Has a long way to go. Republican senator mike braun of indiana is live in a moment to talk about it all. Plus the new details on a story breaking overnight, a man who worked in the Trump Campaign and administration now arrested in connection to the capitol riot. What we know about the case against the onetime state Department Aide and the new lawsuit just filed related to that insurrection. Im Hallie Jackson in washington with a lot to get to on this friday morning. Im joined by Nbcs Leigh Ann Caldwell on capitol hill, Kelly Odonnell at the white house and our business and Tech Correspondent jo ling kent as well. Leigh ann, it was a very late night overnight, the dramas, the delays expected to stretch into today as well. Whats happening on the floor now and what can we expect next . Reporter hallie, right now theyre starting that 20 hours of debate on this Covid Relief Bill, but that is going to go much shorter. Both sides have agreed to about three hours of debate. Then around noon today theyre going to start what is called the votearama, thats where republicans and democrats can offer amendments to change the legislation and there is no limit on amendments. So this can go on and on. The First Amendment that we expect a vote on is from Senator Sanders who you see on your screen right now on the minimum wage. We know that component was stripped out of the bill because of the rules process, but Senator Sanders wants to put a vote on the floor, make people vote on where they stand on the minimum wage. And then after that were going to see a lot of amendments, especially from republicans who are going to try to force democrats to take very difficult votes. So the things that i am going to be watching for today is are any of these amendments actually going to change the legislation or the bill . The second thing is senator ron johnson as we know he made the Senate Clerks read the entire legislation last night. He also might make them read every single amendment that is brought up. That is another delay tactic. And of course we are going to watch where these republicans and democrats stand. The democrats cannot afford to lose one democratic vote in order for this bill to pass, but one big question among republicans is where does senator Lisa Murkowski stand . She is from alaska, up for reelection in 2022. There is a lot of money going to her state in this Covid Relief Bill, including for native people and indian tribes, which are numerous in alaska and who have supported her throughout her entire career. So she is one we are watching to see if there is going to be any bipartisan support for this Covid Relief Bill, but when that final vote it, hallie, its going to be after this votearama and could be late tonight, early tomorrow morning or later, we just dont know yet. Tbd on that. Jo, the new jobs report is out this morning and it seems to be a step in the right direction but highlighting in some ways the importance at least in the eyes of democrats of passing this relief bill. Break down the numbers and what they mean. Yeah, so we have 379,000 jobs that were added in february, this is, of course, the first full jobs report for the biden administration. Unemployment was ticking down to 6. 2 . Now, the good news is this is step in the right direction. We saw some positive revisions in the previous months as well. But if you take a closer look were still missing 9. 5 million jobs in the economy compared to prepandemic levels. That has unemployed workers hitting food banks and telling us that they really need more relief in this third wave thats currently being debated on capitol hill. We also want to take a look at the recovery overall for different groups because we know as weve been reporting this is an uneven recovery. If you take a look at the overall Unemployment Rate it may sit at 6. 2 but you have asian unemployment and white unemployment in the 5 range, but then when you look at black unemployment its nearly 10 right now and that is hispanic unemployment at 8. 5 . So these are groups that are still not feeling the wave of recovery that other groups do feel in a more privileged way here. Were also taking a look at industry by industry. The good news is here we saw that 355,000 jobs were added to leisure and hospitality, its mostly in restaurant and bars, obviously a lot of states and counties opening up right now, so thats good to see, but overall if you take a step back again, 20 of jobs are still missing in retail and hospitality right now. So it still remains one of the hardest hit areas. Another thing i always look at when we are now a year into this unemployment and jobs crisis are people who have not been able to find a job who have been unemployed for over six months. If you look at that number its pretty staggering and it hasnt moved from the Trump Administration to the biden administration. It ticked up, in fact, to 4. 1 Million People unemployed for longer than six months. So if you take that information and you couple it with our weekly jobless claims that we get every thursday from the labor department, you see that people are still filing new jobless claims. Theyre still looking for help. They need t and its continuing to be this very painful plateau across the board even though we do see some very bright spots in terms of recovery, hallie. So, kelly, then what is the view from the white house near where you are on all of this . The way that the jobs report is highlighting in some way the needs for more economic recovery and then the drama playing out on the hill over this Covid Relief Bill . Reporter in these early hours since the report has come out there is a convergence of that new piece of information and the urgency of getting the biden agenda moving on capitol hill. Officials are saying it highlights, the jobs report, highlights the need for the kind of massive shock pedals, if you will, to the economy of the 1. 