Good afternoon, everyone. A very windy and dusty day at the hhs facility here in texas. Joined today for coverage of President Bidens first News Coverage by my special friend and coanchor washington correspondent halie jackson. Thank you for letting me crash the show. A big afternoon here with the president just wrapping up a short time ago. He got a lot of questions on everything from immigration to filibuster in north korea and even 2024. He got animated when he talked about Voting Rights legislation. Are you worried that if you dont manage to pass Voting Rights legislation that your party is going to lose seats and possibly lose control of the house and senate in 2022 . Im worried about how unamerican this whole initiative is. Its sick. Its sick. Deciding that you cannot bring water to people that are standing in line waiting to vote. Republican voters i know find this despicable. Republican voters. The president faced multiple questions about the migrant surge at the border and the future of children headed to facilities like the one behind me. The idea that im going to say, which i would never do, an unadpaened were going to let them starve, no Previous Administration would do that either except trump. Im not going to do it. Coming up, im going to be speaking with two members of congress who went inside yesterday. Plus House Majority whip jim clyburn joins us. But first were speaking with some of the best in washington. Whoo do we have . Quite the line up. We have White House Correspondent and msnbc political analyst, who was in the room for todays News Conference. James sherman is joining us, founder of punch bowl news. And president ial historian michael besh love is with us along with andrea mitchell, Chief Washington correspondent. You can see her every day on this network. Ayman, over to you. Thank you very much for that. You asked the president this question about what is happening here on the border. His response to the Migrant Children coming a cross. He laid the blame at feet of his predecessors. Republicans blame biden for reversing trumps actions. Who is really to blame for whats happening here . We know that immigration is now one of the Biggest Challenges facing the Biden Administration. What we saw today from the president , who was trying to lay the blame on his predecessor while also saying that he was owning up to the idea that he was going to follow u. S. Law and that be more humane and decent. He believes to these Migrant Children, its the way to dpo. He said were not going to turn them back. What you saw him saying there is im owning this issue. He also in some ways when you listen to him closely wasnt trying to say this is normal. This is seasonal. What the numbers bare out is there is this surge of unaccompanied minors. Theres this perception among immigrants that i have talked to who say President Trump is going to be someone who is trusted with my child. Im going to send them over to the united states. Thats a challenge. Thats a really thing that the president has not been able to resolve. He said we should see Something Different happening in a matter of weeks. But he didnt really lay out what he pledged that reporters would have access to, but didnt give details. So republicans would have them believe that the president changed this policy, when the president is saying im going to listen to u. S. Law and not break u. S. Law in the same way that President Trump did. Yet theres still that inherent contradiction that you were trying to get at with your exchange with the president. The administration saying dont come, yet President Biden making clear hes not going to turn away Unaccompanied Kids who are showing up at the border. Really emphasizing these dehumanizing aspects of what happens. How desperate and the humanity of some of these families sending their kids to the u. S. Thats right. And at one point, it was really telling. There was a great question of abc. Its acceptable to have these children hungry and tired and sleeping on the floor in these facilities. He said, no, its not acceptable. Got animated and almost really angry at the situation. But lets remember this is happening under the Biden Administration. What is happening, they are trying to fix this. They are trying to get to a solution. But this is now happening under his watch and youre seeing these children really in these terrible and tough situations. Hes dpoing to work as fast as possible to resolve that. Hes also trying to say part of this is the Trump Administration. When you talk to lawyers and a advocates and the parents of these children or in these facilities, they say, you can only say that for so long before this becomes your issue. So in some ways, President Biden was saying today give me a bit of more time. Hes also saying hes not going to let them into those facilities. It shows that theres a real problem there that hes not sharing at this time with the media. He says let my plan be in place and then you can have your cameras in the facilities, these customs and Border Protection facilities. That is something that reporters are going to challenge. We want to see those right now and thats when the Biden Administration has laid out a plan in a few weeks. We want to know whats happening the American Public has a real interest in that. The president made other news as it relates to what we try to to say too much, filibuster. There was a lot he did not talk about because he got a lot of of questions on that. But just to put this in per spect ithere are major issues that the president wants to tackle. They want democrats in congress to work on. With this threshold in place, getting those policies