three people in a gold's spa. then we are told he walked across the street and kill another woman at another spa. his car is shown at all three crime scenes. he was arrested driving south about 150 miles from atlanta. officials say 6 of the 8 victims appear to be asian and police are investigating the possibility that the attacks were racially motivated. this comes amid an increase in attacks on the asian community since the coronavirus pandemic. the new york police department says it will deploy counterterrorism in the city out of abundance of caution. we will keep following this story all morning and bring you any new developments as they happen. let's go now to the white house and coronavirus with the white house aiming to distribute more than 2 million doses of covid-19 vaccine in the next week. that would be a new record in the u.s. fight to contain the coronavirus. states are expected to receive more than 16 million doses of the three approved vaccines. that is slightly higher than what they got last week. federally administered program such as mass vaccination sites and community health centers will receive most of those doses. the increase in supply comes as more states lift their eligibility criteria to receive vaccines. in an interview with fox news last night, former president trump encouraged his supporters to get a coronavirus vaccine. but added a caveat that everyone has the freedom to choose whether or not to do so. >> i would recommend it and i would recommend it to a lot of people that don't want to get it and a lot of those people voted for me, frankly. but, you know, again, we have our freedoms and we have to live by that and i agree with that also. but it's a great vaccine. it's a safe vaccine and it's something that works. >> those new remarks come amid recent polling that shows half of all republican men and 47% of trump supporters say they would not get a vaccine if one was made available to them. now this. for the first time, president biden says he supports reforming the senate filibuster favoring a return to the chambers very old standard that could make it easy for his agenda to pass through the evenly split senate. >> i know you've been reluctant to to do away with the filibuster. aren't you having to choose between the filibuster and advancing your agenda? >> yes but here is the choice. i don't think you have to eliminate the filibuster. you have to do when i first got in the senate in the old days when you used to be around there. and that is that a filibuster, you had to stand up and command the floor and you had to keep talking along. you couldn't call for, you know -- no one could say, you know -- once you stop talking, you lost that and someone could move in and say i move the question of. so you got to work for the filibuster. >> you're for that reform and bringing back the talking filibuster? >> i am. that's what it was supposed to be. >> pretty significant shift for president biden who has, up to now, defending this the filibuster in its current form pretty intensely. and senate minority leader mitch mcconnell is not backing down on this, issuing this warning, should democrats make changes to the filibuster. >> nobody serving in this chamber can even begin -- can even begin to imagine what a completely scorched earth senate would look like. this is an institution that requires unanimous consent to turn the lights on before noon. everything that democrat senates did and president bush and trump, everything the republican senate did to president obama, would be child's play, compared to the disaster that democrats would create for their own priorities if -- if they break the senate. >> but majority leader chuck schumer doesn't seem fazed by the threat. >> senator mcconnell is always looking for a diverse. he knows how popular arp is. he knows he and his whole caucus opposed it and that the american people, even republicans, we just surveyed in new york state, 55% of republicans are for th arp since it passed so he is always looking for a diversion. we democrats, all of us believe we need big, bold change. as i've said before, we hope our republican colleagues will work with us to produce that change. we will try to get them to work with us. but, if not, we will put our heads together and figure out how to go and everything is on the table. >> joining us now no one better than to talk about this than the cofounder of punch bowl news, john bresnan. great to see you. good morning. i want to talk about one of your tweets in a second. first, mcconnell on the floor saying i don't think you've imagined how bad things are going to be if you do this. it sure seems like mcconnell has begun to imagine such a scenario. >> you know, we asked him about that. he said, you know, i went up to him afterwards. i said was there a specific threat you were talking about? was there a specific issue? he said, no, we just want to make sure it's out there. but, you know, he is clearly sending a message to becomic leadership and clearly he is sending a message to democrats who are on fence about this joe manchin and dianne feinstein and others. he is going to bring hell if they, you know, if they change the filibuster, he is going to like he said, he is going to make it hard to turn on the lights in the place. he has a point. the senate works on unanimous consent. they have to get consent to everything. it's not like the house where the house runs everything through rules committee, the speaker runs things through the rules but not the same way in the senate. he's got a point. he could make it very difficult to do anything, to make committees meet, to bring to start the day. he could forge votes on anything. so, you know, his threat is not an idle one. >> so, john, for those viewers who, you know, i think you and i, obviously, spend a ton of time thinking about this. we fully understand. . when we say unanimous consent, it means any