9 trillion. One of the biggest criticisms of the package is its size and the white house indicating that that kind of scope and scale to this package is something thats needed for the economy. So we know that Behind The Scenes the white house, the president himself, in the run up to todays votearama and the Movement Toward completion of the bill contacting senators, trying to listen to what they have to say and at the same time trying to keep this razor thin margin holding. As we talked about with leigh ann, Lisa Murkowski is certainly one to watch and the white house has tried to listen to some of her concerns as well. But the jobs report is a snapshot that they are at least in this initial phase using as another kind of reason in the list to move this measure forward and to try to put pressure on democrats to hold even as some of the other topic areas come up in the amendments battle that goes on today. There are new developments as far as what happened in the January 6th Riots and investigation into the insurrection. A political appointee of former President Trump has been arrested in connection with that attack on the capitol and was allegedly still working in the administration with top secret Security Clearance at the time. Federico klein worked as an aide in the State Department. In Court Documents it is alleged that he was seen on video assaulting Police Officers that day. Let me bring in nbcs Pete Williams on this one. Pete, this seems to be so far the most direct known link yet between the Trump Administration and at least one of the rioters that was there. What more are you learning from the documents . He was a low Level Campaign worker, worked on the Trump Campaign and apparently as a reward for that he was given a low level political job working on south American Affairs at the State Department. Frederico klein, 40 years old, came to the State Department right after strump took office and resigned the day before the inaugural. He was working for the United States government at the time of the rally or the riot, rather. What the Court Documents say is that he repeatedly fought hand to hand with both u. S. Capitol police and washington, d. C. Police using a riot shield that he had taken from a Police Officer to try to keep them from shutting the doors on that tunnel that leads from the west front of the capitol inside. He used that riot shield, the complaint also says that he tried to prevent a Police Officer from coming to the aid of another officer. This is the picture that the fbi put out asking for tips and they say they got two responses from people who knew him, one person who said the person had been on a social date with him and another was a coworker at the State Department. Both of whom identified him from this picture. These are social media pictures that the fbi says are pictures of him as well. I dont know anything about his military service, if he did have military service, there is no reference in the Court Document to that, but he was arrested yesterday, he will be in court today to formally face the charges. These are serious charges. These are felonies. And one of the reasons the fbi put his picture out there in the first place is that its in a bunch of pictures of people who the fbi wanted more information about for assaulting Police Officers. Pete, let me stay on this topic of the capitol riot and the aftermath and the investigation because we are now learning this morning that former President Trump is being sued by one of the Impeachment Managers, Eric Swalwell filing a civil suit against not just the former president but his son donald trump jr. , congressman missouri brooks, Rudy Giuliani as well. What is your sense of where this goes . This is not the first lawsuit we have seen filed accusing the former president of inciting an insurrection. No, the first one was filed by congressman Benny Thompson. In a sense the two are similar, they both make a claim that the president violated federal civil rights laws. This one also adds some additional charges based on violation of d. C. Laws. This lawsuit is basically the house Impeachment Managers indictment or impeachment charges against the president turned into a federal civil lawsuit. The difference between this one and the Benny Thompson is this ones focuses mostly on the president and those around him. The Benny Thompson lawsuit also looks at the role of some of the white supremacist groups. This one is more narrowly focused on the president. The lawyer for Congressman Swalwell basically says Mitch Mcconnell and others have said we have a justice system, he can be sued. Thats what this is. This Morning Pressure Building on new York Governor Andrew Cuomo with new developments in the Sexual Harassment allegations and the early undercount of covids death toll at new york Nursing Homes with news on both of those fronts. One of the women accusing him of Sexual Harassment is now speaking in a new interview describing what she called cuomos fixation with her history as a Sexual Assault survivor. He goes, you were raped. You were raped. You were raped and abused and assaulted. Why do you think he was fixated on you as a survivor of Sexual Assault . I think its really strategic. You