Later, we are learning even more about who was involved in the january 6th insurrection. One of the people featured on the fbis Wanted Posters and captured on police body cams, fighting with officers, held a Top Secret Security Clearance in the Trump Administration and then went back to his state Department Job for another two weeks after the riot. He just appeared in court where he is complaining about cockroaches in his cell. Well tell you about that and what the fbi is doing with all the Cell Phone Data from the capitol on that day. Ari melber is here to discuss that and more. Joining us now to start off our coverage at this hour, axios political reporter, jonathan swan, and garrett haake. Garrett, well start with you since all eyes are on the capitol this hour. The votead rama was supposed to get underway but they have not called a vote for Senator Sanders effort to raise the minimum wage to 15 an hour. Where do things stand at this hour . Reporter that vote is still open while Democratic Leaders try to figure out how to move forward. Theyre concerned that senator joe manchin who may support a republican amendment on the Unemployment Insurance bill. The Unemployment Insurance was one of the last pieces. They thought they might be able to extend the plussed up benefits until september but at a lower rate than the house did. The house benefits were supposed to run out just before the august recess. They said lets extend it but at 300 a month. Now theres a republican amendment offered by rob portman would end those benefits even earlier in july and republican senators are telling reporters, manchin is with them on their amendment. Manchin and his office are not saying anything. And that vote on the minimum wage which is really kind of the vehicle that were dealing with right now, has remained open while democrats try to figure out how to nail down this Unemployment Insurance portion of the bill before they can go forward on anything else. We are pretty well and good stuck here on the hill. To that point, is it possible we could see a compromise on a smaller minimum wage increase . Not the 15 one . I think it is popular in the future but not on this bill. Remember the parliamentarian is the one who said deal with the minimum wage in this context doesnt fit reconciliation rules. There are republican plans out there to raise the minimum wage, by smaller amounts that you could see it for a compromise down the road. Progressives say 15 an hour is already a compromise. So thats the kind of thing we could find ourselves fighting about in the spring and summer and beyond that but it wont be in this bill. If you watch sanders on the floor there, he was impassioned when he said that it is not fair that a Senate Parliamentarian gets to decide the living wage for millions of americans. Heres the Associated Press poll on how joe biden is doing as president. His job approval numbers, 60 approve of his overall job performance. 55 approve of his handling of the economy. 70 approve of his coronavirus response. It seems almost all republican theres vote to oppose the Relief Package even though polls show that most americans support the plan. What is the republican political strategy here . Reporter the political strategy is much the same as it was when barack obama came into office. To keep everyone, Mitch Mcconnells strategy, i should say, to keep everyone united and to force him to make every bill a partisan oneparty bill. So far it looks like it will be successful. There have been a few hiccups as it relates to nominations. But on the big stuff, i think thats the way it will go. And biden came into office genuinely believing that he could in a sort of oldfashioned way, reach across the aisle, rest on his decades of relationships in the senate. And cut deals with republicans. Many. His advisers were much more skeptical about that but i think now one month in, there is no division of opinion in the white house. Theyre all very cleareyed about this. Theyre not going to get republican support. And you certainly cant count to ten which is what they need for the big stuff. So it is now, how do we keep our caucus together . How do we keep 50 democrats on every bill . How do we make sure that the democrat from West Virginia is happy . So thats the way they think. Theres not a lot of time being spent in the white house trying to figure out how to get ten republicans to support major issues. Yeah. Theyre trying to hold on to that one youre talking about. It seems, jonathan, that a lot of these compromises are just within the democratic flank. Because theyre lowering things or taking things out of that coronavirus bill just to keep that senator of West Virginia, joe manchin, and a few others, perhaps, from going rogue. Thats right. We should be clear. This is a huge bill. We forget this. We have these conversations, you sort of lose track of it. 1. 9 trillion. It is an extraordinary amount of money to be bringing into the economy. And the fact is, many economists believe even without that, we will see economic recovery. When you pour 1. 