democrats win the white house and the senate, georgia becomes the first state to enact restrictive, new voting measures. the question is, will they hold up in court? and the mystery out west after large streaks light up the night sky. the question is, was it something from out of this world? it is definitely "way too early" for this. ♪♪ good morning! and welcome to "way too early," the show that thinks the only thing we seem to be missing is an alien invasion! i am kasie hunt on this friday. yes, it is friday, march 26th. we will start with the news. republicans in georgia have just adopted a sweeping, new election law, just months after the state helped democrats take control of washington. fueled in large part by donald trump's big lie about election fraud, the law tightens voter i.d. requirements for absentee ballots, a direct response to the surge of mail-in ballots during the pandemic that helped joe biden narrowly defeat trump in the state. it shortens the early voting period for runoff elections. that comes after democrats raphael warnock and jon ossoff won their senate races in part because of their early leads in the runoffs. the bill also limits the number of drop boxes for returning mail-in ballots, disproportionately affecting larger districts with majority minority populations. and it allows the state to take over local elections. skeptics say that allows republicans to toss out ballots in democratic areas. the law even prohibits food and water in voting lines, another provision that targets larger districts, again, with mostly black voters, where some have to wait hours to actually cast their vote. and despite pushing back against donald trump's false claims of voter fraud, governor brian kemp wasted no time signing this bill into law. >> significant reforms to our state elections were needed. there is no doubt, there were many alarming issues with how the election was handled, and those problems, understandably, led to the crisis of confidence in the ballot box here in georgia. >> stacey abrams, whose work was credited in large part with flipping the state, blasted the new law, writing this -- "georgia republicans' shameful efforts to suppress the vote and seize electoral power through sb-202 demonstrate how critical the fight for voting rights remains. every business, political, and civic leader must stand up and make their opposition to these desperate antidemocratic laws clear. at a time when georgia ranks as the worst state for covid vaccination rates, georgia republicans instead are singularly focused on reviving georgia's dark past of racist voting laws. and as the fbi continues to round up seditionists who spilled blood to defend a lie about our elections, republican state leaders willfully undermine democracy by giving themselves authority to overturn results they do not like. now, more than ever, americans must demand federal action to protect voting rights as we continue to fight against these blatantly unconstitutional efforts that are nothing less than jim crow 2.0." and a georgia state lawmaker was arrested for interrupting the governor's remarks after he signed the bill. video shows democratic state representative park cannon knocking on the door of the governor's office and then -- >> are you serious? >> -- being handcuffed and hauled away by state troopers. a spokesperson for the georgia state patrol says she was warned to stop knocking. the bill signing was done behind closed doors and the lawmaker was arguing for greater transparency. park is charged with two misdemeanors -- obstruction of law enforcement and preventing or disrupting the general assembly. after being arrested, she tweeted "i am not the first georgian to be arrested for fighting voter suppression." all right, back to washington now. in his first solo news conference since taking office, president biden echoed his support for the talking filibuster. watch what he said. >> with regard to the filibuster, i believe we should go back to the position of the filibuster that existed just when i came to the united states senate 120 years ago. it's being abused in a gigantic way. and for example, it used to be you had to stand there and talk and talk and talk until you collapsed. and guess what, people got tired of talking and tired of collapsing. filibusters broke down and we were able to get a quorum and vote. so, i strongly support moving in that direction, in addition to having an open mind about dealing with certain things that are just elemental to the functioning of our democracy, like the right to vote. like the basic right to vote. >> the president did give progressives who want to completely end the filibuster some hope, warning that he could move toward eliminating it if his priorities are blocked. >> if we have to, if there's complete lockdown and chaos as a consequence of the filibuster, then we'll have to go beyond what i'm talking about. now, don't forget, president biden cannot end the filibuster by himself. he'd need to convince all 50 democrats in the senate, but his deciding to support to end it would be a prerequisite, likely, for that eventually happening. the mounting challenges at the southern border also took center stage during president biden's first formal news conference. biden defended his immigration stance and would not apologize for ending trump administration policies. >> by the way, does anybody suggest that there was a 31% increase under trump because he was a nice guy? what did trump do? he eliminated that funding. he, in fact, shut down the number of beds available. he did not fund hhs. he dismantled all of that. so, what we're doing now is attempting to rebuild. >> just remember, deporting children is actually against the law. the u.s. department of health and human services says it will increase bed capacity for unaccompanied migrant children at several facilities, mostly in texas. in a statement released yesterday, the agency