done becomes a whole lot harder, which is why you heard some of the press core members in the room there ask about where President Biden stands on the filibuster. If you were to flex his muscles, that could have an impact. Youre the expert on this. I want you to listen to what the president had to say and then i want to get into it with you. Regarding the filibuster, john lewis funeral, president obama said the filibuster was a relic of the jim crow era. Do you agree . Yes. If not, why not abolish it . Jake, i wonder what you make of the way that the president was responding to him being very directly pressed on these questions about what he supports and doesnt support a as it relate oses to the filibuster. Hes not in the senate and tried to distance himself from the body that he served in for decades. At the same time, his voice weighs in washington. How do you read it . It sure does. Listen, im not sure what his answer was there. It doesnt make a ton of sense. If he believes this is relic of the jim crow era, that he ought to support abolishing it. He said legislating is the art of the possible, which it is. And he seems to be indicating that there are the votes to overturn the filibuster. That 60vote threshold that stops the legislation in the senate. He would be right about that. For congress and people who care about Public Policy and the law, there are a couple things that were note worthy. He suggested there might be a way that will eliminate the filibuster for civil right asks voting legislation. He did say that. He also said very importantly, if theres chaos and gridlock, this is just a paraphrase here. If theres chaos and gridlock, we might have to go farther and he meant completely eliminate the filibuster. Democrats say that there is chaos. There is this gridlock that hes describing already on capitol hill. Not much of a clear picture on where the president stands on probably the most pressing legislative hurdle to getting his agenda inacted. I want to put this in context for everybody. This would mean if he were able to break the filibuster, he could potentially get something done on the minimum wage, gun control legislation, immigration legislation. This isnt a trivial matter, although it does make peoples glaze over. Its just not trivial. His entire agenda hinges on the ability to bypass the filibuster in my ways. Lets discuss what was and not said on the Foreign Policy front in this hour. Kristen welker asked the president about the situation with north korea. Lets listen to that. Former president obama warned the incoming President Trump that north korea was the top Foreign Policy issue that he was watching. Is that how you assess the crisis in north korea . Yes. In that entire hour, there was no mention of iran, no mention of of the war in yemen, syria, libya or anything generally in the middle east. What did you make of the Foreign Policy agenda that was brought up in this Press Conference . The issues that are most pertinent right new for this president , overnight, two shortrange Ballistic Missiles crossing a red line. Being very specific, this violates u. N. Resolution 1718. Therefore, it is banned. Something that former President Trump never said. He tolerated Ballistic Missile launches. These are not the Cruise Missiles launched last weekend. These are Ballistic Missiles. They are banned. So he said hes interested in diplomacy, but if they escalated further, in coordination with the allies. Very specifically work with south korea, work with japan, National Security advisers from both those countries invited to the white house next week to meet with National Security a adviser jake sullivan. He is carting someone from the trump policy. Theres going to be no embrace, no love letters with kim jongun on the summit. Certainly it did not lead to any meaningful diplomacy in the last year and a half. According to the Trump Officials with whom they have been consulting. Seen your officials told us the other way. So north korea, a very big deal. But very different from the trump policy. Still saying the dehumanization is their goal. Its hard to imagine how many advances over the last four and a half years. On afghanistan, he made news by acknowledging the reality that tactically they cannot get out of afghanistan by the may 1st deadline. Saying that it will have to go with allies. But saying that he does not think we will be in afghanistan next year. That puts in terms of perhaps withdraw from the troops. Apparently into the taliban this would be the last extension. Well see if that takes place. And china, he said north korea is the biggest threat we face, china is still their biggest challenge. They have said that over and over again in the confirmation hearings. The intelligence officials did confirm. And that involved a a twohour conversation with president xi. Thats been reported before. Saying we dont want confrontation. We want competition. But also saying that unlike President Trump, he didnt mention by name, but unlike his predecessor, that every american president has made it clear that any american president has to put focus on chinas Human Rights Abuses and put a spotlight on that for the world to see unlike President Trump. It did not escape notice that there were no questions on the coronavirus pandemic. The president , obviously, addressed it in his opening remarks talking about the new goal he set. 200 million shots basically in arms in the first 100 days. Basically doubling the previous goal he put in place. Calling it ambitious, if you will. Our colleague chuck todd made the point that often times, and i know this from having been a White House Correspondent, you