Biden just hours ahead of his first president ial News Conference this afternoon. Because breaking overnight, we have north korea firing its first Ballistic Missiles since the president took office. The National Security council convenes straight ahead. What kim jonguns news means for the administration. Abc news is getting access into a Border Facility Taking Care of migrant kids. You can be sure President Biden will be asked about that when he meets the press. His vp will tell us how the administration is handling the crisis. In boulder, colorado, the suspect faces a judge for the first time after a Community Candlelight vigil honoring the ten lives lost in the attack. We have it all covered. Im Hallie Jackson in washington. Ken delaney covers National Security and intelligence for us, following the crisis at the border, Gabe Gutierrez in texas with his reporting. Peter alexander is hosted up at the white house. Three of the challenges it presents for the new administration. We understand the National Security council has been called in on this as one might expect . Reporter thats right, the Biden Administration had been reviewing its policy towards north korea. The north decided not to wait for that review, launching two Ballistic Missiles into the sea of japan earlier thursday korea time. Its the first Ballistic Missile test by the north in a year. The first major provocation for the Biden Administration. A reminder, this is how north korea tries to promote business. This comes after a week of heated rhetoric from the north. Its a reminder all that summitry during the Trump Administration didnt add up to much. They say north korea continued to build Nuclear Weapons at that time. In october, they showed off a huge Ballistic Missile that likely experts say could hit the mainland of the United States. The missiles were shorterrange Ballistic Missiles. Still a major provocation. A threat to south korea and japan. Something the Biden Administration is going to have to deal with. Unfortunately, there are no answers to this. North korea is one of the most sanctioned countries in the world. They have not responded to International Pressure so far. Good points. Ken, thank you. Gabe, now to you at the border. I know you got a look inside that Migrant Facility for kids. Bring us up to speed what you found and where things are goinged to . Reporter hey there, yes, President Biden will be asked about the border later on. We werent able to get the first look inside this Migrant Facility in texas. Reporters have been asking for this access for weeks. We were able to go with a pool of other Media Organizations as part of a congressional delegation. White house officials were also here. I once visited this facility before back in 2019. Some of it looked the same. This time, though, it is only teenage boys. 766 of them. The capacity is over 900. So it is not at capacity. But there is a scramble for space here at the southern border with those overcrowded cvp facilities. Again, this is an hhs facility. A little further down the line in terms of when migrants are picked up at the border. They first go to Ppc Facilities. Those are overcrowded in many cases. Now they go to hhs. We saw an intake facility. Kids are brought in and given duffle bags full of clothes. They go through a medical screening. We should point out 108 children have tested positive for covid19 raising questions about the challenges of trying to do all of this during a pandemic. If they came here, they potentially could have gotten it inside those Ppc Facilities or potentially when they made that dangerous trek into the United States we also were given a tour of an empty dormitory. They sleep in bunk beds. Four to each room. They have six hours of instruction per day. We also outside, it was quite incredible to see so many of the kid playing soccer. They were also led around in large groups by staff. We werent allowed to speak with the children other than to wave hello. But one interesting detail that i saw, you know, they tried to keep them occupied, tried to give them some sense of normalcy. We were told they also have Knitting Classes here a. Few of the teenage boys, even in the texas heat, it gets warmer later on in the day. They were Walking Around with those hats they knitted themselves. They seemed calm to me. They seemed to be in good spirit. Very similar to the tour we had seen in 2019 when this facility at first opened. It was shut down within a few weeks by the Trump Administration. Now, again, this facility is one of many that hhs is ramping up. Another facility to House Hundreds Of Migrant Kids are set to open here as well. But the Biden Administration, i pressed white house officials as well as hhs, why wasnt this ramped up sooner . Well, they say for several reasons. One, 40 of their bed space was cut back because of the pandemic. They also say that during the tail end of the Trump Administration, there was a Hiring Freeze at hhs. So that hurt their ability to, you know, ramp up staff very quickly. Also, we have reporting from my colleagues that during the tail end during the transition period, that the Trump Administration only allowed the biden team access these facilities just a few days before the inauguration. Again, its important to note, however, this is an hhs facility, not the cbp facility, where we seen those images of overcrowding. So, you know, this is where the kid, you know, come further down the line and before theyre placed with either a parent or, you know, a sponsor inside the country. But there is still a backlog here at the border at some of those cbp facilities, which report verse not had access to. The administration giving you and other reporters access to the specific locks they wanted you, naturally, to have access to after coming under enormous pressure for not letting reporters. We now know, too, some of his officials, according to sources on capitol hill, will be Briefing Senators on some of this later on today . Reporter yeah, you are exactly right. That briefing from Secretary Mayorkas will happen at 3 30. Its notable, it comes in advance of 19 Senate Republicans traveling