commented earlier about it. >> we are not sitting on a secret dose of supplies. we are focused on getting these out the door as quickly as possible at this point. >> vice president kamala harris is about to start a listening session with florida leaders at a food bank, making another pitch for the biden administration's nearly $2 trillion relief package. we are covering these stories, here and abroad, and joining us now to start off the coverage this hour, senior white house correspondent for the pbs news hour and msnbc political analyst, and correspondent in mission, texas, and nbc news, senior international correspondent keir simmons. >> and i'll begin with you at the white house, president biden says he will head to the border to see the situation for himself what is unfolding there and he was also asked about what his administration could do to stop people from making that dangerous trip. watch. >> what is the message to the migrants telling them to stay home and not to come now, and what process could be done? >> a lot more, to re-establish what is going on, to stay in place. >> but the numbers, basically tell the story, that message is not resonating. what more does the white house have planned? >> well, the white house really is scrambling to try to make sure that there is enough beds for the surging number of people that are coming because they have really settled into this policy, and they think it's the most humane thing to do, to not turn away unaccompanied minors. that being said, these numbers as you said, they don't lie, they are telling the story, not only are you seeing really, really high numbers of unaccompanied minor, you're seeing them held in facility force more than ten days, when the law says not more than 72 hours, custom and border patrol facilities. what you're also seeing from the white house is them really scrambling to not call this a crisis, but also to deal with the fact that part of what president biden did and what got him elected is this idea to be more humane, he wanted to be more welcoming, he wanted to be a president who was seen as not separating families. that same message, that same image of a president who is humane, who is not going to be hurting immigrants, that's the message that is getting to migrants all across the world that are then allowing parents and really allowing young children to then come across the border and say i want to go and get what you're talking about. and what we're seeing is the biden administration still turning back families, lage numbers of them, but with children, they are continuing to take them in and what the real issue is and what the biden administration is doing is trying to find some way to really expand the number of beds possible. so i think that we have to continue to watch this because they don't really have the answers at this moment, when i talked to sources at the white house, they understand it is a tough situation, but they don't have clear solutions for what should happen. >> dasha, to misha's point, this is all about capacity, all of the migrants coming to the board remember pushing facilities to the limits. walk us through what you're seeing? what is happening to these migrants once they reach the border, ultimately making it to the u.s. and these facilities reaching capacity? >> yes, amin, i mean the vast -- ayman, i mean the vast majority of them are past capacity and although the biden administration says the border is closed and only unaccompanied minors are being allowed in, what we're seeing from the data and the reality here on the ground is, that families, especially those crossing the border, here in the rio grande valley, families with children, are largely being allowed to stay in the united states. and my colleague julia answerley and jodi ham monday and i have new reporting today that border patrol agents as of saturday have been authorized to release migrant families without a court date and that is a signature departure from customs and border protection policy. and we spent the weekend and this morning speaking to those migrant families that have been recently released. most of them started that journey about two to three weeks ago from central american country, they surrendered to border patrol custody, and then they were processed and released, and in towns like mcallen and mission, texas, where i am now, most of them taking shelter with local charities and nonprofit, like this church, our lady of guadalupe, where i am, and that's where we spoke to some of these families. we asked them, do you have a court date? i talked to a dozen of people or so and all of them said no. we actually got a lance to look at some of their paperwork and they shared anonymously and in the section with a court date, it says date to be set. we met some families who didn't even receive that paperwork. they were not told about any sort of court date at any point in time. they told us they didn't even provide any contact information, to any authorities, so it's not clear how the government would reach out to these families, in order to get them before an immigration judge, at some point. and ayman, these are families with young children who have been fleeing dangerous situations back home, everything from a devastating hurricane, to extreme poverty, to violence, and on that question, that we were talking about, about why now, what we did hear from a majority of the folks that we talked to, is that the biden administration, that this new president did give them hope and that played into their decision to take that dangerous journey now. >> and keir, we are tracking this other significant story out of washington, d.c. today, also including our european ally, the biden administration working with those european partners