Our team of correspondents and analysts are following the latest developments for you now. Amanda golden is following the developments on capitol hill. Carol lee is at the white house with reaction from the president overnight and were joined by Danielle Lipman and natalie jennings. Welcome to all of you. Ll good morning to all of you. Amanda, where do things stand right now . What can you tell us about that stalemate over a Unemployment Benefits. Good morning. Theres been a lot of movement, obviously theres a lot still to happen. Late last night there was a deal reached within the senate to begin to move forward as democrats are inching towards passing bidens 1. 9 Trillion Covid relief bill. This came to a standstill with senator joe manchin of West Virginia holding up the passage of the next steps here over unemploymentre benefits about t expire. The new plan thats being put forward by democrats is looking to have those Unemployment Benefits come up with 300 a week. Thats down from 400 a week that the house passed one week ago in their version of he said we reached a compromise that allows the economy to rebound quickly while also protecting those receiving Unemployment Benefits from being hit with unexpected tax bills next year. This is allowing the republicans here to bring up amendments and have debate over different elements over this Covid Relief Bill and have these different votes and put democrats, the majority party, in difficult positions to take on the record votes whether or not they will support different elements of this bill. Were inching along here. Its unclear when these amendments will wrap up. As of last night, 534 amendments had been brought up and filed. That doesnt mean all 534 will get votes. Last time there were about 900 amendments filed and only 20 got votes. Were looking to see how many will continue to play out here. Its a debate of whether the sun will come up first or whether we will move towards that vote in the senate to see if it will move forward. Whatever happens and passes within the Senate Version of this bill will have to go back to the house some time in the next few days is the hope from the democrats and white house in order to turn that Bill Into Law By March 14th when Unemployment Benefits will expire for the rest of the country. I want usth to pop up that picture again. Its unusual at 5 00 in the morning on a saturday that you have the senate that is right there in session, you see off to the top of your screen the senators, newly minted senators from georgia, ossoff as well as Warnock Meeting there. Asoc you mentioned this is goin on for quite some while. For each of these amendments, hopefully there are not 500 plus, how long doeeally good question. We dont totally know. It depends on how long the heyre looking to achieve with this time. Its an opportunity for various senators to speak their peace and continue the debate moving forward. This is their window of opportunity because of that Reconciliation Process needing just 50ce votes from democrats move the bill forward, this allows republicans to bring up the difficult discussions for democrats. On timing, were waiting to see. It could take hours, hopefully not days. Well see if the sun will come up first or if this will move forward. The white house is weighing inou on some of whats happenin. What are they saying . Good morning. Rward. E happy this is theyre keeping their eye on the ultimate prize here, which is getting this bill to President Bidensl desk. White House Press Secretary jen psakiar issued a statement overnight saying the president supported this compromise. She also said most importantly this agreement allows us to move forward on the urgently needed American Rescue plan with 1400 relief checks, funding we need to finish the Vaccine Rollout, open our schools, help those suffering from thehe pandemic a more. Now were told the president expects thatto he would sign th bill some time next week, and then the sales pitch begins. Were told the president is going to go out and try to sell to the country all of those elements that jen psaki listed in her statement, the 1,400 checks, the Vaccine Rollout funding, money for states. So well see a real push to make sure in the white houses view that americans are aware of the benefits that they see in this bill. Then, you isknow, i have to say it doesnt get easier from here for the president once he gets through that sales pitch portion of the program. To move on to other elements of his agenda. And for all the drama that weve seen overnight anddr the back a forth about this bill, which is going to be passed with only democrats, its not going to get easier from here as he dives into his agenda. Well put a question to our Political Panel later in the show whether republicans will seize on this opportunity to show theres disunity among the republican party. We heard that the Unemployment Benefits are lower what are some other changes in the Senate Version of the bill . Yes. So the unemployment was the big hit yesterday. That does rule out millions of americans. But also the Stimulus Payments themselves were curtailed for a number of people making over 80,000 i believe individually and then going up from there. 