down to the border region in texas today to emphasize this issue. And the white house, as you noted, really did have its noted severity of this situation, with the president , president Bind Appointing his Vice President Kamala Harris to sort of oversee this issue as it relates to the crisis there. Her responsibility will be trying to stem the migration along the southern border. There are a series of issues they need to address one according to officials, what they will do with migrants, but also how they will address the root causes in that region. You heard from gabe moments ago, what he was able to see there. There are a lot of frustrations still that reporters have not had access to those Border Patrol shelters that have become overcrowded. Yesterday another tour was really one of the more aspirational locations there. What they are hoping to build up for many of those migrants, especially undocumented Young Children within they get to the border here. Beyond that, the Biden Administration, the president , himself, pushing back saying they enher retted this mess, as you well know News Reporting from nbc news saying in early december, shortly after he became president elect. Biden transitions in career government, officials sounded the alarm about the need to increase the available sheryl space for these undocumented immigrants. These Migrant Children specifically and the Trump Administration did not move on this until days before the inauguration. And, peter, really quickly here, the economic recovery is also going to be something that we know that the president will take questions on as it comes as we get new signs from the jobs market, new numbers that seem to be headed in the right direction at this point. Reporter yeah, they certainly are. Signs of life as relates to the job market. The new unemployment claims from last week show 684 americans filed claims for unemployment insurance. Thats down 100,000 from the week before. Its the lowest point it has been in the course of this pandemic. So those are some of the good signs of recovery that i suspect President Biden will try to focus on today. Obviously, a lot of questions on a lot of topics. But the number one focus has been related to the coronavirus. Not just getting shots in arms, also helping the economy recover as a reaction to this. Thats where he will try to put as much focus as he can, certainly trying to set the table even before questions are asked. That is for sure. Thanks to all of you. That is because we expect for the first time the person suspected of shooting ten people at that supermarket monday about to make his first Court Appearance. Let me bring in steve patterson. We are also joined by a former u. S. Attorney for minnesota, rachel polas. What we are expected to see, nothing particularly lengthy, right . This the sort of the standard hearing that you might see in a case like there . Reporter no, of course, generally first Court Appearances are procedural affairs. The judge will likely read the suspect his rights, his charges and make sure he understands those rights and charges. A couple things we dont know. We dont know if the suspect will appear from court will appear from jail. There is also the outsided chance he weighs injury sustained upon arrest. If he does appear, as you alluded to, this is the first time we seen him led away in cuffs. As you see on screen there the day of his appearance, his mannerisms, his demeanor. His voice as he responds to the judge is all on display as something of a character moments as the nation is searching for a scrap why this happened. Meanwhile, i spoke to the families that lost their loved ones, the ten killed. I spoke to the family of the uncle there, ricky olds. This is a 25yearold woman. She was the frontend manager of that story. Everybody i spoke to said she can light up a room no matter where she was. The uncle described the agony, her niece will never be a mother, never experience marriage and several other things that we do in life. Heres what he told me. I miss her. I many is that smile im going to miss that personality. I will miss giving her a hug. Im going to miss her laugh. Im going to miss a lot of things. Reporter meanwhile, the, you know, federal, local officials working around the clock trying to determine a motive as this community, these families continue to mourn hand the Court Appearance now probably less than five minutes away, back to you. Were going to be taking that and watching that when it happens live, we believe. So many people in boulder are looking to keep the focus on the victims, what you just talked about, remembering and honoring those killed in that gross try store this week. Where does it go from here . What you have seen so far, are you satisfied with the procedures that have been put in place . Reporter theres an interesting procedural issue in colorado thats unique to that state in that the defendant is not required to plead at this hearing this morning. So weve heard a lot from his family and associates that he has this mental illness. So there will be an interesting question of whether he could plead not guilty by reason of insanity. We havent heard anything about the investigative process with regard to that issue. This does raise a question of why mentally ill people are allowed to purchase firearms, despite the repeated multiple Mass Shootings in colorado. I will ask both of you to stand by, if you would, as we expect to see that Court Hearing in the next couple of minute out of colorado. We will keep an eye on that. The suspect in a shooting in boulder, colorado in court now for that first hearing since the shooting happened. We will listen in live for a moment to what is a procedural hearing, now the first one since thursday. Its the defendants request to set this hearing for a Status Hearing for a preliminary hearing and im going to direct counsel to contact the division 13 to set that Status Conference. The law provides that Status Conference can be set at about 60to90 days. I understand the concerns you have, but at the same time i want to make sure the defense has ample opportunity to prepare to