Minute now from the white house covid19 response team. So far, about onefourth of all americans have gotten at least one vaccine dose. Thats according to cdc data. A possible curveball to the progress, scenes like this. Spring break right now, miami beach, crowds, chaos, real concerns about covid19. Its not just college kids. City leaders now extending those Emergency Restrictions and a curfew. In a few moments, i will talk to the republican mayor of miami about what it means with this pandemic nowhere close to ending. Thats not all this hour. A Rare Inside Look at an All Black Armed Militia and its stated goal is to defend black people by any means necessary. Stick with us for that story coming up in a few moments. Theres a lot to talk about on the covid front. We start down in florida, Kerry Sanders in miami beach. I want to bring in dr. Craig spencer. Dr. Spencer is the director of Global Health and Emergency Medicine at new york presbyterian. He knows about Infectious Diseases having also contracted and survived ebola. Mr. Sanders, we will start with you. Miami beach under a State Of Emergency once again as Police Struggle to control these massive crowds of Spring Breakers and adults as well, i understand. What are some of the main concerns right now, kerry . Reporter good morning, craig. As you are looking at miami beach here, famed oceans drive, its quiet during the day when the sun is out and people are at the beach, walking around, everything is fine. Its when it gets to night that the crowds come overwhelming here. The mayor says its not only overwhelming, its is unruly. Since february, when spring break began, more than 900 people have been arrested, 80 of those with firearms. They decided because things were getting out of control, they needed to put a curfew into affect. It will continue for the next three weeks. The curfew begins on thursdays at 8 00 p. M. And then it goes straight through until 6 00 a. M. The next day. It goes thursday, friday, saturday, Sunday All The Way into 6 00 a. M. Monday morning. Those who have come here to get away, whether College Students or just people who have decided that they need to get away from their states where the covid restrictions are tighter and they are laxer here in florida, say they feel like its an unfair result of what they believe is problems created by a few. Listen to what they had to say. To put it all the way and go to bed at 8 00 p. M. , i think its unrealistic. Reporter when was the last time you went to bed at 8 00 p. M. . Its been a long time. Reporter you came here for an escape, a vacation. It all ends sort of On The Streets at 8 00. Not cool. Not getting our moneys worth. We have to wake up early to have fun. Not cool. Reporter of course, when you are young, things really get going later at night. 8 00 seems really silly to most of those folks here. Miami beach in itself is known to have a very late event crowd. What we are talking about, however, is to sort of define this. This is south beach. Its the entertainment district. The entire beach is not open. People can go to the sand all day and the areas that are closed are really just in south beach. Its a small entertainment district. Its where everybody has been crowding in and, craig, its not going over well with those who spent their money coming down here. Them thems the rules. Yeah. An 8 00 bedtime, not so ridiculous for some of us. Dr. Spencer, let me turn to you for a moment as someone who has fought covid on the front lines. When you hear that report from Kerry Sanders, you see the images of Spring Breakers, again, here we are a year into this pandemic, what goes through your mind . I understand that people are frustrated. I assure you that Health Care Workers who have been dealing with covid for over the past year and will continue to do so are frustrated as well. We are in a race and how well we adhere to Public Health measures. We are increasing Vaccine Rollout at an incredible pace, 2. 5 Million People per day. We still only have around 13 to 14 of the population, one in seven americans, fully vaccinated. The majority are still vulnerable to covid. We have the rise of variants first identified in the uk has been identified in nearly every state. Here in new york city, variants make up the majority of cases now. We can feel that in the emergency department. The last thing, looking at how well we adhere to Public Health measures. We have seen the videos. Its not just red states. Blue states as well. Here in new york city, Indoor Dining is 50 , which i think is too early. You can go workout inside a gym. We want to get back to normal. I know we want to be done. Covid isnt done with us yet. Here in connecticut, churches and restaurants back to full capacity. Dr. Spencer, lets talk about the big news this morning on the vaccine front. Astrazeneca says its going to be applying for fda emergency use authorization for its vaccine. 79 effective in the United States. 