ask the president questions about things that are not going well. You ask questions about the challenges. What does it say to you about where the American People are that that is how things went today and how the president is handling it . It says that the trauma of the last year with over half a million americans dead, were in a situation who could have dreamt a year ago we would be in a situation where not one question asked about the pandemic. Think about a year ago this week, that was when we were having the Press Conferences from President Trump every day at 5 00. He would give these weird answers that left a lot of questions about whether this was a president who is really engaging with the magnitude of the problem of coronavirus and ready to use the pulpit and the power of the american presidency to fight it. Those days were scary. The other thing, im so glad that they were at the Press Conference today, also a year ago you remember when we had to watch donald trump Abuse Ore Great reporters day after day after day. Some of us would like to throw a brick through the Television Screen when we saw and heard that. We are living in a very different age and a president who understands that the big issues today are, as he said today, democracy. Not only around the world, but also in this country because i think joe biden knows that if he doesnt succeed, our government doesnt succeed in tackling the pandemic, dealing with the economic problems that the other problems of great magnitude, the government can go to the hands of some very strange people. Very quickly, the president also made a lult bit of news when asked about his 2024 Reelection Plans. Saying that he expects to run again. He plans to run again. His predecessor then President Trump filed for his reelection right when he was inaugurated. Do you see it becoming a new trend having to address your Reelection Plans in your first 100 days in office . Everyone is always curious, but donald trump, as in so many other ways, that was historical. Correct me if im wrong, he registered for his Reelection Campaign i think on the day of of his inauguration, am i not right . To dispel any notion this was a caprice and would not run again. Its always important for a president to make a it clear that he or she intends to run again because otherwise youre a lame duck from the beginning. When gerald ford succeeded Richard Nixon in 1974, he said before exceeding the presidency that he would not run for president in 1976. Instead one of the earliest things he said once he was president was i do expect to run in 1976. He did not want to be someone who would be thought to be by the opposition and by members of the government, someone who would be gone soon and could ignore what he was saying. She was part of the delegation who toured the Influx Care Facility behind me yesterday, where Migrant Children are currently being housed. Thank you so much for your time. Lets go back to the News Conference for a moment. Towards the end of that press briefing, President Biden was asked when his promise of improved Border Conditions would be fulfilled. And he said that they will get better quickly or at least, quote, here are some of the people leaving. People leaving these facilities. How long are you willing to get the Biden Administration to address the overcrowding and the bottlenecks in processing that you saw firsthand yesterday . Its good to be with you today. Yesterday at the facility touring, i must say while i toured this facility, i did not see clusters of overcrowding. I did not see the conditions that i expected to see that i have seen previously under the Trump Administration. What is happening here at our southern border, it is absolutely a crisis. But we cannot be focused on treating a symptom when we know that the cause is down in the region in the northern trice angle reswron. I will hold this Administration Accountable for that. I will hold the Previous Administration accountable for that. I will go as far back as a the obama administration. President trump did us no favor when is he decided to turn his back on the focus of the deeprooted cause of migration. And that is have a president in honduras who is more interested in utilizing the military that we have trained, by the way, against the young people and to protect the traffickers rather than to help improve conditions in the region. We have strong men that, again, are more interested in enriching themselves. Thats the cause that we need to remain focused on dealing with them. The resource of these countries is not the beautiful beaches or the jungles. The greatest resource in these countries are the people. The young people that we are seeing on our southern border. And i have to say that i am very fwratful for President Biden recognizing that humanity of these Young Children that are being forced to flee these horrible deplorable conditions in the northern triangle. You brought up a really important point, which was about the current countries. The northern tribal countries and what is going on in those countries that has made it possible for people to leave by the thousands to get here for a better quality of life. Where do you see the mistakes of past administrations in actually destabiliing those countries and their economies to make sure that we as a country and currently the new administration not repeat those mistakes in making sure those have good economies where they want to stay in their countcountries. I work closely with former President Biden under the administration the last two years. We were setting up shelters in the region. We were putting together partner countries to help