single one senator can stand up and stand in the way of things and refuse to turn the lights on, so to speak. everyone basically agreed we are not doing that and all 100 of us think that is a real pain and not do that any more. mcconnell is saying i'm giving up on that if you make this change. let's talk about what you tweeted last night which is -- it's a significant shift. he saying let's change and how the filibuster works because we have big important issues pending that we know republicans aren't voting for. do you think the change would make it more likely that his agenda will be passed? >> you know, it's not quite an accurate description of what the senate was like when he got there. they actually changed the rule the year before to allow silent fill a busters. mike mansfield from montana changed the rule to allow -- a talking filibuster, in some ways, would be worse. because a group of senators could hold the floor for weeks, and you couldn't do anything, you couldn't do nominations, you couldn't do any kind of business. you could do legislation. the idea behind the silent filibuster they saw as a reform in 1972 the senate can proceed on other business while there is a filibuster. if you have a talking filibuster. that is the business of the senate. nothing else moves. so that with the idea the time when they put it in, the silent filibuster, it was a reform. now, of course, it's abused. the president is right about that. when he first came to the senate that entire congress, there were 31 filibuster to move forward on a matter. last congress, there were 298. so, you know, he's got a point that senate is not working. something has got to change. but it may be a talking filibuster may not be the way to do it. >> yeah, right now, it's like you can send an email and hold up any one of the priorities but it's a good point that being able to send that email means the senate can still keep doing other stuff. i think bottom line, its look like we are heading toward another round of further disintegration of anything left of getting anything done. thank you for your deep expertise and long experience to this and helping us understand. thank you. we get an update on tiger woods condition following his rollover crash last month in los angeles. plus a new release at a intelligence report about foreign adversaries to interfere in the election. we will have a check of those stories when we come back. also your weather. also your weather. >> yes. i think he probably would be prosecuted too. a woman should be presumed to tell the truman and should not be scapegoated and be victimized by her coming forward, number one. there should be an investigation to determine whether what she says is true. that what is going on now. >> you've been very clear -- he is gone? >> that's what i think happens. by the way, it may very well be there could be a criminal prosecution that is attached to it. >> welcome back. president biden weighing in on the pending sexual harassment investigation against new york governor andrew cuomo. a "the new york times" report describes the lengths that governor cuomo's team went to discredit one of his sexual harassment accuser. days after lindsey boylan went public, according to the times, the letter suggested that boylan's accusation was premeditated and politically motivated and disclosed personnel complaints filed against her and attempted to link her to supporters of former president trump. they said the initial plan take to have former cuomo aides and especially women sign their names to the document. the letter reviewed by the times was ultimately never released. spokesperson for cuomo's administration did not provide a statement on the story citing nog investigations. boylan tweeted in part, quote. despite repeated assertion by senior trump administration officials that china sought to hurt the former president's re-election chances a newly declassified intelligence assessment says china stayed out of it but russia and iran did not. quote. china, on the other hand, considered, but did not deploy influence efforts intended to change the outcome of the u.s. presidential election. iran intended to undercut former president trump's relex prospects but not direct promoting his rivals and try to undermine general confidence in the election. the assessment says a key figure in the russian arm of election lex twa andriy derkach who spoke with giuliani. they say derkach worked alongside konstantin kilimnik and produced a documentary that aired on an american news network. it appears to be a reference to the one america news network and the documentary titled "the ukraine hoax." the assessment found no foreign actor tried to hack voting software or machines. at least there is that. all right. still ahead here, we continue to follow the very latest on the atlanta shooting spree that has left eight people dead, many of them appear to be women of asian descent. what we are learning so far about the suspect and the ongoing investigation. we will be right back. ongoing investigation. we will be right back. what if your clothes could stay fresh for weeks? introducing self protection from xfinity. designed to put you in control. with real-time notification and a week of uninterrupted recording... all powered by reliable, secure wifi from xfinity. gotta respect his determinatio. it's easy and affordable to get started. get self protection for $10 a month. welcome back to "way too early." it is just before 5:30 on the east coast. 