Moments ago. Secretary mayorkas, thanks for coming to The Sunday Show. Thank you very much for having me, jonathan. So mr. Secretary, the administration seems to be sort of haggling over language. Its not a crisis. Some have called it a challenge. Why not just say flat out whats happening on the southern border is a crisis . Jonathan, were not haggling over language. Were focused on mission. And that is securing the border, and the border is secure. The border is closed and thats what were focused on. And i will not use language that is not applicable. We have dealt with surges in migration at the border before. We have a plan. We are executing our plan. We will succeed. We know what to do. We are doing it. And that is the fact of the matter. Mr. Secretary, what is driving the surge at the border . I mean, i know these surges have been happening, they happened under president trump, they happened under president obama. They are now happening under President Biden. Why are they happening, and specifically, what are your plans for stemming this tide . The root cause of the migration, jonathan, is the poverty of violence, the persecution of people in the countries primarily of the northern triangle. El salvador, guatemala and honduras. And why we are seeing the surge now is in part because the funds that were dedicated to those three countries, to address the root causes was discontinued under the Trump Administration. Why the challenge at the border is as difficult as it is now, even though we are tackling it and will tackle it successfully is because the entire system was dismantled by the Trump Administration and we are in the midst of a pandemic. So it makes the challenge more difficult. But we know how to meet that challenge. The personnel of the department of Homeland Security will and are meeting that challenge. And we will execute this successfully. Mr. Secretary, one of the challenges is also messaging. I want to have the audience have a listen to you and to also President Biden on the message being sent to migrants coming north. Have a listen. Do not come now. Give us the time to rebuild the system that was entirely dismantled in the prior administration. I can say quite clearly, dont come. Were in the process of getting set up, and its not going to take a whole long time. To be able to apply for asylum in place. So dont leave your town or city or community. So secretary mayorkas, why arent migrants listening to you, especially when you say dont come now. The president says dont come. And just moments in an interview you did with cnn, you said flat out, the border is closed. And yet they are still coming. Jonathan, the message is clear. Do not come. We are building the orderly, safe and humane way for these children to have their claims of asylum heard without having to take the dangerous journey north. It does take time. We are continuing to communicate the message, but we are, in fact, facing a crisis in those northern triangle countries. And the level of desperation sometimes leads them to take the dangerous journey. I encountered three Young Children whose mother was murdered along the path north. It is why we encourage and communicate strongly for these children, for these individuals not to travel. The border is not open. It is closed. Do not take the perilous journey. We are building the processes that will allow you to make a claim for humanitarian relief without having to do so. Mr. Secretary, you went with a bipartisan delegation down to the border on friday. Senator chris murphy of connecticut tweeted out his experience there fighting back tears, looking at the children that are in these facilities. You say the border is closed. And its closed because of title 42, which permits through the cdc, closing the border to unnecessary travel because of the coronavirus pandemic. My question to you though is, how are all of these children getting across the border . Why doesnt title 42 apply to them . Jonathan, we are not expelling vulnerable children. That is a decision that this administration made. We are a nation of laws. We can apply those laws and nevertheless uphold our values and our principles. We are not expelling children, girls, 5, 7, 9 years old back into the desert of mexico, back into the hands of traffickers. We can do this. We can manage the migrants at the border who are so vulnerable and who are so young. We are executing on our plan to do so. We are taking measures to address it. And we encourage them, we communicate to them, dont take that journey. It is dangerous. For those we see, i cannot explain to you now what we dont see that happens to so many. It is a very perilous journey. Mr. Secretary, let me get you on one more question on a different subject, and that is cybersecurity. There have been plenty of stories, including here at nbc about Ransomware Attacks on Hospital Systems. Locking down computer systems. Stealing of medical records. What is the department of Homeland Security doing to ensure that americas Hospital Systems are safe from attack . Jonathan, we have been communicating about the threat of ransomware and cybersecurity more generally throughout the time period. And chris krebs actually during the prior administration, did an exceptional job as well. We have a very strong Public Private partnership through our cybersecurity and infrastructure security agency, cisa, as it is commonly known. Were Equipping Hospital and local facilities, private sector facilities