to pressure china with these new sanctions. tell us about what is happening, and what the cause behind them was. >> yes, as you know, i've been covering the story of the uyghurs in northern china for many years. i haven't ever seen action quite like this. okay, on the surface, you could argue these are sanctions against just four chinese officials and against chinese entities and china with the economic power has the power to withstand sanctions, but i think it's about the messaging, so the u.s., canada, the eu, and the u.k., all acting together, secretary of state blinken describing the way that the uighurs are being treated as genocide and crimes against unity, and the british foreign secretary saying that this is a crisis, a humanitarian crisis, what is happening to the uyghurs now, the reports as you know, are that around a million uighurs were put into camps, and i've been to those camps and i've been told the stories of families being separated, many, many families, and i've also spoken to chinese officials who say that these are simply reeducation camps, and in fact, china now hitting back, if you like, with sanctions against ten people across the west. but again, i think this is about the messaging, about the west, europe, and the u.s., sending a clear message, and i also think that this is a sign of a generational change in terms of the way that the u.s. responds to china, and acts towards china. >> and to that point, keir, really quickly on the international front, we've talked about the eu, the u.k., and canada, are we likely to see any measures at the united nations? obviously china has the ability to veto any significant measures there but are we likely to see it broaden beyond just the u.s. and europe? >> without question, the united nations will be one of the forums that you will see action taken. we've already seen the u.s. and the u.k., with their partners try to take action there, and i think, you know, the messaging is quite clear. the u.s. and europe views the way the uighurs are treated as a human rights issue, and they are sending a message to beijing that it will be an issue going forward for them. >> all right, keir simmons live in london for us. thanks to the three of you for starting us off this hour. a new usa today ipsos poll shows one in four americans nearly half of asian americans have seen someone blame asian people for the coronavirus pandemic. this comes as people in the atlanta area continue to mourn the eight people, including six asian women, killed in last week's shootings. nbc news's kathy park joins us from atlanta. good to have you with us. what more have we learned about the victims as they are being remembered today? we've got you covered. so join the carrier rated #1 in customer satisfaction... ...and learn how much you can save at xfinitymobile.com/mysavings. map ma . here are the facts in the coronavirus pandemic as we know them at the hour. as of today, all west virginia residents 60 and up are eligible for a vaccine, age 16 to up. in florida miami beach officials extended curfews and road closures through april 12th, aiming to stifle spring break crowds after a chaotic weekend of massive gatherings and stampedes and clashes between spring breakers and police. overseas protests turn violent in germany over a potential tightened lockdown and thousands of largely maskless protesters clashed with police after chancellor angela merkel proposed an extended shutdown after a nearly double case rate this month. and as european countries experience a new wave of infection, the u.s. is experiencing its own uptick in states like michigan. since last month, there is a 50% increase in covid-19 hospital lations statewide and at detroit's henry ford hospital, covid-19 hospitalizations have doubled in the last two weeks. joining us from that hospital, a troubling trend, with health experts seeing these high numbers out of michigan right now. >> it is incredibly concerning, especially as we know that nearly 25% of people in michigan have received their first dose of the vaccine. but as you look specifically at the numbers, doctors here point out to me that a lot of the rising case numbers are actually among those in the younger population, 10 to 30 years old, so this is incredibly concerning as we see cases go up and the hospitalizations. i spoke with the chief clinical director here at henry ford health systems and he explains why we're see the uptick right now. >> the variant virus is at the present time spreading and we know that michigan is one of the hot beds for that variant, so we believe this is contributing to some. there have been some easing up, of some of the restrictions that we had before, you know, between schools, the restaurant, the bar, people being out, so there is no question that this might have contributed to some of this increase. >> so in addition to those variants, the rollback of restriction, the governor also noting the potential of travel to other states being a cause here, and here in michigan, i want to point out that the b.1.1.7 virt is just after florida, the south african variant here, and doctors are urging because of how contagious those variants are people need to get a vaccine. the good news we point out, we know more about covid in general so the hospitalizations they how to treat them a little bit better but again, stood is actually a day that they're expanding eligibility for the vaccine, to increase supply and availability, and they say that's the only way to solve the problems of the pandemic that we're seeing right now. ayman? >> thank you. we are following breaking news on the vaccine front. results from a large scale u.s. trial show that the vaccine being developed by astrazeneca and the university of oxford is 79% effective