says they're working aggressively with interagency partners to ensure that unaccompanied migrant children are safe and unified with family members or other suitable sponsors as quickly and safely as possible. and joining us now, nbc news white house correspondent mike memoli. mike, good morning! always good to see you. this news conference -- >> good morning. >> -- of course, the president at the top wanted to make some news about vaccinations, doubling his goal from 100 million shots in 100 days to 200 million shots in 100 days. but of course, the focus was not on that issue. he wasn't asked about it. what was the white house's reaction to that and also to how he handled questions about all of these other issues? >> well, kasie, i can tell you, having spoken to a white house official last night, they were surprised that this issue of the pandemic did not come up, but they're choosing to interpret that as, in some ways, a validation of the approach to tackling this issue, the fact that it's no longer at a five-alarm crisis level issue among the press corps to them speaks to the fact that they've addressed one of the major crises they came in, as president biden said yesterday, i came here to solve problems. but watching this news conference yesterday, i think i was reminded of that, more than any of the specific policy proposals president biden offered during the campaign, he also offered the promise of lowering the political temperature and trying to unite the country. and what we saw, i think on balance, was a more ordinary, let's say, presidential news conference than what we had seen in the previous four years. >> i think we can say that pretty straightforwardly, mike. this was far more normal. >> and president biden tried to really disentangle himself, i think, from a lot of the thorny political questions here, something presidents often try to do. but there was also, i think, clearly -- we've talked about this before -- there's been a tension, i think, between biden's pledge to act with great urgency and to move boldly, but also trying to work across the aisle and to work, to bring the country together. and i think there's no better issue, right, than the filibuster on that. to say, yes, that this is a relic of the jim crow era, but also to say, let's wait, let's try to see if we can get there i think was sort of emblematic of biden's approach to so many issues right now. >> yeah. well, mike, i'm glad that you brought that up. you know, we started off the show with a focus on what's going on in georgia around voting rights. and that was one issue where the president seemed particularly emotional, frankly, almost sort of quietly angry about what was going on, and it's also becoming obvious that that's becoming a central situation, or perhaps, the central situation in the senate, that could drive a change in those filibuster rules. it's also, the way that it's set up right now, likely to be the least. republicans are not going to get on board with hr-1, which includes many of these reforms. what's your take on how biden feels about -- president biden feels about this personally and whether you think it's an issue that could move him to take that step and say, okay, i'm willing to support getting rid of the filibuster? >> you're right. that was clearly one of the issues he leaned into most forcefully, i think, trying to lay down a very clear marker. and i think it speaks to biden's approach. he talked about it yesterday, the art of the possible. before we talk about where joe biden is on the filibuster, even before we talk about where joe manchin or senator sinema is on the filibuster, in biden's view, the most important question is where are the american people on this issue? and during the campaign, he talked about this, where it's one thing to talk about executive action or trying to force change unilaterally. he wants to bring the country along with him. and so, if you can't convince the republicans to go with you, if you can't convince even democrats to go with you, as he said, you go out to the ballot box and you beat them. well, i think he wants to make sure that there is a clear sense among the american public, if and when democrats do choose to abolish the filibuster, of why they wanted to do it. so, that is why i think he's raising the temperature on this issue, because he wants to make sure the public understands what's at stake, why they're doing it. this is not simply a power grab, but core issues of fundamental democracy are at stake here. and so, i think that's a little bit of the slow boil towards what they want to get to. he just -- he thinks you can't just do this quickly and then explain it later. you need to bring the country with right, time now for the weather. and it's a tough day. at least five people were killed after tornadoes swept through alabama yesterday. let's bring in meteorologist bill karins for more on the severe storms. bill, good morning. i was watching you track this as we were watching the president's news conference yesterday. and unfortunately, pretty grim news. >> yeah. it was just -- it was scary. we had so many big tornadoes, kasie, that were on the ground for long periods of time. we'll have to wait until the storm surveys are done, but this one tornado in alabama, it looks like it was on the ground for possibly 90 or 100 miles, straight, without lifting off the ground. i mean, just incredible stuff. pretty rare for that to happen. and we knew this was a possibility going into yesterday. when you see damage like this in lake purdy, alabama, you're looking at probably wind damage in excess of 120 to 140 miles per hour. that's what we call on the tornado scales, a zero would be kind of on the lower end, an ef-5 would be the strongest of tornadoes, and those are extremely rare. we haven't had one in eight years. i don't think we had any yesterday, but we may have had a couple ef-3s and possibly even an