A third Covid Vaccine is on the way. Today the fda authorized the Johnson Johnson vaccine for Emergency Use, and in the wee hours of the morning, the house passed president bidens 1. 9 Trillion Covid relief bill. It advanced without any gop votes. What does that say about bipartisanship and how much does that matter. From nbc news World Headquarters in new york, im Joshua Johnson. Welcome to the week. We got a packed hour ahead, including our conversation with awardwinning filmmaker ava duvernay she is behind the camera and well get her advice for companies struggling to become more inclusive. You will definitely want to take notes on that. More vaccines are on the way. 4 million doses of Johnson Johnsons oneshot vaccine are ready to go. Those shipments expected early next week. 20 million more doses could come by the end of march. As for that long awaited covid relief bill, it includes direct payments of 1,400. Also a federal unemployment bonus of 400 a week, a perchild allowance of up to 3,600 for one year, and billions of dollars for vaccine distribution. The house bill also included raising the federal minimum wage to 15 an hour, though that increase seems unlikely to survive in the senate. For more on all this, lets bring in our panel, do know edwards, former democratic congresswoman from maryland, contributing columnist to the Washington Post and an msnbc political analyst. David jolly is the Executive Chairman of the Serve America Movement and an msnbc political contributor. Donna, let me start with you. President biden has been calling for unity, for bipartisanship. So far the First Movement of this bill has moved through the house without any republican support. I dont know if thats a big surprise. What does the prospect look like right now for bipartisanship with this bill . Well, i think on the house side, one, its no surprise, and, two, it doesnt matter because it was the right thing to do. As it moves into the senate, im not really sure what support it will have from the republican side of the aisle. What i do know is that the things that are in this bill from the direct covid relief, payments for state and local governments, the Stimulus Payments to american families, increasing the child tax credits, i think that senators on both sides of the aisle would be hard pressed to deny their constituents the benefits of this American Rescue plan. And so i would urge, you know, republicans to get on board because the people in their districts, in their states, are. What do you make of the minimum wage aspect of this plan . The Senate Parliamentarian said it cant be included, cannot be included in the Senate Version because it doesnt fit under the requirements for a bill thats taken up through reconciliation. Thats the process that allows the democrats to pass this with a simple majority instead of filibusterproof 60votes majority. What do you make of that apparently having to be stripped out of the bill . Well, its in the bill coming over from the house. The objections from the senators from West Virginia and arizona, arizonas minimum wage is actually already at a place where it wont be raised under this bill in the first year. In West Virginia, it would only mean a 75 cent an hour increase in the wage. I dont really understand the argument, and i think senators are going to have to really consider whether they want to continue to allow taxpayers to subsidize businesses who arent paying fair wages to their workers are whether theyre going to get on board with something that is universally supported across the board by workers all across this country. You know, in my experience, the parliamentarian is advisory to the senate under the senate rules. The senate has control over its own rules and it can figure it out by the way its worth noting as i mentioned you mentioned West Virginia and arizona, according to the department of labor, the minimum wage in West Virginia right now is 8. 75 per hour. The minimum wage in arizona is 12. 15 per hour. Five states do not require a minimum wage, alabama, louisiana, mississippi, south carolina, and tennessee. David jolly, i think we got you on the line now. With regards to the what the congresswoman said, the support for this is rather strong. I mean, there was a political Morning Consult poll that said 76 approval for the bill, including 60 among republicans. 89 among democrats. It feels like in this Case Bipartisanship or the lack of bipartisanship doesnt mean the lack of support or interest. It means the lack of political benefit, that its not good for the partisanship of bipartisanship, and thats why its not moving forward in this way. Am i being too cynical or does that sum it up . David, can you hear us . All right, let me put that question to donna. What about that in terms of it not having enough political benefit and or cover for both parties to consider it politically advantageous to pass, even though majorities of the American People apparently want this . I mean, i think that youve hit it right on cue. This is widely supported, as you demonstrated, by americans all across the country whether they identify as republicans or democrats. I think republicans, particularly in the senate and certainly in the house, have decided that this is going to be their Line In The Sand with joe biden as he embarks on his presidency. I think they got it all wrong. When they go back home, theyre going to have to answer to their constituents who will know that they voted against providing 1,400 checks to them, against increases in the child tax credit, against raising the minimum wage, against aid to state and local governments so they can pay teachers and firefighters and Law Enforcement officers. This is a really strong plan to rescue us from the problems that weve had with