we have a team of reporters and analysts following the latest right now. we begin in atlanta, georgia, the epicenter of the battle over election laws. josh lederman is there for us. josh, good morning. any new reaction from democratic lawmakers in georgia? what are they saying? >> reporter: that's right. georgia democrats from both the house and senate are saying, if you think that what is taking place with this new voting law is limited to georgia, think again. they are pointing to similar efforts by republicans in states like arizona, iowa, florida, and texas to take similar measures to restrict access to the ballot box to say that this is a concerted nationwide attempt by republicans to try to change the rules of the game after republicans lost the senate and the white house in november. i want you to hear from two georgia democrats, senator raphael warnock and congresswoman nick kima williams. take a listen. >> these are politicians who are trying to hold on to power. that's what this is. it's a power struggle. and they decided that they are going to hold on to power no matter what. >> if this does not take your mind back to the days of the jim crow south, i don't know what is. you are preventing black and brown people and new voters from voting and casting their constitutional right to vote. >> and so the fight moves now to the courts where a federal lawsuit has already been filed by a coalition of voting rights groups to try to stop this new law. it also moves back to washington in the u.s. capitol where lawmakers are saying that what's really needed now to try to stop these kinds of measures across the country is federal legislation such as the john lewis voting rights act, hr1. of course, those measures, unlikely be able to pass unless democrats decide to try to do something about the filibuster, lindsey. >> and i want to ask quickly about former president trump, who weighed in on the new georgia law. in fact, touting the law not on twitter, but i believe in a statement. >> yeah, that's right. president trump weighing in with a written statement, congratulating republicans here in georgia for passing this law and saying they learned from the travesty of the 2020 presidential election which can never be allowed to happen again. too bad these changes could not have been done sooner. other republicans, including some here in georgia, say that democrats have been basically misleading people about what is actually in this law. they say that it actually creates some new opportunities to vote that didn't exist before. what they are pointing to are new opportunities for early voting and for absentee ballots created as a result of the covid-19 pandemic which are now being codified into law by this new law. of course, far less than what democrats are saying is needed to make sure that everyone here in georgia has access to the ballot. >> josh lederman from atlanta. thank you. >> with us right now is the democratic congresswoman madeleine dean representing the 4th district, northwest of philadelphia. congresswoman, thank you for being here. republican lawmakers in 43 states are introducing, look at it, it's dizzying, introducing hundreds of restrictive voting rights bills, including in your state. how do you and your colleagues plan to fight it there? >> we will fight it by exposing it for what it is. these are all attempts to disenfranchise by way of legislating i was state representative for 6 1/2 years. we have battled these kinds of voting restrictions for more than a decade. i remember when i came in 2012 to the pennsylvania legislature they had recently passed voter i.d., tried to restrict those who could come to vote. it is a mess, of course, but we went to the courts and the pennsylvania supreme court threw this out as unconstitutional. these are desperate claims by legislators, by a party, frankly, that is desperately trying to hold on to power and will do anything, including disenfranchise you or me, in it's wake. >> we saw really a striking contrast of images there in georgia. we saw governor kemp with many men behind him as he was signing this new law in georgia. >> with all white men behind him. >> and then this. the video of the arrest of state lawmaker there representative cannon knocking on the door hre and then you see her being taken into custody. what went through your mind when you saw this video of her being dragged from the capitol here? >> again, i have been to many of these bill signings by a governor as a state representative, just like this elected official. it is outrageous. this is this woman's place of work. it was a public press conference for crying outloud. what in god's name are they doing? the contrasts are striking. it is racist. it will not stand. i did appreciate one of her comments following this ridiculous, shameful arrest. she said she dreams of the day when no one will go to jail for fighting for voting rights. she knows she won't be the last. she is sad that what is the case. i served with john lewis. i walked the edmund pettus bridge with john lewis. he said one of his last things he said to our caucus on june 4th of last year, i thought we were farther down the road to justice, and he was sad that we weren't. these are shameful moves by a republican party that is shrinking and desperate to claim power, they would disenfranchise primarily people of color or people who are poor or anybody else who gets in the wake of their attempt at power. >> and to be honest, she was dragged off, some of the folks who were rioting on capitol hill, two months earlier. president biden says he will do everything in his power to stop the efforts to restrict voting rights, but a lot of people on the left are saying he is not doing enough. do you feel as if he is actually focused on this? >> well, i do, and he read some of his statements also. he talked about the basic necessity for us to consider things with fairness and decency. if we look through that lens, none of these attempts by desperate republican-controlled legislatures meet that test of fairness and decency. >> okay. but that's not debatable. what about what the president is actually doing? >> well, he is using his bully pulpit. that is debatable, sadly. there isn't an attempt for fairness and decency. look what we went through on january 6th. the attempt to discredit