And is now in Police Custody charged with ten counts of murder, and as i said, those victims have now been identified. We learned yesterday that one was a police officer, eric talley. Three worked at the Grocery Store, 20yearold denny strong, 25yearold, rikki olds and 55yearold terry leiker. Tralona bartkowiak, and suzanne found and jody waters believed to have been shopping and Neven Steveisec was killed in the parking lot. I want to bring in katie in colorado. Whats the latest right now . Good morning, jeff. Investigators are still doing a deep dive trying to understand the motive behind this crime. That is really the question thats on everyones mind, how this happened, why it happened, what motivated the shooter to do this. They are going through his records. They are going through his car. His home, his social media account and combing all of those subjects trying to find any indicators as to why this could have happened. They know that just about a week before the shooting he had purchased an Assault Weapon when we heard of witnesses of describing the ter nighing scene inside that Grocery Store as he indiscriminately fired among innocent people calling police, barricading themselves and trying to protect themselves and were learning from Court Records exactly what that scene looked like as investigators are trying to put together this time line, but as this investigation continue, there is an outpouring of grief in this community. It is not the first Colorado Community to experience this type of grief, sadly, but they are gathering, they are here with vigils and in front of mackshift memorials, praying, crying, expressing condolences for the real people that were lost in this community. It is hard not to become emotional when you hear about the man who is expected to be a grandfather in a few months or the longtime employee who had worked at this Grocery Store for 37 years and knew everyone who came through the door to the 25yearold who was just getting a start in life. These are real stories, real people and this community is now beyond the shock and into the grieving process, meanwhile, the investigation as to what the motive is continues. Jeff . Nbcs catie beck. Thank for that report. Right now i am joined by a man who has been focused on this issue for a decade. Tom sullivans son alex was killed in the Aurora Theater Shooting in 2012 and that motivated him to run for office where he now serves as a Colorado State representative. Thanks for joining us. As we are learning the names of these victims you know this pain that these families are going through. Is there anything you want to say to them based on your own harrowing experience . Yeah. This is going to be a long, a long process, and one of the important things, you know, right now is to maker sure that you, you know, surround yourself with the people that you love and people that you can trust because theres a lot of disinformation out there. Theres a lot of wellintended people that might not be intending the right things for you. You take your time with this. This will be with you forever. You will be a grieving parent, a Grieving Brother or sister for the rest of your lives. Be, you know, hesitant about getting out in front of some of this although its important when youre ready, but you need to take care of yourself and you know, your immediate family. Well still be out here ready to talk to you, ready to help and ready to offer advice when youre ready to come out. Yeah. Yeah. Lets talk about solutions in terms of legislation because big legislation like an Assault Weapons ban. That tends to get the headlines and that tends to get the attention, but you spent a lot of time with other types of legislation and a red flag law from people considered dangerous. Another gun that covered Safe Gun Storage and lost weapons. Is that the way to solve this intractable problem bit by bit instead of one big bill, do you think . Absolutely. Well need the federal government to partner with the states. After alex was murdered here in the state of colorado we passed five Common Sense Gun Prevention Bills including Background Checks and limiting highcapacity magazines and something about Domestic Violence and making people pay for their Background Checks, that kind of stuff. Each year after that we had to defend those and continue to defeat them and the opposition against that has kind of shrunk because the fear that the Second Amendment people and the republicans talk about is there is the beginning of a Slippery Slope and everything will be taken away from you. The lawabiding governor knows thats not true, but they buy into the fear. You will see in the days following this event up in boulder, gun sales are going to go through the roof, you know, once again, but again, we can begin to talk on this. I knocked on 9,000 doors and told those people should i win i am going to run an extreme Risk Protection order on day one. I did that. I worked who is now the speaker alec garnet and they recalled me and we were the first to defeat a recall in the state of colorado and when i asked people what do you want me to do now . They said keep doing what youre doing, tom because thats what we want you to do when youre there. So whats your advice to lawmakers at the National Level and some democrats who might be concerned about taking A Stand On Gun Control because theyre worried about your own political standing . You dealt with that personally. You are there to represent your community. Your community is speaking. 