rather be, than here with my fellow patriots, free, than locked down in washington, d.c. florida got it right, and the lockdown states got it wrong. donald trump will be welcomed onto that stage, tomorrow, when he makes his first-public speech since leaving office. plus, new developments in the capitol hill riot as the fbi says they have singled out a suspect in officer brian sicknick's death. and the acting police chief is warning of another attack. this time, during president biden's upcoming address to congress. and a third vaccine to enter the mix. the fda is expected to authorize the johnson & johnson vaccine for emergency use, today. as we do say good morning, everyone, it is saturday, february 27th. i'm kendis gibson. >> i'm lindsey reiser. happy to be with all of you. we have a team of reporters and analysts following the latest right now in washington, orlando, and in new york. we begin with nbc news digital senior white house reporter, shannon pettypiece on the passing of the covid relief bill. and on capitol hill with the latest on the details of the riot investigation. good morning, to everybody. shannon, president biden expected to make comments in just a few hours about this relief bill. still, has to make it through the senate. what's next? >> right. well, like you said, it goes to the senate. there, this $15 minimum wage provision that the house left in is probably going to get stripped out because of senate rules. goes back to the house, for one more vote. then, it is expected, though, to pass, by this march-15th deadline that the white house set out to get it passed by, to prevent those unemployment-extension benefits from running out. now, as far as what is in this bill, there is the $1,400 checks that certain americans can expect. there is $350 billion in state and local aid. something, that democrats fought hard for, in past rounds of stimulus but weren't able to get. and then, additional funding for testing and vaccines that the biden administration has said it's crucial to try and get this pandemic under control. i will add one more thing. this was not the bipartisan bill that the biden administration had set out, hoping for, and thinking they could pick up a few republican votes here and there. the vote, last night, straight along party lines, and we're expecting something similar in the senate when they vote later, next week. >> busy weekend, already, for the president, shannon. he is back at the white house, after spending some time in texas visiting victims there. what were the headlines out of that? >> well, this was his first visit to a disaster site, as president. and an opportunity for him to show that, sort of, empathy and compassion that he has tried to bring to his presidency. he visited a food bank while he was there. he talked to local residents. visited a vaccine center, to sort of promote that. obviously, vaccines were really impacted and slowed down during this storm. but he used this, again, as an opportunity to sell this stimulus bill to the american people. talking about how that relief in the bill is needed to address everything, from hunger to covid vaccinations. and we expect to see them continuing to make that messaging push, until this is over the final-finish line. >> julia, in the meantime, we have new reports that are out that show the fbi has, in fact, singled out a suspect in the death of the capitol hill police officer, brian sicknick. what more do we know about this investigation? this has been a mystery now for some-five weeks. >> exactly right. it's been almost two months since those riots on january 6th. and overnight, there were reports breaking that the fbi, like you said, zeroing in on a suspect now. a potential suspect. who gave that fatal wound to brian sicknick. the veteran police officer, who's been with the force for years. the reports show that the fbi obtained a video showing some kind of chemical irritant being launched in the direction of an officer. though, i have to tell you, a few hours later, the u.s. capitol police issued a statement saying that medical examiner is still examining the situation. they have not ruled how officer brian sicknick was killed. but they have said that they are still waiting on the toxicology report to come out. remember, that brian sicknick was attacked on january 6th. just a few days later, the capitol police saying that he died from injuries sustained. and another thing that's interesting this week. for the first time really, lawmakers were able to hear from the acting chief of police and police leadership here on capitol hill. first time, in weeks, since the attack happened. and they have a lot of questions. they were grilling the acting-chief pitman and others in her leadership. exactly, what they knew on january 6th that led to the attack. but they also wanted to know how capitol leadership will prevent an attack from happening again, in the next few weeksment and they were alarmed to know acting chief pitman is on high alert for upcoming attacks and take a listen to what she told lawmakers just this week. >> we know that members of the militia groups that were present, on january 6th, have stated their desires that they want to blow up the capitol. and kill as many members as possible. with