in preventing symptomatic illness and is 100% effective at preventing serious disease and hospitalizations. joining me now is ruu dobber, president of astra zeneca u.s. and i appreciate your time. and significant news toos today, when do you think astrazeneca will file for the emergency use authorization here in the united states? >> thank you so much for having me on the show. and it is indeed very exciting news, very good numbers, and clearly, we think that this vaccine can contribute in order to fight against the pandemic. to come back to your question, hopefully mid april, we are able to file for an emergency use authorization, and then depending on the feedback from the fda, as soon as we have the authorization, we will supply, we will deliver more than 30 million doses for americans, and in that same months, we will add another 20 million, so in one month, roughly 50 million doses for america. >> can you explain to our viewers why it's approved in europe, but not yet here in the united states? is that a cause of concern for an american who may be getting the astrazeneca vaccine? that the u.s. waited so long to approve it? >> no, no, no. the goal i think the very simple reason is that the clinical trials started later in the united states, versus europe. the advantage of course, of the united states is that there's a lot of experience now, in europe, how to use the vaccine, both mrra in u.k., highly supportive, it is highly effective and safe, so all in all, i think it's a win for all party, and we're looking forward, in order to make this vaccine available for americans sooner than later. >> as you probably are aware, sir, president biden has said that the u.s. has secured enough doses to vaccinate all american adults by the end of may. what role do you see your vaccine playing here in the united states, if in fact with the current supply and the commitments made by the administration and the currently approved vaccines, we will hit that number of all adults being vaccinated by the end of may? >> first of all, i truly believe there is still an important role to play for this vaccine of astrazeneca, and you were talking about, there are too many americans not vaccinated. having said that, let's also not forget that the vaccines are necessary to protect the whole world. and whatever will be the case, with the surplus, that's up to the governments in order to decide that, but as always, we are saying, you are only safe, as long as the world is safe so there is still a lot of work to do, and we made a very clear pledge, in order to supply the vaccine, in the developing countries across the world, so there's still a lot of work to do before we are entering a phase where we can be safe and feel comfortable. >> for sure. and we're going to get to ta in just a moment, you probably heard my colleague talk about the concerns with emerging covid variants, was the astrazeneca vaccine study conducted in areas where the more highly transmissible varians were present as we just heard there in a state like michigan? >> well, that's an excellent question, so the short answer is yes, but in order to determine that we need to do what is called sequencing, so we need to see the strains circulating in the united states. as well as in our study, and as soon as we have the data, then of course, we will share it with the public, and in the publication, but it is a very important question. so far, we feel comfortable that our vaccine is protected against the u.k. and the brazilian variants but equally of course the jury is still out regarding the south african variant. >> i want to ask you about europe for a moment. because i'm sure as you are aware earlier this month, several european countries halted administering doses of your vaccine because of blood clot concerns. e-regulators have deemed it safe and your vaccine is being distributed again. how is it to address the hesitancy concerns here in the united states after what we saw there? >> that's another great question. first of all, i think we need to communicate what is coming out of our clinical trials, and in real life. i think it's very reassuring that in this very large u.s. trial, we haven't seen any difference in, from what either the placebo arm or the vaccinated arm. europe, as fure' referring to, europe as well as the u.k. were very firm in their assessment tlgs is no reason in order to be ank sthous about thrombotic events. and because some of the events are there anyway in the world. now, having said that, safety is our number one priority. and as always, we will follow that very closely. but this data, there is, at this stage, there is absolutely no reason to believe there is anything wrong with our vaccine. it is almost the opposite. it is a highly effective vaccine with a strong safety profile. >> and your comment about the rest of the world, hour is your team working to make sure there is an enable dwugs of your vaccine and all vaccines around the world and not to just wealthy developed untris? >> i believe the facts do support those charges. >> joining me now, nbc news justice correspondent pete williams. good to have you with us. walk us through what constitutes sedition and how big of a step is that for the investigation? >> sedition, you usually think of conspiracy to overflow the government and there is another aspect of the sedition argument, anyone who uses force to obstruct the government's carrying out of the law. by force, to delay hinder execution of any law of the united states and of course on the day of the capitol riot, congress was trying to carry out a federal law, the electoral counteract, the formal counting of the presidential electoral vote so that would seem to be a fit. it's a serious statute. it carries a maximum 20 