to improve their cyber hygiene, giving them actionable tips so that they can implement safeguards to best protect themselves. We dedicated at least 77 million in grants to urban areas to improve and strengthen their cyberhygiene. We have a whole series of measures across the spectrum by reason of the acute nature of the Cybersecurity Threat that we face. And last question, mr. Secretary, is the homeland secure from the threat of domestic terrorism, particularly from White Nationalists . Jonathan, the homeland is secure, but let me state that the threat of domestic violent extremism is the greatest terrorism related threat that we face on the homeland now. And our thoughts and prayers go out to the victims of the tragic killings in the area surrounding atlanta. Independent of those killings, we have seen a tremendous rise in hate crimes. Hate crimes against the asianamerican, Pacific Islander community and against other communities as the president so powerful put it yesterday, words do matter. Words matter. Leadership matters. And we are addressing this very significant threat like it has been addressed never before. Joining me now is congresswoman Sheila Jackson lee of texas. Congresswoman, thank you for coming to The Sunday Show. Thank you so much for having me. So congresswoman, some of your fellow democratic, fellow texans in congress have been criticizing President Biden and the administration over its response to whats happening on the southern border. Do they have a point . Is the president doing enough . No, i dont think they when you dont have the facts on your side when you demagogue the person you believe is your opponent. The republicans here are doing nothing but creating an Election Issue for 2022. Yes, we have an issue or issues at the southern border. We have unaccompanied children coming. Having served in the United States congress and been on Homeland Security committee for a number of years, the subcommittee on immigration, i have been through this before. Particularly under the republican administration, trumps presidency. It was a cruel and inhumane approach they used. I went to mexico. I saw the squalor these families were living in as they waited on the other side of the border, and, yes, i went to border stations. But i also went to places where children were in cages. I looked at children and interacted with children who have never and have never yet been returned to their families. Continuously separated from those families, and only the Biden Administration has tried to reunite them. Now jonathan, we have a situation that is a humanitarian concern. We do have issues with any number of children. The numbers are coming up. But i will say that the Biden Administration has met with members of congress. They have a plan. The plan does not look like its working at this time, but you have to get it implemented. They have entrusted fema with finding sites. They are testing, isolating and quarantining those who may have covid19. They are working to reunite the families and they are putting in place the asylum process. But congresswoman, as you were speaking, we were showing to the folks at home lots of video of people coming across the border. Tents set up where, im assuming, its right at facilities on the border. You heard my interview with secretary mayorkas. Im wondering, is it possible to secure the border and have an Immigration Policy that reflects our values in the way that the secretary talked about and also in the way that the president has been talking about . I think what has to happen, jonathan, is that the message that the secretary gave this morning that the border is closed, that the travels and journeys are being made by those from central america, which is most devastated, needs to stop and needs to stop by those leaders of that country. We have provided in the covid19 American Rescue package billions of dollars that will go to that region to begin to try to stand them up. It is not only the violence that they are fleeing but the complete collapse of the economy in that area. We have to realize that. Then we have to, of course, speak with our allies and friends in mexico to begin to have a more humane stance on the other side of the border. We can do that. We need to put in more resources so that our Asylum Protocols can go quickly, and those that do not meet the standards, they have to be returned safely and securely. What the administration is saying is that theyre not going to cage children. Theyre not going to turn those children back to their deaths. Theyre not going to have young girls, 13 years old, subject to rape and so it does look a little unseemly, but these are human beings. Theyre not coming to endanger our lives. They are coming basically to save their lives. If the American People can look to their child that they are having breakfast with this morning and show the love understand the love they have for their child and understand the love that these parents have for their children, were going to get through this. But my republican friends know that they are only doing this because they voted against the 1. 