a direct nexus to the state of the union. >> so, that state of the union he is talking about is actually the joint address that president biden plans to deliver in congress in the next few weeks at a date not, yet, set. lawmakers telling me that that is their biggest concern. if the police are able to keep an attack from happening, again. but still, where i stand today, there is barricades and fencing all around me in the capitol. that doesn't seem to be coming down, anytime soon. and another concerning point. there have been no public press briefings from the capitol leadership, capitol-police leadership, excuse me. and acting chief pitman, also telling lawmakers, don't expect one anytime soon. guys. >> julia, i have a question for you because we just showed a lot of the house-republican leaders who are at cpac. they voted by proxy overnight on that covid-relief bill. is there any reaction now to their absence? >> not so far. like you said, almost a dozen house republicans are at cpac. and the funny part about that which actually isn't funny. it's pretty hypocritical that some democrats are saying. those republicans called out their fellow-democratic colleagues from voting by proxy, in the past. now, they submitted this leave of absence, this reason that they cannot attend the vote. but really, they are at cpac, like you said. those lawmakers, including staunch allies of president trump. and we don't have any new reaction coming out, yet, as the house just voted late overnight, as my colleague shannon reported. but it'll be interesting to continue to monitor this weekend and see if there is any fallout to come from there. >> thank you, guys. appreciate it. more right now on the passing of that covid-relief bill. joining us now is senior-deputy whip of the house democratic caucus and second vice chair of the congressional hispanic caucus. new york congressman. congressman, thank you for being here. >> thank you for having me. thank you for having me. >> now, despite you and your colleagues passing the covid-relief bill overnight. it's expected to face an uphill battle. senator mitch mcconnell even attacked the democrats saying that you ended the bipartisan streak. what do you expect to happen, next? >> well, i'm hopeful that the senate will realize that the american people are hurting. and that they need $1,400 in -- in the stimulus check. that they need $120 billion to reopen the schools. that, in fact, we need rental assistance and another round of ppps for small businesses. and obviously, we need more money for vaccination for hospitals and clinics to make sure the american people are safe from the virus out there. so, i'm -- i'm hopeful. very hopeful that they will understand that this is an unprecedented crisis in america. and that it requires a robust answer. >> congressman, let's talk about minimum-wage hike. your caucus did include it in the house bill. it's likely to get cut in the senate, though. of course, house speaker nancy pelosi, still, vowing to get it done of the let's listen to that. >> as we advance this legislation, we will continue to fight for 15, which would give 27 million americans a raise. we will seek a solution, consistent with senate rules, and we will do so, soon. >> so, congressman, how do you see this playing out? and -- and would you support what -- what we're hearing potentially from majority leader chuck schumer and that is a penalty against companies who pay less than $15 an hour? >> i would support that. we pass minimum wage, the $15 minimum wage in new york state a long time ago. and there was many doomsday projections by folks that didn't want it. but the fact of the matter was that people couldn't survive with $7.25 in new york. and i would dare to say, across the country, it's very difficult to survive with $7.25, or -- or less, an hour. so, $15 is just about right. the american people have not gotten a raise, in a long, long time. i think, this catches up to the increase in the cost of living across america. and it's a smart thing. remember, that the minimum wage was first put into place by franklin d. roosevelt right in the middle of the great depression, to give people purchasing power. it's actually like a good economic stimulus for small businesses. people are not going to go on a caribbean vacation with a couple of dollars in their pockets. they are going to go right to a grocery store. they are going to go right to their local businesses, and give them that oxygen that they need. >> congressman, on a different topic, we are also learning those new details about the capitol police officer sicknick's death. with the fbi reportedly saying he was sprayed with chemicals. what does this tell us about the dangers of these far-right extremist groups, to you? >> i tell you, we met with the chief pitman and we, in our committee, will question her because i am concerned that, maybe, the next attack unfortunately could be very different. and so, you know, i was asking her to -- to ensure that there's greater sweeps for potential explosives. she, herself, stated that intelligence to show that those far-right supremacist groups want to blow up the capitol. and so, we got to be prepared. we got to make sure that these folks cannot enter the capitol, again. that