ef-4 with some of that damage. and you can see we were lucky to only get a couple injuries out of this location in lake purdy. then in georgia, we got hit very hard late last night, right around midnight, a town called noonan, about 40,000 people. we already know and heard the west side of town, the high school has been destroyed. it was a very scary situation there. and you can see some of the pictures from polk county, georgia, yesterday evening. so, let's get into what happened. we had 23 tornadoes. by the way, to be considered a tornado outbreak, you need 12 or more in one event. so, all the tornado reports yesterday, most of them were in central alabama. and there's that late-night storm right there that passed just to the south of atlanta. so, right now, tornado threat, it is over with. we do not have any tornado watches. we do have a few storms down around atlanta still, but that's it. so, our severe weather threat is done for today. you notice just a few of those storms down there in between la grange and columbus. the story today as the storm system moves north, it will be very windy. 87 million people under wind advisories or high wind warnings. it's going to be a very blustery day from cleveland to detroit to new york city to washington, d.c. so, anyone with flights today, you could get some possible delays. and then severe weather threat returns, kasie, saturday. we're going to have a chance of severe weather little rock to memphis to nashville. then finally, by the time we get through sunday, that severe weather threat will be in areas of the mid-atlantic. so, we'll wait and see. i think the daylight pictures are going to be pretty dramatic, especially from that newnan, georgia, storm that happened around midnight last night. we haven't seen good pictures of that yet, but we do know of significant injuries and a lot of houses were destroyed. >> all right. trying to send strength to all those people who have so much they had great relationships. a lot of the people were waved in and then they walked in and they walked out. and i'll tell you what, they're doing things to -- they're persecuting a lot of those people, and some of them should be -- some things should happen to them. but when i look at antifa in washington, even, what they did to washington and what they did to other locations and the destruction, and frankly, the killing and the beating up of people, and nothing happens to them whatsoever? why aren't they going after antifa? >> um, i can't, with that. none of that is true, none of it. republicans said at the time that they were maga people at the capitol. there were people who were beating police officers with american flags. there was a police officer, brian sicknick, who died. there were people carrying zip ties looking for lawmakers. there were people chanting "hang mike pence." that's what happened on january 6th. and the department of homeland security is moving toward a sweeping set of policy changes aimed at detecting and stopping domestic violent extremism, which officials say is now a top threat to the homeland. two senior biden administration officials told nbc news that dhs, whose intelligence division did not publish a warning of potential violence before the january 6th capitol riots, is seeking to improve its ability to collect and analyze data about domestic terrorism, including the source of public social media posts that threatened a potential attack on the capitol but were not deemed, quote/unquote, actionable by the fbi and other law enforcement agencies. okay, still ahead here, president biden addresses republican efforts to suppress the vote just as georgia lawmakers pass sweeping legislation that could have a huge impact on access to the ballot box. but before we go to break, it is friday. and we want to know, why are you awake? you don't do this. we do this, together. bounce forward, with comcast business. welcome to this family meeting. i'm here because you guys need some serious together time... at universallllll. that's how you let yourself woah! universal, baby! save 40% on hotel and ticket packages right now. not later, like right now. ♪♪ welcome back to "way too early"! it's 5:30 here on the east coast, 2:30 out west. i'm kasie hunt. president biden has a new covid vaccination goal for the country -- 200 million shots within his first 100 days. it comes after the previous goal of 100 million vaccinations in 100 days was met last friday on the administration's 59th day in office. also in that news conference, president biden condemned republican-led efforts to limit voting access, just as georgia passed a sweeping, new bill tightening election laws. >> what i'm worried about is how un-american this whole initiative is. it's sick. it's sick. deciding in some states that you cannot bring water to people standing in line waiting to vote, deciding that you're going to end voting at 5:00 when working people are just getting off work, deciding that there will be no absentee ballots under the most rigid circumstances. it's all designed -- i'm convinced that we'll be able to stop this, because it is the most pernicious thing. this makes jim crow looks like jim eagle. i mean, this is gigantic, what they're trying to do, and it cannot be sustained. i'm going to do everything in my power, along with my friends in the house and the senate, to keep that from becoming a law. >> all right, joining us now, reporter for the "washington post," eugene scott. gene, good morning! it's always great to have you. let's talk a little bit about what we heard from joe biden there, from president biden. he clearly has extraordinarily strong feelings about this, laid down a marker in terms of where we go next around voting rights. this is something that really could bring the conflict in washington around the filibuster as a process question, but it's what may stand in the way of federal changes to these voting rights laws that