9 trillion American Rescue package that all of their constituents love, that is going to boost this economy, fight against covid19, and so they just want to throw attacks and darts. Unfortunately, my government has a that killed people in texas that we were not prepared for. We had a bad storm in covid19. Heres a good issue to have. Lets Work Together as americans to realize that children need our help and lets get it done. I know that every waking hour the administration is trying to do that. Thousands chanted stop asian hate in atlanta and in cities across the country yesterday rallying in support of the asianamerican community in pain after the deadly massacre last week that left eight people dead, six of them women of asian descent. Georgia senators jon ossoff and Raphael Warnock joined in solidarity yesterday and called for gun reform after meeting with President Biden and Vice President harris on friday. Joining me to discuss, Atlanta Mayor Keisha Lance Bottoms and congresswoman Marilyn Strickland from washington state. Thank you both very much for coming to The Sunday Show. Mayor bottoms, let me start with you. Tell us, how is your community doing . How is atlanta doing in the wake of the shootings . Well, thank you for having me, jonathan. We are healing. This has been a very tough weekend. The Metro Atlanta area, the visit from the president and the Vice President this week went a very long way to make sure that the Aapi Community knows that they are heard and their pain is felt by all of us. Senator state senator michelle al said it best. This is a population that often feels unheard, overlooked and unseen. And over the past week, what we have experienced in our city and as a nation is this recognition of it. There are real problems, real hatred. Its something that all of us have to address together. Mayor, let me get your i want to show this clip of Cherokee County Sheriff Office captain jay baker. Its famous. We all know what this clip is. I want to play it and ask you a question on the other side. He was pretty much fed up and had been at the end of his rope and yesterday was a really bad day for him, and this is what he did. All right. Mayor bottoms, i need to ask you this question because im glad we have that angle because when he said that the shooter had a really bad day, i noticed your eyes go like this. What was your reaction to hearing that kind of explanation and rationale for a mass shooter. Well, i want to put it in context. Cherokee county had one murder last year, and to go from one murder to a mass shooting, obviously, this is not a team thats used to speaking about the sensitivities surrounding homicides. That being said, i had the benefit of being in the back with the officers before we went out. There was real sympathy toward the victims. That was expressed. Clearly his language could have been more sensitive. My impression was that he was relaying what the shooter told him, but the sensitivity of the moment of relaying that to the public, obviously, it was very hurtful to a number of people. And its my hope that not just this officer, but Law Enforcement across the country will take this into consideration when speaking publicly about something as sensitive as a murder. Congresswoman strickland, let me bring you into the conversation. You come from a district in washington state, clear on the other side of the country, and yet what happened in atlanta has reverberated through you and your community. Talk about that. Well, first of all, i have roots in atlanta. I have cousins who live there. I attended Clark Atlanta university and lived there five years, and over the past few years, ive just watched this Community Grow into this beautiful multicultural community. And for me to, you know, to hear about the shooting on tuesday night, i had to Say Something before the house when we were actually discussing the violence against women act. And so i talked about the fact that when something is racist, we need to call it out. We need to stop Making Excuses. Congresswoman, let me stop you there because we actually have tape of part of your speech. Lets have a listen and then well come back. Racially motivated violence must be called out for exactly what it is. And we must stop Making Excuses or rebranding it as economic anxiety or sexual addiction. And how the default position when violence is committed against people of color or women, is to deter from confronting the hate that is often the motivation. And congresswoman, what you also say in that speech is that you talked about your identity. You are black. Youre also korean. I am. Thats true. And so for me to witness this spate of violence thats been happening, you know, really what started in 2020 when people were talking about these hate crimes against the asianamerican Pacific Islander community and then to see it culminate in what happened on tuesday night in atlanta, it was heartbreaking. But it also, i believe, is an awakening because for so long, a lot of people have believed that the asianamerican Pacific Islander community would be quiet, that we would suffer in silence, and that, you know, Something Like this happens and were not going to acknowledge the root causes of it. As you said, in the editorial in the Washington Post yesterday, we need allies to stand with us because this bigotry and racism is something thats not new to america, but its something thats still happening today. And im going to talk about that in my byline at the end of this show. Were closing in on less than two minutes left, but i would have each of you talk about the role language has played in the atmosphere thats led to antiasianamerican violence. How much of a role did the rhetoric coming out of the white house from the Previous Administration surrounding the pandemic, how much of a role