100 effective against critical disease and hospitalization, according to the data and death as well. How significant is it that we will soon very likely have four vaccines approved and available in the United States . I think its very significant. The results you went through are great. This is heartening. You may have heard that in the past few weeks theres been questions around rare side effects. Thankfully, this and ultimately fda approval will help with Vaccine Hesitancy and make people feel better about taking the vaccine, which is great. In terms of how it helps the u. S. , i dont know it will help us much. We have millions of doses. Its unlikely we will have approval for this for weeks, maybe until even may. We are not going to have enough doses really not using these doses for the Vaccine Rollout here. We know the president has said there will be enough for every american by the end of may. These astrazeneca doses werent included in the calculation. Thats why i have been calling on others in the u. S. And other wealthy nations to donate these doses to countries that wont achieve widespread vaccination until 2023. The astrazeneca vaccine is one of the best because its extremely cheap. It works. It requires normal refrigeration temperatures. Its the vaccine thats going to be used most commonly around the world. I think its important for us to help get that out as part of vaccine diplomacy, preventing variants from spreading and part of a humanitarian effort. We have more vaccine doses here and ordered in the u. S. Than we will need. Kerry sanders on south beach, thank you. Dr. Craig spencer, i do enjoy the gatsby not behind you. Thank you. We turn to miami mayor francis suarez, a republican. He had covid. Florida just passed more than 2 million known cases. Mayor, to be clear for folks not familiar with the geography of that part of the state, spring break issues that we were talking about, that is happening in neighboring miami beach. I would like to know what kind of trouble you have been seeing in your city. How concerned are you it could upset any progress that miami has been making with this pandemic . We are obviously concerned. We are obviously preparing for the possibility there may be swilling over with the early kerr few kerr few curfews. We did not see any of those affects in some of the parts of the city we would normally see an uptick. Its unprecedented. As was said in the prior segment, in about a one square mile area of the beach where you have, as you can see from images, a significantly high volume of people, much more than what is a reasonable and controllable amount. Thats causing unfortunately very, very disturbing incidents in the beach. For the first time here recently, a few moments ago, we heard during the covid briefing that the daily average nationally, its now up slightly. There are growing concerns that the progress we have been making, that progress is going to be stunted by some of the images that we have seen come out of south florida. The mayor of miami beach partially blames floridas lax protocols for enticing the tourists to your area, mayor suarez. Do you share that sentiment . Theres no doubt that miami and the miami area and the state are probably one of the most open states in the entire country. Thats created a perfect storm where you have people that can come to miami. Its very inexpensive. Some of the flights are 50. The hotels are very inexpensive. Its been a very difficult mix of inexpensive flights, Inexpensive Hotels and being known as probably the most open place in the country. That made it more challenging. Lets talk about the rollout there. Vaccine eligibility right now, as i understand it there in florida, opens up to anyone 50 and older today. Zeroing in on vaccines, the Associated Press reports an analysis it conducted found that a rapid covid19 Vaccine Rollout backfired in some u. S. States. States like South Carolina andr offer the vaccine to larger groups of people have vaccinated smaller shares of their population than those that moved more slowly and methodically, like hawaii and connecticut. Boils down expanding eligibility too quickly and not meeting demand. Miamidade was the epicenter at one point, how would you evaluate the rollout and the support that you have gotten there so far . We have been trying to make sure that we message that people need to take the vaccine. We had early issues with not enough people in the Africanamerican Community being vaccinated. We opened up a Vaccination Site, a walkup site, in the heart of one of our africanamerican traditional neighborhoods. Thats part of it. The other part is there hasnt been as much demand in certain sectors as we thought there would be. We worked with the state. We worked with the white house. I was in the white house a few weeks ago and asked the president directly for more vaccine. He opened up a federal Vaccination Site the following tuesday after i asked for it on friday. To the white houses credit, they were responsive. The state has been responsive. We are trying to do the best we can understanding this is a once in a lifetime, generational situation. We want to make sure we get we dont waste time in allowing people to get life saving vaccines that could prevent them from not only themselves of having a lifethreatening illness, but their Family Members and friends. The justices on the high court will hear the governments appeal involving the Death Sentence of Boston Marathon bomb bomber. What does this mean for the case . The government could end up reinstating the Death Penalty. It was tossed out by a federal Appeals Court. The Boston Marathon bombing in 2013 killed three people and injured hundreds of more. Two Pressure Cooker bombs placed on the finish line. He was convicted and sentenced to death. His older brother died in a shootout with the police just a few days after the bombing. A federal Appeals Court said the judge improperly restricted how many questions the Defense Lawyers could ask Perspective Jurors not only about whether they