electors. when you do that, when you are saying is you are throwing out millions of votes. in my state of pennsylvania, republicans attempted to throw out millions of votes. that means not just for the top of the ticket, but for everyone on down. it's illogical. it's un-american. the president, by using his voice and his bully pulpit, of course the vice president as well, is lifting up hr1, the bill that we sent to the senate, which would expand voting rights. think of the contrasts in georgia. at a time when we are struggling for justice, when we have people who are slaughtered, senselessly, as reverend warnock said. you can register and buy a gun in no time at all. heaven forbid you try to register to vote the same day and vote. >> congresswoman madeleine dean, thank you for joining us this morning. we appreciate your time. >> thank you very much. >> let's move to the breaking news on the investigation into allegations of sexual harassment against new york governor andrew cuomo. "the wall street journal" with new reporting that the state attorney general's office subpoenaed dozens of officials in cuomo's administration requesting they produce documents as part of the probe. melissa de rosa, a top official, who has been at the center of the state's pandemic response, is among those to receive a subpoena. according to the report this "the wall street journal," investigators questioned women accusing cuomo of inappropriate behavior about their interactions with de rosa. the women and their lawyers said, we have reached out for comment, by the way, and haven't yet heard back, but a lawyer representing cuomo's administration tells "the wall street journal," no one should be surprised that the ag's office is issuing requests for documents and interviewing witnesses, including many who work for the governor. good thorough and fair investigations take time. cuomo has denied all of the allegations of sexual harassment. tackling the surge at the border. lawmakers heading down to the area to see the situation themselves. we are going to have a live report from carries owe springs next. >> and on velshichy, congresswoman barbara lee of california and angie craig will join ali to discuss the surge and georgia's later attempt at voter suppression. you don't do this. we do this, together. bounce forward, with comcast business. lawmakers are making their way to el paso, texas, to meet with advocates, agents and immigrant children amid the surge at the border. two separate groups of lawmakers led by senator ted cruz and democratic congressman joaquin castro also made the trip yesterday. and those groups are blaming different administrations for why the surge is happening in the first place. suzanne gamboa is in carizzo springs to get us to speed. good morning. thank you for being with us. >> reporter: good morning, thank you for having me. >> tell me about your reporting there. we saw lawmakers at your very location yesterday. >> reporter: yes, we did. i think you really summed it up well with the introduction. it was really a stark illustration of just the big divide that is going on over this issue. joaquin castro was here at this facility, called an influx care facility is the official name in carizzo springs. it used to be a place for oil workers when a lot of oil drilling was going on here, not so much anymore, and it opened up during the trump administration, closed for a while. the biden administration opened it up again to take in some of these young children or -- these are actually, a lot of them are teenagers, is what we were told by the legislators, the congress members, that come in from border patrol and come here, and we just had a long line of about 15 coach-style buses. you can hear one in the background that were just -- that pulled up along this road and pulled up to the entrance of this care facility. so we are not sure, but we think maybe some of these children may be moving on from here to the next stop. >> and, suzanne, we know that previous administrations have seen surges right now, but we also know that the numbers do support the fact that there is an increase in unaccompanied minor children coming across the border right now. and you have reported extensively on the reasons why. we only have a few more seconds with you, but can you help explain why this is making news again? >> reporter: well, one thing we have to remember is that these are the cooler months of the migration period. so it's now, everything is happening now before it gets too hot. we will probably see more through the next couple of months. there is a lot going on in central america that, there recently were hurricanes and there has been drought that has driven people to look for other work, other stuff. there is a change in the administration. people do hear from coyotes and smugglers what some people think is disinformation about whether or not the border is open. there are a lot of reasons going into this. bottom line, we have always had immigration on the border. it always happens. it always will happen. people move. immigration is a human behavior. people look for survival and they look for better lives. so that is one of the big reasons that congress members have to deal with. >> yeah, i encourage everybody to look up your reporting on msnbc.com. thank you. we are learning this morning of a tragedy on the u.s. border. border patrol officials announcing a 9-year-old immigrant child died trying to cross the rio grande. her name was magi fw e and she ground near eagle pass, texas. [ speaking in spanish ] >> you don't have to understand spanish to understand that matter's grief right there. the girl's mother spoke to telemundo about her devastating loss. joining me now is elie, a president of the national immigration forum and sarah, who is an immigration attorney and executive director of the immigrant center for human rights. welcome to both of you. sarah, starting with you, as an immigration attorney i am sure you have seen many, sadly, situations like that. it really just shows you the pain that this mother is dealing with, but also gives a sense of how much more tragedy and pain they may have left behind in order to do this sort of crossing. >> yeah, thank you so much for having us, and for covering this important issue. immigrants often are coming to the