150,000 for couples is the cap to receive these Stimulus Payments. Thats a lot of voters who wont get this. That was a key debate earlier in the week. Now republican amendments are going through that wont pass, one about the keystone pipeline, things that are not going anywhere. But its the unemployment and stimulusy checks that will afft people. Republicans have been deploying stallbe tactics. Look at the polling. 62 of americans support the covidns relief package. 67 support 400 additional unemployment benefit. Even 53 of republicans support 1,400 in direct payment. Whon do republicans actually o why do you think the republicans are actually going on this hill and this o is one they want to in the negative route with . Yeah. I think President Trumps still very powerful in the republican party, but hes losing power in terms of it being a populous party. So people like josh hawley who had supported these 2,000 checks, hes not going to support this type of bill. So i think theyre rediscovering their fiscal conservativism. Even though President Trump and the republicans spent hundreds of billions of dollars in the last few years, and their base, the hardcore base, they dont want to help they dont want to give biden the win. They assume that voters will forget that this package was popular when it passed when midterms roll around in about a year and a half. All right. Another grim milestone for the united state one year in the pandemic. We topped 29 million cases of the virus according to an nbc news count with more than 62,000 new infections reported yesterday. We added 1 million cases in the last 15 days. The white house announcing President Joe Biden will travel to baltimore on wednesday to meet with the ceos of Johnson Johnson and merck about their partnership to produce and distribute covid19 vaccines. Theyll visit a facility that makes the singledose vaccine. And california is lifting some of its Coronavirus Restrictions now allowing outdoor ballparks, Entertainment Venues and theme parks to open at reduced capacity. Mandatory masking will be in place and attendance will be limited to People Living in california. The rules take effect the 1st of april. Once you have gotten your covid shot, whats next . Can you visit friends, family, go to the bars . The cdc says its not ready to release new guidelines on how people who have been fully vaccinated can interact with each other. The announcement was expected to come yesterday, but the agency says it is working to simplify the guidelines in order to make it as clear as possible for the public. Many people have a lot of questions about this. Lets bring in dr. Ali raja executive vice chairman for the massachusetts general Hospitals Department of emergency medicine. Thank you for being here. Whats with the delay from the cdc . I think were all asking that question. I think part of it might have to do with some new data that was released in a study by the cdc just yesterday that found that states that had opened up a little bit and allowed restaurants to open up at the end of last year found the new number of coronavirus cases was slightly higher after those restaurants opened up. And similarly that states that had kept Mask Mandates had lower daily cases for coronavirus as well. That data just came out early yesterday morning. I this i that combined with the fact that we have not seen the decrease in the coronavirus cases that we were all hoping for over the last week, cases are still high. The cdc wants to make sure it has the most recent data when it releases the guidelines over the next couple of weeks. Its crazy that many states are reopening now because our case numbers on a daily basis are where we were in the summer when we were initially freaking out about that second wave. Dr. Anthony fauci is warning of a possible spike, in fact, in the weeks ahead. Heres a listen. We are starting to plateau. Ive blown that up in a little section that is sitting in the middle of the slide. That plateau is about 60,000 to 70,000 cases a day. What should we be doing to prepare for this . I think the main thing that we should not be doing is starting to open up with just getting rid of all the mandates that were put into place. The things that weve done so far, kendis, the mask wearing, the physical distancing, its worked. This is really frustrating to me. My folks live in texas. My sister lives in texas. To hear that the entire state will be changing its regulations, dropping all the mandates in just a few days is really frustrating. All of us should be doubling down on staying safe, wearing masks, being physically distanced just for a little bit longer so that we can get through this instead of seeing another spike. So many of these states are reopening at this point. Your thoughts on states like mississippi. You mentioned texas, they are lifting their Mask Mandates against the advice of health experts. Specifically texas. Theyre reporting close to 3 million cases. The second highest count in the country right now. Their Vaccination Numbers are poor, ranking next to last according to the washington post. Mississippi, theyre not doing that much better. Look at their