had been exposed to News Coverage but the nature and detail of that coverage. He said that the prosecution or that the judge, rather, improperly didnt allow some evidence about an earlier crime that potentially involved the brother to be brought up during the trial. They tossed out the Death Sentence. The government has appealed to the Supreme Court. Today the Supreme Court said it will hear this case. It raises the possibility of the Supreme Court disagrees with that lower court, would reinstate the Death Penalty. If the Supreme Court affirms the lower court ruling, then that means the government has a choice to make, whether to seek a new Sentencing Hearing or whether to simply allow him to continue serving what he would no matter what, which is a Life Sentence in prison. What do we know about the conversations that are being held inside the white house right now to try and keep this crisis from getting worse . Reporter the white house is telling us not to expect any travel from President Biden to the border any time soon. They are continuing to be in sell mode for the covid rescue plan. The Vice President traveling to florida. President biden is scheduled to travel to ohio tomorrow. Of course, the situation at the border threatening to overwhelm that Message Strategy for the week. In terms of the conversations happening at the white house there are two challenges. One is the policy challenge. We heard the administration make a number of announcements with regard to resuming the Central American minors program, to stem the flow of unaccompanied minors to the border, allowing them to request asylum or from their parents from their home countries without coming here. They are taking steps to deal with the capacity issue. They are dealing with the centers as we get reports about the conditions that some of these are in as officials have gone down to see for themselves. In terms of the political challenge, we have seen the white house respond in part by deploying Secretary Mayorkas from department of Homeland Security on the sunday shows over the weekend to deliver a very clear message as did he with chuck todd. Take a listen. Our message has been straightforward and simple. Its true. The border is closed. We are expelling families. We are expelling single adults. We have made a decision that we will not expel young, vulnerable children. Reporter craig, all along here the Biden Administration has tried to make two arguments. One, the trend of the numbers coming to the border began before their administration. Reporting in the Washington Post this weekend reveals Transition Officials on the biden side were warned by Career Officials at customs and Border Protection that the policies President Biden was preparing to unveil might lead to a further increase there. Thats something the white house has to deal with. Also, they are talking about the other circumstances beyond their policy, including the hurricanes, pandemic that have added to the challenge. Clearly, republicans and the former president sensing an opportunity here. We are seeing more and more from hearing more from the former president , including a statement overnight and some interviews this week as he begins to rebut the president in the Current Administration on this. Glad you mentioned the hurricanes, pandemic and now warmer weather as well. Mr. Gutierrez, there along the border. I understand we are getting a look at one of the migrant facilities. What more can you tell us about that . Reporter first, i want to tell you we are in texas. We are told along this Stretch Hundreds of migrants were apprehended over the weekend. Still very busy section of the border. More than 800 unaccompanied children, craig, have been in Border Patrol custody longer than ten days. Thats beyond the 72hour legal limit. We are starting to hear more about this facility where it is housing several hundred minors in one pod, for example. We are told that there are eight pods in there, each with a capacity of 260. A congressman tells us one the of them has had over 400 or so of unaccompanied male migrant children. Certainly, very difficult conditions there. A lot of questions being raised as well, craig, about why media has not been provided access to these facilities, even though there have been ongoing questions about how full they are getting. The issue is not just migrant families coming to the border but those unaccompanied children. There are 15,000 unaccompanied children in both hhs and Border Patrol custody. On friday, the judge moved that up to 15 saying he wanted to guarantee he will have a full jury pool once the Opening Statements begin a week from now. The process continues. You saw the live pictures in the courtroom right now. The second potential juror of the day is being questioned. We have seen one woman dismissed today by the defense. She said that she attended protests after George Floyds death. She said she saw the full length video. The defense dismissed her as is their right. As far as the jury makeup you were looking at on the screen there, we know that a pa jurorty of the jury will be women. Of the women, five are white. Two of them identify as multiracial. One is a black woman. Of the men, three are black and two are white men. Thats something thats being closely scrutinized, especially in this county that is 74 white. What you are seeing right now is people of color being overrepresented on that jury panel for a county of this makeup. Thats something we are continuing