Good morning, it is sunday, march 7. We have a busy morning ahead. We have a team of correspondents and analysts to help us out. Amanda golden is on capitol hill with the latest on the Covid Relief Package and monica alba is following reactions from the white house. Well start with you, monica. Well get to covid relief in a little bit. The Breaking News on the president s new Executive Order when it comes to voting. What more can you tell us . Yeah, we learned about this in the last hour or so, kend is. Today is the 56th Anniversary of the Selma Bridge Crossing and the important protests for the civil rights movement. President biden announcing hell be signing an Executive Order that expands access to voting and attempt to increase Voter Registration making it easier, essentially, for people in this country to cast their ballots in future elections. Some of the things hell do is try to expanhandle the access with the Executive Order and revamp Something Like vote. Org so that people can get more information about how to vote and, also, try to increase access for certain groups like active military and people who may not be able to vote in the most typical of manners to get them to have a little bit of easier access. The white house said this is really a first step and just some early ideas about how to expand Voter Registration. Really, that can more can be done with other legislation they hope will have bipartisan support. This is a step in that direction. But, of course, its a symbolic day and President Biden is also set to deliver some prerecorded remarks later today to honor the late congressman john lewis and acknowledge, again, the very important anniversary of that sunday 56 years ago. All right, monica, thank you. Amanda, lets turn to the covid relief bill. Give us a sense of the timeline now its headed to the house. Thats right. If the package needs to go back to the house to repass it. Because there were changes made in the Senate Version of the bill. We heard from House Majority leader saying they need to repass this and theyre planning to vote on tuesday. So just to see the next steps come into play, the white house is expecting to sign this into law hopefully by the end of the week at March 14th Deadline where Unemployment Benefits are set to expire. Breaking down the changes we saw in the Senate Version of the bill, there are 1400 stimulus checks, direct payments to americans. Theres the 300 in jobless benefits per week that are set to run through september 6th. There are billions in Vaccine Distribution and state and low funding response a lot of different changes and tweaks now going back to the house to repass. Hopefully by tuesday is when theyre set to vote and the white house and democrats are hoping to sign it into law by the March 14th Deadline later this week. Its moving quickly, indeed. This is bidens foremost legislative priority. His first victory as it passes the house. Is the work done here . Well, the president is very pleased so far with how this is going and this is what he, obviously, wanted to have happen in the first 100 days, but really, really, he would argue that the work is just beginning in terms of implementing this money and where its going to be going and where it is needed most. Thats why youre going to see the president try to take that message on the road and actually go and try to do more of an educational tour as opposed to a victory lap, the white house said. The president is going to be a Vaccination Center in the coming days. Hes going to be visiting a Small Business to talk specifically about the ppp program. Money that is included in this Money Rescue Plan that the president put forward. And hes also going to be going to baltimore, maryland on wednesday to meet with the ceo of Johnson Johnson to talk about their Big Initiative to roll out the new vaccine more quickly to more people. Youre going it see now the president talk about all the components of the bill and how it can be applied. Again, this is we have to remind people going all to coincide with the one Year Anniversary of when the coronavirus pandemic became a national emergency. Youre going to see the president and this white house mark that very somber occasion while touting the fact they were able to deliver this relief to people when it is needed so urgently. Chuck schumer praised democrats for rallying behind this bill. Theres some talk behind the scenes that there is some division among the Democratic Party, particularly over minimum wage. How significant is this move right now in showing right u now the lawmakers are unified. Its what you alluded to. The fact it was a razor thin passage in the senate. The 5049 total vote tally at the end. It was along party lines. Every democrat was on board but narrowly. Keep in mind joe manchin of West Virginia was nearly derailing the whole thing with a 12hour delay just ahead that have overnight vote we saw. When he wasnt on board with the jobless benefits the democrats were trying to put forward and nearly sided with the republican faction of what they were hoping to add into the bill. Schumer was asked about this during a Press Conference yesterday of why they didnt sort out the differences between where the Democratic Base was and with senator joe