90 of americans are in favor of a Background Check yet the last time we voted we only got 56 of the senators to vote on it and people are taking notice. Things are changing across this country, okay . Our lost and stolen here in the state of colorado, 87 of coloradoans are in favor of it and yet i heard from republican districts who their senators said oh, no, not in my district. No, sir, youre wrong. Youre just not listening to them, and at some point those that youre not listening to will turn into a passionate, driven father who will run against you and were going come and take your seat because youre not listening to the people in your community. Colorado state rep tom sullivan. Thanks for your time this morning, sir. We appreciate it. Thank you, sir. I want to bring in Richard Blumenthal who has been pushing hard for expanded gun control since the sandy hook shootings almost ten years ago. We heard senator schumer saying this senate will be different. You have said this is the dawn of a new era in gun control. There are now two house passed Gun Legislation sitting on the doorstep of the senate. How will this era be different . No one can predict with certainty, jeff, as you know from having covered the hill for a long time, but this time really feels different because of the activists and advocates like tom sullivan and the other survivors around this country who have come forward with such grace and strength and courage and they have helped to form a new Political Movement which is the reason that we now have a president committed passionately to common sense, constitutional action on gun violence prevention. Its why we have majorities in both houses of congress that ran on this issue. They didnt hide it. They didnt respond to questions. They made it a positive issue and we will have votes. So my republican colleagues are going to have to put themselves on the record and then theyll have to answer to the 90 or more of their constituents including the majority of republicans who favor these measures and they know. They know in their hearts, we can save lives. That shooter in boulder was a deeply disturbed young man who walked into a Grocery Store and killed with the speed, efficiency and cruelty with a combatstyle weapon because he had it and a Risk Warrant Order might have separated him from it. A Background Check might have detected some ineligibility and safe storage with safe children who are the victims of accidents as a result of unsafe storage laws. None is immune and thats why i think we may well be at the dawn of a new era. Yeah. And one of the things thats different about this era, it strikes me that the nra and the big gun lobby doesnt appear to be as powerful as it once was. Its filed for investigation and it filed for bankruptcy protection. Does that change the dynamic in washington at all . Absolutely, jeff. Thats a really important point. The gun lobby used to have congress in a vicelike grip through political contribution, through the mass mailings that they did. Now that gun lobby and the Principal Organization has declared bankruptcy in new york. Thats financial insolvency, but it is also in a sense, a realization of moral bankruptcy and we know that the record in connecticut and states like colorado and others where common sense measures have been adopted is that lives have been saved. Theres proof on the record, but even in connecticut with some of the strongest laws, were at the mercy of states with some of the weakest and so we have beaten back the nra. It is on its heels, but we need to now move forward in the congress and convince colleagues that the political dynamic here is in favor of their being on the right side of history. When it comes to convincing your colleagues youve got joe manchin, democrat from west virginia, he opposes the house bill on Background Checks. So how do you get republican support if democrats arent unified on this. The democrats will be unified, but the question really is what will republicans do when they are put on the record because theyre going to be held accountable and thooiz these nightmarish massacres are tens of the hundreds of deaths that happen in communities and hartford and elsewhere and my colleagues will have to answer to their constituents and these deaths are stunning, savage, shocking, but tragically predictable, unsurprising because congress has been complicit and there is a moral imperative dynamic here. I want to give you a chance to respond to what senator ted cruz said to you during a hearing. Lets take a look at what he had to say. The senator from connecticut said its time for us to do something. I agree. It is time for us to do something. Every time theres a shooting we play this ridiculous theater where this committee gets together and proposes a bunch of laws that would do nothing to stop these murders. Ridiculous theater so says the senator from texas. This, though, appears to be the goto argument for a number of republicans. I believe in thoughts and prayer, but then blocking action as senator cruz has done or saying he thinks there ought to be action and then actually making proposals that weaken the law as he has done. You know, i think sometimes about john f. Kennedys inaugural speech that he closed by saying let us lead the land we love asking his blessing and his help, but knowing here on earth, gods work must truly be our own. We can save lives, but it demands action, and their commonsense steps improving Background Checks and risk warrants that separate people from guns when they say theyre going to kill themselves or others, this happened in parkland. This happens every day with 50 or more suicides. These kinds of common sense measures are the answer to ted cruz. Democratic senator Richard Blumenthal from the great state of connecticut. I appreciate your time. Thank you, sir. This morning all 15 jurors have been selected in the trial of derek chauvin, the expolice officer accused of killing george floyd. The panel is made up of six men and nine women. Nine of the jurors are