united states because of the dangerous situations in their home countries. they know that the journey is dangerous. they are not taking this journey lightly. they know there are risks. it's very costly for people to make the trip. so, you know, in the work that we do, the vast majority of people are coming for asylum and the vast majority do really have threats to their lives and well being in their home country, whether that's central america or somewhere else in the world. >> meantime, the images that we are seeing from the border are simply heartbreaking for many folks. what do they evoke in you? >> well, it's a reminder that this is ultimately about people. whether we're talking on television or in washington, d.c., oftentimes is just feels like it's happening in another world, but in reality it is happening, whether it's in the united states or literally within steps of the united states. and we really think of the biden administration, they need to move forward to establish the infrastructure, logistics and processes so people can go through a system and make sure their cases are heard in a fair and just and in a timely way. and that we hope will reduce the likelihood of tragedies like this, which are just awful. >> yeah. and there is -- there is always a spring surge when it comes to this sort of immigration, but this is the worst that we have seen in several, several years. and president biden denied that the immigrants are crossing over in record numbers because he is a nice guy. here's what he told reporters a few days ago. >> i guess i should be flattered people are coming because i'm the nice guy. 28% increase in children at the border in my administration. does anybody suggest that there was a 31% increase under trump because he was a nice guy? the reason they are coming is that it's the time they can travel with the least likelihood of dying on the way because of the heat in the desert. they are coming because of the circumstances in country. >> okay. he pointed his finger at the trump administration for the issue at the border. is it one that biden inherited, or where does the blame lie right here? that's a decision for students at rutgers university in new jersey. the school just announced this week they will require all students to get the shot if they want to come back. i spent the day at rutgers yesterday and they say this requirement is for all 71,000 students on all three campuses. it's an attempt to get close to a pre-pandemic normal. if students decline, they have to stay online. they are only offering exemptions for medical or religious reasons. and i spoke with the chief operator officer at rutgers. he tells me they see a future in which clubs, even sporting events, are back. >> we want to build the safest campus in america, and this is a tool available to us that will enable us to help do that. things are always subject to change. in the world of covid, we see these changes all the time. as a matter of fact, probably a month ago, six weeks ago, while this decision has always been under consideration, we wouldn't have been able to make it. it was really because of what we were hearing coming out of washington and the federal government about more accessibilitiability, a may 1st that president biden put out there asking states to make all adults eligible. that's really what enabled us to take this step at this point in time. >>, unfortunately, right now vaccine supply is still an issue. new jersey, like many states, don't have enough for everyone who wants one rutgers is going to be opening a clinic when they get a supply. students i spoke with say they know some of their counterparts will be concerned but this makes them feel better about returning. others may follow suit. dr. katherine gray joins me, an obstetrician at brigham and women's hospital. what do you think of this requirement at rutgers? >> i think it's a great measure to try to stem transmission of the virus. >> okay. and i want to talk to you about your research because it impacts people with kids, women in their lives. a new study that you worked on released thursday suggesting pfizer and moderna's vaccines are effective for producing antibodies in pregnant women and also in passing immunity to their babies through the umbilical cord and breast milk. such an important find here. what does this mean for the future of the pandemic and where we are? >> i think it provides great evidence for pregnant and lactating women that they will respond similarly to their pregnant productive age counterparts to the vaccine and there is likely benefit conferred through transfer of the antibodies to the blood and breast milk. >> in order to pass along through the umbilical cord or breast milk, do the women get the vaccine whale they were participating in this study or did they get the vaccine before and they are still able to pass it on? >> so in this study we looked at pregnant women who got the vaccine and of those women ten delivered during the course of our study. so we were able to look at their cord blood. and then we also recruited lactating women who already delivered previously and they had gotten the vaccine while they were breastfeeding and we looked in their breast milk. >> let's talk about the country at large. nearly two dozen states are seeing an uptick in coronavirus infections. this is not where we want to be. yet, in america everybody is itching to get out. we all have cabin fever. people are traveling now. tsa is seeing checkpoint numbers that we haven't seen since before the pandemic. people want to get back to normal. what's your advice? [typing sound] i had this hundred thousand dollar student debt. two hundred and twenty-five thousand dollars in debt. ah, sofi literally changed my life. it was the easiest application process. sofi made it so there's no tradeoff between my dreams and paying student loans. student loans don't have to take over for the rest of your life. thank you for allowing me to get my money right. georgia republicans successful effort to enact sweeping voting restrictions has under the ante and pressure on democrats it take unprecedented steps and change the rules of the u.s. senate in order to overhaul election law and expand voting access. but democrats' hopes are actually running into some manger problems. msnbc's amanda golden is