flexed its muscle just a few hours ago. senate democrats passing the president's covid relief bill by the narrowest of margins. not a single republican vote after months of negotiations, while millions of americans were on the brink. so it obvious that partisanship inside the beltway will persist into the biden era. even if most americans are pleading for their parties to come together. but if you're joe biden, less than a hundred days in, a win is a win and he had this to say just moments ago from the white house. >> when we took office 35 days ago, i promised the american people help was on the way. today i can say we've taken one more giant step forward in delivering on that promise. >> just as covid-19 and the calamity of trump came together to put biden in the white house, a new book looks into just how unlikely the biden presidency was this time just two years ago. it's a far cry from the president's current marks from the nation with the latest ap poll showing 60% of americans co-sign joe biden's performance nearly two months into his term and 70% of americans approve of his response to the pandemic, including his expanding vaccine campaign. joining me now, congress yom judy chu, democrat of california and chair of the congressional asian pacific american caucus. congresswoman, in a minute i want to ask you about the anti-asian hate crimes. but first the president's covid bill passed today, less money than progressive democrats wanted of course, more than any republicans were happy with. but if we're talking about the differences this money can make for struggling people, what does a $1,400 check mean for your southern california constituents? >> oh my goodness. it would provide so much relief for them. and, in fact, i've been asked on a continuous basis as to when those checks would come. so the $1,400 economic relief checks, which i actually call survival checks will make ends meet, will pay that rent, will pay for that food. it will make sure that americans live during this pandemic. and the fact that the unemployment checks will continue is so important. what weighed heavily on my mind was the fact that they were going to expire on march 14th. but now those unemployment checks will continue, even though i wish it could have gone to the $400 rather than the $300 that the senate reduced it to. >> as i mentioned at the top, not a single -- not one republican senator voted for the covid relief bill, in spite of the fact that public polling has shown a large bipartisan majority of americans support the plan. what do you think of that? >> i don't know how these republicans could go home to their districts and face the people who are suffering so much. especially those who are facing unemployment, those who are facing the closures of their businesses. for instance, we have a $25 billion revitalization grant for restaurants in this bill. it will help keep them alive. we know so many businesses are in danger of closing. this will provide so much relief, including monies for schools to be able to improve their ventilation systems so that they can actually start to reopen. and there will be $188 billion for vaccine distribution and testing and contact tracing. these are things that the american people need. so i just cannot believe that there wouldn't have been a republican vote for that. i think it's irresponsible and it's a slap in the face to americans. >> and when you look at the fact we hear about moderate and the far right republicans but all of them voted against this bill. and speaking of that, let me bring this issue up. this week biden nominee nerra tanden was pulled as head of omb over mean tweets. now, she is a south asian-american woman. do you think that anti-asian racism had anything to do with it? >> i think in this case it was a hypocritical double standard. there were republicans that were upset about her mean tweets did you did they say anything about the mean statements of someone like mike pompeo who used hillary clinton and obama bashing as his hobby? no, they didn't say anything about that. but they targeted her and i think it's because she was a woman and a woman of color, a person of color. so to them she was expendable. but her behavior was certainly no different. in fact, i would say it was less serious than they have been with other people, such as mike pompeo and brett kavanaugh. >> and were their twitter machines broke when donald trump was president who attacked everybody that he could in the most nasty way, including members of the senate. and some of them are still acting like he won the election or was robbed. but i have to address this additional plague that has grown up with covid and that's the growing number of hate crimes against asians americans and the statistics are more than disturbing. i mean, you had this in today's "l.a. times," quote, in a survey of police departments in 16 major u.s. cities, the center for the study of hate and extremism found a total of 122 anti-asian hate crimes last year. 149% increase from the 49 in 2019. the article goes on to mention that this spike has occurred while hate crimes against minorities are down 70% nationally. we know covid is part of it. the demonization of china by the previous administration was part of it. many of us have stood with leaders in our cities against this rise, but very little from the right wing on this. i'd like to hear the other part of it, what you would say about this and what you would think about the rise in hate crimes. >> we, the api community across the nation, are truly concerned about the most recent spike in the anti-asian hate crimes that are going on. and they are increasingly directed against the elderly and most vulnerable. a 91-year-old man you see here was pushed out on the sidewalk, assaulted. and that person went and assaulted two more elderly asians in oakland chinatown. and an 84-year-old man in san francisco, asian-american was assaulted and murdered. there was a man on a subway, an asian-american, who was just provoked and attacked and sliced with a box cutter from ear to ear on a new york subway. and in my los angeles district, there was a man who was just sitting at a bus stop when he was beaten with his own cane and caused him to lose his own finger. we are