are being enacted in states across the country. >> that certainly appears to be the case right now. how the democrats could possibly move forward with getting their voting rights legislation passed without removing the filibuster is not clear. it seems like what biden and democrats are hoping to do is to put pressure on republicans and even, you know, joe manchin and the democratic party, by controlling the narrative and putting forward the belief, the idea, that racism is at the core of the filibuster. we know this past year has been a huge year in this country, in terms of conversations about systemic racism and where it manifests, and this right now is an effort by the dems to communicate to voters and people who don't vote that one of the ways it manifests right now is how we elect our officials. and so, there seems to be some hope that that could possibly lead to pressure coming from voters put on republicans leading them to change how they're going to engage this issue, but the likelihood of that actually happening is incredibly low, considering that republican lawmakers have made it clear in the last four years that the voters they pay attention to most are their base. and we don't see this type of pressure coming from the base that democrats may want it to. >> gene, i also want to ask you, you've get a story out about asian-american lawmakers and their political power and the push on the biden administration to add more representation. what are you looking at? >> the answer is that it's going to be hard to meet the may 1 deadline, just in terms of tactical reasons. it's hard to get those troops out. so, what we've been doing, what i've been doing and what secretary blinken has been doing has been, we've been meeting with our allies, those other nations that have nato allies, who have troops in afghanistan as well, and if we leave, we're going to do so in a safe and orderly way. it is not my intention to stay there for a long time, but the question is, how and under what circumstances do we meet that agreement that was made by president trump to leave under a deal that looks like it's not being able to be worked out to begin with -- how's that done? but we are not staying a long time. >> president biden commenting yesterday on that fast-approaching may 1st deadline to withdraw troops from afghanistan. joining us now, former democratic congresswoman jane harman of california. she's a distinguished fellow and president emerita at the wilson center. congresswoman, thank you so much for being here. let's talk briefly about afghanistan, because i do also want to get to north korea, but this is a problem that's bedeviled the united states for so many years. i mean, there's tape of the then vice president biden saying we were going to get out years ago. what did you make of what he said here in terms of that deadline, that may 1st deadline? >> i thought it was straight talk, and i think he's right. i think we are going to leave, but we're going to leave in an organized way, with allies as part of our deal. what trump was doing, best i could tell, is through the experienced envoy, our ambassador who was afghan-born, negotiating quick deal, and that was a wrong approach. this is with partners. and we believe, i would say, within six months to a year. and this is symptomatic of biden's policy approach, which is with allies, based on experience, competence, and focus. and i think what will happen, if we do afghanistan right, then we'll focus on iran and iraq. and again, with partners, figure out a restructuring there. and i think this is all going in a good direction. >> so, how does that approach apply to north korea? we also heard the president talk a little bit about that. he cited what -- the violations that occurred when north korea tested missiles in the last few days and weeks. this is a problem that president trump addressed in a very different way than president biden seems to be addressing it. what do we need to do here? i know you're basically writing the book on this topic. >> well, i have a book coming out called "insanity defense: how our failure to solve hard problems makes us less safe." and of course, this is one of the hard problems. so is afghanistan. by the way, i was in congress when, on 9/11, and i did vote on the authorization to use military force, which is still in effect and has justified our military adventures ever since, unfortunately. congress needs to be more in game. but on north korea, north korea's making noise. north korea is making a stink. we should be used to this. their nuclear program is their regime survival program. there is no chance, in my view, that they would use nukes on the united states. they would disappear as a country. that regime would be annihilated, not survive. but there is a chance that, one, they will get world attention, which they are, and two, they could sell some of this stuff to rogue actors who might not be reluctant to use it. that's what worries me about that. and that's why we need to contain their nuclear program. this has been an effort for decades. problem -- when trump shredded the iran deal, he showed the world that our containment deals aren't worth anything. so, biden has to rebuild trust, which he's doing in asia. tony blinken was just there, and through this quad mechanism -- that is australia, japan, india, and us -- we're building again a new, robust partnership in asia. there were meetings in south korea, which isn't joined in the quad but is relevant to this. and as we build back better in asia, i think we will find some keys to north korea. china is interested, too, in curbing north korea's nuclear program. china's right next door, and china could be hurt, too. >> well, so, yeah, let's talk about china, because that's an extremely complicated relationship economically in addition to the national security challenges you cite. they have not necessarily always acted in interests, in