However, Capitol Police say it has no indication there will be any violence. And Congress Just finished the latest in a series of hearings, looking into the deadly insurrection at the u. S. Capitol on january 6th. Christopher wray answered questions from senators about intelligence and communication failures and who exactly was behind the riots. That attack, that siege was criminal behavior, plain and simple. And it is behavior that we the fbi view as Domestic Terrorism. It has no place in our democracy and tolerating it would make a mockery of our nations rule of law. We have not to date seen any evidence of anarchists, violence or extremists, with antifa in connection with the 6th. Weve seen quite a number as were building out the cases on the individuals weve arrested for the violence. Quite a number who, what we would call militia violent extremists. So we have a number who selfidentify with the proud boys or the oath keepers. Things like that. We have a couple instances where weve already identified individuals involved in the criminal behavior who we would put in the racially motivated violent extremists you would call white supremacy. I do not consider what happened on january 6th to be an acceptable result and thats why were looking so hard at how can the process be improved. Joining us now, garrett haake, and Pulitzer Prize winning reporter for the washington post, also author of october surprise. How the fbi tried to save itself and crashed an election. Also with us, nbc News Reporter brandy who covers the internet and extremism. Last week the former capitol Security Officials testified that they did not see an fbi threat assessment from the bureaus Norfolk Field Office on january 5th, detailing specific calls for violence at the capitol. It was a big part of the conversation today. Christopher wray addressed it multiple times. He talked about the information saying it was distributed at lower levels, if you will. Did we learn anything more today about the Communication Breakdown and what jumped out to you about this hearing . I think what jumped out to me is that wray is essentially, as the fbi director, defending the bureaus handling of the runup to january 6th. And his basic argument is we followed standard procedure. We did what we were supposed to do. If the other agencies that we provide information to dont do anything with it, thats implicitly on them. I think that the problem with that argument, and you saw some scepticism with the senators today, is how was that good enough if the end result was a mob attack on congress . So i think that is the tension point. Its not so much a failure of intelligence. It is a failure to act. To do something. One of the other tension points that emerged was this issue by social Media Chatter. The fbi has said the social Media Chatter is not the same as intelligence and not, and that there was no clear indication of an organized plot for that day. But as someone who spends their time scouring through these dark corners of the internet, was there enough information out there to lead one to believe that there was something set in motion . As you probably very well know, pete williams, our justice correspond, said hes looked over the Court Documents and he hand seen any evidence presented by any of the lawyers so far to suggest that there was this plan or desire to attack the capitol. Yeah. I felt his pain there. But we did the day before. We published an article, on nbc news, we talked about numerous specific threats about storming the capitol, about bringing weapons, doing harm to lawmakers. And he noted, wray noted today in his testimony that social media was a major factor, he called it a catalyst for Domestic Terrorism. It is hard to sort of sift through all of this noise really, and he mentioned the amount of hate and vitriol. Sorting through all of it, keeping a mind on Civil Liberties, it makes it tough no doubt. He had this really great example of the power of social media and the problem with it is not just the spread of misinformation but also the interconnectedness. He gave a great example where he used to have an angry guy living in moms basement. He is now able to communicate with a similarly angry guy with another guys at knick another part of the country. All of those people coming together in real life. And it is trying to walk that fine line between First Amendment freedom of expression and social Media Chatter. Garrett, it raises the question about the senators in all of this. Did they get the answers they were hoping to get from the fbi director . There are a few tense moments i feel like where they were not getting the questions. Not just in this hearing but questions they had submitted to the fbi over the past year in which the fbi has not responded. Yeah. That would be she told only whitehouse who really did that. The fbi has not been responsive to questions from congress for a long period of time. Having covered congress for a long time, that was a complaint of republican senators going back the last couple years. The fbi, this was an oversight hearing, has not been especially responsive to oversight. You had senators like ben sasse saying what do you need . Do you need money for analysts . More people signing up for training . More people signing up to be Special Agents . On the questions around january 6th, senators were reasonably happy with the questions they got. Theyre still not satisfied with how we got to that point. The description of the intelligence as it existed, the way it was handed over three separate times satisfied some people. Theres a desire to learn more about what was in that intel report. And some other unanswered questions. The general sense that the fbi may not be