years in prison. however some of the other charges that have already been filed also carry a 20-year statutory maximum. so obstructing congress, for example. so i think if the government does end up bringing seditious conspiracy charges which is what we've been told by the justice department almost from day one they were considering, i think it would have enormous sim billion, symbolic value because of the gravity of the sedition charge and the other gravity of the statute is what the maximum is and no more than some of the other charges already filed and it would perhaps be a landmark step. >> pete, let me ask you about one of the individuals whose name has obviously drawn some attention, a former state department aide under the trump administration, fred rico kline, what more can you tell us about his role in all of this, and how the legal proceedings against him are proceeding, and why it is notable? >> well, he was a government employee the day that this happened. he was a low level state department employee, a low level campaign aide for the trump campaign, so he was on the federal payroll on the day of the capitol riots. and the government had sought public health in identifying him. he was charged with a scramble with the police trying to get into the capitol and he was detained and initially objected to his detention, the judges ordered him to continue to be detained and there was supposed to be a hearing on that today, but that was on the original charge. he's now been indicted. so that hearing will have to be rescheduled after he's arraigned on the indictment. but he's still being, he's still being held here in the dc jail, and you may remember, when he had his initial hearing, on detention, he said, you know, i'm hoping that i can get to a jail cell, where i'm not, where i can sleep better that isn't crawling with insects. and his lawyer said at the time that they would get him moved to a different cell. >> pete williams, live in dc for us, thanks for that update. and just moments ago, new york governor andrew cuomo says he has no comment on one of his critics, republican congressman tom reid, not seeking re-election after a woman accused him of sexual misconduct. we will talk to the "washington post" reporter who broke that story, that reid story, coming up. plus, crisis in ethiopia. president biden is sending one of his closest political allies in the senate to the nation where there are reports of atrocities and ethnic cleansing. we've got the very latest in a report from the war-torn country coming up next. you're watching msnbc. coming up next you're watching msnbc. at's that? >> we are expecting netanyahu to make a major final push to try to turn out his right wing voter base tomorrow. the final polls before the election seem to show he has the momentum, but those same polls showing he and his allies are just short of those 61 seats they need for a majority in the israeli parliament. so the choice facing israeli voters tomorrow, a right wing block of nationalist and religious parties that support netanyahu, or a coalition of anti-netanyahu parties from the left, from the right, from the center, who really don't agree on very much, but the only thing they have in common is they want netanyahu's 15 years in power to come to an end. so right now, there's an absolute blitz of last-minute ads, both sides are gearing up their get out the vote operations. we'll see what kind of maneuvering happens tomorrow. and ayman, it will be a test of whether it's that pro-netanyahu block, or that anti-netanyahu block that is best able to turn its voters out. >> all right, thank you. we'll check in with you throughout the course of the week so we'll speak to you again tomorrow as the polls close. staying overseas for a moment, president biden has dispatched a diplomatic delegation led by delaware senator chris coons to ethiopia where the united nations says more than half a million people have been forced to flee their homes after four months of warfare with about 60,000 refugees escaping to nearby sudan. the u.s. government has condemned the violence and made allegations of ethnic cleansing in the region, which ethiopia is denying. sky news africa correspondent john sparks travelled to the town of sheray where a crisis is unfolding and a warning to our viewers, some of the images we're about to show you are disturbing. >> reporter: there is an elementary school here that offers some sort of sanctuary. a place re fuge for people on the run and they have arrived in a city now gripped by a humanitarian emergency. and there is little here to keep them alive. >> there is no food. and there is not shelter. and there is not the basic needs. so if you come, you have to address the world. >> a human tide of 300,000 are now camping in this beleaguered city. after a hazardous journey from a western area, and many here, both young and old are struggling. >> tell me how you're feeling. >> some have been forced to flee their homes. others have been banished by militias from the neighboring region of anhara. the u.s. government has called it ethnic cleansing. this woman and her daughter have just arrived. >> this must be a really difficult time for you. >> reporter: she's a civil servant from a city called rumera, and she says she's lost everything she owns. >> do you know where you're going to sleep tonight? >> reporter: there's not much space at the elementary school, and conditions at five other camps in the city are the same. the air filled with smoke. and the continuous sound of people coughing. it's so claustrophobic in here, there's barely any room to move inside, and new camp residents are arriving all the time. although i don't think you can call this a displacement camp. it's more like a test of human