white, four are black and four identify as multiracial. And we just learned this morning that white house officials and members of congress will visit a migrant facility in texas today. Its unfolding hours after politico reported that the Government Accountability office is looking into whether President Biden broke the law by violating budget rules when he froze money meant for trumps border wall. Bidens top advisers will head to mexico and guatemala this week and thats happening as the president is blaming the Trump Administration for the influx we are now seeing at the southern border. Who here relates to whats happening in guatemala, honduras and el salvador . The last administration dismantled a law we had put in place relative to dealing with the problems in the country. Lets go to nbcs dasha burns outside a migrant facility in texas and we also have pbs Newshour Yamiche alcindor. Well start with you. Lets go it texas and take us where you are. Migrants thought President Biden would treat them better. Is that what youve been hearing on the ground . Jeff, weve been on the ground here for about ten days now and as ive been speaking with migrant families, yeah. A lot of them do say that the new president and the new administration gave them hope for a life in america and that played a role in why they decided to flee the desperate and dangerous situations in their home countries and why they decided to do so now, and as you spend timed on the ground here, jeff, it is very common to see customs and Border Protection bringing busses full of migrant families and releasing them in these border towns and if you drive along the wall here you will likely see a group of migrants getting apprehended by Border Patrol. In fact, just last night my colleague Gabe Gutierrez spent time with texas dps and went up in a helicopter and within five minutes of flying over the rio grande, we saw groups of migrants crossing the river and this is happening all day every day here and that is why youre seeing the major capacity challenges where in this facility here we know it is meant for 250 people, but right now as of sunday, there are at least 3700 people in this facility, many of them Unaccompanied Minors and lets be clear about these centers that were talking about here. This is a customs and Border Protection facility. It is not meant to house children. Its certainly not meant to keep them for an extended amount of time and we now know per the reporting from my colleague Julia Ainsley that there are 800 kids that are in Border Patrol custody for more than ten days. That is not supposed to happen, but whats going on here is there is a bottleneck when it comes to health and Human Services. Health and Human Services should be taking custody of these kids and they have facilities that are much more appropriate for children, but they arent able to stand those up quickly enough to stand up with those numbers and the announcement of a new facility just last night and hhs is putting up with another one in paraiso springs. They will tour one of those Hhs Facilities where these kids should be going. The rush for capacity right now is to stand those up so that we can get kids out of facilities like this one and into the custody of hhs where from there theyll head to a sponsor or a relative, jeff . And yamiche, we should say when migrants come to the southern border to claim asylum, they are well within their rights to do that and when President Biden says that the Trump Administration dismantled the asylum process. Thats an objective fact. We know that based on years of reports to be true. In the Biden Administration theyve been relying on mexico to help and mexico is at capacity. Whats the calculation with his advisers making a trip there today . The calculation on the white houses part is today is that they are facing immense pressure to have some sort of transparency because for weeks now reporters like myself and others have been pressing them to say why arent we seeing these thousands of children who are in these adult facilities that were not made to house them . These children have told lawyers that theyre hungry, theyre scared and terrified and not seeing sun light. You also get the sense that the Biden Administration knows they have to start answering tough questions and yes, they keep saying they inherited a mess and that can go on for so long before you start answering questions about how you will fix the problem and the Biden Administration says there are no easy solution. The Biden Administration and President Biden himself made a decision to start filing asylum law. Unaccompanied minors can come to the United States and if a family is presented at the border that they have a legal right to seek asylum in the United States. The republicans who are attacking President Biden are saying this is a policy change when this is him following the law. President trump decided not to follow the law and expelled everyone that came to the border including children, including families and as a result, President Biden is having to look as though hes changing things and letting people in when, in fact, hes following u. S. Law. Overall, the situation here with thousands of children in these facilities, in these terrible facilities is this is a bed problem and a Logistics Problem and one that the Biden Administration is trying to figure out. Weve been asking for weeks and this is one where were understanding and we want to see more facilities and want more answers to questions. Absolutely. Yamiche alcindor and dasha burns and my thanks to you both. We should mention our own ayman mohyieldin. All of that fencing put up in the January 6th Insurrection is being removed. That fencing is surrounding the u. S. Capitol complex and beyond that, all of the