to watch. As you mentioned, it seems like we could have a full jury empanelled by the end of the day if they are moving at the pace they have been over the past two weeks. Moments ago, it sanctioned two current Chinese Government officials in connection with serious Human Rights Abuses. Mike memoli back with me now from the white house. More details. Mike, explain what this is about. Explain, if you can, who the Treasury Department is sanctioning here. Reporter craig, the Treasury Department just announcing two rounds of sanctions. One involing the ongoing Military Coup in myanmar. They announced an initial round of sanctions and now a secondary round as that continues. You mentioned it, the more significant news here is the sanctions on two regional officials in china. This is all about human rights a abuses. President biden over the course of the transition linked it to equated it to Concentration Camp Conditions here. The new round of sanctions is occurring under the global act. Two other pieces of this. The fact that this is happening on the timing front so close after a meeting between high level delegation of chinese officials as well as the Secretary Of State and National Security advisor, that tense meeting that happened last week in alaska. Another thing thats interesting about this, these sanctions from the u. S. Administration are coming in concert with a similar announcement from the european union. The Biden Administration made clear that it wants to get back to a multilateral approach with regard to two countries, russia and china, as it tries to use the power of our alliances to do more to try to contain these two adversaries or rivals as both of those are in this current case. The administration making clear here it will not, as it put in the announcement, shy from taking action, especially when it relates to Human Rights Ab abuses from china. Mike memoli on the Breaking News on the sanctioning of the Chinese Government officials. Not far from where mr. Memoli is right now on capitol hill, the 30year fight for d. C. Statehood is back in the spotlight. This is the House Oversight committee holding a hearing on making parts of washington, d. C. The 51st state. You see the d. C. Mayor there. Shes one of the witnesses. The house last year approved a bill that would have given d. C. Statehood. It was not taken up by the republican controlled senate. The issue has come to a head again this year in the wake of the insurrection there on the capitol when the district had no authority to call out the National Guard on its own. We will continue to monitor that hearing. We have heard a lot this year about Militia Groups. Coming up, in a few moments, an inside look at an All Black Militia that says it is focused on demanding justice for Police Killings, defending Black Americans and countering far right groups. They gave out 238 doses on its first day. Now to try to get a little more people to come, they are no longer requiring appointments. I want to bring in the mayor of savannah. That Vaccination Site is one of nine staterun vaccine locations. Have you seen the demand pick up at all since it opened . First of all, thank you for the opportunity. We have. I think that the site opened on st. Patricks day, which everyone knows savannah is the second largest st. Patricks destination in the country. We have millions of people that usually come. This year it has been thousands. We recognize that that was going to be a challenge. Secondly, the site is about 20 some odd miles away from the downtown core. We recognize transportation was going to be a challenge. We are working with our local partners, universities to help get people out to the locations. What are you hearing from folks there in savannah about getting the vaccine . Are they hesitant at all . Can this lack of initial turnout be attributed to some of the things you just mentioned . I think some of it is timing. Some is location. Some people are still many this wait and see type of mode. Lets see what happens. Let me see who drops dead if they get the virus. The reality is our way through this is the vaccine. This is a regional site. Not just for savannah. We are encouraging people locally to open up more locations where people are so that it is easier to get to where the vaccines are. We should note, no one has dropped dead so far as a result of the vaccine. Amen. Some of the folks who might be waiting to see if that happens, hopefully as that continues, they will line up. Do you think that dropping your requirement for appointments, do you think thats going to help . As it relates to that, we have been working with the state and our georgia Emergency Management committee, whatever it takes to get people there. We recognize we have to get people in the lines. We have a site we have asked for set up. We have to get bodies there to get shots in arms. Thats the way that we move past this. We are encouraging people in the area, not only in Chatham County but in neighboring counties to take advantage of the site, of the opportunity. If we want to get past covid, were going to have to do this. You have no doubt seen the images of those crowds of tourists that have flocked to your neighbors to the south there in florida to celebrate spring break. As you point out, your city quite the tourist destination. I have spent spring break or two back in the day there in savannah. Love the road race over that beautiful bridge. How concerned are you about tourists as it warms up and seeing a Potential Spike in crowds and consequently cases . We are very concerned. As you said, savannah is a place where 15 million visitors usually come in nonpandemic years. We recognize a huge uptick in people visiting from all over the country who are covid weary. They are ready to live their best lives in our city. Many of them come and they are not wearing masks, they are not aware savannah has had a mask mandate since july 1st. We spent over the last couple of weekends giving over 20,000 masks to people so we would not have to ticket them. Of course, savannah lies on the i95 corridor which they take to go to florida. We are concerned two weeks from now when we see the results of what happened over the last two weekends. Before i let you go, that 1. 