they're -- they're surveilled and that they're prevented from hurting people, again. you know, over 100 people, both police officers for the metropolitan police department in d.c. and capitol police, were hurt. severely hurt, some of them. and, of course, five people died. two suicides. definitely, definitely, people that should be met by law enforcement every inch of the way. >> congressman, you mentioned you are concerned about all these terrorists from the outside. i want to get your sense of the level from the inside. you had at least one congressman. i believe his last name is representative gosar who is from arizona who, instead of voting on covid relief, he became the keynote speaker at a far-right nationalist group, overnight. what is going on within the ranks of congress, that we don't know about and should probably be fearful of? >> you know, you can't make this up. as the american people are struggling with the covid-19 pandemic, as we reach a half-a-million deaths. as businesses are shut down, and -- and -- and -- and parents are still wrestling with their kids at home. and this -- and social -- and distance learning. these folks missed a vote that's critical to -- they -- they missed being there. they miss being there on the floor, because of political reasons, not because of an emergency, back at home. or anything like that. not because texas had a severe, winter storm, and they wanted to address the needs of their constituents. but because of partisan politics, they missed being there and debating the vote. i think that's horrendous. i don't know what kind of message they're trying to send. but i think it's the very-wrong message. >> all right. congressman, thank you so much for your time, this morning. >> thank you so much for having me. >> thanks. he may not be in the oval office, anymore. but former-president trump is front and center, at cpac, this weekend. >> let me tell you this right now. donald j. trump ain't going anywhere. >> we dive into the most outrageous speeches and the big announcement trump is expected to make tomorrow. >> and coming up at 11:00 a.m. eastern, president biden set to speak about his covid-relief plan, after a late-night house vote and we're going to be taking his full remarks, live, right here on msnbc. c. assion. i mean, who doesn't love obsessing over network security? (snap) fine jewelry for every day, minus the traditional markups. ♪♪ we're back with the breaking news. and it is being the cpac conference that is ongoing, all weekend long. we are taking a look at some of the more outrageous speeches coming out of cpac, as several trump-backing republicans skipped out on the house covid-bill vote. and instead, opted for the conference in sunny florida. nbc news political correspondent, ali vitali, is in orlando for us, with more. ali. >> hey, guys. just because there is a civil war going on in washington, d.c., does not mean that you would know it here, at cpac. in fact, donald trump's son, don jr., even went so far as to call this event tea pac in the name of trump. we have seen statues of the former president. folks, even bowing before it. it's pretty clear, this is donald trump's party. that is, if he wants it, when he says he plans to run in 2024. if he doesn't, there are plenty of people in this lineup who want to assume that mantle and become trump's heir apparent. folks like ted cruz, josh hawley, tom cotton, rick scott. all of them spoke here and that was just on day one. as we move forward, into the weekend, though, all of it culminates with trump, on sunday. this will be his first set of remarks since he left the white house, over a month ago. we're told that it's probably going to look a lot like those rallies that we came to know, over the course of the last five years, in politics. one adviser telling nbc news that we should expect to see that trump flare. part of that flare, frankly, could include re-litigating the 2020 election results. we know that donald trump believes, falsely, that the 2020 election was stolen from him. but i've talked to voters here on ground who say that, while joe biden is the president of the united states because congress certified him that way. they don't necessarily believe that he won this election, fairly. sort of, seeing the seeds of misinformation actually sprout roots here on the ground, in florida. and just because folks on the ground here are agreed that donald trump is the future of the party. does not mean that they are in agreement about what to do with the folks who crossed his path. listen to rick scott, who has a task in front of him, in 2022, of retaking the senate for republicans. versus kimberly guilfoyle, one of the conservative-talking heads here, believes you should deal with people like mitch mcconnell and liz cheney, who were not necessarily allies of trump at the end there. cheney, for her part, voting to impeach him. mcconnell, acquitting him but saying that he bore responsibility for that january 6th insurrection. listen. >> i am not going to participate in any republican civil war. >> and we bid a farewell to the weak-kneed, the spineless, and the cowards that are posing in d.c., pretending that they're working for the people. let's send them a pink slip, straight from cpac. what do