9 trillion on top of that, this is the Joe Biden Theory of the case. You have the vaccine coming out quickly. Youre starting to see it come together and then a steady Check Recovery and then you pour all of this stimulus and recovery money on top of that and you could see a very nice glide into 2022. Garrett, there is about a week left until Unemployment Benefits expire. Many are watching that clock very closely. Who should our viewers be watching this weekend as these votes go forward . Well, look, the Major Players on Unemployment Benefits are rob portman who has the republican plan, tom who put together the Democratic Alternative and joe manchin who is functionally holding all the cards right now. In some ways he acts as a heat shield the other democrats how are less inclined to put their names out there. But these three trying to craft the deal that allows something to move forward and extend the Unemployment Benefits further. To july, september, thats an open question. Lets walk over to the house side of things. Reporting that Kevin Mccarthy is trying to persuade former President Trump not to seek revenge against the republican whos voted to impeach him. Because he needs them to win back the majority. But trump is only ramping up his criticism, if youve been watching over the past 24 hours. What does this tell us about the State Of Affairs in trump world right now . Mccarthy knows trump pretty well. And my understanding is hes not leaning very hard into this so far. I mean, it wouldnt make any sense for him to be making full throated pitches while trump is still red hot angry at all these republicans. So it may well be that hes had some conversations to try to sort of tamp him down a little bit when hes ranting about these ten republicans. But its not like hes making full throated pitches. Gonzalez or whatever. Thats not where this conversation is at. The fact is Kevin Mccarthy is in a really difficult position. He is trying to keep on side the president so he doesnt go completely Scorched Earth against republicans. It is like, hes two inches away from his dream of becoming speaker. They should win back the house. And mccarthy could just see it there and theres just this figure of trump at maralago Firing Off Torpedos every couple minutes. And mccarthy is barely hanging it together. So thats the dynamic. I dont expect mccarthy at this stage to really lean in and try to shape trumps thinking on these challenges. All right with. The visual there, thank you. In a new charging document, the fbi allege thats one of the rioters fighting Police Officers at the Capitol On January 6th was a Trump State Department aide with Top Secret Security Clearance. In Court Documents obtained by nbc news, Frederico Kline faces six counts. Footage appears to show him violently shoving a Police Officer with a riot shield and attempting to force his way into the capitol. He appeared in a recent fbi Wanted Poster in connection with the riot. Two tipsters reported him to the fbi. Minutes ago, kline appeared in court and was complaining of cockroaches in his holding cell. A Public Defender assured him he would be moved to a different cell. His next hearing is on tuesday. Ari melber, good to have you with us. Talk about the significance of this. How significant is it that there appears to be a link between the Trump Administration and the deadly pro trump mob that stormed the capitol with this one individual. Number one, it is significant any time you have an attempt to overthrow the government. What they were attempting was to overthrow incoming administration. So its a big deal, full stop. The Second Question which i dont think investigators have answered yet, and were looking at the footage including what you just showed, that shows this individual was up in the front, criminally attacking officers, the Second Question is, did this mean there was a wider government conspiracy among other officials . Anywhere inside the government . Thats a serious question because you see the linkage. But i dont think thats been answered yet. I have to ask you about, you know, the connection between congress and some of these individuals. The staff of democratic congresswoman Zoey Loftgren went through House Republicans who objected to the certification of president Bidens Electoral College victory. It is over 1,900 pages long. Quite thorough. Does this bolster claims that say members of congress were supporting what they were doing . The short answer is we dont know at a criminal level. I say criminal because were not just covering a debate anymore. Were not covering the Senate Impeachment trial which is fundamentally legislative in nature. It is what the senate decides it wants to do. We are now deep in the criminal prosecutorial process. So in that process, the links and the level of evidence you need on prove a conspiracy is high and the answers we seek will of course come from that process and what prosecutors think they can prove in court and charge. The wider question, it is related because we all know, this was a politically charged attack. This was political violence. Director wray saying under oath, it was political right wing terrorism. The politics are, did people give aid, comfort, support, did they minimize the problem, did they animate or add to the propaganda at the heart of it. Those are, i would say as both a Legal Correspondent but a journalist, those are not only legal questions. So i think this report, the social media report you mentioned, this further information were getting really shows how much, there were many messages of congress and other conservative figures animated it. That doesnt mean it is synonymous with breaking the law but boy, is it a big deal in our politics if people see youre fueling something to what we watched on the 6th. No doubt about that. And it brings me to the broader point. Weve talked about i guess 300, maybe 300 