endurance. >> how are you feeling? >> so this is in 2017, and at that time, nicollette dave was 25 years old, just starting out as a lobbyist and was on her first trip, sort of a networking trip, that was a fundraiser essentially for another congressman's pac, and she was at a pub with a bunch of other lobbyists, she happened to be seated next to the congressman, and she remembered very clearly all of a sudden feeling the congressman's hand on her back and rubbing her back and over her shirt, unhooking her bra, his hand then moving to her leg. she was just frozen in fear. and afraid to say or do anything. and so she quietly asked someone else at the table to help her, and that person obliged, pulled the congressman away from the table, and out of the restaurant. >> what was reed's initial response, versus his response now? >> right, so his initial response was this account is not accurate, which, you know, to be honest, was sorts of along the lines of what i think we expect to hear when these kind of allegations come up, though it is kind of big enough to have some wiggle room in it, and then last night, you know, issued a very humble and apology, person nicolette and his family and that he was wrong and sorry to have caused her pain. >> what do you think was behind the change in tone from your reporting? have you got any answers to the change? >> i haven't. >> why did davis decide to come forward now? >> right. that's a good question. she is now a second lieutenant in the u.s. army and she's looking ahead to being a platoon leader, later this year and she said she was thinking of what sort of leader she wants to be and wants to be the person to set an example for younger women and particularly if they went through something like this themselves to show that she was willing to speak up, do something uncomfortable and take account for it and that's what she wants to do. >> thank you so much for your reporting. >> thanks. former president trump is throwing his support behind a republican challenger to unseat the georgia's gop secretary of state. rathberger was a target for trump and allies after refusing to overturn the state's 2020 election results. there have a phone call in which trump pressed him to find the votes to overturn the election. >> so, look. i just want to find 11,780 votes, which is one more than we have. because we won the state. >> joining me is political reporter for "the atlanta journal constitution," greg bluestein. thank you fur your time this afternoon. what does the challenge mean for the battle within georgia's republican party? >> it is a serious challenge to secretary raffensberger. represents one of the state east most conservative areas in congress and promoted trump's lies and endorsed the texas lawsuits seeking to invalidate georgia's 5 million ballots cast in november and will have a serious shot of defeating him. >> so to that point you have written that former president trump is intensely focused on georgia since losing the general election and two senate seats there. how influential will he be in the upcoming races and this one for the secretary of state? do republicans see a comeback after losing the presidential election and those two senate seats? >> polls including ours shows his approval ratings taken a dip since the insurrection and still is an 85% approval level among georgia republicans and the most influential republican in georgia so in a republican primary if things stand and things could change but if they stand the way they are right now he would be a major factor in any sort of republican vote going forward. >> let's talk about governorship politics for a moment. tell us about the lieutenant governor and what happens on that front. >> jeff duncan on the wrong side of trump's wrath for backing up other state officials saying that georgia had a free and fair election and now facing scrutiny and a gaggle of likely challengers on the republican side and pretty much any state republican leader opposing trump's lies face a payback from the pro trump wing in georgia. >> georgia's the epicenter for voting rights. particularly seasons the 2020 election. voting restrictions have bomb a focal point among republican voters and activists and this from the brennan center for justice, state lawmakers in 43 states introduced bills to restrict voting access. what have you seen so far? how central will this issue be in the race moving forward? it is used to mobilize those on the democratic side. how's it shaping up on the republican side? >> yeah. look. right now it is the defining issue in the georgia legislative session post-election and of those 250 or so bills overall georgia has a dozen of them and a range of proposals in the state house among the pendsing ones to limit who votes by mail, cut down on weekend voting and democrats are using it as a rallying point to preserve the newfound victories in georgia. >> what's that do for the governor of georgia? is he coming down in support of these measures or not? >> he is kind of plays an arm's length approach, endorses i.d. requirements but not playing a publicly prominent role in the overall day-to-day debate that's happening in the state house but i expect him to sign anything that emerges from the state house because he's got the same worry that is lieutenant govern and the secretary of state have and will also face a pro-trump republican challenger. >> do you think he is nervous about the trump endorsement? >> i think he is. earlier today vernon jones, a former state lawmaker tweeted he is lookinging at the race and not the only one and other names out there to challenge kemp next year. >> greg bluestein, thanks. always a pleasure. that wraps up this hour for me. i'll see you back here tomorrow at 3:00 p.m. apartment?