has that played in the ugly atmosphere that asianamericans are living with now . Mayor bottoms . Its had everything to do with the uptick that we are experiencing. What we know is that the Aapi Community has for a very long time been subjected to hatred and discrimination. But having it come from the president of the United States in giving it permission, its taken on a different level. And it is reflective of how damaging his presidency was to our country. Eight people lost their lives. One still fighting for his life this morning. And its unfortunate that even on the other side of this, that their leaders across this country are still refusing to recognize and denounce whats happened, not just in atlanta but the damage that was done by donald trump. And Congresswoman Strickland . I agree. Its no coincidence that hate crimes against the Aapi Community spiked starting in 2020 and are still happening today. During the time when the former president was calling it the kung flu and using these very racist terms to describe this. And so we cant deny that donald trump had an impact on giving people permission to be openly bigoted and openly racist. People feel too comfortable doing it and tragically, were seeing people get hurt and on tuesday night, we saw death. People are feeling too comfortable to do it, but also people are feeling very comfortable to respond with heart and with their feet and with action to push against hate like this. Welcome back to The Sunday Show. Joining me now is Donna Edwards, Washington Post contributing columnist and former congresswoman from maryland and charlie sykes, editor in chief of the bulwark. You both saw the first half hour of the show. What are your thoughts . Im going to start with you, charlie. Its interesting how, on the issue of the border, you have two very, very different interpretations of what constitutes success. The Trump Administration policy was all about using cruelty to discourage people from crossing the border. And so their metric of success was, lets just keep the numbers as low as possible, even if that causes a humanitarian disaster. Clearly, the Biden Administration has a different measure of success. They, obviously, are not willing to create a humanitarian disaster, which creates a messaging problem. It creates an Optics Problem because ultimately, their success is going to involve fundamental reform of immigration and the amnesty and amnesty programs, and thats going to take a long time and be a little messier. Donna . You know, i think that this is where the administration is really trying to strike this important balance between a humane policy, but also one that is, you know, firm in terms of its enforcement at the border. And trying to control the flow across the border. But right now, especially in these early days with a new administration, with a horrible handoff from the other the Previous Administration, and still with the growing numbers coming across. And i think you can see that reflected when it comes particularly to unaccompanied minors. Where do you house them . How do you get them sort of moved through the process appropriately so that they are placed with families or foster families or their own Family Members. And this is a logistical challenge for the administration, but theyve got to set up as the president has described the guardrails to do this. Both in terms of enforcement but also the sheer complexity of handling how you move, particularly children, assist them and treat them humanely. So lets talk about atlanta and the reaction around the country, people coming out in solidarity with the Aapi Community. But i just got word about something that ron johnson said doubling down on, you know, his twisted world view about what happened on january 6th. The two are not necessarily connected, but january 6th, and what happened in atlanta, have to do with sort of this environment of menace, at least that i feel, in this country. Donna, you go first. What do you think . Am i being hyperbolic here that january 6th and atlanta, just the tenor and tone of our times are related . Well, i think that the connection is that the rhetoric that is coming out of this new Republican Party from the former president to the sitting senator is racist in nature. It is itself hyperbolic and it creates a climate thats posed great danger to people of color. And i loved seeing the confluence of all of these communities, black, asian, people of color joined together saying that this must stop. And i think that that is the better reflection of who we are, not ron johnson and his flatout racism. Theres no other way to describe it. Charlie . You know, this is painful. This is when people ought to step back and ask themselves, okay, is the rhetoric that i am employing, does it lead to this sort of thing . Have we fed a beast that is now taking human life . Instead what you have is, and one of your previous guests used the phrase that one of the things trump has done is give permission to people in engage in this kind of rhetoric. Not only did donald trump and this new trumpist Republican Party give people permission to engage in this racist language. They basically have said, and dont have any sense there are negative consequences. Never apologize. Never back off. And keep digging. So youre seeing this with ron johnson who, instead of saying, wow, maybe that was the wrong thing to say. Maybe i engaged in some stereotypes and i need to rethink that, especially