as responsive to oversight and as communicative with congress and Partner Agencies as necessary for it to do the best version of its job is something well continue to hear about. To that point, director wray was clear about the threat of White Supremacists. Does the fbi from your reporting suggest that it has the resources to deal with this Growing Threat, particularly in evaluating what these folks are doing on social media . Yeah. Look. The fbi has more resources than anyone to throw at any problem. This is sort of the type of thing for which the fbi is almost uniquely suited in america to deal with. But they have to adjust and adapt and attack this problem. And one of the things director wray said today, their caseload for Domestic Terrorism has more than doubled. Back in september he said they had about 1,000 such open cases and now its 2,000. A lot of that is from after the capitol. A lot of it is after the black lives matter protests over the summer but their caseload is exploding right now. And they insist they have the bodies and the resources to deal with that. But the worrying sign is just that tremendous growth of threats. It looked like it was something that Lindsey Graham wanted to get more resources to the fbi to help with. Before i let you go, we were talking there about march 4th protests. The possibility that it could boil into something. I know youre tracking this. What more do we know about what conspiracy groups have planned for that day . March 4th is just the most recent example of the goal postals moving for the qanon movement. This sort of dove tails with the sovereign citizen movement. There is a convoluted Conspiracy Theory that joe biden is not actually the president and the real president , donald trump, of course, will be inaugurated on that day. There is a huge difference between what were seeing online, what we saw online on the 6th and what were seeing now. A lot of the chatter in these groups are people saying stay home. They believe this date but theyre not going back to the capitol. And i think it does have a real Chilling Effect when you see some 300 people facing federal charges right now. So i think it is an overabundance of caution by Capitol Police and Law Enforcement there online. Were breathing a little easier about what well see that day. Let me ask to you follow up on the qanon, which has there been any reaction to trumps cpac speech if at all . Yeah. They loved it. Again, its not a monolith qanon. It is an Umbrella Group of conspiracies. You have some people who got signs from the Cpac Movement and some people i know what the regular maga Patriot Movement in the trump base now that say well wait until 2024. Whatever happens the next four years, they are with trump. All right. Thank you all for starting us off this hour. Though the fbi director called the january 6th attack Domestic Terrorism, there was this exchange between director wray and senator Lindsey Graham about some of the groups involved. The proud boys, are they a Domestic Terrorist Group . I dont think we have treated the proud boys itself as a Domestic Terrorist Group. What does it take to make the list . As you may know, senator, under federal law, under u. S. Law, there is no list of Domestic Terrorism Organizations the same way there is for foreign Terrorist Organizations. It raises a lot of questions. Let me ask you right off the bat, out of the gate document we need an official designation for domestic Terror Organizations . What i got from director wray is that its not that easy to clearly define these groups because theyre also lone actors who are sometimes coming together with some of these groups. So i think that the fact that racially motivated extremism is at the top of the threat list, and there can be all kinds of people with different ideologies and different groupings that will fit in that category. But clearly, White Supremacists are in that group. Do you think we would be better off, or Law Enforcement would be better off if they had a Domestic Terrorist Organization list similar to foreign Terrorist Organizations . It may be easier to define people who are in foreign terrorist groups. I do know that the fbi keeps track of a lot of individuals and groups that are potentially engaging in Domestic Terrorism, and thats their job. One of the other areas that i asked about is of course, the role of social media. Because he said terrorism spreads at the speed of social media. So there is a lot that can be done. Because these Social Media Platforms are used by all of these individuals and others to connect with each other. No longer is this a person in grandmas basement. So this is a complicated, Complex Network of actors that needs to be kept track of. As i said, i asked him about lone actors and he said, this is an, all of society needs, people may be changing behavior, people who may be doing certain things, what we would call Domestic Terrorism. What should if anything should congress do to help the fbi address the Growing Threat posed by Domestic Terrorism . Whether it be from White Supremacists or other actors . Is it just about providing the agency with more money . Are there laws that should be passed that could enhance Capabilities Even if there are Civil Liberties with that . What do you see with the role of congress in all this . I would like to be assured that the fbi, which is not unlimited in its resources, sets the right priorities. What they should be going after are the ones the Extremist Groups and individuals at the high end of a terrorist threat. That means that what happened after january 6th where there was a narrative of misinformation saying that Trump Supporters or antifa were the planners of the january 6th insurrection. That