a way that align with ours when it comes to north korea. what's your evaluation of how the biden administration is handling china so far and how those issues play into each other? >> it's tricky. again, they share a border. there's been a lot of cross-border trade between north korea and china, in violation of sanctions. i don't think it's top of the agenda. i think first we have to confront china on its violations of human rights and trade and intellectual property. but then i think this will be on the agenda somewhere down the line. and building through the quad, a robust asia policy will help us do that. >> all right. former congresswoman jane harman, thank you so much for getting up early with us. we really appreciate it. we would love to have you back anytime. your forthcoming book is, of course, "insanity defense." thank you so much for being here. and earlier on in this show, we asked all of you, why are you awake? "morning joe" just moments away. if you're 55 and up, t- mobile has plans built just for you. switch today and get 2 lines of unlimited and 2 free smartphones. plus you'll now get netflix on us. all this for up to 50% off vs. verizon. it's all included. 2 lines of unlimited for only $70 bucks. and this rate is fixed. you'll pay exactly $70 bucks total. this month and every month. only at t-mobile. welcome back. joining us now with a look at axios a.m., national political correspondent for axios, jonathan swann. jonathan, it's great to see you. we've missed you, although i know you've been doing great work on hbo and on your podcast. let's talk about your one big thing today, which is a scoop from you about progressives. yeah. so, thanks, kasie. progressive democrats in the house privately discussing how they can push president biden for a second spending package, substantially larger than the $3 trillion over ten years that was floated in various news outlets this week. they held a call, a progressive congressional caucus on tuesday, and leading members of the house progressives are really strongly of the view that $3 trillion over ten years is wholly inadequate to confront the climate crisis. they're looking at progressive proposals. one including the sunrise movement, which is proposing $1 trillion of spending per year, largely because they believe that they need to spend -- they see this as the defining bill of joe biden's presidency. the covid bill they see as important, but this one as definitional, and particularly as it relates to climate issues. so yes, progressive always want to spend more money. there's always going to be that tension in the party. yes, they'll figure something out in the end that is going to accommodate joe manchin of west virginia and the progressives, but i will say, they have very strong feelings about this in the congressional progressive caucus and i don't think they should be dismissed. >> yeah, just to read people into this, climate was a big focus in the campaign and there was a sense that they could never get it through by itself, especially if the filibuster remains in place. so when we say the infrastructure package that joe biden is talking about, that joe biden is talking about, it's also potentially a major climate package, as you point out, and this back and forth will be pretty definitional there. jonathan, it's a pretty scary number in some ways, $10 trillion. i've covered congress for 10, 15 years, and $3 trillion sounded like a lot. how do you sell that and how do you pay for it? there does seem to be a willingness to raise taxes on wealthier americans and on businesses, but i'm not even sure that like a mark warner of virginia, for example, would be willing to figure out how to pay for a bill that was $10 trillion in size. >> no, i don't think there's a chance in the world that that actually ends up being the final package that gets through house and senate. they're obviously trying to stake an opening bid in this debate. but, again, there is this assumption that joe manchin will be the only sort of -- the moderates will be a major problem. i think progressives see this as a longer, messier fight than the original covid bill. biden, basically framed that bill from the start. it was $1.9 trillion. it was deficit financed. this one, he wants to pay for it. there's going to be an argument about tax hikes. so the progressives see this as something they can tease out and fight over a longer period of time than in a short covid bill. >> the other thing you've been reporting on is the flip side of the coin, the folks in exile, namely former president trump, who we played a little bit of the interview we did yesterday, earlier on in the show, and you're reporting on his attempts to start his own social media venture? >> yeah, so he's been -- we reported this -- donald trump has been in conversations with no-name app vendors about starting -- so he's not looking to build something necessarily himself. he's looking to take something that exists and rebranding it as the trump social media network. the one that they've been in pre-advance conversations with, i'm not saying it's going to be the one, but it's on the short list. it's called free space. and you might be surprised at this one. we looked into this touchy-feely language, you know, we have this proprietary technology that helps people be more positive and develop healthy habits online. it's almost reminiscent of the melania trump be best campaign. i don't know if donald trump's the right guy to bring back positivity and good social media habits, but, you know, this is the conversations that are happening right now. >> okay. jonathan swann, thank you very much for finishing us up on this friday. we really appreciate you being here and glad to have you back. on that note, to everyone out there, have a wonderful weekend. it is finally friday. thank you so much for getting up way too early with us on this friday morning. don't go anywhere.