roads around the capitol, theyve all now been reopened. U. S. C. And puerto rico to help get students back into the classroom safely for inperson learning. Antonia hilton is live in new york city for how it is exposing inequality when it comes to Standardized Testing. Tell us, what did you find based on your reporting . Good morning, jeff. So for years, people have been debating the value and the fairness of Standardized Testing, particularly when it comes to lower income students and communities of color that sometimes face more barriers in accessing Higher Education and the pandemic came and it exposed so much of what the students face in a way people couldnt ignore and colleges were forced to act and in many cases go test optional and testfree for an entire year. We sat down with a group of students who went through this crazy year and didnt submit in most cases act and s. A. T. Scores and is this helping or hurting kids . Take a look at this. For these high school seniors, Show Of Hands for who here ended up taking a standardized tests. A key predictor, standardized tests gone. All three applied to california schools. Intensifying concerns around the fairness of tests. This year the uc saw record applications with i surge among black and latino kids. Is it going to level the Playing Field . Probably not. Do i think people might get a better shot. Yeah. Our nbc poll found quizzes and tests were the number one stressors. Even without the pressure of the s. A. T. He fell behind. He lost a Family Member this year and had to care for four siblings. . This has been a pretty emotionally hard time for me and i would not have been happy with it, but testing might not be gone for good. The uc system considering coming up with its own exam. Any way you can find more contextual information to understand students, i think that would be a great thing, particularly if the tests dont create a separation between the have and have notes. Couldnt any test end up separating the have and have notes . Absolutely. Its certainly something were mindful of and how does that inform how we move forward in an equitable manner. I think the Standardized Testing is just pulling a leave off of one of the trees and we need it attack it. Because you cant affect the system by simply tackling one part of it. Now she hopes to be the last in her family to ever worry about a highstakes test. Jeff, ive had some fascinating conversations with Admissions Officers and application readers over the last several weeks and what im hearing from them is that theyll be watching their incoming classes very closely and if they find that students who havent taken these tests are just as smart and vibrant as classes in the past they may never go back to the status quo and reinstate these tests, jeff. Thank for the reporting, antonia. We appreciate it. More on President Biden announcing 81 billion from the American Rescue plan to reopen schools safely. Miguel cardona is announcing the launch of a new initiative to help states use the funding to develop highquality Summer Learning and enrichment programs. In just a few hours, the Department Of Education is expected to discuss all of this during a Virtual National Safe School Reopening summit, theyre calling it and the summit will consist of three panels that will be with Education Leaders and students and its one step the Education Department is taking to provide support and resources to schools as they work to reopen quickly and safely. Those scheduled to deliver remarks include President Biden and Vice President harris and Education Secretary cardona and cdc director rochelle walenski. Joining me now is ernie duncan. Secretary duncan, its good to see you. 81 million is real money and a big step, but what are other key challenges to reopen schools that the summit, you think, needs to address today . It is a great, great day, and there are many challenges, but it is a step in the right direction. We need to think of teachers, parent, bus drivers and custodians whatever it takes in terms ever funding, we need to think of that and we have to rethink summer. Our students have been through so much trauma and missed so much academically, socially and miss their peers and we have to have a very, very creative, innovative summer and we have to find kids who have been lost and disappeared for the past year and we ned a National Tutoring initiative to help kids catch up. There are multiple uses for those resources 81 billion is a lot of money and its the right thing to do. This is not an expense. This is an investment in our children, in our schools, in our future. When you talk about helping kids catch up. We are hearing Officials Say students could need four to five years potentially to recover from covid Learning Loss. Heres what the current Education Secretary had to say about that on the today show, take a look. Im confident well put in strategies to address some of the Learning Laws and that social, emotional connection that students needed whether its after school programming, creative Summer Learning opportunities that are experience rich, but this is a longterm project to reconnect with some of the Learning Loss that happened. It will take several years. So, look, How Big Of A Challenge is this . This Learning Loss and what do you think should be done about it . Its a huge challenge, and it will take time. I really think, jeff, we have a fivemonth wind owe now and the end of march to the start of september to help kids catch up. So we have as few as possible children starting the next school year behind and we know high dosage tutoring, and intensive tutoring whether its virtually, hybrid, whatever it might be, we know it has a tremendous impact and can reach out with Hundreds Of Thousands of tutors to millions