is not the case. So we should be going after and the fbi should be prioritizing who they should be going after, where they should place their resources, and at the same time, they obviously need to work with the state and local Law Enforcement agencies as well as the community and obviously, social media. Let me ask you about something that is unfortunately not getting enough attention in this country. That is about the increased hate crimes against asianamericans as a result of this pandemic. I know you asked director wray about that. Are you and your family seeing this in your personal experiences . What more should the fbi be doing to deal with this . It is happening across the country at an alarming pace. It is. And i pointed out, when you have a president , President Trump who talks about china flu or members of his administration calling it the hong kong flu. That sets it for targeted random attacks and that is happening in california, san francisco, new york, some horrific cases of knifings and people have died. What seems to be happening is that some of senior members of the Asian Community are being targeted randomly. So im glad that he obviously recognizes this threat as well as the president of the United States who issued an Executive Memorandum Directing that the department of justice, and therefore, the fbi, to Pay Attention on what is happening with the community. And so there is an increasing threat. And i make the point that it is important for leaders to say, this is not a virus. Covid is not the tiniest virus. It is not the flu. These are responsibilities that we as leaders should take to inform the public as to what is the accurate way to talk about this virus. But again, i feel a special responsibility about the attacks on the community along with the Congress Woman in new york, i have introduced legislation to deal with and address the rise in hate crimes. What could the fallout be when you see a state as large as texas with numbers that have not necessarily declined to the degree that it would allow for someone to feel comfortable in opening up 100 and removing a mask mandate, now making this decision . Well, his decision is pre mature and it may cost many, many lives. We have to understand that this virus has one job. Which is to reproduce itself. And it will reproduce itself. It will spread and infect and potentially kill any susceptible person. We hide behind our masks, by not mingling in crowds, keeping our distance. And then we can affect us is empty built with the vaccine which is having a very slow rollout. So to take only method that we can all employ, the masking and the physical distancing and the like, and to take that away at the state level and i guess leave it to individuals. Do they feel brave enough . It is very pre mature. It will cause another spike in texas which will not be only in texas. What happens in texas happens rauts. What happens in the world, happens in the United States. We cannot wall ourselves off. And certainly just to add to that, given that there are no Travel Restrictions in and out of texas, people affected there can still travel and spread it elsewhere. What are the biggest benefits you expect to see from such an unusual partnership, especially when it comes to vaccine access. I think increasing supply is very important. It is limiting our Vaccination Levels right now. But it is not necessarily true that increased supply will increase access to all populations because access is limited by structures and systems and planning and that kind of thing. So we need to be intentional and make sure that vaccine is getting, i would say, first to those communities, that are most impacted. If you think about the vaccine as a bulletproof vest, and the bullets are flying and you have a limited number. Bulletproof vests, you need to make sure those most in the line of fire get vaccine first. And it is actually been the opposite in our country so far. Where the black and indigenous and other color populations have been pushed to the front lines with little protection. Theyre getting more infected, dying more, and yet being vaccinated at levels lower than the percentage in the population. Much less than those who are affected. On capitol hill, comingal leaders are now responding to the latest allegations against governor andrew cuomo. Last night Kathleen Rice became the first member of congress to call for cuomo to resign after a third woman accused him of inappropriate behavior. Anna rusch told the New York Times and confirmed that at a Wedding Reception in 2019, Governor Cuomo put his hands on her bare lower back as well as her face and asked if cokiss her. Nbc news has reached out to cuomos office but has yet to receive any response. It comes as new yorks Attorney General is investigating two separate sexual allegations made by former aides of the governor. She said cuomo harassed her and asked about her sex life. He said some of the things may have been misinterpreted as an unwanted flirtation but denies propositioning anyone. Well, Governor Cuomo seems to be coming under a little more pressure from his colleagues here in washington who represent the state of new york. As you mentioned, representative Kathleen Rice is the first person to call for resignation. No other democratic leader has gone that far. We just asked Senate Democratic leader Chuck Schumer if cuomo should resign a minute ago in a Press Conference he just had. He did not go that far but he praised the investigation that has been opened against him. Lets take a listen. The allegations that have been made by miss ruch and miss boylan and miss bennett are serious, very troubling. These women have to be listened to. I always believe that Sexual