manchin. Take a listen to what he said yesterday. People have differences all the time but the overwhelming point here is that everyone in our caucus realizes we have to pull together and get it done and were a team. Did you hear what he said . It narrowly didnt. You didnt hear him say not any republican support which was a key priority of both the white house and initially the senate. The events that were going go this alone. Theyre trying to push it forward. As schumer alluded to there, it wasnt necessarily a done dahl by any means. This is going to be a key part of future legislation of what the white house and their priorities are hoping to be because this isnt necessarily something that is currently seamless within the Democratic Party at this time. Were happy to have you. I want to talk to you about the president s Executive Order coming in overnight. It would direct the head of every federal agency to look at ways to promote Voter Registration and voting access, including look on your websites, can you make it easier to register there. Should you be mailing out Voter Registration. We have the house, which pass the hr 1, which is Voting Rights bill. Its a good marriage between hr 1 that we passed. It has a lot of good things in it that helps us modernize and advance Voting Rights and how restricting lines are drawn. So i think its a match. That people have access to the ballots. That were not dealing with voter suppression. And the great thing were doing on anniversary of 56 years ago when we were fighting for Voting Rights and here we are again today fighting for it. I am hopeful well get some of our colleagues on the other side to join us. If they dont, it tells you what they think about the American People and our Voting Rights. But what does this tell us about hr 1 . You look and a lot of people including yourself giving the president praise for this Executive Action that he took just within the last hours or so. But isnt it an admission of defeat that hr 1 doesnt stand a shot in the senate . Well, i dont think its defeat. What were doing as democrats is listening to the people. Giving the people equal access and rights to vote. I think what it does is the republicans are still trying to suppress peoples rights to vote. I think the president is just to make sure that we get a complete package. Thats what real leaders do. I think its the first step in the right direction. That had looked at our bill and using his Executive Orders rights to expand and make sure today that people know that there elected officials are listening to them and making shoo ur they sure they can vote. Lets talk about the covid relief bill. The other news happening out of the capitol this weekend. We know that communities of color have been disproportionately affected by the coronavirus. Theyre being vaccinated at lower rates in all 50 states. Is there anything specifically in the relief bill to help people of color . Well, ting helps by doing that. Giving relief. We also know that people of color are at more disparities and affected disproportionately as we look at everything from income to housing to health care. So making sure that there are dollars are there for individuals, singles, families, and married couples. Its helpful when you look at the tax break, Student Loans with, housing, making sure people are not being affected. What were doing with Student Loans. I think it affects people of color especially black americans. When you look at over 41 of Small Businesses, blackowned businesses are closing. When you look at how disproportionately we have received the vaccination. So putting those dollars in there, i think, is a first step of at least getting relief. Whether we got everything we wanted or not, its a first step. And we also will accept the bill because some of the Relief Packages have been extended beyond august to september when we look at the additional dollars for unemployment. All right. That moment leading to months long protests at International Outcry it continues today even in minneapolis. A former Criminal Defense Attorney and former Patrol Prosecutor at msnbc legal analyst are with me ahead this morning to look at the trial. I should mention, you live several blocks from where george floyd died nearly a year ago. You say that its going to be tricky picking a jury based on the demographic there. Why . Well, its brutal for a bunch of reasons. I think about this as a Criminal Defense Attorney. I turn a lot of cases in this town and across the state. Tell me where you go where nobody has heard it . Where do you go where everybody in this town lived under the shadow of this. You have to understand how many thousands of buildings were burned, how many people were killed along the way. Let alone mr. Floyd killed away a few blocks away from my house. You think about those impacts and those are your potential jurors. How do you take those people, put them in a room and say, oh, yeah, ignore everything you knew. Ignore everything you heard, ignore everything you feel and now just make your decisions based upon what they introduce to you at trial. Thats a very challenging and very difficult thing to do and high profile cases, in a case like this, its even worse. Yeah. Theyve sent out a lengthy Jury Questionnaire