2:30 out west. i'm kasie hunt. we continue to follow that horrific shooting spree in the atlanta area. eight people killed after a georgia man opened fire inside three different massage parlors yesterday. six of the victims appear to be asian and this comes amid an increase in attacks on that community since the coronavirus pandemic. our atlanta affiliate wxia has more. >> reporter: it didn't take long for investigators to connect all eight homicide and all three crime scenes to one suspect. they say video surveillance at all of the crime scenes shows one suspect and one car, the same man in the same car. the suspect is 21-year-old robert aaron long of cherokee county, north of atlanta. arrested in south georgia last night in crisp county and spotted driving on i-75. investigators say late yesterday afternoon, long walks into youngs massage in cherokee county and killing three women and one man. two people witness itted according to the captain jay baker and baker says there is surveillance video here and also of the crime scenes in atlanta. >> well, we had really good information about his vehicle and, of course, from what i understand they were comparing the images of the suspect and his vehicle and tag information and all that with what they have down there, and that is how we came to the conclusion he is a suspect. >> reporter: it's a drive of about 30 miles south to atlanta and detectives believe robert aaron long then drove to atlanta and went into two massage spas across the street from one another. they say long shot and killed three women at gold's spa and one woman at aromatherapy. marcell works at a nearby police and rodney bryant, the police chief, was at the scene monitoring the investigation. >> a few hours ago, we just heard numerous gunshots coming from across the street. they wouldn't let us out. i wanted to know what is going on. my car is out here. i wanted to make sure everyone is safe. they weren't letting us out. >> we have confirmed three people shot and killed at one location and three at the other location. >> police say nothing appears to have been stolen but they say 2 of the 4 people killed here in cherokee county were asian women and atlanta police say all four of the women killed in atlanta were asian. so investigators confirm they are investigating the possibility that these crimes might have been racially motivated. but that is just one aspect of an investigation that is just getting under way. kasie? >> our thanks to john sherick for that report. last week the president condemned this violence in his address. we may hear him address the issue again when he and the vice president visit atlanta on friday to promote the covid relief package. president biden traveled to pennsylvania yesterday to promote the relief package. biden toured a black-owned union shop that supplies and installs flooring. he promised with the passage of the american rescue plan, quote, more help is on the way. it's to highlight key components of the deal in battleground states. multiple house and senate aides tell nbc news the white house is also pushing for prominent democrats to hit the road to tout the package includes bernie sanders and elizabeth warren and raul ruiz of california. joining me now, is co-host of the #sisters and law podcast is kimberly atkins and also an msnbc contributor. thank you for being up with us this morning. i am glad you're here because what a difficult and horrific story breaking overnight, that six asian women along the eight victims it seems allegedly of these crimes. horrible crimes committed in georgia. this is, obviously, something that president biden did focus on in his address to the nation, the rise in anti-asian sentiment and now this violence crime against people. what should we be doing now to try and reassure our asian neighbors and friends that we don't think this is okay. i mean, it's just such a difficult and terrible time for that community and for all of us. >> yeah. i mean, this is a crisis situation that requires responses from -- in a number of ways. at the very basic level, there needs to be an underscoring of the fact that asian americans are not our enemies, that any rhetoric that demonized them in the past is wrong and shouldn't be tolerated. then we need our law enforcement and our investigators at all levels to be aware of how dangerous it could possibly be in order to try to stop these types of attacks. we have been seeing this whether it's shouting slurs at people to more physical altercations and this horrific tragedy, seems to be the worst so far. it's a big problem in our nation right now. kimberly, what is your sense of our lawmakers can do? president biden talked about it in his speech trying to set an example but, you know, some of the rhetoric and the way people speak in the u.s. congress, for example, sometimes raises questions about this. i mean, is there anything that leaders should be doing to try to push back against this as we head into this day here while we grapple with it? >> yes. at the very least, they should realize that words matter and words have consequences. you know? there is some talk among members culture and people aren't free to speak the way they want. well, speaking in a way that demonizes a particular community of people in this country can have horrible consequences in our history is replete with examples of that. and if they are standing up as leaders, they should lead by example not use this sort of language and condemn if forcefully. if ef-used it in the past, they can renounce that and apologize and really try to bring this nation together right now so that we stop seeing these sort of deadly attacks. that is the very least that the people who are elected can do. >> we should, of course, remember the way that the previous administration spoke about coronavirus in a way that seemed to really be denigrating to our asian american neighbors and friends. kimberly, let's talk for a second about a new initiative that you all have going at the boston globe. reimagining the emancipator which was the first anti-slavery newspaper founded more than 200 years ago. fascinating project. tell us about it. >> yes, it's a collaboration with the globe's editorial board and boston university center for anti-racist research. what it does is reimagine these abolitionist newspapers. these