given what happened on january 6th, he is now doubling down and playing the victim card. So you have created this Permission Structure but also this denial and Defense Structure as well, which is that any time you call anyone out on this, what they say is, well, this is cancel culture. Im a victim. I got an email from ron johnson a few minutes ago saying, i will not be silenced. Hes not thats not his problem. Its not that hes being shut down. Its that he wont shut up. Thats exactly it. Thats exactly it. That is exactly it, charlie. Hes not being hes not being shut down. He just wont shut up. Donna and charlie, youll be back in our next hour. Coming up it all comes down to one man. Senator joe manchin of West Virginia. But will he support filibuster reform . And does he have the support of the voters back home . Well talk about it next. But the truth is the fate of the filibuster and democrats ability to pass key legislation such as Voting Rights protections or any ambitious legislative agenda for that matter are all hinging on one lawmaker. That man right there. Democratic senator joe manchin of West Virginia. He says hes open to reforming the filibuster, but still wants to keep the rule that allows the republican minority to block legislation unless it has support from at least 60 senators. But how is that playing with manchins constituents back home in West Virginia . Joining me to discuss, steven smith, cochair of West Virginia cant wait. Steven, thanks for coming to The Sunday Show. My pleasure. Thanks for having me on. I wanted to have you on because all of this conversation here in washington about the filibuster almost always ends up focusing in on Senator Manchin, the senator from West Virginia. And im just wondering, steven, is there a disconnect between the reputation Senator Manchin has here in washington and how he is viewed at home in West Virginia . I think the short answer is, yes. The senator is going to do what all Establishment Politicians do. Hes going to do whats best for him. Hell start out by saying no. Then hell say maybe. Then hell say lets compromise. That way he stays in the news cycle while also keeping front and center the interests of the Corporate Power brokers that he answers to and making sure the working people of West Virginia get hurt in the end. This is what hes done his entire career, and its what hell keep doing. In our experience, the only way you persuade an establishment politician like this in the short run is to bust your ass working to replace them in the long run. And thats what were doing. Were building that bottomup threat. A threat that is local, authentic, fearless and ferment in. Thats what we need in rural areas. I want to put up this quote we have here from this story. Republicans most registered voters in mountain state. For the First Time Since 1932, there are more registered republicans in West Virginia than democrats. According to data from the West Virginia secretary of states office. I seem to recall in a previous conversation that you and i had on my podcast, stephen, that i thought independents were the biggest sort of party in washington state. What do im sorry, West Virginia. What do you make of that . Yeah, theres a lot that people dont know about West Virginia. We know the stereotype, right, that weve always been a red state. That were poor. Were uneducated. That people, smalltown people, rural people are the problem. But we actually believe were part of the solution. That the same companies and politicians that are robbing you and cities are robbing us in rural areas. Were fighting the same pharmaceutical companies, the same mass incarceration, and what were interested in and have always been, the people of West Virginia, have always been independent. Weve always been fighting a battle that isnt left versus right at all. Its the Good Old Boys Club at the top and everybody else at the bottom. And that is why you see increasing independent registration. And why republicans havent always been popular here. And, you know, that gets to sort of your tone there. It doesnt have to do with d or r. It has everything to do with whether that d or r is in the pocket of moneyed interest. Public opinion is clear, the majority of americans do not support defunding the police, but does anyone fully understand the thinking behind it . A new project by the Editorial Board of the Washington Post, a board to which i proudly belong, frames defund the police as shorthand for an essential truth. We need to reimagine Public Safety. Theres myriad of ways to do so and plethora of facts that suggest it works. They reduce crime, build stronger community, and foster more trust with Law Enforcement. Take, for instance, the issue of public spaces. One of the studies i did found that our physical surroundings, including trees and green space, are having an impact on our minds, our train of thought, our emotions. The physical experience happening in our body. In philadelphia, there are many bliegtded spaces. When you turn spaces like that into clean and green spaces, people socialize more. People feel safer. They go outside more and start to rebuild some of the social fabric in their community. People are able to help their neighbors in their communities deescalate before things reach a Violent Crime act. In philadelphia, gun violence of poor neighborhoods near the restored lots fell by 29 over the course of three years. Joining me now is rosa brooks, author of Tangled Up In