move forward once we do set that hearing. So contact the cja division 13. This case has been assigned to division 13. Anything else at this time ill be happy . No, thank you. Anything on behalf of the commonwealth . The government fired the request to consider this courts previous order. The court has been entertaining considering outside immediately after the opportunity i was going to direct you to reply. How much time do you need . Is 14 days enough . Yes, your honor. Ill give the defense 14 days and file a Written Order in that regard. All right, thank you, well be recessed. Thank you. A short procedural hearing. The first one for the suspected shooter in that mass shooting in boulder, colorado. We have been simulcasting some of that. I want to bring in steve and rachel as well. Did we go about as you expected or did we miss anything . Reporter you know, we didnt hear him speak. I dont know if it was at the beginning of that court proceeding. I missed that as well. What we did hear is he is on bond and we physically did see him, we were waiting to see if hed appear in court or from jail. You saw him wearing a face mask. Looking lucid like he understood what the judge had said. Obviously, the judge asking if he understood the charges. One thing we did hear from inside the court, is investigators are still processing the scene. Which lets you know how long this investigation is going to take. It seemed to acknowledge, didnt see any symbols of you know head nodding or, you know, looking in a different direction. He was clearly focused on the judge and seemed to understand what was going on. Which, obviously, is a part of the sources why they hold these first appearances to ascertain the competency of the defendant there. As far as we understand held without bond. They also scheduled another Court Appearance, which could be in another 60 or 90 days. Rachel, what did you make of what we just saw . The one thing that i thought was interesting was that the court did extend the time for the first pretrial conference for twotothree months. That gives the defense significant time the look at every day, to start preparing a defense. To start preparing their narrative of what is happening. We know the judge is assigned to oversee this case. I am sure both parties will be researching that record to see what approach he takes to these types of cases given this defendant is charged with ten counts of first degree murder in colorado. And, rachel, is it significant to you or unusual that that twotothree month time period has been put in place here . Or is that standard for a case that is as complex and significant as this one . I think there are two questions there. One is it standard . No. Two, is it different because of the complexity of this case . Yes. It was clear that the government had concerns about that length of time that they expressed during the hearing and that the judge acknowledged. But its very important for the trial judge to make sure that he or she commits no error which would result in a reversal of the verdict. So the judge is going to be very careful to afford the defendant every opportunity to receive all his constitutional and procedural protections, to which he is entitled. All of this happening, of course, as those ten victims in boulder and in the colorado area are being remembered and laid to rest over the course of the next several days. Thank you very much. Reporter the white house is going to announce their investing this 10 billion to expand vaccinations in communities that are struggling, particularly minority communities. This is also based on peoples income level and based on where they live, focused on rural communities. Now, the white house says that the majority of this money is coming from the American Rescue plan and whats in it is 6 billion for Community Health centers to increase vaccinations. There is also an effort to expand vaccinations. Thats a part of the president s go el to make every Adult Eligible for vaccination by may 1st. The new effort to vaccinate dialysis patients. There is 3 billion for the vaccine confidencebuilding campaign. This is a more local, targeted effort. This is not something they are promising to roll out. It is 3 billion charged to state and local areas. There is 330 million for prevention and control of the virus. Thats still something that the administration sees as a top priority. That money is targeted towards Community Health worker services. So this is the backdrop in which the president is going to step to the podium today at his first major News Conference at a time in the middle of the pandemic, something hes made his top priorities, trying to get out ahead of that a little bit. He will make this announcement and to help this effort as well as this new goal for vaccination that he is expected to set. As you noted, that official described to us as quote ambitious. His previous goal last week, which he had announced the administration had reached, 600 million shots in the first 100 days. That achieved very early in his administration in his first 100 days. So he suggested he may try to double that. Again, something supposed to be very ambitious for his goal for the next set of vaccinations. Kara lee, live up at the white house, thank you very much. Breaking overnight on this topic, astrazeneca now revising its Covid Vaccine data over questions of the accuracy of the information it was putting out. The company now says its vaccine is 76 effective in protecting against symptomatic cases of covid. Thats down a little bit. 3 from a relief issue monday, which is actually 79 . So what should people either read into or not worry about reading into when it comes to this updated information, basically, does that make a difference . So, the bottom line is this does not make a difference to the vaccines efficacy we know so far. It also reenforces where we dont improve them based on press releases. We need the Monitoring Board to look at the data and then go through the process through our fda through the Emergency Authorization Our Fda will look at the data, itself. What we expect to see is that this vaccine is another