discuss it with molly wood, the host and Senior Editor of Marketplace Tech from American Public media. Molly, good to see you. Welcome. Thanks for having me, joshua. So what does that answer tell us from mr. Zuckerberg, pichai, and dorsey . The kind of similarly broad answer, but only jack dorsey being willing to say yes. Yeah. I mean, you can imagine why the ceo of a majortech company would not want to say yes to that question. And so i think that they are rightfully, pointing out that its a complicated ecosystem, that includes Human Behavior and politics and political rhetoric. But the simple fact is that jack dorsey and probably the other two know, very well, that their platforms do play a role. That the algorithms that amplify that content and make it more powerful are, absolutely, part of that complicated ecosystem. One of the things thats in the backdrop of this is this push to regulate social media, that is coming from Social Networks themselves. Facebooks been running a bunch of ads. I have been seeing them, i dont know if you have been seeing them. That basically say the internets come a long way since we had a brick phone. Basically, they have a list of things they would like to be regulated on. What do you make of that effort . That Silicon Valley is saying, please, come regulate us . It would certainly make their jobs easier. I dont think that anybody should believe they want regulation to the letter of their list. And i dont think that lawmakers should craft it based on that list. Thats a mistake thats been made before with lots of industries. But it is very true, we are in a point where there really arent that many rules. And there are, at this point, rules coming from states, rules coming from Different Countries. Rules that are starting to be in conflict with each other, based on what states and Different Countries are saying. And so, certainly, if there were some federal standards around privacy, around potentially hate speech, around what kind of advertising can be targeted and to whom. It would make their jobs easier, and probably reduce the number of times that they have to appear before congress. Molly, do you get the sense that Silicon Valley, for lack of a better term, is beginning to get it . I mean, i lived in the San Francisco bay area for six and a half years before i came back east. And i remember at the time when some of these questions were being asked, a lot of people i knew in tech were like, but were trying to help. We didnt build this thing to cause trouble. Were just trying to help. And now, were learning more about how tiktok is being used to to put Extremist Rhetoric toward younger and younger people. Do you get the sense that Silicon Valley kind of get what the problem is now . I think that Silicon Valley gets that there is danger in continuing on this path. Im not, 100 , sure that theyre convinced that the problem lies with them or even that they are the problem. In fact you heard i think for the first time in this court of series of hearings, you actually heard Mark Zuckerberg really push back. And sort of say, look, its the media that is to blame here. It is society that is to blame here. I actually think that while they simultaneously understand that regulation is certain. And that User Sentiment is starting to turn against them, and thats a potential danger for their business. Theyre also starting to seem a little annoyed by it. What do you think this regulation might look like . Like, is there a particular aspect of regulating social media networks, Social Networks that looks like its gaining steam or is it all still very much on the Drawing Board . I think, its tricky. And i think its still, very much, up in the air. What i do see, though, is that the quality of the questions is Getting Better. I mean we just a few years back, had senators asking Mark Zuckerberg, how do you make money if you dont charge for your product . And he responded, senator, we sell ads. I remember that. Oh, my god. That was one of those moments where it was like, you have one job. Read the notes from your staff. You have one job. Oh, my goodness, gracious. Exactly, it was an amazing moment. But i actually thought it was a very revealing moment because Mark Zuckerberg didnt say my job is to connect people. Or build community. He said, my job is to sell ads. And i do think future regulation is going to include that business model. How much data can you collect and how can you target these ads . Are you going to be allowed, in the future, to say, oh, you clicked on this video that seems to suggest that maybe women are not cool. Or the election was stolen. Let me show you 30more videos just like that, in increasingly extreme fashion. The congress of the United States is starting to figure out that its not just that you have a bunch of people online saying whatever they want. Its that you have a bunch of people online saying whatever they want making money from saying increasingly extreme things and alorithm behind it programs, software, computers, that are saying, people seem to like this really extreme but very engaging content. Lets give them more. So, as we start to untangle those problems maybe we actually do have targeted solutions that arent so much about saying youre not allowed to say this, this or this. And im always happy to talk about equal pay for equal work. Im glad. Youre right. So far behind. Well, im glad you are here because i wonder if you see anything in the law, that gives you any belief that were advancing . Are things Getting Better . Or are we, kind of, where we were when that law was signed . We were Getting Better. And we were making it headway. And we were making a lot of strides because, in fact, when actually, when the Wall Street Journal did an article about the ledbetter bill when it passed. They said, then, that they hoped the corporations and employers would look at it. And start looking at their programs and procedures, and do what they needed to do to correct it in their firms. And it did. It got a little better but its were not there yet. And, of course, the pandemic has just really pulled the rug out from under us. Talk about the pandemic a bit more. Im glad you brought that up. There is so many signs that this pandemic has been very gender specific. That its been way worse for women than its been for men in a number of different ways. Absolutely. So many women have lost their jobs. So many women even had to just give up their jobs in order to stay home and and home school their children because they had nowhere or anyone to help them. And they had to give up their jobs, and probably, if they cashed in all of their retirements and they drew out all of their savings. They are now back just like they was were in the beginning, there from scratch one, so to speak. Theyve got to start over, on bottom. And work their way back up. And this is hard. In other words, when they go get a job and go back in the workforce, theyll be on bottom again and have to work their way up. Yeah. And we should, also, note, with regard to that the figure that we mentioned. The genderpay gap is at 82 . Thats overall. If you break that down by race, its different than that. We find that, you know, black, native american, and Hispanic Women earn 63 , 60, or 55 of white mens wages, respectively. I mean, the gaps mean that that same date, we said march 24th, for latinas in this country, it would take until october to achieve equal pay for what a man earned last year. Ms. Ledbetter, what is the main thing you would like to see more employers do right now to address this gap . Is it just a matter of doing the math . And equalizing the pay . Or is there more to it that needs to be done . Thats a lot of it. And in fact, that article, way back, 2009, if the employers had adhered to that. And started looking at their policies and their companys procedures. And some companies have done that. In fact, id like to use salesforce for an example because they did it. They had two women in their firm who went to the top. And told the head, marc benioff, they didnt think the people were being treated fairly and equitably. And when they did an analyzation, it cost em millions of dollars to equal everybody out. But when they buy new firms, they continue to do that. And the people know that theyre being treated fairly, according to their job, their classification, their education, and what they bring and contribute. And thats what its about. And that will make a company or a corporation very successful. And it will give them a great reputation in the community, with their product or their service, whichever it is. Then, theyll be number one, as far as respect. And this helps the families, and it helps corporate america. Briefly, before i have to let you go. Im so glad you brought up the women in salesforce who went to the ceo, marc benioff, and demanded equal pay. For women who may be watching this right now and thinking, i know there is a problem at work but im not sure what to say. Or how to say it when i go to my boss. Who may be feeling nervous, uncomfortable, anxious, about even asking the question. What would you say to them, before we go . I would advise them to do it the proper way. And to have a mentor, or have someone not just one person do it in the beginning because they might end up getting a pink slip. And losing their job and losing gains that they have already made. But if its done the right way, employers cant argue. And i have gone to several corporations in the north and spoke. That i would ask for could i fill out a resume before i left . Because their policies and procedures was so good. And there are a lot of states who are passing these bills and laws now. New jersey has a fantastic one. Delaware has one. New mexico had one years ago. California. And the states have a little better control. So, if you are in one of those states, you can do better. But the states are helping us out with that.