and expect the process will go on for weeks and weeks. Paul, chauvin faces seconddegree murder and manslaughter charges. Can the jury actually be found that would convict . Yes, if they listen to the evidence, the judge will expect them to set aside what they have heard and who they know and just render a verdict based on what theyve heard in that courtroom. And you really wouldnt want a juror who never heard the case. It means shes not living in the real world or you have to question whether she could sit through a fourweek trial with complicated forensic evidence. In terms of the questionnaire, we have to remember the person whopts an objective juror is the judge. So the questionnaire contains some obvious questions like, do you have any connection to george floyd or Derek Chauvin and what do you think about the black lives matter movement. Do you think the police treat people of color fairly . The defense and prosecution will use those questions ands to try to get jurors who they think will vote their way. And, paul, while i have you, were learning there could be a delay in the trial. Because an appeals ruling says that a lower court must not reconsider whether to add a third degree murder charge. Walk us through this. Its a complicated state law issue. Derek chauvin had been charged with both third degree murder and seconddegree murder. The judge threw out the third degree murder. Third degree murder in minnesota is killing with a depraved mind. Thats been interpreted as doing something crazy that can hurt a group of people like firing a gun at a train or driving a car into a crowd. But the Appellate Court said its not the correct interpretation and can apply to an officer who killed in the line of duty. In fact, theres precedent where on that base himself. The suggestion to the trial judge is to reconsider and you probably should reinstate this third degree murder charge. Chauvin could appeal further and that would delay the trial. And, jack, quickly to you, the city of minneapolis is preparing for possible unrest. Concrete barricades are up as well as fences and razor wires. How calm do you expect the city to take the trial . Everybody is holding their breath now. What were talking about 1100 Police Officers from across the state. Were talking about 2,000 Minnesota National guard. People living here remember what we saw last summer. It really never ended. You have to realize there was somebody murdered on that Street Corner just yesterday. Yeah. This is a lot. Theres a lot coming. Yeah. The unrest of all different forums and violence continues in that particular area. Jack and paul, look to have you back during the course of the trial. Thank you. The number of former employees speaking out against the governor are four after two additional women came forward yesterday. Anna lis told the Wall Street Journal once kissed her hand at the office. In a separate Washington Post report, former press aid karen hilton called her to his dimlylit hotel room and embraced her after a work event in 2000. But cuomo denied Touching Women Inappropriately but apologized for making people feel uncomfortable. The State Attorney General is leading an investigation into claims of two of the former staffers there for the governor as calls for his resignation continue to grow by some. The governor is defending himself after being accused of deliberately altering the number of nursing home deaths in his state during the pandemic. There are politicians on both sides that are pushing for accountability with this and some are even asking for his resignation or even impeachment. Reporter yeah. Thats what theyre trying to figure out is which step would come next. All of these are hypotheticals, at this point. Good morning to you. He has, of course, denied allegations of Sexual Assault and harassment as well as any allegations of intentional under reporting nursing home deaths here in the state of new york. Hes remaining headstrong. He said these calls for his resignation are politically motivated and he said he is facing Mounting Pressure with these new allegations of additional possible victims coming forward late last night. He said he will not resign. Listen to the questions that he fielded during his most recent Press Conference. I wasnt elected by politicians. I was elected by the people of the state of new york. Im not going to resign. I work for the people of the state of new york. They elected me. Im going to serve the people of the state of the new york. Reporter at least six democrats have joined that list calling for his resignation. One of his more vocal critics has been New York City mayor bill de blasio. He commented this week during a radio interview. Listen to what he had to say. Evidence is mounting. I think as more evidence comes in, you know, i think its just a matter of we need all the facts. Whether the facts continue in this pattern, i dont see how he goes on. While many stopped short of calling for impeachment, some do say that option is on the table, if cuomo refuses to resign. Here is what that would look like. That decision would be left to the state Senate Majority leader and the State Assembly speaker. Then there would be required to have a Majority Vote in the State Assembly. It would be sent to