on capitol hill with more on this. walk us through where we are right now. >> reporter: as you laid out, president biden urged congress to pass extensive voting reforms, election reform laws in order to counter this new restriction law that came up in georgia. he is calling on them to go forward and to push forward hr1, known as the for the people act. this was passed earlier this month in the house where it would seek to go into different details of voter restrictions and put forward reforms that would bolster against republican efforts in states like we have seep in georgia. putting the pressure on to congress, democrats in the senate need at least 50 votes of support for this bill to then ultimately be able to consider passing filibuster reform, which would block that from moving forward. and so what president biden alluded to earlier this week during his press conference is that he would first have to make sure he has those 50 democratic votes to even consider doing that. that's not the case right now in the senate. democrats in the senate do not have all 50 votes. they have 49 out of 50. senator joe manchin, west virginia, is outstanding, not onboard for hr1. he says because of concerns of the implementation of it into rural communities and he said putting forward some more bipartisan proposals that would be a part of this legislation. so the reality is not lost on president biden as we heard during his press conference when asked about the status of the filibuster. >> how is the voting affect your thinking on the filibuster? >> we'll see. the question is whether or not, you know, you have to have 50 votes. 51 votes. you have to win to be able to move the filibuster, any change in the filibuster. right now that doesn't exist. that doesn't exist. so, you know, look, the only thing i have been relatively good at in my long career in the senate is figuring out when to move and not to move. you have to have the votes. >> you hear biden expanding what he said on his press conference when asked about this yesterday and it comes as the senate right now is out on a two-week recess. no immediate action is going to be taken within the next two weeks for this legislation, but it comes with serious political consequences at stake. keep in mind with that 50/50 split had the senate, we know how divisive this issue can be especially for those seats that are so dire to democrats holding that very slim majority. keep in mind raphael warnock of georgia, who has been outspoke on this issue, is up for re-election in two years. if there is not serious reform, there is serious implications for democrats holding this majority. >> amanda golden joining us from capitol hill. thank you. and joining us right now with more on the new restrictive voting laws is country party founder and former chief strategist for president george w. bush's 2004 campaign, matthew do you. >> backlash growing over this georgia voting bill. we will show a graphic of everything it represents requiring an i.d. for an absentee ballot, limiting ballot trop box locations, banning people from handing out food and water to people in line and more. you said we have a tierney of the minority and not a democracy. the amount of people in georgia who actually support this bill and ask if this is what you mean by that. >> well, exactly. great to be here. exactly. what we have right now in this country is, including this voting rights, 75% or more of people want to make voting easier in the country. 75% or more of the people in the country want to make the major higher than it is. 75% of people or more in the country want common sense gun reform, none of which can pass in the united states senate right now. not an ounce can pass right now because of the way the structure and the way the rules and the way the traditions work. we do have a minority now in this country who are basically stopping anything from happening. so the idea of the filibuster, which was supposed to force compromise and bring us together, it's exactly achieving the pop opposite, which allows obstruction and a small minority of people to block anything from happening that the majority wants. >> you also say that the filibuster today in our polarized environment actually prevents compromise and encourages obstruction, and that americans are the ones who are suffering from this. how so? >> well, we are suffering in the -- americans are suffering right now because they all -- the vast majority of the country wants our major increase. we have watched again another gun shooting that we've seen over the last 24 hours to add with what happened in boulder, what happened outside of atlanta in the atlanta area, and every time one of these things happens, as you all know, you have done this -- you have done your shows, you get ready to do a show and then you have change your show because of another gun shooting. that's another example of a small group of people in this country are able to prevent us from doing anything on this issue. keep in mind, it happened once in new zealand and they fundamentally changed their laws after it happened one time. today it happens once a week an. now, the next presidential election in 2024, it's far away from any of us. none of us want to start thinking about that cycle yet. especially kendis. but yesterday secretary of state pompeo visited iowa. is he laying the ground work here potentially? >> i think there's a bunch of folks. as we all agree, it's way too early, this is how the cycle works. there's a bunch of folks that want to take the place of donald trump in the republican party. what fascinates me and not the individual and what pompeo might be doing in iowa, every single one of them are going to out-trump donald trump. so the party has been so taken over by his sort of -- the way he operates, how he is, which is why you see all these voting rights restrictions rolled back across the country sponsored by republicans, every republican is trying to out-do donald trump in order to be the republican nominee in 2024. that's what you will see as the competition. who can be more trump than trump. >> you have senator rick scott and tim scott who will be visiting iowa soon, and mike pence will be in south carolina in april. do you get a sense they know something that we don't, that trump might actually not run?