covid and unemployment. And i dont think its justifiable for republicans to oppose what republicans and democrats in households across the country support. David jolly, i think we got you on the line now. Can you hear me . Maybe not. One of us has not paid our comcast bill. Sorry about that. Donna, lets continue. Which would be weird if it was me, because 30 rock. But with regards to the minimum wage, senator josh hawley announced support for raising the minimum wage to 15 an hour on billiondollar companies. Some companies are already making this increase. Costco announced this week that it was going to raise its minimum wage for workers to 16 an hour. The ceo of costco testified at a congressional hearing not too long ago that a lot of its workers are paid upwards of 25 an hour because its good corporate policy. Are we looking at this wrong way . Is doing this through brute force of the congressional process the least likely way to make this happen . Well, i mean, i think the problem is that, you know, there are plenty of companies that will do that, but if you look across the country, there are Something Like almost 40 million workers who work at that low wage, and theyre receiving all kinds of federal and other benefits because their employers do not pay them a minimum wage. They live below the federal poverty line. They are struggling to take care of themselves and their children. And so we cant just sort of leave it to chance that some businesses will decide to pay a living wage and other businesses will not. It has to be the part of the federal government. The minimum wage hasnt been increased in more than a decade. Tipped workers wages havent been increased since 1991, which is also included in that bill. So i just dont think we can leave it to the whims and the decisions of the Corporate Board rooms about whether workers will receive a wage that allows them to take care of themselves and their families. Awardwinning filmmaker ava duvernay wants to make it easier for hollywood to know you, especially as a person of color. Shes the Creative Force behind movies like selma, 13th, and queen sugar. Last week she launched a personnel database designed to help women, people of color, and other underrepresented groups get hired behind the camera. Recently she joined us to discuss it and making hollywood more inclusive. Ava duvernay, thank you for being on the program. Talk about the program you want array crew to have compared to the way that movies are staffed today. What are the one or two biggest differences from the way hollywood typically does it . You know, its a very insular process and its not much different than the rest of life. You kind of gravitate to people that you know, and so the idea here is that we need to push ourselves as an industry to know more kinds and cultures of people. That idea of kind of just stick with what you know and who you know is why were in a place in our industry where the numbers in terms of inclusion and diversity of gender, of culture, of race, of identity in all kinds of ways, age, is so limited in the film and Television Work that were seeing. Its because of this kind of kind of Cool Kids Club thats hard to get into. So we want to open that up and weve invited everyone who works in town, all the studios and networks and streamers to join us and, remarkable, theyve all come on board. Talk about what that commitment means. Does that mean if a movie studio is agreeing to using it for a percentage of the jobs, how does it work . No mandates. Im a producer, so we talk to producers, People Who Produce Film and television around town and say u do you believe in inclusion on set . Do you believe that everyone has a place on set, and everyone says yes. So whats stopping isnt it true what are the barriers . What is the reason why so many people believe in it and yet its not happening for decades and decades . What can we do . Is there a tool that could be built . Is there a platform . Is there something we can do . And what we hear is its a fast process when youre crewing up. You got to grab people, get making the show. So what we heard is we just need the opportunity to search quickly for people who are qualified so that we can interview them and just see if we can get them into the job. And it was that search area that people were having a hard time with. So there are no mandates or demands. It says look, if you believe in this and youre having difficulty doing it, this is a place that has 3,000 qualified, verified folks of color, women, older people, people with disabilities, all kinds of people whove been left out of the conversation. Theyre all here. So now you just search at your fingertips. Now will you hire them . And thats the place where ray crew lives. So this is basically ive seen it described a database of people who put their credentials, their credits, their projects theyve worked on and its a onestop shop for producers and studios, is that it . Yeah. This is about the people who are in that scroll that you walk out on back when we used to go to the movies, all those people are crew. So thats hundreds and hundreds of jobs, a bunch of different categories of Different Things that people do on the set. So this is really for those folks to be seen by the people who hire them. The goal is just to, you know, we got this whole way that crew members sign up totally for free, and then theres a whole back end that really helps producers find people, navigate, and its just about making it easy. Its kind of like a matchmaker. One of the things i think when i look at the span of my career is the way i got in the door. And it feels like part of the genius of array crew as we watch it roll out is that this seems like its designed to help people who have, like, a toe in the