a special Impeachment Court through the senate which would include judges from the states highest court, i should say. Now all during this time, it would require a twothirds vote in that special Impeachment Court in order to actually impeach cuomo. During that time Lieutenant Governor would become Acting Governor and the states first female governor. And, meanwhile, you have that investigation happening through the new York Attorney general, she is seeking outside independent counsel to begin this probe into the allegations of Sexual Assault and harassment. Theres no timeline for how long this investigation could take. But it sounds like it could take longer with more possible victims coming forward. All right. Thank you. Fundraising off the trump name. House minority leader Kevin Mccarthy said trump has not committed to staying out of Republican House primaries. Do you get a sense here that some of the republican infighting will benefit democrats . Absolutely. I dont think that donald trump will do anything that doesnt serve his first interests. You know, before anything else. And we know he is really controlling and consumed by his ego. He has to be the center of attention and keep his name in the news. Thats why hes going to go after those who he believes him in the past. Either voting for impeachment or did things he didnt like. Hes going to go after them. And i believe hes right that he wants it to be all under his name. He wants to control it. He wants to be the one approving all the messaging and the emails that go out in branding. He doesnt want to give even the party he says hell support the ability to use his name, which is really something coming from him when he was using lincolns face at a couple of fundraisers at maralago and sunglasses and acting like lincoln would support him. Of course, the rules dont apply to him. Hes going to act differently than he expects others to act toward him. Its more of the same, in my opinion. Noel, kevin brought up people traump might have beef against one is lisa murkowski. He called her a failed candidate out of the seven gop senators who voted to impeach trump, of course, mccow sky is the only one facing reelection. Do you think trump has influence to weigh in the elections . Is she in trouble . You know, shes been a longterm, long substantial doubting senator. And i think that she represents her people well and i think she knows her district. I think shes going to be fine. What this does tell me is that donald trump is going to be extremely active in putting up candidates probable in primaries of, you know, republicans that do not see the world through trumps glasses. So i feel like this is foreshadowing what is to come. He is speaking out against her, which is nothing new. You know, hes criticized people in the gop right and left no matter, you know, if they supported him and stood by him. If he goes cross ways with you, hes outspoken. This tells me that he is going to, indeed, target and actively probably try to unseat or get people against a candidate. Hes already got the war chest to do so. Its adding to it. Have you experienced that . Do you think it will exacerbate that . Its definitely going to exacerbate it because people its put us in a position where i have a policy where face masks are required. My next door neighbor may have no face mask policy. We shouldnt have to fight each other and we shouldnt have to fight the consumer but they feel because they have been allowed and businesses are 100 open and no face mask mandate, they can dictate my policy. They cannot do that. Well, that said, youll have to fight the customers who dont want to wear a mask in your store. Does it also mean that increases the competition for you . Where your competitor might allow people to not wear a mask and it might impact who wants to come to your place with the restrictions. No, i dont think so at all. I think its no different than a business that only accepts cash or debit or has a dress code. Theres enough for everybody. It just has to be respect the consumer end. As a Small Business, ive been in competition with other businesses since i opened up in 2003. Im not concerned about that at all. You know the president called the governors action, your governors action a neanderthal thinking. What do you call it . I feel it is not forward thinking. I would say neanderthal but its not forward thinking. Its not a circle way of thinking. If we would have had mass vaccinations or resources for servers and cashiers and forwardfacing people to get vaccinated, i feel it would give us an extra layer of protection. Without that, were scrambling another way to try to survive. Tell me how the entire journey has been with you trying to savl advantage your Small Business. We know covid relief was passed yesterday. Its going to the house now. Do you expect to get any aid coming snup how are you been able to keep your doors open . Well, i certainly hope i get some aid. We definitely need it but i did was able to get some c. A. R. E. S. Act funding last year and none of that helped me stay open. It helped me take care of past bills and rent and utilities. We were closed for 72 days. Salons and theaters and gyms and, umm, live theaters and bar were the last set of businesses to reopen.