numbers, ranking 47th. Obviously that you believe its too soon to drop the Mask Mandates in those particular states, but you also have states like connecticut that are opening up 100 . What do you make of that . I think that a lot of this needs to depend on the individual state data. I can see that for states with better Covid Vaccination distribution who are getting shots into arms more effectively that loosening up some of those guidelines, still allowing for example you just talked about the california opening up how california is opening up some of its venues. Still keeping masks on, still keeping somewhat physically distanced but allowing people to go to stadiums and whatnot. In some cases that can be safe, but for the states disregarding these mandates completely, you brought up mississippi and texas, i think thats dangerous and i worry as do my friends who are physicians there about the number of cases theyre seeing increasing over the next couple of weeks. I have to be quick here, im ut this. Moments ago it was mentioned that 29 Million People in this country as of this morning have had covid. 8 received vaccination. Population of 360 Million People in this country. At what point do we get Herd Immunity . I think we get there at about 60 , 70 . Were months away from that. Wow. Wow. Dr. Ali raja, thank you. This is all over covid relief. Right now lawmakers are debating amendments. There are 534 amendments proposed. Not all will be heard. Each side gets about a minute to debate the amendment and then it goes to a full vote. Of course this is all part of the Budget Reconciliation For Covid Relief involving those 1,400 checks to americans. Minimum wage was taken out of this. Were looking right now at some lawmakers walking up and casting their vote for the current amendment which is reallocating funds for emergency and medical leave to Border Protection for opioid detection. So we heard Amanda Golden earlier in the show on capitol hill saying this is an opportunity for some republicans to force democrats to go on the record with some of these votes. We have no idea what time it will be wrapped up. But it looks like it could be going on for a few more hours. In the meantime, a group of democratic lawmakers are putting their support behind some amazon workers who are in the midst of a closely watched union vote. Earlier this month workers at the warehouse in besimer near birmingham voted on whether to rejoin the retail, wholesale and Department Store union. Should they succeed it would be the first labor union formed within amazon. Gary right now is outside that facility in the suburbs of birmingham with more. What are you hearing from workers there . How likely is it that this vote will actually go through . Good morning. Yeah. I spoke to folks on both sides of this issue. Theres about 5,800 employees that work in this building behind me here in bessemer, alabama. Not all of them are prounion the ones who are say there are two main reasons why. They say they want to be treated humanly. They believe productivity is being put above all else, some complaining that Bathroom Breaks have to be cut so short because theyre worried their goals wont be met and they may lose their job. The second is because of wages. Now, amazon has a 15. 30 minimum wage. Thats double what is the nationwide minimum wage. Workers like Kevin Jackson who i spoke to yesterday says when jeff bezos makes thousands of dollars every single hour and kevin has to decide whether he pays the mortgage or light bill this month, he says thats a juxtaposition that is not fair. Any worker or laborer across the country that wants to be uplifted, held high and respected, i stand with them. Ill do everything in my power in congress not just in terms of supporting the act but in terms of advocacy to make sure the worker is respected. While i may be the lone democrat in the state of alabama, i am not the only voice in congress with the right to protect. Im glad to be here. Theyre here for workers around the world and for workers in amazons bessemer facility. Those were Congress People who came by yesterday to these gates and they were asking for the union to be made. The pro act that Congressman Bowman Act mentioned, he was talking about Workers Rights to organize. They hope to pass that in the house this week, but the senate will be an uphill battle. Im curious, amazon has nearly 600,000 employees worldwide. Were talking about 5,900 employee theres in alabama, right to work state. So it faces an uphill battle. Why, though, is this vote such a big deal . This is the first vote like this. These workers here say they need it. I spoke to folks on both sides of the issue. I spoke to somebody who is antiunion. She said she feels like she can make decisions for herself. If she doesnt like something going on, she knows who to go to in the company, she can go to hr or her manager and she doesnt feel like somebody else should make those decisions for her. Kendis . New Court Documents revealing the golf star was initially unconscious after the crash. This is according to a Rolling Hills estate resident who first found woods trapped in the wreckage there. He regained consciousness at the scene