plus cases that have been brought up as a result of this or charges that have been filed. Heres an interesting approach to all this. Nbc, washington reporter Scott Mcfarland is reporting that according to court filings, the fbi now has compiled a list of all Cell Phone Signals inside the u. S. Capitol on january 6th including members of congress, staffers, police and insurrectionists. When we look at these pictures, they look like theyre well above 300. Certainly in the thousands when you see the number of people there. What else and what can the fbi do with Cell Phone Information to whittle down insurrectionists . Just going through the list, see who was supposed to be there and who was not . Well, with regard to anyone who was trespassing, if they can geo locate that they were trespassing, they have one crime. They can pick them up on that with. Regard to conspiracy, they want to see did anyone do things, perhaps being in the wrong place or having communication with the wrong people . Did anyone do anything that rose to the level of conspiring with them, aiding or abetting them . So on the one hand, this was a horrific attack, breaching our capitol, the worst thing in hundreds of years and hopefully everyone understands how terrible that is. On the other hand, it is never irresponsible to go with too broad a brush. Did someone say in whatever party in government have communications with someone else. That doesnt neat standard, right . So i think what we want to do is use this evidence to understand where and when there may have been criminal conduct but not painted with one brush. So even the discussion of this online, people think, oh, if theyre looking at x, that must be bad. And the short answer is maybe or maybe not. Sometimes they look at x to determine, oh, you had contact with someone but you didnt commit a crime and thats okay too. We have to keep an open mind about that. You talked about the criminal proceedings. Lets talk about another proceeding that is being brought up by democratic congressman and former impeachment manager eric swalwell. He is now suing former President Trump. In an attempt on hold them accountable for the january 6th riot. Walk us through legal thinking here. What do you make of it . I think this is a difficult kind of case to prevail on but i think the congressman and other individuals have every right to make it. As mentioned, you had a Senate Impeachment trial which lifted a narrow question, did the president abuse power, and it was one of the worst answers any president has ever gotten. One of the most bipartisan votes in the house and senate but it didnt reach the super majority. Then you have criminal prosecutions which we discussed, and then the third door is people trying to use other hooks to get into court civilly or to other other people which in our system is another valid way to try to call them out. What i would tell you is not that you can prejudge but those are hard cases to win. Well see again another avenue for evidence. And thats important because people like say rudy giuliani, who talked about trial by combat, who has been under investigation in this, this may create another hook for him to provide evidence. If that evidence makes him look better, great for him. If that evidence looks worse, again, to those earlier questions i mentioned about who were you coordinating with, what did you know going into the 6th, did anyone involved in the planning of the rally itself or speakers at the rally know about, were they on notice about what was coming . Those kinds of questions, if they can be answered by further evidence, thats good for everyone to know about. Good for everyone pursuing accountability. Good to see you. State lawmakers are debating multiple bills that critics argue say it would make it harder for georgiians to vote. It would limit ballot box locations. Live in atlanta following this story for us, its good to have you with us. What are the measures being considered . What are you hearing from georgiians about these proposed changes . How concerned are they . Well, what were seeing right now are a number of different pieces of legislation that were all introduced. In the first session when we saw Georgia Film Blue not once but twice, we saw this flurry of bills introduced by republican lawmakers which would mean if all of them came to past, it would be a major change in the way georgia runs elections. Theyre looking at things would strengthen the voter i. D. Laws when it comes the Absentee Voting. It would reduce the number of voting days, some of those on weekends. It would take away no Excuse Voting for Absentee Voting. A number of Different Things that would change. But focus mainly on Absentee Voting and mailin voting. Critics are saying, this is flat out voter suppression. Thats one of the things theyre saying, like fair fight founded by Stacey Abe Sxram other group, they say would it disproportionately affect black voters which turned out in 2020 and tend to heavily vote democratic. Republicans are saying this essentially is a measure to shore up confidence. To ensure confidence in elections and to shore up security. I spoke with gabe sterling about this. He was one of the strongest defenders of georgias elections when they came under fire from President Trump. I asked if there was no widespread voter fraud, why make these changes . Heres a little of our conversation. Is the secretarys office concerned about Unintended Consequences in making it more difficult