of students and we have an educational and a moral obligation to close that gap as much as we can over the next five months. And we just saw that report by nbcs Antonia Hilton about colleges eliminating Standardized Testing and high schools are doing that as well. Should Standardized Testing be one of those things lost to the pandemic, do you think . This is a very important issue. On the College Admissions side, this makes a lot of sense particularly now and they measure heart, grit or resiliency or anything like that . I know i would have a difficult time in college if only test scores were paid attention to. I really want to push this hard, though. I think it is so important that we assess where our students are academically and for our students in fourth grade, sixth grade, whatever it might be and for us to not know where theyre ahead and how far behind and for us to be guessing at that, it feels like Education Malpractice to me and what their strengths are and where theyre struggling and what we do specifically to help them. The doctor doesnt randomly gives us medication and they figure out whats the right course of treatment for us and every child deserves to know where they are now and as parents, we have to rebuild trust with parents and all schools do. Weve never been interconnected and which were need parents and parents need, and we need to hold ourselves accountable as adults to close the gap where weve fallen behind. Remember toer Education Secretary earn duncan, good to see you. We appreciate you. The gold standard, so to speak ; more about extremism and how much its affecting our military. Veterans were overrepresented at the January 6th Capitol insurrection with nearly one in five defendants charged having served. Defense secretary lloyd austin responding last month by telling every Unit Supervisor to hold oneday sitdowns with troops to talk about extremism and why its not okay. Commanders have just eight more days to get that done and today the House Arms Services committee will hold a hearing about its military ranks. I want to bring in congressman adam smith, democrat from washington state. He is the chair of the House Armed Services committee. Congressman, this problem is big enough to warrant a congressional hearing and what do people need to know about this issue . First, the military needs to figure out what were dealing with here. Its certainly troubling that you cite from the attack on the capitol and the number of members who served in the military and extremist organizations like the proud boys and the Boogaloo Boys and what do you have to say to qualify and what are we doing about it to sort of root it out and make sure that its not present in the military . It takes on a lot of form. Certainly White Supremacy is a concern and theres this growing an thif government notion to take back our country and the citing stuff that this is a new revelation. Well, if you serve in the military you pledge an oath to the constitution and the laws of the United States. You cant be a revolutionary and serve in the military. You have to believe in this country, believe in our country and believe in our constitution, and i think we need to reens for that basic belief and root out those in the military who dont subscribe to it. I want to may part of what secretary austin and his message to the troops about extremism. This was shared with the troops last month. Take a look at this. We know a standdown like this can seem like yet another task to undertake, another burden, but the truth of the matter is we need your help. We cant afford actions and behavior that are at odds with our values and that undermine good order and discipline. So hes trying to help by ordering these standdowns with troops, standdowns is what theyre called, but is that enough . Certainly not. It is the Starting Point and not the ending point. Like i said, weve got to figure out how much extremism do we have in the military and how do we identify the people who hold these beliefs and how do we get them out of the military and how do we prevent it in the first place . How do we better educate within the military and people join the military and then get radicalized and how do we make sure that part of the training and how were working together that this doesnt happen that people understand what this extremism is and i want to emphasize that the hearing that we have today is to start the conversation about what were talking about. Its not extremism to be upset about something the government did. Its not extremism to hold conservative views. What are we talking about specifically, and i think obviously White Nationalism and White Supremacy is on the rise and also the radical antigovernment feelings. Like i said, the idea that you have to tear down this government, that we need another revolution. We need to really identify that and then we need to reinforce the core mission of the military and chairman of the joint Chief Executives of staff have talked about this a lot. We uphold the constitution and thats what the military does and were not politicians and we serve this country and we need to reinforce that Belief System throughout the military and we need to look at how we recruit and how we train and what goes on within the military and take a closer look at the men and women who are serving and this is one issue and weve also had major problems with sexual harassment, Sexual Assault with hazing and racism. Whats really going on with the men and women who are serving in the military . Its a good first step to do the stand down and say lets talk about it. A lot more needs to be done. Its a Starting Point, but not a stopping point. I wrote that down in my notes. Congressman adam smith, thanks for your insights. We appreciate it. U. S.