just very upset about this and we know that it is the result of a whole year's worth of trump saying the term china virus, blaming the coronavirus on asian-americans and that incited all this hatred. he's not president anymore, but we are experiencing the aftermath. thank goodness president biden has changed all this within the first week of his being in office. he issued an executive order saying that the department of justice needs to work with the asian-american community to stop these hate crimes. >> and all of us in the civil rights community must stand up. we've done several in new york with state senator john lu. people should be doing that all over the country. you can't fight hate against your particular group if you're not going to fight against hate everywhere. looking at the president's electoral victory in georgia, one of the great story lines that emerged was the extent to which asian-american voters in metropolitan areas like atlanta formed a decisive part of the coalition that gave mr. biden the win. we hear much about democratic efforts to court black and latinex voters during every election cycle, but understanding that asian pacific is a very diverse community and identity, do you think that either party, your own included, have paid enough attention to the asian and pacific american voters? >> in the past both parties did not, and in fact there was an api vote survey which found that asian-americans said they had not been contacted by either party. but i have to say that in 2020 there was a major difference. there was outreach to aapis. i'm so proud of them because there was a 300% increase of aapi voter turnout in the battleground states and in georgia it was a 91% increase with 30,000 of them being new voters. that was the result of outreach. and as a result, it was able to gain the victory of biden in georgia and also the victory of those two senate seats. >> all right, congresswoman judy chu, thank you for being here this evening. >> joining me is my panel, chris lu, former labor secretary under president obama and elise jordan, former aide to former president george w. bush and msnbc political analyst. chris, let me go to you first. let's start with the breaking news this afternoon, the senate passage of the covid relief bill on a party line vote. how big a victory is this for president biden? >> it's a huge victory for president biden, but importantly it's a huge victory for working families. senator sanders just tweeted earlier that this is the biggest victory for working families in modern history and it's really hard to disagree with him. let's take this. i mean, this is not just money for vaccines and contact tracing and reopening schools and all of that is important, but when you look at the relief checks, the money that goes to unemployment benefits, the child tax credit, rental assistance to people, help for small businesses, this is a valuable economic lifeline. it's a badly needed economic lifeline to people until we can get this virus under control. as significantly it will take 13 million people out of poverty. it will cut the child poverty rate in half. so this is a big deal for american workers. it's a big deal for joe biden. so my only hope is that the house can pass this very quickly because that relief needs to go out. >> elise, no the only did republicans go against the opinions of most americans when they rejected this covid relief bill, they contradicted themselves since many of them were in favor of the same measures when trump was in office. how do they republican lawmakers think these no votes now are going to help them politically? >> well, i think, rev, you're going to see a lot of republicans suddenly go back to their posture of we must cut the deficit, we must cut the deficit. they like to spend when they're in power but then the reverse, they aren't going to give joe biden the victories. so the republican opposition as they claimed it was that it was too much money at a moment when the economy had already started to recover and that this is only going to contribute to inflation and it's a bunch of democrats pet projects. so that was the grounds on which they opposed it and they didn't even bring in a single vote, which i thought that perhaps senator lisa murkowski was going to come on board but she at the end of the day, it was a strict party line vote that illustrates the partisanship of the era and probably is the only way that joe biden is going to get any legislation passed along strict party lines. >> i want to ask you about former president donald trump who insists he owns the republican party but now wants to make it clear that they don't own him. trump has sent a cease and deceased order to the rnc demanding they stop using his name for fund-raising. shouldn't it be obvious to the gop by now that trump is focused on enriching himself, not building a political movement? >> i mean, it's just so embarrassing. i did not know why these republican men and it's primarily men in leadership that they let donald trump debase them like this. if at any donald trump is not their ally, he's the reason joe biden was able to pass this legislation because donald trump helped democrats win two senate seats in georgia. so this is yet another selfish act of donald trump, who is only all about himself and you're just going to see more of republican law maker cowering in fear because they still fear donald trump, even though he is out of power and lost them power in the senate and in the house to a large extent. >> chris, briefly the economy added 379,000 jobs last month, bringing unemployment to 6.2%. how do you think the stimulus in the covid relief bill will affect these already strong numbers. >> it's important to put these numbers in a little bit of context. while the economy did gain jobs last month, we are down 9.5 million jobs from where we were before the pandemic started. 4 million people have left the labor force. 