but told Sheriffs Deputies he could not remember driving and did not know how the collision happened. At Louisiana University two senior Athletic Administrators have been suspending following an investigation into the schools handling of Sexual Assault claims. The 22yearold posted about her experience on twitter overnight saying he demanded to know if she lived there because she look the suspicious. She wrote this is the reality of black girls. One day youre called an icon, the next day a threat. She went on to say in part in a sense he was right. I am a threat. A threat to injustice, to inequality and to ignorance. Our top story, its down to the wire on capitol hill as we await the senates vote on the Covid Relief Bill that would provide aid to millions of americans. Senate Democratic Leaders reaching an agreement overnight with senator joe manchin after a ninehour standoff over Unemployment Benefits. Were looking at the Senate Chamber where those lawmakers are voting on amendments. Individuals making under 80,000 will get 1,400 payments. 300 weekly Unemployment Benefits are extended through september 6th. 350 billion will be allocated to state and local governments. Thank you for joining us so early. I want to talk about the negotiations here. Its not just with senator manchin delaying this bill. There are other republicans like senator ron johnson using tactics like forcing clerks to read all of the pages of the package to waste time. Millions of americans including the people they represent are struggling. So are there any political points to be gained here by these delays . Well, its a huge point because, look, lets be honest. The implications of the passage of this bill could not be more stark for this Biden Administration, really for the democratic party. If you think about the last time the Congress Took up a bill of this size, this shape and the potential transformational implications, President Biden himself used perhaps the most famous expletive in American History to describe the consequences of it. Of course im talking about the Affordable Care act. What he said to president obama, it was a big blank deal, it was because he knew that that bills passage and implementation into law would define the obama presidency. In a lot of respects, what were seeing now and the reason youre seeing this votearama take place throughout the course of the friday night into the saturday, we know senators hate to give up their weekends, but the reason youre seeing all of this activity now is because of the historic nature of how transformational this Covid Relief Bill can be. I cant stress the point enough the success or failure of bidens entire term in office, i think you could argue without hyperbolicness is dependent on whether or not this bill passes because of the transformational nature, the direct impact it could have and it could be what contains the spread of the pandemic with those federal resources that not only will help distribute the vaccines but get those federal dollars into the hands of americans who desperately need the relief right now. The stakes could not be any higher. Well, on that note, this bill is popular among voters on both sides. Are republicans unanimously against this relief to appear united when it is so popular . Is that the right move here . Well, i think it is popular, you know, because people want to see relief. People want to see vaccines getting into the arms of americans because we want to get out of what we are in a suppressed economy. And the numbers looked very good yesterday. The jobs report that came out. But the bottom line is that this bill is filled with massive amounts of pork. We have already passed 4 trillion in covid relief. And i think the thing that is most heinous about this is the fact that the democrats refused to work with republicans. So the shenanigans that occurred last night with senator joe manchin as you mentioned, the 11 hours that were stalled, this could have all been avoided had the democrats worked with republicans. Ten moderate republican senators visited with joe biden in early february. He largely dismissed everything that they wanted. They wanted to pare down the bill, he refused to do that. All of this could have been avoided had this gone through regular order and worked in a bipartisan way. President trump passed five Covid Relief Bills with bilateral support and President Biden cant pass one. Part of the reasoning is because after 2008 not enough was done and the president said what we risk right now is going too small, not going too big. At this point they have the votes, they have the majority with Vice President harris as the tie braker, what would you say if you think this bill is full of too much pork, where would you propose cutting . Well, again, just look at what the ten republican senators proposed. They proposed paring this down to 600 billion. Their arguments were that much of the money that was allocated in the 4 trillion still has yet to be spent. And so i think that it is important that we have Good Government as well. We want to get relief, but we should be more targeted. This bill should be more focused. We heard a lot about the 9 number, some