us deal with the refugee crisis. Everyone was agreeing to a plan to help deal with the issue. At the same time, we were working with the u. N. In 13 other partner countries to fund specialized units, investigators to deal with very, very deeprooted issues of public corruption involving heads of state, members of congress, that were working against a population. But the Trump Administration decided it was a bigger priority to force third country agreements with these countries and allow them to continue to be the people that they are, and as a result, we saw the fall of the u. N. Organization in guatemala and an organization in honduras. As a result, were seeing what we are seeing at our southern border. Thats a symptom of the cause that we need to address. President biden is now put together a group of professionals that are very knowledgeable in the region. He has tasked Vice President Kamala Harris and had this group of professionals. And im one that i am committed. And will hold them accountable for ensuring that no u. S. Tax drars are sent to the region to continue to support the government and strong men that are leading and that are the cause of the children coming north. Talk to us about what headlines have jumped out to you so far today. We have seen in rare instances some of these big names on the hill before. A lot of talk. Not a ton of action. Thats right. I think what we can say so far is that members of Congress Actually have more sophisticated questions to ask these ceos for the First Time Ever since we have been covering this for the past few years. One of the main questions really is are your Social Media Platforms partially responsible for the insurrection on the Capitol On January 6th and surprisingly, and i think for the First Time Ever, twitter ceo said yes. He went on to say that its not just the responsibility of the Social Media Platforms, but twitter does play a role in what led up to january 6th. On the flip side of that, you have Mark Zuckerberg of facebook saying this is squarely in the lap of former President Trump. He called to action and then as a result, thats what happened. There are a few other headlines too including what Mark Zuckerberg plans to do when the semirelated yet sort of Outside Board is currently reviewing whether or not President Trumps Facebook Accounts should be reinstated. Listen to what he had to say about that. We will respect the decision of the Oversight Board and if they tell us that former President Trumps account should be reinstated, then we will honor that. Now that is the clearest thing they put so far. We expect a decision on the facebook account in the coming weeks here. Another thing that really jumped out at me is about what is happening for kids ushd the age of 13 on facebook and instagram. Theres been a lot of scrutiny about a product that hasnt been released. Instagram for kids. Mark zuckerberg confirming they are, indeed, developing that right now. And one member of Congress Asking why are you doing this. Whats the point of it given so many kids are already signing up any ways. He says that its all about connecting kids together for their benefit, but also acknowledging that his kids, who are 5 and 3 years old, do not use facebook and instagram products aside from messaging their cousins. So the hearing is still underway. Thank you for keeping an eye on that. Thank you. Today at his first formal News Conference, President Biden responded to a push by democrats to reform the filibuster. And deliver on major agenda items. Watch. Why not a Filibuster Rule that gets around the issues including Voting Rights or immigration, jim clyburn who you know very well have the idea of a Filibuster Rule when it comes to civil rights and Voting Rights. If theres complete lockdown and chaos, is a consequence of the filibuster, well have to go beyond what im talking about. Joining us now is democratic South Carolina congressman jim clooi bourn. Hes the majority whip. Great to have you with us. Are you satisfied with President Bidens answer today on the filibuster . Do you feel theres movement in the white house towards filibuster reform . Thank you very much for having me. I am satisfied with what the president said today. The fact of the matter is, i know the history of the filibuster. I know its been years. Its how they fwif them time to build up support for the position. Over time, especially the jim crow era and as inclined to get Voting Rights measures going forward, that filibuster was being used to deny Voting Rights and civil rights. And thats just a fact. So just because they were being misused that way doesnt mean it was intended to be used that way. But i do believe that we are at the point now that we have to look at this misuse. And see whether or not its civil rights and Voting Rights as we have done. Been around the filibuster can be a reconciliation to get around Voting Rights suppression and civil rights in order to move the agenda forward. When they agreed that the filibuster is a relic as it was put of the jim crower a ra. By that logic if you draw that out, one might expect the president to come out more strongly in favor of reforming or changing the filibuster. Do you feel theres a disconnect between the president s perception of the origins and the foundations of the filibuster and his actions now in the white house . Are you concerned about it . I dont think theres a disconnect. He and i bonded over brown v. Education. One of those five cases came out of delaware. They looked at the history of the state as it relates to that issue. Thats how we bonded. So he knows this very well. And he has said it very clear. Black folks