6 million people are working part time and want to work full time. it's one of the reasons why the fed chairman, jay powell, have said that the true unemployment rate is really about 10% right now. and what's important is that 11 million americans are about to lose their unemployment benefits. that's why it is critical, days, hours matter in terms of getting this relief package. that money needs to go to people right now so that they can pay their rent, so this can buy groceries and they can keep this economy going. as importantly right now we just need to get this pandemic under control. that's why the money for vaccines and testing and contact tracing is so important. unless we get this pandemic under control, the economy never really truly recovers. >> chris, i'm out of time but let me push threw because you quoted the fed chairman saying the real unemployment number may be 10% but look at those job numbers. they look very differently when you break them do you by race. with white and asian unemployment 6% and black and hispanic unemployment closer to 10%, 9.9% for blacks right there. if you're going by the fed chair's call k -- calculations, blacks are probably at 12, 13% unemployed. is it going that can be fixed and brought under control? it's why democrats are working to pass hr-1, the for the people act. it would take my whole show to due bunk every lie in this piece, but here's a sampling of the former vps dishonesty. the very first line pushes donald trump's big lie, referring to, quote, an election marked with significant voting irregularities. but of course there were no widespread irregularities or fraud. officials in every single state and the trump administration's own attorney general have consistently upheld the integrity and security of november's election. pence goes on to list some of the most popular parts of the bill, election reforms that were in place in many states for 2020 election, early voting, mail-in ballots, same-day voter registration. he calls these common sense rules, quote, unconstitutional, reckless and anti-democratic. personally i think ensuring that every eligible voter can exercise their constitutional right is the most democratic action lawmakers can take, but the gop has always disagreed. indeed since the november election, republicans in 33 states have introduced hundreds of laws meant to disenfranchise mostly black and brown voters. his house democrats introduced hr-1 in the first place. this week during the supreme court case that could challenge what's left of the voting rights act, republican operatives once again said the quiet part out loud. >> what's the interest of the arizona rnc here in keeping, say, the out of precinct voter ballot disqualification laws on the books? >> thank you for having me reverend al. i am glad to be here to talk about the work we are doing for the people. if we don't have republicans willing to stand up for the work of their people, the work that the democrats are doing are helping, regardless of who they voted for. they told washington they were going to get to work for all georgians and they have done just that. we have direct relief coming to the pockets of those who have lost their jobs through no fault of their own and an extension of unemployment benefits and money back to the states so we can get our schools back open safely and get our children back in the classroom. so we are doing the work on behalf of everyone. it's a shame that republicans are playing political games instead of looking out for the people that they were sent to washington to represent. >> now, republicans in georgia are passing restrictive voter laws supposedly to protect people's votes. for example, georgia house bill 531 that would add a voter i.d. requirement for absentee ballots, limit the number of locations of early voting dropoff boxes and reduce early voting days during the weekends prior to an election to just sunday. and hear this one. individuals could be charged with misdemeanor crime if they hand out food or drinks to voters standing in line on election day. i mean, why do republicans continue to create unnecessary burden on voters, particularly within communities of color? >> it is 2021 and here i am serving in the seat that john lewis held for over 30 years and i never thought that i would be still fighting against some of these voter suppression tactics. the year has changed, some of the tactics has changed but it's the same end result, trying to stop people from having access to the ballot box. and hr-1 will go a long way in fixing this, but what we're seeing on the ground is people who stood up and showed up to vote, they are still voicing their concerns at the state legislature and they're not letting this go through lightly. we know that this is all about them losing power, losing control. we saw what was just said at the supreme court around the arizona case and it the same thing here in georgia. we played by their rules and we won and so now they want to change the rules. and we are not going to just sit by and allow this to happen. one of my republican colleagues said i don't understand why y'all are doing this, you're trying to federalize our elections. and i said if i were not for the federal government i would not have the right to vote in this country. some things should be standard across the board. it shouldn't matter what state i live in if i have access to voting. yes, that is what i'm in congress to do, to make sure that everybody in this country has the same access, no matter what state you live in. >> you mention john lewis and tomorrow will mark the first time among the last 56 years that john lewis and the reverend joseph lowrie will the be marking the trip across the pettis bridge. what does it mean to you, a daughter of georgia, whose husband worked for john lewis to be sitting in his congressional seat four months after the dave -- day you won it, what does it mean to you? >> i went on an amazon visit standing in solidarity with workers and everything is virtual this weekend for the jubilee weekend. i thought maybe i should just drive down to selma because it didn't feel right not being there and it wouldn't feel right be there without congressman lewis. and while it's a bittersweet moment, it is virtual this year because he won't be able to be there but we're doing the work to live up to his legacy. we're passing first 300 pages written by john lewis, the voter empowerment work. we're getting into the good trouble that he would want us to be doing right now. >> when you say that, one of the memories of my life