for people to vote or increasing lines because theyre removing a number of days of voting. Well, Unintended Consequences. In georgia, it is very easy to register and very hard to cheat. We dont need to be making wholesale changes but we can make some changes to shore up the safety and security. In reality and in peoples minds, unfortunately. Reporter for the lawmakers that introduced that legislation, sterling was critical of it and said some of it goes too far but he said some of it would ensure confidence. A lot of criticism on these pieces of legislation. One thing its important to point out, right now on monday, were seeing crossover day. When the bills will switch to the other chamber. There will be a lot of different iterations, changes that are made so it is very unlikely that the versions we see now will be what ultimately ends up on the governors desk on potentially sign into law. Has the governor hinted one way or another how he come down on this . How he will sign some version of it . Its an interesting place. Before he was the governor, he was secretary of state. So some of the changes that would be undone were ones that were actually implemented during his time as secretary of state. On the other hand, there is a lot of political pressure because some of the republicans that are introducing this into, introducing this legislation are of course, doing so after former President Trump attacked the validity of the elections. The first woman and the first millennial. Generation candidate to hold that office. Joining me now is aurora aconcha. Tell us about this process of how the u. N. Selects its Secretary General. Thank you so much for having me. The u. N. Has its election every five years and the selection is based on votes by Member States. The first test a candidate has to get 9 out of 15 votes from the Security Council with no veto and the second to get twothirds of the 193 countries votes in the general assembly. Historically, the election has never been transparent. But there was a level of transparency where countries could nominate candidates. There was some level of discussions but it wasnt fully transapparently. So my candidacy announcing publicly to the world that i want to run for the position of Secretary General is making the process fair and trans parent. And that is something that is different and that i hope will set precedents going forward. You have that that you believe in the United Nations mission and purpose but it is face. What do you see are the greatest challenges for the United Nations . How will you address some of those challenges . So, one thing that we can all agree in the last 40 years, we have made strides in every area of life. Transportation, life sciences, education, name it, in every area weve approved except security. Terrorism is on the rise and we must ask ourselves, where are they recruiting from . Are they recruiting on linked in . November. No. Their needs, their basic humanitarian needs are not being met by United Nations. They are not voters in any countries, they dont have social media so theyre being preyed on by the Terrorist Organization and destabilizing the world. To be guardian for the refugees. And i think the other thing thats important is development. We need to help people develop. These are the 21st century fools will allow every individual at a personal level to seek Economic Prosperity and progress for themselves. Let me ask but some of the specific issues currently being dealt with on an international level. Im sure as youre aware, on wednesday the International Criminal Court Announced it will begin a formal probe into potential war crimes committed by israel. Israel has been critical of this. Where do you stand on the icc opening this investigation . As a candidate for the Secretary General it is not my position to comment on that. Right now my focus is to seek my candidacy and to proceed forward with that. And i think my expectation is that all the rules of the icc court would be followed and all due processes would be followed in this. Let me ask but the Security Council. Theres been talk about expanding the Security Council to reflect the population of the world. Right now it seems to be not representative of all the new emerging countries in the world. You see the five current permanent members. Some have suggested india, south africa, perhaps even brazil. Do you want to see the United Nations Security Council expanded . So there are two United Nations. A lot of people dont know. One is the Decision Making come possibly and one that is the implementation headed by the Secretary General of the u. N. Thats the position i seek. Decisions around Security Council expansion on which member would be on which committee in any organization are made by Member States themselves. It is their domain, their purview. The job im seeking is to make sure all the decisions they pass are effectively implemented and there are results. Thats what urged me to go forward with my candidacy. The secretariat, headed by the Secretary General, gets of 50 billion aier for every dollar, only 30 cents goes to the cause. And the proper Financial Management and leadership, we can fulfill our promise to the world and that is something that would make a huge difference in the lives of everyone. All right. If we dont support people, well end up with certain subsets of the population bearing its disproportionate share of that economic burden at a time of Public Health emergency.