have his back and he will have their back. Theres no better way for the black voters than to preserve the integrity of the vote. He knows to say you cant give a person a bottle of Water Standing in line to vote on a hot day. But thats the silliest thing i have ever heard in my life. Joe biden knows better than that. There are 43 states that have now passed Voter Suppression laws. So i believe, and ive talked to some people about this, i said if you have sates just put it out there and have all 50 states. Need to be applied to and dont have to worry about that. Everything ought to be brought in the voting acts right knows of that. So congressman, i have to ask you about that. Theres some criticism towards your own democratic party. Joe manchin said while he supports the Voting Rights package, he believes that portions of the bill are overreached and said he wants a bipartisan vote rights bill. Are you prepared for the senate to weaken the Voeting Rights bill passed by the house to accommodate some members of your own party like joe manchin . I dont know what he has reference to, but there are some things in hr1 that have nothing to do with Voting Rights. The way you finance a campaign is something thats different with the way you preserve the vote. So he might call it overreach. I dont call it that. I think its a much broader bill than just Voting Rights itself. So redistricting is not the issue, unless for black people in the one district. People talk about joe theres a 76 white. And to my district, its white. So they are gerrymandering in all these districts around mine. Thats what South Carolina did. With all those South Carolina and all the black people in the state in one congressional district. One black person for the state was over 50 black. Congressman, quickly before we let you go, i want to get you on another topic thats a big focus this week considering what happened in boulder on monday. Gun control legislation, what we saw in the atlanta area. The president today was asked about gun reforms. He kind of pivoted over to infrastructure. As you know the senate is out of town. They are gone for the next couple weeks. To you think any kind of Gun Control Push has basically been doused at this point, or do you think theres a way to get that back . I think there is a way to get it back. I think what happened and people beginning to see now that it was six days. From what i read, this gentleman six days before he carried out this issue. Its the legislation i have been proposing now. It extends to three days to ten. And so i dont know why people understand 90 of the people who apply to purchase a gun, they get a Background Check instantously. 97 get it in a threeday period. So were talking about of an exception around 3 . What the research has determined that people who fall in that 3 , a vast number of them have no business getting a gun, but they got the gun because thats there. We extend this to ten days. Give the agencies enough time to do a Background Check. The information thats fed into the computer is bad information, it will take some time to get that out. And sometimes people do it on purpose. I will always believe that the information that was on purpose. Because he knew what the rules were. He figured he could get away with it and he got away with it. People ought to come to the grips its something we ought not allow criminals to get away with. One final question. You are widely credited with being the king maker of the primaries in saving joe bidens presidency and his campaign. He plans on running in 2024. Do you endorse him . Let me say this. I cant take all the credit because my wife is no longer around to take the credit. My wife told me after 2019 that if democrats wanted to win, they better nominate joe biden. And she passed away around six months before the South Carolina primary. So the credit goes to her. South carolina congressman jim clyburn, thank you so much. Thank you. Overnight we saw String Quartet sar nading mourners in downtown boulder. We have the suspect making his First Court Appearance this morning. Now being held without bond. Joining us now is steve patterson, live in boulder. Let me go back to the way people in this community are remembering the victims and the vigil planned for tonight. What are you hearing . Reporter theres been such an incredible array of vigils, honoring the dead and their community. Tonight promises to be one ofrt largest both in size and conception yulely. But lets recap what happened in Court Earlier today. The suspect did appear physically in court. We didnt know whether or not he would appear virtually via the jail or if he would be physically in court. He was. When the judge denied bond, he asked the suspect if he knew the charges facing him. He replied yes. Theres a wrinkle from the defense who asked for more time before the next hearing because they want to, quote, mentally assess the value of their client. So in saying they need to do a check, there may not be another time before 60 days before the movement on the case. Back to the vigil. This one is going to be very big. We are hearing there are people who are directly affected by the shooting because they are going to have so many Family Members there as well. Theres going to be a Poetry Reading and more importantly, theres going to be advocates, several of them of gun rights and gun reform there to talk about this including the colorado senator, who earlier spoke about gun reform and the need for it. This cannot be our new normal. We should be able to feel safe in our grocery stores. We should be able to feel safe in our schools, in our Movie Theaters and in our communities.