was last year when we marched across that bridge on bloody sunday anniversary day and i was there. john lewis surprised us and came as we were marching across the bridge and i was among those holding him up as he spoke and that was the last time he was on that bridge alive. and it's a moment i won't forget. one of the reasons i envoy having some young southern politicians on, though, is because it gives our viewers who aren't from the region a view of where the enough south is going politically. all eyes were on georgia -- >> the new south. >> you have a race in south carolina before that and several progressive mayors have been quietly changing the politics of southern cities. but to talk to activists on the ground, so much of the inroads have not come from the democratic party but from the grass roots, which was doing the work for decades long before the national spotlight of the past year. as a child of georgia, what does the democratic party need to do to keep the momentum going in the south? you've been in the party working for a long time before many people outside knew your name. i did because you've been in there fighting. what does the democratic party need to do? briefly tell us. >> reverend al, i'm still the chairwoman of the democratic party of georgia, so i am making sure that we hold ourselves accountable and we need to make sure that we are delivering for the people. you can't make empty promises. you got to keep delivering. you've seen that with our senate candidates. they are still standing up for everything they campaigned on, still fighting for $15 minimum wage in this country and they were fighting to make sure that we got covid relief act. and we have to make sure when we tell people to show up to vote because we make a difference in their lives that we really mean it. at the democratic party of georgia, we mean it. when we say watch us work, we mean that and we're going to continue to do the work on behalf of the people. >> thank you, congresswoman williams. coming up, what's luck got to do with it. a new book explores biden's rocky road to the white house. i'll speak to the co-author after the break. speak to the c after the break. ya gotta focus on the bread layers. king's hawaiian sliced bread makes everything better! ♪ (angelic choir) ♪ umm, honey...why is guy fieri in our kitchen? >> reverend al, i don't think there was any issue bigger in the general election than covid relief and the response to covid. i think president biden benefited greatly from president donald trump's mishandling of that. president trump was trying to get another covid relief done and was unable to right before the election. now we see president biden delivering on that promise that he would get that covid relief done first, that that would be his focus. we see in public polling he's much more popular than you would imagine given the unified opposition to it in congress and is something that has benefits for virtually every american. >> i couldn't help but notice my name popped up in the first chapter of your book as joe biden is contemplating another run for the white house. tell us about the opportunity and challenges biden faced at that very early stage at what ultimately would be a successful campaign? >> when he was first running for president and even contemplating it gets to the point that you're making about your role in this book and obviously in the election, all of the candidates, if i'm not mistaken, wanted not only your advice but your endorsement, joe biden among them. one of the things that biden had difficulty with early on was trying to coalesce the stars of the democratic party behind him. and as we go into the detail in the book, you had a conversation with him even before he got into the race where he came and talked to you and asked for your advice and you gave him some advice on some of the issues he was going to have to contend with, including the crime bill and he was pushing you for an endorsement. as we report, correct me if i'm wrong, but as we reported, you wanted to wait and see how this played out, there were other candidates you wanted to talk to and be able to help. the fact that president obama was knocking on the door out of the game or even really until it came time to -- >> everyone of the issues. he had a hard time dealing with some of the issues and over time he able to. the biden team faced a critical choice over the summer after the death of george floyd at the hands of law enforcement. i was at the meeting where he and the family of george floyd and attorney ben krump. how do you feel biden will handle that now that he's president? >> well, it's interesting, reverend al, so far is seems like there's been a little bit of a change from the campaign, but let me go back a little bit to that campaign. he was getting a lot of pressure from even some of his own aides to apologize for the crime bill and older white advisers said he wasn't going to do those things, he wanted to make a point how his budget would actually increase for police because he wanted community policing we tell a story about jim clyburn talking to john lewis on the house floor and john lewis warning defunding the police is something that could really frustrate the overall goals of the black lives matter movement. i think what we've seen from president biden since he became president is a real focus on equity that wasn't necessarily as evident from his campaign and certainly from his rhetoric on the campaign. if you'll recall, he was getting hammered by trump, all of the democrats were getting hammered by trump and republicans on the idea of defunding the police. so biden saying he wasn't going to do that i think was politically helpful for him with some voters but it's an issue you could see ongoing beyond just this election and how biden treat the african-american community, how he treats the latino community, asian lgbtq but what we've seen so far is a focus on equity. >> and a progressive community which is not always a monolith in terms of some of its positions and never has been. in the book you're going to detail about the struggles kamala harris's group had during her run for the president and the clash she had on the debate stage for joe biden. what was the relationship?