Blue, carol maison, president of John J College of criminal justice, andrea james. And director of the Justice Mapping Center. Thank you very much for coming to The Sunday Show. Eric, let me start with you. Just by talking about what does the Justice Mapping Center do and how does that play into making communities safer . Well, thank you, jonathan. Justice Mapping Center is now working very closely with the Aspen Institute for criminal Justice Reform initiative and justice and governance partnership. What were doing is working on helping jurisdictions democktize the sort of Crime Prevention policy planning process. Because essentially what we find are neighborhoods that are dominated by the over use of arrests and incarcerations to produce safety are also places where Emergency Room health care, Zero Tolerance schooling, Temporary Housing Shelter also predominate and these last resort kind of government responses and Services Become not last resort but, in fact, predominant experiences. And we know, in fact, neighborhood safety are produced by those things. Theyre produced by places that have Strong Civil Society institutions and hopeful economic prospect. You have to get and, really, sorry, what is missing is the knowledge that communitybased organizations, Economic Development organizations, community banks, schools have about neighborhoods that otherwise is unavailable to government when we do sort of planning for Crime Prevention and other kinds of reinvestments in neighborhoods. Uhhuh. If people want to know more, eric has an oped. Its in the physical paper today. Its all online. But he writes an oped where he goes into detail about what hes talking about. Andrea, you wrote an oped as part of the package is women and girls must be at the center of reimagining safety. Why is that . Much of the focus on criminal Justice Reform has been centered on prisons and reimagining prisons. It left off the table a necessary dialogue how we need to invest deeply in communities for decades have not had the resources to address poverty, joblessness, addiction, struggling school systems, the lack of housing. Women have been at the forefront in these communities. In our communities. In predominantly black and brown communities. And when we imagine our communities, instead of continuing the trajectory of reimagining prizes, it requires us to focus on women. It requires us to center women. Its something that we were privileged to work on under president obamas administration. Working with carol maison. We were invited to the president Obamas White House and they centered conversations around the necessity of having women leading these conversations as people in the most marginalized and forgotten about communities. And, also, hope. Jonathan, if i could add that in addition reimagining communities, we have to understand that reimagining communities also requires us to bring people home, repair families, bring mothers home, grandmothers home. A prison will never be a place for a woman or girl to heal or advance their life. Hundreds of these, including our first 1 00 in bidens first 100 days that were asking clemency for. We need to be using that Executive Power widely and freely to help repair that has been at the root of mass incarceration. Carol, your name was invoked and youre here as part of this panel. Give your overall thoughts of what youve heard just now and, also, if you could, sort of talk about whether its even possible for the nation to reorient its thinking away from just thinking of Police Reform as tinkering with the Police Departments and their budgets but Public Safety reform in a more holistic view well, thank you for inviting me to this conversation. I am so grateful that the Washington Post did that series. It was validating for a piece we did called the future of Public Safety. I was convinced if we got people to take a step back and think about humanity safety and bring Diverse Voices together, we could reach consensus and we reached nine points of consensus with the leaders, union leaders, advocates, police chiefs, community activists, and young people. Everybody said they want safe communities. We know what it looks like. Where we want to leave. What it means, we have to engage with each other. I believe its possible because weve got to step back and think about what we share in common and work toward that by engaging the community in these conversations. And realizing this work is hard and long and will not happen within different election cycles. Will take a longterm commitment to do what we know needs to be done. As you said in the. Oped series, the research is there, the answers are there, the question is whether we have the commitment to Work Together to work through these challenges. Uhhuh. And as i mentioned, in the intro, you are the author of the book Tangled Up In Blue policing the american city. From your perspective, how likely is it that the work that andrea and the work that eric their collective and carol, also, that their thinking and their Policy Initiatives and ideas will become the forefront in the main stream in actually not the main stream. By that i mean being at the forefront of thought and action when it comes to reimagining Public Safety. I think a lot depends on the role of the Biden Administration. If we keep talking about Police Reform, well miss the Bigger Picture and which the wonderful series in the Washington Post talks about. This is not just an issue of tinkering