door get their whole foot in the door so that they can tart start to get on set and be in the industry and get those credits under their belt and then once youre in, all kinds of doors open, but getting in and getting in farther, that seems to be the hard part, at least to ascending in a career. Its a part of it, but thats not all were about. When you hear about Something Like this, you think about the training layer, the emerging layer of crew members or personnel or professionals of any kind. What our challenge is in our industry is that this is deeply systemic and it involves black people and women, brown people, asian people, people with disabilities, people who may be older across the spectrum. So this isnt just about, hey, lets get young whipper snappers in there. This is 10year, 15year vets who find it difficult to be seen and to be known by certain producers, certain studios, certain productions because theyre not in the inside of the conversation because that conversation is so insular. So i think for us, all of us, its incumbent upon us when we think about inclusion we dont always go to that first get your foot in the door layer. We know that its as deeply systemic issue that affects the whole life cycle of a professional in so Many Industries so thats what array crew is. This is one part of addressing an overall systemic issue, and one part that we found is lets just connect people and then theres, you know, a myriad of other things that need to be focused on by all kinds of folks in our industry. The first step is awareness. Do you know that these people are here . They are here. You can access them now. What do you do . In terms of the insularity, ava, where do you think the solution is . What does the solution look like . Weve had the conversation about the oscars, the whole oscars so White Campaign that forced the academy to acknowledge things people have known for a while, the Hollywood Foreign press association and reporting that has shown there are no africanamerican members of the hfpa that vote to give out those awards. There have been all kinds of studies in terms of the number of women who are directing major prospects with people of color, the Directors Guild just put out a report that showed the percentage of episodes directed by women in the 201920 season grew from 31 to 34 , still not on par with the population, but more than it was. What is the goal as you would put it . A lot of Companies Struggle to say how do we know when weve got the balance right . What do you think the balance should be . 50 50. For gender. What about for race . Should the just be matching the population . Absolutely. I think its a good place to start. Reflect the real world. Theres no real world. Theres no part of the world thats a all white men and one person thats different. Thats not the real world. Yet that is how so Many Industries function. And so as a starting shot, why dont we just reflect the real world and i think its a good place to be in. I think there should be Television Shows that feature Native Americans because they exist in the real world, but they dont exist on television at all. I think there should be shows about people who cant hear and their real lives as full people with agency and romance and love and theres so many people in the world, yet our purview, our scope is so limited when it comes to film and television. Its a mighty industry with the ability to make people fly and create new planets and we cant figure out how to get different kinds of people on the tube . So i think, you know, the basics is, lets just reflect whats really going on and i think its a good place to start. Before i let you go, for people who work in a variety of industries and you have projects in a variety of different arenas i think the number one concern that businesses, managers, executives have when theyre trying to begin with diversity initiatives is not knowing where to begin, and not wanting to screw up it up. I dont want to Say Something wrong, i dont want to do something wrong, i dont want to offend employees who are trying to get me to see something outside my purview and im just scared, im just scared to screw this up. Before i let you go, for people in positions of authority who are just scared to start, they want to start, but theyre afraid to start the wrong way, what would you say to them . I have no sympathy for it. Put your head up, put your girl and boy pants on and get out there and do what you need to do. The other side is people who are deeply affected who are hurting in ways that are physical, that are mental, that are emotional, that are professional, scared, scared to do the right thing. Figure it out. No happened holding, no patting you on the back not get in there. If you are a hiring manager, youre in a position of power, figure it out. Its not that difficult. This evening the fda authorized Emergency Use of Johnson Johnsons oneshot vaccine. It is on track to roll out early next week. J j says its ready to ship 3 million doses. It plans to have enough vaccines to vaccinate 20 Million People by the end of march. The u. S. Has administered count vaccinated. But what good is a new vaccine if some folks wont take it . A new poll finds 25 of americans refuse to get the shot. Another 24 are on the fence. This could be partly because of the messaging around the vaccine. Considering the cdc recommendation thank you wearing a mask and socially distancing even after getting vaccinated. But whats the point of getting vaccinated if you have to act like you did before you got the shot . Its a fair question. How do we answer it . Joining us now is julia marcus, an Infectious Disease epidemiologist and Associate Professor at harvard medical school. Dr. Marcus, good evening. Thanks for having me. How