9 trillion American Rescue plan, it includes some 350 billion for state and local governments. How is that money going to help savannah . Finally and we are happy about that as you know. Savannah out bass we were below half a Million People. Already the elections of senators have paid dividends of us. Over 57 million that we will be able to help our people and help our businesses also to help a city that has been just Battle Tested during this covid opportunity. We are still waiting to hear more about how this will be rolled out. I will tell you, its welcome news to savannah and cities across the country who have been asking for help. They say that especially during the Trump Administration they felt like the government and Law Enforcement simply did not do enough to protect black people in this country and so they said theyre taking matters into their own hands, but whats fascinating is that this is a movement that is growing. According to the nfac, they say they now have chapters in nearly every single state and they also have chapters internationally so we decided to embed with them in a day to see exactly how they do what they do and why many of the members say they joined. Take a listen. The sounds of war. Right here at home. This is the nfac. An allblack militia with a mission to defend the black community by any means necessary. So this is training for one of the new chapters. Yes. Appearing by the hundreds at protests from stone mountain, georgia, to kentucky, demanding justice for Police Killings and encountering what they believe is the threat of rightwing militias. Its a movement started in 2017 by this man, former musician and Army Veteran John Grand Master Jay johnson. Is the movement growing . By leaps and bounds. We met with him outside of cincinnati where he says another new chapter is now in the works. The nfac stands for the not fing around coalition. Whats behind the name . The nfac was born out of the last four years under the Trump Administration, the deterioration of racial relations in this country. It means that we are preparing yourself to defend yourselves. While the groups style echoes the black Panther Party of the 1960s their goals are distinct focusing on defense with the ultimate goal of a black ethno state. What makes us different is our goal is our own country, a place where we can determine our own future. Is violence an option to reach your goals . The United States was built on violence being an option. Violence should be the last option. Extremism experts say the group is distinct from farright militias. Theyve not risen to the level of concern of, say, the 3 percenters and the oath keepers. Theyve not engaged in violence and most of their demonstrations they have, in fact, coordinated their activities with police. When you talk about january 6th and we saw those rioters storm the capitol, what do you say to critics who say youre no different from them. Theyre extremists. Youre extremists. Show me where we have done those things. Theyve killed people. They disrespected the government to the point where they have invaded its sacred halls. Show me where weve done those things because we have done none of them. We were allowed rare access to one of their Training Sites at a secret location in rural georgia. We are now driving to the nfac training facility. We spoke to one member who chose to go by the Code Name Chi to protect her anonymity. This is the handgun . Yes. What do you do next . We are going to the area where we practice primary weapons firing. Why did you decide to join this movement . This is definitely one way to do it. Do you have normal jobs and all different sectors. Absolutely. Were business owners. Were doctors, lawyers and were your everyday person anywhere from walmart to the corporate sector. What are you all training for . Were training for selfdefense. A response to show they wont be scared or unprotected any longer. Reporter craig, its important to note that the nfac does not have any history of any violent crimes, but it is also important to know that Grand Master Jay, the leader of that group is facing federal indictment charges. Authorities allege that he pointed a rifle towards Police Officers during that demonstration last september in support of breonna taylor. He pleaded not guilty and that case is still ongoing, craig. Hey, morgan, what about the fbi . Has the fbi looked into this, this particular group at all . Thats a great question, craig. We reached out to the fbi and they said they are not looking into this group specifically. Instead they focus on groups and people who have actually committed crimes not on specific members with specific ideologies. Craig . Morgan radford on the nfac. Morgan, do keep us posted.