numbers are just slightly higher, the point is that for republicans, its a nonstarter to be bailing out states like california and new york that their governors and their mayors failed their people. It is atrocious to give more to give schools more money, 150 amanda, thats a story line right now that is pretty partisan. We want to stay away from that because i dont think its fair to say that california and new york have failed their people, but before we go well, just look at the states where the economies are struggling. I do want to ask you about minimum wage. It was taken out per the parliamentarian out of this covid relief right now. We saw arizona senator Kyrsten Sinema, she flashed a thumbs down when her name was called on the measure. The name job mccain started trending on twitter because people thought it was similar to his thumbs down on the health care bill. How do you see minimum wage playing out now that it wont be a part of this Budget Reconciliation . I think that Bernie Sanders again. But what Kyrsten Sinema did, shes trying to reflect what her voters back at home want. 29 states had implemented their own minimum wage laws. You had eight democrats, one of whom is an independent that sides with the democrats, angus king, side with republicans on this. I think these senators believe that states should be making the decisions that are best for them, not the federal government. All right. Well have to leave it there. Thank you both so much. Its been two months since insurrectionists attacked that building behind me. As you can see fences and barricades still remain two months later. And thats because capitol officials and defense officials are gearing up for possible attacks. Theyre on high security alert. Just this week general russell honore, Speaker Pelosi appointed him to review future attacks that could be happen. She is releasing a draft report to lawmakers on how the Capitol Police community can prevent attacks in the future. Lawmakers will be briefed on monday. Even as we are moving further and further from january 6th, just this week house lawmakers, the full house was sent home on wednesday, the senate right behind me still voting in that building as my colleague amanda mentioned at the top of the show. As we gear up for next week, the National Guard behind me was supposed to leave on march 12th. Just this week u. S. Capitol police requesting they be extended for a time as much as two months, at least half of them will be here. The guys behind me are from maine. Theyve been here the entire time. Something we can expect as we look ahead to monday and this briefing, lawmakers are looking for answers. They want to hear details as to why they need to be here, why the National Guard and the fencing needs to remain. We have reaction from both sides of the aisle. A prominent democrat, former cia official tweeted saying while its important to have the fencing and the barriers around, she needs answers as to why they need to be here. Similar reaction coming from james inhofe in the senate. He says this paints a bad image to the rest of the world that we have these barricades and fencing. It doesnt look like its going any time soon as officials brace for answers on monday. And theyre bracing for other possible attacks as well. Thank you. As we learn more details about the capitol insurrection, we have this california congressman and former house impeachment manager Eric Swalwell who filed a lawsuit against donald trump and his allies for allegedly inciting the riots. This lawsuit is seeking money for damages and a court order requiring trump to give a weeks notice before holding future rallies in d. C. Joining us right now is danny civalis. What are the implications if this suit goes forward . This suit asks for damages but the causes of action are interesting. It incorporates a civil rights statute that criminalizes someone like Eric Swalwell and members of congress from doing their job. A separate section that criminalizes knowing about it, being in a position of power and failing to prevent or do many years ago but they seem almost tailormade for these allegations. The other key is the same challenge will this method be more effective . In fact, democrats would do better to focus on the course of conduct leading up to the rally. If they focus just on the words uttered at the rally, then President Trump as he would with any criminal prosecution has First Amendment defenses available to him. President trump knows his legal avenues were closed and pressing on. That is probably the strongest case for a civil action. It was the strongest case in impeachment but a criminal case was the hardest thing if prosecutors choose to bring that against trump. His role in the attacks, making him the first Known Trump Appointee facing charges in connection with the riots. What does this mean for the former president if its true, this is a galactically stupid thing to have done, if a person was in the Trump Administration and actively involved in the ri it is a bad look. Any time a trump appointee is potentially guilty of rioting crimes like this, being involved in this kind of insurrection, it will be a horrible look for the trump camp.