ya say? >> guys, while yesterday seemed jam packed with people who might run in 2024, especially if trump doesn't. today is the day where we start to see a lot of former-trump administration officials making their pitch here to cpac. folks, like rick grenell. former secretary of state, mike pompeo. as well as, former press secretary, sarah huckabee sanders, who is now running for governor in arkansas. guys. >> just happy to see kimberly guilfoyle there. at least diversity, a woman, on stage there at cpac. ali, thank you. >> let's bring in now, former congressman and 2020 and gop presidential candidate, joe walsh. joe, good morning to you. thanks for being with us. these are members of your party. you have been tweeting about this event. in fact, you wrote that everyone at cpac 2021 is being told they're victims. they are being silenced. they're being cancelled. what horrible message. what does it say to you people like senator hawley aren't taking responsibility for their actions related to the big lie, related to the insurrection? instead, they say they're victims of cancel culture. >> it's good to be with you. thanks, guys. look. it tells me that trump won. he -- his -- his great, big lie, of the stolen election. that he began months before the election. all he wanted was for republicans to believe that lie, and they do. they all do. republican voters believe the lie. # this is -- this is trump's party. you mentioned, earlier in your show, a guy i served with in congress. paul gosar. he missed that covid-relief bill vote last night because he keynoted a white-nationalist event. gosar ought to be censured. he ought to be removed from his committees. the republican party should, unequivocally, condemn white supremacy. but they won't. because this is donald trump's party. >> we're -- we're expecting, potentially, former-president trump to announce that he's the presumptive, 2024 nominee for president when he speaks tomorrow. and mitch mcconnell says he would, absolutely, support trump, despite blaming him for the riots and the ongoing-civil war in the gop, right now. what happened, between the impeachment trial, when mcconnell stood up and said that trump bears responsibility, and now? >> reality. the fact that republican-base voters are still devoted to donald trump. even two months after an armed insurrection. i mean, think about this, lindsey. there was a moment, a few days after that insurrection, where mitch mcconnell and some of the republicans were ready to, finally, call out trump. and make a break from trump. and then, they -- again, they did what they've done these past-five years. they got weak-kneed, and they got cowardly. and then, they started to look at the polls. and they realized, oh, my god. donald trump still owns our voters. and so, they wept back to what they've always done, which is try to appease this monster of trump. look. this is trump's party. i don't know if he's going to run for president, in 2024. but if he does, no republican's going to stop him. no republican is going to challenge him. and all of the rest of us, who are conservatives and moderates, who want nothing to do with white supremacy and intolerance. we're on the outside, looking in. i mean, that's just the way it is. >> before, quickly, before we let you go. usa today has a new piece and it's called a culture war has been brewing at the capitol for years and now it's at a boiling point. all these clashes right now in congress, qanon theories, false claims about the election. even, politicizing masks. do you see your former party, ever, going back to its fiscal roots? (vo) discover the exclusive, new miracle-earmini- a nearly invisible hearing aid from the brand leader in hearing aids. new miracle-earmini. so small and comfortable that no one will see them, but you'll notice the difference. call today to start your 30-day risk-free trial. start the year with better hearing and big savings. call miracle-ear today. we're back, now, with the very latest coronavirus headlines that we're following, this morning. an fda-expert panel has recommended emergency authorization for johnson & johnson's second -- single-dose coronavirus vaccine, just a few hours ago. the vote was unanimous, and final approval is expected later today. once that happens, roughly 4 million doses will be shipped, immediately, across the country. this would be the third covid-19 vaccine available, in the united states. and i have more on that, in a moment. johnson & johnson also told that panel two trial participants developed severe, allergic reactions shortly after getting their doses. a participant in south africa came down with a severe case of anaphylaxis. the company told the advisory board it will continue to closely monitor all reactions. and the funeral service for the british veteran captain sir tom moore is taking place right now. his family, promising that it'll be spectacular. including, a flyover from a world war ii-era plane. the world war ii vet was beloved by many brits, raised tens of millions of dollars to help frontline workers during the start of the pandemic, doing laps in his garden with his walker. queen elizabeth knighted him for his efforts, in july. his family confirmed that he tested positive for the virus, and he