with policing. In some sense, all though bad cops and bad Policing Practices are a part of the problem, the problem is larger than that. You could have transformed police but if we dont change anything else in how we invest and how we approach Public Safety, its not going to fundamentally solve any of the problems were talking about. If President Biden is saying this is not about reforming the police, its about reimagining Public Safety, we do stand a chance. And agree completely. I think theres more Common Ground than you think. If you say to a cop we want to defund the police . They go look at my commitment. I can barely do what youre asking me to do with the resources i have now. Go away. Dont talk about defunding the police. But if you say to the same cop, what where you doing you dont think youre any good at or should be doing . What are you doing that is useless and pointless because wrap around services dont exist . What are you doing that is ineffective because we havent taken a more holistic approach to Public Safety. Then i think very quickly you Goat A Conversation where you find cops being some of the strongest supporters of some of the very initiatives were talking about. You know to that point, eric, this concept of the Million Dollar block where when i saw it written im thinking, oh, a Million Dollar block you have Million Dollar properties and its wealthy. And thats not what youre talking about at all. A Million Dollar block is what . Well, we did studies and everyone going to prison by street address lets say from brooklyn. We found and how much people from each block went to prison, how much they spent, how long it cost. There are blocks when we did the study, 35 in brooklyn, for which the state is spending more than a Million Dollars a year to remove and return people for on average to to three years. None of that money is invested in those places. What you get is a kind of revolving last resort response that does very little to change circumstances and, in fact, deepens the kind of immobility of some of those neighborhoods. Its kind of like renting versus a mortgage. The spending doesnt accrue any Public Safety equity over time rather than investing in the infrastructure, Civil Society institutions and make places really safe. Uhhuh. And less than two minutes we have left, im going round robin to you, andrea, first. If i were a genie and grant one wish, what is the one thing to improve Public Safety . Reinvest in communities. Clemency is a tool that returns our loved ones and Family Members and helps our families to heal. Women like Michelle West who has been in prison for 30 years who needs to come home. Many women like that who have been gone from our communities and clemency is one thing i would ask that the first 100 days of the Biden Administration, please, release 100 women in those first 100 days. Carol . Umm, i would encourage everyone to use the federal stimulus money now they created. We invest in communities and in the longterm health and safety and not have it be a moment that gets repeated again 50 years from now. That we make real longterm sustainable systemic change. Today in investing our communities so everyone has an opportunity to thrive. And rosa . This is not something that is going to address the deeper systemic problems but i want to do something that would make a rapid difference to millions of people quickly, i would say we should stop having police be enforcing civil regulations through things like traffic stops. You would think it was crazy if you had an armed Uniform Officer showing up to the door if you missed an irs deadline. We have armed people stopping people if they make a right turn on red. We know that the kinds of stops in which police are enforcing civil regulations are among the most fraught and dangerous. And most likely to be subject to abuse, profiling, most likely to end up being violent. It doesnt solve the deeper problems of over criminalization. I think it would be an incredibly useful immediate fix in terms of reducing violence. See, i wish i were a genie. Thats one i would grant right away. Theres mounting pressure for 87yearold senator Diane Feinstein and 82yearold Justice Steven briar to retire. Feinsteins term ends in 2021 and said shell rerun. Democrats are weary after Ruth Bader Ginsburg didnt retire when a democrat president could choose her replace resulting in donald trump appointing conservative Amy Coney Barrett last year. Joining me now is Donna Edwards. Joe walsh for the nation and producer of the sit in and rene brown. This is an allstar power panel. I cannot wait to have this conversation with because, you know, between those two, we could stand we could stand to see two black women come to washington. Lets take the u. S. Senate first. Joy did a great job in pinning down Governor Newsom and getting into saying flat out, yes, hell choose a black woman as replacement for Senator Feinstein. We have a full screen of the potential names. He said he has some names. Well, here are some of the names. San francisco mayor. California congresswoman karen bass, and congresswoman barbara lee also, obviously, of california. What is the possibility, do you think, that Senator Feinstein could retire and give the governor that opportunity . Well, people have been talking about this quite a bit since last year. Shouldnt exactly wrap ourselves in glory during the Amy Coney Barrett hearings. There was a speculation maybe there was a slippage