Harassment is not acceptable. Must not be tolerated. Now there is a, an investigation in the hands of a very, very capable person, the Attorney General of new york state. I supported it and called for it. And now shes doing it. Reporter that seems to be the line that most new york politicians down here are taking. Just praising this investigation and saying that they trust that it will be thorough and independent. Another personal im watching is representative Hakeem Jeffries of new york who is a member of House Democratic leadership. He also said the same thing. He served with cuomo in the General Assembly in albany several years ago. He said that he had not heard of things like this when he served with him but you know, this is Building Pressure on Governor Cuomo. Specially on the heels of investigations that had already been opened regarding the nursing home deaths Data Miscalculation and misreporting. So one other person that im also watching is kirsten gillibrand. She has not called for him to resign but rather just for an investigation. All right. With the fallout from capitol hill, thank you. Former President Donald Trump had declined to assign any responsibility to russia or others for this attack on navalny. At the same time, the administration acknowledges they need to continue to work with russia on areas like north korea, the middle east. Whether or not it should remain open . How did it change your thinking about the Detention Facility at all . Did it move your thinking about it . It did. Because i realized that the vast majority of the prisoners who were there, people who knew, the military knew almost from the beginning that they were not responsible for any terrorist activity. The estimation is about 85 of the people who are in guantanamo had nothing to do with terrorism. They were picked up in afghanistan because of leaflets that were dropped by the American Military bringing sizable rewards if you turned in a member of al qaeda. People just turned in a neighbor they didnt like or turned in their enemy. And that was the vast majority of people who were there. What i realized making this film, there was a great deal of embarrassment which goes on to this day that people within the administration, within george bushs administration, they knew these people were innocent in large measure but they didnt want to have to admit it because it would have looked really bad. Its incredible when we think how long guantanamo has been in the front of the discussion on human rights. And im curious to know, how long have you been trying to make this movie . A lot of people say we dont talk about Guantanamo Bay enough. Are you hoping with this movie that it puts this conversation back into the limelight among our politicians and to in fact try to do something about Guantanamo Bay . Absolutely exactly. Thats our primary goal with this film. To bring Guantanamo Bay back into the central conversation. Particularly by having a prisoner, a muslim man, a sympathetic muslim man at the heart of the story. Thats what weve never seen. Weve never seen the consequences of the War On Terror on the innocent muslims who are caught up in and it accused of things they were not guilty of. We have to also understand this as strategies to combat misinformation, disinformation, to help people recognize propaganda to improve Media Literacy and to help stem the spread of propaganda and misinformation in online spaces because a strategy that focuses only on the Law Enforcement end, even if Law Enforcement is perfect, is never going to be enough, and it will always fall short of preventing violent outcomes. Do you think Law Enforcement fully grasps the scope of that threat . I think that its changing. But i think that we have not, as a country, policy makers, Law Enforcement, Security Services in the post 9 11 context, you know, for two decades, we have essentially really looked past the rising threat from farright extremism and then too little, too late, the acknowledgments came starting in the fall of 2020, the official threat assessment said white supremacist, extremism is the most lethal threat facing the nation and a matter of weeks later, we start to have Domestic Violence extremists mobilizing around the stop the steal campaign. It came quite late in the game and i think what we have now is Law Enforcement that is ill equipped because they havent been trained, they havent received the right kind of training to recognize what the extremism looks like. This is not just groups of people running around with ku klux klan hoods but looks like the guys who walked across the charlottesville campus when were talking about, you know, the polo shirts. So the aesthetics have changed, the arguments have changed. The ideology is the same but doesnt come in the same package as recognized and makes it harder to track and monitor if they cant recognize the signs and symbols that now reflect that ideology online. How concerned are you and should be about the intersectionality of foreign Terrorist Organizations and these domestic components . It was something that the director touched upon today, but does that get enough attention . Despite the ideological objectives of causing the harm to the United States remains the same. I think we should be very concerned. I think we need to think about this as a global movement. As a movement that is communicating with each other Domestic Violence is a spectrum but white extremist in particular, they are inspired by each others acts, live stream, they connect with each other. Theyre recruiting each other online and celebrating january 6th globally as an example. Inspired by each other and share tactics and techniques and have to approach it in a global way.