remarkable tool in the toolbox, with 100 efficacy in preventing severe disease, hospitalizations and deaths and now over 75 efficacy at preventing symptomatic disease in anybody that got the vaccine with an increase in efficacy with this new amount of data in patients over 65. Which issue was affecting early on, the confidence of how good this vaccine was in elderly people. You have, so we have this vaccine, we have potentially the potential not to be the fourth vaccine, that is given emergency authorization. Then have you the cdc Detector Michelle who wolinski. I want you to listen to what she had to say. We are getting early indications that the vaccine is working. What we want to do is we can reach all the population that can get the vaccine so we can get that Mortality Rate down. We are still seeing about a thousand deaths a day. Way too many. Do you share those concerns and when, in your analysis, do you think we could start to see that death rate start to go down . So i dont. I totally share those concerns. We look at spring break right now in florida or families use every opportunity to keep their families away. We realize a lot of people that are not vaccine natd are acting like they are vaccinated. We need people to understand getting vaccinated is the way out of this pandemic. As we see this administration invest in getting vaccines, 2to3 million a day and increase the eligibility after may if, to see everybody in this country, we will see a summer that will feel very, very different than last year and really the beginning of the end of everything that we are dealing with. The house passed Background Check bills. The reality for democrats is this isnt one of the things yes but the Filibuster Category yet. The challenges, they dont have 50 votes yet. We know joe manchin has been outspoken. He thinks they go too far. It is possible there are other democrats that feel the same way, too. Theyre not as outspoken as is joe manchin. Democrats understand this is something their voters are counting on them to change. You heard from Michael Bennet there on the floor giving that powerful speech last night. I think this is one of those things they will have to develop more of a longertype plan. Every Gun Safety Group will face a sevenfigure sum over the next two weeks to try to keep this issue into the political spotlight. That one of the questions in the past. Its cynical the way they act around these Mass Shootings. You see a surge and the interest goes away. What they want to look at is how will you take down the pipeline that pumps out disinformation . You know, we took a look at that story about the windmills supposedly causing the texas Power Outages and saw how in a matter of hours this tweet from 2014 in sweden got blown up into a story that was completely false by being pumped out by these deceptive outlets. That itself the kind of thing you cant solve with just a whackamole strategy. The ceos know theyre getting these questions. They know what they are in for later on in the day. You are already seeing some prebuttal. Does it found like they are getting to changes that might satisfy Members Of Congress or do you think its sort of talk without the action . I still think theyre focused on the whackamole. The proposal you see from facebook is they would be encouraged to do more whackamole and people that dont do good enough whackamole will be punished. What you see Members Of Congress say, we have developed over time off line rules and protections. Why arent we enforcing them online . What do i mean by that . Civil rights laws, Campaign Finance laws, Voter Suppression. Why cant you conduct Voter Suppression online and not face the same penalties as you do offline. Theyre looking at updating the offline rules, protections, for the online world. And i think that has the platforms a little worried. Whats interesting, it seemed a change in tone on section 230, which is the election that protects social Media Companies for being liable for the stuff on their platform and zuckerberg in his prepared remarks says he thinks section 230 will benefit from thoughtful changes. Is that new tone, does it make a difference . I think it is really interesting. If theyre coming to the table and they recognize that change is aecoming, i dont think hes proposing is enough. But i think its a recognition that more has to be done. Look, i think what we have to do is level the Playing Field between the Disinformation Campaign and those who are trying to get out the messages about public health, about climate change, about inequality. But these, about election, you know, basic election facts. And these folks who are just trying to give us the facts dont have the same use of the algorithm to pump out the enticing conspiratorial content. And so they have to figure out how are they going to level the Playing Field . Congress is looking at how do we give them the incentives to do that . Thank you so much for being with us. Your reporting talks about who is on the friend and family list for Governor Cuomo. Chris cuomo saying, quote, it is not surprising in the earliest days of a onceina century of a Global Pandemic when chris was showing symptoms, he turned for advice and symptoms as anyone could. Who else was involved in this based on your sources . Reporter there were a range of other Family Members as well and top state officials, that what happened is the doctor and senior advisers took special precautions to go to the hamptons or other places and Family Members and the results were expedited at the public state laboratory. You know, at the time we were testing in new york, it was scant. It was hard to get tests and other people were struggling across the city, all over the place. What happens here is Governor Cuomo had a top state doctor come to his house in the hamptons to administer tests for him and his family and they were immediately processed. You mentioned lab workers working overtime, by the way to talk about resource diverted for this through the night to get these vip their results. The names of them, they were called specials by your reporting were kind of protected. Is that