would you answer that question, for example, since were talking about messaging. What do you think a proper messaging strategy would be with regards to your behavior after you get fully vaccinated . Well, i think weve been hearing a lot about the imperfections of these vaccines, but i want to be clear that they are pretty close to perfect, as close as were going to get. To put this into perspective, at the beginning of the pandemic we thought maybe within 18 months wed have one vaccine that was maybe 50 effective. Here we are within a year with three safe and effective vaccines that are phenomenal at preventing disease, particularly the most severe outcome, hospitalization and death. Not only that, but were starting to see accumulating evidence that the vaccines are going to help prevent transmission to the people around those who are vaccinated. Theres uncertainty about how much they will do that, but we know they will to some extent. So caution is warranted over these next few months, but i think the vaccines are something to be celebrated. I think its also important and correct me if im wrong, but if you vaccinate yourself, that protects you from getting it. It doesnt mean you cant still carry it to somebody else. Thats the point of continuing to take all the precautions so you dont become not at personal risk but remain at risk to others. Thats right. Thats the point of those precautions. But again, the vaccines do reduce transmission to some extent, but were still thinking about how much. I think we can make a distinction here between public and private settings. It makes a lot of sense right now to maintain precautions in public settings because not everybodys had a chance to be vaccinated and its really difficult to tell, really impossible to tell in public settings whos been vaccinated and whos still vulnerable. But i think right now is nuanced guidance from the cdc that people can use to make informed decisions in their personal lives. Vaccines really offer a true reduction in risk, not only to those vaccinated but to some extent to those around them. People, particularly those whove been suffering from isolation over the last year need to understand what these vaccines might mean for their own personal decisionmaking in their lives. Elaborate on that nuanced guidance, especially because i hear so many people who i think would rather have some guidance that lacks nuance. They would rather have people just Hashtag Getoverit and get the vaccine and wear a mask and stop being difficult because people are dying and we got to get out of the house sooner or later, so just do the right thing. Why not just have a blunt message and say, look, people are dying, that is pandemic, if you want it over with, wear a mask, socially distance, wash your hands, get tested. Kaboom. Why not make it that blunt . I think trust is the currency of Public Health. People know that when they are getting a vaccine thats highly effective, their riskbenefit calculation is changing. What they hear from Public Health officials is nothing changes for you. Some of that trust is going to be lost. So i think we need to meet the public where they are and give them a nuanced message they can handle. I think people conditioned the distinction between maintaining precautions in public settings and maybe carefully making some small changes in their behavior in private settings. We need to trust them to do guidance from the cdc anywayny day now. Talk to the Public Health professionals in terms of where the best opportunity is for regaining or improving trust among the communities that they swerve. Are there one or two things you see that we know work in terms of breaking through some of these messaging challenges with people who may be uneasy about getting vaccinated . I think the fundamental thing that Public Health professionals need to do to maintain trust is listen to people and understand where theyre coming from and make sure that those concerns are incorporated into our messaging. Instead of dismissing peoples concerns, we need to hear them, engage with them, and message accordingly. And then people hear messaging with compassion and also policies that are designed based on compassion. So i think thats the best way to sustain trust is community engagement. With regards to the time line for this valof the efforts wer right now, how long do you think were talking about . Do you think that this year, if we get this messaging in 2021 . Or are we realistically looking at 2022 . I dont like to make predictions, but i have hope well get some semblance of our lives within this year, especially with the new vaccine that was just approved today. Were going to see a huge increase in supply and i hope were going to see even a much better summer than we did last year. I know we got to let you go but im looking at the nih statement about this. And i said, woohoo, good for you guys. We cannot idly stand by and not do this. A large percentage of the illness and most of the deaths have been east of the river in southeast washington, d. C. So certainly if you think about it, the responsible thing is for most of the vaccines for us to focus east of the river when were convincing okay, i have a 12 45. Reporter when you walk up to the door and someone says they havent gotten vaccinated, what do you tell them . We say this is your lucky day because were going to sign you up for a vaccine. Should they say, well, i dont know and they are a little hesitant, thats a great opportunity for us to begin to educate them about the process. So were there senior vaccine buddy. So 24 hours before their appointment, we call them and say you have an upcoming appointment to calm their nerves and make sure they have the documentation and clothing requirements. Thank you.