died earlier, this month, at age 100. the fda is expected to formally approve emergency-use authorization for johnson & johnson's coronavirus vaccine. and this single dose is less effective than pfizer and moderna's shots, at 72% efficacy in the u.s. but once approved, roughly 4 million doses will ship across the country, as soon as monday morning. of course, this dose could be a game changer. it's only one shot and doesn't need to be kept in an ultra-cold freezer. access to more doses couldn't come at a better time, as experts in places, like new york, grow concerned about new variants. msnbc's cori coffin is in new york city, outside a popular movie theater. those theaters will open up next month, at 25% capacity. so, cori, let's start with this upcoming approval. how much of a game changer is this? >> yeah. this should be twofold here, lindsey. and on one hand, we're going to increase the supply of vaccine in this nation, which has proven to be one of the single-biggest hurdles in treating this pandemic. and -- and squashing this pandemic. and then, of course, the second fold, you mentioned, it is a single-dose vaccine. it should be able to offer a little bit more flexibility for people, when it comes to the actual dosages and the numbers that we have on the actual supply side of it. so, moving forward, you mentioned the effectiveness. of course, not as effective as the other, two dose. but certainly, more available or will -- should be more-widely available. and new york looking at this new strain. they're certainly going to be welcoming a third vaccine. this new strain was found by scientists, in november. it now accounts for one in four viral strains that they are looking at. and here's why it is so concerning. you mentioned that we're right outside this famed movie theater in "new york times" square. movie theater set to open at 25% capacity, coming up here. and the city is really moving forward with reopening. but there are concerns that this new strain might prove less effective with the vaccines. and the city has had to address those concerns. so, the health department has said that, right now, there is a lag between the scientific data that's being reported and what is actually coming out, in humans. they say there's just more -- more information needed, more data needed. and they say, still, all three vaccines are highly effective at preventing severe illness and death of covid-19. but people say, this is such a delicate time, why not hold off on reopening here, in the city? mayor bill de blasio defended his decision not to make any changes, yet. listen to what he said. >> i'm definitely concerned about the variants. so long as the state is making the decisions, we're going to do everything we can to ensure people are safe. to make sure there's proper inspections, proper protocols. and we're going to watch very carefully. and if we see, from the data and the science, that things are not working out, i'm going to say it out loud. i'm going to make sure that it's very clear to people in new york city. if we see any of these moves not working, having unintended consequences, we're going to do something about it. >> all right. so, new york movie theaters, set to open up at 25% capacity, in march. that is one of the lifebloods of the city. indoor dining, another, major part of this city. already, open at 35%. middle schools, already open, as well. and on the statewide level, guys, governor cuomo said some of the larger gatherings, like weddings, can begin to reopen. but it will be a very slow and, as we said before, delicate process. especially, with this new-possible variant, here in new york. >> no time to let up right now. cori coffin in new york city. good to see you. thank you. >> let's unpack a little bit more about this. and what it'll mean to have a third vaccine in the u.s. and turn to dr. ebony jade hilton. associate professor of anesthesiology at the university of virginia. she is also the -- founder by the way and medical director of good stock consultant. doctor, thank you for being here. appreciate it. you heard cori's reporting right there on the timeline of getting those 4 million doses shipped. explain, to me, how significant this will be for speeding up our country's vaccine rollout. >> as far as we know, you know, it's one of those things. any other, additional vaccine we can have is going to be a fantastic addition to our overall metrics how we reduce the spread of this virus, across our nation. but i think we need to start to concentrate not only numbers of persons we're vaccinating but who are we vaccinating? is it going to the populations or persons -- in the first place? because, if we don't, if we allow those populations to get reinfected again, we're going to have to start all over again because this virus will mutate, as we've been seeing in the south african and uk variant. and now, in california. this is -- we have to go about this strategy, and looking at equity because it really does mean the difference in having a pandemic within a pandemic. >> do you worry at all that many people who say they have an appointment right now for astrazeneca or the pfizer vaccine, that require two shots, will say, no, i'm going to wait for this johnson & johnson single dose?