think he was grooming you . Yeah. She goes on to describe other questions and comments from Governor Cuomo including questions about whether she has ever slept with older men that she took as sexual advances. Governor Cuomo Apologizing for making some people feel uncomfortable but saying it was unintentional and he never touched anyone inappropriately. One of his top advisers says bennetts concerns were treated with respect including a transfer. The Wall Street Journal and the New York Times both scribing changes made by the governor advisers and state Health Officials to a july nursing home report, according to the journal removing about 3,000 people who died in hospitals from the version released to the public. A Health Department official releasing a statement saying while early versions of the report included out of Facility Deaths the task force was not satisfied it had been verified with hospital data. A special counsel to the governor beth garvey saying the out of Facility Data was omitted after doh cannot affirm it had been verified. This did not change the conclusion of the report. Joining me now is one of the reporters behind that Wall Street Journal article jimmy vealkin. Thanks for going on the show. Thanks for having me. Explain to what your new findings add to what we previously knew about this nursing home situation with new york state officials. Well, this data about out of Facility Nursing home deaths had been sought for months by state lawmakers, federal officials, as well as just the families of people whose loved ones died in Nursing Homes. So the disclosure that these data were considered and then rejected for publication in this july report by the Health Department indicates that, one, the Cuomo Administration possessed this information as early as july and seems logical to say june because the report was issued so early in july, and, two, that there was a robust debate between public Health Officials in the state Health Department and close aides to the governor who did not have any formal Public Health treatment as to the validity of this information. Your report describes a back and forth between Cuomo Administration officials and the Health Department. Some of your sources saying Health Officials resisted requests to alter the report to play down the role of that march directive and the spread of the virus. What else did you learn in that back and forth . We learned that jim malotris who is now the chancellor of the states Public University system suny had a role there that as well as dee rose and now the superintendent of the states Financial Services department. We heard that dr. Eleanor adams who worked for the Health Department had a clash with these officials over how definitive a conclusion to state regarding that March 25th Order. We understand that Cuomo Administration officials on that Covid Task Force pushed to down play the effect of the March 25th Order and there was a Robust Exchange about the language. At the end of the day there was a compromise language that was reached which said that the March 25th Order did not have a Significant Impact on fatalities or the spread of infections in covid Nursing Homes. That is, of course, a very controversial statement. There are many people who are incredibly skeptical about the directive, about its role in what happened in new yorks Nursing Homes, the thousands of people who died in new yorks Nursing Homes. They say that this fuels their belief that the Cuomo Administration covered up data for they believe the governors political gain. Cuomo Administration Officials as you noted at the top of the broadcast say they omitted those data because they had concerns about their accuracy. We also understand that dr. Howard zucker, the commissioner of the Health Department, backed the Administration Officials position. Really quickly, jimmy, its possible as soon as today you could see the governor stripped of Emergency Covid related authorities or powers. How do you see that unfolding . The lawmakers are taking up the bill starting this morning. There is broad support among both republicans and democrats who control both the State Assembly and senate to do things to curtail those powers. They were granted to mr. Cuomo almost exactly a year ago when the pandemic first arrived in new york and hes used them to shut down schools and set business parameters. This is mostly a symbolic below but its the first tangible effect of the pressure currently mounting on him for Sexual Harassment and the nursing home front. Great reporting. It doesnt look like any Senate Republican is going to be voting for this bill but i have to ask your own constituents, 60 almost of gop voters according to a new Morning Consult poll actually favor this Covid Relief Bill. Why ignore them . So when you take that across the country and you look whats in this bill where theres something for everyone, i think when you look at a place like indiana, i spoke to the governor just a couple weeks ago and said, hey, do you need it . We had a big rainy day fund, cash reserve in place precovid, we were the lowest in the midwest in unemployment level, great business climate, ive lived there and built a business over 37 years prior to coming here and, hallie, the difference is its so different by region. In the places where you had a real austere approach to covid, with he said you have to respect the disease, watch how you handle the economic ramifications. A place like indiana is nearly back to full employment. I visited restauranteurs and their employees upset