there. Maybe shes not as sharp as she used to be. Thats a delicate conversation to have, but here is an out that the democrats might have. Her husband, richard bloom, is jockeying for anz ambassadorship. If appointed and he wants to go to some wonderful european capitol, theres a possibility that Diane Feinstein will go with him and thatll open up the position for a black woman in the senate but its tricky. Its difficult to say to someone thank you for your service and now here is the door. Out. Thats what it looks like, push out the old person. You also have the intention of that but it has to be done. Newsom committed to this and hes facing and he wants to show black people and progressives. Its time for him to show up. Im sorry. Joan, your thoughts . Well, i do think this is political, jonathan. You know, i think a lot of black women, a lot of women generally were disappointed when he didnt appoint a black woman to the Vice President s seat. He cant make that mistake again. He may not he might not have the opportunity. I really dont see Senator Feinstein retiring. I could be surprised. This ambassadorship thing could play out but shes extremely stubborn. Whatever people are saying about slippage. She doesnt believe shes slipping. I would like to see more pressure on the justice while were talking about, you know, who ought to retire to make room for a black woman but also to savage something of that horrible appointment to the Supreme Court. Lets talk about Justice Briar. Theres time and well have the delicate conversation about the justice but the Supreme Court term ends at the end of june. It would have to be this june for Justice Briar to say whether hes going to stay or go. Right. Because after that, next year nothing will move on anything legislatively. Its Midterm Election year, right . You know, its not only a delicate balance in saying, you know, push the old one out in the senate, but its a delicate balance when it comes to trying to push somebody to retirement as a Supreme Court justice. And i think, you know, one of the challenges here is trying to have that, you know, where that conversation is taking place publicly. I would imagine you dig in your heels a little bit and its not Like Washington is not filled with a whole bunch of old people. There are a lot of opportunities for potential retirements there. Either way i think it can open up an opportunity for a black woman to go on the Supreme Court. Something that has been long overdue for the United States Supreme Court. And that would signal a big change in the composition of the court. But i think if it doesnt if he doesnt retire, it also opens up a whole conversation about whether the current composition of the Supreme Court in terms of the numbers really meets the moment that were in. So is the time for restructuring of the Supreme Court and the other lower courts. Right. To talk about a fight. So i mentioned and we showed on the screen the potentials for california senator. When it comes to black women who could be appointed to the Supreme Court, this is from historian nbc. Only five black women are on u. S. Appeals courts, and all of them will be 68 or older this year. This is according to data compiled by nbc news from the federal judicial center. There are only nine democratic appointed black women on the federal bench younger than 55 this year. The particular judge whose name escapes me now but since you brought us on the Justice Briar discussion here, who do you have a name of a person who you would want to be on the bench . I think jim clyburn. Hes pitching im sorry i blanked on it, too. Shes quite qualified. And what Congressman Clyburn wants, he often gets. Shes from South Carolina. You know, my Outside The Box pick would be cheryl ills as the Legal Defense fund. Shes fantastic there would be a great symmetry following justice marshall, the first black justice to, you know, Come There As A First Black Female justice. You know, there are others. Leslie abrams gardner. Stacy abrams sister. Do we have too many people with Ivy League Degrees on the Supreme Court . They all have them. I think harvard and yale, pretty much. And i like the fact that a lot of people, including Congressman Clyburn are bringing up the issue of diversity. Its the first president ial ticket where neither person has a Ivy League Degree for many years. Maybe going back to i dont know 1976 or something. Its pretty crazy. My business is run from my home office. We have to have access to reliable and Rural Broadband and affordable, as well. Not everyone has that. With the economy and business, we do not want to get left behind in the marketplace because everyone has pivoted to being able to work on zoom and make a living for their family. So that is, to me, it ties together. You know i like the fact that you actually have ideas you want to pursue and majority taylor green isnt the sole focus of why youre running. The world watched the waning life of george floyd under the knee of a Police Officer who was so blase about the whole thing that he put his hand in his pocket during the cellphonerecorded horror. The justification in such killings is often that the Police Feared for their lives. But tamir rice had a toy gun and was threatening no one. George floyd was arrested for passing a fake 20 bill. The indifference to lives not white must stop. The disregard for the fear of white terror must stop. And the lonely suffering in silence by those not white must stop.