different from typical privacy things you would put in place, the typical doctor Patient Confidentiality given to anyone here . Reporter we were told the lab, the special folks were, the commensurate paperwork. [ inaudible ] , they are only labelled by numbers people knew who they were and folks in a broader understanding of what was happening. There is a New York State Law that promotes officials from using his or her official position for others. I know your fees cited people disciplined in the past for breaking this law. The law says you cannot use your position in new york to glean special benefits for your family or for yourself. And cuomo famously fired a top official after a standing where he had State Workers clean out his yard where a tree had fallen. Right now, there are new concerns the pandemic is actually affecting Financial Aid for the students who need it most. Fewer than 2 in 5 Students Graduating High School this spring have applied for any kind of college Financial Aid so far. Thats a 9 drop plus from this time last year, and schools who serve a majority of low income students have seen the biggest drop. Priscilla joins us from new york. Can you talk about what is driving some of this . Reporter yeah, well, those High School Students have faced unique challenges this year because in addition to learning virtually, theyre also filling out those College Applications and Financial Aid forms all online. And im sure as many of us remember, those Financial Aid forms require a lot of parents Income Information and documents and it can be really daunting for a 17 or 18yearold to go through that process, especially when theyre not on campus in person like they would be during a normal year, with someone there to walk them through it. So that is what experts are saying is part of the problem when it comes to these declines nationally, as row mentioned, applications are down by 9 , and theyre in the double digits for students of color and students from low income backgrounds which is exactly the population that is served here at da vinci high school. I an opportunity to speak to a number of seniors about what the process has been like for them. Take a listen. Fafsa got pushed back to me because Everything Else i had going on, i had to adjust to learning, i got my first job. And i had to really commit to that. On the website, we didnt really understand what goes where or like what papers were what. And it did take us a while to figure that out. These students need federal, state, and institutional aid to be able to afford college, particularly during an economic downturn from covid. So affordability, completing a fafsa and having the money to be able to afford college, really impacts whether or not they go. Reporter and the good news for the students you just heard from, they have all been able to complete their fafsa, in part thanks to a partnership between the school and the college here that paired High School Seniors with graduate students to virtually walk them through line by line how to fill out that form. But a lot of students across the country dont have access to those resources. But there is still time to complete that fafsa. The federal deadline is june 30th, so theres still aid out there and available. One of the worlds biggest mega tankers carrying upward of 20,000 containers stuck in the suez canal. The ship is creating this massive bottleneck for hundreds of other ships looking to get through the canal. Look at this satellite shot. You can see it. Diagonally blocking everything. The canal handles more than 10 of global trade on this planet. Allowing billions of products to move towards their destinations. Shipping experts say any further delay here could affect, quote, anything you see in the stores, meaning how much you pay for the stuff you buy. Let me bring in nbc news Foreign Correspondent matt bradley who is in tel aviv. This has been called one of the biggest economic stories in the world right now. It seems sort of far away for a lot of folks, but it could have a very visceral, very real impact if its not unstock soon. How close are they to actually doing that . Well, i mean, hallie, the short answer is we dont know. Probably days, maybe weeks. If it starts to get to the weeks level, i mean, we could start seeing, as you said, we could start seeing that in pocketbooks in prices in stores particularly with products that come from the middle east, particularly with oil, but the problem right now is you see these photos. This thing, this is the ship that launched 1,000 memes. Everybody is meming about this right now. These tiny bulldozers, earth movers trying to be used to dig out this ship, and this is one of the largest ships in the world. This strategy of trying to dig it out in the sand probably isnt going to be working anytime soon. A lot of experts on shipping are saying what they need do is start to unpack, unload some of those 20,000 containers. This is a quarter of a million tons of goods. Now, trying to unload that ship is going to be very dangerous as well. Because that risk actually capsizing the boat. Now, that would turn what is already a very big problem into a much, much worse problem. So everything thats being done from now on has to be handled with extreme care. Hallie. Real quick, how many currently other ships are in the queue, in The Waiting Line behind this bottleneck here . Well, theres about a little more than 150. That number is going to be rising. A lot of ships are going to start to move around the horn of africa. That adds about a week to that transit voyage. Thats the usual voyage between south asia or asia and europe. Its going to add about a week. That adds a lot of money, a lot of cost, and again, thats something you could start to see in prices if they start to transit ships the long way around. So were talking about 150 ships, maybe thats going to increase. This is about this waterway handles about 50 ships every day. So every day that goes by, youre going to see those ships piling up in both the Mediterranean Sea and in the red sea. So this is going to get maybe worse and worse. Hallie. Keep an eye on it.