are newspapers that, at the time, during the civil war era and afterwards, that they really pushed forward the conversation about anti-slavery imagining what it looks like and pushing boundaries and not just taking small incremental steps like some of our leaders were but really reimagining the country in which black people were truly free and in which they truly were part of that community. we are bringing that into modern day, at a time where we have seen for a year cries out for racial justice. it's not just about criminal justice reform. it's really identifying and examining the solutions for the racism that exists in all of our american systems, whether it's criminal justice, whether it's financial systems, housing, education and beyond. really bringing together thought and scholars and journalists to tackle it in a really comprehensive way but also in a way that is very forward looking and innovative. >> best of luck with the new project. we will definitely be following it here. kimberly atkins, thank you, as always, for getting us with us. your perspective is very much appreciated this morning. still ahead, mitchell obama's totally different approach to get kids to eat their vegetables. >> we have the trump administration having put pretty much a block on the border over the last couple of years, especially during the covid pandemic and being in the public health crisis that we were in. even before that, we saw a very blunt instrument to dealing with the border and with migration. part of what president biden is dealing with now is trying to go in and fine-tune how you deal with immigration in a more detailed matter and taking humanitarian concerns into account. but going beyond that, we have to think about the root causes of why people leave. because this is not a new phenomenon. if you're recall, we started seeing this migration movement in 2014-2015 because the situation in central america, especially in the northern triangle countries, is so dire. poverty, climate change, gang violence. these folks are leaving their house. the decision to migrate is not easily taken. people know they are putting their lives at risk. until we deal with the root causes, president biden can say don't come, it's not safe, but we need to focus on what is going on from the push backers health. >> the homeland security secretary mayorkas we are supposed to reach the maximum at the border the last two decades. clearly, this message is not getting through. i absolutely understand your point about trying to work on some of these root causes but what avenues of communication are there to try and tell people, hey, this is not something that is going to work right now for you? is this a sign of some impending normalcy? >> i would say so, kasie. i think that the interesting thing is particularly having covered the trump administration for so long and now looking at the biden administration is their very different approaches to coronavirus protocol on the white house complex. the biden administration lowered staff to a much decreased level compared to the trump administration has been testing staff every single day. but we learned that this week they sent out an internal memo telling staffers only receiving tests once a week rather than every single day. this is just mainly because most of their staff has been vaccinated at this point, at least those who are on the white house complex every single day. and i think that it is a step toward normalcy. there was this bubble around joe biden, even before he took office, to keep him protected. much different from the lax attitude we saw from the former president. and so, they're looking -- they still have a ton of protocols in place, but this is kind of the first step i think easing some of these restrictions under the pandemic. >> one of the few places where vaccinations have been pretty widespread and hopefully give some of the rest of us hope that once we're all eligible, things could maybe go back to normal for us as well. axios is also reporting on 2022 endorsements from former president donald trump. what have you guys learned about this? >> well, i think it's no secret that most republicans across the country are vying for the former president's endorsement. he's still arguably the most powerful republican in the country and trump endorsement could really clear the field in any primaries. we're starting to see a lot of people line up to ask for this. he's very eager to stay in the game, to stay in politics and one big way the former president is trying to do that is through these endorsements. of course he doesn't have twitter anymore. he's not as omnipresent as he has been before because he doesn't have social media. and so this is one way he's looking at staying relevant. and, yeah, people like -- even current senators like james lankford and todd young are looking for those endorsements. interesting to see who he dolls those out to in the coming weeks. >> thank you for much for get ing up early with us. we appreciate it. we're still learning details about the shooting in the atlanta area overnight, it's very clear it has rattled the asian american community in a deep way and the group stop aapi hate says there's been 38 reports -- 3,800 reports of hate incidents targeting asian americans over the course of the last year during the pandemic. this is an incredibly important story that we're going to keep following and reporting on here. thank you all for getting up way too early with us on this wednesday morning. don't go anywhere, "morning joe" starts right now. ♪♪ good morning. and welcome to "morning joe." it's wednesday, march 17th. let's get right to the news. a georgia man is in custody accused of killing eight people in a horrific shooting spree at three different massage parlors in the atlanta area yesterday. the spree began around 5:00 p.m. when police say 21-year-old robert aaron long walked into