about minimum wage changing where thats working so well for them. Places like indiana i can tell you my constituents dont want to borrow more money. The governor affirms that. The only thing we have to replenish is our unemployment fund. Everything else has done well because we had a Good Business climate, great economy. Eight of the ten states benefitting from the state and local government package, top three, new york, new jersey, california, the hardest, longest shutdowns and thats why its different across the country. I understand thats a common Talking Point for the gop, red and blue states as you well know both benefit or would benefit from this Covid Relief Bill, but i have to ask when you talk about indiana being in good shape, other states around the country simply are not. Youve got targeted relief for low income people, more unemployment insurance, child tax credit. You talk about not wanting to spend more, spending more was okay for members of your party in the Trump Administration when there was little or no discussion about the deficit. Why is it a problem now . I am for all of what you just said because you modified it with targeted. From the gitgo those most in need, Small Businesses well helped to even a greater degree. This is only 9 towards covid related stuff. A lot of it has nothing else thats actually not true, senator. I dont want to do a fact check back and forth, but for the broad impact, the economic impact, for other issues related to what weve seen in this pandemic there is far more than 9 in that bill. I just want to keep it focused because i do think there is an interesting political strategy at play here. One of your colleagues as you know, senator ron johnson asked that the bill be read into the very wee hours of the morning. Yet at the same time there is supposed to be 20 hours of debate, there is now only three hours of debate on this bill. Can you help me understand the political strategy on that. Why you think that might be beneficial to the gop or do you not . Do you disagree with what senator johnson did . No, i think that was to punctuate it and make a point. Number one, when you get a bill that large that comprehensive you need more time to do t theyre obviously trying to push this through quickly. We studied and did five bills bipartisan back before, so here i think that is different. Most of the articulation of whats in it is going to be done in media while three hours of debate is not enough, thats what we ended up with. I didnt know that until right now. Back years ago you spend a lot more time on a lot less money. Hallie, all i can tell you, i dont disagree with a lot of what youre intending to do. I want to help those who need it the most. I believe in raising a minimum wage if you kind of regionalize it, have a starting wage involved in there, just not one size fits all in doing things regardless of the cost. Were borrowing every penny of it. When i got here 20 trillion in debt, the size of our economy, were soon to be 30 trillion after this gets through. You cannot keep doing things like that and expect this place to be there for all the people that come here and that are dependent upon t it doesnt make sense to me. So let me let another one of your colleagues on the other side of the aisle rebut that point, if you will. Here is senator chris murphy on the very issue that youre bringing up, the idea that this is too expensive. Watch. Its a little hard to listen to my republican colleagues claim that this bill is too expensive when they were willing to spend the exact same amount of money in 2017 on tax cuts for their wealthy corporate and millionaire friends. Tax cuts were just as expensive, there was no pandemic, no immediate economic crisis to address then. Why the Change Of Heart for your party . All i can tell you is when that occurred we were creating an economy that was actually raising wages the Old Fashioned way, by competing for labor in the hardest places, africanamerican wages, minority wages across the board. We as a the very communities as you know who are still struggling as we just saw in the jobs report out this morning. Targeted relief of anyone who wasnt participating then especially accentuated for covid i would be for. With 1. 5 trillion over ten years the cbo was getting ready to tell us that they had record revenues, that we were spending record amounts of money and thats why we still have the structural trillion dollar deficit. Theres always a bigger story to this. It was the best economy. There are very few of us here and i dont know if chris murphy has ever run a business, i slogd along for many years with a small one, built it into a National Company and what was working precovid what i see from the obama biden years, years ago, and what i see from the biden harris approach, were going to have bigger problems down the road because youre taking away some of the benefits that were accruing to the entirety. Im almost out of time and i want to get you on some of the Security Concerns at the capitol, though i will note that many economists point out that the reason why the Trump Administration was successful in their economic efforts is because what was put in place prior. The Capitol Police want members of the National Guard to stay in place at the capitol for another couple of months. You know the hill well, you know i know the hill well. Do you think this is a necessary move . Is it something that you support . Im sure the Capitol Police with what happened on january 6 would want to err on the side of precaution. Almost every senator that ive talked to, havent spoken to many on the house side, think that were at the point where its overkill. The perimeter up, most guardsmen im sure would love to get back to their home states and anything palpable, tangible, i have not talked to one senator where theres been a threat and that would get around. I understand that might be different on the house side. Again, its costing maybe a half a billion for the time that you keep them here for another two months at the level that theyre asking for. I think thats beyond whats needed and i think thats reflected in a bipartisan way. Senator mike braun, i appreciate your perspective on that. Thank you as always for coming on the show. Appreciate it. The senate as senator braun well knows is moving closer to that vote on a Covid Relief Bill. As that is happening the cdc is reporting Real Progress on vaccinations. In the past week more than 2 Million People have been vaccinated every day, more than 8 of americans have gotten at least one of the doses. But theres growing concerns about states now dropping mask mandates, dropping other restrictions too soon. Nbcs Morgan Chesky is all over this story in dallas. You have the restrictions in texas that will be lifted next week but you also have businesses pushing back, saying, wait a second, not so fast, right . Reporter hallie, youre exactly right. Its become a bit of a Decision Point for businesses on how theyre going to tackle the situation because the governor made it clear when he lifted the mask mandate and ordered everything open to 100 capacity he said he entrusted individuals and businesses to do what they saw fit to keep everyone Safe N Austin We saw one restaurant not even opening at all despite having the ability to go to 100 capacity, the owner telling me they dont have the vaccinations for the employees, until they do theyre staying shut down because thats the safest alternative. We are seeing some major retailers saying essentially the mask rules will remain in effect. We know that cvs, kroger, aldi, best buy have all weighed in, these are National Retailers that are all here in texas. We do know that one of the states largest businesses hgb will require employees to wear mask while only strongly urging customers to do so. Were seeing that play out because there is a bit of a concern on how to handle that mixed messaging that some of these businesses feel like theyre placed in the middle of whenner the governor says masks no longer required and you hear Health Leaders and city mayors say please do wear the masks in order to keep the numbers in check. Important to note within this announcement the governor said if covid numbers track up to a certain Degree County Leaders do have the authority to enact Covid Mitigation Procedures and it will be a very close closely watched next few weeks once this is lifted on the upcoming wednesday to see where these covid numbers go. On the other hand, if were not testing, none of the moms can know whats safe and whats not safe. The answer cannot be well just pretend there are no pregnant people out there. We will just pretend there are no nursing people out there. Thats not reality. Senator patty murray compares it to playing catch up. We have been behind since day one and instead of being 20 steps behind like regular people and everybody else, pregnant women are actually 100 steps behind trying to ask all these questions and thats why its so important we get this research done. Do you feel like the drug companies, do you feel like the Government Entities who are working on this are listening to that message . Well, i think they failed to think of it unless we yell so ive been yelling. Some research has begun, just recently pfizer started to enroll pregnant women in Clinical Trials and Johnson Johnson is announcing plans to do the same. But lawmakers like Senator Warren Want federal agencies to do more more quickly. We need a cdc that recognizes the problem and that puts real resources into solving it. Do you think theyve done it so far or no . Not so far and now is the time for them to step up and do this. What do you say to somebody who says, senator warren, the cdc sure has enough on their plate right now. We bet they do because the cdcs job is to keep us all safe, not to cut out any group. Senator murray agrees. Well, i do know they are overwhelmed, everybody is asking questions from their own perspective, and no, they have more work to do to get information out there, especially to physicians and to women themselves and that takes a lot of work and it takes proactive steps. What are the next steps . Part of this is whenever you ask a question the person who hears it is reminded i better move this up in terms of paying some attention and thats what both senator murray and i are pushing for right now. The cdc in a statement says it takes this issue very seriously and understands pregnant people may be concerned about the health of their babies, pointing out that they, for example, collect data from Health Departments and are working with outside researchers to understand the impact of covid on pregnant and nursing women. The uks channel 4 took heat over their annual Alternative Christmas Message from the queen, using deepFake Technology. To say whatever i like without anyone putting words in my mouth. Reporter not all deepfakes are created equal. One giveaway may be the voice. Cyber experts like this woman say the face is critical. DeepFake Technology has a hard time doing the crinkle of the eyes when somebody smiles and is talking.
